Man accused of killing Riverside boy in head-on crash pleads not guilty

Aman accused of causing a head-on collision that killed a boy and seriously injured his three siblings in Riverside while traveling over 100 mph and under the influence of marijuana pleaded not guilty Monday to second-degree murder and other charges.

Andres Laris, 23, of Riverside, was arrested Thursday

following a roughly yearlong Riverside Police Department investigation.

Along with murder, Laris is charged with three counts of roadway violations resulting in great bodily injury.

He was arraigned before Riverside County Superior Court Judge Walter Kubelun, who scheduled a felony settlement conference for Aug. 28 at the Riverside Hall of Justice.

Laris' attorney has additionally submitted a motion for bail reduction, and that hearing will take place on the same date.

The defendant is being held on $1 million bail at the Robert Presley Jail.

Riverside police spokesman Officer Ryan Railsback

Their findings resulted in sufficient grounds to seek criminal charges, and an arrest warrant was obtained

'Clerical error' disqualifies candidates in San Bernardino County

Severalprospective candidates in the November election were erroneously told they qualified for the ballot, San Bernardino County officials announced last week.

Eight office seekers were affected by the mistake, according to a county statement.

"The Registrar of Voters (ROV) is working closely with several city and town clerks to explain to local candidates an error that led five office-seekers to believe they had qualified for the Nov. 5 ballot when they had not," according to the county.

After the candidate filing period ended Aug. 9, "the ROV discovered a clerical error that affected the evaluation of nomination petition signatures," officials said. "To ensure each

candidate met their nomination petition requirement, ROV staff reevaluated all petitions for the city candidates. As a result of this reevaluation, eight candidates were determined to be impacted."

Newsom announces plan to stop 'Big Oil profit spikes’

Gov. Gavin Newsom on Friday announced a plan that would require oil refiners to maintain minimum supply inventories to prevent price spikes that annually cost Californians hundreds of millions of dollars.

The governor's proposal — the first of its kind in the U.S. — would authorize the California Energy Commission, or CEC, to require that oil refineries maintain a minimum fuel reserve to safeguard against supply shortages that inflate pump prices.

“Price spikes at the pump are profit spikes for Big Oil," Newsom said in a statement. "Refiners should be required to plan ahead and backfill supplies to keep prices stable, instead of playing games to earn even more profits. By making refiners act responsibly and maintain a gas reserve, Californians would save money at the pump every year.”

According to Newsom's office, the proposed mandate would:

"Obligate California’s petroleum refiners to demonstrate resupply plans and arrangements to the CEC that are adequate to address the loss in production from refinery maintenance.

"Authorize the CEC to require petroleum refiners to maintain enough fuel inventory to stabilize fuel supply.

"Impose penalties on refiners who fail to follow these requirements."

State residents and visitors would have saved upwards of $650 million in gasoline costs that resulted from refiners’ price spikes if the fuel-reserve mandate had been in effect last year, Newsom's office reported.

New clubhouse construction to start at The Lights in Indio

Agroundbreaking ceremony took place Tuesday for the construction of a new clubhouse at The Lights at Indio Golf Course.

The only fully night-lit golf course in the Coachella Valley, The Lights has been in operation since 1965. Its old clubhouse, more than six decades old, was torn down earlier this summer.

The planned 4,500-square-foot facility is intended through its design to "elevate community engagement and support a variety of events," according to a city statement. Final plans feature a full commercial kitchen, a dining area, a bar and lounge, a pro shop, meeting/event spaces and an outdoor patio.

The city is aiming for a spring 2025 opening.

"We are thrilled to break ground on this exciting project, which will provide an enhanced experience for our community and visitors," Mayor Lupe Ramos Amith said. "The new clubhouse will not only serve as a hub for golfers but will also be a vibrant venue for events and gatherings, further solidifying The Lights as a key destination in the Coachella Valley."

More information about The Lights at Indio Golf Course can be found at indiogolf.com.

Riverside County jobless rate rises to almost 6%

RiversideCounty's unemployment rate jumped to almost 6% last month amid a regionwide seasonal loss of thousands of positions in the public sector, according to figures released Friday by the California Employment Development Department.

The countywide jobless rate in July, based on preliminary EDD estimates, was 5.9%, compared to 5.4% in June.

According to data, the July rate was nearly a full percentage point above the year-ago level, when countywide unemployment stood at 5%.

Mecca had the highest unemployment rate countywide in July at 14.3%, followed by Coachella at 11.7%, Cherry Valley at 10.6%, Rancho Mirage at 8.4% and East Hemet at 8.2%.

The combined unemployment rate for Riverside and San Bernardino counties -- the Inland Empire -- in

July was 5.8%, up from 5.3% in June, the EDD said. San Bernardino County's July jobless rate was 5.7%.

Bi-county data indicated payrolls shrank by the widest margin in the public sector, which shed a total 18,000 positions, the overwhelming majority of which were in education as teachers, counselors and support staff exited the employment base

on summer hiatus.

The agricultural, hospitality and manufacturing sectors also recorded losses, amounting to roughly 1,900 jobs.

The professional business services sector posted the largest gains in July, expanding payrolls by 1,900, while additional growth was recorded in the construction, financial services, health

services, information technology and transportation sectors, which altogether expanded by 3,900 jobs, according to figures. Miscellaneous unclassified industries and the mining sector were unchanged last month.

