All-abilities playground set to open Children and families are invited to attend the grand opening of the new, all-access playground in Prewett Community Park, in Antioch on Saturday, Nov. 5.

A ribbon-cutting ceremony and community celebration will begin at 11 a.m., followed by the opening of the playground. There will be refreshments and activities for kids throughout the morning.

The Prewett Community Park playground is the newest allaccess playground in the City of Antioch park system. Funding was provided by the Antioch Area Public Facilities Financing Agency, Community Facilities District No. 1989-1 (commonly known as Mello Roos Funding).

Prewett Community Park is located at 4703 Lone Tree Way. The playground is located on the east side of the park.

Land purchase expands future regional park Total Tennis

The future Deer Valley Regional Park between Brentwood and Antioch is now 76 acres bigger, thanks to the East Bay Regional Park District’s recent purchase of a former ranch on the east side of Mount Diablo.

The Hanson Hills property will be combined with 3,087 acres thus far, to create a regional park with a trail connecting Black Diamond Mines to Deer Valley, Round Valley and points south. An opening date for the park has not been set.

The Hanson Hills property was purchased for $730,000

from the nonprofit Save Mount Diablo, which strives to preserve Mount Diablo’s peaks, surrounding foothills and watersheds. The East Contra Costa County Habitat Conservancy kicked in $547,000 with the remainder coming from Measure WW, approved by voters in 2008 to help the district meet the increasing demand to preserve open space for recreation and wildlife habitat.

“It’s an important one, because it continues the habitat corridor that we are working on from Black Diamond Mines to Los Vaqueros watershed,” said Meredith Hendricks, director of Save Mount Diablo’s land programs. “It’s essential that we keep corridors for the movement of wildlife intact.” see Park page 26A

Finding art in unexpected places

Local artists are adding a touch of color to the streets of Oakley, transforming the city’s utility boxes into public art.

The utility-box mural project requisitioned local artists to paint ten utility boxes throughout the city.

Each artist was chosen after the city issued a call for artists, asking them to submit designs showcasing Oakley’s rich agricultural heritage and unique appeal as a place for families in the heart of the Delta.

“We hope that residents enjoy the work the artists have done to beautify Oakley and the addition of art in unexpected places,” said Lindsey Bruno, Oakley’s recreation manager. “The artists are doing a beautiful job.”

Locations of the utility boxes to be transformed are on Empire Ave-

nue and West Cypress; Neroly Road and Empire Avenue; Neroly Road and Everlasting Way; Neroly and Brown roads; Carpenter and Brown roads; Oxford Drive and Brown Road; Main Street and Laurel Road; Main Street and Vintage Parkway: and Main Street and Live Oak. Dylainie Nathlich, an Oakley native and graduate of Freedom High School, began painting her design on the corner of Main Street and Live Oak. The stunning portrait of an egret in water has already been catching the eyes of drivers passing by.

“It feels great to have been selected to be part of this project,” said Nathlich, whose inspiration for her design came from Big Break Regional Park. “I’m proud to represent my hometown doing what I love most.”

The artist is currently pursuing a degree in art education at City

College in San Francisco.

“I’m really glad I got this opportunity,” she said. “I’ve already received so many positive responses.”

Nathlich and other artists received a stipend of $250 when they began their work, and will get another $250 upon completion. The deadline to finish the projects is Dec. 9.

Artist’s designs include moments on the Delta, dogs playing, water flowers, residents enjoying the trails and parks, children holding hands and vineyards.

“I love this idea, and seeing beautiful artwork throughout our city is amazing,” said Oakley resident Jennifer Albaugh.

According to Bruno, there are a total of 80 utility boxes in Oakley. If the project is well received, the city may expand it to include other utility boxes.

Brentwood third grader conquers triathlons

While most East County residents were enjoying indoor comfort during the recent storm, mud-covered Ron Nunn third-grader Sebastian Aamoth was in the Santa Cruz hills, dodging rain and falling tree branches.

It wasn’t the most comfortable experience of the 8-year-old triathlete’s life, but he wouldn’t have it any other way.

“Seriously, there were rocks flinging everywhere and broken trees, and there was one part where I was running and then something caught my attention,” Sebastian remembered. “It was a limb falling.”

Sebastian’s foray into extreme competitions, which usually include 100 yards of swimming and a combined 1.2 miles of biking and running, began two years ago at the suggestion of his mother. He didn’t know what a triathlon was, but his willingness to give it a shot has paid off.

He’s finished second once and fifth twice in his three triathlons, battling between 200 and 300 competitors – divided into age groups – each time.

“It’s super interesting,” he said of the competitions.

“You get people cheering for you, and helping if you accidentally fall.”

His success is likely a testament to his natural athletic ability and training outside the competitions. He began swimming at 6 months and skiing at age 2. Today, he takes year-round swim classes at Delta Valley Aquatic Center, bikes to school with his dad and goes running with his mom.

It all pays off during the competitions.

“Dad and I are both really proud of him,” said Gozel Aamoth, Sebastian’s mother. “We encourage him and train him, and it is a lot of fun. I hope Sebastian’s passion for being active can inspire other kids.”

Though Sebastian describes the events as ‘easy,’ Mother Nature can at times attempt to throw competitors off course. His last triathlon in the Santa Cruz hills forced competitors to skirt falling tree branches, trudge through mud and emerge from the swimming portion into a cold rain.

Almost everyone was turned off by the circumstances – except for Sebastian.

“When you got out (of the water), you were kind of warm, because your heart was pumping and you were staying warm, because you were jogging,” he remembered.

Sebastian points out, however, the events also reveal joyful surprises that only experience can help describe.

“There was this lake next to it, and when you saw it, everyone had to slow down and walk or jog, because the sun was making a gleam across the water,” he remembered of his second event. “It was so beautiful.”

At just 8 years old, Sebastian has a long way to go before he can start thinking about advanced triathlons, which challenge adults to swim for 2.4 miles, run for 26 and bike 112, but he shows no fear of conquering the future.

“You have to participate, and you must believe in yourself,” he said.

School helps student’s wish come true Alaura Filyau didn’t know that her sixth-grade class at Delta Vista Middle School in Oakley would help make one of her lifelong dreams come true.

The 11 year old was surprised on Oct. 26, when the doors to her classroom were opened and her family and members of the Make-A-Wish Foundation walked in.

