Ex-LA deputy mayor guilty of corruption in case linked to José Huizar

Deputy Mayor Raymond Chan was found guilty Wednesday of federal racketeering conspiracy and bribery charges for his role in a scheme run by convicted ex-City Councilman José Huizar to monetize the real estate approval process at City Hall.

The guilty verdicts on all counts came a little over an hour after the federal criminal jury in downtown Los Angeles began deliberations for the day.

Chan, 67, of Monterey Park, was convicted of a dozen charges, including racketeering conspiracy, two types of bribery and lying to federal agents for his role in the bribery scheme.

Sentencing was set for June 10.

Chan was a key member of the so-called Council District 14 enterprise, a conspiracy in which Huizar — assisted by others — unlawfully used his office to give favorable treatment to wealthy developers who financed and facilitated bribes and other illicit benefits.

During opening statements two weeks ago in Chan's retrial, Assistant U.S. Attorney Brian Faerstein said the longtime Los Angeles official had three goals: "Get money, keep power, and avoid the feds."

But to defense attorneys, Chan was a dedicated, detailoriented civil servant who spent his hours working for the city.

"He was helpful — almost to a fault," Michael Freedman told the jury. "Huizar used him just like Huizar used

everyone. Ray Chan didn't create problems — he solved problems."

An ex-deputy mayor who oversaw economic development for then-Mayor Eric Garcetti in 2016 and 2017, Chan "sold access" to Huizar, and arranged bribe payments for himself, for the thencouncilman and for other city officials, prosecutors said.

Chan worked for the city for almost three dozen years, serving at one point as the top executive overseeing the Department of Building and Safety, which reviews building plans and inspects construction projects.

Before Huizar pleaded guilty to federal charges, he and Chan were scheduled to go on trial together.

Huizar, 55, pleaded guilty last year to felony charges for using his powerful position at City Hall to enrich himself and his associates, and for cheating on his taxes. He was sentenced in January to 13 years in federal prison and ordered to surrender to begin his sentence no later than April 30. He was also ordered to pay nearly $444,000 in restitution to the city of Los Angeles and nearly $39,000 to the IRS.

A mistrial was declared in Chan's first trial last year due to a defense attorney's medical emergency.

"He sold out his office," Assistant U.S. Attorney Cassie Palmer told the jury Tuesday in her closing argument. "He helped Huizar take bribes from developers who were willing to pay to play."

During the two-week trial, prosecutors called several

cooperating witnesses to the stand to testify against Chan in Los Angeles federal court, including George Esparza, Huizar's former special assistant, and real estate development consultant George Chiang, each of whom pleaded guilty to participating in the City Hall-based racketeering conspiracy.

Chan was "careful but corrupt," and for years stayed "under the radar" while coordinating bribes in a scheme to soak developers in exchange for getting building projects approved at City Hall, prosecutors said. The defense countered that the former deputy mayor was motivated only by "love of his adopted city" and did nothing illegal.

John Hanusz, one of Chan's attorneys, told jurors that the city of Los Angeles benefited as a result of Chan's

work, making downtown development "attractive" to foreign investors.

"It was his mission to bring economic development to Los Angeles," the defense attorney said. "Unfortunately, Ray Chan thought everyone shared his vision."

The defense attorney told jurors that his client "was motivated for love of his adopted city of Los Angeles," not by greed or lust for power.

As a result of the sprawling public corruption case, a developer, a former lobbyist, a land-use consultant, a Chinese-based real estate company and even Huizar's older brother, Salvador Huizar, have either pleaded guilty or been convicted by a jury.

Chan was the final defendant charged in the City Hall corruption investigation.

