Schiff, Garvey head for November runoff in race for Feinstein's Senate seat

Democratic Rep. Adam Schiff and Republican former Dodger Steve Garvey were preparing Wednesday for a November runoff election after topping a crowded field of candidates looking to claim the U.S. Senate seat previously held by the late Dianne Feinstein. Schiff, D-Burbank, led the way among the more than two dozen candidates seeking the seat, with Garvey placing second.

Rep. Katie Porter, D-Irvine, was a distant third, and Rep. BarbaraLee,D-Oakland, placed fourth.

Many pundits were anticipating a Schiff-Garvey runoff, with most believing it could result in an easy Schiff victory in heavily Democratic California as they fight for a full six-year term in the Senate.

Schiff and Garvey will actually appear twice on the November ballot, with both also seeking to fill out the remainder of Feinstein's term, which ends in January.

Schiff claimed victory at a Hollywood rally Tuesday night, but his speech was interrupted by protesters who loudly chanted "Cease fire now" and "Free Pales-

El Monte guaranteed income program shows promising results

The City of El Monte on Monday has released the latest evaluation study of its guaranteed income program. The pilot program, a collaborative effort between the city and RAND Corporation, with support from USC Sol Price School of Public Policy, has shown promising results in enhancing the well-being of 125 participants.

Launched in April 2023, the program aimed to provide $500 in assistance to selected residents to mitigate the economic strain caused by the COVID-19 pandemic and enhance their overall quality of life. The program attracted over 2,500 applications, with 125 individuals selected to participate in the pilot program. Eligible participants were female heads of household (no spouse present) with children under 18 years of age, experiencing economic strain due to COVID-19, El Monte residents, and with a verified household income at or below the poverty level based on U.S. Department of Commerce thresholds.

When the former CEO of Union Station asked him to be on the board, he set out to find a better way to raise funds than asking people to get all dressed up to attend a gala they only felt obligated to attend. Leslie came up with the idea of having chefs gather for an event that was so amazing it didn’t feel like it was a charity affair.

A Noise Within continues August Wilson’s ‘American Century Cycle’ with ‘King Hedley II’

ANoise Within continues its commitment to August Wilson’s “American Century Cycle” with a new production of “King Hedley II.” Gregg T. Daniel, who has previously directed A Noise Within productions of Wilson’s “Gem of the Ocean,” “Seven Guitars” and “Radio Golf,” returns to direct the ninth play in the two-time Pulitzer Prize-winning playwright’s extraordinary 10-play cycle that explores, decade-by decade, the Black experience in 20th century America.

After seven years in prison, King Hedley re-enters society eager to rebuild his life, but quickly confronts the inescapable challenges facing Black men in Reagan-era Pittsburgh. King’s disenfranchisement comes into conflict with the stories he’s been telling himself. Yet he continues to plant seeds where nothing can grow.

“Wilson is our American Shakespeare, and his language comes alive in the mouths of fine actors in a similar way,” say A Noise Within co-artistic directors Geoff Elliott and Julia Rodriguez-Elliott. “This play is a tragedy, but there’s so much humor in it. That is part of the humanity Wilson brings to his work.”

“He was a poet before he was a playwright, and you can hear it in the electrically charged richness of his language, the musicality.” agrees Daniel. “You can feel it enter your body and lift you. King is someone trying to live up to his name. He aspires to live an honorable, respectful, just life after serving his time, but is denied that at every turn. There’s an epic quality to the story in the way it addresses the human condition: what we strive to become and to achieve in life, how we try to better ourselves.”

Taken as a whole, the 10 plays in Wilson’s monu-

mental cycle span a period of 90 years, from “Gem of the Ocean” in 1904 to “Radio Golf” in 1997 — with nine of them set in Pittsburgh’s Hill District, where Wilson himself grew up. But the plays were not written sequentially and are not connected in the manner of a serial story. Each play stands alone. Many of the characters recur or are referenced in several of the plays, which enriches the audience experience each time a new one is viewed

Performances of “King Hedley II” take place April 6 through April 28 on Thursdays at 7:30 p.m.; Fridays at 8 p.m.; Saturdays at 2 p.m. and 8 p.m.; and Sundays at 2 p.m. (no 2 p.m. matinee on Saturday, April 6; no evening performance on Saturday, April 27; dark Thursday, April 18). Four

preview performances take place on Sunday, March 31 at 2 p.m.; Wednesday, April 3 and Thursday, April 4 each at 7:30 p.m.; and Friday, April 5 at 8 p.m.

The performance on Thursday, April 11 is “Black Out Night,” an opportunity for an audience self-identifying as Black to experience the performance together, and tickets include admission to a post-show reception; non-Black-identifying patrons are welcome to attend, or to select a different performance. Post-performance conversations take place every Friday (except the preview) and on Sunday, April 14. A one-hour INsiders Discussion Group will take place on Sunday, April 7 at 12:30 p.m., prior to the matinee performance (separate admission: $25).

Syphilis is killing babies. The U.S. government is failing to stop the disease from spreading.

Karmin Strohfus, the lead nurse at a South Dakota jail, punched numbers into a phone like lives depended on it. She had in her care a pregnant woman with syphilis, a highly contagious, potentially fatal infection that can pass into the womb. A treatment could cure the woman and protect her fetus, but she couldn’t find it in stock at any pharmacy she called — not in Hughes County, not even anywhere within an hour’s drive.

Most people held at the jail where Strohfus works are released within a few days. “What happens if she gets out before I’m able to treat her?” she worried. Exasperated, Strohfus reached out to the state health department, which came through with one dose. The treatment required three. Officials told Strohfus to contact the federal Centers for Disease Control and Prevention for help, she said. The risks of harm to a developing baby from syphilis are so high that experts urge not to delay treatment, even by a day.

Nearly three weeks passed from when Strohfus started calling pharmacies to when she had the full treatment in hand, she said, and it barely arrived in time. The woman was released just days after she got her last shot.

Last June, Pfizer, the lone U.S. manufacturer of the injections, notified the Food and Drug Administration of an “impending stock out” that it anticipated would last a year. The company blamed “an increase in syphilis infection rates as well as competitive shortages.”

