Boise Metro Chamber Board Announces Chair-elect Boise Metro Chamber Staff Marketing & Communications Dept.

The Boise Metro Chamber is pleased to congratulate Emily Baker on her election to Chair-elect of the 2021 - 2022 Board of Directors. Baker, of Portman Square Group Communications, is currently a member of the board’s 2021 Executive Committee, and will replace Tom Mortell of Hawley Troxell at the head of the table.

"We congratulate Emily Baker on her election as the incoming Board Chair for 2021 and the Board Chair for 2022,” said Mortell. “Emily's long history of service to the Boise Metro Board, her willingness to tackle difficult issues, and her deep connections in our business community make her an ideal choice to lead the Chamber in these difficult times."

Baker is President and Founder of Portman Square Group Communications. She was previously Managing Partner and a shareholder at Gallatin Public Affairs. She moved back to Idaho after a long career in Washington D.C. and New York. Baker served in the Bush Administration as a Deputy Director with the U.S. Department of Commerce and a Regional Administrator for GSA and traveled extensively to handle international media for the White House under several administrations. Previously, she worked at BGR Group, a leading lobbying and PR firm in D.C., and for former Idaho Governor Phil Batt.

Baker also sits on the CSHQA corporate board and is active in the community, serving on the Boise State University Foundation Executive Board, the American Red Cross of Greater Idaho Board, and as an Honorary Commander for the 366th Fighter Wing at Mountain Home Air Force Base. Baker is also an adjunct professor in the Political Science department at Boise State University.

ADVOCACY UPDATE Stay up to date on your city and state's government affairs

Jeremy Field V.P., Government & Community Relations Dear Readers, November is going to be a busier legislative season than normal.

House Speaker Scott Bedke and Senate President Pro Tem Chuck Winder announced the legislature would reconvene on the 15th. The House will conclude their ethics action against Rep. Priscilla Giddings, and also consider legislation from the 2021 Interim Committee on Federalism. Said legislation would restrict state employees, including county hospital staff, from assisting with the federal government’s announced, but yet to commence, COVID-19 mandate. Last week, Senator Winder, told the Idaho Statesman that the Senate would prefer for the House members to “sine die” and end the regular session after concluding the ethics action against Rep. Priscilla Giddings.

Additionally, Governor Little has already taken legal action against President Biden’s executive order, joining with 17 other states. The lawsuit argues the executive order is unconstitutional based on federal procurement law and as an overreach of federal power.

The Chamber would prefer the legislature to wait until January and not reconvene to address the federal mandate. The Governor has taken action for the state regarding the constitutionality of the

executive order. The legislature can use that time to gather more information on their proposed legislation and listen to the concerns of small businesses who could be stuck between a federal mandate and conflicting state statute.

In other happenings, Senator Jim Rice, the Chair of the Senate Local Government & Taxation Committee, has floated an idea to end school district voter-approved supplemental tax levies by increasing funding from Idaho’s sales tax, ultimately shifting the tax burden from property to sales tax. Senator Rice is looking for feedback from school districts on the concept. Senator Rice is open to “brainstorming in public,” which is always brave of a public official. Also, the six members of Idaho’s Citizen Redistricting Commission completed their latest draft proposal. It’s maximum population deviation between districts is 5.91 percent, which is below the 10 percent variation ceiling. Policymakers across the state are closely following the redistricting. Also, the chamber would like to recognize State Treasurer Julie Ellsworth for signing a letter with other State Treasurers, Auditors and Financial Officers, that opposed a proposal to require financial institutions to turn over private citizens’ personal bank account information to the Internal Revenue Service (IRS) if they exceed $600 of inflows or outflows in an account. Senior Democrats in Congress have changed the number to $10,000, however, Senator Crapo has stated that financial institutions should not be IRS agents, and the chamber agrees.
