Councillor Jason Kitcat, leader of the city council, revealed the surprise move yesterday in what appeared to be a successful attempt to put political opponents - especially Labour - on the back foot in the run-up to this year’s council budget. The referendum - the first of its kind in the country - is required under legislation for any proposed tax increase above a governmentimposed threshold, currently 2%
- although there are fears this could be reduced to 1.5% in future. The vote is due to take place on May 22, the same day as the European Union elections, which will help cut democratic costs. Previously, Cllr Kitcat has said - in a webcast interview - that the cost of a referendum would be “a waste of money”. He said in the interview in July last year: “The referendum rule is mad. It’s not really workable and would cost about £300,000 to run.” Yesterday, however, in a carefullychoreographed move, he said: >> Continued on page 5
