few years ago, the Greater Vancouver Food Bank was in a very different place.

As one of the largest food banks in Canada, it had always serviced a sizable number of clients. But the COVID-19 pandemic, followed by skyrocketing inflation and the rising cost of living, has changed the game for an untold number of Canadians.

David Long, CEO of the Greater Vancouver Food Bank, says the numbers speak for themselves.

Pre-pandemic, the food bank had around 6,500 clients, whereas today they service a startling 17,000. T hey went from distributing three million pounds of food to an astonishing nine million pounds.

“The demographics of our clients have also changed,” Long explains.

“We still have our usual clients, and those who have fixed income or on disability, or those that have lost their jobs. But we are seeing more and more people who are employed. Single parents with children, for example. Canadians that are employed but just can’t seem to make ends meet. The stories are heartbreaking.”

The rising demand at the Greater Vancouver Food Bank is just one of hundreds, if not thousands, of examples of foundations, charities and non-profits, big and small, struggling to keep up in 2023.

Mea nwh i le, the latest 2023 Giving Report, released by CanadaHelps, revealed that giving participation has declined across all demographics. In 2022, the report highlighted that 31.5 per cent of charities raised fewer funds than the previous year. Charities have also seen a 55.2-per-cent decline is volunteers since the pandemic.

philanthropy a central part of his life for more than 20 years, stretching back to when he first graduated university and entered the professional world.

International Marathon, to Cycling BC, to the Brio Cycling Club, Diebolt threw himself into board positions and fundraising. But with his list of charities growing, Dieblot needed a way to maximize

his giving.

T h at was when, t h roug h a client, he discovered charity flow-through shares.

“About five years ago, I was talking with a client, and he told

me point blank: ‘This allows me to write more impactful cheques.’

It doesn’t work for everyone, but for those that are high-taxed, it allows you to create a bigger impact.”

First introduced in 1954, flowthrough shares are a tax policy instrument, facilitated by the government, to raise capital for the exploration of natural resources and critical minerals. Canadians that buy flow-through shares receive a 100-per-cent tax deduction in exchange for supporting this tax policy.

In May 2006, then-prime minister Stephen Harper removed the capital gains tax on listed stock donations to charity in order to promote more giving. For WEALTH (WCPD Inc), a boutique financial services firm, this shift in philanthropic policy would be the spur an entirely new way to give.

In the past, purchasing flowthrough shares was considered r i s k y. W h i l e y o u re c e i v e a 100-per-cent tax deduction, the investor was also beholden to the volatile stock price, which could jump or tank at any time.

In 2006, however, WEALTH de-risked the transaction by introducing a liquidity provider, or an institutional buyer of these shares, willing to take on the stock market risk if the stock was sold at a discount, typically between 10 per cent and 20 per cent.

After the client buys the flowthrough shares, he or she can donate them to charity, which in turn issues a second 100-per-cent tax deduction to the client (your charitable tax receipt). The charity then sells those shares to the liquidity provider for cash. Clients also benefit from provincial credits, and if the exploration involves critical minerals, you now receive a new 30-per-cent federal tax credit, equal to a 60-per-cent tax deduction.

hen you read the news, or walk the streets, it is clear that the world is changing – and not always for the better.

This past summer, Canadians experienced unprecedented hardship and devastation from raging wildfires. Homes were destroyed, lives were lost and enormous funds were spent from public coffers.

Canada, and the world, watched the mercury rise this summer, with heat records shattered seemingly by the day.

It has become abundantly clear – climate change is here.

Meanwhile, in Vancouver, and other large Canadian cities, there are different warning signs, but just as troublesome. In the wake of the COVID-19 pandemic, everyday people are struggling like never before. In this issue ofPhilanthropy, for example, you will hear from David Long, CEO of the Greater Vancouver Food Bank, who is reporting nearly triple the number of citizens relying on them to put food on the table. And not just the homeless or those without employment – Long notes that even those with a job are struggling to make ends meet.

The fact is, after a worldwide pandemic and rising inflation, the necessities of life have become more difficult to achieve.