The entire sixth grade student body and teachers lined the walkways outside of her classroom, as well as the sides of the school’s axis road, and cheered for her, as she walked to a limousine at the end of the road, which was ready to take her to meet her favorite rocker, Alice Cooper.

Alaura’s wish was granted from the Make-A-Wish Foundation, which worked with her family and her school to make her dream a reality. The school’s leadership team assembled a plan to support and surprise Alaura, and it was a day filled with shows of affection for the Oakley girl, who has been in and out of hospitals due to a tumor discovered in her brain last year.

“It was such an inspirational, magical and emotional moment that brought us all together,” said Delta Vista Middle School Principal Harvey Yurkovich. “Alaura is an exceptional individual, and it was amazing to see her whole class supporting one of our own.”

Alaura was diagnosed with pilocytic astrocytoma, a brain tumor, on July 13, 2015. Since then, she has undergone surgery, during which doctors removed 80 percent of the plum-sized tumor. After spending 24 days in the hospital and a week in a rehabilitation unit, she had to learn how to walk, and do everyday things again, as the surgery impacted her short-term memory.

In April, the tumor started to grow again, and she began chemotherapy. According to her mother, Alaura has been upbeat and determined to be positive through it all.

“She handles her treatment amazingly,” said Tiffani Filyau, Alaura’s mother. “She just radiates love and strength.

Even if she is tired or nauseated, she never complains.”

Tiffani found out a week before the surprise that her daughter’s wish was going to be granted. According to Tiffani, Alaura has always loved music, and when she was 5, she started listening to Alice Cooper, Queen, Guns N’ Roses, Ozzy Osbourne and Joan Jett. Alice Cooper has always been her favorite and the one person she wanted to meet.

“We were so surprised and excited for her when we found out her wish was going to be granted,” said Tiffani.

“We couldn’t wait to see her face when she found out she would get to meet him.”

When Alaura finally met the rocker, she was ecstatic.

“My favorite moment was everything,” said Alaura. “I got to go on stage and throw giant balloons to the audience when he was singing. He and the whole band signed my guitar. It was like a dream. He was a real nice guy; talkative and funny.”

Seeing her daughter’s wish came true filled her mother with happiness.

“We want to thank Make-A-Wish, Alice Cooper, friends, Delta Vista Middle School and anyone else who made this day one of the best in her life so far,” said Tiffani.

Veterans Day observances As events honoring veterans across the country take place next week, East County also has plans to commemorate those who served. Here are a few scheduled programs.

Oakley The City of Oakley will hold its fifth-annual Veterans Day Observance Ceremony at the Civic Center Park, 3231 Main Street, on Friday, Nov. 11, at 11:00 a.m.

Oakley’s program will showcase the presentation of colors, student essays, rifle salute and taps.

This year’s program will also include the addition of live music, performed by the Freedom High School marching band.

This year’s keynote speaker is Veterans of Oakley Commander Randal Smith, who is also the founder. Smith served in the U.S. Army as a tank commander in the 3rd Armored Division and as a helicopter crew chief in the 6th Air Cavalry Brigade.

His tour of service included service with the Texas National Guard and the California National guard.

He is now medically retired from the commercialtransportation industry.

Brentwood The Delta Diablo Detachment Det. 1155 of the Marine Corps League will be hosting a dinner to celebrate the USMCS’s 241st anniversary at Brentwood Veterans Memorial Hall, 757 First St. at 6 p.m. on Nov. 11.

The party will include guest speaker Marine Gunnery Sergeant W. Denny Weisgerber (Ret.) Korean War veteran. In recognition of his heroic actions on October 2, 1952, Weisgerber was awarded the Navy Cross, the nation’s second-highest award for valor in combat. He was wounded while fighting

and awarded the Purple Heart. He is also the recipient of the Combat Action Ribbon and several other honors.

Bethel Island On Nov. 12, The Marine Recon Foundation and the California Veterans Bassmasters Association will be holding a joint event at Russo’s Marina for all veterans, law enforcement, emergency responders and firefighters.

The team fishing event will begin at 7 a.m.

Teams must be comprised of at least one veteran.

Proceeds from the event will benefit and enrich the lives of veterans dealing with physical injuries and post-traumatic stress. The event is free.

Something fishy going on in the classroom The Delta Science Center is looking for volunteers to help with its annual Trout in the Classroom program.

This year, the Delta Science Center will sponsor 22 East County classrooms for the Fish and Wildlife Trout in the Classroom program. Environmental studies range from third grade to high school. Volunteers will help teachers set up classroom tanks, drop off live trout eggs to classrooms and assist teachers with educational programs throughout a four- to six-week period, beginning in February.

The students will see the eggs hatch and take care of them for a few weeks, before releasing the small fish into Contra Loma Regional Park in Antioch.

Agency: East County Fire Protection District, Engine 52 East County Fire Protection District (ECCFPD) Captain Craig Auzenne recalls first visiting a fire station when he was in the second grade and being fascinated with fire engines. Now, as a 15-year veteran firefighter, engines still fascinate him. Auzenne’s entire career has been based in East Contra Costa County. He started with the East Diablo Fire Protection District and became part of the ECCFPD when East Diablo and two other districts were consolidated in 2002. He is currently assigned to Station 52 in Brentwood.

“I’m here because when somebody calls and needs help, I want to be that guy,” he said. “Every day, I come to work, and I enjoy the team camaraderie and the spirit. As a captain, I take responsibility for the team. I’ve got a leadership role, and I enjoy that.”

Auzenne grew up in Pleasant Hill and now lives in Martinez with his wife and 11-year-old son. Most of his offduty time is focused on his family. He describes himself as an avid cyclist and

usually commutes the 30 miles from Martinez to Brentwood on his bicycle.

While his schedule of working two days on and four days off does have some drawbacks, he feels that he can be more available for his family than if he followed a typical work week.

Auzenne takes pride in saying that he is a firefighter.

“I feel good about saying that,” he said. “When it hits the fan and people are calling for help, I want to be that person.”

Last week, I talked about mortgage insurance, which is often or usually required when you are putting less than 20 percent down. The two main options would be an FHA loan or a loan with private mortgage insurance (PMI). Loans with PMI made after July 29, 1999, have a neat feature where the PMI comes off automatically when your loan balance drops to 78 percent of the original loan balance.

If you have an FHA loan older than June 3, 2013, the process is very similar.

