ARTIFICIAL INTELLIGENCE AND PERSONAL DATA: HOW TO TURN RISK INTO PROFIT?

Es una realidad innegable que la Inteligencia Artificial (IA) ha llegado a nuestras vidas. Basta con revisar noticias, tweets, posts y artículos en las diversas plataformas para darse cuenta de ello. Chat GPT, por ejemplo, viene superando los 100 millones de usuarios activos al mes, desde su lanzamiento a fines de noviembre de 2022. Sin embargo, frente a esta realidad, también resulta importante dimensionar, de manera responsable, el impacto ―como riesgo o beneficio― que dicha herramienta puede tener en el tratamiento de nuestros datos personales.

It is an undeniable reality that Artificial Intelligence (AI) has arrived in our lives. It is enough to review news, tweets, posts and articles on various platforms to become aware of this fact. Chat GPT, for example, has been surpassing 100 million active users per month, since its launch in late November 2022. However, in the face of this reality, it is also important to dimension, in a responsible manner, the impact - as risk or benefit - that such a tool may have on the treatment of our personal data.

Not all AI development necessarily involves the processing of personal data. Personal data is not the only information that is collected and used for this purpose. However, when AI-generated products do process personal data, it is imperative that their

No se trata de “prohibir por prohibir” el tratamiento de datos personales por parte de la IA sino, más bien, que esta se realice con las garantías adecuadas que la regulación prevé.

Se debe establecer y garantizar, entonces, un equilibrio entre la innovación y el respeto de los derechos reconocidos por la normativa.

Para dicho propósito, se abordarán a continuación algunas recomendaciones formuladas por la Red Iberoamericana de Datos Personales a la cual el Perú pertenece:

1. Efectuar Estudios de Impacto de Privacidad

Los análisis de impacto de privacidad (“Privacy Impact Assessment” - PIA) son una herramienta útil que permite a las empresas evaluar el impacto que determinado programa o aplicativo de IA puede tener en la privacidad de los titulares de datos personales. Esto permite poner en marcha un sistema eficiente para describir las operaciones de tratamiento de datos personales que involucra el desarrollo de IA, evaluar los riesgos específicos para los derechos de los titulares e identificar las medidas de seguridad y garantías para afrontar riesgos.

2. Incorporar la privacidad desde el diseño y por defecto

El principio de “Privacy by Design” permite garantizar un tratamiento correcto de los datos personales utilizados en procesos de IA, incluso antes de que los riesgos puedan materializarse, ya que la privacidad forma parte esencial del diseño y arquitectura del software o algoritmo. El principio de “Privacy by Default”, por su parte, implica adoptar medidas de seguridad que garanticen, por defecto, recopilar y almacenar solo los datos personales necesarios para las finalidades del tratamiento. Ambos son de valiosa utilidad para los desarrolladores de programas de IA.

3. Respetar los derechos de los titulares e implementar mecanismos para su ejercicio

Uno de los derechos más característicos y relacionados con los proyectos que se emprendan sobre IA es el de “no ser objeto de decisiones individuales automatizadas”. Esto tiene como finalidad que la toma de decisión no esté a cargo en un 100% a la IA (a través de sus algoritmos) sino que haya participación humana para ello. Además, ante una decisión automatizada es importante que se le informe al titular del dato personal sobre lo decidido, se le permita expresar su punto de vista y brindarle la posibilidad de impugnar

Therefore, a balance must be established and guaranteed between innovation and respect for the rights recognized by law.

For this purpose, some recommendations made by the Ibero-American Personal Data Network -to which Peru belongs- will be discussed below:

1. Conduct Privacy Impact Assessments

Privacy Impact Assessment (PIA) is a useful tool that allows companies to assess the impact that a given AI program or application may have on the privacy of personal data subjects. This makes it possible to put in place an efficient system to describe the personal data processing operations involved in the development of AI, assess the specific risks to the rights of data holders and identify security measures and safeguards to address risks.

2. Incorporate privacy by design and by default

The “Privacy by Design” principle ensures the correct processing of personal data used in AI processes, even before risks can materialize, since privacy is an essential part of the design and architecture of the software or algorithm. The “Privacy by Default” principle, on the other hand, implies adopting security measures that guarantee, by default, to collect and store only the personal data necessary for the purposes of the processing. Both are of value to AI software developers.

