Message from the Leader of the Council, Councillor Lewis Cocking

Welcome to the first edition of Our Broxbourne in 2024, which will also be my last as Leader of the Council, as I am stepping down from the Council at the May election.

2024 is shaping up to be a good year for the Borough, with works on the Waltham Cross town centre starting in May, and the reopening of Grundy Park following completion later this year of the project to rejuvenate the park.

There is a packed programme of upcoming events in our parks and town centres, information on which can be found later in this magazine.

The new Theobalds Enterprise Centre on Theobalds Business Park is thriving, home to many small and medium sized enterprises and startup businesses already.

I am delighted that Google has chosen the Borough of Broxbourne

for the site of its new data centre, confirming Broxbourne’s importance as a hub for technology. This will bring with it many economic benefits for local residents and businesses.

At the end of February we held the annual Borough of Broxbourne Awards, recognising the valuable contribution individuals and organisations make to the Borough. Ten worthy winners were presented with an award.

Finally, I would like to say thank you for your support over the last five years – I firmly believe that the Borough is in excellent shape for the future.

The rules have changed. Here is what you need to know about Voter ID

Last year, the Government introduced a requirement for voters to show photo ID when voting.

This requirement will also apply at this year’s local and Police and Crime Commissioner elections taking place on 2 May 2024.

Which forms of ID can I use to vote?

You may already have a form of photo ID that is acceptable. You can use any of the following:

• Passport

• Driving licence (including provisional licence)

• Blue badge

• Certain concessionary travel cards

• Identity card with PASS mark (Proof of Age Standards Scheme)

• Biometric Immigration document

• Defence identity card

• Certain national identity cards

If you do not already have an accepted form of photo ID, or you are not sure whether your photo ID still looks like you, you can apply for a free voter ID document, known as a Voter Authority Certificate. You can apply for this at voter-authority-certificate.service.gov.uk. The last day to apply for a Voter Authority Certificate is 5pm Wednesday 24 April.

Postal votes

On Thursday 2 May 2024, the local Council election and the election of the Police and Crime Commissioner for Hertfordshire will be taking place in the Borough.

You can choose to vote in person at a polling station or use the new online facility to apply for a postal or proxy vote (where someone can vote on your behalf). For more information on how to apply for a postal or proxy vote, please visit www.gov.uk/how-to-vote. Paper application forms can be requested by contacting the Council at: elections@ broxbourne.gov.uk or calling 01992 785577.

When applying for a postal or proxy vote you will need your national insurance number to hand and you will need to upload a signature. The last day to apply for a postal vote is 5pm on Wednesday 17 April 2024 and the last day for proxy vote applications is 5pm Wednesday 24 April.

You do not require any form of voter ID or a Voter Authority Certificate when voting by post.

Collecting your council tax

You may not know that although we collect your council tax, we do not keep it all. We collect your payments but we pay most of it out to Hertfordshire County Council and the Police and Crime Commissioner, keeping only a very small amount of what you pay each year.

Levelling Up Fund Project update

Work is progressing on the Levelling Up projects in Waltham Cross…

Modern look and feel for Waltham Cross

A key element of the Levelling Up Fund project is the work to improve the look and feel of the town centre. The new designs will provide a modern, attractive environment and make the town centre more vibrant and accessible. This in turn is expected to encourage new businesses to set up and improve the local economy.

Ground investigation work has taken place which provided detailed information on the location of underground services ahead of the main works starting in May. The programme of work is expected to be complete in summer 2025.

Waltham Cross Playing Fields is coming together

The skate park was completed last year, the new outdoor gym equipment is complete and the new interactive play equipment is currently being installed. The refurbishment of the sports pavilion has started which will create changing facilities and a community area. This is expected to be completed in the spring. Drainage works on the football pitches will start later in the year.

Google set to build new data centre in Cheshunt

Google has started building a new data centre on a site in Cheshunt. Once complete, the facility will help to ensure reliable digital services for Google Cloud customers and Google users in the UK. The new data centre represents an investment of $1 billion dollars into the UK and is a welcome investment into the local economy of the Borough of Broxbourne and Hertfordshire.

The centre is being built on the new Theobalds Business Park, adjacent to the new Council owned Theobalds Enterprise Centre, purpose built to house small and medium sized enterprises and business start-ups.

