SIGMA GAMMA RHO SORORITY COVID-19 UPDATES

Effective July 1, 2021
PURPOSE
The International Board of Directors remains committed to providing updates and guidance on a uniform approach across all regions and chapters as members engage in programming, membership, conferences, and business activities during this phase of the pandemic.
The purpose of this memo is to provide updated guidance for Sorority operations that will replace those that will expire on June 30, 2021. The following directives are effective July 1, 2021, except as otherwise noted, and they apply to all activities, including meetings, events, membership intake, ceremonies, community service and social action.
A toolkit will be available to guide chapters as they return to in person operations, with a focus membership, programming, and risk management. The guidance below has been determined after consultation from our medical expert, consultation with the Surgeon General via NPHC and Centers for Disease Control (CDC):
CHAPTER OPERATIONS INCLUDING AFFILIATES
While we are pleased to provide greater flexibility to gather, the guidelines must be strictly followed for the safety and protection of all members, affiliates, staff, and guests.
It is important that ALL Alumnae, Undergraduate Chapters and Affiliates comply with all applicable laws (local, state, federal) and follow the CDC guidance when hosting in person activities and events. Chapters must follow all social distancing guidelines in your locality. While in some circumstances we have not mandated the wearing of masks, when in compliance with state and local laws, we highly encourage the wearing of masks during all gatherings.
Prior to launching in person activities this upcoming sorority year, we are asking that each Basileus to survey her chapter to understand the concerns of returning to in person activities. The chapter should ensure all members are included and can participate in activities.
Chapters should fully discuss and decide when, where and under what circumstances they will engage in any in person activities.
Recommended considerations are:
a. Group size (as mandated by State and Local Guidelines)
b. Location
c. social distancing capability
d. The comfort level of the chapter to resume in person activities.
In person guidance
Members and affiliates who attend in person meetings and events shall complete the Liability and Release of Claims Waiver form. This form will be retained at the local chapter level and managed by each Chapter Basileus. It is the responsibility of the Chapter Basileus to ensure these forms are obtained from each member and affiliate prior to event
Contact Tracing
Chapters should assign a designated Pandemic Resource Contact for each in person meeting, program, community service
• All members, affiliates, and guests should know who this person is and how to contact them.
• The Pandemic Resource Contact should be aware of local, state, federal rules and guidelines, university guidelines and policies as well as Sigma Gamma Rho Sorority, Inc. guidelines

• Utilize the sorority events checklist and any other paperwork required by the event location, university, or organization.
• Follow the risk management policies outlined in our bylaws and sops. Chapters will also follow the risk management policies of the institution, department, or facility.
• Maintain a tracking system/sign in sheet for meetings, programs, and community service activities.
• We highly encourage the wearing of masks during all gatherings to protect the vaccinated and unvaccinated
• Chapter should make masks readily available for all attendees.
• Chapters must enforce all social distancing guidelines.
• Ensure soap and hand sanitizer are readily available.
• Consider taking the temperature of attendees before they enter.

CHAPTER MEETINGS
All Regions, Chapters and Affiliates are encouraged to utilize the electronic meetings provisions in their bylaws when applicable law and/or CDC guidance prohibit or limit any planned in person meetings.
As a reminder, all chapters and regions must submit a copy of their Chapter, Region and Affiliate bylaws to the International and Regional Parliamentarians to ensure that the document has been revised to permit in person meetings with electronic access. In person meetings with electronic access may be implemented where feasible (must be documented in your chapter bylaws, standing operating procedures, or standing rules).
Parliamentary support & guidance will be provided to chapters on the following:
• Guidance regarding in person meetings with electronic access
• Instructions on how to ratify actions taken while the chapter operated under the no in person policy. (i.e., This must be done during your first in person meeting, sample motion, etc.)
• Sample language to add electronic attendance at in person meetings to local bylaws.
• Sample language and best practices for electronic voting during meetings.
CONTRACTUAL OBLIGATIONS
• Regions and chapters are required to have detailed reviews of all contracts, and the inclusion of a force majeure clause that allow ease in cancellation should the impacts of the pandemic resurge
• All contracts should be made with respect to social distancing and the requirement of worn masks during the event, along with hand sanitizing and other safety protocols to limit physical interactions and risks.
COLLEGIATE IMPACT
All Collegiate chapters must comply with the rules of their respective college/university. The Alumnae Chapter Advisor, Undergraduate Chapter Coordinator and Regional Syntaktes should be familiar with the rules of each institution and must work with the institution to ensure compliance.
Sponsoring alumnae chapters and Advisors must obtain a copy of the university/college guidance regarding in person/remote/hybrid operations A copy of these documents must be submitted to the Undergraduate Chapter Coordinator and Regional Syntaktes to retain