3. Respect the rights of the owners and implement mechanisms for their exercise.

One of the most characteristic rights related to AI projects is the right “not to be subject to automated individual decisions”. The purpose of this is that the decision making is not 100% in charge of the AI (through its algorithms) but that there is human participation for it. In addition, when faced with an automated decision, it is important that the owner of the personal data is informed of the decision, is allowed to express his or her point of view and is given the opportunity to challenge the decision.

This recommendation could, to some extent, represent a barrier or obstacle to developing AI projects, which is why it is important to identify opportunities for improvement in the regulation of personal data protection, so that there is a balance between innovation and respect for the rights of data

4. Asegurar la calidad de los datos personales

Para mitigar los riesgos originados por el sesgo de las máquinas al utilizar la IA es necesario que los datos personales sean ciertos, exactos y precisos. Para ello, se sugiere, al menos, (i) llevar un registro del origen de los datos, (ii) realizar auditorías a los datos de los algoritmos utilizados en la decisión por parte de la máquina, (iii) otorgar “veracity scores” a los datos que están utilizando para entrenar a la máquina durante su creación, (iv) actualizar periódicamente los datos y (v) tener sets de datos independiente para validar el proceso de toma de decisiones.

4. Ensure the quality of personal data

To mitigate the risks originated by machine bias when using AI, it is necessary that personal data be true, accurate and precise. To this end, it is suggested, at least, to (i) keep a record of the origin of the data, (ii) perform data audits of the algorithms used in the decision by the machine, (iii) give “veracity scores” to the data being used to train the machine during its creation, (iv) periodically update the data and (v) have independent data sets to validate the decision making process.

5. Use anonymization tools

An important aspect is to determine whether or not it is strictly necessary for projects using AI to refer to a specific person. Thus, it could be feasible that, through a PIA, it is possible to reach the conclusion that for the implementation of a project that uses AI it is not relevant to identify a person and that the same purpose can be achieved without the need to refer to a specific holder. In Peru, for example, our regulation allows the use, in addition to the anonymization procedure (which is irreversible), the disassociation procedure, which is reversible. Both mechanisms are perfectly applicable to

Así, podría ser factible que, a través de un PIA, se llegue a la conclusión que para la implementación de un proyecto que usa IA no es relevante identificar a una persona y que se puede llegar a la misma finalidad sin ser necesario referirse a un titular de manera específica. En Perú, por ejemplo, nuestra regulación permite utilizar, además del procedimiento de anonimización (que es irreversible), el procedimiento de disociación cuyo procedimiento es reversible. Ambos mecanismos son perfectamente aplicables en resguardo de la privacidad, permitiendo mitigar cualquier contingencia.

Consideraciones finales

Las recomendaciones que hemos revisado hasta aquí permitirán que las empresas (en su condición de desarrolladores) puedan mitigar los riesgos en la privacidad generados desde el inicio del diseño y desarrollo de los procesos y proyectos que utilizan la IA.

La regulación peruana sobre la materia ―Ley 29733, Ley de Protección de Datos Personales, su Reglamento, aprobado por Decreto Supremo 003-2013-JUS, y la normativa complementaria― es imperativa y transversal a todos los sectores. Esto significa que no puede existir algún proyecto o proceso de IA que, realizando un tratamiento de datos personales, no tenga en cuenta las disposiciones contenidas en dicho marco legal.

Finalmente, se debe destacar el fortalecimiento en las funciones de supervisión, fiscalización y sanción que, en la actualidad, nuestra Autoridad Nacional de Datos Personales viene realizando a las empresas de diversos rubros. Por ello, resulta imperativo que los responsables de tratamiento implementen programas de cumplimiento normativo en datos personales basados en estas recomendaciones para convertir los riesgos detectados en, más bien, un beneficio. Esto generará confianza y demostrará su compromiso en resguardar este activo tan valioso que son, precisamente, nuestros datos personales.

Final considerations

The recommendations we have reviewed so far will enable companies (as developers) to mitigate privacy risks generated from the beginning of the design and development of processes and projects that use AI.

The Peruvian regulation on the subject - Law 29733, Personal Data Protection Law, its Regulation, approved by Supreme Decree 003-2013-JUS, and complementary regulations - is imperative and transversal to all sectors. This means that there cannot be any IA project or process that, while processing personal data, does not take into account the provisions contained in said legal framework.

