Marine transportation of crude, currently the primary mode of oil transport to the refinery, produces more air pollutants than delivery by rail.

Increases refinery flexibility. By adding three short rail tracks and an off-loading rack, this project will help to keep Valero competitive with nearby facilities by providing an alternate means of delivery for North American crude oil.

Meets all requirements of California's Environmental Quality Act (CEQA). A Draft Environmental Impact Report (DEIR) is being prepared by the City of Benicia to describe the project and examine potential environmental impacts.

This project makes no changes to the amount of oil the refinery processes or the way it will be refined.

Does not affect refinery safety or reliability. Valero has been recognized by the state and the industry for its safety programs and performance. This project will not change the refinery’s emphasis on safety. The refinery will remain a leader in safety and reliability.

Does not affect air quality in the region.

Valero remains committed to meet or exceed the existing air quality standards set by the Bay Area Air Quality Management District.

•

Does not change the refinery’s feedstock profile. This project will not change the crude oil feedstock profile currently processed at the refinery, ensuring that operations remain consistent with ALL existing environmental and air quality requirements.

• Does not affect compliance with AB 32.

The refinery’s obligations under California's Greenhouse Gas Emissions law (AB 32) will not change as a result of this infrastructure project.

Valero’s Benicia Refinery is the only Northern California refinery to earn the Cal/OSHA Voluntary Protection Program STAR Site designation for it safety practices and procedures.

WATER: Abundant no more?

After hopscotching across the US, Redding, California, was my final childhood destination, back in the early 1970’s, and by the time I scuttled off to college it was the longest place I had ever lived. Despite a couple of lost and lonely teenage years, Redding was magical for me. All that water!

Being an unreserved tomboy, I enjoyed its breathtaking beauty. I camped along lakes, rivers and streams, went house boating on Lake Shasta with friends, basked in the sunshine on a raft at Whiskeytown Lake and fished in the Sacramento River. We floated down the Sacramento River in inner tubes, and laughed like crazy after being turned upside down in the white-water areas. I’d walk out the front door and cover 10 miles across fields, following robust creeks and ravines in the cool shade of woody banks and return home, exhausted from a day’s exploring. Water was certainly an abundant, unspoiled and seemingly unending resource.

Lake Shasta is, as the marker on Shasta Dam proudly announces, “The Cornerstone of the CVP" (Central Valley Project), which feeds the aqueduct system that carries water to the San Joaquin Valley.

It was such a thrill when the lake was at capacity, to watch the dam’s gigantic spillways open to release 267,800 cubic sq. feet of water per second. Lake Shasta is California’s largest reservoir, with Lake Oroville coming in second. Both are suffering, and without a healthy snowmelt, their water levels will continue to drop.

Since my teen years in Redding, California’s population has almost doubled to close to 40 million people, magnifying our growing water management challenges. In January, California, Colorado, New Mexico, Nevada, Kansas, Texas, Utah, Arkansas, Hawaii, Idaho and Oklahoma all declared drought emergencies. There are many things we can all do to save water, knowing that our future will include less of it. As the L.A. Times article succinctly states in “Hard Truths About California's Water Future,” by The Times editorial board, December 15, 2013, “First, the state must act to stave off disaster. Second, no one will get all the water they want.”

In this issue we talk to Sue Alfeld, Benicia’s Water Resource Education Specialist, and take a look, in our water conservation feature, at what each one of us can do to conserve, not just until the next rain falls, but as permanent adjustments we all need to make. I’ll be foregoing the relaxing tub soaks in favor of short showers and other measures that take dedication, but are really not that painful. And if you are guilty of still brushing your teeth with the water running (Really? Are there people out there who still do that?) I will echo the Governor’s reminder—for goodness sake, turn it off.

With the perspective of having lived in and visited many places, California cannot be beat. I love being a native and I love our state, which makes, at the very least, stopping the water waste at home and at work an easy sacrifice. Please join me!