Across the country, physicians, clinic staff and public health experts say that the shortage is preventing them from reining in

a surge of syphilis and that the federal government is downplaying the crisis. State and local public health authorities, which by law are responsible for controlling the spread of infectious diseases, report delays getting medicine to pregnant people with syphilis. This emergency was predictable: There have been shortages of this drug in eight of the last 20 years.

Yet federal health authorities have not prevented the drug shortages in the past and aren’t doing much to prevent them in the future.

Syphilis, which is typically spread during sex, can be devastating if it goes untreated in pregnancy: About 40% of babies born to women with untreated syphilis can be stillborn or die as newborns, according to the CDC. Infants that survive can suffer from deformed bones, excruciating pain or brain damage, and some struggle to hear, see or breathe. Since this is entirely preventable, a baby born with syphilis is a shameful sign of a failing public health system.

In 2022, the most recent year for which the CDC has data available, more than 3,700 babies were infected with syphilis, including nearly 300 who were stillborn or died as infants. More than 50% of these cases occurred because, even though the pregnant parent was diagnosed with syphilis, they were never properly treated.

That year, there were 200,000 cases identified in the U.S., a 79% increase from five years before. Infection rates among pregnant people and babies increased by more than 250% in that time; South Dakota, where Strohfus works, had the highest rates — including a more than 400% increase

among pregnant women. Statewide, the rate of babies born with the disease, a condition known as congenital syphilis, jumped more than 40-fold in just five years.

And that was before the current shortage of shots.

In Mississippi, the state with the second highest rate of syphilis in pregnant women, Dr. Caroline Weinberg started having trouble this summer finding treatments for her clinic’s patients, most of whom are uninsured, live in poverty or lack transportation. She began spending hours each month scouring medicine suppliers’ websites for available doses of the shots, a form of penicillin sold under the brand name Bicillin L-A.

“The way people do it for Taylor Swift, that’s how I’ve been with the Bicillin shortage,” Weinberg said. “Desperately checking the websites to see what I can snag.”

The shortage is driving up infection rates even further.

In a November survey by the National Coalition of STD Directors, 68% of health departments that responded said the drug shortage will cause syphilis rates in their area to increase, further crushing the nation’s most disadvantaged populations.

“This is the most basic medicine,” said Meghan O’Connell, chief public health officer for the Great Plains Tribal Leaders’ Health Board, which represents 18 tribal communities in South Dakota and three other states. “We allow ourselves to continue to not have enough, and it impacts so many people.”

ProPublica examined what the federal government has done to manage the crisis and the ways in which experts say it has fallen short.

The government could pressure Pfizer to be more transparent.

Twenty years ago, there were at least three manufacturers of the syphilis shot. Then Pfizer, one of the manufacturers, purchased the other two companies and became the lone U.S. supplier.

Pfizer’s supply has fallen short since then. In 2016, the company announced a shortage due to a manufacturing issue; it lasted two years. Even during times when Pfizer had not notified the FDA of an official shortage, clinics across the country told ProPublica, the shots were often hard to get.

Several health officials said they would like to see the government use its power as the largest purchaser of the drug to put pressure on Pfizer to produce adequate supplies and to be more transparent about how much of the drug they have on hand, when it will be widely available and how stable the supply will be going forward.

In response to questions, Pfizer said there are two reasons its supply is falling short. One, the company

said, was a surge in use of the pediatric form of the drug after a shortage of a different antibiotic last winter. Pfizer also blamed a 70% increase in demand for the adult shots since last February, which it described as unexpected.

Public health experts say the increase in cases and subsequent rise in demand was easy to see coming. Officials have been raising the alarm about skyrocketing syphilis cases for years. “If Pfizer was truly caught completely off guard, it raises significant questions about the competency of the company to forecast obvious infectious disease trends,” a coalition of organizations wrote to the White House Drug Shortage Task Force in September.

Pfizer said it is consistently communicating with the CDC and FDA about its supply and that it has been transparent with public health groups and policymakers.

The FDA has a group dedicated to addressing drug shortages. But Valerie Jensen, associate director of that staff, said the FDA can’t force manufacturers

to make more of a drug. “It is up to manufacturers to decide how to respond to that increased demand.” she said. “What we’re here to do is help with those plans.”

Pfizer said it had a target of increasing production by about 20% in 2023 but faced delays toward the end of the year. The company did not explain the reason for those delays.

The company said it has invested $38 million in the last five years in the Michigan facility where it makes the shots and that it is increasing production capacity. It also said it is adding evening shifts at the facility and actively recruiting and training new workers. Pfizer said it also reduced manufacturing time from 110 to 50 days. By the end of June, the company expects the supply to recover, which it described as having eight weeks of inventory based on its forecast demands with no disruptions in sight.

The government could manufacture the drug itself.

1 teen killed, 2 others injured in Riverside party stabbing

One teenager was killed and two others were injured during a party in the 3400 block of Gay Way in Riverside Sunday, according to a Riverside Police Department dispatcher. As police shut down the party, they were informed about the stabbed teens. Officers attempted to save one of the teenagers but he was pronounced dead at the scene. The second teenager was taken to a hospital with a non-lifethreatening wound. Officers learned of the third stabbed teen 25 minutes later as he was being treated by paramedics in a nearby home. He was taken to a hospital and detained after police determined that he might have been involved in the stabbing. No official arrests were made and the investigation is continuing.

At 1:58 a.m., a caller in the area of Myrtle and Huntington said that his date had walked away from the bar they were at and was possibly intoxicated. Officers arrived and located the female subject who appeared to be intoxicated. A computer check revealed she had warrants for her arrest. She was arrested and taken into custody.

At 7:51 a.m., a hit and run traffic collision was reported in the area of Magnolia and Cypress. One of the involved parties fled the scene after colliding into another vehicle. This investigation is continuing.

At 10:42 a.m., officers responded to a shopping center in the 600 block of West Huntington regarding a subject driving erratically. Officers arrived and located the vehicle and made contact with the driver. A computer search revealed the driver had an outside warrant for his arrest. He was found to be in possession of drug paraphernalia. He was arrested and taken into custody.

