THe ENVIRoNMENTAL Protec-

I tion Agency (EPA) has issued final regulations that require owners or operators of underground storage tanks containing petroleum products to adopt measures to prevent corrosion of the tank, monitor for leaks, notify local authorities if a leak occurs, terminate use of a tank, insure cleanup resulting from a leak, and maintain records. An underground storage tank is defined as any tank with 100/o or more of its volume underground, including the pipes used for filling or dispensing the product. All tanks, regardless of age, must meet all the new requirements. The regulations took effect on December 22, 1988.

Tanks excluded from the regulations are farm and residential tanks storing less than 1100 gallons of motor fuel for non-commercial purposes, tanks storing heating oil for use on the premises, and tanks on or above floors in underground areas, such as basements and tunnels. EPA has issued standards requiring owners and operators to maintain the financial ability to clean up contamination and to compensate third parties for damages. A minimum financial cap- ability of $1,000,000 is mandated by law. EPA may phase in the financial requirements for small tank owners over a 1518 month period.

Human nature being what it is, we all fall prey to that kind of thinking. We should have or we are going to. There is nothing wrong with thinking back, reflecting on the past. One of the government buildings in Washington, D.C. has these words on the corner stoneThe Past is Prologue. And so it is. We can benefit richly from studying the past, but for some living in the past is a way of life. Some live only in the past, because they have no future. This doesn't necessarily apply only to octogenarians.

Most vehicle collisions come from one of two causes: 670/o are rear-end (or related); 200/o are lane change (or related).

Here's a good trick to teach your drivers to avoid a read-end collision: Allow about three second travel time between vehicles; that is to say, watch the rearend of a vehicle in front pass an identifiable object; e.9., phone pole, line on the road, fire hydrant, etc., and then count offthree seconds. The experts say that a very slight three-second margin will prevent most rear-end collisions.

It has the finest climate in the world; extremes of heat and cold are unknown. These are the reasons for its growth."

Mr. Huntington made this statement in 1912.

Not only did Los Angeles grow, but so did all of Southern California. We are the hub of the trade movement for the Pacific Rim Countries, just as Huntington predicted. Projections are for continued growth in Southern California. This means more jobs and more people and more people need more housing. The members of the Lumber Association of Southern California can be the firms that will furnish the materials to meet the housing demands of tomorrow.

Don't dwell on the yester years or daydream about the future. Make plans for tomorrow, today.

Make certain that the internal reality of your organization is consistent with external conditions.
