And 50 years later the music is still happening for Buttwinick. “I’ve been playing music ever since I was 5. I started on piano,” Buttwinick said. “My brother played a little piano, so I started on classical piano. Then I was interested in clarinet, so I picked up clarinet, but I still played

piano.” But at that time there was a revolution going on in music. And Buttwinick wanted to be at its forefront. “Then the 60s rolled along and I heard there was rock music and I got a guitar,” he said. “So I got in my first band.” That band, he said, was known as the “Knights of Sound.” But it wasn’t without its problems. “But we couldn’t find a bass player who was a musician,” said Buttwinick, who added he started that Please see page 7

Draft EIR for Scholl Canyon landfill expansion available in Glendale The City of Glendale (City), acting as the Lead Agency, has determined that an Environmental Impact Report (EIR) is required to address potential impacts from implementation of the Scholl Canyon Landfill Expansion (proposed project). The Sanitation Districts of Los Angeles County (Sanitation Districts), acting on behalf of the City, will serve as the primary project contact during the review of the Draft EIR pursuant to the California Environmental Quality Act (CEQA). The proposed project is located in Los Angeles County at 3001 Scholl Canyon Road, Glendale, California, 91206. Regional access to the landfill is from the Ventura Freeway (State Route 134) at the Figueroa Street exit. Public access is only from Scholl Canyon Road. The project site consists of a total of 535 acres, 440 acres of which are designated for landfill operations and 95 acres of which are designated for related operations. The 440-acre operation area includes 314 acres of active area and 126 acres of inactive area. The specific objectives of the proposed project are to: • Continue to provide a waste disposal option that has been proven to be environmentally sound and cost effective at the currently permitted rate of 3,400 tons per day. • Continue waste diversion programs that are critically important for landfill users to achieve state-mandated diversion requirements • Allow the City to maximize the use of a local

resource for waste disposal, thus minimizing hauling distances and related environmental impacts. • Allow for further development of disposal and diversion options, such as alternative technologies, for landfill users. Two variations have been identified for the proposed project, which include a vertical expansion only (Variation 1) and a vertical and horizontal expansion (Variation 2). Variation 1 will provide approximately 11.5 million cubic yards of additional capacity and will extend the life of the landfill by 13 years (assuming a continued baseline disposal rate of 1,400 tons per day). Variation 2 will provide approximately 16.5 million cubic yards of additional capacity and will extend the life of the landfill by 19 years. Neither variation would change current operations at the Scholl Canyon Landfill. The pro-

posed project will provide waste diversion programs and disposal capacity to help meet the solid waste management needs of the City and other landfill users. The proposed project would also include the continued recovery of materials such as green waste, asphalt, soil, tires, metals, and other economically recoverable commodities through ongoing landfill waste diversion programs, which help jurisdictions to comply with state-mandated diversion goals. In addition, the proposed project would extend the recovery and beneficial use of landfill gas and thereby help meet California’s renewable energy goals. This Draft EIR is being circulated for a 45-day review/comment period from April 1 to May 15, 2014. American Brain Tumor Association Los Angeles breakthrough for brain tumors 5K run & walk The American Brain Tumor Association (ABTA) will host its annual Los Angeles Breakthrough for Brain Tumors 5K Run & Walk on Saturday, April 12, 2014 at the Los Angeles County Arboretum and Botanic Gardens in Arcadia, CA. The event was started in 2011 by Los Angeles resident Mark Perry, after he lost his father, Eric, to a brain tumor. “The Los Angeles County Arboretum and Botanic Gardens was one of Eric’s favorite places, so it seemed a most appropriate spot to hold an event in his honor,” said Perry. “We are so proud that in just four short years, the event has grown from a small group of family and friends with a goal of raising $4,000 to a major event for the American Brain Tumor Association.” This year, the event