If your balance drops to 78 percent of the value of the home at the time the loan was made, the monthly insurance will automatically stop. So, if you bought your home using an FHA loan, the value they will use is the purchase price most likely.

However, if you got an FHA loan on or after June 3, 2013, it is a VERY different story. The monthly mortgage insurance never comes off. As in NEVER. It doesn’t matter if you bought a home for $300,000,

and it’s now worth $600,000 and you’ve paid extra towards your principal, so your balance is now $100,000. NEVER. So the only way to effectively cancel monthly FHA mortgage insurance is to pay the loan off in full or refinance it. Right now rates are low, so as long as you have the equity to refinance into a non-FHA loan, it could be a wise choice. But, if rates go up, you could be stuck in a situation where you’d LIKE to refinance out of your FHA loan to lose the monthly mortgage insurance premiums, BUT with the higher interest rate, it doesn’t make sense. If you bought a home over the last few years with an FHA loan, call your favorite lender and see if it makes sense to refinance out of it.

Your Loved One Has Passed and You are the Trustee... Now What?

Have you recently been named as successor trustee? Or will you be named as a successor trustee for a trust in the future? Here is a checklist to get you started. It is important to note that this checklist is not exhaustive as all trusts are different.

1. Find the trust and read it (And yes … you need to read the whole thing).

Each trust is different so it is important to know what your trust says.

2. Locate the assets.

Generally, there will be various bank accounts and brokerage accounts, and it is important for you to identify the assets so you can monitor them.

SUPER IMPORTANT: Do not distribute any assets to any of the beneficiaries until the very, very, very end!

Before distribution can occur, all of the assets need to be identified, final expenses and debts must be paid and all potential or future liabilities must be calculated. Only then may the trustee distribute the remaining assets according to the terms of the trust.

3. Determine the liabilities If you have become the successor trustee because the previous trustee has become incapacitated, then your ongoing duty is generally to manage everything for the incapacitated person. If you have become the successor trustee following the death of a previous trustee, then you will need to start tracking all expenses.

4. Change title to reflect the death or incapacity of the prior trustee and your role as successor trustee.

This is an extremely important step because you need to let third parties know that you have the authority to act on behalf of the trust as trustee.

5. Gather all personal records, including checkbooks and tax returns from the last three years.

6. Secure the assets and remove all valuable

personal items from the residence and place of business.

7. Forwarded all mail to your address.

8. Cancel charge accounts, credit cards and newspaper, magazine subscriptions, Internet and cable TV, and see if they will offer you any refunds.

9. If you have access to a safety deposit box with the decedent, do not remove the contents. The box should be inventoried in the presence of a bank officer and only then should the contents be removed.

10. Contact social security and the VA, if applicable. Make sure to hold any social security payments received after the date of death. Don’t close a bank account into which automatic deposits may have been paid for a while.

This list is not comprehensive nor is it necessarily “in order”. Further, while this information may be helpful in understanding your role, it does not substitute for legal advice. In addition to these steps, there are legal documents, notices and requirements that must be filed following the death of a trustee even though they have a trust. A meeting with the lawyer does not need to happen immediately upon the death, but ideally should within two to four weeks of the passing. With the drought came a whole new trend in water-saving landscaping, including using rocks, native plants and turf grass to save money as well as water.

Now, East County residents have a new option when it comes to fighting the results of the drought – free wood chips.

Bryan Kappa, owner and founder of Chip Drop, has found a unique way to connect home gardeners and landscapers with businesses that clear trees and often give away their wood chips at no cost. Chip Drop gives homeowners and gardeners access to inexpensive mulch to landscape their yard and improve the health of their gardens, while giving arborists access to hundreds of nearby places to empty their dump trucks, saving them time, fuel expenses and dumping fees.

“Arborist’s wood chips make a great mulch for your yard or garden, and mulching around garden beds and along pathways will help keep down weeds and retain moisture in your soil,” said Kappa. “Arborists chips aren’t like store-bought mulch. You’ll receive between 4 to 15 yards of wood chips in a single delivery, which is about 8 feet wide and 15 feet long. That may seem like a lot, but wood chips break down quickly, and it’s recommended to spread them in a thick layer to work effectively. If you end up having more than you need, give some away to your neighbors!”

Kappa lives in Portland and has facilitated more than 10,000 drops in 25 cities across the U.S. and Canada. Prior to launching the business in 2014, Kappa worked in watershed and natural-area restoration, including two seasons of tree-planting work with a restoration crew. He knows how arborists operate and the need for their services, having worked for more than three years

for tree companies, mostly hauling brush and doing pruning and tree-removal work.

“Most people are very excited to get free wood chips and didn’t know it was possible until they heard about Chip Drop,” said Kappa. “Gardeners find it to be a very useful and economical way to suppress weeds and keep their yards nicely landscaped. There aren’t any other companies offering this sort of mulch-matchmaking service in California.”

In the East Bay, Kappa has worked with A Plus Tree Inc., in Vallejo; Stone Tree, which services Concord and the surrounding areas; Mather’s Tree Service, in Martinez; and C&W Tree & Landscape Co, in Martinez.

“Our business model includes charging tree companies $20 for each drop,” said Kappa. “This is a fraction of the cost they would otherwise have to pay to empty their trucks. Signup is always free for gardeners and homeowners, but we do offer an option for them to pay for the delivery and offset the cost to the tree company. In this way, the homeowner can perhaps get a quicker delivery, assuming the tree company may give preference to sites that are offering to pay.

However, there is no guarantee.”

So far, public response to the growing business has been good.

“The chip-drop program is great and a win-win for both the tree-trimming company and the gardener,” said Crystal Hogg, a recipient in Nashville, Tennessee. “I am working on a backyard, green-space project and have used several scoops of these chips throughout the summer to build walkways and garden-box areas. It also works great for chickens, and I highly recommend it if you are filling in any backyard spaces.”

This is America. We have the right to vote, and I hope everyone takes advantage of that. Wouldn’t it make a lot more sense for each candidate to have a two-hour window on national television to say exactly what they will do to make our lives even better with their four or eight years? A definitive plan of action would be nice. You can record it and watch it over and over if you choose, instead of hearing the nonsense on those awful commercials every ten seconds!

Newspapers can print them out in their entirety, and they can post the videos on social media. The recent debates looked more like a sparring match between Rocky Balboa and Apollo Creed on steroids! Can you imagine what good use can be made with the money saved on all the hoopla? Yes, here comes Pollyanna again. We could use those millions of dollars for so many other positive things. Stick with the what and how, that’s all I ask.

