TOP PARK VOLUNTEER NAMED JOHN CAMPBELL jcampbell@metroland.com BRIGHTON - The Friends of Presqu'ile Park have named Linda Collins its 2019 Volunteer of the Year. She was presented the John Cole Award for her work on the Christmas at Presqu'ile arts and crafts show held every November. Friends said in announcing her selection that Collins evaluates between 130 and 160 vendors for the show, recruits volunteers, sends invitations out to all the members, and helps her team set up for the event. She gives her team most of the credit for bringing Christmas to life at the annual event. Collins, who joined the show's organizing committee seven years ago, "loves working with all the women (who) dedicate themselves to this event for the enjoyment of everyone who attends," Friends said in a news release. "She is instrumental in the event's success and ... the guiding force that holds everything together." The Volunteer of the Year Award is named in honour of John Cole, who was the first chair of the Friends of Presqu'ile Park in 1988. A University of Toronto history professor who retired to Castleton, he loved to visit the park to walk the trails.

When the park superintendent put out a call for volunteers interested in forming a Friends group at Presqu'ile, Cole responded and devoted countless hours to getting the group up and running. Friends also presented a life membership to Janine McClintock, who served two terms on the board of directors and was involved for six years in the Natural Heritage Education program. She also volunteers on the communications and Christmas show committees. Life memberships are awarded to individuals who have given significant, sustained, high quality service to The Friends of Presqu'ile Park over a period of many years.

In the time since the passage of the Municipality’s Official Plan, there have been numerous changes in legislation and policy, including amendments to the Planning Act, a new Provincial Policy Statement, and revised Provincial Policy Documents. All of these changes necessitate a comprehensive review and update to both the Municipality’s Official Plan and Zoning By-law.
The Municipality of Brighton has begun to experience an increase in development pressures which has raised public concern about the character and integrity of its mature neighbourhoods. In December 2018, the Municipality of Brighton initiated a Mature Neighbourhood Study to address these concerns.

CAMPBELLFORD HOSPITAL TO RESUME PERFORMING SCOPES
CMH PRESIDENT AND CHIEF EXECUTIVE OFFICER VAROUJ ESKEDJIAN SAID A RECOVERY ROOM IS BEING READIED TO ACCOMMODATE "60 TO 70 PER CENT" OF THE PROCEDURES THAT WERE CANCELLED FOR JULY JOHN CAMPBELL jcampbell@metroland.com CAMPBELLFORD - Surgical procedures will resume at Campbellford Memorial Hospital on Aug. 7, a month after they were halted when the hospital closed its two operating rooms. CMH president and chief executive officer Varouj Eskedjian said a recovery room is being readied to accommodate "60 to 70 per cent" of the procedures that were cancelled for July. The operating rooms were closed temporarily July 8 "on a precautionary basis" as a result of electrical, mechanical and equipment-related issues the hospital had been experiencing over the past year, including "random and sporadic alarms going off," he said.
They seemed "to be getting a bit more frequent," Eskedjian said. "We tried a bunch of different things and haven't been able to resolve it." Electrical and mechanical engineers were scheduled to visit the hospital on July 25 to determine "if there are significant enough risks that we need some remediation," Eskedjian said. He hopes to have their findings "within a week or so," so the hospital can decide what to do. "They know there's an urgency to this," he said. "I don't want to continue that unplanned closure." "It's disruptive any time you're cancelling surgeries." If the fix involves "a significant amount of money, I've got to figure out where I get that money," said Eskedjian.
John Campbell/Torstar Hospital president and CEO Varouj Eskedjian said the decision to temporarily close the operating rooms was a difficult one but necessary for health and safety reasons. Deciding to shut down the operating rooms "was a very difficult decision to make ... It's not one we took lightly." But he, the chief of staff and chief nursing executive didn't
want to put patients, staff and surgeons at risk. "Health and safety is the primary concern (for) this organization and myself," said Eskedjian.
The hospital normally closes its operating rooms three to four times a year for repairs, upgrades and routine maintenance work. The procedures done at CMH are "pretty routine," with the majority being "endoscopes and the like," said Eskedjian. The converted recovery room won't be able to accommodate operations such as shoulder surgeries, hernia repairs and appendectomies. The operating-room problems provide further evidence in support of the hospital's redevelopment plan, which includes building a new hospital. The project has yet to receive approval and a commitment of funding from the province. "It's on hold, unfortunately," Eskedjian said, while Ontario's health-care system undergoes a transformation. "Until we leave the building, the building still has to work for patients and staff," he said. "Any time there is a health and safety issue, that has to be addressed."

