Under the new E,nerqv Tax Act of 1978 (Public Law 95-6i8). taxpayers are allowed to claim such expenses only on their 1978 relurns. They are not allowed to claim these credits by filing amended 1977 returns.

Specifically, the Energy Tax Act of 1978 provides homeowners and renters a tax credit of up to $300 (l 501, of costs up to $2,000) lor insulation and other energy-saving devices. Eligible devices include: furnace replacement burners, flue opening modifications, furnace ignition systems that replace gas pilot lights, storm or thermal windows or doors, clock thermostats, caulking and weather-stripping, energy use display meters, and other itens specified by the Secretary ol Energy.

There also is a separate credit of up to $2,200 (30%r on costs up to $2,000 and 20()lr on the next $8,000) for the expense of installing certain renewable energy devices, such as solar, wind, or geothermal devices.

The insulation and conservation tax credits will be allowed for principal residences, including condominiums and cooperiltivcs, that were in existence on Apr. 20, 1977. The solar credits on principal residences are available for both old and new homes.

Forms to be used: The IRS announced that the Form 5695 must be used to claim the tax credits, and will be included in the 1978 Forrrll040 tax return packages that will be sent to taxpayers by the end of December. Form 5695 also will be available at banks, post offices, and IRS olTices. Further information (not yet available) on what qualifies for and how to compute the tax credits is in Publication 903, Energy Credits for lndividuals, which the IRS indicates should be at its field offices by early December.

The Minimum Wage has increased from the present $2.65 per hour to $2.90 per hour lor all employees covered by the Fair Labor Standards Act. Watch your rate on students and part-timers.

The Social Security Tax rate went up from 6.050ft on the first $17,700 to 6.1306 on the first $22,900 of wages. This increase applies to both the employee and employer tax.

The new federal law raising the mandatory retirement age to 70 went into effect on Jan. l. The act covers any employer who employs 20 or more workers each working day for 20 or more weeks a year. Exempt are executives who have pensions over $27.000 a year, tenured professors, and collectively bargained retirement plans if in effect Sept. |,1977 (Exemption is only until Jan. I, 1980 or expiration date of contract, whichever comes first.) lf you are covered, you must notify employees of their right to continue

It is a "percentage margin stan- dard". However, the regulation encourages any company that is able to do so to comply with the general price standard. The new alternative specifies that the growth in the average percentage gross margin between the base year and the program year be no greater than the margin trend minus t/20/o or the average percentage gross margin for the program year not to exceed that of the base vear.

Our national lumber dealers association is making a last ditch effort to negate the new rates. They have been fighting the increase for a long time. At first they were going to raise them to $30. $60. and $90.
