Vancouver’s tech campuses continue to play a vital post-pandemic market role

They’re not Googleplex or Apple Park, but Vancouver’s tech campuses and innovation hubs continue to attract investment and talent while supporting the area’s technology sector and the local economy, according to companies that occupy and build them.
Tech campuses are typically sprawling complexes that house o ces, research labs and other facilities. Designed to foster innovation, collaboration, research and development, and productivity in workspaces, these hubs are known for providing unique amenities to attract top talent and investment. While remote work and distributed teams are common following the COVID-19 pandemic, these campuses continue to o er in-person experiences.
Amazon’s Vancouver Tech Hub covers space in ve downtown o ce buildings—including 402 Dunsmuir and the Telus Garden building— where more than 4,500 corporate employees collaborate, mainly in tech, sales and marketing positions. e hub’s centre of gravity is now the new development e Post, where Amazon recently became the sole corporate tenant, occupying 21 oors and nearly 500,000 square feet in the South Tower. An example of Vancouver’s mid-century architecture, e Post is located on the site of Canada Post’s former Georgia Street processing facility. e building’s developer and manager, QuadReal Property Group, and MCMP Architects retained and restored
many of the building’s distinctive elements.
Amazon Canada’s head of human resources Michael Weeks says the big focus at e Post is on collaboration.
“We try to create a space that fosters energy and brings vibrancy to the environment,” says Weeks. “We’ve set up our space around team neighbourhoods. ey either work at their desks or in collaborative spaces and use white boards and the social setting of an in-person presence.”
When the development is fully complete, it will add nearly 1.1 million square feet of o ce space and 185,000 square feet of retail space over a full city block—making it the largest o ce building in Vancouver. Amazon plans to also later occupy the North Tower, which is currently under construction.
Besides fully equipped kitchens on every oor, games rooms, lactation spaces for nursing moms, and interfaith and quiet rooms, the South Tower features special amenity oors for Amazon sta on the upper levels, including a solarium, and team suites for brainstorming. e building has a roo op deck with dog parks to support Amazon’s

Dogs at Work program. Other amenities include an outdoor sport court for basketball and volleyball, outdoor seating, a dog run and a catering space for outdoor events scheduled to open in the summer of 2024.
“We want to make the space welcoming and inclusive for an increasingly diverse workforce,” says Weeks.
A company volunteer group organizes events such as trivia days, ping pong competitions and World Cup soccer pools.
“Our sta are in charge of their own schedule, so they’ll schedule time to have a ping pong match,” Weeks explains. “Our employees prioritize balance and fun and that’s part of the value of being in person and having a social network.”
O ering shared amenities allows employees to build relationships and improves collaboration, according to Weeks, and while Amazon o ers hybrid work options, the company’s downtown o ce spaces are attracting sta

We think teams form better when they are socially connected, not just focused on work all the time,” he says. “ e pandemic has changed our relationship with employees. Flexibility right now is front of mind, and it needs to be. A one-size- ts-all solution for everything related to employees—be it time in the o ce, how they work or where they work—it’s kind of a thing of the past.”
e downtown location of Amazon’s corporate o ces also bene ts the local economy and surrounding businesses, according to Weeks. Loblaws City Market and Starbucks are open for business at e Post, and a food court is expected to open later this year.
Planning for the future
Adding to its existing properties along Great Northern Way in Vancouver, Low Tide Properties has partnered with PCI Developments on the South Flats project—a planned innovation hub near the future Great Northern Way-Emily Carr and VCC-Clark Skytrain stations. Located at 485 Great Northern Way, the development includes three mixed-use high-rise towers with 2.2 million square feet of space with 1,400 rental residential units, 900,000 square feet of o ce space and 200,000 square feet of retail, industrial and service commercial space. Once completed, it will o er shared amenities such as an indoor market area and outdoor roo op space.

