Military Applicants, with Proper Forms, Move to Front of Line for Contractor License Processing The Contractors State License Board (CSLB) salutes U.S. military personnel for their service and offers expedited application processing by specially trained staff to veterans seeking to become licensed contractors. Unfortunately, not all veterans applying for California contractor licenses are able to take advantage of this opportunity because they do not submit the forms required for this service.

CSLB has noted an upswing in the number of license applications submitted by veterans that do not include the mandatory DD214 form confirming their release and honorable discharge from duty. Since January 2016, CSLB has received 316 applications that were marked as “veteran” but did not include proper documentation. Veteran identification cards are not accepted as proof of service.

Governor Signs Bill to Allow Vets to Apply Military Experience Besides the aforementioned assistance for veterans, we also previously reported, and wish to remind you, that the Governor signed into law this legislative session SB 1348 (Cannella) which will require the CSLB to apply a veteran’s military experience and training towards licensure requirements. The new law, which takes effect on January 1, 2017, will also require the CSLB to post information on their Internet Web site about the ability of veteran applicants to apply their military experience and training towards licensure requirements.

Without a DD214 or other acceptable forms, CSLB cannot grant expedited status to otherwise-deserving veterans, and their applications are processed along with all others that CSLB receives on a first-come, first-served basis.

By including the appropriate documents with an application, CSLB staff will provide priority service that includes: • Expedited application processing; • Access to CSLB Licensing staff specially trained to evaluate transferable military training and experience to meet minimum licensing requirements; and • Evaluation of college transcripts to help verify acceptable educational credit (in addition to military training and experience).

Santa Clara, California based General Contractor searching for a full-time qualified Superintendent to oversee the day-to-day onsite construction operations of a multi-family apartment project in Stockton, CA. As a Superintendent, your duties will consist of, but not be limited to, managing and inspecting the day-to-day onsite construction and/or rehabilitation of an apartment project while adhering to and enforcing the schedule, performance of each subcontractor, conformance to the project budget, compliance with the plans and specifications, enforce strict safety practices, site cleanliness, and overall production. You will report directly to the Project Manager who reports to the Vice President and President. You will be expected to stay motivated, work diligently, meet deadlines, and add value to the construction team as well as represent the company in a professional manner at all times.

Weekly and monthly reporting to the Owner’s Representative and Architect will be required.

Required Qualifications: A minimum of 10 years of experience in managing the construction of multi-family apartments with verifiable references; Proficient in scheduling with Microsoft Project or other software equivalent; Proficient in Microsoft Word, Excel, Outlook; Proficient in reviewing and understanding all construction documents including building plans and specifications; Ability to prepare and review scopes, RFI’s and submittals; Previous employment with a 3rd party General Contractor unrelated to the owner; Positive attitude, professional workmanship and appearance, detail oriented and result driven; 4-year College degree is a plus; This is a fast paced project and we are looking for a candidate who can maintain the project on time and on budget with great organization and communication skills.

Consumer prices rose 1.5% in the 12 months ending in September, the Bureau of Labor Statistics announced last week. That is the highest annualized inflation rate seen since October 2014, up from 1.1% in the year ending in August. The headline Consumer Price Index advanced 0.3% last month; the core CPI 0.1%.1

Electric Equipment Guarding and Workspaces

Electrical current is found in power lines, transformers, breaker boxes, and power outlets and switches. Exposure to electric current can cause shock, injury and electrocution. Workers that service electrical sources need to get training on electrical safety, assume electrical equipment and lines are live, and use lock out/ tag out procedures. Proper guarding and clearance around electrical equipment can prevent accidental worker exposure to electrical currents.

A shock can occur when a worker’s body becomes part of the flow of an electrical circuit. The severity of injury depends on the voltage and time that the electrical current passes through the body.

Low voltage causes pain and slight burns, a large voltage can cause severe burns and stop the heart. A minor shock may cause a large injury if a surprised worker takes a fall.

To avoid the risk of accidental shock, live electrical components operating at 50 volts or more must be guarded with covers or other permanent barriers to prevent accidental contact by workers and their tools. Equipment can also be locked behind an enclosure, in a room, or at an elevated height. These areas should have restricted access and warnings against unauthorized entry. Permanent markings on electrical equipment with the voltage, current or wattage provide power output information for workers.

Electrical boxes and equipment are best stored in areas free from moisture, chemicals, and excessive temperatures. Electric cabinets with ventilation holes need to remain clear to allow air circulation. Electric parts that ordinarily spark or arc require covers and isolation from combustion sources. Equipment should be securely mounted to the surface that it rests on.

There should be adequate working space to allow workers to safely maneuver around electrical equipment. Electrical equipment with a voltage of 0-150 requires 36 inches of clearance. A voltage of 150-600, where there are energized parts on one side, also needs 36 inches of clearance. Equipment with a voltage of 150-600 and exposed energized and grounded parts on either side requires 42 inches clearance; equipment with exposed energized parts on both sides must have 48 inches clearance.

The clearance workspace around electrical equipment is not intended for storage. The area should be kept clear to allow safe movement and to prevent a fire hazard. Electric equipment workspaces require adequate lighting for safe work; light operating switches should not be near live electrical feeds. Enclosures need at least one entrance and enough headroom to work safely.

With adequate clearance and guarding around electrical equipment, workers can avoid accidental exposure to electric shock.