The statewide nonseasonally-adjusted unemployment rate in July was 5.8%.

Back for its 16th year, the La Jolla Art & Wine Festival will be held on Sept. 28 and 29 for a weekend of live entertainment, family-friendly activities and more.

This much anticipated event, which draws visitors from across the region to the beautiful La Jolla Village, showcases over 160 artists and a ticketed Wine & Beer Garden featuring more than 35 international wineries and local craft breweries.

“We are thrilled to bring together such a diverse and talented group of artists, as well as the region’s finest wineries, distilleries, and breweries, in a grand open-air celebration in the village every year,” said Brenda Chand, executive director of the La Jolla Art & Wine Festival. “We look forward to welcoming everyone to this year’s festival and supporting the arts and education in San Diego.”

The festival was founded in 2008 by Sherry Ahern in the wake of the financial crash to help people who had been adversely affected by the financial crash. A nonprofit organization, its mission is to bring needed funds to the city’s public schools and art to the community as well as promote La Jolla and its merchants.

An astounding 10,000 attended the first festival which was held on upper Girard, where the farmers market is. It has since relocated on Girard Avenue between Torrey Pines Road and Prospect Street.

Ahern also wanted to help promote Via de Guadaloupe — Mexico’s wine country —

La Jolla Art & Wine Festival returns this fall

which was then a newcomer to the industry, according to Chand. So she invited them to participate in the beer and wine garden alongside local wineries.

Occupancy at the garden was limited to 450 people so there was a queue around the block during the entire weekend; the garden can now seat hundreds. They also charged attendees during the first few festivals, which is a free event today.

This year, the iconic Wine & Beer Garden will feature more than 35 international wineries, local craft breweries and distilleries and local food vendors offering a delightful array of tastes and experiences. Whether you are a seasoned connoisseur or simply looking to enjoy a refreshing beverage, the wine and beer garden will provide a welcoming atmosphere to savor and enjoy the festival.

Participants include local favorites Pali Wine Co., Bird Rock Fine Wine, Puesto, Boochcraft, IZO Spirits, Solento Tequila and more.

“Geppetto’s in La Jolla has been a sponsor and huge supporter of the event since day one,” Chand said. “The owners — Brian and Danielle Miller — live in La Jolla and had kids at the schools. They helped us start the family art center because we wanted a place where families and kids could do fun projects and learn about art.”

For this year’s festival, the Geppetto’s Family Art Center will offer engaging activities for children of all ages provided by the La Jolla Youth Robotics, The Living Coast Discovery Center, Seaside Arts Center and Science Guys of San Diego. Activities will range from face painting and balloon twisting to interactive visual

arts projects and exciting robotics demonstrations.

“The event has tripled or quadrupled since its inception 16 years ago. Everyone looks forward to it because every year we add new things to make the event enjoyable and exciting," Chand enthused. We strive to be inclusive and we like to promote up-and-coming artists, so we involve artists and vendors of diverse backgrounds. Many careers have been launched at our event due to the special opportunities it brings for new vendors.”

Chand noted that the festival is "a juried fine art show, so all artists that want to participate must apply via Zapplications — an international artist platform. A jury selects the final participating artists. We sell the exhibit space (booths) to artists and then the artists sell their

art to attendees. This year, hundreds of artists applied and we sold out of 160-plus artist booths in a week.”

Art enthusiasts will have the opportunity to explore and acquire new masterpieces from artists hailing from across the United States, Mexico and beyond. At the open-air festival artists will present their works in a diverse array of mediums, including painting, sculpture, jewelry design, fine glass, ceramics, woodwork, mixed media and photography.

This year's featured artist is Roy Kerckhoffs, a renowned photographer and mixed media artist whose work conveys a story of a place with a history, highlighting the beauty that exists in human-made wooden, concrete, and steel structures contrasting with soft organic forms from nature.

“The La Jolla Art &Wine Festival is one of the biggest art festivals in California and we expect over 45,000 people to attend over the course of two days,” Chand said. “We will have 160-plus fine artists, 40-plus vendors in the wine and beer garden — breweries, wineries, distilleries and restaurants — numerous sponsors, 20-plus vendors in the Geppetto’s Family Art Center where everything is free for kids, a gourmet food court, a silent auction — this is online and the link is on our website — live entertainment, live art, roving entertainment by Rosin Box Project and stilt walkers and pet adoptions. The festival is free but tickets are required for entry into the wine and beer garden. We have valet parking available and many parking lots in the area.”

While this is Chand’s third year as executive director, she has been involved with the festival as the art director since 2017.

“Every year brings something new and special — from the unique cool artists, to the fun entertainment, there is something happening everywhere you look," Chand said. "I love my job and I love getting to see my team’s hard work come together for such a special cause. Our event helps support art, science, technology and other programs that are underfunded in these public schools. To date, we have raised $1.2 million for the education benefit of 5,000 kids each year."

So this fall, plan to drive to La Jolla Village for an art and wine weekend adventure and contribute to a worthwhile cause.

What is Alpha Kappa Alpha? All about Kamala Harris' sorority

Vice President Kamala Harris appeared on the cover of Vogue three years ago wearing her signature Converse and a wide smile. At the time, the image started a flurry of conversation, but — for those in the know — one of its most exciting features was the pink and green background behind her.