Finally, it is important to highlight the strengthening of the supervision, audit and sanction functions that our National Authority of Personal Data is currently performing for companies in different areas. Therefore, it is imperative that data controllers implement compliance programs on personal data based on these recommendations in order to turn the risks detected into a benefit. This will generate trust and demonstrate their commitment to safeguarding this valuable asset, which is, precisely, our personal data.

Pides un taxi por aplicación o te subes al auto para ir a trabajar y el navegador te sugiere cambies la ruta, pues el camino que sigues a diario está más congestionado que de costumbre. Tu aplicación de compras favorita te propone un par de zapatos que van como anillo al dedo a tu estilo y que estarán en oferta durante esta semana, y tu banco te envía una notificación sobre un producto que encaja perfectamente con tus planes de ahorro. Los que coinciden con información que estuviste buscando en la web durante toda la semana. ¿Es magia? No, es progreso. Se trata de la inteligencia artificial, que ha dejado de ser ciencia-ficción para mejorar numerosos aspectos de nuestro día a día.

De un tiempo a esta parte la Inteligencia Artificial (IA) ha venido ocupando un lugar – cada vez más importante – en nuestras vidas y, aunque todavía estamos iniciándonos en el uso de esta herramienta, deberíamos de tener en cuenta la rapidez con la que el internet se desarrolló para tener una idea clara de que el uso de esta propuesta crecerá a una velocidad que quizás no nos imaginamos.

Pero ¿Qué es la Inteligencia Artificial y cómo podemos entender su uso?

La inteligencia artificial (IA) es una combinación de algoritmos diseñados para crear máquinas con las mismas características que los humanos. Una tecnología que aún nos resulta lejana y misteriosa, pero que siempre ha estado presente en nuestro día a día desde hace algunos años. You order a taxi by application or you get in the car to go to work and the navigator suggests you change the route, because the road you follow daily is more congested than usual. Your favorite shopping app offers you a pair of shoes that fit your style like a glove and that will be on sale this week, and your bank sends you a notification about a product that fits perfectly with your savings plans. The ones that match information you’ve been searching the web for all week. Is magic? No, it’s progress. It is about artificial intelligence, which has ceased to be science fiction to improve many aspects of our day to day.

For some time now, Artificial Intelligence (AI) has been occupying a place - increasingly important - in our lives and, although we are still just beginning to use this tool, we should take into account the speed with which the internet was developed to have a clear idea that the use of this proposal will grow at a speed that we may not have imagined.

But what is Artificial Intelligence and how can we understand its use?

Artificial intelligence (AI) is a combination of algorithms designed to create machines with the same characteristics as humans. A technology that is still distant and mysterious to us, but that has always been present in our daily lives for some years now. Some intelligent technologies have been around for more than 50 years, but advances in computing power, the availability of vast amounts of data, and new algorithms have allowed great strides to be made in recent years.

de enormes cantidades de datos y nuevos algoritmos han permitido que se den grandes pasos en los últimos años.

Por ejemplo, y como hemos visto al inicio de este artículo, se viene usando la IA en el reconocimiento facial de los teléfonos móviles, los asistentes de voz virtuales como Siri de Apple, Alexa de Amazon o Cortana de Microsoft, y se integra en los dispositivos cotidianos a través aplicaciones. El objetivo de todos ellos es facilitar la vida de las personas.

Por otro lado, el rápido desarrollo y la rápida adopción de la inteligencia artificial, presenta un desafío para la protección de datos personales, ya que su uso requiere inevitablemente el procesamiento de datos masivos. La mayoría de las aplicaciones de IA requieren grandes cantidades de datos para aprender y tomar decisiones inteligentes. En este sentido, la información es necesaria no solo para que la IA alcance todo su potencial, sino también para que pueda evitar sesgos o errores.

Cabe recordar que la legislación peruana toma como referencia normativa la Ley Orgánica de Protección de Datos Personales de España de 1999, por lo que fue redactada en un contexto histórico, donde la cantidad de datos era limitada y podía ser controlada. Pero ¿A quién le importaba y con qué propósito se usaban? El rápido desarrollo de la tecnología y las herramientas de inteligencia artificial han provocado cambios que permiten procesar millones de datos en diferentes partes del mundo a una velocidad inimaginable; como

For example, and as we have seen at the beginning of this article, AI has been used in the facial recognition of mobile phones, virtual voice assistants such as Siri from Apple, Alexa from Amazon or Cortana from Microsoft, and it is integrated into the everyday devices through applications. The goal of all of them is to make life easier for people.

