The second phase of public engagement for the propsed Metro Vancouver park at Cape Roger Curtis begins this Saturday
Metro Vancouver closed the $40 million sale of the 97-hectare space bordering Bowen’s south coast in May They’re currently in the midst of a rezoning application to Bowen Island Municipality to permit overnight camping, and have proposed up to 100 campsites for the space The plan passed a first reading from council in April, with a second reading expected this fall
Metro Vancouver notes no camping or day use is currently allowed at the Cape site The organization says new data will be available during this phase, including water studies, emergency management reports, and updated draft concepts
This round of consultation will once again involve a pair of in-person open houses, both at Cates Hill Chapel The first takes place this Saturday, July 29 from 10 am to 2 pm, and the next is Wednesday, August 2 from 4 to 7 pm
There will also be two virtual webinars again, on Thursday, August 1 from 10:30 am to 12 pm, and Thursday, August 10 from 6 to 7:30 pm Online feedback forms are available until Phase Two closes on Wednesday, August 16 Phase One ran from February 10 to March 20 this year

The leader of the BC Green Party visited Bowen Island last week, along with the party’s candidate for the yet-to-be announced next provincial election.
Sonia Furstenau, party leader and MLA for Cowichan Valley on Vancouver Island, was joined by Jeremy Valeriote for a conversation with the public at Tell Your Friends Cafe on July 19 Valeriote was announced as the Green Party candidate for the West Vancouver – Sea to Sky riding in April He also contested the 2020 provincial election in this riding, but lost to current MLA
Jordan Sturdy of the BC Liberal Party (now BC United) by just 60 votes (9,249 – 9,189).
“I’m definitely hearing that young people are having a hard time making ends meet and finding meaningful work. And also about the planet that we’re going to leave behind for them keeping the natural environment that people obviously care deeply for, and the reason why they live here, is quite key” said Valeriote on comments from people gathered on the dock
“Primarily it’s about how can we invest in the future and that generation and try to restore some of what’s been damaged. We’re also hearing about housing and
affordability – and ferry service,” he added.
“I thought there was some hints of progress there (BC Ferries) for a few years, but then Covid knocked that back,” said Valeriote, who previously served on the Ferry Advisory Committee in Gibsons
Valeriote believes with a longer head start this time around – as opposed to being declared just a month before the previous election – will give him the chance to close the 60 vote gap Provincial elections must take place every four years, but they can be called earlier The latest the next one could take place is October 2024.
Furstenau is also optimistic about Valeriote’s second go-around “Jeremey’s success in the last election is a really strong foundation for him winning the seat in the next election… The reality of being a Green candidate is you need to do a lot of groundwork, but once people recognize the value of a Green MLA, it becomes easier and easier to get the votes that we need to win those ridings,” she says. Furstenau added health and well-being has also been a common thread during community engagements.
Furstenau and Adam Olsen from Saanich North and the Islands make up the current Green Party representation in the BC Legislature The NDP has 57 seats, BC United has 27, and the Conservative Party has 1.

A development variance permit for the future BIRCH apartment complex was approved by council on Monday night
Bowen Island Resilient Community Housing (BIRCH) presented their application earlier this month outlining their requests for exceptions to both the typical height and parking lot rules Executive director Robyn Fenton explained how the original three-storey proposal was no longer economically viable, and that more than 24 units were necessary.
The extra height would allow for a fourth storey, bringing the unit total to 30-32. The group says this will also make the project more appealing to BC Housing when they
apply for funding later this year. A 2021 funding application was passed over by the provincial body.
Some concern had been expressed by the Bowen Island Fire Department that access to this new fourth-storey would be about two metres taller than their equipment could reach A compromise was reached that brings the highest distance from ground to entry point of the top floor units to 9.4 metres, which would allow access for the fire department in an emergency.
The parking variance involved reducing the number of spots from one per unit to 10 spaces total. Since other comparable Snug Cove developments have also been granted variances to reduce their parking spaces, BIRCH’s request was approved as well. Some of Lot 3 could also potentially be turned into parking spaces in the future