Climate change and income inequality – I have often said, for years, that these two issues represent the biggest threats of our time. And in 2023, the proverbial chickens have come home to roost.

Philanthropy is certainly one of the biggest ways we can move the needle on these massively complex problems. Only by sharing our good fortune can we alleviate the hardships brought on by climate change and class inequality.

But there is just one problem – society is giving less.

According the 2023 Giving Report, produced by CanadaHelps, giving participation, or those claiming charitable donations on tax returns, continues to decline.

dip can be seen across all demographics, including those making over $250,000 per year. Although Canada’s highest earners represent the largest amount of giving, the participation rate has fallen over the last decade from 85 per cent to 67 per cent.

This universal decline is consistent with major concerns among charities.

The report highlighted 40 per cent of charities experienced a lasting increase in demand after the pandemic, while 57 per cent admitted they cannot meet the current demand for services.

“These alarming drops in just a 10-year period are of utmost concern,” the report concludes.

“Strong giving participation rates are critical for ensuring a vibrant charitable sector and therefore a strong safety net and healthy communities. While there may be many reasons, it raises concern that our values towards giving and caring for our communities may be changing.”

So if Canadians are giving less, and the needs of society are increasing, how can we bridge this giving gap?

I believe my company, WCPD Inc. (an acronym for Wealth, Creation, Preservation & Donation), or “WEALTH” for short, is part of the solution.

Since 2006, I have dedicated my professional life to helping wealthy Canadians reduce their taxes, and if they wish to, give those proceeds to charities of their choice.

Flow-through shares, with immediate liquidity, is a tried-andtrue model that has never been more relevant than in today’s troubled world.

Let me start by dispelling two all-too-common misconceptions.

The first misconception is that the flow-through share model carries stock market risk.

When our clients buy flowthrough shares, they are essentially providing seed funding so junior mining companies in Canada can explore for the materials we need.

As you may have seen in the news, critical minerals have become a national priority for Canada, the United States and the world. Only through the discovery of cobalt, zinc, lithium and a myriad of other minerals, can we produce ample amounts of electric car batteries, solar panels, wind turbines and other technologies to reach a green energy future and curb climate change.

If you were buying standard flow-through shares with no guaranteed liquidity provider, then it would be a risky, speculative investment, based on whether that company discovers something exciting. To use a baseball analogy, you could hit a homerun or suffer a strike out.

But our structure is special.

When our clients invest in these exploration companies, they instantly sell them to a liquidity provider (usually an institutional mining investor), which is willing to take a long-term view and carry that risk.

In exchange for taking the risk, we sell the shares at a discount, usually in the range of 10 per cent to 20 per cent. That might sound like a bad deal, but here is the catch – for buying those flow-through shares, you receive a 100-per-cent tax deduction, not to mention a bevy of provincial tax credits (which vary with every province). For exploration involving critical minerals, you can also add a new 30-percent federal tax credit, equal to a 60-per-cent tax deduction.

Which brings me to the second misconception – that this structure is somehow a loophole for

avoiding tax. That the government does not know about or want the structure. In reality, it is exactly the opposite.

Government tax policies exist for a very specific purpose. In the case of flow-through shares, they have been around since 1954, intended to spur our world-class mining industry and boost our economy.

More recently, the Critical Mineral Exploration Tax Credit (CMETC) provides an additional incentive to help find the materials we need for renewable energy.

And then there is another policy, which applies to you, the donor.

Remember the liquidity provider?

Well, after you buy flow-through shares, you can donate them to charity. And what happens when you donate to a registered charity? It triggers a 100-per-cent tax deduction, plus the 100-per-cent tax deduction you received from buying flow-through shares, not to mention other provincial tax credits. And if the deal involves critical minerals, you benefit from that new CMETC 30-per-cent federal tax credit, as well.

Combined, these tax policies allow our clients, on average, to give up to three times more to charity, at no additional cost due to the tax efficiency.

While the process might sound complicated for the client, it is a seamless process – a single transaction that results, at the end of the day, with a cashable cheque to your charities of choice.