On the other hand, the rapid development and rapid adoption of artificial intelligence presents a challenge for the protection of personal data, since its use inevitably requires the processing of massive data. Most AI applications require large amounts of data to learn and make intelligent decisions. In this sense, information is necessary not only for AI to reach its full potential, but also so that it can avoid biases or errors.

It should be remembered that Peruvian legislation takes the Organic Law on Personal Data Protection of Spain of 1999 as a normative reference, so it was drafted in a historical context, where the amount of data was limited and could be controlled. But who cared and for what purpose were they used? The rapid development of technology and artificial intelligence tools have caused changes that allow millions of data to be processed in different parts of the world at an unimaginable speed; as a result of these changes, the regulation became obsolete in the face of these new challenges.

However, it is important to consider which are the

La primera es que la propia IA puede tomar decisiones automáticas, y la segunda es que el sistema se desarrolla aprendiendo de la experiencia y el conocimiento. Por tanto, habría que preguntarse:

Is it possible to combine the development of artificial intelligence with an adequate treatment of personal data?

Surge entonces una preocupación inevitable de cuál es el uso correcto de la información personal del usuario y que además este uso sea respetuoso de los derechos humanos y del marco normativo que hoy en día se aplica para el tratamiento de datos. La responsabilidad recae en los desarrolladores puesto que son ellos los llamados a respetar las regulaciones que cada país ha establecido. Estas normas no solo tienen presente los intereses del titular, sino que además deben reconocer la necesidad de estos datos para la realización de diferentes actividades licitas, legitimas y de interés general o particular. En suma, lo que se busca con las regulaciones o normativas es respetar el tratamiento de los datos personales sin que se vulnere los derechos de cada ciudadano.

En este sentido la ONU ha sido enfática en señalar la importancia de “utilizar al máximo el progreso científico y tecnológico en beneficio del hombre y de neutralizar las actuales consecuencias negativas de algunos logros científicos y tecnológicos, así como las que puedan tener en el futuro”. Aun así, menciona además que: “los logros científicos y tecnológicos pueden entrañar peligro para los derechos civiles y políticos de la persona o del grupo y para la dignidad humana”

Es entonces imprescindible alcanzar un punto de equilibrio entre los actores principales, que vendrían a ser: la innovación, el desarrollo, la IA y los derechos humanos. Actualmente no contamos con una formula para ello, aunque si podemos encontrar algunas recomendaciones que de alguna manera resultan útiles para lograr dicho equilibrio y sobre todo para alcanzar un nivel de desarrollo social, económico y tecnológico que funcione dentro del marco de los derechos humanos.

Mientras tanto La Red Iberoamericana de Protección de Datos sugiere tener en cuenta las siguientes

An inevitable concern then arises as to what is the correct use of the user’s personal information and that this use is also respectful of human rights and the regulatory framework that is currently applied to data processing. In this sense, the UN has been emphatic in pointing out the importance of “using scientific and technological progress to the maximum for the benefit of man and neutralizing the current negative consequences of some scientific and technological achievements, as well as those that may have in the future”. Even so, it also mentions that: “scientific and technological achievements may entail danger for the civil and political rights of the person or group and for human dignity”.

It is therefore essential to reach a point of balance between the main actors, which would be: innovation, development, AI and human rights. Currently we do not have a formula for it, although we can find some recommendations that are somehow useful to achieve said balance and above all to achieve a level of social, economic and technological development that functions within the framework of human rights.

Meanwhile, the Ibero-American Data Protection Network suggests taking into account the following recommendations:

• Comply with local Regulations on the Processing of Personal Data.

• Conduct Privacy Impact Studies

• Incorporate Privacy, Ethics and Security by Design and by Default.

• Materialize the principle of Demonstrated Responsibility.

• Asegurar la Calidad de los Datos.

• Incrementar Confianza y la Transparencia con los titulares de los Datos Personales.

Siete principios fundamentales para usar la IA en el salón de clases de inglés

Cambridge ha desarrollado siete principios fundamentales con la finalidad de utilizar exitosamente la IA en el salón de clases de inglés. Estos son:

1. Sea claro y transparente, tanto interna como externamente, en relación al papel de la IA con respecto a nuestro enfoque de aprendizaje así como a la evaluación de idiomas, incluido también la forma en que se controlan los riesgos.

2. Asegúrese de que siempre haya aportes humanos, estos podrán ser mínimos o extensos según sea el aprendizaje del idioma y/o el contexto de evaluación.