Hope you’ve all enjoyed this month’s Islandwide issue! We had an amazing amount of submissions this week which made for a lovely paper to cap off July. 28 pages would be impossible to fill without the content all of you contribute, from stories, to photos, and of course ads too So thank you for the unwavering support of this little local paper
One contributor in particular stepped up this month to keep the paper going, and that is our former editor and well-known face around Bowen, Martha Perkins I had to be away for much of July, and as you can tell from the pages of the last several weeks Martha filled in brilliantly Conducting interviews, covering council and local news, writing many stories and making many calls, and laying out the paper too, her work made sure an engaging issue made it out the door each week
This is of course no suprise to anybody who knows Martha, she is an incredible journalist who has covered many communities with care, inlcuding of course Bowen.Butshewentaboveandbeyondwiththis recentassignment,comingtotheislandwithout hesitation at the start of the month, seeing the paper right through this issue’s layout, and, as she always does, offering words of kindness and guidance throughout So thank you Martha, I am so happy to call you my mentor and friend.
I am happy to be back, though briefly, as next week the Undercurrent takes its summer vacation week Me and Tracey will be off and away through BC Day, but the paper will return with the August 10 edition. And just in time for some of the biggest Bowen events of the summer, including Dog Days, the Fastpitch Tournament, and the big Bowfest finale (read more on Page 24 to see how hamsters will be involved in this year ’ s festival). There are bound to be many fun days ahead.
And a big thank you to the many new subscribers to our newsletter! It is an uncertain time for online news in Canada right now, but the newsletter is one delivery system we do have control over. You may have noticed some of the Sunday newsletters were missing during July, but they will be returning with more regularity now (minus during our vacation week).

Pollinators Need Our Help

I didn’t used to think of bugs, birds, and bats when I bit into an apple or ate avocado on toast, but I do now. That’s because I’ve been learning about pollinators
About one-third of food on the average plate required pollination. Without pollinators, we’d have to eat primarily wheat, rice, and corn, and forgo the nutritional benefits and sheer yumminess of 90% of foods including – heaven forbid – chocolate, tea, and coffee.
A honeybee is usually the first image that comes to mind when we think of pollinators, but did you know:
There are more than 450 types of bees native to BC, and the honeybee is not one of them?
That most bees are solitary and make their homes in or just above the ground?
That there are many types of pollinators besides bees, including moths, beetles, butterflies, hummingbirds, flies, wasps, and even bats?
Despite the variety of pollinators, many studies have raised the alarm about their declining numbers Habitat loss, the use of pesticides, and climate change are key culprits in the declining numbers Invasive plants that crowd out food and shelter sources is another problem.

Pollinators like bumblebees that happily visit many types of flowers are doing better than pollinators that are more selective, sometimes relying on only one or two plants they’ve co-evolved with. The decline in pollinators is already causing a drop in global food production according to one study: “The world is currently losing 4 7% of total production of fruit, 3 2% of vegetables, and 4 7% nuts ” And several pollinating butterfly and bee species have recently been listed as speciesat-risk in Canada
The good news is that there are actions we can take to support pollinators even in very small gardens We can:
Plant native species in our gardens; many pollinators rely on indigenous plants Use a mix of plants that flower at different times of the year, so there are blooms from spring through fall. Pollinator Partnerships Canada has lists of indigenous plants for various regions in Canada, and you can find many of these plants at Coast Salish Plant Nursery in North Vancouver
Turn off our outdoor lights at night. If we ’ re not outside, do we really night the lights on? Light pollution negatively impacts night pollinators like moths, whose furry little bodies collect and transfer pollen, and research is showing that night lights are disruptive even for daytime pollinators

