Declining Starts Forecast
Fewer housing starts are predicted for 1989 due to declining housing demand and rising interest rates, according to forecasts made during the National Association of Home Builders recent Atlanta, Ga., annual convention.

Starts are expected to fall to 1,380,000, down 6.7% from 1988's 1,480,000 units. By midyear, mortgage rates are predicted to climb to 11% to 11.5% for 30-year fixed-rate loans, up from the current 10.92V0.
Despite the housing activity decline, the projection would represent the seventh straight year of more than one million starts, the longest post-war housing recovery.
Starts Hit 6-Year-Low
Housing starts dipped 8.2% in 1988 to their lowest level in six years, as last year's 1.48 million units neared the 1.06 million figure built during the recession year of 1982.
The seasonally-adjusted annual rate for starts in December fell 2.2o/o from November, although building permits during the month increased l.8o/0.
Analysts attribute the slight slowdown to rising interest rates and cooling housing demand from the aging of the Baby Boom generation.
"As we go through the years toward the year 2000, we need fewer and fewer net additions to our stock of housing. We're just not creating as many new households as we used to," says economist Richard Peach.
New Wood Dust Rules Set
OSHA will adopt the forest Products industry's recommendations on new workplace exposure limits for wood dust, setting a 5 milligram per cubic meter limit for both hardwoods and softwoods.
The agency had proposed a stricter cap for hardwoods, but the Interindustry Wood Dust Coordinating Committee proved it was unnecessary and would cost the industry $5.5 billion annually and close hundreds of manufacturing facilities.
A separate limit of 2.5 milligrams per cu. meter of dust was established for western red cedar, since the wood may cause allergic responses among some workers.
The new permissable exposure limits must be met by Sept. l, 1989, using any combination of work practices, personal protective equipment or engineering controls. After Dec. 31, 1992, compliance must be met using engineering controls.