Then, before we decide who should be the candidate for the most important job in the world, let us know who will be running with you. I scratch my head at this one. If something ever happens to our elected president, shouldn’t we have some say in who will take that job? It’s happened before, as we know all too well in our history. We have absolutely no say in this and it boggles the mind. Months of debates and commercials, then no say on who the vice president will be is insane.

I will now jump down off of my soapbox and apologize for breaking my own rule about not talking politics. Vote. Let your voice be heard, but in all my years on this earth and experiencing presidents from Eisenhower to Obama, this is the first time that I am so looking forward to those Frisbee dogs, dancing seniors and laughing kids on Facebook.

She is potty-pad trained and also goes outside. She gets along with other dogs, once she gets to know them, and doesn’t mind cats. Lilly will do best in a home with another dog to keep her company while you are away.

She loves to play with dog toys and is crate trained at night.

Time is now to sign up for senior class celebrations

It may only be fall, but Freedom High School seniors are already gearing up for their safe and sober grad night, and the time to sign up is now.

Statistics show that drunk, teen driving increases on the evenings of prom and graduation. Safe and sober grad nights were established not only to provide a positive alternative to drinking, but also to keep kids off the roads while other people are drinking and driving.

On June 10, Freedom students will head to Great America, where they will enjoy the park exclusively after the public has left. The group will arrive at 5 p.m., while the public is present and ride every ride they can manage. Around 8 p.m., they will convene at a private pavilion for dinner, while the main park shuts down.

Afterward, the seniors will have two rides open to them privately among other ac-

tivities, including a hypnotist show. At 2 a.m., the seniors will board the bus and head home.

“This event was put together by our wonderful parents,” said Freedom High School Principal Kelly Manke. “The goal is to promote a safe and sober night for graduates, and to offer something fun for them to do together one last time before they graduate and go off into the real world.”

Janet Boeger, president of the eventplanning committee, is excited to make this trip happen for the graduating class of 2017.

“Not only is it close enough for parents to pick up their kids if they need to, but the entire event has been planned through USA Student Travel, which means it’s insured.”

Ongoing efforts to fundraise for the evening are underway, as the parents put together See’s Candy sales, an auction and sponsorships from local businesses.

They currently have two active Facebook groups – one for the auction and the

other with general information about the event.

The Freedom seniors also have the option of taking a Disneyland trip on June 14, but there has been some confusion about the two events. Boeger wanted to make sure parents understood that they have the option to sign up for both, as they are not scheduled for the same night, but the safe and sober grad night, which will take place on the same evening as graduation, will be at Great America.

Holiday Book Drive underway Antioch’s Barnes & Noble recently announced that it will host its annual Holiday Book Drive campaign, encouraging customers and community groups to ‘Make A Difference’ and donate newly purchased books to local children’s organizations through Contra Costa County Office of Education (CCCOE) Youth Services for Homeless

and Foster Kids.

The goal is to collect 2,000 books for these kids and programs. CCCOE will contribute funds to match what is collected through Jan. 1. Customers simply choose a bookmark from the Holiday Book Drive display and purchase a book or toy for the listed child.

The store will also be hosting a Barnes & Noble Bookfair Fundraiser for the CCCOE Youth Services for Homeless and Foster Kids, on Dec 18.

Editor: My husband, Gary Agopian, proudly served on the Antioch City Council until he passed away in 2014, after a long battle with brain cancer.

I don’t usually get involved in politics, as that was always Gary’s passion, but this election is different. The decision we make on Nov. 8, selecting a new mayor for Antioch, will define the future of our city for years to come.

I am writing you to ask you to join me in voting for Dr. Sean Wright for mayor. Sean Wright has three qualities I strongly value in a leader, and I know my late husband, Gary, would have agreed with me.

He has the character to do the right thing; a desire to be transparent with citizens on all decisions made; and the courage to stand up and make the tough decisions that will move Antioch forward in a positive fashion. Antioch is short on the kind of leadership our community needs to turn our city around.

Sean Wright will be a mayor we can count on – he will stand up on the important issues that matter.

Schools carry a great importance

Editor: Nothing has a greater impact on the quality of life in a community than the quality of the schools.

As a former real-estate agent, I can attest that the performance of local schools is the top priority of young families looking to purchase a home. This is only one of many reasons that the Antioch school board election is vitally important.

Editor: I have lived in Antioch since 1968.

Although I am not a political person, I worked for the Antioch Daily Ledger for many, many years. Working at the Ledger surrounded me with the news of the day and Antioch’s triumphs and missteps.

Over the years, I formed an opinion that Antioch, as a city, had missed too many opportunities and any opportunity for greatness. I loved my town, but I just felt that opportunities for Antioch were limited … until I went to work at the Antioch Chamber of Commerce.

I worked for Sean at the Antioch Chamber of Commerce from April 2015 until April 2016, and he changed my mind.

I had the opportunity to hear him speak on several occasions and to talk with him about Antioch a few times in the office.

He spoke with such vision and enthusiasm that I began to see that Antioch’s future is not limited by the past. Sean believes in the greatness of our town, he sees the good and he’s been working for years with business owners, educators and leaders for the good of Antioch.

I began to see Antioch through his eyes, and it really changed the way I see my town.

Editor: We need to do a better job of creating career pathways for our students.

In 2014, our county taxpayers narrowly passed Measure E, authorizing the district to increase its debt by $450 million by issuing general-obligation bonds in that amount. This money was intended for the expansion and modernization of school facilities, as laid out by the district’s master plan. Specifically, the proposed bond money was earmarked for increasing facility access to those with disabilities, improving campus grounds and updating classroom and lab technology.

of Los Medanos College (LMC) will add more capacity to the Contra Costa County Community College District and is planned to open in 2020. Enrollment trends and the use of online facilities indicate that having a smaller center is the best use of tax dollars.

A feasibility study was conducted, which looked at alternative sites and size of the future center.

However, new buildings alone will not prepare our existing and future students.

AB288, which was passed by the legislature late in 2015 and signed into law by the governor, established the College and Career Access Pathway partnership; expanded student eligibility; and offered high-school students the opportunity for concurrent enrollment for college courses.

However, many core issues still need to be addressed.