The key cog in the wheel is you must have tax to pay – more than $250,000 of salary or a large capital gain. You have to pay those taxes anyway. The only difference, is the government allows you to divert a portion of them to support mining exploration and charities.

Fortunately, both of these areas help solve our two big problems in the world. How else can you support renewable energy, while also giving back to society?

I have long been a proponent of private sector solutions to public sector problems.

The middle class is squeezed and struggling to make ends meet. Understandably, charitable

donations are not always the highest priority. Those making over $250,000 have long made up the lion’s share of philanthropy in Canada – and that can’t change now.

Between our firm and a small handful of competitors, it is estimated that only around 3,000 Canadians actively participate in this structure annually. That compares with approximately 350,000 Canadians currently making $250,000 or more.

Could you imagine a world where even a quarter of these Canadians paid a portion of their taxes to charities of their choice?

We can’t afford to sit on the sidelines any longer. It’s time for Canada’s highest earners to step up and help solve our problems of today.

The importance of giving with intelligence, intention PHILANTHROPY | Understanding philanthropy as a discipline can help maximize impact of giving

n the early 20th century, Andrew Carnegie, the American industrialist and philanthropist, famously quipped: “It is more difficult to give money away intelligently than to earn it in the first place.”

I n o t h e r wo rd s , fo r m a n y wealthy families, the opportunity to give back to society is a privilege. But it is also complex, and to do it effectively, philanthropy must be treated as a discipline unto itself. It needs to be intentional.

So do you give money away, with intelligence?

At Covenant Family Wealth Advisors, it always begins with a conversation.

“Some clients are already very close to particular charities, and it is simpler in those cases,” explains Jeff Chapman, a partner at Covenant specializing in family business.

“You also have a lot of wealthy people who subscribe to the idea of being generous, but haven’t got a plan or target. Our process helps them articulate what their philanthropic wishes are, what they would like to do and help them create structure.”

Creating intention around giving is one of the core principles at Covenant, a Vancouver-based firm that offers a holistic service model for wealthy families, from financial management, estate planning, insurance and business succession.

Having a clear vision is perhaps the biggest, most fundamental step for any client looking to be intelligent in their giving.

But there are other factors to consider, which can complicate matters.

giving,” he says.

One solution to this problem, he explains, is charity flow-through shares, an effective method of tax reduction that allows family office clients to give a portion of their taxes to charities of their choice.

By introducing this tax structure, clients can more seamlessly integrate charitable giving into their annual finances, freeing up cash flow for the philanthropic vision.

First introduced in 1954, flowthrough shares are a tax policy instrument used by junior mining companies to raise capital for exploration. The government recognized, almost 70 years ago, that mining was an essential part of the Canadian economy, adding billions to our annual gross domestic product and creating thousands of jobs. In exchange for buying these shares, the government extends a 100-per-cent tax deduction equal to the amount invested.

Although the tax policy was effective, it always came with risk – mining shares can be volatile.

So while Canadians received the 100-per-cent tax deductibility, they also had to stomach the

stock market risk.

T herefore, t he i nvest ment tended to fall into two categories: A homerun or a strikeout, depending on whether that company found the next big deposit or just dirt.

However, over 50 years later, this risk profile would change.

I n the May 2006 federa l budget, then-prime minister Stephen Harper announced his government would remove the capital gains tax on listed stock donations to charity in order to promote more giving. For most Canadians, this obscure shift in philanthropic policy probably did not mean much.

But for WEALTH (WCPD Inc. – an acronym for Wealth, Creation, Preservation & Donation), it would be the catalyst for an entirely new industry.

A day after the Federal Budget, WEALTH facilitated the first flow-through share donation without paying a capital gain.

Once flow-through shares are purchased by clients, they do not hold them for long – often less than a minute. The client can then donate the shares to a registered charity, unlocking a second tax policy with a 100-per-cent

tax reduction (the conventional charitable tax receipt).

But what of that stock market risk?

Almost instantly, the charity then sells the shares, at a discounted price, to a liquidity provider, or an institutional investors that are willing to take on the stock market risk.

Remember the homerun or the stakeout? Suddenly, with a liquidity provider, clients could hit a double – every time.