e rst phase of buildings is projected to be ready in 2027, following the launch of the Broadway Subway.
“Our goal is to create a vibrant, complete community which leverages the area’s existing strengths, like the post-secondary institutions and a multi-modal transit network connected to the broader city, by adding apartment, retail, industrial and o ce space that will make Great Northern Way the local home and global champion for Vancouver’s creative innovation economy,” Mitchell explains.
Despite the pandemic and the high cost of rented o ce space, Mitchell says he believes there is still appetite among companies to invest in large o ce spaces.
“Right now, the focus of these companies is on the premier o ce buildings in the market which haven’t seen meaningful availability in 10-plus years,” he says. “ rough a combination of vacancy or sublease opportunities, companies have access to space they otherwise wouldn’t have.”
Overall, Mitchell says he’s noticed increased emphasis on providing meaningful user experiences for employees in post-pandemic o ce space. Integrating residential rental and retail with o ce or industrial space is critical for what Mitchell calls “creating vibrancy 24/7” to allow people to interact and connect socially.
“When people are moving from a solitary setting like working from home to a more social setting in a shared space, it o en is out of the desire for more social connections,” he explains. “It’s not just what is happening in the o ce space that matters. It’s just as important to think about what is happening on the ground level of the buildings and surrounding areas.”
While the Vancouver-based company can’t yet con rm which businesses will operate out of the development, Mitchell says he’s anticipating “strong interest” once the construction timeline is set.
“We are talking with and educating interested groups on the vision for the area and the reception has been very positive,” he says. “ e Broadway Corridor sub-market continues to have the lowest o ce vacancy in Vancouver, indicating that the technology, creative and life science tenants that favour this area still see o ce space as a meaningful part of their strategy.”

More than 40 buildings in Greater Victoria promise to cut emissions in half by 2030

Anetwork of commercial buildings in Greater Victoria is on track to achieve ambitious emissions-reduction targets by 2030.
Greater Victoria is currently the only municipality in British Columbia that has signed up to participate in the 2030 Districts Network—a global initiative to build sustainable commercial building districts by reducing energy usage, water consumption and transportation-related emissions.
“ e main concept is we bring together property managers in the region to work towards deep reductions in greenhouse gas emissions and energy use, focusing on commercial property managers,” says Cora Hallsworth, director of Greater Victoria 2030 District.
“Our goal is we want to create this hub of high-performing buildings, helping the buildings reduce their emissions and become resilient to climate change as well.”
Forty-four commercial buildings in Greater Victoria have joined the network since its launch in 2021, according to Hallsworth, and that number continues to grow. All participating properties have committed to reducing their emissions by 50 per cent from their 2007 emissions level by 2030.
“Most of them are de nitely on track,” says Hallsworth.
“ e buildings are using 35 per cent less energy as a whole and also 55 per cent less in emissions, and many buildings have already met the targets and are going to well exceed that,” she adds. “We have a beyond-2030 goal as well to strive towards net zero.”
Hallsworth says they used 2007 as a benchmark because it was when many international and national sustainability targets were set.
e commercial buildings participating in the Greater Victoria 2030 District are adopting a range of measures to reduce their emissions and increase their energy e ciency, such as installing advanced building controls, smart-building systems, geothermal systems, solar panels and LED lighting, according to Hallsworth.
Anthem Properties Group Ltd.’s Tillicum Centre in Victoria is one of the buildings participating in the initiative. e property has achieved 13 per cent of its 2030 emissions-reduction goal due to recent improvements, according to the company.
“We are really happy with the results [given that] we still have six years le ,” says Elyse Kituri, director of property management at Anthem and past chair of the Building Owners and Managers Association of British Columbia’s (BOMA BC) Victoria chapter.
Kituri says that the Greater Victoria 2030 District has provided participating property managers an opportunity to learn how to evaluate the current operations of existing buildings, and how to optimize performance and e ciency in a way that makes sense.