JOHN CAMPBELL jcampbell@metroland.com BRIGHTON - Bay Shore Road residents are overwhelmingly opposed to allowing hunting on Sundays. Monty Bourke, a director with the Presqu'ile Property Owners Association, communicated their opposition in a presentation to council July 15. He also submitted a petition signed by 98 per cent of Bay Shore residents. Sunday is the only day of the week when hunting waterfowl isn't allowed during hunting season (mid-September to early January). "That's our single day of peace," he said, and a day when family members visit. The rest of the week it "sounds like a war zone," with shotguns being fired as early as 5:30 in the morning and continuing throughout the day. "It's quite a significant issue for the residents at Presqu'ile," Bourke said. "It's not about hunting ... it's about the noise and public safety." His appearing as a delegation was in response to a request made in May by another Brighton resident, Don Mattison, who asked that Sunday hunting be allowed. He also submitted a petition - council responded then by instructing staff to prepare a report. The July 15 agenda included a letter from the president of the Presqu'ile Property Owners Association, Pat Boyce, urging council to maintain the prohibition as it allows residents of Presqu'ile, who live either on or within 40 metres of the water, "not to be awakened Sundays as well as at daybreak to the roar of shotguns being discharged." "I'm with you," Coun. Mary Tadman told Bourke. She lives in Gosport, on the opposite side of the bay, and said that "it's very disturbing" to be awakened at 5 in the morning thinking "you've been shot." "People aren't against hunting," Bourke stressed in an interview. If hunters want to hunt on Sundays outside Presqu'ile Bay, that's OK with Bay Shore residents, because "it's not going to affect us," he said.

With a federal election just months away Canadians should be giving the candidates and the issues their undivided attention. The outcome will impact our lives significantly. But it's well-nigh impossible to ignore the Trumpster fire taking place south of the border that threatens to consume democracy in a once-great nation. The West will pay a terrible price should that happen. Donald Trump is an unnatural disaster who's certain to be remembered as America's worst president. The truth has suffered many casualties since Trump's election in 2016: The Washington Post estimated last month the pres-
ident has said close to 11,000 falsehoods. The sheer volume of self-serving lies unsettles the mind, as does the unwavering devotion of his base (which is an apt description of many of his supporters who have rejected the higher qualities of mind and spirit in favour of meanness and, worse, racism). A supine and complicit Senate further demeans the republic. Trump's abiding mendacity alone demonstrates his unfitness for office, but add to that his egomania, incompetence, divisiveness, sloth and suspect conduct, and you have a compelling case for his removal from office. Which will likely require a defeat at the polls to accomplish rather than impeachment, given the American public's disinterest in the special counsel's damning report and its author's disappointing
performance testifying before a pair of House committees. The story unfolding of a nation unravelling is a dramatic tale easy to obsess over with its many twists and turns, but of what concern is this to Canadians? Everything. An America that fawns over murderous thugs, castigates allies, subverts democratic principles, smashes norms, undermines global efforts to combat climate change, sows division, mistreats immigrants, and condones racism makes for a poor neighbour and a pitiful claimant to leader of the free world. Trump truly has been transformative, in the worst kind of way. So much so that the preamble to the United States Constitution now starts out: "Weep, the people ..." TORONTO MAN CHARGED WITH THEFT CRAMAHE TOWNSHIP - Northumberland OPP was notified shortly after 11 a.m. July 27 that a vehicle had been left abandoned on the shoulder of the eastbound lanes of Highway 401 east of the Big Apple exit in Cramahe Township. Investigation showed the white 2015 Mitsubishi four-door sedan had been reported stolen from the Toronto area during the overnight hours of July 26-27. Later, just before 3 p.m., officers responded to reports of a suspicious man walking around with a purse in the Big Apple restaurant parking lot located on Orchard Road. Investigation revealed that the purse belonged to the registered owner of the stolen car recovered earlier in the day. Police charged Matthew Edward Kraus, 36, of Toronto, with possession of property obtained by crime under $5,000, theft over $5,000 of a motor vehicle and five counts of failure to comply with a probation order.