DEVELOPMENT UPDATE

Hoddesdon town centre – Southern Gateway project

As part of the Hoddesdon town centre strategy, two key projects have been agreed. The Southern Gateway project looks to provide a safer, more inviting, and better connected environment to this important approach to the town.

A consultation on the proposals has just closed and the responses will help to design the final project. Work is expected to start in early 2025.

Goffs Oak Village Hall

In 2021, the Council asked local residents to comment on proposals for the redesign of Goffs Oak Village Hall and the open space around it.

The plans aim to redevelop the Village Hall into a multi-purpose community hub with café, relocate the tennis court and multi-use games area and revitalise the park turning it into a destination.

The proposals will be pursued when financial contributions from developments taking place locally have been received.

Grundy Park Regeneration project

Construction work on the Grundy Park Regeneration is nearing completion. The rejuvenated park now resembles an Edwardian-style public garden with a cherry tree walk, new flowerbeds, lawn, shrubs and seating.

A new basketball court, all weather pitch and a picnic area have also been installed at the rear of the grounds. The grand entrance from Turners Hill is currently being constructed.

The park will open to the public later this spring.

These works have been funded by the Council and through financial contributions from developments taking place locally.

Cheshunt Almshouses – Providing Homes for 400 Years

In June, the Beaumont Charity celebrates the 400th anniversary of the Ancient Almshouses in Turners Hill, Cheshunt. In 1624, ten almshouses were built in Turners Hill with compensation money from James I, for taking part of Cheshunt Common for hunting.

Whilst the accommodation has been almost completely rebuilt over the years and doubled in size, the four-hundred-year-old ancient beams are still visible inside the properties. There are now also a further fourteen bungalows at Turners Hill and a further sixteen properties at the Homeleigh Court site in Churchgate, Cheshunt.

The original ten were for elderly widows. The properties now provide accommodation for the over sixties who have lived or live in the ancient parish of Cheshunt. The ancient parish of Cheshunt also includes Waltham Cross and all roads before Wormley High Road.

Barclays Local

A new Barclays Local service has opened at the Spotlight in Hoddesdon.

The new Barclays Local is open Monday-Friday, 10am-12.30pm and 1-4.30pm. Barclays staff are on-hand to provide face-to-face support for Barclays customers with a wide range of services including digital banking, financial reviews, balance checks, transfers and bill payments.

Barclays Local is a cashless site so cash banking transactions will need to be completed at a local Post Office. However, the Council will continue to push for cash services.

Take control of Type 2 diabetes

If not controlled, Type 2 diabetes may lead to disability and even death. Unfortunately, people from a Black or Asian background are more likely to develop Type 2 diabetes than people from other ethnic origins.

To tackle this, Broxbourne Borough Council, Hertfordshire County Council and local GPs have joined forces with the charity OneVision. Starting in March, groups of patients from Black and Asian backgrounds who have a high blood sugar level or who have developed Type 2 diabetes will be offered an extra support programme. The aim of the programme is to help participants manage their blood sugar levels effectively, with an approach that understands how the needs of individuals differ.

The free, 12-week programme will include exercise, healthy eating and cookery sessions tailored to cultural needs. All participants will have personal coaching from a mentor who will help them resolve their own barriers to having a healthy lifestyle. They will also receive simple exercise equipment to help them exercise at home.

To qualify you will need to be of Asian or Black ethnicity, Type 2 diabetic or prediabetic with a high blood sugar level. Patients at GP practices will receive an invitation to participate. However, if you want to express your interest, please contact healthyhub@ broxbourne.gov.uk with your name, contact details and the GP practice where you are registered.

Volunteering is at the heart of Lowewood

Drop into Lowewood Museum, the Borough’s only museum, and you’ll be greeted by a friendly volunteer who’ll tell you all you need to know and answer any questions.

The museum has opportunities for front-of-house volunteers when it is open on Fridays and Saturdays from 10am to 4.30pm. Lowewood Museum is located on the High Street in Hoddesdon, close to the Spotlight.

Specialist knowledge isn’t needed to be a front-of-house volunteer, just a willingness to chat to visitors and share your enthusiasm.