Five years have passed since Emmett Sparling’s last show on Bowen. Since then, the art of this Bowen-raised photographer and full-time traveler has matured to a new body of work that he is presenting at the Hearth from July 26 to August 14, and on Saturday, July 29 from 6 to 9:30 pm during the Artist pARTy at the gallery.
With almost a million followers on social media, Emmett has built up his career from his incredible traveling adventures, wide community connections, and breathtaking pictures from all around the world. Average Sale Price declines to mid-2021 levels
The Bank of Canada pushed its rate up to 4 75 per cent on June 12 and then to 5 00 per cent on July 7 The rising interest rates have had the greatest impact on properties listed at $2 0 million and up On Bowen Island year-to-date (YtD) at June 30, only 3 of the 21 homes sold (14 per cent) was listed over $2 0 million compared to 29 per cent in ‘22 and 18 per cent in ‘21
Year-over-year (YoY) indicators for Average and Median Sale Prices have declined to mid2021 levels and the MLS® Home Price Index reflects April 2022 values The YoY Average Sale on June 30, 2023 ($1,454,048) was 23 per cent below the high of $1,900,394 in April 2022 and down 17.5 per cent from June 30, 2022.

BIM building fees to rise in September

If you want to build on Bowen Island, you’ll have to pay more in fees this fall
On July 24, council passed a final reading of a bylaw to ensure that the municipality recoups its costs of reviewing and managing various building and development applications Implementation is planned for September 1.
The new fees include:
• a building permit fee of $9 per every thousand dollars in value up to $10,000 then $8 per $1,000 in value. This eliminates an initial $74 fee for the first $1,000 and then a similar sliding scale
• a non-refundable $100 administration fee for a building permit application, up from $50. This recognizes that sometimes staff will work on a building application only to have the project withdrawn before the permit is granted. The fee increase for rezonings will go from $100 to $250
• an increase in the interim occupant fee from $200 to $300.
Council heeded a request from Larry Adams, business manager of Bowen Island Properties, to adapt the wording of inspection and administration fees
“We support the underlying rationale of the municipality requiring an owner to pay the cost of public works staff time and expense to review, inspect, and process the works and services for a subdivision or other development,” Adams wrote “However, for larger scale subdivisions with works and
services that cost over $200,000, we question whether [the proposed] 4% [fee] is fair For example, if the works and services cost $500,000, then 4% would be $20,000, likely well in excess of the actual municipal costs of inspecting, administering, and processing said works and services”
Daniel Martin, manager of planning and development, said the proposed changes were not intended to create a windfall for the municipality The fee remains four per cent but wording accurately defines the intention of solely recouping staff costs on larger projects

Andrew Cameron knows what it’s like when things go wrong during a live theatre performance or the preparations leading up to it.
“But whenever that happens, there’s a palpable energy, ” the Bowen Island actor and director says. “Everyone has to be much more on their game and much more present It does give a very fun energy and high-stakes subtext to the production because the actors themselves are a bit on edge”
What would happen if that kind of energy was part of the show itself?
The answer is Lakeside Players’ production of The Three
Musketeers, which Cameron wrote and directed.
In its imagining, one of the three actors doesn’t show up just before the performance about Alexandre Dumas’ swashbuckling trio of Athos, Porthos and Aramis is about to start, leaving the other two scrambling to play “ an epic cast of characters”
“The play has the illusion of improvisation and flying by the seat of your pants but it is quite scripted,” Cameron says “The novel is a thriller from the 1800s, a real page turner I wanted to do it justice so it’s a fairly faithful adaptation. But then there’s also the story of these two actors putting on the play against all odds. It’s like schadenfraude watching these actors try to pull it off”