At 3:07 p.m., while patrolling the area of Huntington and Mountain an officer saw a vehicle in violation of a vehicle code. A traffic stop was conducted and the driver was contacted. A computer search revealed the driver and passenger had outstanding warrants for their arrest. They were arrested and taken into custody.

At 4:49 p.m., a caller from the 200 block of East Walnut reported she was a victim of fraud totaling approximately $5,000. This investigation is continuing.

At 9 p.m., callers in the area of Ivy and Colorado reported a vehicle collided into a parked car and fled the area. Officers arrived and were able to locate the vehicle and driver. An investigation revealed the driver was under the influence. He was arrested and transported to the MPD jail to be held for a sobering period.

Feb. 23

At 8:15 a.m., officers responded to the area of Central and Mountain regarding a traffic collision investigation.

At 8:37 a.m., officers responded to an injury traffic collision in the area of Madison and Foothill. There was a complaint of pain only and the driver at-fault was issued a citation.

At 11:15 a.m., a hit and run traffic collision was reported in the area of Huntington and Fifth. A vehicle collided with a traffic signal and fled. This investigation is continuing.

At 4:04 p.m., a caller in the 1300 block of South Alta Vista reported a window to a vehicle was smashed. The owner was notified and the vehicle was locked and secured. No entry was made and nothing was stolen. This investigation is continuing.

At 7:50 p.m., a resident in the 400 block of West Palm reported five juveniles burglarizing his neighbor's car. When the juveniles saw the resident, they all ran. Officers arrived and searched the area, but could not locate them. This investigation is continuing.

At 8 p.m., a caller in the 100 block of West Foothill reported a large number of male juveniles fighting in a parking lot. Officers arrived and located the victim and made contact with the parents who refused prosecution. This investigation is continuing.

At 9:43 p.m., an injury traffic collision was reported in the area of Mountain and Duarte. Officers arrived and located the parties involved. One of the drivers displayed signs of being intoxicated and complained of pain. He was transported to a medical facility for treatment. This investigation is continuing.

At 9:46 p.m., a caller in the area of Mountain and Lemon reported two motorists had just collided. Officers arrived and found no one was injured. Both parties did not want a collision report taken, but chose only to exchange information.

Feb. 24

At 4:14 a.m., a hit and run traffic collision was reported in the 500 block of West Duarte. A caller reported seeing a motorist traveling with a missing tire. Officers arrived and found three parked cars had been broadsided. They searched for the suspect vehicle and located it

two blocks away, damaged and unoccupied. This investigation is continuing.

At 2:23 a.m., a caller in the 100 block of West Lime reported a group of people in the 100 block of West Lime who appeared to be "huffing" from balloons. When officers arrived a large group of males ran in different directions and two male subjects were detained. An investigation determined they were too intoxicated to care for themselves. They were arrested and transported to the MPD jail to be held for a sobering period.

At 9:30 a.m., a hit and run traffic collision was reported in a parking lot in the 900 block of East Huntington. The caller reported that he was struck by a vehicle and the vehicle fled. This investigation is continuing.

At 11:45 a.m., a caller in a parking lot in the 500 block of West Huntington reported that her vehicle was hit while parked. An investigation revealed the suspect was attempting to exit the parking lot, hit the victim’s vehicle, got out to look at the damage and fled the scene. This investigation is continuing.

At 12:21 p.m., officers were dispatched to the 1600 block of South Mountain regarding a subject who brandished a knife at the victim. Officers arrived and made contact with the male subject. He was arrested, cited and released at the scene.

At 2 p.m., a theft was reported in a business in the 1600 block of South Mountain. Officers arrived and located the suspect vehicle nearby. The suspect wasn't inside the vehicle but the owner was. She stated she wasn't with the suspect during the theft and she had just entered the vehicle. This investigation is continuing.

At 3:35 p.m., officers responded to a business in the 700 block of East Huntington regarding a shoplifting in progress. Officers arrived and made contact with the juvenile subject. The stolen property was recovered. The juveniles were detained, cited and released to their parents.

At 3:45 p.m., officers responded to the 700 block of West Duarte regarding two sub-

jects arguing about a parking problem. The suspect, who was in a U-Haul truck, was blocking the driveway to the complex and when the reporting party told him to move, a verbal argument ensued. As the suspect got into the truck to leave, the RP got in front of the truck to prevent him from leaving so officers could speak with him. The suspect ended up punching the RP, and the passenger of the truck punched the RP's wife, who was inside of a vehicle. Both suspects fled the scene. This investigation is continuing.

Feb. 18

At 9:50 a.m., an officer responded to 24 Hour Fitness, 125 N. First Ave., regarding a theft report. The victim locked his two cellphones inside a locker and returned an hour later to find that an unknown suspect had removed his lock by unknown means and stole his cellphones.

Feb. 19

At 8:48 a.m., officers responded to Arcadia Retirement Village, 607 W. Duarte Road, regarding the report of a missing elderly woman. An investigation revealed the woman went for a walk and couldn’t find her way home. Hours later, a home care nurse found the woman sitting outside of a residence on Caroline Way and contacted police who returned her to her home.

At 9:26 a.m., officers responded to a residence in the 00 block of North Altura Road regarding a motorcyclist lying face down on the lawn. The officer contacted the subject who claimed he had too much to drink the night prior, so he de-

cided to park his motorcycle and sleep on the lawn. An investigation revealed the subject had two outstanding warrants for his arrest and he was in possession of knives, pepper spray, and a USPS master key. The 55-yearold male from Monrovia was arrested and transported to the Arcadia City Jail for booking.

Feb. 20

At 8:27 a.m., officers responded to a residence in the 1100 block of Paloma Drive regarding a burglary that had just occurred. An investigation revealed the suspect smashed the side glass door and was making his way inside the residence when the victim saw him and said she was calling the police. The suspect fled the scene westbound on Paloma Drive. The suspect was described as male, with an average build, wearing a white long-sleeved shirt, black pants, black gloves, a tan plaid scarf, a black balaclava mask, and carrying a backpack. The suspect vehicle was described as a white four-door sedan.

