ÂĄ$BQJUBM PG B /FX /PSUI¢ FRANK O’BRIEN WESTERN INVESTOR hen Prince George was named the number 1 city in western North America for cost competitiveness in 2010 it didn’t surprise the managers or investors in this B.C. city that is now riding a resurgence of northern investment yet still has some of the cheapest urban real estate in the province. The city was listed first among 13 U.S. and Canadian cities in the Pacific region in KPMG’s competitive alternatives study, which ranks preferred places to invest.

Known as the “Capital of a New North,� Prince George is anchored at the crossroads of the world’s two most powerful economies and is the biggest and best-equipped B.C. city between Asia and the Alberta oilfields. Prince George is where the airport has been expanded to land the biggest cargo plans on the planet, from where rail lines and highways radiate to the ports of Prince Rupert, the northern coal fields, new gold mines – and right into the heart of the United States. It is the northern hub for the surprising recovery in B.C.’s forest industry, which is feeding an apparently insatiable demand from China, Korea and Japan for dimensional lumber. It is faster to ship products from Beijing to Chicago through the RupertGeorge corridor than any U.S. entry point. Still, ask any latte drinker in Vancouver, and they will likely scoff at Prince George as a backwater blue-collar town where nothing happens. Prince George may be proud blue-collar, but it is building the kind of economic and educational muscle that should quiet any doubts that it is a city poised to play a huge role in the

kets. For air cargo carriers, Prince George is positioned on the existing flight route between Asia and North America, making it a strong contender for refuelling and technical stops.

Since 2005, Prince George has seen a 116 per cent increase in employment related to mining and oil and gas development, with 1,300 new jobs created. The number of resource-linked businesses has nearly doubled. And mining growth has really just started.

The $917 million Mt. Milligan mine northwest of Prince George is currently under development as the first major mine in B.C. in 15 years. The Dome Mountain mine project is also re-opening, also northwest of the city. Northern B.C., of course, is the centre for B.C. mining, with 10 operating mines, three under development, a dozen proposed projects and 69 major exploration projects underway. Last year nearly $230 million was

spent on northern mining exploration – and Prince George is the centre of most of the action. Important as it is, mining is just part of the widely diversified Prince George economy, according to Tim McEwan, president and CEO of Initiatives Prince George (IPG), a municipally-owned corporation created to encourage development. “ We have the opportunity to be the supply chain route of choice between China and the United States ,� McEwan said. Last year Canadian National Railway put in a transmodal and intermodal facility that is now operating at near full capacity, largely due to the Chinese market. To meet rising demand, IPG’s key partner, thePort of Prince Rupert, has plans to expand the port’s container terminal to two million TEUs, providing Asian shippers a faster route to North American mar-

Prince George was built on the lumber industry and, after some painful years, forestry is back with a vengeance. Local sawmills are humming, the main pulp mill is running full shifts and a nascent bio-fuels industry – using mostly beetle-kill wood – is shipping wood pellets are far as Europe. According to the credit union’s most recent

housing forecast, the Okanagan is expected to see overall residential price declines of 6 per cent this year, while Kootenay prices will drop by 5 per cent, compared with a not-so-rosy 2010. However, the credit union is also confident of a recovery in 2012 and 2013. “Sales are expected to rise sharply [in these resort markets] in 2013,� it concluded. Hay said most resort developments, like Verana Okanagan, will just have to wait it out, adding that this summer may see the last of the really great deals in Okanagan resort properties. “The Verana Okanagan is an affordable and luxurious home where people can enjoy the best of the Okanagan,� Hay said. “Nearby are two phenomenal lakes and beaches, a multitude of wineries, great camping, golfing, hiking and skiing and a terrific fine-dining and theatre scene.� The resort’s two owners also enjoy a fully-equipped comunity centre with pool and hot tub. Now all Verana needs is more buyers.◆

he length of the phone interview is indicative the boom is back on in Olds.

It takes Larry Wright quite a while to brief you about what’s going on in his central Alberta community, largely because there’s a lot more to Olds these days than a successful agricultural college – though that’s still a key piece of the puzzle. Wright, the director of operations for the Town of Olds, patiently reels off the details of various development and redevelopment projects in the community, one that enjoyed boom years from 2006 to 2008, before the recession hit. Back in 2006, building permit values were in the $75.8 million range. They zoomed to almost $117 million in 2007, thanks to large commercial and institutional projects, but have dropped steadily since then, hitting only $28.3 million in 2010. Wright expects that to change in 2011, and be particularly obvious another year down the road. “I really think that 2012 with be our benchmark year,” Wright explains, partway through listing everything that’s coming down the pipe for Olds – from the new 45,000-square-foot branch and head office of theMountain View Credit Union on the west end of town to a variety of infrastructure improvements planned or underway that involve the town, Alberta Transportation, or both. It’s clear from the conversation that Olds is a community where both new development and redevelopment are economic priorities.