Police said the home "had been rummaged through and left in a state of disarray." They believe the person(s) responsible exited the home through the rear patio door. Mischief charge laid TRENT HILLS - Police responded to a domestic incident in Campbellford around 6:45 a.m. July 14. An investigation by Northumberland OPP led to a 28-year-old Trent Hills man being charged with mischief. He is scheduled to appear at the Ontario Court of Justice in Cobourg in August. Also on July 14 police received word there was an injured coyote in the area of Green Acres Road. Thomas Burgess - who was enrolled in a specialist high skills major: environment - is interested in all things outdoors. COUNTY BRACING FOR FUNDING REDUCTIONS FROM PROVINCE Continued from page 1

Its focus is setting targets for tax levies over the long term because "often decisions can be short-sighted just looking at the current budget year, not recognizing the impact that's going out 10 years," said Dees. The county has three major projects on the horizon: redevelopment and expansion of Golden Plough Lodge ($100 million), a new bridge in Campbellford ($20 million) and consolidation of works yards ($20 million). Municipalities can find themselves "in dire straits" if they don't set aside enough money in reserves for future years "because they're trying to meet an unrealistic target in the current year." Alternatively they can take on too much debt which limits their options down the road. In preparing for 2020 the county must contend with two key factors: its mammoth infrastructure
deficit and a substantial reduction in funding from the province, which accounts for 35 per cent of the revenues the county budgets each year. The county's asset management plan indicates Northumberland should be spending $27.4 million annually on infrastructural renewal, but "most years we're under by probably, on average, $10 million," Dees said. The county is working to close that gap through a dedicated infrastructure levy that goes into a bridge reserve (it currently sits at $9 million). "We are making some strides and we've been ramping up our capital program each year" as well, he said, by incrementally increasing the $10 million-plus transportation construction program by $500,000 annually. The county experienced a few cuts in its provincial funding this year, including an estimated $107,000 in Ontario Works payments and $93,000 at the Golden Plough.

But as much as $1.4 million in cuts are expected next year, which would require a 2.5 per cent increase in the county levy to offset. Added to other costs the county must shoulder and the levy increase for next year would have been 5.1 per cent - well above the two per cent levy increase council approved for 2019 to cover the costs of all services and capital work. The projected funding cuts include child care ($401,931), Ontario Works and homelessness prevention ($400,186) health unit ($349,572), and ambulances ($180,634). "There's the possibility there could be more," Dees said. Council set a target total levy increase of three per cent for 2020, instead of 5.1 per cent. Included in that is a commitment by staff to achieve efficiency savings of one per cent. The province has provided $725,000 in modernization funding to help with that exercise. Finding efficiencies when the county has been doing that for years does present a challenge, Dees said, especially when many of the services the county provides have been mandated by the province.

"When you tighten the budgets you get to a certain point where there's very little capacity for unexpected or nonrecurring type of events or events that are outside your control." That happened this year when two pieces of equipment cost more than $100,000 to repair. The targeted increase also includes 0.8 per cent more in the infrastructure levy. The starting amount is set at three per cent of what was spent on capital work the previous year, and each year it goes up by 0.5 per cent to narrow the infrastructure deficit gap. "These are marginal gains,"
Dees acknowledged, and it will takes years to bring spending on infrastructure to where it needs to be. "That's common for most municipalities," he said.