Benicia’s State Parks Benefit with Governor’s Proposed Budget In 2012, the Benicia State Parks Association's arduous negotiations with the State avoided closure of the Benicia Capitol State Historic Park. The situation was dire—the Capitol is Benicia’s branding, the cornerstone of our identity and the shining centerpiece of our tourism program, as well as a living historic classroom for our students. Although there’s good news regarding state park funding in Governor Brown’s draft proposed budget for 2014/2015, imagine, just for a moment, that current operating agreements were not renewed and our treasured icons at the Benicia Capitol State Historic Park (BCSHP) were closed for business and the Capitol windows were fitted for plywood and mothballed, to languish as a blight on our lovely downtown. It could well be our fate unless long-term funding is identified and secured.

In his message January 9, the Governor proposed that state park funding be maintained at the current level through June 30, 2015.

There’s even a modest increase of $14 million in added one-time operational funding for state parks. The Benicia Capitol State Historic Park would remain open at current hours, and the City would continue to maintain the bathrooms and the grounds.

Two capitol improvement projects are also underway at the BCSHP: updating the irrigation systems in the park’s gardens, and discussions

are in the beginning stages to replace the Fischer-Hanlon house windows. Deferred maintenance at California’s state parks is pegged at $1.3 billion. In the Governor’s proposal, $40 million would be earmarked for park maintenance projects across the state.

There’s good news, too, for the Benicia State Recreation Area— additional access as well as improvements. Benicia, Vallejo and Solano County signed an agreement with the state, whereby the three local agencies would provide $24,000 in funding for BSRA, which the state will match in-kind. The City of Benicia and Solano County each committed $10,000, and the City of Vallejo, $4,000. The money will be used to keep the entrance gate open midweek, allowing seven day a week access instead of four, and improvements would be made to benches, signs and other items. Councilwoman Christina Strawbridge, who is on the committee, says, “The cooperation with the County and Vallejo is great—the BSRA is much more than a Benicia asset, it benefits all parties.” Even if the Governor’s budget is passed, additional funding sources will likely be needed in the future to keep our state parks open long-term.

Arts Benicia’s Next Generation Showcases Children’s Creativity

One of Benicia’s most popular annual art exhibits and celebrations, Arts Benicia’s Next Generation, is back through the month of March.

This exhibit proudly highlights creative works by Benicia kids from kindergarten through high school. Students from all of Benicia’s schools, after school and private art education programs submitted art for the show. Pieces from every school have been chosen for display at the Arts Benicia Gallery.

Next Generation first started in 1996, and was revived four years ago by Executive Director, Larnie Fox, who strongly believes in the importance of kids’ art and its incorporation into the art world. The whole community benefits from kids’ exposure to and participation in the arts. In an educational system that is perhaps more and more geared towards standardized testing and academics, the incorporation of creative expression can hardly be underestimated. “Seeing his or her work in a ‘real gallery’ can be a life changing experience for a child,” says Fox. “For a young artist, it can be a first step in lifelong passion for the arts. It’s also a powerful self-esteem builder for all children.”

The art displayed will range from work by young and raw beginners to near-professional teenage artists. Kids and their families enjoy a sense of pride through participation in this grand community effort, which also involves educational leaders and Arts Benicia staff and volunteers.

Funding for the exhibit is supported by the Wilson Family Foundation and other generous donors.

Join the community for the opening reception Sunday, March 9, and also for Family Art Day on Sunday, March 16. Family Art Day takes place one Sunday per exhibit, during most exhibits, and is free and open to the public. It’s inspired by the current exhibit, and is an excellent way to get creative juices flowing for the whole family.

Same Time Next Year for the Benicia Old Time Theatre Group As the Benicia Old Time Theatre Group finalizes actor selection for their spring performance, they can look back at a proud history of 50 years delighting audiences with live theater. Recovering from a rocky 2013 due to financial difficulties arising from an alleged embezzlement of its operational funds, the group is still going strong. If anything, board members have expressed an even greater commitment to excellence in community theater.

