Protecting rough sleepers during severe weather We work all year round to reduce rough sleeping in Bournemouth, by working with people to address their needs and assisting them off the streets into safe and sustainable accommodation. Rough sleeping at any time of year is dangerous and the winter brings additional risks, particularly when the weather is severe. We keep a close eye on the weather forecast and when severe weather is predicted, additional help is offered to protect people who are sleeping rough from these increased risks.
Unfortunately, not all people sleeping out take up the offer of shelter, but the teams work in partnership with a range of services to encourage those people to ‘come in’ and address any continuing concerns for safety or welfare.
The ‘Severe Weather Emergency Protocol’ or SWEP for short, is introduced when conditions can threaten the safety and wellbeing of rough sleepers. When SWEP is activated, the Bournemouth and Poole Rough Sleeper Team, delivered by St Mungo’s, work tirelessly to offer shelter to every person sleeping rough in Bournemouth and Poole, assisting them to access overnight shelter out of the cold.
