BUSINESS MOVES TO QUALITY OFFICE SPACES

Vacancies in downtown Vancouver have fallen as tenants that need space search for premium opportunities

Premium o ce spaces remain an in-demand commodity in Vancouver.

at’s according to a rst-quarter o ce market report from Avison Young (Canada Inc.), which found that trophy o ces in desirable locations remain sought a er by tenants. Overall sublease vacancy rates, meanwhile, are nearly half the record highs registered in 2023.

“ e amount of subleases we have seen in the marketplace have de nitely decreased, especially demand for spaces where there was older improvement or no improvement,” says Glenn Gardner, a principal at Avison Young.

e global commercial real estate advisor says the Vancouver o ce market has expanded by nearly 3.8 million square feet since early 2020 — the largest development surge in a decade.

is resulted in the downtown Vancouver vacancy rate dropping to 15.3 per cent in the rst quarter of 2025 — a notable decline from a previous high of 27 per cent in the second quarter of 2023. e availability rate of AAA o ce space in that core was even lower, falling to 12.2 per cent from 15.1 per cent, year over year. is, according to the report, demonstrates tenants’ preference for premium o ce environments.

“Fundamentally, there has been a shi from the employer’s standpoint on the type of space that they want to deliver to their employees, and that space is higher quality with better amenities in the newer buildings, and it helps get employees back into the o ce,” Gardner tells O ce Space

As demand picks up, Gardner pointed out that no new signi cant o ce developments are expected to complete over the next three to four years. A relatively xed supply level could contribute to a decreasing vacancy rate if demand for space continues to recover.

From a tenant perspective, industry stakeholders say companies are clearer today on what their o ce space needs are and what their in-o ce work policies will be moving forward.

growing, looking for space and willing to invest in it. is includes, data shows, spaces that o er high-quality amenities and above-average tenant experiences.

“Now, you get to be creative,” says Ted Mildon, vice-president of o ce leasing and operations at Oxford Properties.

Mildon told a forum of industry leaders earlier this year that, in pre-pandemic 2019, o ce space deals were negotiated and completed without much innovation or creativity invested in re-imaging the spaces on o er.

Six years later, expectations have changed.

“We have had great success at Oxford. We have put music in lobbies, elevators and washrooms and we have great furniture with a hotel-like setting in all our buildings,” Mildon explains.

e recovery of the o ce market — and the key to the Lower Mainland market’s growth — is a transformational mindset, Gardner says.

“It is no longer, ‘We are going to give you a place to work and you come in.’ Instead, it’s: ‘We are going to deliver you a great place to work and you are going to want to come in and work,’” he says.

He added that British Columbia’s resource sector, along with nancial services companies, law rms and institutional banks, are leading the demand for o ce space locally. Engineering rms and technology companies have recently shown less demand.

MNP in downtown Vancouver is one rm that is expanding its o ce footprint. e company expects to transition from its current location at 1021 West Hastings to 609 Granville by mid-summer of this year.

Proximity to transit is a factor.

“For our team members, [it o ers] greater access not only to transit but to amenities such as the Paci c Centre mall, the food court,” says Alan Cosgrave, regional manager partner for MNP’s B.C. advisory practice.

“We felt that the space on Granville would be appealing to our current workforce as well our future employees.”

WHY DECARBONIZATION IS AN INVESTMENT

Experts say retro ts will be critical as cities get serious with new regulations

Through well-timed retro ts such as electri cation, Vancouver o ce buildings can not only cut carbon, but attract higher asset values and tenant demand.

In Vancouver, where 60 per cent of greenhouse-gas emissions come from existing buildings, the o ce sector is gradually transitioning from natural gas to cleaner, hydro-based electricity for heating, cooling and power.

systems,” says Chris Kasianchuk, vice-president of sustainability and managing broker of Warrington PCI Management.

“So the question is, what do you replace the existing systems with? Do you continue with a gas- red system, or do you look at emerging and newer technology, mostly electri ed, such as heat pumps?”