Happily, for those of us who appreciate having live theater in a town our size, BOTTG opens their spring play, Same Time Next Year, by Bernard Slade, without missing a beat at the Historic B.D.E.S. Hall in April. After emerging from last year’s budget challenges, it seems an apropos choice. The Tony award winning play opened on Broadway in 1975—despite both being married with children, the main characters have an affair, and in today’s lingo, “hook up” once a year for the next 24 years. The relationship gains an intimacy that goes well beyond expected given the infrequency of their encounters. The play is directed by Hester Schell, with Alan Coyne playing George and Rebecca Grayce playing Doris. “What a fantastic play, in a fantastic community,” says Schell. “I am so impressed not only with the professionalism of everyone involved, but the enthusiasm with which everyone participates. Community theatre thrives in Benicia. Same Time Next Year is a ‘chestnut' of American Theater and I am thrilled they chose me to direct in their 50th anniversary season.”

We have primarily two sources of water. The North Bay Aqueduct delivers Sacramento River water, and that makes up about 60 percent of our water supply. Lake Berryessa supplies 40 percent.

Our backup supply is Lake Herman.

Might our water allotments be reduced this year due to the drought?

The state declared an official drought in January, and any amount of rainfall is greeted with joy tempered by the realization that no single storm will make up for three dry years.

So Benicia’s water resource education specialist, Sue Frost Alfeld, is reminding people to use water wisely and offering suggestions on how to do so. She also hopes residents will take steps to reduce introducing chemicals, plastics and other items into the waterways.

When she sat down with Benicia Magazine in late January, water conservation was voluntary.

“We don’t have mandatory rationing now, but we might have mandatory rationing down the road,” she said.

each fall and leads students on field trips to the marshes at Benicia State Park, the city’s water treatment and wastewater plants.

Her devotion to teaching young people is evident by the items in her garage.

Included with the usual items is a large bag of albatross pellets and a framed display of items found in those pellets.

“I’ve used my dehydrator to dry them out and it smells. My kids don’t like it,” she says, laughing. She opens a small plastic bag to smell the dried matter.

“They kind of smell like tea now.” The display shows squid beaks, bits of plastic and Styrofoam. “There are squid beaks, because that’s their most common food.

But look at all these plastics and the Styrofoam,” she says, pointing to the bits and pieces of plastic that the large birds have eaten.

Sue, 52, became Benicia’s water educator nine years ago. She is also the water conservation educator for Vallejo, a post she took seven years ago. She has been a master gardener for 17 years as well. She moved to Benicia 20 years ago and has two children at Benicia High School.

Right now, I haven’t heard of any cuts in allocations. I have heard that the State Water Project is considering making reductions, and that could affect what we get from the North Bay Aqueduct.

What is the technical definition of a drought?

A drought is three years of below-average precipitation, and that’s what we have now.

Look at the reservoir levels. They are at historic lows. Folsom Lake is 17 percent of capacity. I was just up there, and it looks like the moon. I have these pictures of lifeguard stands with no water in sight. It must be a half-mile to the water.

How is the drought affecting water quality?

Ironically, with the North Bay Aqueduct, rain affects the quality of water because of the runoff.

The runoff adds organic matter to the water and increases turbidity. In the winter, we get more Lake Berryessa water to blend with aqueduct water for that reason.

What do Benicians need to know about the current water situation?

Don’t waste what we have. Any extra water we get is put into Lake Herman. We use it about once a year. Valero will use it if they need to. Valero uses about half of the city’s water, but they get untreated water and treat it themselves.

How can people save water?

Use low-flow showerheads and low-flow toilets and have drought-tolerant plants in the yard. Always run full loads in the dishwasher and washing machine. If you must run a less-than-full load in the washing machine, adjust the water setting.

There are also rebates for low-flow sprinklers and toilets, and some washing machines. They’ll give you a low-flow showerhead.

What plants should people avoid if they want to save water in their yard?

The community is invited to participate in the development of the Benicia Unified School District Local Control Accountability Plan

You want to look for plants with silver or gray foliage, smaller leaves, and waxy or thick leaves. Avoid plants with large, delicate leaves. Look for plants from the Mediterranean, Chile, South Africa.