Fans in the San Gabriel Valley, and beyond, will have the opportunity to meet:

- Chris Bartlett, the voice and human behind C-3PO and 1-JAC on the Disney+ series “Obi-Wan Kenobi,” and Q9-0 “Zero” and The Ferryman on “The Mandalorian,” among others;

- Kat Cressida, the voice of Princess Leia in “Star Wars: Rebellion” “X-Wing Alliance” and “Star Wars: Rogue Squadron,” as well as the voice of Dee Dee from “Dexter’s Laboratory,” Jessie the Cowgirls from “Toy Story,” Constance Hatchaway from The Haunted Mansion ride and Marvel’s Elektra;

- Misty Rosas, who portrayed Kuiil and Frog Lady on “The Mandalorian”; and

- Leilani Shiu who portrayed Teeka The Jawa on “Obi-Wan Kenobi,” Tatooine Jawa and Offworld Jawa on “The Mandalorian,” and Tatooine Jawa and Chadra Fan in “The Book of Boba Fett.”

To raise funds for MakeA-Wish and the Starlight Foundation, guests can enter a charity raffle to win autographed Funko Pops by all participating celebrities, and Chalice Collectibles will be making a large donation. Additionally, all four celebrities will also be donating partial proceeds of what they make in autograph sales.

Cressida, who last did a signing at Chalice Collectibles over two years ago, spoke to Arcadia Weekly in a phone interview.

“I’m so excited!” Cressida enthused, sharing that this event is “for the fans.” Unlike at larger fan conventions, Chalice is putting together a more intimate event without compromising on thrills.

Arcadia High School will open its campus, halls, fields, gyms, and classrooms to prospective students, parents, and community members in its annual Spring Preview and Open House event on Thursday from 4 p.m. to 6:30 p.m. at 180 Campus Drive. All are invited to join this free opportunity to preview what it’s like to be a student at Arcadia High; no RSVP is required.

California foster care advocates ask lawmakers to fund in-person response teams

Advocates for foster families are pressing lawmakers to save the Family Urgent Response System from the budget ax.

California faces a $37.9 billion deficit and Gov. Gavin Newsom's initial proposal zeros out the program's $30 million budget.

"We haven't seen a cut like that to foster care in a very long time. Decades," Kniffen pointed out. "Even when there are tough budget decisions to be made, generally you protect your children and you definitely protect your most vulnerable children, which are foster youth."

The state created the program in 2019. Then the pandemic hit, so counties got the mobile response

teams up and running starting in 2021. California has about 46,000 children in the foster-care system. The helpline averages about 5,000 calls a year. More than a quarter involve requests for a team to come to the home.

Kniffen noted more and more foster youths and their caregivers are starting to rely on the program for support and conflict mediation.

"We finally started to get youth trusting it and using

it and, all of a sudden, we're just sort of pulling the rug out," Kniffen argued. "It's going to be very difficult for the adults in the system but it's going to hit the youth the hardest because this is one of the only options that they have to call and get support for themselves."

This issue will be heard in legislative committees in the State Assembly on April 3, and in the state Senate on April 25. Lawmakers have until June 15 to pass a balanced budget.

Broad Museum announces $100M expansion

According to the museum, the expansion will break ground next year and be open ahead of the Los Angeles summer Olympics in 2028. The project will increase the museum's gallery space by 70%, add two top-floor open-air

courtyards and include programming space "where the public will encounter boundary-breaking performances, concerts, or multimedia installations, or participate in a family weekend workshop or school program."

It will also add an "art storage vault," with various works pulled from painting racks to create varied experiences for visitors while also doubling as storage for the museum's collection.

The expansion was designed by the architectural firm of Diller Scofido +

Renfro, which also designed the original museum. When completed, The Broad will stretch from Grand Avenue to Hope Street along West Second Street.

Despite the hefty cost of the expansion, museum admission will continue to be free. According to the museum, more than 5.5 million people have visited the museum since it opened in 2015 and it is now "regularly attracting nearly four times more visitors than originally envisioned."

First Lady Jill Biden warns of threats to LGBTQ rights

"Today, this community is under attack," Jill Biden said. "Rights are being stripped away. Freedoms are eroding. More and more state laws are being passed targeting this community."

She noted Democrats negotiating the government funding bill had to fend off more than 50 anti-gay amendments proposed by Republicans.

