Town seeks to replace fire trucks

The public will soon have a say on whether the town should replace two fire trucks.

The total cost of the replacements is approximately $1.6 million. A public hearing on the matter is scheduled for

Tuesday, Feb. 2.

Representatives from the fire departments in town gave a presentation to the Town Council Jan. 12, on their plan to replace a ladder truck and a pumper. The various departments have met with the Fire Administrator several times in the past year to dis-

cuss the replacements.

The Town Council, at its Jan. 19 meeting, voted to hold the public hearing to let residents voice their opinion.

told Ellison that since the town received a complaint regarding the shop, the town needed to look into it.

“It’s in a residential zone and though it’s been a garden shop for all this time, that does limit what can be sold there,” the mayor said.

Right now, Kensington Garden Center is zoned as garden space only. Riggins noted that while the town wants the business to thrive, the garden center does need to follow the rules. She said the garden center would be able to remain open as long as it sold only what is listed on the document signed by the owners.

Riggins added that the previous owners had gone to court on the issue before, and the judge ruled that they could not sell anything but specific garden-related items at the business.

Kensington Garden Center owners planned to attend the Zoning Board of Appeals meeting Tuesday, Jan. 26, to review and appeal the cease and desist decision, but the meeting was postponed.

Mayor Mark Kaczynski commented, after previous

discussion, that buying the two trucks at the same time would make more sense than buying them separately. He noted that it was in the best interest of the firefighters and the citizens.

After the public hearing, the bond ordinance decision will most likely be made on Tuesday, Feb. 16.

Tracey Shipman noted that around 60 people signed by Sunday night.

“A customer came in to buy candles like she always does and she was furious to learn what was happening,” Shipman said. “She left, took a copy of the petition, and minutes later people were coming to sign.”

Shipman stated that more than 20 percent of the garden center’s annual sales come from the gift shop. Without the gift shop, she said, the garden center would most likely have to close. “Being in Connecticut, there is a short growing season,” she said.

On Tuesday, Jan. 19, at the Town Council meeting, Kensington Garden Center owner Margaret Ellison spoke on behalf of her co-owners and employees.

“I just wanted to make note that it’s really hard in the state of Connecticut, either as a business large or small, to do business in this state,” she said. “And receiving kind of arbitrary complaints over time is just very difficult.”

Opinion Wages of success While it is indeed good news that this state is gradually emerging from the Great Recession, there is also bad news for some residents.

Around 3,600 people who receive food stamps in Connecticut — single adults with no children and no job who live in 87 towns, including Berlin, Cheshire, Durham, Middlefield, North Branford and North Haven (see full list of towns below) — will lose their benefits on April 1 unless they secure jobs, education or training for at least 20 hours a week.

People in 82 other towns, including Hamden, Meriden, Plainville, Southington and Wallingford, will not be affected at this time.

Because the economy has improved and the unemployment rate has gone down in the affected towns, benefits under the Supplemental Nutrition Assistance Program (SNAP) will end on that date for people defined by the federal government as “Able-Bodied Adults Without Dependents” (ABAWD).

In 2009, during the recession, the state obtained a waiver from the U.S. Department of Agriculture, extending the SNAP benefits to those people.

That waiver will soon expire for as many as half a million food stamp recipients nationwide.

The Connecticut Department of Social Services has advised those people affected to “call or go to your local American Job Center or your local community action agency” for help, according to The Connecticut Mirror. “Regardless of town of residence, beneficiaries meeting the ABAWD criteria … can participate in the work requirements and keep benefits,” said David Dearborn, spokesman for the state Department of Social Services.

For example, recipients in the affected towns could qualify to retain their food stamps

by studying for a GED, computer lessons or training to be a long-distance truck driver.

The federal government will split the cost of this training 50-50 with states that provide such training.

USDA Undersecretary Kevin Concannon says that Connecticut does a better job of taking advantage of this program than any other New England state, which is also good news, but that will be cold comfort for anyone about to lose his or her benefits.

We urge the state, despite the mess that its finances are in right now, to find a way to fund its half of the cost of such training.

To the editor: Daily, I drive on Farmington Avenue in the area where Kensington Appliance stood for many years.

After some debate and haggling with the property owners, the town purchased the property. The town then immediately knocked the former furniture store down only to have an empty, non-tax-producing piece of property.

The then-Democratic Town Council decided that was where a new police headquarters building should be built. They came up with an estimated cost of $21 million. A petition was filed to hold a referendum regarding the cost. It was voted down in good fashion. Since then, I can only assume that the Police Commission, the Town Council and many other departments and agencies, along with the state, have looked at this situation.

The state is involved because of its plans for the railroad area changes. Now, with a new administration in office and new blood on the Town Council, I wonder where we stand as far as the former furniture store property and a police building.

As a former police officer and a former member of the Police Commission, I know how badly a new or refurbished police building is needed, but at what cost? It seems that no matter what we vote on – such as the high school – there are extra costs.