has already raised more than $60,000 and will draw hundreds of participants who have been impacted by a brain tumor diagnosis, like the Perry family. “Mark has been an incredible partner and advocate, and has worked tirelessly to help the ABTA put together this event to honor his father, and all those facing a brain tumor diagnosis,” says Katie Purdy, ABTA’s national director of events. “It will be a day of celebration and remembrance as patients, families, friends, and health care professionals come together to make important breakthroughs.” The Los Angeles BT5K features a chip-timed, certified 5K run followed by an untimed walk, refreshments and entertainment. As part of April's Distracted Driving Awareness Month campaign, Monterey Park will be joining with over 200 other local law enforcement agencies and the California Highway Patrol in a month long "zero tolerance" enforcement and education campaign to curb those texting or operating hand-held cell phones while driving. Officers will be on alert throughout the month for those who break the cell phone laws and place themselves and others in danger. Special high visibility enforcement operations to cite cell phone violators will take place on

April 3, 8, 17 & 22, 2014. The increased enforcement and education aims to persuade drivers to recognize the dangers of distracted driving and reduce the number of people impacted by this perilous behavior. The "It's Not Worth It!" theme emphasizes that a phone call or text isn't worth a hefty fine or a collision. The current minimum ticket cost is $161, with subsequent tickets costing at least $281. Drivers who use handheld devices are four times as likely to get into crashes serious enough to injure themselves. In addition,

studies show that texting while driving can delay a driver's reaction time just as severely as having a blood alcohol content of a legally drunk driver. According to research, sending or receiving a text takes a driver's eyes from the road for an average of 4.6 seconds. Even a three second glance at freeway speeds means a driver has traveled the distance of a football field. Funding for this program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

During a question and answer session at the House Appropriations Committee State-Foreign Operations Subcommittee hearing with Ambassador Power last week, Rep. Schiff asked “In March, the town of Kessab, which is predominantly Armenian Christian, was attacked by Al-Qaeda-linked fighters who had crossed over from Turkey and the town was emptied in a bloody assault. Many of the residents are descendants of the Armenian Genocide and there is particular poignancy in them being targeted in this manner.” Rep. Schiff went on to ask what efforts the United Nations and its agencies are making to address the crisis. Ambassador Power, noting that the recent attacks on Kessab are a “huge concern,” went on to note that: “Most of the [UN Security] Council members raised the issue of Kessab, calling on the UN to do more, to try to meet the needs of these people. [...] I would note that, unfortunately, the extremist group that appears to have taken hold of that town is not one that the United States and the United Nations overall has a great deal of leverage over. And so, our emphasis now, is on supporting the moderate opposition in Syria that is taking on those extremist groups and making sure that the UN has the funding it needs, and the resources of all kinds that it needs to accommodate [...] in this case, the Syrian Armenian community, as you said, an internally displaced population flow. So, it’s resources,

it’s strengthening the moderate opposition which is taking on ISIL – the very group that appears to have taken over that town – making sure that none of the neighbors are giving support to terrorist groups or extremist groups which would aid their efforts in seizures like that, and going on a funding drive internationally because only a very small percentage of the UN funding appeal for Syria generally has been filled at this point.” Located in the northwestern corner of Syria, near the border with Turkey, Kessab had, until very recently, evaded major battles in the Syrian conflict. The local Armenian population had increased in recently years with the city serving as safe-haven for those fleeing from the war-torn cities of Yacubiye, Rakka and Aleppo. On the morning of March 21st, extremist foreign fighters launched a vicious attack, from Turkey, on Kessab civilians, forcing over 2000 to flee to neighboring Latakia and Bassit. An international social media campaign – #SaveKessab – has garnered broad media attention to the tragedy with over 100,000 tweeting about the crisis and tens of thousands calling for immediate U.S. and U.N. action. In a statement issued last week, the U.S. State Department noted that they are “deeply troubled by recent fighting and violence that is endangering the Armenian community in Kasab, Syria and has forced many to flee. There are far too many innocent civilians suffering as a result of the war. All civilians, as well as their places of worship, must be protected.” The statement went on to note that “We have long had concerns about the threat posed by violent extremists and this latest threat to the Armenian community in Syria only underscores this further.” Representatives Adam Schiff (D-CA), Brad Sherman (D-CA), Jim Costa (D-CA), James McGovern (D-MA) and Jackie Speier (D-CA) have condemned the attacks and urged the State Department to investigate Turkey’s involvement. In a joint letter to President Obama issued recently, Congressional Ar-