BestColleges reports that those colors were a direct nod to her ties to Alpha Kappa Alpha Sorority Inc., an organization she has proudly been a member of since the 1980s.

Now, as the presumptive Democratic nominee for the 2024 presidential race, both Harris and the AKAs are back in the spotlight.

In just three hours over a Zoom call on July 21, a group of 44,000 women — largely comprised of Harris' sorority sisters or "sorors" — raised $1.5 million for her campaign. Their work to support Harris has only just begun as many are discussing their planned efforts across social media platforms and getting involved in larger efforts to increase voter turnout.

So who are these women and what is Alpha Kappa Alpha Sorority Inc.?

What to know about Alpha Kappa Alpha Sorority

Alpha Kappa Alpha Sorority, Inc. is the oldest Greek-letter association established by Black college women in the U.S. It's also the first Black Greek-letter organization established at a historically Black college or university, or HBCU.

The organization was founded by Black students in 1908 at Howard University in Washington, D.C., with the express purpose of cultivating unity, friendship, high scholastic and ethical standards, and service among Black women. The nine women who made up the founding class were among fewer than 1,000 Black students enrolled in higher education that year.

Prior to the U.S. Supreme Court's 1954 ruling in Brown v. Board of Education that overturned the "separate but equal law," Black students were often denied admission to predominantly white institutions and, therefore, excluded from their existing fraternities and sororities.

In 1906, the first fraternity for Black college men, Alpha Phi Alpha Fraternity

members include: The late U.S. Rep. Sheila Jackson Lee; Phylicia Rashad, actress and former dean of fine arts at Howard University; civil rights activist Bernice King; and actresses Wanda Sykes and Yvette Nicole Brown.

Harris' history with Alpha Kappa Alpha

Harris was first introduced to the AKAs through her aunt, who was initiated in 1950 at Howard Univer-

even credits her sorors with helping elect her as vice president.

"Throughout our history, the leaders of Alpha Kappa Alpha have stood up, spoken out, and done the work to build a brighter future for our nation, including, of course, in 2020, when, during the height of a pandemic, you helped elect Joe Biden president of the United States — and me as the first

Alpha Kappa Alpha ... our Divine Nine ... and my HBCU brothers and sisters," Harris said in her speech accepting the vice presidential nomination at the 2020 Democratic National Convention.

The following year, the sorority declared Jan. 20 as "Kamala D. Harris Day" to celebrate Harris as an "AKA history maker." In a social media post announcing the award, the sorority encour-

Inc., was founded at Cornell University. Two years later, Alpha Kappa Alpha Sorority Inc. was established.

Both Alpha Phi Alpha and AKA are members of the Divine Nine, a group of nine historically Black fraternities and sororities founded between 1906 and 1963.

Today, more than 360,000 AKA members have been initiated in graduate and undergraduate chapters across 12 countries.

Though Harris is currently one of the organization's most notable members, she's far from the only one. Other prominent

sity, the same campus where Harris would join in the spring of 1986.

Harris says she was "determined" to join the group as a young girl because of her aunt's influence. She has shown the same reverence for the sorority throughout her political career, including her 2020 presidential campaign and ascent to the vice presidency.

The Divine Nine played a significant part in the BidenHarris campaign at the time, registering voters, raising money, and encouraging voter turnout for the Democratic ticket. Harris herself

woman elected vice president of the United States," Harris said this July at the sorority's biennial Boulé.

AKAs donated more than $200,000 to the 2020 Biden-Harris campaign in $19.08 increments, representing the year the sorority was founded.

Additionally, a Divine Nine "Stroll to the Polls" initiative went viral on social media. It featured members of Black Greek organizations coming together to encourage people to vote, each decked out in their iconic fraternity and sorority colors.

"Family is my beloved

the time to come together to have this meeting," Harris said in a video posted to Instagram. "Our students, our graduates, our graduate members, do extraordinary work in their communities and really do carry on the spirit of what we all learned when we joined."

Sorors are pushing for their first AKA U.S. president

The Divine Nine is once again stepping up and showing their support for Harris after Biden announced his withdrawal from the 2024 presidential race.

The National PanHellenic Council of Presidents released a statement announcing a unified effort for a large-scale voter mobilization campaign, activating thousands of chapters and members "to ensure strong voter turnout in the communities we serve."

The Divine Nine emphasizes that the mobilization effort will be nonpartisan and refrains from endorsing any candidate in the statement, although individual members are allowed to express support for a specific candidate.

aged its members to wear shades of pink and pearls — the organization's signature look — to celebrate her win.

Harris brings the Divine Nine to the White House

Since becoming vice president, Harris has continued to platform AKA and the rest of the Divine Nine at the White House.

The Biden-Harris administration was the first administration to have Divine Nine leaders meet the sitting president and vice president in the Oval Office.

"I am honored that you have each been able to take

The same day Biden announced his withdrawal from the campaign and his endorsement of Harris, "Win With Black Women" — an organization created by Black women to support Black women in politics — raised $1.5 million for Harris' campaign in just three hours over a Zoom call. The group of 44,000 women largely consisted of AKAs and other Divine Nine members.