Author to discuss ‘a happy memory of a rotten war’

Harold LeRoy Osborne KENSINGTON — Harold LeRoy Osborne, 91, of Kensington, loving husband of Agnes (Leavy) Osborne, died Tuesday, Jan. 19, 2016, at home with his family at his side.

Born in Pittsfield, Mass., son of the late William and the late Orpha (Kelder) Osborne, he served in the U.S. Navy in the Pacific in World War II, and was employed at the University of Hartford until his retirement. He was a member of St. Joseph Church in Meriden, and the

Nonprofit seeks volunteer drivers out-of-town medical appointments. Last year the volunteer drivers provided more than 1,500 rides to seniors. The program is open to all community residents, 55 years and older, that are fully ambulatory, regardless of financial status.

With her knowledge of horses, Barrett felt like she knew Reckless. However, understanding war was a whole other obstacle. “I dug for information everywhere and I read up on Marines,” she said.

Interviewing the men who were there was also essential. Barrett ended up talking to more than 50 veterans who knew Reckless at some point during and after the war. She wanted to make everything as accurate as possible.

“I tried to make the reader understand where they were at all times throughout the book,” she said. “I painted mental pictures for them of what it was like.”

Writing about the brutality and ugliness of war was not easy. Barrett made sure she was not too descriptive when it came to the blood and gore.

She balanced it all with funny and emotional anecdotes of Reckless. “She was a happy memory of a rotten war,” Barrett explained.

That’s how veterans still remember Reckless, and they don’t hesitate to share their own memories during Barrett’s frequent talks. “I love the way the community has taken hold of her,” she said.

Barrett recalled her presentation last summer when a son of one of the Marine’s mentioned in her book was in the audience. The man told her that his father told him stories of Reckless having breakfast with the men and being part of the regiment.

Besides veterans, horse-lovers also tend to make up a section of Barrett’s audience. She explained how many of them want to know more about Reckless and how she survived in a war-torn environment.

As for aspiring writers, Barrett had a few words of advice. “Whatever you’re going to write, find something that intrigues you,” she said.

For Barrett, Reckless was all she thought about until she finally got to typing the biography, which was published in 2013.

The roof at Hubbard Elementary School will be the last of the five public schools in town to be replaced.

At its Jan. 19 meeting, the Town Council approved the adoption of an ordinance appropriating $1.3 million for the cost of the replacement. A little more than $500,000 of that will be paid through state grants.

Councilor Rachel Rochette commented that this would complete the roof replacements for all

the schools.

Councilor David Evans noted that it was a great project to go forward with.

At its previous meeting, the Town Council tabled action on the decision. Evans wanted the public to voice its opinion on the matter and he reported back Jan. 19 that there were no evident concerns.

The total cost of the Hubbard school project will cover the planning, acquisition and construction of the roof replacement, as well as the architecture, engineering, and building components needed to complete the job.

“We definitely hit some big threes tonight, some timely threes,” Berlin coach Mike Veneziano said following the victory. “Plainville played extremely tough, as they have all year. notched his 100th career 3-pointer, drained four of Berlin’s six 3-pointers on the night.

“He’s just a really consistent 3-point shooter. He’s not a guy who’s going to hit six in a row, but if he gets six open shots, he’s going to hit four; if he gets five, he’s going to hit three of four,” Veneziano said. “But he’s just been consistent over his three years.

He’s the best 3-point shooter I’ve had since I’ve been here as an assistant or head coach, for nine years now. I’ve had a lot of good shooters, but he’s at the top of the list.”

Meanwhile, McCarthy (10 points) was effective from the floor and the foul line when Plainville attempted to ice the big man late in the game.

The Blue Devils quickly had to abort the method after McCarthy swished both of his attempts from the charity stripe.

Yet while the impact the seniors had in the boxscore was noticeable, the added effect of McCarthy’s interior defense was felt in the gym throughout the game as he and his teammates were able to hold the Blue Devils to just 16-for48 shooting throughout the night.

DiNello lamented. “We got great shots. But the bottom line is that when Berlin’s guys get shots, and they’re supposed to make shots, they make shots. When our guys – at least now, during this stretch – when our guys who are supposed to make shots get shots, they’re not making shots. And that’s the way it goes.”

Early on it was Plainville making the shots, as the Blue Devils took a 12-11 lead after the first quarter of play. Yet their offense fell flat in the second quarter while Berlin’s thrived, and a 15-7 quarter gave the Redcoats a 26-19 halftime lead.

After Plainville chipped Berlin’s lead to four points halfway through the third quarter, the home team ended the quarter on a 7-0 run to take an insurmountable 10-point lead. Both squads scored 12 points in the final frame.

Aside from McKinnon and McCarthy, Berlin got strong contributions from Kyle Mahoney (7 points) and Spencer Duke (6 points) and received plenty of help on the boards from Ryan Cop, who pulled down eight rebounds.

Plainville was led by KeAndre Blue’s 11 points while Matt Festa added seven and Mikal Salmon scored six.

Before the two squads meet to close out the regular season on Monday, Feb. 22 in Plainville, Berlin will look to improve its standing in Class L in the coming weeks in time