3. Utilice la IA generativa (genAI) como apoyo para los profesores de idiomas, para estudiantes y para quienes están tomando exámenes, con uso de consolidación mas no de remplazo en el papel de los educadores dentro del área de idiomas.

4. Garantice que la calidad, la diversidad y la equidad se mantengan en todo momento.

5. Mantenga la calidad y alcance de nuestras evaluaciones de idiomas y recursos de aprendizaje, no permita que la tecnología determine el enfoque educativo ni tampoco tome atajos para adaptarse a la tecnología.

6. Proteja la privacidad y los datos de nuestros alumnos, de quienes toman exámenes y de las partes interesadas.

7. Garantice que cualquier enfoque tenga en cuenta los riesgos legales asociados al desarrollo o uso de herramientas de IA generativa (genAI), incluidos los riesgos de propiedad intelectual y protección de datos; y seguir pautas claras y éticas con respecto a dicho desarrollo y/o uso.

Cambridge we’d recommend learners and teachers take a common-sense approach to integrating AI in the classroom. This includes being aware of the risks of AI such as inaccurate content, bias, copyright and of course issues around cheating.

To help get the best out of AI we’ve set out seven key principles which focus on keeping the human in the loop at all times to ensure this exciting trend really does enhance the English language learning experience. We will be adding more specific guidance for teachers and learners, as we gather more data, so teachers can make informed decisions.

Seven key principles for using AI in the English classroom

Cambridge has developed seven key principles for successfully using AI in the English language classroom. These are:

1. Be clear and transparent both internally and externally about the role of AI in our approach to language learning and assessment, including how risks are controlled.

2. Ensure there is always human input, which can be minimal or extensive depending on the language learning and/or assessment context.

3. Use genAI to support language teachers, learners and test takers, to consolidate rather than replace the role of educators in language education.

4. Ensure that quality, diversity and equity are maintained at all times.

5. Maintain the quality and scope of our language assessments and learning resources – not letting technology determine the educational approach or cutting corners to suit the technology.

6. Protect the privacy and data of our learners, test-takers and stakeholders.

7. Ensure that any approach takes account of the legal risks associated with the development/and or use of genAI tools, including intellectual property and data protection risks; and follow clear and ethical guidelines concerning such development and / or use.

Will AI replace the teacher?

Whether AI will replace the teacher is a hot topic at the moment. Teaching is still very human centred, and AI can’t replace the social and emotional aspect of learning, but it can enhance the experience.

So from this point of view teachers will continue to play a very crucial role, but teaching practices will change. There are a number of things that teachers can do now to enhance learning experiences through AI. This includes developing classroom activities that make use of tools such as Chat GPT. For example, teachers can ask their students to correct or rewrite an AI powered response on a particular topic. These are the types of small steps you can take now to be ready for the future.

Si es que la IA reemplazará al maestro es un tema muy candente en estos momentos. La enseñanza se encuentra todavía muy centrada en el ser humano, y la IA no puede reemplazar el aspecto social ni emocional del aprendizaje. Sin embargo, si puede mejorar la experiencia. Looking to the future

At Cambridge we have a long history of helping people to learn English and prove their skills to the world. In fact, in June this year we celebrated 110 years of the Cambridge English exams. En una emotiva ceremonia llevada a cabo el pasado martes 27 de junio en la residencia de la embajada del Reino Unido, se rindió un merecido reconocimiento al grupo de estudiantes que concluyó satisfactoriamente los programas ofrecidos por la Universidad Peruana de Ciencias Aplicadas (UPC) en alianza con el Consorcio de Universidades del Reino Unido (NCUK). Este evento resaltó la dedicación y el compromiso de jóvenes peruanos en su búsqueda de oportunidades académicas en el extranjero, tanto para pregrado como para postgrado, culminando una primera etapa de estudios en Perú.

El culminar con éxito el programa UPC-NCUK, formando parte de las modalidades International Foundation Year (IFY) o International Year One (IYO), brinda a los egresados la oportunidad de iniciar sus estudios universitarios en prestigiosas instituciones en países como Reino Unido, Australia, Nueva Zelanda, Canadá y Estados Unidos. During an emotional ceremony, which took place last Tuesday, June 27th, we awarded the group of students who successfully concluded the programmes offered by the ‘Universidad de Ciencias Aplicadas (UPC)’, in an alliance with The University Consortium (NCUK). The event highlighted the dedication and commitment of young Peruvians in their search for academic opportunities abroad, for both undergraduate and postgraduate studies, concluding a first studies stage in Peru.