The following night, "Win With Black Men," a group modeled after "Win With Black Women," hosted a call with over 53,000 Black men, raising $1.3 million. UC president tells heads of UCLA, other campuses to enforce encampment ban

The president of the University of California is directing the leaders of UCLA and the system's nine other campuses Tuesday to enforce a ban on protest encampments and the wearing of identity-concealing face masks by demonstrators.

The ban comes after this spring's pro-Palestinian demonstrations at UCLA, in which Jewish students reportedly were prevented from accessing classrooms, the library and other campus locations.

The university was subsequently sued by two law students and an undergraduate alleging UCLA allowed a group of students and outsiders to set up the pro-Palestinian encampment that forcibly kept Jewish students and faculty from accessing critical parts of campus.

A Los Angeles federal judge last week blasted as "unimaginable" and "abhorrent" UCLA's handsoff policy regarding the encampments. The judge issued a temporary injunction ordering UCLA to prevent alleged antisemitic zones such as the encampments in April. Attorneys said it is the first such ruling in the nation against a university.

UCLA allegedly reinforced the zones — both by providing metal barriers and by sending away Jewish students — while taking no effective action to ensure safe passage for the students, the suit said. In response to the complaint, UCLA disavowed any obligation to protect its Jewish students, the judge wrote.

The university is appealing the judge's order.

In a letter to the chancellors of the 10 UC campuses on Monday, UC President Michael V. Drake wrote of required policies that ban putting up tents and campsites on university property, blocking access to university buildings and masking to evade being recognized.

"As we prepare to begin a new academic year, it is important that we reaffirm our commitment to fostering an environment that encourages free expression and debate while protecting the rights of all community members to teach, study, live, provide and receive clinical care, and work safely," the letter reads.

Drake wrote that existing policies cover the issues at most of the system's campuses but ordered chancellors to develop or amend

policies where they don't.

The letter covers:

-- Camping or encampments: Policies must clarify that no person shall camp, set up or erect a campsite, or occupy a tent or other temporary housing structure on university property, unless specifically preapproved;

-- Unauthorized structures: Policies must clarify that no person shall erect, build, construct, set up, establish and/or maintain unauthorized structures on university property;

-- Restricting free movement: Policies must clarify that no person shall restrict the movement of another person or persons by, among other means, blocking or obstructing their ingress or egress of roadways, walkways, buildings, parking structures, fire lanes, windows, doors or other passageways to university property, or otherwise denying a person access to a university facility or space;

-- Masking to conceal identity: Policies must clarify that no person shall wear a mask or personal disguise or otherwise conceal their identity with the intent of intimidating any person or group, or for

the purpose of evading or escaping discovery, recognition, or identification in the commission of violations of law or policy; and

-- Refusal to reveal identity: Policies must clarify that no person shall refuse to identify themselves while on university property to university officials who are acting in the performance of their duties in situations where assistance or intervention is needed.

Drake issued a separate letter addressed to the UC

community in which he said that campus leaders had spent the summer reflecting on the events of the past year and that consistent policies and laws were key to achieving a balance between free speech and the need to maintain safety and university operations.

"While the vast majority of protests held on our campuses are peaceful and nonviolent, some of the activities we saw this past year were not," he wrote.

Mary Osako, UCLA vice chancellor for strate-

gic communications, said in a statement last week that "UCLA is committed to fostering a campus culture where everyone feels welcome and free from intimidation, discrimination, and harassment. The district court's ruling is improper and would hamstring our ability to respond to events on the ground and to meet the needs of the Bruin community. We're closely reviewing the judge's ruling and considering all our options moving forward."

Judge lifts partial stay of 'Rust' crew member's suit vs. Alec Baldwin

Ajudge has lifted a stay of parts of a lawsuit against Alec Baldwin and his company El Dorado Pictures stemming from the accidental fatal shooting of cinematographer Halyna Hutchins with a bullet fired by the actor/producer from a prop weapon.

Los Angeles Superior Court Judge Maurice Leiter issued the ruling Friday regarding plaintiff Serge Svetnoy's case. Leiter had put Svetnoy's lawsuit on

hold Jan. 4 because Baldwin's deposition testimony could have been used against him in the criminal case in New Mexico in which Baldwin was charged with involuntary manslaughter in Hutchins' death.

However, on July 12, a New Mexico judge dismissed the criminal case against Baldwin in mid-trial on grounds that the prosecution had suppressed evidence.

Svetnoy claimed in his original suit filed in

November 2021 that the shooting on the film's set "was caused by the negligent acts and omissions" of the multiple defendants in his suit. In a subsequent an amended complaint, Svetnoy added causes of action for assault and intentional infliction of emotional distress against the 66-yearold Baldwin only.

Svetnoy alleges Baldwin "willfully disregarded the laws of New Mexico when he acted as alleged herein with

the loaded Colt revolver" and says he felt the bullet whiz by him and that gunpowder and other residual materials struck the right side of his face.

As a result of Baldwin's "pointing and subsequently discharging the gun towards him, (Svetnoy) has suffered compensable damages including ... physical injury and extreme and severe emotional distress," according to the amended suit, which further states that the

actor's actions were taken with "utter disregard" for the plaintiff's safety.