At 11:08 a.m., officers responded to 7 Eleven, 102 E. Huntington Drive, regarding a theft report. An investigation revealed the suspect approached the store clerk and asked her for a pack of cigarettes. The suspect took the cigarettes and left the store without paying for them. Officers contacted the suspect and recovered the stolen pack of cigarettes. The 44-year-old male from Los Angeles was issued a citation.

Feb. 21

At 4:05 a.m., officers responded to Sphinx Mart and Tobacco, 142 E. Huntington Drive, regarding a burglary that had just occurred. Security

camera footage revealed three male suspects wearing black clothing, masks, and gloves, had smashed the front glass door and broken the metal security gate. The suspects ransacked the store, stealing cash and several tobacco products.

At 7:44 p.m., officers responded to a residence in the 400 block of Stanford Drive regarding the report of a burglary. The resident returned home to find his rear glass door had been smashed. Unknown suspect(s) ransacked the bedrooms and stole a camera and jewelry.

At 9:29 p.m., officers responded to Orchid Orthopedic, 11911 Clark St., regarding an audible alarm. Officers discovered the rear glass door had been shattered by an unknown suspect(s). The loss was unknown at the time of the report.

Feb. 22

At 2:22 p.m., officers responded to Macy’s, 400 S. Baldwin Ave., regarding a theft that had just occurred. Three suspects entered the store carrying large black booster bags. The suspects filled the bags with bottles of perfume and cologne before fleeing the scene in a white sedan. The suspects were described as males, 25 to 30-years-old, wearing dark colored clothing, and baseball caps.

At 3:39 p.m., an officer responded to the parking lot of 24 Hour Fitness, 125 N. First Ave., regarding the report of a vehicle burglary. Unknown suspect(s) smashed the front passenger side window of the victim’s vehicle and stole the victim’s bag of hair supplies, and a fanny pack containing a watch and makeup.

Re: State Senate candidate Elizabeth Wong Ahlers says all you need is love ... (Feb. 29 issue)

I view with skepticism Elizabeth Wong Ahlers’ certitude that children can be persuaded by their teachers to change their gender if they aren’t happy as a boy or as a girl.

Is it really that simple? Does she imply that parents have no control over their children’s capricious demands over such critical matters?

Does that mean to Ms. Ahlers that if parents are faced with such a dilemma, they’ll just unconditionally allow their children to decide what gender they prefer to be, without consulting the child’s physician or seeking the opinion of doctors whose discipline is mental health?

If parents can so easily abdicate their responsibility, then the problem is them, not the teachers, the school’s administration, or the school board.

Ms. Ahlers proclaims that love is the centerpiece of her political mission. But if that’s the case, then her love is not a reflection of universal compassion, but a love only reserved to those who share her political views and follow her traditional social conventions.

Health courses that include transgender topics, are designated mainly to teach young people that not everyone is the same by nature, and that they must extend, if not their love, at least their compassion, to those who are different. In my opinion, such knowledge is most worthy of an enlightened society.

“Love” is the word most frequently used to conceal a grand pretense. Consequently, it can become the most dangerous deceiver of them all.

Let’s reflect on that: Hitler loved children, but only Aryan children. Also, love is central to Christianity, but all Christians hated Jews for centuries — and many still do.

Last Friday, I attended the Monrovia Chamber Awards. The theme was “Team Monrovia.” We thanked the 2023 Executive and Board of Directors and welcomed the 2024 boards. The new Executive and Board of Directors is a group of stellar individuals that will undoubtedly make our Monrovia Chamber a shining beacon of support for local businesses. I am eagerly looking forward to seeing the growth and advancement of such a distinguished organization. There is no “I” in team; a reminder to prioritize the collective good and team collaboration, while putting aside personal egos, ambitions and interests for the betterment of the team’s objective. If there's anything I have learned recently, it's just how important it is to give grace to others in the workplace. How often does a coworker not respond within the timeframe they agreed to? How often are they short with you when speaking? I would bet this happens pretty often.

In the moment, it feels personal. It can make you feel angry. How could this person speak to me this way? Or, why is this person not following through as quickly as they promised? You may wonder what you did to be on the receiving end of this. You may wonder why they don't respect you enough to do better.

The problem is that work isn't just work. Every single person we work with has many things going on outside of work (and sometimes inside of work) that we cannot see. Our personal lives are made up of family, friends, children, pets, clubs and organizations, religious groups and more.

When things are normal, someone is able to show up as their best self to work. But, when things are out of whack in one area of a person's life, it can create a larger impact. For example, if someone recently had a new baby, they may be struggling to learn how to balance both work and take care of the baby. Or, if another person suffered the loss of a family member, that person may have a hard time containing their grief during work hours.

When someone is going through these terrible personal things, they very often do not disclose them at work. They are simply trying to get through each day. They are trying to keep their family together or trying to help a loved one through a serious illness.

They try to keep issues from bleeding into work, but we are all human. And, it can happen to anyone and everyone.

Fortunately, change is not permanent. It's what takes us from one destination to

another. And, when things calm down again, people are able to return to their prior selves. They begin to be more present. They begin to deliver their assignments on time. They again become the former person you knew.

The universal truth is that we all go through change. We are not, ever, all perfect all the time. Giving someone grace or assuming positive intent is one of the kindest things that you can do for them.

And, some day in the future, you will need the same grace in return. It can be surprising how quickly

Steve Bae of The Joint Chiropractic was honored with the Ambassador of the Year Award. The Firefighter of the Year Award was well-deservedly presented to Hennessy Cabiles. Police Officer of the Year was awarded to Michael Garcia. Brenda Trainor, of Wonder Dog Ranch, received the Service to the Chamber Award. The Iris Award was given to Katie Gundersen for Citizen of the Year. The Monroe award for Business of the Year was given to Bowden Development, and I could not agree more.

I, too, was recognized at this gala. I received the

Pam Fitzpatrick Award for my “dedication and support to Old Town, its merchants and the community.” It was such an honor and incredibly humbling to be recognized among so many admirable and outstanding community members.