By combining these two tax policies (flow-through shares and the charitable tax receipt), clients can donate a portion of their tax bill – about 20 per cent – to charities of their choice for as low as a $0.01 cost.

“We like to say, it gives out clients the opportunity to be prime minister for the day,” says Peter Nicholson, president and founder of WEALTH. “Removing the stock market risk was a key moment for our clients. It is also important for clients to understand this is not a tax loophole. In fact, it is exactly the opposite. The government wants more mining exploration, and more charitable giving. By participating in this structure, you accomplish both.”

Since that first transaction in 2006, as an industry, flowthrough shares with immediate liquidity have generated billions in charitable giving all across Canada, not to mention billions more in financing for junior mining exploration. And this tax structure doesn’t appear to be going away anytime soon. In the 2022 federal budget, the government unveiled its Critical Mineral Strategy, focused on finding and extracting the key materials needed for renewable energy technology, such as nickel, copper, lithium and cobalt. The government announced $3.5 billion in investment and introduced an additional 30-per-cent tax credit (equivalent to a 60-per-cent tax deduction) on any flow-through share financing involving these critical minerals.

In 2008, WEALTH and Covenant first began working hand-inhand to introduce family office clients to the structure.

Although the transaction might seem complicated, WEALTH handles the process from beginning to end, in close consultation with Covenant. At the end of the day, the client gets to pay his or her taxes to charity, and the charity receives a cashable cheque.

“For us, it is a rea l ly good value add for our clients,” adds Rob Radloff, another partner at Covenant, who serves as a senior financial and estate specialist.

“It is based on the principles of being generous with your money and looking at where you can make the biggest impact with these dollars.”

However, Nicholson points out that the key here is having tax to pay – wealth is not enough. Clients must have a taxable income of $250,000 per year, or perhaps they sold a business and have a capital gain.

It is only when there is significant tax that charity flowthrough shares, with immediate liquidity, can come into play.

Radloff acknowledges that, for some family office clients, flowthrough shares can be difficult to introduce and explain. In these cases, he says, it all comes down, once again, to intention.

If you are serious about giving, and maximizing impact, your first step is to simply begin a conversation, and trust your qualified financial professionals.

“It can feel complex, which can put people off. We sell this to clients who have done planning, and it comes from a place of trust,” Radloff adds. “ B ut on c e t h e c l i e nt go e s through the process, and sees the benefits, it becomes quite simple.”

As Carnegie said, intelligent philanthropy is not meant to be easy. But by asking the right questions, building a vision and being aware of the tools available to you, family offices can set themselves up for success. ■

The Greater Vancouver Food Bank is one of those charities receiving cheques through charity flow-through shares. And they certainly aren’t the only one.

Since 2006, WEALTH, along with its competitors, have worked with thousands of clients all across Canada, generating over a billion dollars for charities, and billions more for mining exploration.

valued charities in Vancouver, is also dealing with a huge increase in demand.

T h i s u n iq u e non-prof it i s dedicated to refugee claimants, offeri ng housi ng, education and support for this especially vulnerable group. Three “host families” live side-by-side with

their residents in six different suites. But in addition to offering a place to live and a welcoming face, these refugees receive a full suite of services to get them on their feet, including income support, medical services, English language training, and of course, legal assistance with

their refugee claim.

“Kinbrace is doing this for each claimant so they have a world of welcome, a community of belonging and a life of opportunity,” Laura Wallis-Wood, the organization’s philanthropy lead, explains.

Kinbrace receives very little government funding, she adds, with the funding apparatus quite different compared to sponsored refugees. With just six suites to offer individuals and families, Kinbrace has aspirations to build more capacity in future years.

Wallis-Wood notes that, just a few years ago, there used to be about 35,000 people in Canada seeing refugee protection. Now, that number has ballooned to more than 70,000.

Wallis-Wood says the average stay at Kinbrace can be from anywhere from a few months, to as long as a year.

“Kinbrace has helped around 500 residents i n its h istory.

We know there are many more refugee claimants coming into

Canada and we would like to be to help more people,” Wallis-Wood explains.