Svetnoy was among the first "Rust" crew members to publicly speak out about the shooting that killed the 42-year-old Hutchins while Baldwin was helping to prepare camera angles on the film's set near Santa Fe. The weapon, which was supposed to contain only blank rounds, discharged a lead bullet that struck Hutchins in the chest then lodged in the shoulder

of director Joel Souza, now 51.

Svetnoy wrote on social media days later that he witnessed the shooting and comforted the bleeding Hutchins until paramedics arrived. He immediately deemed the shooting an act of negligence, saying armorer Hannah GutierrezReed and assistant director David Halls both failed to check the weapon before declaring it safe and passing it to Baldwin.

Riverside receives funding to rehab old armory building next to 60 Freeway

The city of Riverside receivedafederal allocationtotaling

$2.5 million for cleanup and conversion of a former U.S. National Guard armory to a recreational facility, officials announced Friday.

The Community Project Funding is earmarked for the "Put the River Back in Riverside" campaign spearheaded by Mayor Patricia Lock Dawson.

She said the funds will enable the city to convert the 12,000-square-foot armory into a "multi-use arts and recreation building," as well as pay for environmental rehabilitation, building stabilization and other requirements.

The armory site is a 4.67acre section of Fairmount Park, part of which is adjacent to the Pomona (60) Freeway.

The project also includes 32,000 square feet of parking,

city officials reported.

"As a major entry point for our city, Fairmount Park provides an opportunity for our residents and visitors to explore the river and all its natural beauty," Lock Dawson said.

Baylie thinks that age is just a number, and we couldn’t agree more! This darling boxer may be 13, but she acts (and feels) much younger! This spry thing loves going for walks and will even run alongside you if you let her. She is always calm and quiet and makes fast friends with everyone who stops to say hello. Baylie has lived with other animals- she is cat-friendly and has also shared space with rabbits and birds- she's been very gentle with everyone she’s met. Baylie has been described as very demure and very mindful. She thinks that she’s not like other senior dogs and can literally run circles around them. Come meet this demure diva today! Baylie and all other pets over 5 years old can be adopted at no charge for anyone over the age of 60, thanks to Pasadena Humane’s Seniors for Seniors program!

Bella A515096

ROV spokeswoman Melissa Eickman said the five candidates who were mistakenly told they qualified for the ballot are Rachel Arzu running for Highland City Council District 3, Joshua Augustus running for Rialto Mayor, Ted Bohanon running for Apple Valley Town Council District 1, Jose Nikyar running for Ontario City Council District 4 and Ashley Stickler running for Rancho Cucamonga City Council District 1. These candidates have the option of filing a legal challenge to dispute

disqualification from the election, Eickman said in an email to the Riverside Independent. Legal challenges must resolve by Aug. 29, the deadline for changes to the ballot.

Signature-counting errors also affected Gregory Hogan running for Highland City Council District 1, Bill Jensen for Hesperia City Council District 5 and April Ramirez for Twentynine Palms City Council District 2, but each had the opportunity to submit additional signatures prior to the extended candidate

filing deadline of Aug. 14, Eickman said.

"When an eligible incumbent does not file their candidacy paperwork, the deadlines are extended an additional five days in accordance with the law," she added.

The errors were discovered when election workers performed follow-up audits of the signature tabulation, officials said. Such additional audits will be added to the county's procedures for future candidate filing and reviewing petition signatures.

Bella is a beautiful seven-year-old pit bull mix looking for a cuddle buddy! Bella has been spending time with a Pasadena Humane foster volunteer and has been a lovely and super well-behaved houseguest. She loves to lay on the couch- she is very relaxed at home. She even makes her way into bed at night for a cuddle- she adores being cuddled! She appears to be house trained, and gives an alert bark when people go by the front door. Of course, she is totally friendly with everyone she barked at once she's introduced to them. Every person who’s met Bella really loves her. She appears to be dog friendly, knows commands and the basics of how to act in a home, and incredibly sweet to anyone who gives attention. As a bonus, she even appears to be cat friendly as well! Bella will quickly make the adjustment into her permanent homemaybe it's yours?

The adoption fee for dogs is $150. All dog adoptions include spay or neuter, microchip, and age-appropriate vaccines. Walk-in adoptions are available every day from 2:00 – 5:00. For those who prefer, adoption appointments are available daily from 10:30 – 1:30, and can be scheduled online. View photos of adoptable pets at pasadenahumane.org. New adopters will receive a complimentary healthand-wellness exam from VCA Animal Hospitals, as well as a goody bag filled with information about how to care for your pet. Pets may not be available for adoption and cannot be held for potential adopters by phone calls or email.

Cathedral City officials signal repairs done in Panorama neighborhood

Almost one year after TropicalStorm Hillary, the City Council of Cathedral City announced the completion of pavement reconstruction and repairs and Friday the affected streets in the Panorama neighborhood were ready for pedestrian and commuter use.

The motion occurred in the closing stages of the Aug. 14 regular meeting, determining that street reconstruction in the area had been completed within the city's unofficial one-year goal.