"It's a useful tool for the public to look at because it will help council in looking at what's the priority for the stakeholders ... as far as the services we deliver, and where the budget dollars should be allocated," Dees said. "We try to be very transparent."

Only use paper yard waste bags. Paper yard waste bags are available at most local hardware stores and building centres. Please do not include: garbage, litter, animal feces, or soil.

Cramahe Township - The Cramahe Studio Tour has changed its name and expanded its territory to include Brighton and Trent Hills. Now known as the Apple Route Studio Tour, the civic holiday weekend event (Aug. 3-5) has added participating artists located outside Cramahe to go with the 15 who reside in Colborne. The tour was started in 2017 as part of the township's Canada 150 celebrations and members of the organizing committee concluded now was the time to expand beyond the township's boundaries. Dianne Cook produces landscapes and floral oil paintings at her residence near Warkworth and Lenna Broatch in Brighton paints and does contemporary quilting. Helen Van Poorten, a member of the organizing committee, said part of the attraction for many of the people who take the tour is that "you're going to be travelling through lovely countryside" to get to the studios of the participating artists. "We have a really good variety of artists this year, from potters to quilters to woodworkers to painters to jewelry making," said Van Poorten. MONITOR STOLEN IN BRIGHTON BRIGHTON - A black computer monitor was reported stolen from a manufacturing facility sometime between 11 p.m. July 11 and 2:30 a.m. July 12. An employee reported the break-in, Northumberland OPP said. To assist police with its investigation or to report any suspected unlawful activity, visit Crime Stoppers at www.stopcrimehere.ca or call 1-800-222-TIPS (8477). Also on July 12, a resident reported he had been defrauded of $150 after applying for a birth certificate online through a third party company at Vitalcertificates.ca. Police said he cancelled all his credit cards and called the Canadian Anti-Fraud Centre.
BRIGHTON'S OWN: NINTH GENERATION ON THE SAME LAND You just have to look at a picture of the Dorland family, poured onto the front steps of their old farmhouse, to see they are loving a blessed life. (Their big, smoochy dog Bessie could hardly sit still for the pic.) Jennifer Dorland was born on a farm in Glencoe near Woodstock. She attended the University of Guelph, where she garnered a business degree with a minor in agriculture. Justin was less definitive in what he wanted: "Into my teens, I didn't think I would be a farmer. Growing up, I worked on the farm and loved doing all sorts of things but took a year off after high school and did some computer and science courses. At 19, farming suddenly felt right, meant to be. I believe things happen for a reason. This is what I was meant to do. I was lucky." Luckier than he thought:
He enrolled in agronomy at Guelph and met soulmate Jennifer. They got married 12 years ago and moved to Justin's parents' dairy farm in Brighton. That house where Justin was born and raised was built in the 1850s. They still have the deed from the Crown. Justin is the family's eighth generation on the land. Their precocious ninth-generation daughters Lauren, 10, Audrina, 8, and Juliette, 4, talk like they are pushing 30. Dorland farm consists of 450 acres farmed with 400 head of cattle. The milk is picked up by the milk board, under a quota system, which, Justin says, protects and assures them a fair price. The blessings of a wholesome, healthy life extend to the bungalow next door where his parents still live. Jennifer says, "Everyone

should really come from a farm. We are so lucky to live here." When asked what he likes about farming, Justin laughs and says, "Depends
on the day. I like that there is a routine to your day but different things. I like to work with a schedule. The challenge comes with unscheduled events. If you do
things the right way, things work out. You have to work hard. Nothing comes to you if you are not working at it. I love the smell of dirt in the spring, and fresh hay." Jennifer: "We are teaching our kids the value of hard work, with family. That's an incredible thing to be able to do. We hope to instil good values in our kids. I am in charge of marketing and succession planning otherwise known as looking after the kids. I am in charge of the next generation." Dorland Farms is at 972 County Road 41.