On average, it takes a little over seven years for students to graduate and complete community college, due to a variety of reasons. This impacts their ability to transfer to a four-year institution in a timely fashion or attain marketable skills in the local community for earning a decent wage.

Students cannot get the courses they need at LMC in some cases. Science, technology, engineering and mathematics courses are the future, but LMC students need to take required classes at Diablo Valley College for the transfer requirement. There are not enough internships for students who need them.

The local labor force in Contra Costa County has an approximate 28 percent nonparticipation rate for those aged 18 to 28. This severely impacts students who attend community college as a means to a better life with decent wages and, indirectly, the community in which they live.

Greg Enholm, the current incumbent governing board trustee for our community, voted to approve the bond for the construction of the new 17-acre Brentwood center; however, he continues to advocate for a 110-acre campus, which would increase taxes on working families.

Mr. Enholm pits Antioch, Oakley and Brentwood against each other for the new super-campus. He has also advised some citizens to seek legal action to block the building of the Brentwood center. He indicated that the reason he won his first election was, in part, because he advocated for the building of the larger campus to those cities. He continues to promote the larger campus, knowing that the State College Board only approved the smaller 17-acre campus, just to obtain votes.

Fernando Sandoval has a much broader focus than just administratively advocating governing-board policies.

He has listened to the community and understands that we need to do more to help our students. His background in business, finance, technology and education can provide new insights for preparing the students of today and the future. His expertise in consulting and successfully driving change will be positive for the community. As a Vietnam veteran, he has been at the forefront of ensuring that what needs to be done gets done.

Fernando understands students need to be engaged with the faculty

and promotes inclusion and diversity as an enabler for new ideas and improved graduation rates.

Fernando has talked to many community business leaders and understands that new skills need to be in place in order for students to have the opportunity for local jobs. He is an advocate for the inclusion of innovative and emerging technologies for the jobs of tomorrow today.

He will be working with information technology recruiters and major technology companies to look to the East Bay sourcing future jobs. Many of these jobs can be done here.

Fernando understands that having a diverse and well-educated workforce can be a catalyst for driving well-paying jobs locally and improve the value of community assets. He is bilingual, with English being his second language. This will allow him to connect more easily with the growing Hispanic community to hear its concerns and promote education as a priority.

Fernando has a wide base of supporters, including John Marquez; Enrique Palacios, existing board member; Pittsburg Unified School District Deputy Superintendent of Schools Mary Rocha; the Antioch City Council; and Kevin Romick, mayor of Oakley.

Fernando is a fiscal conservative serving on the Contra Costa County Taxpayers Association and is member of the Pittsburg USD Citizens Bond Oversight Committee.

Burgis has been compromised

Editor: On Oct. 28, I received a mailer supporting Dianne Burgis for county supervisor.

The mailer was not from Ms. Burgis’ campaign, but was paid for by New Voices for Working Contra Costa. In other words, it is funded by nine (or more) unions, union organizations or political action committees.

So, I checked her financial disclose statement on the county election website and discovered more (and large, four- and five-digit contributions from $1,625 to $10,500) union contributions. The largest are from electrical workers ($7,000), firefighters ($5,000), nurses ($10,000), deputy sheriffs ($5,000), engineers ($5,000), plumbers and steamfitters (more than $5,000), the AFLCIO ($1,000), Build Jobs PAC ($6,000) and a variety of other unions from defenders to physicians to heat and frost insulators (they have a union?).

These contributions make up almost all of her campaign contributions.

In other words, if there is a union in Contra Costa County, they have contributed to Ms. Burgis. In accepting the bulk of the funds she has raised from unions, Ms. Burgis has compromised her ability to negotiate new labor agreements in any field that would benefit the residents of Contra Costa County.

I live in Brentwood, one of the best-run cities in the county, and I will vote for City Councilman Steve Barr for supervisor. Steve is a small-business owner in East County and served on the Liberty Union High School Board from 2005 until being elected to the Brentwood City Council in 2010, where he remains today. I have watched Steve in action on the council and believe his broad experience, fiscal responsibility and work ethic will make him a great supervisor.

Choice is always good

Editor: It is nice to see that the citizens of Brentwood have choices when it comes to Brentwood City Council this year.

As a long-time Brentwood resident and retired City of Brentwood Parks and Recreation director, I have a unique perspective as to what I believe makes a great councilmember.

Karen Rarey is someone who stands out, and I believe she would be an excellent councilmember. Karen would bring a fresh perspective to the council as a citizen servant – she wants what is best for Brentwood, without bringing a specific agenda or needing personal accolades when things get completed.

I have known and worked with Karen for more than 18 years, when she served on the Brentwood Advisory Neighborhood Committee, Brentwood Parks and Recreation Commission and various citywide projects. Karen exudes ‘community’ and would represent citizens from all backgrounds to make Brentwood even better than it is today.

Tired of the status quo

Editor: I’m tired of understaffed and underfunded organizations unable to get things done on their own.

Diane has proven the value of her positions and policies, from protecting the Delta to repairing and preserving the Marsh Creek watershed. She’s also proven she is an adept and capable coalition builder, fostering partnerships that get things done with the power of numbers, rather than plead helplessness due to shortfalls of funding or willpower.

Exciting developments

Editor: I am so happy to see the turn of events in our great little city, with the recent news about Bethany Byron Irrigation District tax funds of $700,000 going to our fire district.

The city is taking a proactive position, cutting taxes to improve our city’s business

environment, and now, I have even more great news – I have been in discussions with John Muir Medical Center.

You all know the facility at the corner of Balfour and Highway 4. It now looks like John Muir is seriously looking to expand its service at that facility to include 24/7 emergency room services. Now, we are only in the preliminary stages, and making this happen may take some time, but it looks good from here, and it would be a great addition to our medical community!

Having a full ER will help improve response times, allowing you the opportunity to drive your loved ones to receive critical medical attention, instead of waiting for EMS to arrive at your home. In addition, there may also be increased EMS or ambulance services with the new ER, which will also improve response times for medical emergencies.

Brentwood residents talk and people do listen. I must say it has been great to meet with and gain feedback from everyone during my campaign, and I am just amazed at how people are responding to the issues that you, the residents of Brentwood, have raised!

I hope to continue the process as your next city councilman, and I share my heartfelt thank you to all my neighbors for your support!

Fink will fight for our community

Editor: John Fink is my choice for Brentwood City Council.