That frisson of excitement is as real for him today as a 31-year-old (“Mentally I’m 29 because I take the two years of the pandemic as years that don’t really count”)
Although he has an agent and will consider TV and movie roles, that side of the industry isn’t calling out to him.
“The whole acting/show business thing is a very difficult, very competitive, very demoralizing industry to get involved with. With theatre my friends and I are quite happy to come up with projects and pursue
things independently”
But what about the ephemeral nature of theatre? Isn’t it disappointing when, after weeks of preparation, a performance just ends?
“You have to embrace that and let it add to the beauty of it,” Cameron says “They’ve gotten pretty good at filming plays You can enjoy it and get a sense of it but it’s not like being there in the room That can be frustrating when you ’ re trying to tell someone about a play you saw and there’s (no clip) to show them but that is, paradoxically, the beauty of theatre It’s fleeting
“I’ve started to wonder if theatre is this cockroach that can survive through the millennia from the dawn of time through whatever technological advancements we get because there really is no replacement for being in a room with real people”

Bowen Islander Jason Dowdeswell’s new thriller, Union, examines our power to change the world

Jason Dowdeswell has been called “ a force behind Vancouver’s transformation into a global VFX hub” Now, the Netflix and Disney visual effects supervisor and Bowen Island resident is creating a magical world with words.
Union: An Abridged Version of Love is his first sci-fi thriller. Ostensibly, the book is about “ a military tyrant named Waxman [who] receives covert communications from an agent believed lost in deep space He prepares his army of giant soldiers for war with a faceless, deadly enemy known as the Shrie Shrie and an elusive driver named Cal.” But as the subtitle suggests, the theme is much more universal: our quest to love and be
loved and why we always seem to get in the way of allowing that to happen.
Martha Perkins interviewed Dowdeswell by phone. This is an abridged version of their conversation; a longer version can be found at bowenislandundercurrent.com
Martha Perkins: It’s really interesting that a book about a military tyrant is subtitled AnAbridged VersionofLove How do you marry those two themes?
Jason Dowdeswell This whole origin story was always about the power of love Love is such an energy in our world. It’s a motivator but we cloak it with things like greed or selfishness
MP: As the novel took shape how did you keep coming back to love?
“I have always been telling stories,” says Jason Dowdeswell, who will be signing copies of his new sci-fi thriller, Union, at The Hearth on July 30.
JD: Well, there’s a missing component, which would be called the sequel; that’s where you get to the conclusion of love coming into it. Together it’s the journey of all these flawed characters that can’t see through the fog of their own manifestations, that what they’re really chasing as the final goal is to be loved and to be in love
MP: Why do you think that we,
as humans, succumb to our flaws and do you think that we are going to be doing this in our far future?
JD: We have the capability to wind ourselves so tightly with our emotions. It is a power string that can be loose and flexible or it can be wound so tight that it creates different states of existence, fueling rage or hatred or all these things we permeate One of our greatest
weaknesses as humanity is that we have no collective conscience
MP: Do you believe that the power of love is in all of us and that human beings can work out all of our shit, or do you believe that we’re still going to be struggling with the same demons in the future?