Kinbrace will never be able to help every refugee claimant, just as the food bank may never reach every Canadian that needs a meal.

Nevertheless, for Diebolt, it all points to the need for him to be especially intentional and efficient with the donation dollars he has to spare.

As an accountant, he found flow-through shares easier to grasp. His advice for others? If you are high-taxed, and want to boost your donations, reach out to a professional advisor to understand if you qualify.

“It can be a little daunting, at first,” Diebolt admits.

“Hav i ng a d iscussion w ith someone at WCPD, or your trusted financial advisor, can help you understand the benefits. There is no real tax risk. The issue is the complexity of it. It will add a layer of complexity to your tax return.

But at the same time, that is what your advisors are for.”

BC Women’s Health Foundation jointly develops new health program for mature and midlife women BC

Women’s Health Foundation plans to fund a new Mature and Midlife Women’s Health Program — the first of its kind in Western Canada — at BC Women’s Hospital + Health Centre in 2024.

Foundation President and CEO Cally Wesson says the groundbreaking initiative will include a referral clinic, interdisciplinary research tied to realtime patient care, improved treatment options, enhanced care, and better health-care experiences for women.

“If you’re a woman with complex menopausal symptoms whose needs have not been met in the community, there is no specialized centre to be referred to,” says Wesson. “If you have hot flashes — which can be debilitating — or have other symptoms, BC Women’s Hospital + Health Centre will address them with the best treatment plans for personalized care.”

Focused on the health of women and newborns, the Foundation has partnered with the Women’s Health Research Institute to support clinical research studies for the program and translate knowledge for the broader health-care community.

Program partners include BC Women’s Hospital + Health Centre (a program of the Provincial Health Services Authority) and the University of British Columbia (UBC).

“We can do much better for women,” says Wesson. “We must ensure they are not acquiring misinformation about hormone replacement

therapy, for example, from an internet search but are rather receiving individualized care from a clinician.”

Once the program is established and functioning, Wesson says an urgent goal is for BC Women’s Hospital + Health Centre to ensure gynecologists receive the most up-to-date information when treating women with complex menopausal symptoms.

The right information at the right time Dr. Stephanie Rhone, BC Women’s Hospital + Health Centre’s Senior Medical Director of Ambulatory and Surgical Programs, says the transformative initiative will provide crucial support for women through this phase of their lives.

“Peri-menopausal and menopausal women are often dismissed and told to carry on through their symptoms, but they need access to the right information,” says Dr. Rhone. “Women and healthcare professionals are starting to talk more about symptoms, which is a positive development.”

Dr. Rhone says women often experience a wide range of menopausal symptoms, many of which can be challenging. Treatments such as hormone therapy are effective, but should be used on an individualized basis for each patient, according to Dr. Rhone, who says negative perceptions of menopausal hormone therapy risks are often overestimated.

“There have been many menopausal hormone therapy studies that support the safety and efficacy of this form of treatment,” she says. “Only about 10 per cent of women would be unable to take menopausal hormone therapy due to other health conditions and alternative treatments are available for these women.”

Empowering women’s health journeys Wesson says people are becoming more mindful about mature and midlife women’s health, and more peri-menopausal and menopausal women are looking for ways to empower their own health journeys.

“Often women are at the peak of their careers; they have full-time family duties with kids, and that’s when they’re going through debilitating hot flashes. There’s really no support,” she says.

Wesson says fundraising is currently ongoing to help launch the initiative, and the Foundation is getting closer to reaching its goal. UBC will then hire a professor to lead the initiative and develop a team of experts.

“This is the donor community coming together to improve access to health care for women,” she says. “Philanthropy is really the key to sparking new innovations in health care. This is the first BC Women’s Health Foundation-funded UBC professorship at the hospital. Not only will this program provide care to patients, the real-time research will allow BC Women’s Hospital + Health Centre to best treat some of the most complex menopausal symptoms.”

Wesson says she hopes the program will inspire women and health-care providers across Canada to make mature and midlife women’s health a top priority.

“Once this program is launched, we are hopeful it will be a model that others will look to and learn from,” she says.