Heat pumps are up to four times more e cient than the best gas- red systems, he says, but initial capital costs for equipment can be high. Over a longer horizon, electri cation could meet the twin goals of sustainability and pro t, via lower operational costs and vacancy rates.

In the City of Vancouver, starting in 2026, greenhouse gas intensity targets will come into e ect for emissions from commercial o ce and retail buildings of certain sizes. Starting in June 2027, buildings that have failed to reach those targets will be penalized.

“ e city calls it a ‘fee’ but it’s e ectively a penalty of $350 per tonne [of equivalent carbon dioxide] over the targets,” Kasianchuk says.

e city’s nes appear to be a slap on the wrist, says Eoghan Hayes, managing director of Edge Consultants.

“ e nes are not going to be signi cant enough typically for a developer or for a tenant that can a ord to rent downtown o ce space,” he said.

Roberto Pecora, director of building decarbonization with Vancouver’s Zero Emissions Innovation Centre (ZEIC), says the city’s penalties seem “relatively relaxed” at this point, even though they aspire to net-zero for large o ce and retail by 2040.

“ ey are not stringent, and a testament to that is the fact that the vast majority, I think it’s like 80 or 90 per cent, of the buildings that are subject to this requirement already comply with the emissions limits,” Pecora says.

“It’s a very slow and gradual march toward a 2040 emissions limit that’s going to be much more stringent, but it starts quite light.”

Even if it’s not yet time to retro t due to remaining service life, owners can still create pathways, long-term capital plans and “decarbonization roadmaps,” says Kasianchuk.

With 75 per cent of buildings in existence today expected to still be standing in 2050 — the year at which the federal government expects the country to be net-zero — existing buildings

will need to remain competitive against new construction.

“It’s in the best interests of all owners to get as close as possible to the performance of new construction in order to maximize their asset value and maximize the attractiveness to tenants in the leasing market,” Kasianchuk says.

In addition to lagging valuations and high initial outlays, electrical upgrades are another barrier. Issues are common where the building has the capacity to add more power to its infrastructure but BC Hydro doesn’t have the additional power required.

Conversely, there are situations where BC Hydro has plenty of power available but the building’s systems can’t handle the increased load. “Either way, the solution is o en expensive,” Kasianchuk says.

As Vancouver gets serious about building emissions, public disclosure could enable a race to the top. In Seattle, for example, there is a public benchmarking tool that lets one search for properties on a map and lter them by building type, greenhouse gas intensity rating and energy performance.

If brought to Vancouver, this type of tool could be a “game-changer to the existing building market,” Edge’s Hayes says.

In the meantime, progress is being achieved through greater business acumen and a better-trained workforce, says Mariko Michasiw, Building to Electri cation (B2E) program manager with ZEIC. Time will bring more industry knowledge and comfort with new technologies, she says.

ZEIC’s Pecora says progress will also be driven by environmental, social and governance (ESG) goals in the commercial sector.

A lot of landlords, especially if their shareholders include pension funds, tend to prioritize ESG goals. “Building decarbonization starts becoming a higher-priority item for those particular building owners,” he says.

Globally, approximately 75 per cent of the urban infrastructure of 2050 is yet to be built, representing a $5 trillion market opportunity, according to New York-based Streetlife Ventures.

With the world’s cities set to add another 2.5 billion people by 2050, and with buildings being the largest source of emissions in dense cities, the o ce sector can lead the shi toward healthier, more sustainable and more climate-resilient properties, both in Vancouver and far beyond.

“ is is an evolving space, and it’s only getting better with time,” Michasiw says.

REPURPOSING OFFICE ASSETS

‘Adaptive reuse’ considers new futures for old buildings, including o ce space upgrades

Oce buildings are increasingly being repurposed in Vancouver to serve new uses, an approach that could save time, reduce waste and conserve carbon.

Some o ce assets are being given new functions as hotels, condos or mixed-use properties, while others are retaining the same usage but are being “repositioned” to a higher echelon, says Nabil Sabet, group director with M Moser Associates - North America.