My favorite thing to landscape with is herbs. They are generally drought tolerant, you can cook with them, and they smell good. You want hardy shrubs, woody shrubs like sage.

The biggest problem with the oceans is storm runoff. The first storm of the year brings what’s called the first flush—the water flushes everything out of the storm drain onto the beaches.

In Southern California, they often have to close the beaches after the first rain because of all the bacterial material that gets flushed down.

You’ve heard of Eastern Garbage Patch in Pacific Ocean. Every ocean has a garbage patch. It’s an area where debris gets pushed by wind and currents. It has toothbrushes and lighters. Bottle caps are a big one, and you see lots of Styrofoam. And it’s international.

There are lighters from Asia, Styrofoam from Japan.

Don’t put chemicals or grease or pharmaceuticals down your toilets or sink. They make water treatment much more difficult.

Make sure you don’t put soap or plastics or other trash into the storm drains. Ideally, go to a car wash or use biodegradable soap to wash your car. Car washes recycle their water.

Don’t litter, especially small pieces of plastic and bottle caps.

Recycle and reuse.

Take your own bags; don’t get plastic bags when you shop. I embarrass my kids. I use bread wrappers for doggy bags. I use plastic bags until they can’t be used any more. I wash them and use them again. If it gets too disgusting, I use it for pet litter.

Also, bring your own reusable water bottles. We shouldn’t be using all that plastic one time for a little bit of water.

Fashionable workouts

By Christina Strawbridge I am not athletic. As a teenager, I struggled in gym class to do just one sit up. The mandatory white gym suit that snapped up the front was, in my opinion, a fashion abomination. My athleticism revolved around attending my brother's baseball games and cheering for my future husband who played grade school, high school and college football. Later on, I spent weekends in gymnasiums watching our two sons play basketball, and now sit on bleachers at Novato High School rooting for the boys varsity basketball team where my son Andrew is the coach. What I wore to the games changed with the school colors and whether it was an indoor or outdoor sport.

Currently the Novato Hornets wear black with yellow accents, which gives me plenty of choices in my basic black closet.

A few months ago, I engaged a personal trainer to help me get stronger and physically fit. I was also hoping to shed a few pounds in this new endeavor.

Going to the gym three times a week, with weight and cardio training for an hour, has made me feel almost like a jock. Lori Bishop, who owns Benicia Fitness, has guided me through exercises using bands, balls, barbells, dumbbells and other gym equipment for the past two months with noticeable results.

What does a fashionista wear to the gym at 7:30AM? At that hour of the morning I literally crawl out of bed, brush my teeth and wash my face and grope for something suitable to wear. Since my workout wear is limited and quite frankly athletic wear just doesn't do It for me, I go for comfort in black yoga pants and long-sleeved black or grey tops. In the beginning I preferred

keeping color to the pros as I huffed and puffed through the stretching and lifting in front of the mirrored walls. As my confidence and quads have become stronger, I have started wearing colors like neon green and bright Cal Trans orange tops over leggings, which has given me an energized boost. Active wear has come a long way since the white snap gym suit, with game changing designs that make you want to run a marathon or at least around the block. This season, runway fashion is paying homage to the sports world with haute gym bags at Lanvin, and Dior's futuristic sandals with thick shoelaces that are similar to the ones in my athletic shoes.

Benicia has much to offer the experienced athlete as well as the exercisechallenged with multiple gyms, yoga and Pilates studios, an active bike club and businesses that are geared for gear. This past year, Benicia Run House opened on First Street, specializing in running and athletic footwear for men, women and children, offering expertise in getting the proper fit. The Benicia Business Park is home to several athletic companies including Star Sports, producing sporting and team apparel and equipment, Mouthman, known for colorful, graphic sports apparel and CytoSport®, one of the largest sports nutrition companies in the US, with protein products such as Muscle Milk and Evolve for women.

Yesterday I was able to press 168 pounds with my legs, and successfully dismount the equipment without falling on my face. I never will be an Olympic star but I have a new appreciation for the athletes. My goal is to become a fit fan. Bring on the games!