"These were extreme measures aimed directly at this community -- measures that would have limited health care, eroded protections for same-sex couples, and more," Jill Biden said. "And they served only one purpose: to spread hate and fear."

The first lady warned that history has shown democracies disappear slowly, subtly

and silently.

"A book ban. A court decision. A `don't say gay' law," she warned. "One group of people loses their rights. And then another, and another. Until one morning you wake up and you no longer live in a democracy."

Jill Biden noted her husband's efforts on behalf of the LGBTQ community. "Thanks to President Biden, marriage equality is now the law of the land. He ended the ban on gay and bisexual men donating blood. He's made it possible for trans Americans to serve openly, honorably in the military. And

he's standing firmly against conversion therapy."

She is scheduled to attend another event in Los Angeles Monday as part of the White House initiative on Women's Health Research.

Public Health urges residents to stay current with measles vaccines as cases rise globally

The San Bernardino County Department of Public Health (SBCDPH) is urging residents to protect themselves by staying current with the measles-mumpsrubella (MMR) vaccine as measles are on the rise. The Centers for Disease Control and Prevention (CDC) has confirmed 58 measles cases nationally from Jan. 1 to March 14, 2024. Measles is a highly contagious virus that spreads through the air when an infected person coughs or sneezes. Measles typically begins with fever, cough, runny nose and red eyes and within a few days a red, blotchy rash appears, usually first appearing on the face and spreading downward to the rest of the body. People can be contagious with measles four days before the onset of rash and four days after. City names Gabriel Elliott as new department head

The City of San Bernardino has announced that Gabriel Elliott has joined its leadership team as its new Community Development and Housing Director. “I am excited to join the City of San Bernardino as Director of Community Development and Housing,” said Elliott. “I plan to lead with empathy, as the most important virtue in community development leadership is empathy.” Elliott has over 30 years in planning and community development for local government agencies. At 12:03 a.m., an officer was patrolling the 700 block of East Lemon when the officer noticed subjects loitering in a park after hours. One of the subjects had been cited several times in the past. He was arrested, cited and released at the scene.

At 12:23 a.m., a juvenile was reported as a runaway from the 800 block of Ocean View. He was entered as a runaway. This investigation is continuing.

At 7:58 a.m., a vehicle burglary was reported in the 900 block of South Primrose. The caller reported that sometime during the night, someone broke into his work truck and stole tools. This investigation is continuing.

At 8:48 a.m., a caller in the 100 block of East Foothill reported that sometime during the night, someone drained gas from his vehicle. This investigation is continuing.

At 10:37 a.m., a resident in the 300 block of Linwood walked into the MPD lobby to report check fraud. An unknown suspect intercepted the victim's check, changed the payee information and cashed it. This investigation is continuing.

At 1:17 p.m., a caller in the 1600 block of South Magnolia reported the railroad crossing arms fell on his vehicle. No injuries were reported.

At 3:19 p.m., a hit and run traffic collision was reported in the 100 block of West Duarte. The victim was struck by a vehicle and the driver of the suspect vehicle did not stay to exchange all information. This investigation is continuing.

At 5:31 p.m., an employee from a business in the 1600 block of South Mountain reported that a male subject took merchandise and fled the store without paying. He returned to the store while officers were at the scene, he was positively identified by the employee. He was arrested and taken into custody.

At 8:42 p.m., officers were dispatched to a residence in the

100 block of East Evergreen regarding a family fight. Several brothers and sisters engaged in mutual combat after an argument. Injuries were minor and all parties declined prosecution.

At 11:13 p.m., an officer patrolling the 700 block of East Lemon when he saw a subject in a park after hours. He was arrested and taken into custody.

March 15

At 8:43 a.m., officers responded to a traffic collision in the area of Ivy and Maple. The driver at fault was issued a citation and released in the field.

At 9:50 a.m., a caller in the 700 block of West Chestnut called to advise that a male subject had locked himself in the restroom for two hours and was refusing to walk out. Officers arrived and made contact with the subject who eventually walked out of the restroom. An investigation revealed he was a danger to himself and others. He was transported to a medical facility for a mental evaluation.