On the redevelopment front, the town is pursuing a plan for Uptowne Olds, the traditional core of the community. Wright says redevelop-

No wonder Olds attracts the likes of airline pilots and oilfield professionals among its new residents. Hugh Bodmer, an Olds realtor with CIR Realty and a past economic development staffer in the community, says Olds is an attrac tive place for people to escape city life. They’re looking for homes on larger lots close to amenities. In some cases, they’re choosing Olds because it’s not that far from Calgary, Red Deer or Edmonton, where family members may already be living. Buyers in Olds are displaying a general desire for new properties, rather than existing ones, he says. “The market is growing and expanding for new homes,” Bodmer explained, adding that while price points vary somewhat, a new single-family home in the community’s northwest Vistas neighbourhood with a double garage sells in the $420,000 range. Higher-end duplex units in the same area sell in the $310,000 range. Calgary cool to suite changes

A

lberta’s largest city won’t have vastly relaxed rules for secondary suites. Calgary city council voted in March only to study the issue more and do more to accommodate new suites in neighbourhoods where they are already permitted. It had been considering relaxing rules to make it far easier to accommodate permitted suites in single-family neighbourhoods around post-secondary schools and close to LRT stations. The idea was championed by Mayor Naheed Nenshi to accommodate growth and a changing city, but the mayor, elected partly by a groundswell of young voter support back in October 2010, failed to convince the majority of council members that the time was right to hike densities through secondary suites. “I deliberately said, as did some of my colleagues, ‘Let’s go for the touchdown.’ Our council today decided they’d rather go for the first down,” Nenshi said following the vote. The reforms favoured by Nenshi had strong support with some groups, including the Calgary Chamber of Commerce, which supports the principle of suites in all residential neighbourhoods.

Construction on the project started in late March, and is scheduled to be complete in fall 2012. As well, construction is also well underway on the long-delayed Canadian Tire store in Canmore. The Canadian Tire building will be a mixed-use project, and will include more affordable housing units. The town has also granted a development permit renewal for a delayed 52-unit townhouse project in March in the Three Sisters neighborhood. While such renewals have been more common than new permits since the market crashed in 2008, this renewal was followed by a building permit application, signaling that another project in the $15 million range is likely on the way sooner rather than later. Still, the town doesn’t expect a big leap in permit numbers in 2011, said planner Alaric Fish. Canmore’s building permit total hit a frenzied $220.6 million in 2007.

Housing prices fall in Calgary

algary residential real estate prices aren’t growing with the resurgent economy in 2011, according to the latest numbers from the Calgary Real Estate Board (CREB). According to CREB figures, the number of single-family home sales was up about 4 per cent in the first quarter of 2011, in comparison to the same period last year, but home prices were down slightly. n ongoing review of Banff’s land-use bylaw has come with a controversial recommendation from its review team: a “merit-based” system to dispense remaining commercial development allotments. There is also an emphasis on speed. Development allotments have been good for five years in the past, and have sat unused at times based on market conditions. “The review team believes that the current system, which allocates floor space using a lottery, does not do an adequate job of leveraging community goals and objectives. For this reason, the review team is recommending a transition to a merit-based system, which requires applicants to illustrate how new commercialdevelopment will help implement the Banff Community Plan,” the review team declared on the town’s website. Three-quarters of the world’s wheat lands and about half its soybean acreage have experienced similar warming. The worst affected countries include those in eastern Europe, Russia, Turkey, Mexico and China. Canada and the U.S. had little temperature shift, so there’s been little effect on crops. The net result of climate change has been slightly good for rice and soybeans and slightly bad for wheat and corn. Because wheat and corn account for a greater proportion of the world’s food supply, the overall effect is negative, the study concludes. “Production is still going up for almost every region in every crop,� Lobell said. The paper calculates that about 6.4 per cent of global price increases for agricultural commodities are due to climate change. Because Canadian yield gains aren’t being slowed yet, Canadian farmers get to reap the benefits without paying the price. “Canadian farmers are probably a little bit better off than they would have been without climate change,� Lobell said. “That doesn’t in any way say that that will continue, but it does point to the fact that there are winners and losers in any situation where you’re affecting agriculture differentially across the world.� Meanwhile, BMO Economics is forecasting that Canada’s agricultural sector will grow 3.5 to 4 per cent this year after two years of negative growth, thanks largely to the global economic recovery. Demand from emerging market economies, like China and India, is helping drive commodity prices to two-and three-year highs, the study found. Biofuels production is also rising, which is increasing the price of wheat, corn and canola, used as feedstock for biofuels. The livestock sector should also see a rebound in 2011, after suffering from disease issues and trade restrictions since 2003 and a global recession in 2009. Despite the challenges of recent record Prairie flooding and higher input prices, the effect of improved demand and expected increases in production should make 2011 a good year for most Canadian farmers, BMO concludes.

