By Terry Miller A 5.1 earthquake centered in La Habra struck at approximately 9:09 PM last Friday catching Southern California residents largely by surprise. In Pasadena buildings rocked back and forth for a few seconds and ceiling lamps swayed for a good minute or so but serious

damage was reported in our immediate area. Since then, more than 100 aftershocks continued to rattle Southern California cities on Saturday . Among the strongest aftershocks, the U.S. Geological Survey reported a magnitude-3.4 struck at 9:02 a.m. PT Saturday, centered close to La Habra near Los Angeles,

Ancient Armenian Christian village of Kassab, whose residents fled as rebels seized control of their town March 23, was taken over and it is unclear how many casualties resulted. The main quake was preceded by two foreshocks registering at magnitudes 3.6 and 2.1, scientists said. USGS seismologist Lucy Jones at CalTech in Pasadena told the Los Angeles Times that the 5.1 quake has a 5% chance of being a foreshock of an even larger quake. Please see page 4

The problem with current law is that it sets the penalty based on how bad the victim’s injuries end up being, and there is no way to know that at the moment of impact. The Committee passed the legislation as public-safety organizations and hit-and-run victims like Damian Kevitt announced renewed efforts to call attention to Los Angeles’

hit-and-run epidemic. Kevitt survived a brutal hitand-run in Gatto’s district last year, which resulted in dozens of broken bones and the amputation of one of Kevitt’s legs. He recently announced that he would return to his bicycle on April 27, 2014 for a charity event called “Finish the Ride,” which he organized with the help of Gatto’s office, the Los Angeles County Bicycle Coalition, and the office of Los Angeles Councilman Tom LaBonge. “Victims deserve to know that cowards who drive recklessly, and pur-

give them the tools to notify authorities of potential abuse in a timely manner.” The California Child Abuse and Neglect Reporting Act requires certain professionals, known as mandated reporters, to report to law enforcement or protective services known or suspected instances of neglect, or physical, sexual, or emotional abuse. Despite these requirements, current law does not require school districts to train personnel on detecting and reporting child abuse. Gatto’s legislation would specifically address this problem by requiring school employees to com-

plete mandated-reporting training, either online or in-person, within the first six weeks of each year or the first six weeks after being hired. Gatto has been working closely with child advocates and the State Superintendent of Public Instruction Tom Torlakson, after recent reports showed that several cases of abuse were prolonged because many school personnel were unaware of their duty to report. In the Redwood City School District, five staff members knew, but failed to tell authorities, about a teacher’s abuse of two five-year-old special-needs

students. In the Brentwood Union School District, eleven employees did not alert authorities when a special-education teacher, who had already been convicted of child abuse, pulled an autistic student from his chair and kicked him. Eight additional students’ families have since come forward with similar claims against the same teacher. “Our current system fails if it prolongs a child's pain,” Gatto stated. “AB 1432 is a simple, straightforward means of making sure school personnel understand their responsibilities for protecting our children from predators.”

For the first time in the 80-year history of Santa Anita Park there will be no one from the Haines family working at the horse race track with the announcement that George Haines is leaving as President to head Southern California Off Track Wagering, Incorporated (SCOTWINC). Tom Ludt has been appointed Santa Anita Park President effective April 7, 2014. Ludt, who was hired a year ago as Senior Vice President, Racing & Gaming—Stronach Group, has a breadth of experience in the racing industry that includes a two-year term as Chairman of the Breeders’ Cup Board (2011-2013) and he served as President of Vinery Farms from 2004-2013.

Haines has spent his entire career at the track, following in the footsteps of his father who started working there in 1935, just a few months after it opened on Christmas Day of 1934. The Los Angeles Turf Club Inc., (LATC), doing business under the name of Santa Anita Park, selected Haines by a unanimous vote to head SCOTWINC, an organization that oversees all off-track wagering at brick and mortar simulcast locations in Southern California. Haines has served as President and General Manager of Santa Anita Park since May of 2010, and prior to that, he had served in several capacities, including LATC’s Vice President and General Manager from