INTERNATIONAL CORPORATE HEADQUATERS
International Corporate Headquarters has implemented a return to work policy in which staff members will be transitioning back into the office on a full time basis starting in June.
TECHNOLOGY SUPPORT
Sigma Gamma Rho Sorority, Inc. will provide limited Zoom platforms licenses for chapters to use if they do not have the resources within their chapter.

NATIONAL PROGRAMS
As we shift back into in person programming, programming for the 2021 2022 sorority year should be a hybrid with some programs being a national/local virtual event with the remaining events to be conducted in person with attendance at 60% participation from the chapter. Sixty percent (60%) attendance by chapter members is a recommended safety measure.
To be fair and to ensure members who would like to attend the live events, if more than 60% of members would like to attend, please allow members who have not attended a live event to attend if other members have already attended an event.
Hybrid programming allows everyone to self assess and stay within their comfort zone while serving. Members and Affiliates who come out and follow all the social guidelines in place by wearing a mask if not vaccinated and having the choice of wearing a mask or not if they are fully vaccinated.
Chapters shall make hand sanitizer available for all attendees and managing as much as possible to service the community from a safe distance. Those Members and Affiliates who do not feel comfortable can still have a virtual option for those programs that are not scheduled to be in person.
Continuing a virtual option for some events will also provide an opportunity to reach a wider audience depending on the activity. Any chapters that host in person activities and programs must comply with all applicable laws and follow CDC guidance.

PHILO AFFILIATE -

• All Philo Affiliates must adhere to the rules of their sponsoring alumnae chapter. If the sponsoring alumnae chapter chooses to continue electronic meetings/activities, implement in person meeting/activities or offer a hybrid of the two, the Philo Affiliate shall follow the same course of action. Philo’s who choose to opt out of an in person experience must be provided with an alternate way to participate in meetings.
• For members who choose not to participate in person, the chapter needs to ensure the bylaws are updated to include virtual/electronic meeting options and to suspend the required number of meetings for members to attend without penalty.
• Philo’s will still have to wear a mask while meeting.
• Make every attempt to be socially distanced.
• The chapters will be responsible for ensuring there is hand sanitizers and PPE on hand.
• Food will not be served to the membership; however, they would be allowed to bring their own snacks.
• Add a “Pandemic Resource Contact” for each Affiliate.
RHOERS AFFILIATE -
• All Rhoer clubs must adhere to the rules of their sponsoring alumnae chapter. If the sponsoring alumnae chapter chooses to continue electronic meetings/activities, implement in person meeting/activities or offer a hybrid of the two, the Rhoer club shall follow the same course of action.

