A police officer observed a vehicle driven by an adult female traveling in the area of Newmark and Alhambra Avenues fail to stop for a posted stop sign. NASA responds to California's drought NASA is partnering with the California Department of Water Resources (DWR) to develop and apply new technology and products to better manage and monitor the state's water resources and respond to its ongoing drought. In January, Gov. Edmund G. Brown Jr. declared a drought state of emergency and directed state officials to take all necessary actions to prepare for water shortages as 2014 shapes up to be one of the driest years on record in California. NASA and DWR began exploring opportunities to apply remote sensing data and research to the process of water resource management through a partnership established with funding from the 2009 American Recovery and Reinvestment Act. Ongoing collaborations include monitoring California delta levees; mapping fallowed agricultural lands; and improving estimates of precipitation, water stored in winter snowpack, and changes in groundwater resources. In April, NASA and DWR will resume flights of NASA's Airborne Snow Observatory to map the snowpack of the Tuolumne River Basin in the Sierra Nevada and the Uncompahgre watershed in the Upper Colorado River Basin. The Tuolumne watershed is the primary water supply for 2.6 million San Francisco Bay Area residents. Faced with an inability to fully irrigate their crops due to drought, Central Valley farmers often must

prioritize use of limited available water supplies to sustain perennial crops. Taking land out of production reduces farm income and agricultural sales and increases unemployment. Timely and accurate knowledge of the extent of fallowing can give decision makers vital insights into the severity of drought impacts and provide a basis for sound drought respons NASA monitors Earth's vital signs from land, air and space with a fleet of satellites and ambitious airborne and ground-based observation campaigns. Another NASA project mapped areas of subsidence, or ground sinking, in the San Joaquin Valley from 2007 to 2011 caused by decreased groundwater levels. Groundwater is increasingly important in water resource management, yet knowledge of groundwater levels is not uniformly available. NASA develops new ways to observe and study Earth's interconnected natural systems with long-term data records and computer analysis tools to better see how our planet is changing. The agency shares this unique knowledge with the global community and works with institutions in the United States and around the world that contribute to understanding and protecting our home planet. Deadline approaches to participate in Assemblyman Gatto’s “Wiki Bill” First-of-its-Kind Bill Prepares for the Next Step in the Legislative Process Assemblyman Mike Gatto (D-Los Angeles) announced that he is taking the next step in introducing the nation’s first ever “wiki bill” today, encouraging interested individuals to finalize and submit their proposed legislative language to amend California’s Probate Code by March 7, 2014. The Probate Code covers matters such as wills, trusts, and intestacy. In December, Gatto announced the groundbreaking opportunity to allow individual citizens to draft a piece of legislation directly via an online Wiki. Citizens can visit the "wiki bill’s" website, and by using an interface similar to Wikipedia's, they can propose, draft, and edit a bill, which the Assemblyman has committed to introducing. Assemblyman Gatto has advocated for using technology as a tool for citizen engagement. "This is a great way for people

to have a voice in their government," said Gatto. "Too often, special-interest groups draft legislation behind closed doors, keeping the public in the dark. In contrast, 'crowdsourcing' a bill on the Wiki platform will allow for a fully transparent brainstorming, drafting, and editing process that will incorporate ideas from a large group of people. The collective wisdom of the public will decide the final bill." The effort is designed to perfect other citizen-participation mechanisms that are flawed. For example, the Petitions.WhiteHouse. Gov site allows citizens to propose broad concepts, but has no teeth, in that the public cannot directly draft legislative text, and there is no commitment by the government to act. On the other side of the spectrum, many reformers (including Assemblyman Gatto) believe that California's Ballot Initiative process is too strong, because inflexible initiatives can tie the hands of elected officials in perpetuity. Gatto’s “wiki bill”

addresses both of these concerns by allowing the public to draft specific language, which will then be publically vetted in the legislative committee process. “There has been an overwhelming level of participation in this project,” said Gatto. “Dozens of people have engaged in thoughtful conversations about the California probate process, and how to make it better. Apparent suicide on 210 in Altadena shuts down freeway A body was found on the Foothill (210) Freeway near Windsor Avenue exit around 3 a.m. Wednesday February 26, 2014 in Pasadena. The freeway was

closed to all traffic until 7:30 a.m. while navigators pieced together the puzzle. All westbound lanes were shut down while CHP investigated the accident and the Pasadena

police department has now taken over the investigation. A driver of the car that struck the suicide suspect was not arrested. Traffic was backup for miles on the (210) Freeway.