At 1:54 p.m., a shoplifting was reported in the 800 block of West Huntington. The caller reported a female subject took merchandise and fled without paying. Officers located the subject and a computer check revealed she had a no bail warrant for her arrest and was positively identified as the one who stole from the business. She was arrested and taken into custody.

At 2:35 p.m., a caller walked into the MPD lobby to report that while she was in line at a business in the 700 block of East Huntington she discovered her wallet was missing. An investigation revealed that the victim dropped her wallet while standing in line, the person behind her picked it up and did not return it. This investigation is continuing.

At 6:41 p.m., a caller 307 Valle Vista reported witnessing a neighbor's license plate being stolen. This investigation is continuing.

March 16

At 3:47 a.m., an officer was patrolling 742 E. Lemon Recreation Park when he saw a local transient camping out within

park boundaries after-hours. The suspect was arrested for a municipal code violation and booked.

At 10:27 a.m., a caller in the 200 block of East Lemon reported tools from the bed of his truck and his tailgate had been stolen. This investigation is continuing.

At 3:42 p.m., an employee from a business in the 700 block of East Huntington called to report two female subjects were concealing merchandise. As officers responded, the females exited the store and the employee lost sight of them. This investigation is continuing.

At 7:24 p.m., an officer patrolling the area of Mountain and Royal Oaks saw a vehicle commit a traffic code violation. The officer conducted a traffic stop and made contact with the driver. A computer search revealed the driver had a warrant for his arrest. He was arrested and taken into custody.

March 17

At 1:37 a.m., while patrolling the 700 block of East Lemon an officer saw a male adult subject in a park after hours. The subject had been issued multiple citations in the past and has even been arrested for the same violations. He was arrested and taken into custody.

At 11:13 a.m., an officer was flagged down by a citizen in the 100 block of East Pomona regarding a possible intoxicated subject. The officer made contact with the subject and checked on his well-being. An investigation revealed the subject was in possession of drug paraphernalia. He was arrested and taken into custody.

At 8:17 p.m., residents in the 100 block of North Sunset reported hearing several gunshots. Officers arrived and were unable to locate a suspect. This investigation is continuing.

March 18

At 1:41 a.m., an officer patrolling the 700 block of East Lemon located a male adult subject in a park after hours. The male has been issued multiple citations and arrested for the same violations. He was arrested and taken into custody.

At 8:27 a.m., a business

in the 3200 block of South Peck called to report a theft that had occurred the previous day. This investigation is continuing.

At 10:12 a.m., officers responded to the 100 block of North Myrtle regarding unknown trouble. Officers arrived and determined a couple had been involved in a physical altercation. An investigation revealed the female subject was the aggressor. She was arrested and taken into custody.

At 11:34 a.m., a business in the 200 block of Kruse called to report that one of its trailers was stolen from the street. This investigation is continuing.

At 12:34 p.m., a retail store in the 700 block of East Huntington called to report a theft occurred two days prior. This investigation is continuing.

Arcadia

March 17

At 2:03 a.m., officers responded to the area of First and Lucille avenues regarding the report of a battery. An investigation revealed a boyfriend and girlfriend were having a verbal dispute when the male half slapped his girlfriend several times and placed her in a headlock leaving visible injuries. The 34-year-old male from Glendale was arrested and transported to the Arcadia City Jail for booking.

At 12:04 p.m., officers responded to a residence in the 2700 block of Holly Avenue regarding a burglary report. A neighbor was checking on the home while the resident was out of town when she noticed the side door was open. Unknown suspect(s) entered the home by unknown means and ransacked several bedrooms. The loss was unknown at the time of the report.

March 18

At 9 a.m., officers responded to Synchrony Industries Inc., 5635 Peck Road, regarding a theft report. A male suspect with short brown hair, wearing a black shirt and black sweatpants, climbed onto the roof of the business and stole several copper pipes. He fled the scene in a dark-colored SUV.