Successfully completing the UPC-NCUK programme, part of the International Foundation Year (IFY) o International Year One (IYO) methodology, gives the graduates the opportunity to start their university studies in prestigious institutions in countries such as the United Kingdom, Australia, New Zealand, Canada and the United States of America. Now, we have celebrated that the fifth UPC-NCUK group is ready to head towards prestigious universities such as Bristol, Manchester, Leeds, Sheffield, amongst others, in September this year.

During the event, students who completed the Master PreSessional (MPS) programme were also recognized, which allowed them to strengthen their knowledge, prepare them and guarantee access to more than 2,000 master’s programs abroad. Like the regular program,

Al igual que el programa regular, los egresados de MPS comenzarán sus estudios de maestría en el Reino Unido a partir de septiembre del 2023. Esta es la tercera promoción que sin dudarlo aprovechó la oportunidad de seguir el programa NCUK MPS de la UPC y así de manera segura y con asesoría constante poder viajar y obtener una maestría en el extranjero.

El evento contó con la distinguida presencia de autoridades de la UPC, así como la grata participación del embajador del Reino Unido en Perú, Gavin Cook, quien ofreció un inspirador discurso y felicitó a todos los egresados que formaron parte de este momento. Su presencia y palabras motivadoras resaltaron la importancia de la educación internacional y el enriquecimiento académico que esta experiencia proporciona. Hacia el final del año pasado, tuve una agradable visita a mi oficina de parte de dos jóvenes Prefects. Ellas, de manera expresa, manifestaron que deseaban salvar a las Monarcas. A la par que me parecía anecdótico el que se refirieran así a las familias reales británica o española, ellas continuaron sosteniendo que colaborar con la preservación de tan maravillosa especie de mariposas sería un maravilloso trabajo, y además de que un proyecto de este tipo constituiría, adicionalmente, un gran tema pedagógico.

Ellas fueron totalmente acertadas. Este es un trabajo maravilloso, aunque triste, pues gente de noble corazón debe tratar de reparar las pérdidas causadas por la ambición, indiferencia o insensibilidad de quienes destruyen su hábitat mediante el uso indiscriminado de pesticidas inapropiados, los cuales, unidos a los efectos adversos del cambio climático, hacen que esta tan emblemática especie de mariposas esté siendo empujada inevitablemente a su extinción. Esta ya es una tragedia, pero aún peor, su continua eliminación privará al mundo de uno de los espectáculos más hermosos jamás vistos

Towards the end of last year, I had a pleasing visit to my office by two young lady Prefects. They forthrightly declared that they wanted to save the Monarchs. While I was amusing whether they were referring to the British or the Spanish Royal Families, they continued that it would be a wonderful job to help preserve such beautiful butterflies, and that a butterfly project would additionally be a great teaching point.

They were completely correct. It is a wonderful job, but what a pity that people of a good heart continually have to make up for those whose greed, indifference or witlessness cause these dreadful needs, as due to loss of habitat, uncontrolled use of inappropriate pesticides and adverse effects from climate change, this most emblematic of butterflies is being shunted towards extinction. This is already a tragedy, but their continued elimination will deprive the world of one of the greatest natural spectacles ever seen.

Monarchs are famous for their mind-boggling migration ranges, typically from central USA to Central

Las Monarcas son famosas por su asombroso rango de migración, típicamente desde la parte central de EEUU a la parte central de México, o desde el estado de Washington hasta California, y por supuesto, de vuelta a sus puntos de origen. De todos modos, existen aquellas que se han alejado, aún mucho más, y han establecido sus hogares lejos de dichas rutas originales, tales como la costa este de los Andes. Estas, aparentemente, no migran.

Hay muchas maneras de establecer reservas de mariposas, pero para aquellos que aman la naturaleza, el “enjaulamiento” no es una respuesta, a menos que el recinto elegido sea de grandes proporciones. Por ello, elegimos Monarcas libres, capaces de ir y venir a voluntad. De este modo, podemos ayudar a poblar el distrito de Villa con estos hermosos especímenes.