Tropical Storm Hillary struck Cathedral City on Aug. 20, 2023, flooding roads and causing mud flows in various regions of the city. Runoff flood waters brought large amounts of sediment, leaving areas of the city "covered in several feet of mud and debris," as described in a Public Works Department statement issued last week. Emergency work and cleanup efforts in the Panorama neighborhood lasted for approximately six months, beginning the day after the storm. At that point, the city hired multiple contractors to assist with disaster recovery. According to the Depart-

ment, the City Council signed off on a construction contract with Hardy & Harper, Inc. on April 10 worth more than $730,000. Under the terms of the contract, projects were completed on Horizon Road from Vista Chino to Panorama Road, Los Gatos

Check Your Number

Road from Fortuna Way to Date Palm Drive, Panorama Road from Avenida Diosa to Avenida La Vista, East-West Alley from Horizon Road to Date Palm Drive and NorthSouth Alley from Adelina Road to the south end of the Alley.

In total, the department stated, approximately 150,000 square feet of asphalt were laid out, significantly restoring accessibility on foot and by car. The projects also upgraded five curb ramps to current ADA standards and reconstructed

the curb and gutter on Horizon Road.

As a whole, the Pavement Condition Index of the streets improved from "poor" to "very good," according to the statement, indicating a PCI score of 80 out of 100 or higher.

The department claimed the last years' efforts had also resulted in increased coordination with the Coachella Valley Water District's values and manholes adjustments, as well as improved signing and striping, although the department did not cite any quantifiable progress in either area.

Work will continue along Date Palm Drive and Vista Chino in the affected areas as the city continues to collaborate with the Federal Highway Administration, the city stated, working toward completing Goal B of its Five-Year Plan. The full plan is available on the city's website discovercathedralcity.com.

Authorities seize starved horses, other animals from Cabazon property

Five horses suffering from starvation were seized last week from a Cabazon property, along with other pets, during a Riverside County Department of Animal Services cruelty investigation.

The seizure was carried out Aug. 14 in the 5000 block of Esperanza Avenue, near Almond Street, less than a mile south of Interstate 10, according to agency spokesman John Welsh.

"The horses were in an emaciated state," he said. "Their ribs, hip point and spines were very prominent."

The department had been investigating allegations of animal negligence at the residential property since last month, when animal control officers received information from a county code enforcement officer regarding malnourished horses stabled

there, according to Welsh.

"When we get complaints, it is our duty to respond,"

Department of Animal Services Director Erin Gettis said. "This is an example of partnerships with fellow county agencies and great follow-through by our officers. It's a shame to let horses get to this state — and we look forward to nursing them back to a much healthier weight."

When animal control officers interviewed the pets' owner, 58-year-old Rafael Leal, he explained that "he was going through tough times and trying to feed the horses what he was able," Welsh said.

He said that officers offered twice to take the horses for rehabilitation, but Leal refused the offers. That culminated in officers obtaining an arrest warrant and

seizure order.

Leal was booked into the Smith Correctional Facility in Banning on Aug. 14 on suspicion of felony animal cruelty. Bail information was not immediately available.

Along with the five horses, officers and sheriff's deputies impounded four dogs, six puppies and nearly four dozen domesticated fowl, mostly roosters and chickens, according to Welsh.

"The officers could not locate any food for the birds, nor a water source for them," he said.

The confiscated animals were taken to the Western Riverside County Animal Shelter in Jurupa Valley for veterinary care.

It was the third large-scale animal seizure stemming from cruelty investigations countywide over the last month.

Indio previews streetscape improvement project on Jackson Street

Workcommenced Mondayona new "streetscape improvement initiative" along Jackson Street, the city of Indio announced.

Dubbed the Jackson Street Shadowalk Project, the initiative is intended to "enhance and beautify public spaces, reduce waste and debris, and improve areas for walking and recreation," according to a city statement.

Features of the initiative include comprehensive repairs, sidewalk replacements and installing structures designed by Indio-based teenagers. The structures will provide 11,000 feet of shade between Kenner Avenue and Avenue 45, the city said. An investment of more than $5.3 million, the majority of which is coming through Caltrans' Clean Cali-

Teenage boy arrested after criminal threats against middle school

A13-year-oldboy suspected of making criminalthreats against a middle school in Moreno Valley was taken into custody, authorities said Monday.

Investigators responded to multiple calls Sunday around 5:10 p.m. from concerned students and parents regarding a gun violence threat against Mountain View Middle School posted on social media, according to the Riverside County Sheriff's Department.

The suspect was later identified as a teenage boy

who was booked at the Riverside Juvenile Hall on suspicion of making criminal threats against the school and staff.

"The investigation quickly revealed the picture of the weapons was an image taken from the internet," sheriff's officials said in a statement.

There were no reports of any injuries, and investigators believe the threat is an isolated incident. Additional deputies were on campus Monday to provide extra safety measures and security.

"We take these incidents

very seriously and the safety and security of our schools remains a top priority," sheriff's officials said. "School officials worked cooperatively with the Moreno Valley Sheriff's Station, having the best interest of the children in mind. We applaud those who came forward with the information and encourage students and parents to communicate when they see or hear a threat."

Anyone with information regarding the criminal threat was urged to call Moreno Valley Station Deputy Daniel Ramirez at 951-486-6700.

fornia Local Grant Program, is financing the project. The remaining amount was provided by Local Measure A funds.

The construction phase of the project is expected to be completed in approximately seven weeks, the city said, beginning at the intersection of Jackson Street and Avenue 44. Lane closures and traffic delays could occur during installa-

tion periods from 6 a.m. to 4 p.m. on weekdays. Following that seven-

week period, the installation of shade structures will begin in early October.