menian Caucus co-Chairs Frank Pallone (D-NJ) and Michael Grimm (R-NY) and Armenian Genocide Resolution (H.Res.227) lead authors David Valadao (R-CA) and Adam Schiff, commented on the Kessab attacks, noting ” When coupled with a mass exodus of the Armenian community, these events are far too reminiscent of the early days of the Armenian Genocide, which took place nearly 100 years ago in Ottoman Turkey under the cover of World War I.” The letter goes on to note,” With the Christian Armenian community being uprooted from its homeland, yet again, we strongly urge you to take all necessary measures without delay to safeguard the Christian Armenian community of Kessab. We also believe that now is the time to redouble America’s efforts to ensure that all minority communities at risk in the Middle East are afforded greater protection.” The Ottoman military uprooted Armenians from their homes and forced them to march for hundreds of miles, depriving them of food and water, to the desert of what is now Syria. Massacres were indiscriminate of age or gender, with rape and other sexual abuse commonplace. The majority of Armenian diaspora communities were founded as a result of the Armenian genocide. The very last Armenian survivors of the 1915 genocide – in which a million and a half Christians were slaughtered by the Ottoman Turks – are dying, and Armenians are now facing the same fearful dilemma that Jews around the world will confront in scarcely three decades' time: how to keep the memory of their holocausts alive when the last living witnesses of Ottoman and Nazi evil are dead? The Turks used railway wagons to transport Armenian men, women and children to their deaths, while in the northern Syrian desert – the scene of further killing in the present civil war – the Ottomans engineered the first primitive gas chambers by driving thousands of Armenians into rock caves and asphyxiating them by lighting bonfires at the entrances.

Glendale prevails in appeal In January of 2010, Scholars Academic Foundation moved into a space located at 3810 Foothill Boulevard and began operating a school. In February of 2010, the City conducted an inspection of the property and found what it concluded to be serious health and safety violations. The City yellow tagged the school (temporarily closed it) to allow repairs

to be made. The City ultimately obtained a restraining order barring the school from reopening without obtaining the required permits. The School abandoned the application process and moved out of the City. Scholars filed suit against that the yellow tagging and failure to issue permits constituted a Taking in violation of the California Constitution. Fol-

lowing a court trial in 2012, Judge David S. Milton sided with Scholars and awarded them $135,000 in damages. The City appealed that decision. On April 3, 2014, a three-judge panel of the California Court of Appeal reversed the ruling and concluded that there had been no Taking and that Scholars is not entitled to any award of damages against the City.

A native of West Hollywood and graduate of Fairfax High School, he said he just enjoyed playing around Southern California. So, where might you have heard Buttwinick? “Most of the major country clubs in Southern California I’ve gigged at,” he said. “Because most of my gigs have been either private parties or corporate

parties. No Bar Mitzvahs. I was more of the cool wedding guy playing fusion, Latin and jazz, R & B and soul.” Buttwinick said he has also worked as a studio musician. “Then I recorded a bit for ABC and NBC and did some soap operas,” he said. “Did some cartoons and did some concerts overseas.” Buttwinick also said he has played with some big musical names over the years, including Ray Charles and Martha of Martha and the Vandellas. And he said he has taught more than 40,000 hours

of private lessons over the decades, with his students including Beck, Little Feat bassist Kenny Gradney and Justin Meldal-Johnsen, who has played with the likes of Nine Inch Nails and Dixie Chicks. He said he has done music preparation for Grammy award winning arranger, David Campbell and actor Adam Sandler and was Golden Globe winner Karen Black’s musical director for 10 years. A new California Appellate case just published August 8, 2013, “Glaski v. Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date. This is the case in most loans made in the last 12 years. If the bank foreclosed we should be able to get the homeowner money damages and/or the house back. Or a lawsuit could be filed and a court ruling obtained preventing the court from foreclosing.
