LA County
The Los Angeles County rental market is chronically undersupplied, according to the report. Years of sluggish construction has stagnated vacancy near 5% despite a recent, temporary surge. Despite having one of the slowest rent growth rates in Southern California, LA County rents increased only 0.5% this year to $2,336 not because of improving affordability, but because high luxurysegment vacancy offsets the average while tight conditions persist in lower-cost units.
The LA rental inventory grew only 1% in 2024, and units under construction have dropped sharply, pointing to even slower future development, researchers noted. Rent growth is expected to remain nearly flat at 0.6% over the next two years, well below gains in every other Southern California housing market.
“Without sustained development of both marketrate and affordable housing, Los Angeles will continue to lag the region in renter relief and investor confidence,” according to the report.
Orange County Southern California’s tightest and most expensive rental market is in Orange County, defined by chronic undersupply and vacancy that rarely moves higher than 4%. Last year, the county added fewer than 0.5% of its rental stock, about 1,500 units, pushing average rents to $2,776. That’s 19% higher than Los Angeles County and nearly 10% above San Diego County.

ity eroded further as rent growth slowed to 1.5% while vacancy held near 4%. Forecasted rents will rise about 2.5% annually over the next two years.
The report noted that although new construction is expected to increase to about 2,500 units each year, the county’s housing supply continues to fall far short of demand, particularly in coastal and North County areas. Despite an incoming spike in new housing starts, the county will continue to be “fundamentally constrained and unaffordable” without big, sustained development.
Inland Empire
TheInlandEmpire remainsmostaffordable rental market in the region, bolstered by Riverside and San Bernardino counties’ logistics-driven economy and a steady influx of new residents from coastal areas. Average rents reached $2,112 this year, about 10% under LA County and 25% below OC
The report found that a responsive construction cycle kept conditions competitive to attain 6.4% vacancy. As new construction slows and vacancies fill, rents are projected to rise 4.6% over the next two years to about $2,210. While IE affordability is gradually narrowing, the area stands out as one of the Southern California’s “few markets where added supply has meaningfully restrained rent growth, underscoring the value of sustained development as demand continues to climb,” according to researchers.
San Diego County
The report found that San Diego County stands out as the region’s most responsive major rental market, “where pro-housing policies and steady development have kept rents
meaningfully competitive.”
Over the last five years, San Diego added nearly double the amount of rental units as Orange County — about 23,000 versus 12,000 — a pace that helped hold vacancy near 5% and kept rent growth to just 0.26% in 2025.
As a result, average rents now are about 9% under Orange County’s rate. Five years ago the two markets were nearly identical.
Over the next two years, rent growth is expected to pick up to around 1.9% as vacancy tightens and new construction slows.
“San Diego’s commitment to denser, transit-orienteddevelopment helped stabilize rents and offers a replicable model for other Southern California counties,” according to researchers.
Ventura County
Firmly established as a high-cost, low-delivery rental market, Ventura County remains among the most expensive areas in the region, according to the report. Average rents hit $2,628 this year, 13% above average rents in LA County, after posting the region’s third-fastest five-year rent growth at 3.8%.
Vacancy temporarily increased to 4.8% after a rare wave of new construction projects, but has historically sat below 5% for years because of a limited number of building projects.
Rent growth is expected to moderate to about 1.2% over the next two years as vacancy tightens back toward 4%, according to the forecast. While recent development tilted toward the middle tier of the market, overall housing volume remains too low to meaningfully affect affordability.

Guillermo del Toro’s ‘Frankenstein’ to receive Visionary Award next month

Director Guillermo del Toro and cast members will be in attendance to receive the Visionary Award for the film “Frankenstein” during next month’s Palm Springs International Film Awards, it was announced Thursday.
“Guillermo del Toro delivers a bold re-imagining of a timeless classic, infusing the story with a profound emotional resonance that urges us to consider what it truly means to be human,” Festival Chairman Nachhattar Singh Chandi said in a statement. “We are proud to present the Visionary Award to ‘Frankenstein’ in recognition of both the director and his remarkable cast resulting in one of the year’s most daring and unforgettable achievements.”
Del Toro and actors Oscar Isaac, Jacob Elordi and Mia Goth will be in attendance to receive the award.
The film, based on Mary Shelley’s novel of the same name, tells the story of Victor Frankenstein (Isaac) embarking on a journey to bring new life into the world, resulting in the creation of the Creature (Elordi) and questioning what it means to be human.