JD: Yes, we will be still struggling with the same demons because that’s the journey The information is not downloaded into our heads We have to experience things ourselves and we do it through motivators such as pride or fear. Union is a dialogue about this military tyrant who’s fighting a faceless enemy and the reality is that this faceless enemy is a manifestation that we created collectively If there are enough of us believing in something, we manifest the future Now, together we might manifest our greatest fear and it becomes a pandemic It’s that power of the moment And there’s danger in that power We see it playing out right now; it’s been playing out since the beginning of time For me, it goes back to a scene in the book: “Through pride and greed, our super ego blinds us from the answer we are looking for when it is right in front of us ” That scene plays out in every aspect of our lives
MP: How did you manage to write a book that in many ways is dark while living a life of love and light during the day the joys fatherhood, life on Bowen and all
those really feel-good things?
JD: My book is dedicated to my wife MJ, my daughter Harper and my son Rhys I said “A great toll has been endured to explore these flawed characters in detail.” When I started writing the manuscript, I had artwork on the wall in the living room But it got to a point to it that we took iit down because I was just living in a darker headspace When you open up the creative channel, you’re in it
MP: Isn’t that an illustration of what you say about manifestation: when your thoughts are dark, your mood is dark, your behavior is dark, your outlook is dark And then you go for a walk outside and suddenly your reality is totally different It’s a world of beauty and trees and nature and community. You have a say in which reality you choose
JD: The herald of the story is Cal. You’re not introduced to Cal as the hero; you’re introduced to Cal as this elusive individual. Cal is like the biggest hug you’ll ever have but he’s also dangerous because he’s a carrying pistol and flies alien technology. But there’s no fear fac-
tor All the characters eventually funnel into what Cal sees as the world. He sees sunshine every day and wants people to play with him. That’s the journey of Cal except that he’s a very bad herald. He’s flawed so he screws up that opportunity.
MP: Do you think you would have been able to write this book if you didn’t spend your workday immersed in imaginary places?
JD: I’ve always been telling sto-
ries Later I was so intrigued with filmmaking that I found myself in Hollywood when I was 22. And I learned about storytelling When I was in San Francisco working for George Lucas they paid for anyone who wanted to do it to go to a screenwriting class It was fantastic My whole journey with the novel is, ultimately, to turn to the next chapter of my life which is to produce it as a filmmaker.
MP: I think you stand a better chance of that than a lot of other people writing their first book.
JD: I hope so Hollywood is not in the business of making movies They’re in the business of making money. So you have to know who your audience is; you also need to be able to get your foot in the door Having said you’ve optioned a novel, aka for yourself, executive producers in a big studio will lean into the conversation. There will be interest
MP: So who is your audience for Union?
JD: The hero characters apart from Cal are all female leads So the audience is teenagers com-
ing of age where they want their mind blown, with not really understanding all the pieces but ready to digest the science fiction world. And it’s not heavy science fiction like Isaac Asimov’s Foundation. It’s more like pulling from fantasy like the Hobbit
But another motivation I have, especially being the father and being able to hand something to my kids, is the intellectual property. There’s a richness to these characters and this world that are familiar enough because it’s akin to Star Wars or Star Trek in some aspects, but it is Canadian IP. I’ve worked in Los Angeles, LA, San Francisco and Vancouver for 20 years. It’s Canadians that are doing a really good job, making great visuals based on content novels and screenplays But we don’t own any of our stuff because it’s not our IP So this is Canadian IP These are superhero characters But it all it all gets back to the novel. The novel for me was a bit of a stepping stone but it has manifested for me and I fell in love with it

Thirsty but your water bottle is empty?
Thanks to Bowen Island Rotary, there is now a place where you can fill your water bottle for free in Snug Cove
The new refill station, which includes a fountain, is on the wall outside the Union Steamship Company ice cream window.
The project was initially championed by former Rotary president Damian Bryan.
“He realized there was no source of public water in the Cove and, with discarded single-use water bottles causing unsightly waste to our beautiful environment, he began the difficult search for a suitable location and securing funding and equipment to make a drinking fountain happen,” says Rotarian Lynn Krukowski.
Working with Allard Ockeloen, Bryan organized a seafood
fundraiser Robert Ballantyne created an online store to help with fundraising When Bryan moved off island, Rotarian Cynthia van Hoof Barthel took over the project She worked with Oydis Dike Nickle to secure the current location. Rotarians and community members gathered on Sunday, July 9 to dedicate the new fountain. Also present was Bowen Community Foundation chair Kathryn Thomas-Peters The Foundation was a major contributor; 150 islanders also pitched in to make it happen.

I have loved this duo from the moment I saw them a decade ago and of course we were fast friends and stay deeply connected I am in awe of their creative output They manage to write and record all their work with Helen Austin in Comox and Paul Ott in Ohio Paul produces all their recordings at home and Helen creates the videos Their utterly unique and charming collaboration never gets old for me!
The duo just released their seventh album, AMPM, which includes the beautiful new single “It 5 O’Clock Somewhere,” a song about the grind, being kind to yourself, and work-life balance