La mayor dificultad es que las Monarcas solo depositan sus huevos en algodoncillos y, estas plantas, aunque son de indudable belleza, no son cultivadas por ningún invernadero local. Después de meses de búsqueda, y estando casi a punto de rendirnos, encontré la foto de un algodoncillo creciendo en Miraflores. Increíblemente, en el fondo de la foto, estaba mi colegio. La única fuente de algodoncillos en Perú estaba en las afueras de mi oficina. Una simple conversación con los jardineros municipales me reveló que el único productor de algodoncillo trabajaba solamente para la Municipalidad de Miraflores. La compra de un ciento de plantas

Mexico, or from Washington State to California, and of course back again. However, there are those that have strayed, even widely, and made their homes away from these principle routes like the East coast of the Andes. These do not migrate apparently.

There are many ways to set up butterfly reservations, but for those that love nature, cages are not the answer, unless they are huge. So, we elected free-range monarchs, able to come and go at will. In this way, we can then help populate the Villa district with these beautiful specimens.

The main complication is that the monarchs will only lay their eggs on milkweed plants and these, despite their undoubted beauty, are not bred for gardens by any plant nurseries locally. After months of searching, we were almost at the point of giving up when, after a deep search, I found a photograph of milkweed growing in Miraflores. In the background of the photo, incredibly, was my school. The only source of milkweed in Peru was from right outside my office! A simple conversation with the municipal gardeners revealed the only producer of milkweed worked exclusively for the Municipality of Miraflores. A purchase of one hundred healthy juvenile plants saw us set up the project to the point of ‘ready to go’.

But, would the butterflies come? Would we have to buy them? Apparently, it’s pretty similar to the most

Mas, ¿vendrían las mariposas? ¿Tendríamos que comprarlas? Aparentemente, estábamos en una situación similar a la de Kevin Costner en el film de 1989 “Campo de Sueños” donde acuñó la frase: “Si lo construyes, ellas vendrán…”.

Aparentemente, las mariposas hembras tienen excelente vista, pero, mucho más importante, ellas tienen quimiorreceptores en sus piernas y antenas, las cuales les permiten percibir los químicos producidos por los algodoncillos y soltados al aire a millas de distancia. En consecuencia, si había mariposas en la vecindad, ellas nos harían una visita.

Era el momento de poner manos a la obra e iniciar el trabajo. Los algodoncillos requieren un suelo bien drenado, por lo que en un agradable espacio lleno de gras, de un poco más de un metro cuadrado, cavamos el deficiente suelo lleno de hierbas de Villa hasta treinta centímetros abajo, reemplazándolo con una mezcla saludable de suelo enriquecido con humus y arena de río para facilitar el drenaje. Todas, las cien plantas de algodoncillo, fueron dispuestas en líneas de diez en diez, muy juntas y dejando que sus hojas se toquen unas con otras. Dicho diseño tenía como propósito brindar protección visual a las orugas y futuras crisálidas, puesto que la mayor parte de estas tienen depredadores, como avispas y ciertas moscas,

Apparently, female butterflies have excellent sight, but more importantly, they have chemoreceptors on their legs and antennae that allow them to sense the chemicals emitted into the air by the milkweed from miles away. Hence, if there are butterflies in the neighbourhood, they will pay us a visit.

Now, time to roll up the sleeves, we got down to work. The milkweed requires well-drained soil and so in a nice grassy space, a little more than one square metre, we dug out the turf and poor Villa soil down to thirty centimetres, replacing it with a healthy mix of enriched soil, humus and lots of river sand to aid drainage. All one hundred milkweed plants were set in lines ten by ten, very close together with their leaves touching. This was purposely designed to afford visual protection to the caterpillars and future chrysalides, as with most caterpillars they have predators, in this case some wasps and certain flies that lay their eggs in them. Developing undercover provides them with much higher probabilities of survival and development to the adult stage.

To see the beauty of this butterfly is prize enough for the work put in to ensure its survival, at least in Peru, but apart from that, the teaching points are numerous. The marvel of insect metamorphosis, through Science, Philosophy and Religion, opens up once again

que dejan sus huevos en ellas. Su desarrollo encubierto les otorga mucha más probabilidad de sobrevivir y desarrollarse hasta llegar a su edad adulta.