Resident burned in house fire on east end of Moreno Valley

Awoman suffered lifethreateningburns Wednesday in a blaze thatcausedsignificant damage to a residence on the east end of Moreno Valley.
The blaze was reported at 11:20 a.m. at 29305 Highland Blvd., near Juniper Avenue, in a lightly populated location fronting the Badlands north of the Moreno Valley (60) Freeway, according to the Riverside County Fire Department.

The occupant, identified only as a female adult, was able to get out of the house, reportedly with assistance from sheriff’s deputies, who reached the location prior to firefighters.

ported to the Arrowhead Regional Burn Center for treatment of burns to 50% of her body, according to officials.
No one else was injured in the fire.

Press group sues county, alleging defective handling of public records

group is suing Riverside County for alleged violations of a state law intended to ensure timely access to documents tied to in-custody deaths, based on significant delays in responding to media requests and other deficiencies, it was announced Friday.
“Transparency in government is always essential to the functioning of a democracy,” First Amendment Coalition attorney Aaron Field said. “But it is particularly important when it comes to deaths that occur while in the custody of law enforcement. Disclosing records about these deaths empowers the public to hold law enforcement accountable.”
FAC filed its Public Records Act civil action in response to the experiences of New York Times and Desert Sun journalist Christopher Damien, who has focused on procuring autopsy reports, jail management records, jailhouse security surveillance videos and other materials since last year.
The suit is predicated on Senate Bill 519, which the state Legislature approved and the governor signed into
sentence-enhancing allegation of perpetrating a felony while on bail.
He’s being held without bail at the Smith Correctional Facility.
“The question is not whether he’s the Cop of the Year,” defense attorney Quinton Swanson told jurors. “The question is whether he’s done the crimes.”
Swanson argued most of what his client was charged with stemmed from domestic squabbling and “stupid” decisions on the part of the ex-patrolman.
At the outset of the trial, Deputy District Attorney Jess Walsh recounted the alleged offenses involving the two principal victims, a former sheriff’s Explorer scout identified only as “Leslie,” and the defendant’s one- time live-in girlfriend, a mother of two identified as “Madeline.”
In the latter case, Vanny became obsessive, the prosecutor alleged, unable to cope with their split in the summer of 2024.

Lawmakers mandated via SB 519 that authorities fulfill California Public Records Act requests related to in-custody fatalities in 45 days.
“The county slow-walked the production process; withheld, redacted and delayed the disclosure of records related to several deaths ... and omitted responsive records from its production,” according to the plaintiffs’ suit.
“In defiance of SB 519, the county is continuing to withhold records related to 13 (custody) deaths and is standing by numerous improper redactions.”
FAC’s attorneys also
noted the “county spent months seeking to charge petitioners processing fees that the Public Records Act does not allow.”
Neither the county Executive Office or sheriff’s officials immediately responded to requests for comment Friday.
Damien’s feature story on the jail system earlier this year uncovered instances where “detainees were assigned to cells that put them at greater risk, contrary to standard practices of separating detainees by race, sexual orientation and other factors ... that could stoke conflict.” The Times’ investigation further established that the sheriff’s department allegedly provided paperwork with “inaccurate timelines” and docs which “omitted relevant facts and
sometimes added false information, including a security check that never happened.”
More than a dozen families have filed wrongful death and civil rights lawsuits against the county, and more particularly the sheriff’s department, stemming from the in-custody deaths. As of last April, just over $13 million had been paid out by the county’s liability fund following multiple case settlements, according to the plaintiffs.
“When people die in the government’s custody, their relatives and the public have the right to review the government’s investigation of that death,” Damien said. “The Riverside County Sheriff’s Department has withheld details about these investigations for far too