For those of you that did not know Pam Fitzpatrick, she was a force in Old Town. She and her two sisters, Cindy and Jennifer, opened the much-loved Dollmakers’ Kattywompus in 1991. It was the favorite toy store for both children and adults alike. Pam also served on just about every Monrovia Board and Commission possible. To say she was involved in her community would be a severe understatement. Pam was a steward for small businesses in Monrovia

and she was explicitly driven to the growth and revitalization of our Old Town district. It was especially important to Pam that the growth of Old Town not lessen its charm and beauty.

This lovely, entertaining and informative column you are now reading was originally penned by Pam. When she passed in 2018, she left a void that was felt not only by her beloved family and friends, but her community. It was with much love, respect and pride that I took over writing her column. Not only was Pam a force in Old Town, she was kind, generous, loving and supportive. She was a dear friend, and no other award could mean as much to me as this one did.

Next time you go for a

walk or a drive, take a look at the neighboring cities of Duarte, Sierra Madre, Arcadia and more. Though all are pleasant, none can rival the charming allure of our Old Town. Old Town draws people from all over the San Gabriel Valley and in my humble opinion, reigns supreme. Our businesses in Old Town need to be supported, advocated for and well-patronized. Supporting our small businesses supports our property values, it tends to keep money in our community, and you are supporting a business owner who is supporting their family versus a large corporation that does not care about you at all.

One of my favorite things about Monrovia is how we rally together for a great cause. Our small businesses,

life can change. You can be cruising along when suddenly, someone you love becomes ill. Or, there is some other problem that may feel giant in the moment.

It would be great if we could all compartmentalize. If we were productive robots between business hours, that would be wonderful. But, that's not really how life works. What does work is giving grace to those around you.

makes the country vulnerable to shortages. With just one manufacturer, any disruption — contamination at a plant, a shortage of raw materials, a severe weather event or a flawed prediction of demand — can put lives at risk. What’s ultimately needed, public health experts say, is another manufacturer.

Congressional Democrats recently introduced a bill that would authorize the U.S. Department of Health and Human Services to manufacture generic drugs in exactly this scenario, when there are few manufacturers and regular shortages. Called the Affordable Drug Manufacturing Act, it would also establish an office of drug manufacturing.

This same bill was introduced in 2018, but it didn’t have bipartisan support and was never taken up for a vote. Sen. Elizabeth Warren, the Massachusetts Democrat who introduced the bill in the Senate, said she’s hopeful this time will be different. Lawmakers from both parties understand the risks created by drug shortages, and COVID-19 helped everyone understand the role the government can play to boost manufacturing.

Still, it’s unlikely to be passed with the current gridlock in Congress.

The government could reserve syphilis drugs for infected patients.

Responding to the shortage of shots to treat the disease, the CDC in July asked health care providers nationwide to preserve the scarce remaining doses for people who are pregnant. The shots are considered the gold standard treatment for anyone with syphilis, faster and with fewer side effects than an alternative pill regimen. And for people who are pregnant, the pills are not an option; the shots are the only safe treatment.

Despite that call, the military is giving shots to new recruits who don’t have syphilis, to prevent outbreaks of severe bacterial respiratory infections. The Army has long administered this treatment at boot camps held at Fort Leonard Wood, Fort Moore

and Fort Sill. The Army has been unable to obtain the shots several times in the past few years, according to the U.S. Army Center for Initial Military Training. But the Defense Health Agency’s pharmacy operations center has been working with Pfizer to ensure military sites can get them, a spokesperson for the Defense Health Agency said.

“Until we think about public health the way we think about our military, we’re not going to see a difference,” said Dr. John Vanchiere, chief of pediatric infectious diseases at Louisiana State University Health Shreveport.

Some public health officials, including Alaska’s chief medical officer, Dr. Anne Zink, questioned whether the military should be using scarce shots for prevention.

“We should ask if that’s the best use,” she said.

Using antibiotics to prevent streptococcal outbreaks is a well-established, evidence-based public health practice that’s also used by other branches of the armed services, said Lt. Col. Randy Ready, a public affairs officer with the Army’s Initial Military Training center. “The Army continues to work with the CDC and the entire medical community in regards to public health while also taking into account the unique missions and training environments our Soldiers face,” including basic training, Ready said in a written statement.

The government isn’t stockpiling syphilis drugs.

In rare instances, the federal government has created stockpiles of drugs considered key to public health. In 2018, confronting shortages of various drugs to treat tuberculosis, the CDC created a small stockpile of them. And the federal Administration for Strategic Preparedness and Response keeps a national stockpile of supplies necessary for public health emergencies, including vaccines, medical supplies and antidotes needed in case of a chemical warfare attack.

In November, the Biden administration announced it

was creating a new syphilis task force. When asked why the federal government doesn’t stockpile syphilis treatments, Adm. Rachel Levine, the HHS official who leads the task force, said officials don’t routinely stockpile drugs, because they have expiration dates.

In a written statement, an HHS spokesperson said that Bicillin has a shelf life of two years and that the Strategic National Stockpile “does not deploy products that are commercially available.” In general, the spokesperson wrote, stockpiles are most effective before a national shortage begins and can’t overcome the problems of limited suppliers or fragile supply chains. “There is also a risk that stockpiles can exacerbate shortages, particularly when supply is already low, by removing drugs from circulation that would have otherwise been available,” the spokesperson wrote.

Stephanie Pang, a senior director with the coalition of STD directors, said that given the critical role of this drug and the severe access concerns, she thinks a stockpile is necessary. “I don’t have another solution that actually gets drugs to patients,” Pang said.

The government could declare a federal emergency.

Some public health officials say the federal government needs to treat the syphilis crisis the way it did Ebola or monkeypox.

Declare a federal emergency, said Dr. Michael Dube, an infectious disease specialist for more than 30 years. That would free up money for more public health staff and fund more creative approaches that could lead to a long-term solution to the near-constant shortages, he said. “I’d hate to have to wait for some horrible anecdotes to get out there in order to get the public’s and the policymakers’ minds on it,” said Dube, who oversees medical care for AIDS Healthcare Foundation wellness clinics across the country.