Great Big Green Week

Great Big Green Week (GBGW) is the UK’s biggest celebration of action to tackle climate change and protect nature, taking place in communities nationwide from 8 to 16 June 2024.

Broxbourne Council will once again be participating in this year’s GBGW and will hold its annual Sustainability Summit during this week.

The Council is looking to work with local organisations who may wish to put on their own environmental event or activity during this period. Let the Council know your plans by emailing sustainability@broxbourne.gov.uk.

How to increase biodiversity in your garden.

No matter the size of your garden, a few easy steps can make it a haven for wildlife including insects, birds and mammals.

Pick the right plants. Whether you have room for raised beds or just a few pots, the right mix of flowers and herbs throughout the year will help insects and pollinators thrive. Plant wildlife-friendly trees and shrubs. Crab apples are enjoyed by blackbirds, thrushes and voles, hazelnuts feed squirrels and dormice whilst ivy provides shelter for birds and nectar for bees.

Get messy. In the wild a healthy woodland is untidy. Consider not mowing all of your lawn to leave some grass long for beetles and caterpillars to thrive. A compost heap is one of the best things that can be added to your garden as it becomes a whole ecosystem of worms, beetles and even reptiles.

Enjoy wildlife this Spring

This Spring why not connect with nature? Research has shown that connecting with nature is good for both physical and emotional health. And the good news is that Broxbourne residents do not need to travel far.

Stretching from Waltham Cross to Broxbourne is the River Lee Country Park - 1,000 acres of sprawling parkland, home to a variety of birds such as the reclusive Bittern. Cornhill Meadows is one of the best places in the east of England to see a range of dragonflies.

In Broxbourne Woods, part of Hertfordshire’s only national nature reserve, you can spot the Purple Emperor butterfly and the Great Crested Newt as you walk along the award winning Sculpture Trail. Nearby Wormley Wood and Nut Wood are rich in native oak and hornbeam.

Provide water. A pond, no matter how small, has the potential to support newts, frogs, toads, dragonflies, damselflies and diving beetles, but do make sure it is safe if you have young children.

Reduce the use of chemicals. Chemicals spell disaster for biodiversity. Not only do they kill the species they are targeted at but everything else that comes into contact with them.

Barclay Park, Cedars Park and Cheshunt Park all have free car parking, toilet facilities and pushchair friendly paths. Barclay Park has a 1.6km tree trail and an ornamental lake. There are over 50 other parks and open spaces in the Borough, providing 722 acres of green space and plenty of opportunities to get out and explore somewhere new.

Reduce your water usage

Hertfordshire is one of the driest areas in the country and has been designated by the government as an area ‘under serious water stress’. In addition, Hertfordshire residents consume 153 litres of water per person per day, 8% above the national average.

The government target is for people to use 105 litres or less per person each day, which is 30% less than the current Hertfordshire average. Take a look at your water bill to see your daily usage, then follow the tips below to help reduce your water consumption.

In the bathroom

• Turn off the tap while brushing your teeth - a running tap wastes approximately 6 litres per minute.

• Take shorter showers - apply for free timers and water saving shower heads via your water company or from organisations such as Save Water Save Money.

• If toilets have a dual flush, use the half-flush button (this can save up to 6 litres per flush). For lever-handle toilets, install a Save a Flush device in the cistern.

In the kitchen

• Fix dripping taps (10 drips of water a minute is equivalent to about 3 litres per day).

• Ensure washing machines and dishwashers are full before use (this could save you 65 litres every day).

• Do not overfill the kettle - boil only what you need.

In the garden

• Collect rainwater for plant watering and car washing using a water butt.

• Use a watering can and water plants early in the morning or in the evening when it is cooler, and water is less likely to evaporate. Avoid using a hose.

• Use water-permeable materials in landscaping projects or on driveways. Gravel or permeable block paving on drives allows water to drain into the ground. Concrete, tarmac, and standard block paving do not, and can lead to over-flowing drains and localised flooding during heavy downpours.

Home Upgrade Grant 2 (HUG2)

HUG2 is a new government grant scheme to fund free energy-saving upgrades for properties that do not have gas heating.