Antonovich announced that the lease contract for two CL-415 Super Scooper fire-fighting aircraft from the Government of Quebec has been extended through March 15, 2014. “Although Los Angeles

County is expected to receive some significant rainfall later this week, our region is still in a drought and fire danger remains high,” said Supervisor Michael D. Antonovich. “In addition to County Fire’s own aerial fleet, the Super Scoopers are powerful tools to protect life and property.” Capable of carrying up to 1,620 gallons of wa-

ter, Super Scoopers can also scoop water from a lake in only 12 seconds, be airborne in as little as five minutes and fly three hours before refueling. At the direction of Supervisor Antonovich, the Los Angeles County Fire Department began leasing the Super Scoopers from the Government of Quebec in 1994.

Child care alliance of Los Angeles joins with Nemours to promote healthy lifestyles for young children in child care The Child Care Alliance of Los Angeles is proud to announce the launch of a new initiative to support healthy lifestyles for young children in child care. This initiative is part of a national cooperative agreement funded by the Centers for Disease Control and Prevention (CDC) to assist early care and education (ECE) providers in adopting nutrition, breastfeeding support, physical activity, and screen time policies and practices. The Child Care Alliance of Los Angeles is collaborating with Nemours, a children’s health system, to adopt a structured approach to training ECE providers, and is one of only three grant projects awarded in the U.S.A. in this fiscal year. Through this partnership, the Alliance will be developing three learning collaboratives comprised of approximately 25 child care centers in each of three geographic areas in Los Angeles County. In the initial year, the three areas will include South Los Angeles, South-

east Los Angeles and the East San Gabriel Valley. Childhood obesity is a widespread epidemic impacting many of the estimated 12 million children across the U.S. who spend time in ECE settings on a regular basis. In Los Angeles County, the WIC program (Women, Infants and Children) found that 20.4% of 4 year olds receiving WIC services are obese. The childhood obesity rate is above the LA County average and these communities also face above average levels of economic hardship. “We are very excited to bring an intensive learning opportunity to ECE providers who work with young children on a daily basis,” said Martin Castro, Chair of the Child Care Alliance and Executive Director of the Mexican-American Opportunity Foundation. “Reaching kids early is the key to combating childhood obesity.” The Child Care Alliance of Los Angeles is a

Hernández measure would promote early childhood education Assemblymember Roger Hernández (D – West Covina) announced Tuesday the introduction of Assembly Bill 2544. AB 2544 establishes a preschool funding grant for disadvantaged children in California’s public and charter schools. “All children in California deserve a quality education, regardless of their economic status. It is imperative to provide a world-class education in an ever-changing environment. That is why California must take the lead

on providing transitional kindergarten to those who need it most,” stated Hernández. According to a study released by the Campaign for College Opportunity, California ranks first in the country in the number of working low-income families. More than a third of California’s working families are considered low income, earning less than $45,397 a year for a family of four. California’s widening economic gap will impact the future of our state. The criteria to be

used for allocating support to children will be based on the Local Control Funding Formula. Studies demonstrate that disadvantaged children struggle in academia and achievement gaps exist when compared with their peers in standardized test scores. “As our economy begins to grow once again, we must take the lead in promoting education at all levels. Investing in our children at an early age provides for a stronger and competitive population," said Hernández.

Metrolink initiates demonstration of life saving positive train control in commuter service Metrolink becomes first commuter rail system to implement

I-ETMS® interoperable predictive collision-avoidance technology Senator Dianne Feinstein, Congresswoman Janice Hahn and Congressman Adam Schiff today joined other dignitaries at Los Angeles Union Station as Metrolink launched Positive Train Control (PTC) in revenue service demonstration (RSD) under the authority of the Burlington Northern Santa Fe (BNSF) railroad. Other dignitaries in attendance included California State Transportation Agency Deputy Secretary Chad Edison, California High Speed Rail Authority CEO Jeff Morales, Metrolink Board Chair Pat Morris and former Metrolink Board Chair Richard Katz, along with representatives from the Federal Rail Administration (FRA) and the BNSF. "I have spent my entire life around the rail, but this is unequivocally the most instrumental piece of technology ever implemented for train safety," said Morris, who worked his way through Stanford Law School at the ATSF Railway. "PTC will undoubtedly make Metrolink the safest commuter rail system in the country; the invaluable partnership between Metrolink and the BNSF has made today a reality." PTC is a GPS-based technology capable of preventing train-to-train collisions, over-speed derailments, unauthorized incursion into work zones and train movement through switches left in the wrong position. PTC monitors and, if necessary, controls train movement in the event of human error. PTC may also bring trains to a safe stop in the event of a natural disaster. Metrolink now has the ability to implement PTC on specific trains. The FRA has authorized Metrolink to operate PTC RSD on BNSF territory using Wabtec's Interoperable Electronic Train Management System (I-ET-