The project is expected to be completed by the end of the year.

DERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder's office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 833-561-0243 for information regarding the trustee's sale or visit this Internet Web site

WWW.SALES.BDFGROUP.COM for information regarding the sale of this property, using the file number assigned to this case 00000010129898. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale. NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an "eligible tenant buyer," you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an "eligible bidder", you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call 833-561-0243, or visit this internet website WWW.SALES.BDFGROUP.COM using the file number assigned to this case 00000010129898 to find the date on which the trustee's sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee's sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee's sale. If you think you may qualify as an "eligible tenant buyer" or "eligible bidder," you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. Felon charged with fatally shooting MoVal man

Aconvictedfelon accused of gunning down a 30-year-old man during a confrontation in Moreno Valley, then fleeing to another city where he was later apprehended, was charged Monday with murder and other offenses.

Joe Miramontes Jr., 31, of Moreno Valley, was arrested last week following a Riverside County Sheriff's Department investigation into the slaying of Gilbert Ramirez.

Along with murder, Miramontes is charged with being a felon in possession of a loaded firearm, possession of controlled substances for sale and sentence-enhancing gun and great bodily injury allegations.

He's being held in lieu of $1.2 million bail at the Byrd Detention Center in Murrieta and was slated to make his initial court appearance Monday afternoon at the Riverside Hall of Justice.

Horse killed in Jurupa Valley bee attack, 2 people injured

During the encounter, Miramontes pulled a handgun and shot the victim several times, then fled the location, Stoyer alleged.

Deputies and paramedics arrived a short time later and pronounced Ramirez dead at the scene.

Central Homicide Unit detectives soon identified

According to sheriff's Sgt. Lance Stoyer, Miramontes and Ramirez were involved in an unspecified dispute at 10:30 p.m. on Aug. 12 in the 24000 block of Bostwick Drive, near Cactus Avenue.

Miramontes as the alleged assailant and obtained an arrest warrant. Two days later, the defendant was located in a residence on Laurel Avenue in Pomona, where he was taken into custody without incident.

Court documents show that Miramontes has a prior conviction in Riverside County for making criminal threats.

Two people and four horses were attacked by a large swarm of bees in Jurupa Valley, resulting in the death of one of the horses, officials said.

Firefighters responded to the 9500 block of 52nd Street around 7:30 p.m. on Aug. 9 to a report of people being stung by bees, the Riverside County Fire Department said Friday in an Instagram post.

Responding firefighters quickly extracted the two people from the swarm of bees and found that one had suffered moderate injuries while the other had suffered serious injuries. Both people were rushed to a hospital for further treatment, the department said.

Firefighters then used a mix of foam and water to get the bees away from the horses. A private veterinarian responded to the scene to treat the horses, but one died from the large amount of bee stings.

The three remaining horses were treated on the scene.

Oil spikes

Association, said, "the Newsom Administration’s minimum supply announcement is nothing more than a political attack on consumers and our industry. Their claims about planning maintenance during the busiest driving season are false, purposely misleading and show an utter lack of understanding about our industry.

“To impose new operational mandates on energy producers based on such falsehoods is regulatory malpractice, and ignores the logistical challenges and costs associated with such a plan," Reheis-Boyd continued. "When this administration is ready to have a serious discussion about the facts and the policies this state has imposed that affect consumer costs, we will be there.

“However, collaboration is not a value of this administration. Once again, they have proposed wide-ranging and costly new laws in the final few weeks of the legislative session, putting legislators, stakeholders and industry in an impossible position to deliver effective policy," she said.

According to the state energy commission, on 63 days in 2023 California refiners maintained less than 15 days of gasoline supply, which caused a price spike at gas pumps. Officials said the proposed fuel reserve "would help ensure that the industry behaves responsibly and plans ahead to protect consumers from price spikes."

Pump prices are significantly lower than at this time last year and in 2022.

As of Friday the Los Angeles County average price for a gallon of self-serve regular gasoline has dropped $1.92 since rising to a record $6.49 on Oct. 5, 2022, according to AAA and Oil Price Information Service. The price is 68.1 cents less than a year ago.

This summer, California consumers spent an estimated $728 million less on gasoline than the same period last year, the governor's office reported. The proposed fuel reserve mandate aims to further protect consumers at the pump and help stabilize the market for the long term.

"The data is clear: oil refiners have been racking up profits by planning maintenance that reduces supply during our busy driving

seasons," Tai Milder, director of the energy commission's Division of Petroleum Market Oversight, said in a statement. "The Governor’s proposal gives us new tools to require refiners to plan responsibly and prevent price gouging during maintenance."

The proposed fuel reserve requirement is the latest move by the state government to stabilize the retail gasoline market.

After price spikes in 2022, Newsom called for a special legislative session and signed into law a reform package that he said was aimed at "holding Big Oil accountable."

The energy commission oversight division, the state's new oil industry watchdog, found that higher gasoline prices were caused by industry practices that included ques-

tionable market transactions, doing refinery maintenance without properly preparing for the resulting fuel shortages and other price-spiking moves. The division recommended the minimum inventory requirement in a letter to Newsom earlier this year.