“I’m a huge proponent for utilizing what’s there,” Sabet says. “I believe that we have a lot of buildings in the world and they just need new purposes and a new life.”

As an example, a structure that previously served as an o ce building could be repurposed into a facility for research and development, laboratory work or educational use, he says.

Alternatively, demand suggests intermediate o ce buildings could be converted into premium o ce spaces — with investments made to bring a Class B or Class C property up to a more-soughta er Class A level.

“ ere is still a ight to quality in this market, so high-quality buildings are still highly occupied and that is still an option, a very viable option for landlords,” Sabet says. “ ere’s tons of that stu going on in this city.”

Barriers to adaptive reuse include zoning, permitting and determining what’s allowable to ensure alignment with municipal and neighbourhood objectives.

ere are structural constraints and limitations in terms of windows, balconies, ventilation and direct access to oors and units.

residential or something like hospitality or hotelling, and so you really need to analyze the building in terms of the oor plate, the vertical circulation and elevator system, and how you can actually move to each oor,” Sabet says.

And, critically, infrastructure upgrades may be needed to support a di erent function or use. e cost and feasibility of upgrading mechanical, electrical and plumbing systems can make or break a project.

Despite these hurdles, adaptive reuse can yield time and labour savings, greater sustainability and less construction and demolition waste. ere might even be certain regulatory advantages grandfathered into a building, which would otherwise cease to apply.

“A typical concrete building, if you were to tear it down and build the exact same building, there’s approximately 60 to 80 years of carbon just in the building’s core and shell and structure that you would be having to o set,” Sabet says. “If you didn’t have to tear it down, that would be a huge advantage.”

e types of uses most needed in Vancouver include mixed-use projects that combine residential, hotel, conferencing, retail and ground-level community activation. Quality hotels and research and innovation spaces are also in high demand, he says.

In a statement, the City of Vancouver told O ce Space that it is not seeing signi cant developer interest in proposals to convert o ce buildings to pure residential o erings. One limitation may be that residential use is not permitted in the city’s central business district, which accounts for about 13 per cent of the downtown peninsula.

However, there are ve o ce-to-hotel applications pending, which collectively represent 203 rooms and 23 per cent of a current pipeline of 22 Vancouver-based projects. One o ce-to-hotel project that was recently completed is Kalido Hospitality Group’s Smithe House, with 37 rooms in Yaletown.

“It is possible to achieve citywide housing objectives without allowing the conversion of our core employment areas to housing,” the city said.

“Local experts have also advised that it can be very expensive to

convert existing o ce buildings to residential, and that government subsidies might be needed to make this viable.”

A prime example of adaptive reuse that support employment and business activity is the notable example of QuadReal Property Group’s e Post, which revitalized an iconic building in a way that preserved its historical exteriors and facades.

Smart-building technologies, engineering and infrastructure can be creatively deployed to create “a new building with an old twist,”

M Moser’s Sabet says.

“I think there’s a lot of appreciation for that type of product, actually,” he says. “ ere’s a certain ‘Je ne sais quoi’ about having that old-and-new mixture, and I think it’s really attractive.”

METRO VANCOUVER’S OFFICE MARKET IS POISED FOR EVOLUTION AND RESILIENCE

Metro Vancouver’s office market is a multifaceted environment characterized by resilience and adaptability, especially in the wake of changing work dynamics.

While Vancouver has experienced elevated vacancy rates since the global pandemic, the current market fundamentals point to a positive future, and we are well positioned to continue outperforming its peers in North America.

As investors explore the current state of this market, three key points highlight its unique characteristics and future trajectory.

A tight market with limited supply

Downtown Vancouver is increasingly recognized as one of the tightest office markets in North America, a distinction that reflects both its economic resilience and the high demand for premium office spaces. Currently, there is no new office supply on the horizon, which will lead to a decline in vacancy rates, particularly for best-in-class office spaces that offer superior features and amenities. The scarcity of available high-quality office spaces not only emphasizes the desirability of prime properties in the city but also poses significant challenges for businesses striving to secure adequate office environments necessary to meet their operational and business goals. These goals often include sustainability, accessibility to rapid transit and to provide robust amenities that enhance employee satisfaction and productivity.