For many buildings, reaching the 2030 benchmark can be a momentous feat, considering that building owners o en only have control over a building’s common areas, and don’t have access or control over tenant energy consumption, according to Kituri.
“ rough the collaboration of the district, we’re now able to access aggregated site data in order to collect the full property energy consumption,” she says, adding that collaboration between owners and tenants is key to achieving the emissions-reduction goal.
Despite progress to date, Hallsworth says there are numerous challenges the network needs to overcome to meet its 2030 target and to also grow the number of buildings participating in the project. Many o ce buildings are still recovering from nancial challenges following years of vacancies during the pandemic.
“ ey’re starting to bounce back from that, but it seems there’s been some ongoing a ere ects of that. ere’s also a lot of changes in di erent acquisitions, mergers and changing ownership, so there’s always a bit of a start-over process with that,” says Hallsworth.
She says the “island e ect” of Victoria also adds to challenges faced by property owners, as acquiring certain services to implement speci c sustainability measures may be less readily available and more expensive. To counter than, the district looking into pooled purchasing opportunities.
Access to capital—and capital’s increasing cost—are also roadblocks, says Kituri. She says the district and BOMA BC are looking at ways to address capital challenges. ese may include funding through the Canada Infrastructure Bank, which has options available for green infrastructure, building retro ts and decarbonization projects.

Hallsworth says the district’s focus in 2024 is to bring more smaller property managers on board. It is also working with the University of Victoria to develop an online resiliency tool slated to be available next year.
“[It’s] where commercial property can evaluate and prioritize actions for mitigating climate risks, how they can do retro ts to reduce emissions, and also make sure that they’re less vulnerable to the impacts of climate change,” she says.

‘SMART’ SECURITY
The ‘smarter’ o ce buildings become, the more they need to consider the vulnerabilities of their internetconnected operational technologies

By now, many employers will have implemented some kind of cybersecurity training for employees to ensure they aren’t tricked by a phishing scam that ends in the company falling victim to a ransomware attack.
While corporate tenants may have procedures and training in place to avoid such attacks, do those strategies consider the HVAC company hired to x or replace an air conditioning system in an o ce building, or the elevator technician contracted to maintain service?
Commercial buildings have become increasingly “smart,” which is to say increasingly internet-connected. is is known as the Industrial Internet of ings (IIoT).
In a typical modern commercial building, there can literally be thousands of digital devices trading information “packets” over the internet, including key card door lock systems, elevators, security cameras, HVAC systems and smart lighting systems.
It’s estimated there are now some 30 billion internet-connected devices in the world, and a whole lot of them are visible on Shodan—an internet-of-things search engine.
“As everything now has become digital, the number of ways to get into a company has gone from maybe ve, in the beginning, 20 years ago, to hundreds if not thousands, per company,” says Phil Fodchuk, a partner with MNP’s digital services.
“ e bigger the connected landscape in a building, the more opportunity you’re given for threat actors to get in,” adds David Masson, vice-president of enterprise security for Darktrace.
“In a short span of time, smart systems and the [IIoT] have become the new reality for commercial real estate (CRE) organizations—from HVAC systems that can monitor occupancy trends and lower your utility bills, to elevator systems that run analytics to boost e ciency and reduce lineups,” MNP says in report on cybersecurity in commercial real estate.
“ ey’ve brought signi cant bene ts, such as lower costs, improved e ciency and tenant satisfaction within CRE. But they don’t come without risks.”
ere was a time when only major industrial facilities such as nuclear power plants, hydro-electric dams and pipelines had to worry about back-door intrusions through supervisory control and data acquisition—or SCADA—sytems.
Today, the typical modern o ce tower can have its own version of a SCADA system, but without it being air-gapped from the rest of a company’s or buildings’ computer system. All these devices connected to the internet provide an expanding digital warren through which malicious programs can run.
“ ese new internet-connected systems are geared towards user-functionality but have minimal cyber security features built in, making
them an easy target for attacks such as ransomware,” MNP warns. “Additionally, third-party vendors and building sta working on maintaining and managing these systems are o en not trained in cybersecurity and further contribute to the risks.”
e commercial real estate sector faces “unique risks” when integrating intelligent building systems, according to Fortinet. ese include:
• Lack of end-to-end network and cybersecurity monitoring and visibility;
• Multiple internet connections in buildings with no centralized control;
• Poor network and device patch management practices; and
• Insecure remote access technologies and processes.
Fortinet notes that many IIoT systems were deployed to perform speci c functions—control elevators, for example—but then get layered onto a network with little consideration for the security vulnerabilities they may introduce.
“ is created a situation where disparate systems, networks and remote access connectivity were deployed without the appropriate management processes and monitoring required to protect digital assets and data from cyber criminals properly,” Fortinet warns.
e MNP report points to a 2013 breach at U.S. Target stores as an example of how IIoT in commercial buildings can increase vulnerability. at breach cost Target US$18.5 million just in settlements alone. It was caused by a third-party HVAC vendor’s system.
Internet security experts talk about IT (information technology, which includes computers and computer networks) and OT, or operational technology. If IT is the network on which computers operate, OT is the system on which “things” operate—everything from security cameras to lightbulbs.
As IT and OT become increasingly integrated and connected via the internet, it increases vulnerability within the network because there were traditionally fewer safeguards built into OT systems than IT systems.
Smart lightbulbs, for example, are not password protected, Masson points out, even though they connect to the internet just like a laptop or smartphone.
Fodchuk notes that, in the past, an elevator technician would show up with a toolbox. Today, when a repair person shows up to x an HVAC system or EV charger or elevator, his or her “toolkit” may include a laptop. And who knows where that laptop has been?

