Donaldson Chair Underground Storage Tanks-Solid Waste Disposal Control Board RE: Basic Problems With Tennessee Solid Waste Dear Chairman Donaldson I would like to address the Board for a few minutes to discuss A. Tennessee has not identified the full costs of solid waste disposal including water pollution, de-valued property, and jobs lost from recycling and composting . Landfill companies receive an artificial subsidy from free water pollution. B. It is the leadership of our state which is responsible for our polluting, wasteful solid waste policy. Citizens will source separate food waste and paper just as they usually stop at red lights. It is the leaders who do not understand the basic importance of recycling and composting. Leaders fail to implement this job creation policy. C. Tennessee has no plan to compost large amounts of waste from urban centers. The key is source separation of food waste and paper in the ten largest counties which contain 50% of the population of the state. Commercial and residential targets would enable incremental diversion of dangerous food waste and paper from the landfills. D. Since 1991, TCA 68-211-803 ‘Public Policy’ requires the State to ” … assure that solid waste facilities…do not adversely affect the health, safety and well-being of the public and do not degrade the quality of the environment…” TDEC has not developed a plan. Citizens and the environment are affected by solid waste facilities. E. The entire solid waste count is loop-hole riddled. The numbers are meaningless.