Apreciar la belleza de esta mariposa es un precio suficiente para el trabajo realizado para garantizar su sobrevivencia, al menos en Perú; pero, aparte de ello, los aprendizajes que podemos desarrollar son numerosos. La maravilla de la metamorfosis de los insectos, vista a través de los cursos de Ciencias, Filosofía y Religión, pone sobre la mesa una vez más la admirable pregunta: ¿Cómo llegó todo esto aquí? La increíble migración nos lleva a reparar en la forzada migración humana a través de los años, pero, particularmente, aquellas ocurridas actualmente, muchas de las cuales no son reportadas. Esta reflexión nos conduce a reparar y preguntarnos por la empatía y valoración de la vida relativamente cómoda que poseemos, e incluso a temas concernientes a la resiliencia y tenacidad de aquellos que migran. Todo ello a un paso de la jerarquía de necesidades de Maslow…

La defensa de esta especie es un área de extrema importancia debido a que las mariposas son un grupo enorme aunque decreciente- de polinizadores sin el cual, nuestras fuentes de alimento se verían gravemente afectadas y en continuo desmedro.

No requiere casi ningún esfuerzo adoptar una posición ante temas sensibles, y en realidad, cualquiera con un espacio de tan solo un metro cuadrado en su jardín puede colaborar en la preservación de las Monarcas. Los algodoncillos se cuidan solos y no son caros. Las mariposas son bellas, ¿por qué no darles una oportunidad?

the wonder of the question ‘How did all of this come about?’ The incredible migration leads beautifully into forced human migrations throughout the ages, but particularly those occurring today, many of which go totally unreported. This directs us seamlessly into questions of empathy and appreciation for the relatively comfortable lives we all currently lead, in addition to themes concerning the resilience and tenacity of those migrating. Maslow’s hierarchy of needs is but a stone´s throw away.

Advocacy is another area of extreme importance given that butterflies are but one of an enormous, but dwindling, group of pollinators, without which our food sources will continually struggle and degrade.

It take almost nothing to take a stand on some issues that touch a nerve and really, anyone with a space of just over one metre squared in their garden can also help with the preservation of the Monarchs. The milkweed looks after itself and is inexpensive. It is very beautiful, the butterflies as well, so why not give it a go.

KING’S BIRTHDAY PARTY 2023

El 8 de Junio se celebró el Cumpleaños No. 75 del Rey Carlos III en la residencia británica. Los invitados pudieron disfrutar de una noche muy divertida degustando quesos británicos, los tradicionales fish & chips y mucho más en un ambiente muy agradable donde se ofrecieron marcas británicas.

El Embajador británico, Gavin Cook, destacó todas las oportunidades que se abren para el Reino Unido y el Perú bajo el reinado de Carlos III y habló de los 200 años de amistad que unen nuestros países.

Asimismo, se contó con la presencia de la Ministra de Transportes y Comunicaciones del Perú, Srta. Paola Lazarte y del Sr. Elmer Schialer, Secretario General del Ministerio de Relaciones Exteriores del Perú, quienes dieron unas palabras y también mencionaron el futuro prometedor de nuestras relaciones bilaterales.

Fue un momento inolvidable en honor a la coronación del Rey Carlos III y el inicio de su reinado.

VISITA AL BAP UNIÓN Y AL MUSEO NAVAL VISIT TO THE BAP UNIÓN AND THE NAVY MUSEUM

El pasado 25 de Mayo realizamos una visita al Buque Escuela BAP Unión, donde tanto el Comandante del Buque, C. de Navío Jose Luis Arce y su segundo Comandante C. de Fragata Roberto Nieto tuvieron la deferencia de hacernos una visita guiada y poder conocer las instalaciones del que es hoy el buque a vela más grande de América, a puertas de su viaje alrededor del mundo.

Además, se realizó una visita guiada al Museo Naval del Callao, la misma que estuvo a cargo del C.de Fragata Michel Laguerre, quien nos comentó sobre la historia marítima de la región, con exhibiciones que mostraban antiguas embarcaciones.

Los asistentes pudieron apreciar valiosas piezas de colección, maquetas de barcos y documentos históricos que narraban las hazañas marítimas de la época.

Posteriormente, se culminó la jornada con un almuerzo en las instalaciones del Centro Naval del Callao.

On May 25, we visited the BAP Union Ship. The Commander of the ship Capitan de Navio, José Luis Arce, and his second Commander, Capitan de fragata, Roberto Nieto were kind enough to give us a guided tour and show us the facilities of what is today the largest sailing ship in America, on the verge of its voyage around the world.

In addition, a guided visit to the Museo Naval del Callao was conducted by Commander Michel Laguerre, who told us about the maritime history of the region, with exhibits showing old ships.