I have had the pleasure of knowing John for the past 11 years. We currently serve on the Brentwood Planning Commission together and are both members of the Brentwood Rotary Club. John is always willing to go above and beyond for the people, as well as the City of Brentwood.

John has a vast knowledge of Brentwood from being a planning commissioner, volunteering in the community and sitting on the committee for the general plan update. Because of this knowledge, he is the right choice for our city council. John is aware of the issues that face Brentwood, such as public safety and economic growth.

John also recognizes we must maintain Brentwood’s financial stability. He is not afraid to fight for what is best for Brentwood or to take a moment and listen to the concerns of the citizens.

Brentwood is growing; this is the time we need our council members to understand the issues that come with growth and be prepared to fight for what is best for our community. As a resident and small business owner in Brentwood, having a knowledgeable city council member is key to continue Brentwood going in the right direction. Vote no on utility-user taxes

Editor: I urge Brentwood and Oakley voters to vote no on utility-user tax Measures Z and

A, and E and G, respectively, which have been proposed as solutions to rescue our inadequately funded East Contra Costa Fire Protection District (ECCFPD).

Last week’s editorial by the publisher of The Press newspapers urged us, as residents and citizens, to take responsibility for the safety of our community and families by voting yes on the utility-user tax. I found the suggestion somewhat offensive. News flash – we already have taken responsibility!

We pay extremely high property taxes, which, if properly allocated, should provide first and foremost for public safety. What is more important than this? How about asking our elected officials and those charged with this responsibility to step up and right the wrongs that have impacted public safety!

Property-tax allocations for our fire district were set in concrete back in the 1970s, when East County fire protection was provided primarily by volunteer firefighters for a sparse population in a rural area. But times have changed dramatically!

Unfortunately, there was no provision in the law to revisit those allocations.

So today, as then, ECCFPD gets about 7 percent of property taxes from taxpayers within its district, compared to an average of more than 12 percent that the other fire districts in the county get. Some of the fire districts receive as much as 21 percent and 30 percent from property taxes.

During all these years, nearly 30 public agencies, which get a share of the property taxes from taxpayers within the jurisdiction of the ECCFPD, have been receiving more funding than they would have gotten had the fire district received enough revenue to provide adequate services for today’s needs.

It would seem these agencies now need to step up to the plate and allocate some of their funds to protect their community.

And yes, it can be done legally. The first step is to use the provisions for exchange of funds under Section 99.02 of the Revenue and Taxation Code.

For those who continue to criticize reallocation proposals as illegal, see (the front page) of The Press last week, which describes how tax funds from the Byron Bethany Irrigation District were transferred to our fire district. And how about the ‘one-time’ extra funding given to ECCFPD last year by the cities of Oakley and Brentwood and the County Board of Supervisors to open an additional fire station until mid-2017?

So, stop using the erroneous excuse that reallocation is illegal! County Controller Bob Campbell has verified he can act quickly to begin reallocation.

Next, school districts regularly pay for various expenses through line items in their budgets – so why not a budget item to pay something for emergency and fire protection for students and property? The Liberty School District already has a $355,000-line item for police resource officers on their campuses.

Finally, our state legislators must introduce and pass legislation necessary to enable property-tax reallocation to provide another look at the almost 40-year-old allocations, in light of today’s needs and changing future needs.

started long ago. The ECCFPD did not fall into dire straits overnight. We rely on those we elect to represent us and those appointed to serve us to identify and resolve problems within their purview, and, if need be, bring the issues to those who have the power to resolve them.

Where have they been as our situation deteriorated? Continually asking the taxpayers for more money doesn’t count! We can’t put off a permanent resolution of the revenue problem for ECCFPD any longer – it must start now.

We, the voters, must send a strong message to the political powers that be – no more new taxes! A no vote on the utility-user tax measures will send that message and pressure officials to act on the reallocation process now.

Finally, the suggestion that these new utility-user taxes will go away in the future, when other funding comes through, is a fantasy. When has that ever happened?

Editor: As an Oakley resident and smallbusiness owner for the last five years, I have seen Diane Burgis’ leadership on many

local issues.

From her time as an Oakley City councilmember to watching her get sworn in as an East Bay Regional Parks District Board member at Dunsmuir in Oakland, Diane always demonstrated a unique skill in joining different groups to solve problems and get things done.

I’ve been an East County resident for more than 28 years and have known Diane Burgis for almost 10 years. Diane knows what small businesses need to succeed, because she was a small-business owner herself. She has built a business, balanced budgets and knows the tremendous struggles and rewards of being a smallbusiness owner firsthand. This experience will be essential when she takes the reign of our region’s complex economy. I’m confident she will responsibly and diligently develop our county, while promoting jobs based in growing industries.

Diane’s time as a small-business owner and a nonprofit director has given her the skills and talent needed to build the consensus necessary to make the economy thrive. Diane is no stranger to hard work; she’s always ready to roll up her sleeves and get work done.

Fire tax only a Band-Aid

Editor: An article in another newspaper on the East County fire district stated, “money has become critically short since 2010, when it had an all-time high of eight stations.”

Actually, the district is now spending $4.8 million more than it did in 2010.

The 2010 budget was $10 million. Today, it’s $14.8 million. Rather than money becoming ‘critically short,’ the district has enjoyed a 48 percent increase in funding over the past six years.

The main reason such a large increase in funding has led to layoffs and station closures is that a large portion of it has gone to retirement expenses.

In 2010, the district spent $1.9 million on retirement expenses. Today, it spends $4.4 million. So while the total district budget increased 48 percent, retirement expenses were more than doubling.

In other words, more than half of the increase in spending since 2010 has gone to retirement expenses. That, combined with salary and other benefitcost increases, has made firefighters so expensive that a $4.8 million spending increase has resulted in a district no longer able to provide adequate fire protection.

Six years ago, retirement expenses comprised 19 percent of the budget.

Today, they consume 30 percent.

That trend will continue unless the district undertakes significant costcutting measures. The proposed tax hike is a Band-Aid on a budget that is hemorrhaging red ink.

Editor: Here is a little about Bill Mayer, who is new to the political scene, but more than qualified to fill one of the vacant seats on the Discovery Bay Community Services District (CSD) Board.

After serving in the Air Force, Bill spent 38 years working in the high-tech industry, mostly in Silicon Valley, managing high-level executive projects and handling milliondollar budgets. He holds a bachelor’s degree in business management from St. Mary’s College, and he worked in the field of global customer support, which required almost daily interface with a highly diverse group of customers throughout the world.