The scheme delivers improvements to those who struggle to pay their heating bills and/or keep their properties warm in winter. The scheme is open to homeowners and private tenants in hard to heat homes (based on your property’s EPC assessment), whose annual household income is less than £31,000 or those receiving certain income-related meanstested benefits such as Universal Credit Improvements could include insulation and ventilation upgrades, low carbon heating systems, efficient heating controls, energy efficient hot water systems or solar panels. You can apply via: hugapply. co.uk/ or by calling the Energy Saving Trust on 0808 1968255. A survey will identify what is suitable for your home and you’ll get a free updated EPC assessment.

HUG2 funding is available until March 2025.

MidsummerFestival

In June 2024 Hoddesdon will host a Midsummer Festival with something for everyone. Running from Saturday 15 June until Monday 24 June, the festival is being co-ordinated by Love Hoddesdon, in partnership with Broxbourne Council, Friends of Barclay Park, Lowewood Museum, the Spotlight, Hoddesdon Library, Hertfordshire Zoo (formerly Paradise Wildlife Park) and others.

The Festival starts with Open Air Cinema in the town centre on Saturday 15 June. On Sunday 16 June, the Friends of Barclay Park will host Midsummer Fun in the Park which will feature music, family entertainment, stalls and a history walk. The Spotlight has almost ten days of entertainment including an open air performance of Shakespeare’s The Tempest on Friday 21 June.

BArts is organising a painting exhibition entitled Paint The Town. Hoddesdon Parish Church will have open days from Friday 21 to Sunday 23 June, as well as a concert and ‘trails of treasure’. Hoddesdon Library is working with local schools on a poetry workshop, Moving Stories Along the A10, and a Fairy Wings workshop for children on Saturday 22 June. Other events are being developed with local sports clubs and Lowewood Museum.

A traditional fun fair will be in the town centre from Thursday 20 until Sunday 23 June. Sunday 23 June is also Gala Day, hosting two music stages, street entertainment, community and trade stalls. The final day of the Festival has been designated as Heritage Day and will celebrate the town’s rich history. An evening historical walk will end the festivities. Further details and timings will be available on the Love Hoddesdon and Council websites and social media channels.

Well Woman workshop at Studio Escape

A Well Woman workshop will take place on Saturday 23 March, 2-4pm at Studio Escape, Laura Trott Leisure Centre. Back by popular demand, this workshop is in essence an MOT for women focusing on bladder issues, hysterectomy, pre and post-natal, perimenopause, menopause and beyond. This small group workshop will promote a healthy pelvic floor throughout the stages of a woman’s life in a safe and open environment.

Active Herts

Broxbourne Council’s Active Herts programme helps those who are at risk of cardiovascular diseases or who are experiencing mild to moderate mental health conditions.

Since its launch it has supported over 3,000 residents to improve their health and wellbeing through exercise, including swimming, health walks, low impact circuits and stretch and relax classes.

Each participant who meets the programme’s criteria will receive six weeks of free activity. Active Herts is so popular that after the free six weeks, many participants continue with the programme paying a small fee.

To be eligible for the Active Herts programme, you need to answer ‘yes’ to the following questions:

Do you currently do less than 30 minutes of physical activity (that raises your breathing) each week?

Are you over 16 years of age?

Do you live in the Borough of Broxbourne?

The EGYM at Laura Trott Leisure Centre just got even better!

FOUR new pieces of kit have been added to the current suite of EGYM equipment, including a calf press, torso rotation, chest fly and reverse fly to give you an even more comprehensive workout.

As with all gym equipment, you will need a quick induction to set you up before you use it.

If you already have an EGYM account you will not need to book an induction - there are extra instructors on hand to get you set up whenever it is convenient to you.

If you do not have an EGYM account, you will need to book a full induction.

BOROUGH OF BROXBOURNE COUNCILLORS 2023/24

Broxbourne Borough Council has 30 members elected to represent residents from all Borough wards.

There are 27 Conservative Group Councillors and three Labour Group Councillors.

Councillors are elected for a four year term. The role of a councillor includes:

• Agreeing Council policy

• Deciding priorities for the Council

• Setting the level of council tax and the Council’s budget

• Making certain decisions on matters such as planning and licensing

• Representing the Council and the Borough at meetings and on outside bodies

• Helping individuals living in their ward.