Citing an alarming surge in syphilis cases, the Great Plains Tribes wrote to the

HHS secretary last week asking that the agency declare a public health emergency in their areas. In the request, they asked HHS to work globally to find adequate syphilis treatment and send the needed medicine to the Great Plains region.

During the 2014 outbreak of Ebola in West Africa, Congress gave hundreds of millions of dollars to HHS to help develop new rapid tests and vaccines. Facing a global outbreak of monkeypox in 2022, a White House task force deployed more than a million vaccines, regularly briefed the public and sent extra resources to Pride parades and other places where people at risk were gathered.

Levine, leader of the federal syphilis task force, countered that declaring an emergency wouldn’t make much of a difference. The government, she said, already has a “dramatic and coordinated response” involving several agencies.

The FDA recently approved an emergency import of a similar syphilis treatment made by a French manufacturer that had plenty on hand. According to the company, Provepharm, the imported shots are enough to cover approximately one or two months of typical use by all people in the U.S. (The FDA would not say how many doses Provepharm sent, and the company said it was not allowed to reveal that number under the federal rules governing such emergency imports.)

Clinics applaud that development. But many of them can’t afford the imported shots.

The government could do more to rein in the cost.

Clinics and hospitals that primarily serve low-income patients often qualify for a federal program that allows them to purchase drugs at steeply discounted prices. Pharmaceutical companies that want Medicaid to cover their outpatient drugs must participate in the program.

One factor in determining the discount price is whether a pharmaceutical company has raised the price of a drug by more than the rate of inflation. Because Pfizer has hiked the price of its Bicillin shots significantly over the years, the government requires that it be sold to qualifying clinics for just pennies a dose. Otherwise, a single Pfizer shot can retail for upwards of $500. The French shots are comparable in retail price and not eligible for the discount program.

Several clinic directors also said they worried that drug distributors were reserving the limited supply of the Pfizer shot for organizations that could pay full price. For several days in January, for example, the website of Henry Schein, a medical supplier, showed doses of the shot available at full price, while doses at the penny pricing were out of stock, according to screenshots shared with ProPublica. When asked whether it was only selling shots at full price, a spokesperson for Henry Schein did not respond to the question.

Local health departments that qualify for the discount program told ProPublica they’ve had to pay full price at other distributors, because it was the only stock available.

The Health Resources and Services Administration, the federal agency that regulates the discount program, said that a drug manufacturer is ultimately responsible for ensuring that when supplies are available, they are available at the discounted price.

When asked about this, Pfizer said that it has “one inventory that is distributed to our trade partners” and that hospitals and clinics that qualify for the discount program are “responsible for ensuring compliance with the program and orders through the wholesaler accordingly.” The company added, “Pfizer plays no part in this process.”

In October, on Weinberg’s regular search for shots for her Mississippi clinic, she found doses of Bicillin for sale at the discounted price and purchased 40. “The idea that we’re supposed to be hoarding treatment is a horrific compact,” she said. Word got out that the clinic, called Plan A, has some shots, and other clinics began sending pregnant patients there.

The clinic’s supply is dwindling. Weinberg is happy to get the shots to patients who need them. But she’s not sure how much longer her reserve will last — or if she’ll be able to find more when they’re gone.

IRS’ Direct File now available in California

Californians now have access to a more user-friendly online federal tax return service, the IRS' free Direct File program. Targeted mainly at those with simple tax returns, such as those with income from a W-2, Social Security, or unemployment benefits, the service became widely available in California, Arizona, Nevada, and other states since its limited launch in January. Unlike other free tax-preparation services that come with income limits and certain restrictions, Direct File offers a direct, step-bystep guide with no middlemen for taxpayers using basic forms.

Direct File only supports

a limited range of credits and deductions, making it unsuitable for selfemployed individuals, business owners, and those with more complex financial situations. This program is available online only and requires identity verification through ID.me, a service that has faced privacy and security concerns. Although it doesn't offer tax advice, Direct File provides technical support, and its entries can be saved online to pause and resume later. The service, however, is not yet integrated with California's CalFile system, so federal information cannot be transferred to state returns seamlessly.

Separately, nonprofit groups like Economic Security California (ESCA) are addressing the issue of unclaimed tax credits in Los Angeles County. Approximately $500 million in tax credits are left unclaimed by residents, and ESCA's 'Claim Your Cash' pilot program aims to connect eligible lowincome families with free tax preparers.

Programs intended to reduce the chances that someone will end up back behind bars are working, according to a new analysis of California state data.

A new report finds that people who participated in a social program funded by Proposition 47 had a recidivism rate of 15.3% compared with 35% to 45% for people traditionally incarcerated by the Department of Rehabilitation and Corrections.

Linda Penner, chairperson of the California Board of State and Community Corrections, which produced the report, is supportive.

"These results indicate that Prop 47 is delivering the results voters wanted: safer communities where individuals who commit low-level crimes are directed to housing, employment, mental-health and substance-use services instead of prison," she said.

Now, for the first time, a new research report published by Lyft found that rideshare drivers who selfidentify as Asian and Pacific Islander, Hispanic, or Black were 24% to 33% more likely to receive a speeding ticket than white drivers, even when driving at the exact same speeds. The authors have the GPS data to back up their findings.

As a result, this same combined group of rideshare drivers ended up paying 23% to 34% more in fines.

The data analyzed included 40 billion different GPS observations, which can be used to determine a driver's location and speed. The researchers cross-refer-

enced that data with traffic violation records from Florida that they obtained by filing a Freedom of Information Act (FOIA) request.

By comparing Florida speeding tickets with Lyft GPS data, the researchers determined which vehicles were ticketed and how fast they were going. Then, using publicly available information from the Florida State Election Board, they were able to match drivers' names

with self-reported racial identification. That allowed them to determine the race of the drivers who received speeding tickets.

The Florida Police Chiefs Association and the Florida Police Benevolent Association did not comment on the findings.

"When I stepped on the field for the Dodgers and Padres, I didn't play for Democrats, Republicans or Independents — I played for all the fans. And now I'm running for all of the people."

Porter conceded defeat during a gathering with supporters in Long Beach, saying she remains convinced that voters want to see change in Washington.