Having lived in Discovery Bay for the past 17 years, Bill fully understands the uniqueness and challenges of this community. To be better prepared for the upcoming election, he attended the CSD meetings over the past year and a half and had the pleasure of meeting many of the regulars and staff who also attended.

This has given him a better understanding of the inner workings of our town, along with insights to what the board is working on and the direction it is taking. He brings a fresh set of eyes and will work hard to keep Discovery Bay running financially strong, where residents feel safe and continue to enjoy the benefits of our community.

An earlier post on Next Door already praised the current CSD board for their efforts over the past 10 years, making Discovery Bay better and stronger. Bill Pease has been a part of the board for four of those years, contributing to the efforts and adding value. He has the maturity, stability and experience, including eight years of service as a city councilperson in Fremont.

Festival moves back to City Park The Brentwood Art Society’s Art, Wine & Jazz Festival is pulling up stakes at The Streets of Brentwood and heading back to downtown Brentwood’s City Park for the next go-round.

As it is a big draw for local artists and the community at large, event organizers are looking forward to bringing the festival back to the downtown area.

“We’re becoming known as a city for arts and culture, and it’s part of our civic duty to support downtown as much as possible,” said Jack Gaughan, Brentwood Art Society event liaison and past president. “We need it to be more vibrant, and city hall, the library, the community center and festivals are all a part of a thriving downtown. Additionally, these types of events bring more retailers and shoppers to the area.”

Thanks to the move, the city will be working with organizers to host one of the Starry Nights concerts on the first evening of the festival.

“The Arts, Wine & Jazz Festival and its whole culture brings a lot to the city, and having it downtown again will be great,” said Bruce Mulder, Brentwood Parks and Recreation director. “Having events like this are right in line with the city’s goals for downtown, and we are really looking forward to having one of the Starry Nights concerts in conjunction with the festival.”

A ghoulishly good time

housands of costume-clad children practiced their trick-or-treating skills in downtown Brentwood last weekend, as part of the annual Hometown Halloween festivities. Dozens of local business and vendor booths lined the streets, as kids of all ages collected their free candy. It took the sweets seekers and their patient parents more than an hour to work their way through the throngs of princesses, pirates, witches and warlocks, but the atmosphere remained cheerful and spirited. Below, Oakley’s Travis Joachim, 6, doesn’t seem to mind that he’s in line to be the next victim of a gruesome spider attack, while Howard and Scotty Fotch, left, take a break from collecting candy to watch the trick-or-treaters.

Debbra Kay Sexton

Aug. 16, 1962 - Oct. 2, 2016 Debbra Kay Sexton succumbed to scleroderma disease on Oct. 2, in Discovery Bay. She was born on Aug. 16, 1962, in Stockton, the second child born to David Ives Jr. and Wanda (Ives) Hancock.

Debbra graduated from Lincoln High School and attended Delta College in Stockton for a year. Debbra met Robert Sexton, the love of her life, in Reno, Nevada, in 1986. They married the following year in Acampo, California, on Oct. 10, 1987. In 2004, Debbra and Robert were blessed with a little girl, Stacy.

Debbra worked for The Grupe Company for 32 years, achieving the knowledge of the many tasks of her job – banking, accounting, computer installation and repair and all IT services within the company. She played and loved softball for many years, dressed up with her daughter for Halloween and holidays. She enjoyed many backyard barbecues, playing lawn games and cards with family and friends.

She is preceded in death by her father, David Ives Jr. Debbra is survived by her husband, Robert Sexton and daughter, Stacy; her mother, Wanda, and stepfather, Robert Hancock; her brother, Allen, and his wife, Teresa Ives; her sister, Bonnie, and her husband, Seth Gustafsson; two step brothers and their wives, Robert and Marilyn Hancock and Tom and Liz Hancock; sisters-in-law Mary Willett

and Karen (Jeff) Wilson; and brotherin-law, Bill Sexton; as well as numerous nieces and nephews.

For everyone who knew her, she left footprints in their hearts.

Memorial services will be Saturday, Nov. 05, at 10 a.m., at Cherokee Memorial Park in Lodi. It will be held in the Evergreen Chapel. In lieu of flowers, donations may be made to Sutter In Home/Hospice, located at 5099 Commercial Circle, #210, in Concord, or to the Scleroderma Foundation, 300 Rosewood Drive, #105, Danvers, Massachusetts, 01923.

Sept. 16, 1949 – Oct. 20, 2016 The son of Jose and Isabel Urenda, Leroy was a lifelong resident of the Oakley and Brentwood areas.

Leroy attended Knightsen Grammer School and Liberty High School, and he earned a bachelor’s degree in communications from Sacramento State University.

Leroy joined the Army in 1969 and earned the Army Commendation Medal for his services in the Republic of Vietnam. Leroy joined the Knights of Columbus and participated in it most of his adult life.

He taught as a substitute teacher in local schools, and was a member of St. Anthony’s Catholic Church in Oakley.

Leroy is preceded in death by his parents, Jose and Isabel; and his sisters, Sandra Urenda, Irma Castaños and Evelyn Urenda. He is survived by his sisters La La Schoch, Elva Hernandez, Sylvia Franco, Della Phelan, Belinda Krausse and Jobina and Isable Urenda, as well as several nieces and nephews, whom he loved very much. Leroy devoted his life to being a caring uncle and brother. He will be dearly missed. We love you, Leroy.

Days of service will be Thursday, Nov. 8, with visitation from 6 to 7 p.m. and rosary from 7 to 8 p.m.; and Wednesday, Nov. 9, with mass beginning at 11 a.m.

All services will be held at St. Anthony’s Catholic Church, on O’Hara Ave., in Oakley.

Burial will follow immediately after mass at Sacramento Valley National Cemetery, 5810 Midway Road, in Dixon.

At the conclusion of such public hearing, the City Council may abandon the proceedings to annex the Territory to CFD No. 5 or may, after

Freedom football team outlasts Pittsburg in thriller

Held to 28 yards in the first half, Freedom running back Ronnie Rivers put the offense and special teams on his back in the final two quarters, lifting Freedom (9-0, 4-0 BVAL) to a thrilling 41-38 victory over Pittsburg (8-1, 3-1) last week.