disclosed, waiting until they were inside her Menifee residence, then allegedly setting up an audio device outside the bedroom window to record the sounds of her and the other man engaging in sex.
After waiting a few moments, Vanny allegedly forced his way into the apartment and challenged the man to a fight, according to the prosecution.
Court papers alleged when Madeline attempted to use her cellphone to call 911, the defendant physically took it and damaged it. However, Swanson told jurors in his closing argument that Vanny actually returned the phone and did not try to prevent the woman from making any calls.
Among the most serious allegations was Vanny’s following Madeline to Chappies bar in Hemet and demanding that she “leave and come home with him,” the prosecution said.
When the woman rejected him, Vanny “forcibly threw her into his truck,” according to court documents.
“The defendant then drove her, without her consent, to
his home ... some 17 miles and 30 minutes,” the prosecution stated.

rushing to “save” Madeline from drinking and driving after the two of them had a spat.

The sheriff’s correctional operations have come under scrutiny by the California Department of Justice and other entities.
The sheriff’s department regularly takes the lead among county agencies in answering lawsuits — and making seven-figure payouts of taxpayers’ money.
In July, Supervisor Jose Medina, the only Board of Supervisors’ member not to have received an endorsement from the sheriff’s union, sought to establish an ad-hoc oversight committee monitoring sheriff’s operations, as well as an inspector general’s office to conduct independent inquiries of residents’ complaints. The effort would have replicated policy
changes in Los Angeles, Orange, Sacramento, San Diego, San Francisco, Santa Clara and Sonoma counties.
The proposal, which Medina’s fellow board members declined to support, elicited sharp criticism from Sheriff Chad Bianco, who derided it as “a divisive solution to a non-existent problem.”
The Republican gubernatorial candidate blamed most of the difficulties in the county correctional system on drug smuggling, saying “we cannot be held responsible for inmates smuggling fentanyl into jails through their anal cavity or other orifices and then using the drugs later (with sometimes fatal consequences).”
He insisted the department, under his watch since 2019, is “the most transparent law enforcement agency in the country.”
The plaintiffs are seeking a release of all requested documents stemming from the Times’ investigation, findings that the county has violated the state Government and Penal codes by failing to respond to records requests and the recovery of all fees incurred by the plaintiffs in the civil action.
Walsh further alleged the deputy stuck “tracking devices” onto her car so he could monitor her travels at all times, but Swanson insisted that investigators “never found a tracker” on the woman’s vehicle.
The defendant became sexually involved with 18-year-old Leslie, who looked upon him as a mentor, regularly exchanging texts with him, according to the prosecution.
Vanny procured video images of two teenagers engaging in sexual activity during a visit to an Orange County theme park and kept the matter, which was part of an investigation, on his personal mobile phone, intending to show it to Leslie, Walsh alleged.
“What does she do when she’s angry? She drinks,” the attorney said. She filed a restraining order. In defiance of that order, Vanny continued to carry around his personal firearm, Walsh alleged.
Despite the separation, the attorney told the jury his client continued to pay some of his ex-fiancee’s expenses, including rent for her apartment.
Walsh said detectives documented the laundry list of alleged offenses perpetrated by the defendant, including threats against Madeline, whom he tried to intimidate by telling her, “If you call the police, you go to jail.”
Jurors are set to begin deliberations Thursday morning.
Vanny was first arrested on June 22, 2024, and booked into the Banning jail but posted a $1 million bond and was released. He was initially placed on paid administrative leave, but within a few months, he was fired from the department. While on bail, Vanny was separately charged in connection with a slate of new allegations.
Vanny had been a sworn peace officer since being hired by the sheriff’s department in 2016.
Swanson acknowledged his client “started a stupid relationship with the cadet, who was an adult,” while engaged to marry Madeline. The two were living together at the time, and the cheating led to their breakup.