"You want leaders who demand better from both parties, leaders who want progress not partisanship, officials whose bottom line is people, not profits," she said. "That is why we were able to turn heads in this campaign and make the people in power listen and run scared. Let's be honest, I think all of us can agree that our government isn't working well for us, for

families, for Californians, for workers, for consumers. So many of those in power are too interested in helping other powerful people instead of paying attention to the needs of everyday people. Too many are more interested in being an elected official than in actually doing anything to fix the problems that everyday people face."

Lee issued a statement early Tuesday night thanking her campaign supporters and stressing the issues she was fighting for in the campaign.

"Universal healthcare, climate justice, economic equity, reproductive freedom, peace and security around the world — these are only ideas if we don't fight for them," Lee said. "They're fights I've dedicated my life to.

"And seeing the passion and enthusiasm on the ground, willing to do the work and come out and join this fight — I couldn't be prouder to know that progress is happening here in California."

When Feinstein died in September, Gov. Gavin Newsom appointed former Emily's List President Laphonza Butler to serve out most of the remainder of her term in the Senate, until someone else is elected. Butler decided not to run for the seat.

Schiff, 62, the leader in the polls and in fundraising, ran on a platform of protecting democracy. He has been ridiculed by Donald Trump for his criticism of the former president from various posts: as Trump impeachment manager in 2020, chairman of the House Intelligence Committee and a member of the House select committee investigating the Jan. 6, 2021, attack on the Capitol.

"We're in the fight of our lives for the future of our country," Schiff said in a statement launching his campaign last year. "Our democracy is under assault from MAGA extremists, who care only about gaining power and keeping it. And our economy is simply not working for

millions of Americans, who are working harder than ever just to get by."

In June, Schiff was censured by the Republican-led House on a partyline vote for comments he made during the investigations into Trump's ties to Russia. Schiff took the censure by Republicans as a badge of honor.

"For the first time in generations, our country and its citizens are seeing their rights and freedoms recede, not expand," Schiff said on his campaign's website.

"From abortion and reproductive care to LGBTQ equality and the ability to vote — all of these inherent rights are under assault. We need to preserve and protect our rights and freedoms — and yes, expand them — not take them away, as reactionary MAGA Republicans and a partisan Supreme Court have successfully done over the last few years."

Schiff said he will also tackle the twin crises of housing affordability and homelessness.

"We simply do not have enough housing that's affordable, and because of that, we have seen a dramatic rise in people experiencing homelessness," Schiff said. "We need to build hundreds of thousands of units of affordable housing each year in California alone, and help those struggling to pay for housing every day."

He added that the government needs to dramatically change how it approaches homelessness, not only to prevent people from ending up on the streets but also to find effective methods of housing them.

One of the main components of Schiff's campaign is his affordability agenda.

"California working families are facing an affordability crisis. And we can do something about it," Schiff said.

"Corporations are raising the prices of goods with little oversight and swallowing up their competition. We need federal

price gouging rules, better antitrust enforcement, and to drive down the costs of prescription drugs and gas — all while protecting and empowering workers."

Schiff was first elected to Congress in 2000, representing a large swath of the greater Los Angeles area. Previously he served as a California state senator and as an assistant U.S. Attorney.

Critics have said that Garvey, 75, faces an uphill battle as a Republican hasn't won a Senate race in the state since 1988. However, Republicans have a history of conveying star quality into statewide victories. Arnold Schwarzenegger used his star power to become California’s governor from 2003 to 2011. And in recent weeks, Garvey's campaign surged, and he even emerged as the leading candidate in a recent poll — with Democrats splitting their support among the other three top candidates.

Throughout the campaign, Garvey has leaned into his baseball career.

"I never played for Democrats or Republicans or independents. I played for all of you," Garvey said in a video launching his campaign in October. "It's time to get off the bench. It's time to get back in the game."

Garvey's entrance into the race gave Republicans a recognized name to many

Californians.

"Our campaign is focused on quality-of-life issues, public safety and education," Garvey said in a statement announcing his candidacy.

Garvey said solving the homelessness crisis is one of his top priorities.

"We can't just offer temporary fixes; we need to dig deep and provide comprehensive care that includes mental health, addiction treatment, and affordable housing," Garvey said on his campaign’s website. "This issue is about restoring hope, dignity, and humanity to our fellow Californians that are struggling on our streets."

The former baseball player said his focus will also be on public safety.

"I fully back our law enforcement and believe in the power of community policing and innovative crime prevention," Garvey said. "I'll work towards building strong partnerships between law enforcement and communities."

Garvey insisted he will improve the quality of life for Californians.

"It's about creating opportunities for every Californian to live a fulfilling life. From boosting our economy in these tough times, ensuring everyone has access to quality healthcare, to investing in our communities," he said.

Garvey stated he would also tackle the issue of immigration.

"We need a balanced approach to immigration. This means we must secure borders, while also respecting the dignity and aspirations of those who come here seeking a better life," Garvey said.

Other issues Garvey has focused on include improving the education system, supporting "practical climate action that balances our ecological needs with economic growth," and supporting sustainable agriculture that's "both environmentally friendly, economically viable."

Schiff raised eyebrows during the campaign by running ads that framed the race as a contest between his Democratic credentials and Garvey's record. Those ads helped boost Garvey in the polls. Political analysts said Schiff was intentionally raising Garvey up so can fend off the Democratic candidates and dispatch Garvey in the November election.

"It's pretty clear Schiff is trying to bolster Garvey's credibility as his opponent in the runoff and then Schiff can take the rest of the summer off," Democratic political consultant Garry South told the Los Angeles Times.

Because of Democrats' overwhelming voter registration edge in the state and California's open primary system, analysts have opined that the race for the Senate will effectively be over if Schiff faces Garvey.

Karen Bass leads trip to Paris to prepare for 2028 Olympic Games

Mayor Karen Bass led a delegation of city leaders to Paris Wednesday to prepare Los Angeles to host the Olympic Games in 2028.