However, the play of the night will be remembered as sophomore Giles Jackson’s sliding grab on a fade route in the end zone, from senior quarterback Jonathan Pierce, for the 34-yard touchdown and a three-point Freedom lead with 1:50 remaining.

Jackson’s grab came less than two minutes after Montaz Thompson’s 10-yard touchdown run had given Pittsburg a 38-35 lead with 3:29 left in the game.

The two programs met not only with first place in the Bay Valley Athletic League (BVAL) at stake, but also a potential slot in the North Coast Section Open Division for the playoffs.

Pittsburg led 21-14 at the half, and extended their lead to 10 points in the third quarter on a Javier Hernandez’ field goal.

That was when the Rivers show began.

“That was a huge energy boost for us,” said Freedom coach Kevin Hartwig. “Ronnie

is a very special player. We put this game on his shoulders at halftime, and he responded.”

Rivers’ kickoff return also allowed Freedom to implement its second-half game plan,

after the coaching staff made adjustments during the break. Having faced a tough Pittsburg defensive front in the first half, Pierce was 7-of-20 passing in the first half.

In the second half the Falcons attempted and completed three passes, as they relied more on Rivers’ legs and the offensive line to make adjustments in the run game.

“We just went in and decided to get back to who we are,” Hartwig said. “We ran the ball, and the team did a great job executing that plan in the second half.”

Pittsburg extended the lead when Thompson scored from seven yards out, at less than a minute into the fourth quarter, but on Freedom’s next offensive play, Rivers broke a tackle and raced 70 yards down the left sideline to make it a three-point game again at 31-28.

“I got some key blocks from my line in the second half,” Rivers said. “It’s just a great feeling to get this win.”

Freedom’s Alexis Matabuena wins BVAL tennis title

Midway through the third set of the Bay Valley Athletic League (BVAL) tennis championship match between Freedom High School’s Alexis Matabuena and Heritage High School’s Kassy Cho, Falcons’ head coach Steve Amaro said Matabuena may need some magic to pull out the match.

But it turns out magic isn’t needed when you have the heart of a champion.

Battling cramping in her hands and feet during the late stages of the match, the top-seeded Matabuena pulled out a thrilling 2-6, 6-0, 7-5 victory in the 2.5-hour match.

Matabuena’s award was a trip to the North Coast Section (NCS) playoffs and a spot in the history books as the first BVAL girl to finish the regular season undefeated and win the league title.

“It was mentally hard to play,” said Matabuena, a freshman. “I was cramping a lot, but Kassy played a phenomenal match. I just happened to stay in it. It could have gone both ways, and she really should have been the winner. I am just happy with the way we both played.”

Matabuena was forced to use a 15-minute medical timeout to try to relieve her cramping during the third set of the title match with the fellow freshman.

However, after receiving treatment, she returned to the court to close out the match.

“It was an unbelievable effort,” said Amaro. “We were literally one point away from calling it off, because she was cramping. We were able to roll (the cramps) out, and she was able to hydrate throughout the match to regain some energy.”

This thrilling victory was the topper

to Matabuena’s stellar two-day run. She knocked out Heritage’s No. 4, Kaitlyn Hill, 10-0 in the second round, Freedom teammate and No. 4, Arianne DeManuel, 6-0 in the third round and Patriot’s No. 4, Michelle Cereda, 5-7, 6-0, 7-5 in the semifinals.

Amaro stated that the hard-fought victory over Cereda set the tone for the championship match.

“(Cereda) was an incredible opponent and pushed (Matabuena) to play to the best of her ability,” Amaro said. “It tired (Matabuena) out, but also forced her to elevate her play.”

Cereda ended the tournament in third place after dispatching Antioch’s Erin Grimes, 6-1, 6-2 in the third-place match.

While Matabuena’s match stole the show during the final day of the tournament, the Heritage junior duo, Giovanna Potestio and Aliyah Ige, also generated excitement with their surprise run to the doubles title.

The team, which entered the tournament as Heritage’s No.3 squad, knocked off Pittsburg’s No. 2 team of Leandra Steg and Lilian Pineda 6-1, 6-1, ending the tournament on top.

After the match, the elated squad said that they used both strategy and focus to guide them to the title.

“It was a challenge getting there, but it was worth it,” said Potestio. “We fought hard throughout the whole time.”

Potestio and Ige, who will automatically advance to the NCS tournament, kickstarted their championship run with a 10-2 victory over Antioch’s No. 2, Bianca Rodriguez and Teracita Ornellas. The Heritage juniors followed it up with wins over see Tennis page 3B

Pathe started playing water polo four years ago, at the suggestion of his father. He took to the sport and quickly made the decision to spend each fall in the pool instead of on the football field.

“Everything I love about sports is meshed into water polo,” he said.

To improve his skills, Pathe started swimming competitively last year. He started with the junior-varsity squad, but was moved to varsity in short order. He expects his years at Heritage High School to revolve around the pool, competing in the fall and spring and training in the winter and summer months.

Not only is Pathe a standout athlete, he has also maintained straight As since middle school, and he has turned up the pressure this year by enrolling in more challenging courses. When he’s not in the pool or studying, he enjoys spending time with friends and playing video games.

Future Plans:

Though only a sophomore, Pathe is already giving careful consideration to his col-

lege plans. In addition to his academic abilities, he also hopes his participation in water polo, swimming and the Air Force Junior Reserve Officer Training Corps will provide him a full range of opportunities. Though he is far from making a decision on a major, for now, he is leaning toward computer science.

“Even if he’s not directly involved with the play, he’s causing distraction in other places, drawing defenders and getting open. Action heats up at Stockton track The Northern California Sprint Car season will soon come to a close in a big way, on Nov. 4 and 5, at the Stockton Dirt Track.

The highlight of the doubleheader is the 33rd-annual Tribute to Gary Patterson on Nov. 4, which features the only night the King of the West 410 Sprint Car Series and the Civil War 360 Sprint Car Series – presented by Flowmaster – are showcased on the same night.

Each series champion will be crowned in the unique Stockton Dirt Track winner’s circle, where fans are invited to gather and enjoy the ceremonies.

Going into the tribute, Paradise’s Kyle Hirst leads Campbell’s Bud Kaeding by 28-digits at the top of the King of the West 410 Sprint Car Series standings. The 28-year-old Hirst is looking to become a three-time series champion and will join Brent Kaeding and Jonathan Allard as the third driver to reach three career titles.