The oversight division also revealed that gasoline prices spiked largely in 2023 because refineries went offline without adequately planning to backfill fuel supplies. That "caused refining margins to spike as spot and retail prices jumped — indicating that refinery margins made up the largest proportion of the price spikes between July and September 2023," state officials said.

Other countries have similarly imposed fuel reserves mandates on refiners.

Australia's Fuel Security Act has a minimum stockholding obligation and a fuel security services payment. Implemented this year, the minimum stockholding obligation requires major fuel refiners to save 24 days' worth of gasoline and a 20-day supply of diesel fuel.

Japan's Oil Stockpiling Act requires the government and private sector to maintain reserves of crude oil and other petroleum products.

The European Union adopted an Oil Stock Directive requiring member EU nations to maintain emergency stockpiles of crude oil and petroleum products equal to a minimum 90 days of net imports or 61 days of consumption, whichever is higher.

and served on the defendant at his residence on Hershey Way Thursday, according to Railsback.

Critically injured in the collision were Obed's then25-year-old sister Kially Carbajal and his two siblings 16-year-old Mario and 10-year-old Kiara.

The latter suffered the most significant injuries — a brain impact, two broken legs and a spinal fracture. She is still recovering. Kially Carbajal suffered a broken arm and foot has since recovered. Mario, who was seated in the front passenger seat of his sister's car, suffered significant head trauma that required surgery. He has since recovered.

Kially Carbajal was driving her younger siblings to school on the morning of May 16, 2023.

According to police and an investigation by attorneys for the Carbajal family, Laris was driving his 2020 Honda Civic westbound on Arlington Avenue, allegedly going "more than 100 mph" when he lost control at Stover Avenue.

Railsback said he failed to negotiate a bend in the road and "veered into the opposite lanes of traffic due to his high speed" going through the intersection.

"He collided head-on into the 2015 Nissan Sentra, which was traveling east on Arlington," the police spokesman said.

The collision twisted the two vehicles into a mangled wreck, trapping all of the parties.

Crash murder

Riverside Fire Department crews extricated them a short time later. Obed was pronounced dead at the scene.

Along with the victim's siblings, Laris was seriously injured and was hospitalized for an unspecified period.

Railsback said investigators decided to pursue a murder charge based on the defendant's prior conduct, which included two speeding convictions, one of which led to his taking an online traffic safety course that warned "speeding is dangerous because it increases the risk of a crash and decreases the time the driver has to react to avoid a collision."

The signs of cannabis in his blood after he was hospitalized indicated he was likely under the influence, further justifying criminal charges, according to Railsback.

Laris has no documented prior felony convictions.

The Carbajal family in

December announced a lawsuit against the city and the defendant, alleging negligence on the part of both.

The civil action, which is still pending, blames municipal officials, in part, for the wreck because the plaintiffs allege that the city failed to move forward with a plan established in 2015 to install a traffic light and make various other roadway safety improvements at the intersection.

According to the plaintiffs, residents of the area had repeatedly complained about the need for changes.

Between 2009 and 2023, there were nearly 30 collisions, including three fatal ones, in the area of Arlington and Stover, according to the suit.

Arlington is a major travel corridor through the western half of the city, and the point of impact was at a roadway curve where speeding is not uncommon.

Woman charged 33 years later with killing her newborn infant

Awoman accused of killing her newborn child and dumping her in a trash receptacle behind a Riverside business almost four decades ago will be arraigned next month on a murder charge.

Melissa Jean Allen Avila, 55, of Shelby, North Carolina, was arrested earlier this month following a yearslong investigation by the Riverside Police Department Homicide Cold Case Unit.

Avila made her initial court appearance Aug. 7 before Riverside County Superior Court Judge Gary Polk, who scheduled her arraignment for Sept. 9 at the Riverside Hall of Justice.

Polk granted Avila release on her own recognizance under an agreement to which the defense and prosecution stipulated in lieu of holding her in jail.

She was previously being held on $1 million bail.

Avila promised to appear at all future court hearings.

According to police spokesman Officer Ryan Railsback, cold case detectives reopened the baby death case in 2020.

The newborn girl, known only as "Jane Doe," was discovered on Oct. 13, 1987, by a man looking for bottles and cans in a dumpster behind a business in the 5400 block of La Sierra Avenue.

Investigators at the time had little to go on, pursuing

all available leads without success in the weeks following discovery of the dead child, Railsback said.

DNA samples were taken from the tot's remains and preserved.

police spokesman said. "This funding allowed for DNA analysis to be conducted by Othram, Inc., a private lab that specializes in DNA technology." He said investigators

Railsback alleged that the forensic evidence was used to locate and positively identify Avila as the mother of the infant, though he did not elaborate on the details.

"An essential partner in this investigation was Season of Justice, a nonprofit dedicated to providing financial assistance for investigative agencies and families to help solve cold cases through grant funding for advanced DNA analysis solutions and forensic genealogy,'' the

"have no reason to believe the baby's father had any criminal culpability in the murder."

The man wasn't identified. Avila was 19 when the alleged killing occurred.

A possible motive was not disclosed.

The defendant was taken into custody without incident by U.S. Marshals in Shelby on the morning of Aug. 5. She has no documented prior felony convictions in Riverside County.