The Iron Triangle moniker reflects the area’s strong manufacturing base, which is anchored by long-time tenants that including metal fabricator Commercial Industrial Manufacturing Ltd. in Humboldt, semi-trailer-makerDoepker Industries Ltd. to the northeast and Michel’s Industries Ltd., which makes truck tarps, to the east. There’s also optimism about the potential economic spinoffs of a new potash mine near the town of Jansen, which is 65 kilometres southeast of Humboldt. The mine is still in its early stages of development but its developer, Australian mining firm BHP Billiton, appears increasingly committed to the project. came in and would buy a $150,000 home here similar to the one they sold in Alberta or B.C. for $300,000. That just drove our prices up unbelievably within a year or so.” And residential real estate prices have remained hung up at inflated levels, said Gaetz, although he expects things will level out in the coming years. “I do believe that a lot of people have purchased houses that are way over their heads.” Although the volume of new housing starts in the city declined in 2010 after reaching record highs in the three previous years, the total value of residential building permits peaked in 2010. Notable residential developments in the city include a 100-unit assisted living complex for seniors that opened this year and a 22-condo-

Thorsteinson is welcoming of new businesses that are opening in a new retail district on the western outskirts of the city. Canadian Tire, Mark’s Work Wearhouse, Tim Horton’s and a new hotel have recently opened there, with additional businesses expected to follow. But Thorsteinson noted that with the big-box stores arriving on the outskirts of the city, the chamber is now exploring ways to ensure that downtown Humboldt remains vibrant. Downtown has also been hollowed ou t somewhat by the relocation of health-related government services to the city’s new hospital, and by the recent closure of a True-Value Hardware. And the town’s main shopping mall has been plagued by high vacancy rates for some time. The chamber is working with a graduate student from the University of Saskatchewan’s business school to identify ways that existing businesses can expand and ways to attract new businesses to the city.◆

A year ago, “Goon,� a Hollywood comedy production about a minor league hockey pugilist starring Seann William Scott and Eugene Levy was shot there. And this June, crews for “Keep Your Head Up Kid,� the second instalment in the Don Cherry story, will arrive with cameras in tow. But the real star of both productions is the PCU Centre, the $44-million, state-of-the-art hockey facility that opened recently. “We’re getting rave reviews about it,� said Earl Porter, who was elected mayor last fall. “Renting ice in Toronto costs $400 an hour; we’re a lot cheaper. Even compared to Winnipeg we’re quite a bit cheaper. We have to make some changes to the PCU Centre [for the Cherry movie] to make it look old school.� In addition to the ice rental, the city benefits from a number of spin-offs from the movie business, including hotel stays, restaurant meals and other spending by the actors and crew. Locals selected to play extras in the stands get a per diem, too. Goon was worth at least $250,000 to Portage, Porter said, but the PCU Centre itself has the potential to be worth much more to the city. In addition to co-hosting the under-18 World Hockey Championships last year, Porter said the rink will enable Portage to bid on other major hockey events in the future. The mayor said he’d like to see the city expand into the trade-show business, too. He said its location, situated almost equidistant between Winnipeg and Brandon, is ideal to host events showcasing agricultural products and farm equipment.

Local officials are optimistic more permanent development is on the way, too. “At this point we have more in the pipeline for economic development than we typically would have. Hopefully, we’ll have a couple of larger announcements to make in the next couple of months,� said Dale Lyle, city manager for Portage la Prairie. Portage is perhaps best known for the potato-processing facilities of McCain Foods and Simplot Canada, which are also two of the region’s biggest employers. (The two provide french fries for McDonalds, Wendy’s and other fast-food chains.) Can-Oat Milling, one of the largest oat mills in the world, also has a plant in the municipality. anadian retail icon Canadian Tire Corp. has bought Calgary-based Forzani Group Ltd. – Canada’s largest retailer of sporting goods – for a near all-cash deal of $771 million. The May 9 transaction will create Canada’s largest sports retailer with more than 1,000 outlets. The Forzani board of directors unanimously supports the transaction, according to John Forzani, who founded the corporation in 1974. “When you’re a public company, your Canadian Tire sports section has become main and first responsibility is to sharehold- a lot bigger. ers. In 2010, Canadian Tire had retail sales of $10.3 billion. For the fiscal year 2011, which ended January 30, Forzani had total annual revenue of over $1.4 billion. At the end of the fourth quarter it had 534 stores. Canadian Tire will also gain from having access to an expanded customer base with the Forzani Group’s retail banners, including mall-based shoppers and the important 18-to-35-year-old customer segment, the company claims. The Forzani brand names will remain in the stores. It is anticipated the $771 million acquisition will be financed with $500 million of cash on hand and the balance with short-term financing. .S. discount giant Target Corp. was in court in Canada on May 2nd in an attempt to win exclusive right to use its name in Canada, the Wall Street Journal reports. Target is asking the court to impose a preliminary injunction against Canadian retailer Isaac Benitah and his company, Fairweather, which owns 15 stores across Canada called Target Apparel and has a logo similar to that of Target Corp., the report said. Target Corp. and Benitah have been at odds for nearly 10 years now as to who owns the rights to the Target name in Canada. The filing alleged Benitah’s use of the Target name on his stores is “deliberately calculated to deceive and confuse the public in Canada,” according to the report. Benitah’s company has filed a counterclaim denying the allegations and asking for exclusive rights to the Target name.