As businesses reassess their workspace needs in the wake of the pandemic, they are increasingly prioritizing high-quality office environments that align with contemporary workplace trends and employee expectations. This shift in focus is expected to intensify the competition for top-tier office spaces. In the absence of any new office developments, Class A/AAA spaces in Vancouver are projected to maintain their dominance in the market, leading to a significant reduction in vacancy levels as these desirable properties continue to be absorbed by tenants eager to secure a foothold in Vancouver’s central business district.

On another note, landlords of older vintage office properties have been quick to realize the trend toward higher-end finishes, and those who have made the necessary capital investments have materially benefited. A prime example is the repositioning of Arthur Erickson Place at 1075 West Georgia Street, an iconic downtown office property built in the 1960s. This office building has undergone significant capital upgrades and enhancements. The property is now a zero-carbon building, and these investments have resulted in occupancy that is outperforming the market. As the phrase “flight to quality” continues to be prevalent in our lexicon, landlords of older vintage office properties will need to increase their capital upgrade investments in their properties in a meaningful way to compete with the new supply.

Shifting investment dynamics

In 2023, Metro Vancouver experienced historically low investment volumes in office properties, down 76 per cent from the historical five-year average. That said, the tides shifted

dramatically in 2024, with a significant uptick in sales activity nearly matching the five-year average. This resurgence in investment volumes is a result of pricing recalibration, cap rate decompression and normalizing interest rates that restored confidence among investors. As we move forward, we project that this trend will continue, paving the way for increased investment in the office sector and enhancing overall market stability.

An optimistic outlook amid challenges

Despite ongoing economic uncertainties, the future of Metro Vancouver’s office market remains bright, particularly for well-leased Class A/AAA properties. There is strong investor appetite, particularly from global investors and sovereign funds, attracted to the stability that trophy assets provide in one of the tightest office markets in North America. This heightened interest is fuelled by Vancouver’s strong economic fundamentals, strategic location and reputation as a desirable place for businesses and their employees. The city’s vibrant lifestyle, coupled with its status as a gateway to the Asia-Pacific region, makes it particularly attractive to international capital. As remote work trends stabilize, many investors are pivoting to prime office spaces that offer long-term returns, and we expect robust competition should one of these trophy assets become available.

Additionally, we are witnessing a notable trend of interest in older vintage office properties, with many investors exploring opportunities to repurpose these assets as hotels or multi-family rentals, or consider the investment as a covered land opportunity with the potential for redevelopment. The most recent example is Reliance’s partnership with Le Germaine to repurpose 1111 West Hastings Street as the next preeminent hotel, which was a direct response to the lack of hotel rooms in the downtown core. This innovative approach not only addresses current market demands for these alternative uses but also positions these office properties as viable long-term investments through potential redevelopment. While challenges persist, the Metro Vancouver office market is poised for evolution and resilience. With a constrained supply of prime office space, a revitalizing investment landscape and a strong interest in diverse property strategies, the future appears promising for this dynamic sector. Investors, developers and businesses alike have much to gain as they navigate the exciting possibilities ahead.

BREAKING DOWN BARRIERS

Industry leaders are drawing di erent perspectives into the design process to support o ce inclusivity and accessibility

Employers, designers, tenants and landlords are increasingly considering inclusivity in their approach to business, and in the spaces they occupy.

Historically, inclusivity and accessibility were not held as core corporate values, nor were they considered in the design or layout of company spaces. Neurodiversity — which describes di erences in thought processes, learning and behaviour — was also not necessarily factored into the way work spaces were built or operated.

e past decade, however, has brought pivotal advancements related to accessibility.

“Addressing physical and cognitive barriers in the workplace are no longer an a erthought. Instead, it is about how truly accessible the space is,” says Tonya Lagrasta, the head of ESG at Colliers and the rm’s national practice leader for sustainability solutions.