• In order to participate in in person meetings/activities, Rhoer parent(s) or guardian must sign a waiver acknowledging they have read and understand these guidelines and accept responsibility for their Rhoer participation.
• All Rhoers must have a signed medical liability form and other requisite forms completed and on file locally.
• If there are Rhoers whose parents choose to opt out of an in person experience. The advising chapter must be providing an alternate way for their Rhoer to participate where feasible.
Rhoer Club In-person Meetings/Gatherings
• All in person meetings must include an appropriate mask worn to be always worn that covers both the nose and the mouth. This includes Rhoer Advisor(s) or guests that participate in Rhoer meetings.
• Chapters are required to ensure hand sanitizer is present for all attendees.
• Social distancing must be fully exercised possible.
• Rhoers should minimize sharing of electronic devices, snacks, drinks, makeup, etc.
RHOSEBUD AFFILIATE
• All Rhosebuds meetings/activities shall remain virtual at this time.
• Virtual Operating Guidelines for Affiliates are still in effect and must be adhered to for Rhosebud meetings/activities.
COVID-19 GUIDANCE -
The directives above are based on the following:
1. Varied State Reopening Laws: Notwithstanding provisions in Sigma Gamma Rho Sorority, Inc.’s governing documents, our operations are first subject to applicable law. Since state law varies, we are trusting the membership to operate in accordance with those laws that apply to your current charter location.
2. College Campus Reopening Trends: Many colleges plan to resume in person operations in the fall. Leadership has always instructed chapters that as guests on the campus, we are to follow the institution’s rules and regulations.
3. AFA Guidance: The Association of Fraternity and Sorority Advisors indicates that it is safer and more prudent for chapters “to operate in tandem with what the institutions are allowing”. Per the AFA, to date, there have been no lawsuits against any organization alleging that the organization’s activities led to COVID exposure.
4. The National Vaccine Rate Continues to Increase: Per the CDC, as of May 8, 45% of the US population has received at least one dose. Overall, 30% of the population has been fully vaccinated. The federal administration is moving forward with the President’s plan to make vaccinations available to all Americans.
5. Alignment with other Divine 9 Organizations: The members of the Council of Presidents are working together to implement similar directives for their membership. Sigma Gamma Rho’s directives are aligned with those planned for the Sorority’s counterparts.

All documents will be uploaded onto the national website effective July 8, 2021. The International Board of Directors reserves the right to adjust this guidance as needed to ensure the safety, health, and wellness of all members, affiliates, and staff.

A virtual chapter meeting of the Beta Xi Sigma chapter was held on September 10, 2022. It was presided over by Basileus Townsend with Soror Ameesha Smith as the Anti-Grammateus.

The purpose of the meeting was to provide updates and to conduct chapter business.
Soror Newton opened the meeting with a greeting and prayer. Basileus Townsend followed with her greeting.
Grammateus Horner reported we have 36 fully financial sorors as of Sept. 10.
Anti-Grammateus Smith reported correspondence received from December 2020-current. Basileus Townsend opened the floor for questions.
Sergeant-at-Arms Shannon Clarke reported sisterly reminders of proper zoom etiquette during the meeting, to include we must use the raise hand feature, stay on mute, we are allotted 3 minutes for debate of motions and 30 seconds for voting. Basileus Townsend opened the floor for questions.
Parliamentarian Jackson reviewed chapter bylaw article 3b. Basileus Townsend opened the floor for questions.
Soror Clarke moved to adopt the meeting agenda. The motion was properly seconded with no dissent. The motion passed.
Basileus Townsend called the meeting to order at 10:23am.
Soror Swailes moved to adopt the previous meeting minutes as written. The motion was properly seconded, with no dissent. The motion passed.
Committee Reports
Basileus Townsend reported nothing further to report on behalf of the Programs Committee and the submitted report be accepted as written. Basileus Townsend opened the floor for questions. Hearing none, moved forward with the next agenda item.
Budget and Finance report:
Tamiochus Swailes reported that paypal no longer has the family/friends option. If you use paypal please send an additional 2.9% to cover the fees. Dues are due, they will be considered on time until September 30th, anything after the 30th will receive a $10 late fee. Grammateus Horner reported that there are late fees on all levels, local, national and regional. The second scholarship check was received and cashed on 8/31. Tamiochus Swailes also reported the fundraising committee would like to participate in a private screening of Black Panther Wakanda Forever but we would need to sell out the theater (77 seats).
Basileus Townsend asked what is needed from the chapter to move forward with doing the Black Panther private screening. Tamiochus Swailes reported she would like to chapter to vote on whether we would like to move forward with this fundraiser. Madame Basileus opened the floor for questions, followed by entertaining a motion to settle fundraising. Soror Edwards moved that we proceed with November 13th for the private screening of Black Panther. The motion was properly seconded. With a 16-2 vote, the motion passed.
Basileus Townsend reported 3rd Anti-Basilues Lucas is unable to attend the meeting, however, her report was submitted to the chapter To contact her directly for any questions or concerns.
2nd Anti-Basileus Allen reported three Alpha Zeta Sorors are registered for the area 2 meeting, one more does need to be registered. Alpha Zeta’s Anti-Basileus Wells has been Level II Torch trained. Soror Allen reported she will be requesting the allocated $500 from the chapter to assist with DJ and decorations for Homecoming, soon. VSU’s Homecoming will be Saturday October 8.
1st Anti-Basileus Edwards reported a reminder of the Area II meeting October 15th and that you must be financial on all three levels in order to attend. She also reported that the membership committee has recommended we do not proceed with fall intake.