MS)®. Wabtec's I-ETMS® PTC System was selected by the four Class One freight railroads and by Amtrak outside of the northeast corridor as well as Metra and Coaster. Metrolink's PTC service on BNSF track will be implemented on select trains on the Metrolink 91 Line (between RiversideDowntown and just east of LA Union Station), Orange County Line (between Fullerton and just east of LA Union Station) and Inland Empire-Orange County Line (between San Bernardino and just east of Anaheim Canyon). PTC capability on Metrolink territory is expected to be available later this year, while the entire service area is anticipated to be complete well before the Rail Safety Improvement Act (RSIA) mandate of December 2015. Today, Metrolink operated PTC RSD on Orange County Line train 686, while the first revenue service train to offer the advanced technology was 91 Line train 700on Monday morning. Metrolink will implement additional trains into PTC RSD in the coming weeks and months. As part of its 512-mile system, Metrolink also operates on track owned and dispatched by the Union Pacific Railroad (UP) and the North County Transportation District (NCTD). Metrolink, BNSF, UP and NCTD, along with Amtrak trains, will all have to install and implement an interoperable system for PTC to be complete in the region. The RSIA became law in 2008 after a contractor engineer operating a Metrolink train failed to stop at a red signal just north of the Metrolink Chatsworth Station. This action led to a head-on collision with a freight train resulting in 25 passenger deaths and more than 130 injuries. "Commuters across the

country deserve the safest trains and routes possible, and the adoption of Positive Train Control (PTC) by Metrolink will make Los Angeles one of the first in the nation to adopt this life-saving technology," said Rep. Adam Schiff (D-Burbank), sponsor of the Rail Collision Prevention Act, which required implementation of Positive Train Control on passenger trains. "With human errors accounting for forty percent of all rail accidents, PTC will save lives and the rest of the country needs to adopt these systems as soon as possible." The estimated cost for developing, installing and deploying PTC on the Metrolink system including the expansion of the communication network to support the PTC System is $216.3 million. Metrolink secured full funding from local, state and federal sources with the funding split at 50%, 42%, 9% respectively. Nearly 30 grants were secured. Metrolink's PTC program calls for installing a back-office system (BOS), replacing the current computer-aided dispatch (CAD) system, installing on-board PTC equipment on 57 cab cars and 52 locomotives, installing systems to stop a train at 476 wayside signals, and implementing a six-county specialized communication network to link the wayside signals, trains and a new 24,000 square foot security enhanced building to house the command and control equipment and personnel to dispatch the railroad at all times. The Metrolink Operations Center (MOC) is the dispatching hub for rail providers in Southern California, including other passenger and freight carriers, making it one of the nation's busiest and most complex rail networks. Miller High on Friday night in round one of the CIF Southern Section Div. 1AA playoffs. Trailing, 51-48, with three seconds to play, Miller’s Jordan Robinson hit a three-point shot to send the game to overtime. Once in the extra period, the shooting of Michael Johnson and Dashawn Faison put the game out of reach for the Rebels. Johnson led his team with 20 points. Leading the Aztecs were Bertram Mak with 21 points and Adam Thompson with 17 points Keppel coach Hung Duong said he gives a lot of credit to the Rebel squad. “We just bumped into a really good A.B. Miller team,” Duong said. “They played hard and they crashed the boards. One of

they stuck together. That’s a place we had to come to this year. We didn’t start there. I’m just really proud of these guys tonight.” Romagnoli added as it’s been a really difficult season, the hard work is now starting to pay off. “It’s been a grind for the coaches, the players,” he said. “They’re now at the place they need to be coming together. They’ve been stepping up, young guys growing up. It’s been a fantastic ride. I’m really proud of them right now.” He added he thinks the Rebels can win some more games in the tournament. “We said from day one the sky’s the limit for this team,” he said. “We have a lot of talent. Keppel coach Joe Kikuchi said he was very impressed by Serra’s play. “I’m going to give credit where credit is due,” Kikuchi said. “They’re so athletic.” He added the Aztecs just didn’t perform to their ability. “They did not play anywhere near where they’re capable of playing,” he said. “But this is just going to make them stronger.” The Aztecs were led by Sophia Song and Viviana Garcia. Song had 12 points