familiar with a series of standards—ISA/IEC 62443—that de ne requirements and processes for running secure industrial automation and control systems.
Under these standards, a third party who needs to connect to your system for whatever reason should not be allowed to use his or her own computer, but should be given a company laptop or computer to use.
“You actually don’t allow untrusted devices or untrusted data to come in,” Fodchuk says. “If you need a computer to connect in and do something, we’re going to give it to you because it’s trusted—we don’t trust your laptop.” e most common way for bad actors to get into a network is still through phishing. But there are other ways to introduce malicious code. Attackers can exploit IIoT systems through third-party supply chains, for example.
In 2020, one of these attacks was through Orion, commercial so ware made by SolarWinds. Advanced persistent threat (APT) attackers had in ltrated the SolarWinds so ware through its supply chain, Fodchuk says.
“You use something, a tool, to run your pumps, to run your elevators,” Fodchuk explains. “ at so ware o en is provided by a third-party company, and that third-party company uses another third-party company for so ware or coding.
“So when you get it, as a customer, and you’re operating, there may have been four or ve, six other companies that had to contribute, and they may have a weakness.
“Attackers gured out, if we can get into SolarWinds, and we can adjust the code to put a back door into SolarWinds, when a client buys SolarWinds, we now have a back door directly into that client.”
Attackers can also simply get into a network through a phishing attack, and when IT and OT systems are connected, the OT side of things—all those hundreds or thousands of devices—provides the attacker lots of space to move around in, and more door handles for digital entry.
And some “smart” devices are connected to the internet without any password protection. You can nd them on Shodan—the search engine for connected devices.
“Most of these internet tech things, whether it’s a lightbulb or whatever, don’t have passwords,” Masson says. “So you don’t need a backdoor. ey’re just there broadcasting away on the internet.”
One way to keep a building’s IT and OT systems safe is with the type of AI so ware that Darktrace uses.
RioCan Real Estate Investment Trust uses Darktrace to protect e Well in Toronto—a large mixed-use development with residential, o ce and retail buildings.
e Darktrace AI program runs in the background on the company’s computer network and learns “the entire digital infrastructure of a building,” Masson explains.
“What the AI is ultimately doing is learning what is normal for that digital infrastructure,” he says. “It only focuses on the data produced by the digital infrastructure that’s in that building.”
e system learns what is “normal” for data ows and develops “pattern of life models” for everything in the system—from the company’s laptops to its printers and security system. Once it knows what it normal, it can quickly detect abnormal behaviour.
“It understands how you are,” Masson says. “And because it understands how you are, when that changes, you’ll see that change in real time, and (it will) tell you, ‘Hey, the printer in your accounts department isn’t just printing and scanning, it’s now sending data out to Syria. It never did that before.’
“ e AI tells you, ‘Now you’ve got to do something about it,’ or you can use the AI to just kill the communication.”