Basileus Townsend reported she does not have anything to add to her report at this time and opened the floor for any questions for officers.
Old Business
Basileus Townsend requested Anti-Grammateus Smith contact previous Anti-Grammateus to determine where the June Meeting Minutes are located. Soror Allen moved that we push the approval of June Meeting Minutes to the next meeting in October. The motion was properly
seconded. With no dissent, the motion passed.
Basileus Townsend reported there was a call put out to the chapter to assist with two centennial ad-hoc committees and 4 responses were received. Basileus Townsend reported that she wants to make sure everyone who would like to assist has an opportunity to and opened the floor for volunteers. Soror Black stated that she is a part of the centennial committee with Iota Sigma and she will be sending out the minutes to the chapter next month.
New Business
Basileus Townsend reported the executive board met and voted to move forward with hybrid meetings. A point of Order was called by Soror Allen. Basileus acknowledged Soror Allen’s point of order. Soror Allen stated the 1-hour for our meeting was near and we would need to extend the time. Soror Allen’s point of order was well received by Madame Basileus. Soror Allen moved to extend the meeting for an additional 30 minutes to complete the business of the meeting. The motion was properly seconded, with no dissent. The motion passed. With the additional time, the meeting was extended until 11:53am.

Soror Smith moved that we move to hybrid meetings for the 2022-2023 sorority year. The motion was properly seconded followed by debate.
Soror Allen made an amendment that we move to hybrid meetings for the 2022-2023 sorority year, beginning January 2023. The motion was properly seconded followed by debate. With a 14-3 vote, the amendment passed.
Moving back to the main motion, the chapter moved to hybrid meetings for the 2022-2023 sorority year beginning January 2023, with a 16-2 vote. The motion passed.
Soror Clarke, Social Action Committee Chairwoman, reported we have been invited to attend the Flying Squirrels baseball game in recognition of the Richmond 34. Friday Sept. 16th. The flying squirrels will be recognizing our chapter, we are the only chapter that has responded to the invitation. We will be recognized during the 4th inning and we will be on the video board. Tickets are $10 per person. The game starts at 6pm, we should get there by 5pm. If anyone is interested in joining the social action committee, please reach out to Soror Clarke.
Soror Smith moved to adjourn the meeting at 11:54am. The motion was properly seconded, with no dissent. The motion passed. Meeting adjourned at 11:54am.

I Officer Report Summary
Greetings Sorors, Philos, and Rhoers! I am happy to report the following this month:
Our chapter was selected to participate in the Sigma Gamma Rho Good Health Wins Year Two Mini Grant This officer submitted the grant application on behalf of our chapter in July and received notification September 15th that we were selected to receive a grant amount of $1000 This grant can be used to support chapter efforts to address vaccination coverage across racial and ethnic adult populations that currently experience health disparities This grant opportunity is made possible through collaboration with the National Pan Hellenic Council (NPHC), The Good Health Women’s Immunization Networks (Good Health WINs), part of the National Council of Negro Women, Inc., and the CDC. I submitted the required terms and conditions and confirmed pre-activity plans by the September 22nd deadline More information will be coming soon!
This officer also led the Programs Committee meeting / discussion on Tuesday, September 13th, attended Richmond 34 Celebration with the Richmond Flying Friday, September 16th, Rhosebuds Rally on Saturday, September 17th, Membership Committee meeting Tuesday, September 20th, and the Rhoer Round Up on Sunday, September 25th.
The Executive Board met Wednesday, September 28, 2022 We’ve maintained ongoing communication using the GroupMe app, emails, text messages, phone calls, and virtual meetings
This officer composed a letter specifically for inactive Sorors to assist with centennial reclamation efforts This officer attempted to respond to all requests and communication within 48 hours and provided guidance and direction for officers, as needed, via phone calls, emails, text messages and group chats.

