Social media becomes important tool for area police By Lauren Sellew Record-Journal staff

Earlier this summer, a bicycle was reported stolen from the train station in Berlin. The Police Department posted security images on its Facebook page and within an hour received a call, interviewed the suspect and recovered the bike.

“It’s been a great tool for us,” said Berlin Deputy Police Chief Christopher Ciuci. “And not just for criminal matters.” Cops are using social media, mainly Facebook and Twitter, to help solve crimes, inform the public about upcoming events and recognize officers.

According to a 2016 survey by the Urban Institute, the increase in police departments signing up for social media accounts began in 2010 and peaked in 2012. The institute conducts research on social and economic policy. See Police, A12

William Krame, principal for Rio Vista Associates LLC, said he’s committed to the concept plan shown at past hearings, in which 11 multistory buildings would be built, with housing for an estimated 487 people. Objections to this plan at the public hearing included concerns about additional vehicle traffic on a See Complex, A9

While about 10 communities in the state have local plastic-bag fees or bans already in place, many consumers are probably unfamiliar with the concept. And, in the short term, stores may find it difficult to keep up with the expected increased demand for reusable bags once the tax comes in, but they will be allowed to charge for singleuse paper bags. Many people are already keeping reusable bags in the trunk of the family car, ready for use when they go to the supermarket. It shouldn’t be too difficult, or too painful, for the rest of us to train ourselves to do likewise. After all, years ago we learned to separate our recyclables from our trash, and that became the new normal. We expect that giving up singleuse poly bags will soon become customary. And we believe it’s worth the effort.

rural road residents already consider to be unsafe, and the ability of local schools to absorb a jump in enrollment. Also, some residents feel that an apartment complex simply would not fit in with its surroundings.

Residents and members of the Planning and Commission referenced a 2008 settlement agreement which included a deed restriction on the land. This prohibited any use outside what the current low-density zoning allows for.

"If this is approved and that goes in, it is only a matter of time before there will be a very, very serious accident there," said Stacia Grosso, a Middletown resident who lives at the base of a hill on Atkins Street.

Robert Berchem, an attorney with Berchem and Moses, which is representing the LLC, said the agreement is a legal issue outside the purview of the commission, whose authority is limited to zoning issues.

Former Mayor Arthur Powers also spoke at the public hearing. He said the East Berlin Volunteer Fire Department and Hubbard Elementary School weren’t built with a high-density population in mind.

Berchem submitted a legal memorandum arguing that the deed restriction no longer applies due to a 2011 law which set an expiration date for subdivisions. The memo states that since the deed restrictions are aimed at the subdivision created in 2008 – which would have expired in July 2017 – that they no longer apply to the property. At an earlier hearing, on June 6, Berchem told the Planning and Commission that because the town is below the state’s goal of having 10 percent of its housing stock considered affordable, See Complex, A13

sary funds without hindering the ability to meet the basic costs of day-today living. Planning for extensive travel in retirement Traveling the country or world is a dream for many. While you are working, it can be difficult to accomplish because of time constraints. Retirement changes all that. Depending on the extent of your plans, the price tag can be considerable, including the cost of flights, accommodations, eating out and other expenses.

A retirement “getaway” for some may be to own or rent a second home in another area of the country or in a different setting from their primary home. This could double your housing expense, so you need to be sure you have enough cash flow to cover those costs. One option you may consider is a timeshare unit that allows you to “own” a share of a vacation property that can be used once or sev-

along with road closings and awards and commendations for officers and citizens. The department has a handful of officers who are authorized to post on the page, Lt. Stephen Elliott said. “It’s definitely becoming more prevalent despite dinosaurs like me,” said Elliott, who doesn’t have a personal Facebook page. “It’s the thing right now, and its going to be a growing wave in the future.” Wallingford police Lt. Cheryl Bradley said her department doesn’t use social media for police business.

Meriden Sgt. Christopher Fry handles the department’s Facebook page as part of his public information officer position. He uses both Facebook and Twitter. He recounted one incident where two officers filmed a video for a friend in response to the “Momo internet hoax” that was scaring some children. The officers in the video told children they “captured” the fictitious Momo character to make children feel safe. The video was posted on social media. “The Facebook portal is reserved for interaction with the community,” Fry said.

“We want to be able to give you updates in a timely fashion and we want to be able to constantly research ways in how to be able to do that.” In another incident, Meriden police shared a security video showing an armed robbery on West Main Street to help catch the suspect. When an 11-year-old girl was recognized for her actions during the robbery, police also shared that information through social media. Ciuci said the Berlin department also uses social media to increase transparency. If residents post complaints or questions about how a particular incident was handled, police try to learn from the feedback and respond. Plainville police Lt. Nicholas Mullins said police dispatch supervisor Al Urso handles the posts on the department’s Facebook page. Mullins said it has become an excellent tool to spread information and to connect with the people they are serving.

“I think you have to nowadays,” Ciuci said about using social media. “If you don’t, you’re not communicating as effectively as you could be.” lsellew@record-journal.com 203-317-2225 Twitter: @LaurenSellewRJ