Why the city manages to outperform all major North American o ce markets in challenging times

While other notable North American cities struggle with persistent vacancies, Vancouver’s o ce market is bucking the trend.
e city’s o ce asset class outperforms other major cities due to a combination of factors, including cautious nancing of development, a non-head-o ce designation, competitive labour costs and even policies enacted by the Trump administration, according to those who spoke to BIV. Vancouver’s downtown o ce vacancy rate decreased by two per cent to 14 per cent as of the rst quarter of 2024. is is historically high compared to Vancouver’s pre-pandemic downtown vacancy rate of 2.1 per cent in the rst quarter of 2020, according to Cushman & Wake eld.
“Despite the fact that our vacancy rate isn’t as high as other markets, it’s still the rst tenants’ market that we’ve had in 20 years. So, from a tenant’s perspective, this is a phenomenal time to be thinking about space,” says Colin Scarlett, vice-chair of the Vancouver brokerage at Colliers Canada.
Vancouver has the lowest o ce vacancy rate among major markets in North America and had the highest asking gross rent in Canada at $55.15 per square foot in the rst quarter of this year, according to Svetlana Lebedeva, research manager at Cushman & Wake eld. ere are just over 70 full vacant oors in the downtown core available for lease on a direct basis, according to Cushman & Wake eld. However, data from NAI Commercial shows that there are 166 fulloor vacancies greater than 10,000 square feet, as well as 32 spaces between 7,000 square feet and 10,000 square feet that are vacant full oors.
Just south of the border, Seattle’s vacancy rate increased from 24 per cent to 26.6 per cent in Q1 2024, according to Cushman & Wake eld. e U.S. had an overall o ce vacancy rate of 20.2 per cent during the same quarter—higher than Canada’s overall vacancy rate of 17.1 per cent.
“Part of the reason why our o ce market is doing very well relative to the rest of the world or in North America is we’re a diverse economy, but also we’re not a big head-o ce city,” says Alain Rivère, vice-president of the High Technology Facilities Group with CBRE.
“Any one company, on average, won’t have a huge impact on the market,” he says, adding that if one company downsizes, “it’s not going to have a material impact.”
e way that new o ce space is funded also plays into the resiliency of the market, according to Scarlett.
“Developers in Canada are much more measured with their willingness to take on risk. Whereas in the U.S., there seems to be a greater
willingness to take on risk when it comes to construction,” he says. “We generally need a large pre-lease commitment in Vancouver before a landlord is going to develop whereas in the U.S., it’s not quite the same.”
In Canada, developers have to navigate full-recourse debt, meaning the lender has the right to tap into a borrower’s assets in the event of a loan default.
“Because of that, developers are much more cautious,” Scarlett says. “If you look at supply and demand, the supply has increased in Vancouver, but it hasn’t increased at the same speed at which it’s increased in some of the U.S. markets, which I think is the reason why our vacancy rate is a little lower and therefore our market bit more resilient.” e policies of former U.S. president Donald Trump are another

factor that contributed to the strength and resiliency of Vancouver’s o ce market.
In 2020, Trump suspended H-1B and other temporary visas, which allow international students and highly skilled workers to enter the U.S.
“When Trump ended the H-1B visa program, U.S. tech looked to Canada generally and Vancouver speci cally as a way to nearshore global talent that couldn’t work in the U.S.,” says Scarlett, adding that more activity in the market meant more demand. is especially bene tted companies headquartered in nearby Seattle, such as Microso Corp. and Amazon.com Inc., which hired global talent in Vancouver, according to Scarlett.
“If Donald Trump wins the next U.S. election, Vancouver’s o ce market will continue to be strong because of that labour dynamic,” he says. e cost of labour in Canada also contributes to the strength of the city’s o ce market, according to Scarlett.
“We have found some large U.S. companies have located in Canada because they’re able to secure a pool of labour that is more suitable to their needs. And they have found that by locating in Canada, they’re able to achieve that,” says Andrew Petrozzi, director and head of Canada research for Newmark Group Inc.
He adds that this dynamic also bene ts other Canadian o ce markets like Toronto and Calgary, not just Vancouver.

labour costs by roughly ve per cent, said Nathan Janzen, assistant chief economist at RBC, in a Feb. 28 report.
“ at makes Canadian production relatively more expensive and erodes competitiveness,” he said in the report.
Lower labour costs are more pronounced in Vancouver’s technology industry, according to Petrozzi.
Technology workers in the U.S. are paid on average 46 per cent more than technology workers in Canada, which is equivalent to an almost $40,000 di erence, according to an October 2023 study from Toronto Metropolitan University.
Vancouver’s technology industry employed roughly 111,100 individuals in 2022, according to July 2023 data from CBRE.
“ at lesser cost of labour is typically associated with tech labour, we generally tend to pay our programmers less than what they would get paid in, say, Seattle or in San Francisco,” Petrozzi says.
Scarlett says that there are “some larger international rms” within the technology industry that are currently looking at the Vancouver market. He declined to specify which companies.
“All the same factors that made Vancouver a great o ce market pre-COVID, and the choice of many large U.S. companies, are still in place right now. Except now, there are even more high-quality options of a variety of sizes available, particularly in the downtown core,” says Petrozzi.