I. Officer Report Summary.
This officer attended the Richmond 34 Celebration with the Richmond Flying Squirrels, St Jude 5k Walk/Run, Rhosebud Rally and Rhoer Round Up to support our affiliates and advisors.
The membership committee met on September 20th, 2022, and discussed upcoming events and plans for the remainder of the sorority year NEF/SPEAR cards for previous sorority years have been sent to inactive sorors and current sorors will receive theirs shortly after.

The chapter provided the following message to the Beta Xi Sigma Chapter

Sorors! The Alpha Zeta Chapter would like to send our biggest thank you for your donations and help to ensure we have a successful centennial homecoming. We can’t wait to see you all this week.
***Final receipts will be submitted to the Beta Xi Sigma Chapter once Homecoming is finished.
The Alpha Zeta Chapter had 3 events during the month of September, which are as follows:
Meet & Greet A fun filled night of games and an introduction to the Alpha Zeta Chapter as the 2022 2023 School Year Begins.
Strut With Confidence A collaboration event with Urban Couture Models Ent to instill confidence in the individuals in the audience. The event included a discussion on what confidence means to everyone and a walk down the runway to show-off your own confidence.
Greek Yard 101 The chapter sponsored this event for the 2nd time, where all VSU NPHC and CIO Organizations come together to share tips on membership intake, socializing and interesting facts about their respective organization.
All 4 members are financial on all levels and are registered for the Area II Virtual Conference on Saturday, October 15th. Additionally, the following actions have been taken:
-Soror Raevyn Ray (Anti-Basileus) submitted an informal rush request to Syntaktes Sellers for approval. Informational is tentatively scheduled for October 20th .
The chapter is one of 22 undergraduate chapters who are recipients of the Good Health WINs Grant in the amount of $500. The chapter plans to utilize the grant to bring awareness to what vaccinations are and how they can improve their health and upkeep. The chapter is proposing to coordinate with Beta Xi Sigma to finalize this activity. Additionally, they will be creating a social media campaign to address vaccination coverage.
Submitted Step Show Video to UCC Smith for approval prior to stepping in the VSU Step Show. Attended the Undergraduate Advisor Bootcamp on October 2nd An important note that the advisor will be following up on is ensuring that each undergrad has a 1 Minute Elevator Speech prepared when discussing the sorority.

1 On Wednesday, September 28, 2022, I attended a Longwood NPHC sponsored panel discussion of all sororities and fraternities from the Divine Nine, entitled “Let’s Talk About It” All was present on the panel of the Divine Nine, except Omega Psi Phi Fraternity, Inc., Iota Phi Theta Fraternity, Inc, and Kappa Alpha Psi Fraternity, Inc. From the panel I had 4 young ladies that showed interest in Sigma Gamma Rho Sorority, Incorporated
2 Soror Donna Woodson will be setting up an appointment at Well Fargo Bank to get money from the Omicron Omicron account placed in my name. Soon as she set up the appointment that will be taken care of

I. Officer Report Summary.
In the month of September, this officer focused on assuring that dues were paid for Sorors, Rhoers, and Philos. As of September 30th, there are 8 financial Rhoers, 13 financial Philos, and 44 financial Sorors. The grace period to pay dues ended September 30, 2022. All dues received after the grace period will include late fees on all levels (Local, Regional, National). Please contact Soror Horner and I if you have any questions.
The affiliates and undergraduate chapters under BXS are all up to date financially as of September 30, 2022. The Philo national and regional dues were remitted on behalf of the BXS Philo Chapter. Omicron Omicron Undergrad chapter dues were also paid.