“Much of the built environment is a through-way to public transportation, roads, streets, and at the end of the day the employee is looking at their workspace as a re ection of their employer.”

According to stakeholders involved with the design accessibility movement, the conversation has grown from basic compliance with accessibility requirements, to initiatives aimed at embracing universal design and inclusion — e orts that focus on user experience and dignity.

Accessibility considerations have since surfaced in urban planning, transit design and private developments.

“When creating an o ce design space, it is very important to have natural light at a job where the person is in for eight hours and sound is tackled through creating quieter areas and incorporating natural elements such as plants creates a serene energy,” says Maral Zolghadr, an architect and principal with MA Architects.

“[An] increasing number of clients are also referencing the Rick Hansen Foundation Accessibility Certi cation.”

Taking a collaborative approach to the design process, and leaning on the expertise of an accessibility consultant, can save o ce space owners and tenants time.

“Many of the design rms go o to the races and start to design the space. But what we recommend around the 50 per cent mark: Stop and show the drawing to the accessibility professional and they can see if the plan works or not,” says Arnold Cheung, the general manager and accessibility specialist at Spectrum Ability.

“ en changes can be made and it won’t be a costly retro t.”

A successful consultation and collaborative process also means including the perspectives of neurodivergent people.

“With some of our clients, we leverage employee resource groups within their company where folks who are neurodivergent and want to help create more inclusive environments. Reach out to them and these groups are truly valuable,” says Michelle Osburn, a principal and senior director at Avison Young.

Even as work on the accessibility le progresses, with organizations considering everything from lighting, sound, furniture and signage, experts say more work needs to be done to meaningfully accommodate individuals who may face certain barriers.

According to Statistics Canada, more than one-third of Canadians with disabilities are employed, but have an unmet accommodation need in the workplace.

Modi ed work hours was the top workplace accommodation need cited, at 16.3 per cent. is was followed by the need for modi ed or di erent duties (11.3 per cent), working from home (10.9 per cent), modi ed or ergonomic workstation (10.7 per cent) and a special chair or back support (10.3 per cent).

Statistics Canada notes other needs involved communication aids, building accessibility and specialized transportation — challenges that in turn were found to have impacted productivity and work culture.

“People run into practical sort of limitations, someone has limited vision they need to use the screen reader and the program at work doesn’t have that or somebody needs to use the bathroom which is not wheelchair accessible then they are not able to making any further advancement,” says Spencer van Vloten, a writer and disability advocate with BCdisability.com

Research done by B.C.’s O ce of the Human Rights Commissioner shows that more than half of job accommodations cost nothing, and 80 per cent of job accommodations cost less than $500 dollars.

Additionally, 54 per cent of employers report incurring no indirect costs for job accommodations, such as lost time due to extra training, decreased productivity and supervisor time, and only 34 per cent of employers identi ed indirect costs in providing job ac-

commodations, which varied based on the type of accommodation.

“A lot of employers have misconceptions about accessible design and accommodations, and they believe that accommodations will be a lot more expensive than they really are, educating employers around accessibility is key,” van Vloten says.

He adds that it has been shown time and time again that employing people with disabilities and putting additional resources into accommodations o ers a clear return on investment.

Kandor’s journey began in 2005, when Seth Fruson founded Guardteck Security from his parents’ basement. With a vision to provide something di erent, Seth saw a gap in the security industry: a lack of focus on customer service. He believed that security guards could be more than just enforcers; they could be ambassadors for a property, delivering not only safety but also exceptional customer experiences.

This approach was fresh, particularly in an industry often focused solely on surveillance and response. Listening to this feedback, Seth and the team launched Everclean Facility Services, a company dedicated to providing the same level of excellence in cleaning and facility management. The strategy was clear: clients wanted more and

Kandor was ready to meet those needs with the same commitment to quality and customer care. As demand for integrated services grew, Kandor expanded even further, launching Gteck Advanced Technology to o er advanced security system integration.