WHY LANDLORDS SHOULD INVEST IN READY, SET, GO SUITES

Over my 25 years in commercial real estate, I’ve seen how office spaces have evolved from being largely homogenous—similar layouts, amenities and (lack) of technology—to what they are today, with customization taking centre stage. This has only been hastened in the post-pandemic era, where office spaces are being further customized to the needs of a specific business and its people. Landlords are using every tool at their disposal to reduce office vacancy. In Metro Vancouver, this sits at 8.8 per cent, while in Victoria, it sits at 7.5 per cent. Burnaby’s vacancy paints a similar picture, surging from 5.6 per cent in 2023 to 7.5 per cent in 2024. Many tenants are attracted by the idea of being able to customize their space. But what about those that don’t? How can landlords support these tenants?
One option to consider is “Ready, Set, Go Suites” or “RSG suites.”
These are pre-built, pre-wired and pre-furnished suites that are completed on spec in anticipation of tenants’ needs. They have full kitchens, a meeting room and neutral furnishings so tenants can plug and play with no delays.
The rise in sublease space
RSG suites are one way for landlords to capitalize on the rise in sublease space, which is providing prospective tenants with the same thing, yet through an arrangement with a tenant and not the landlord.
Office sublease space—in all asset classes—accounts for about 25 per cent of overall vacancy in Metro Vancouver. The percentage is down from about 30 per cent in Q1 2023, but the overall square footage has increased by nearly 163,000 square feet between Q1 2024 and Q1 2023, concentrated downtown and in the A/AAA classes. Burnaby saw something similar, with vacancy rising from 5.6 per cent to 7.5 per cent over the last 12 months, while sublease space increased in its share of total vacancy from 25 per cent to 28 per cent.
In 2023, sublease space came off the market in, on average, 280 days. This is faster than headlease space, which remained on the market for over a year. That difference results in landlords leaving money on the table.
The landlord option
For landlords to compete with sublease space, they need to provide something better.
Sublease space is turnkey and available immediately. No building permits, no consulting fees, no supply-chain delays. For some tenants, these spaces are more attractive than headlease space, which is traditionally bare-bones and needs to be custom-fitted, or is an existing, outdated suite that needs to be demolished and rebuilt.
An RSG suite allows prospective tenants to see how the space fits their needs. They see the flow from the kitchen and collaboration space, to the workstations, to the meeting rooms. Being in the newly completed space makes their decision easier. They can touch the furnishings, smell the newly painted walls and hear the hum of the newly-installed refrigerator.
The potential of RSG
If tenants choose landlord space over a sublease deal, assuming
a 115-day gap, for a 4,000-square-foot office space in a A/AAA office, that translates to the landlord saving over $32,000 on additional rent it otherwise would have absorbed. In the B- and C-class space, this translates to a savings in the range of $24,000 to $30,000 in the downtown market. This is in addition to the earlier commencement dates and rent start dates. This is the reality of RSG suites.
B and C buildings count on most of their tenants to remain as they seldom have the human or capital resources to oversee a lengthy tenant build-out. RSG suites are attractive to B- and C-class tenants and expand the market of possible tenants to the A/AAA class offices. At the very least, investing in their vacancies with their own RSG suites is a strong tenant-retention strategy.
Looking ahead
Most of us have visited model suites in residential markets, or have sat in a model car in a shiny auto showroom. Haven’t we been disappointed when told it’s not for sale, as it’s the model? Wouldn’t you buy it if you could take it right then and there? Now imagine it’s the office space you’ve been searching for.
While customization is a priority for many tenants, landlords must not forget there may be different definitions of custom, and must realize the role that RSG suites could play.