During the month of September, this officer received money for tickets to the Flying Squirrels Baseball Game Honoring the Richmond 34. 36 tickets were bought on behalf of the chapter. 30 tickets were accounted for. 6 tickets were not repaid to the chapter.
II. Recommendations for chapter action: Everyone purchase or help sell 2-3 movie tickets so that we can sell 77 tickets for the Black Panther private screening.
III. Reminders and/or upcoming things to know The Black Panther 2: Wakanda Forever Ticket sales have started. Please buy your tickets early! They will sell out! Tickets are $22 and include a small popcorn. Save the date: November 13, 2022 at 3:00pm at the Cinema Café Movie Theater. Come have dinner and a movie with us!! This is a fundraiser!

- Attended advisor meeting with NER Rhoer coordinator on September 20, 2022 @7pm.
- Submitted application for the W.I.S.E.R. mobile library initiative. W.I.S.E.R stands for Working to Implement Self-Empowerment through Reading waiting for a response.
- Held Rhoer Round-up on September 25 @ 7p. 1 Rhoer interest attended the event. 4 other interests that were not able to attend the Round-Up, were sent interest letters and information on how to apply for membership.
Rhoer calendar approved. Tentative Rhoer induction date is October 29 (virtual)
2 Rhoers attended the “Overcoming Stage Fright” forum given by the Beta Pi Sigma Rhoer Club.

Reviewed national and local Rhosebud information for guidance. The Rhosebud Rally was held on September 17th, 2022 The outcome of the rally brought in five new potential Rhosebuds Rhosebud membership kit emails were sent to the parents of each Rhosebud. There was only one response from the Rhosebud Rally in which a parent registered both of her daughters As current Advisor I have also registered my daughter bringing the total to three(3) Rhosebuds for the 2022 2023 school year Rhosebuds will participate in chapter organized programs and community service projects, as well as identify at least one community service project as a group for the sorority year

Greetings Sorors, Philos, and Rhoers! I am happy to present our programs report The committee continues to organize and communicate via GroupMe The committee met Tuesday, September 13th to plan and discuss essential programs
Thank you to everyone who participated in our St Jude local or virtual 5k walk/run! Thank you to all sorors and affiliates who donated and raised funds Our team has raised $750! ● Community Service / Golden Service - Did you participate? Did you help plan? Did you attend? Then you need to record your volunteer hours in the golden service tool! Be counted! Remember the goal is for everyone to record at least 22 hours in 2022! Golden Service Notable Mondays is the day to record your hours!

● Breast Cancer Awareness - In honor of our Centennial year and of the Hattie McDaniel Breast Cancer Awareness initiative Friday, October 21st is National Wear Pink Ribbon Day: #BXSGoesPink Wear a pink ribbon or wear pink on this day to support breast cancer awareness. Please take a selfie or picture and email it to the programs committee or post it in the group chat, so that we can turn our chapter ’s social media pages into PINK! On this day, we would like to spotlight our chapter survivors on our social media pages as well, with hope that these stories will inspire others. Greetings Sorors! In September the Petersburg NPHC resumed its monthly meetings During this meeting an overview of the successful End of Year Cookout took place. The Council reminded present chapters of the upcoming Unsung Hero Breakfast and requested each chapter to purchase at least ten (10) tickets. Our chapter ’s 2022 Unsung Hero is 2nd Anti Basileus Heather Allen Thank you for your unwavering love and loyalty to Sigma Gamma Rho Sorority, Inc, Beta Xi Sigma, Alpha Zeta, and all it entails
In addition to the breakfast, there is a community service project Petersburg NPHC is asking for participating chapters to donate canned goods during the event The chapter with the most donations will be recognized during the event.
An increase in council dues was up for discussion during the business meeting. More details to come in a future report.