The delegation included City Council President Paul Krekorian, council members Traci Park and Katy Yaroslavsky -- all three of whom sit on the city's Ad Hoc Committee for the 2028 Olympic and Paralympic Games. Also making the trip were Metro CEO Stephanie Wiggins, LA84 Foundation President and CEO Renata Simril and Priscilla Cheng, senior vice president for Government Relations at LA28.

The group is expected to return Sunday.

The delegation will meet with French officials, dignitaries and business leaders to see how Paris is preparing for the 2024 Olympic and Paralympic Games, which are set to begin at the end of July.

"The city of Los Angeles must be prepared to host the Olympic and Paralympic Games. This trip is vital to that preparation while generating business development and learning from innovative housing, green transportation and infrastructure projects," Bass said in a statement.

"If we wait until the Opening Ceremonies to be on the ground in Paris, we

miss a crucial opportunity to learn from the city of Paris during their preparations to welcome the world this summer and this trip will allow us to fully immerse ourselves in the Olympic and Paralympic planning process in order to generate growth for Los Angeles," she added.

Bass has been invited to have an official role alongside Paris Mayor Anne Hidalgo in the Closing Cere-

monies of the Paris 2024 Games.

In regard to business development, the delegation is expected to meet with French companies in the transportation, sustainability, sports and technology sectors and discuss possible investment in Los Angeles. Additionally, Bass' office noted city officials will look to lay the groundwork with businesses like

On green transportation and infrastructure, the delegation will visit Saint-Denis and Saint-Ouen-sur-Seine, including a visit to the newly inaugurated Athletes Village just outside of Paris, to learn more about their community centered redevelopment.

After the games, the village reportedly will be used for housing as an "eco-responsible neighborhood."

In addition, the delegation will learn about Paris' temporary Media Center at The Carreau du Temple, which will host hundreds of non-accredited media covering the 2024 Games. With capacity for 600 people, the center will provide 300 workstations, two news conference rooms, interview areas, recording studios and relaxation and catering areas, creating a free, allhours, centralized location for journalists during the events.

Abill to grant local cities the ability to regulate autonomous vehicles is getting a lot more attention after the California Public Utilities Commission decided Friday to allow robotaxis on Los Angeles and San Francisco freeways.

The commission granted the company Waymo's driverless taxi service permission to travel up to 65 miles per hour.

Chris Griswold, president of Teamsters Joint Council 42, represents truck drivers and said he supports Senate Bill 915 over concern about the safety record of autonomous vehicles.

"These vehicles are just stopping for no reason,"

Griswold pointed out. "We've had emergency vehicles blocked. You had animals run over, you had a lady drug down the street. We can't trust these companies to just be out on the streets and run wild. We have to have our community leaders regulating these vehicles."

In October the California Department of Motor Vehicles revoked the operating permit of the company Cruise, which is backed by General Motors, following an investigation after a pedestrian was dragged 20 feet. After attendees enjoyed a few drinks and hors d’oeuvres, Anne Miskey, CEO of Union Station, stood up to welcome everyone. She said, “You’re more than friends, you’re now part of our Union Station family. We’re here for a fun night to enjoy great food and drinks but they’re all for a great cause. Every bite of food and sip of drink at Masters of Taste helps the homeless in Los Angeles – could there be a better way to spend your evening?!”

Joking that she used to be thin, Miskey then thanked all the chefs and beverage masters for making Masters of Taste a possibility. She added, “Thank you to the media. It’s because of you that we’re able to get the word out … and year after year, we sell out. Union Station works with all sorts of people – those living in tents and whose lives have fallen apart. It is through the support of people like you that we’re able to walk alongside homeless people in their journey. We don’t just see people housed and get work;

what we see is the return of hope and the ability for them to once again have dreams.”

In a bow to tradition, 2023 MoT host chefs Michael and Kwini Reed of Poppy + Rose and Poppy & Seed passed the baton to this year’s chef hosts Bret Thompson and Lucy Thompson-Ramirez, owners of Pez Cantina and Pez Coastal Kitchen. The husband and wife team has made a significant impact in the hospitality industry. With their passion for culinary excellence and warm hospitality, they have made a distinctive mark in the Los Angeles dining scene and beyond.

Thompson pronounced, “We’ve been very lucky to be involved with this event since its inception. We’ve noticed how this group has grown over the years … how much people want to participate. The staff of Union Station are the ones who are really doing the work and they need to be recognized for it. At the same time, it’s heartening to see how we’re all playing

a small part in supporting a worthy cause. That community effort demonstrates that when we do it together we get a lot farther than when you do it by yourself.”

As the evening wound down, a gentleman named Sean – who currently works at Union Station – shared his moving experience as someone who was once homeless. He related, “In 2002, when I was almost 40, I arrived at Union Station

“We used to make homeless individuals jump through hoops and blame them for the situation they’re in, make them earn their way into housing or their way out of the streets,” continued Sean. “All that did was make the homeless problem worse. We know today there are best practice models – housing first, harm reduction, posttrauma care, etc. – which make us healthy.”

with two black eyes, a gash on my forehead, and practically naked. Besides being homeless, I was also trying to get help overcoming a decades-long drug addiction due to trauma. And for the first time in my life, I was met with unconditional regard and I was nurtured. I was brought into a community where people wanted an authentic relationship with me. These were the things that made a difference.”

“I want to end with two thoughts – people are not broken; systems are. One of the things we hear a lot is that drug addiction drives people to homelessness but what we really know is that it’s a symptom of larger systemic and structural issues. In the 16 years that I’ve worked on the streets with people, I have yet to meet someone who chose not being sober over getting housing,” Sean concluded.

Union Station has grown to be one of the best homeless services agencies in Los Angeles and is the lead county agency for

Service Planning Area 3 (SPA 3). For over 50 years, it has been coordinating homeless services in 38 communities spanning from Eagle Rock to Pomona. It has seen a 97% success rate in permanently housing people since adopting the Housing First model. But its mission transcends providing temporary shelters; it is committed to creating lasting solutions for homelessness through housing, supportive services, and connection to the community.

Every dollar raised at Masters of Taste benefits the work of Union Station to end homelessness. Over the last six years, MoT has donated close to $3 million to help countless families and individuals find a secure and welcoming place to call home.