At 10:29 a.m., an officer

responded to the 100 block of Santa Cruz Road regarding the report of a vehicle burglary. A tree-trimmer left his truck parked on the street while he worked when he heard a window break. The victim saw two suspects stealing chainsaws and a leaf blower from his truck and placing them in their white truck before fleeing the scene.

At 4:15 p.m., a male subject approached the front counter of the Arcadia Police Department with the intention of obtaining a vehicle release for a vehicle used in a crime. The subject provided the officer with a fraudulent Colombian driver’s license. The 26-year-old male from South El Monte was arrested and transported to the Arcadia City Jail for booking.

At 5:42 p.m., officers responded to the shopping center located at 150 E. Duarte Road regarding a male subject causing a disturbance. The subject threw a plastic bottle at one of the businesses and charged into a business owner hitting him on the left side of his back. Officers located and detained the subject. The 48-year-old male transient was arrested and transported to the Arcadia City Jail for booking.

March 19

At 7:03 a.m., officers responded to a residence in the 800 block of West Huntington Drive regarding the report of a stolen vehicle. The victim informed officers that she had an Apple AirTag inside her car and that she tracked it to a location in El Monte. The Arcadia PACE Team conducted a search for the vehicle and located it unoccupied on California Street in El Monte.

At 8:24 a.m., an officer responded to Hydroworlds, 5623 Peck Road, regarding the report of a burglary. Unknown suspect(s) used an unknown tool to remove glass from the front door and stole packages from inside the business.

March 20

At 8:48 a.m., officers responded to the parking structure at 288 N. Santa Anita Ave. regarding a male subject previously advised of trespassing. The reporting party was desirous of prosecution against the subject for trespassing on pri-

vate property. The 33-year-old male transient was arrested and transported to the Arcadia City Jail for booking.

At 11:56 a.m., officers responded to the 00 block of East Foothill Boulevard regarding a vehicle burglary. A male suspect wearing a black facemask was seen entering a delivery truck and stealing several packages. The suspect fled the scene in a gray SUV.

March 21

At 3:48 p.m., officers responded to Macy’s, 400 S. Baldwin Ave., regarding a robbery that had just occurred. The male suspect stole merchandise when he was confronted by two loss prevention officers. The suspect punched one officer in the stomach and the other in the back of the head. The suspect and his friend fled the scene and were seen entering a bus. Arcadia Police Officers conducted a traffic stop on the bus and detained the suspect who was determined to be a juvenile runaway. The 17-year-old male from Chatsworth was arrested and transported to the Arcadia City Jail for booking.

March 22

At 12:35 p.m., officers responded to the 400 block of Huntington Drive regarding the report of a vehicle burglary. The victim left her car parked on the street overnight. She returned in the afternoon to find the driver’s side keyhole had been punched and the ignition had been tampered with. The unknown suspect(s) stole power tools, a camera lens, money, and a social security card.

At 8:50 p.m., officers responded to Macy’s, 400 S. Baldwin Ave., regarding a robbery that had just occurred. Two suspects, a male and female, were seen shoplifting and were confronted by two loss prevention officers who attempted to detain them. The male suspect slipped out of his sweatshirt to escape, and the female suspect hit a loss prevention officer with her crossbody bag. The two suspects were last seen running through the Promenade. The male suspect was described as 20 to 30 years old, 5 feet 10 inches tall, with a thin build, and dreadlocks. The female suspect was described as 25 to 35 years old, with a thin build, and brown hair.

It's no longer socially acceptable for a company to ask an interview candidate how much money they currently make. It's also not terribly good to ask the candidate how much they want to make. These days, the standard is to share the pay range for the role. Then, the candidate can decide whether or not the range is acceptable.

In the past, recruiters would argue that asking questions like these made sense. They wanted to know if the candidate was "within their budget" for a particular role. In reality, if the candidate provided a salary number at the low end of the range, they would be paid on the low end of that range. And, they might not ever know it.

Fortunately, many states across the U.S. have agreed that this practice is

not okay. It's not fair. And, it allows pay disparities to continue, and to grow.

In other words, if you are currently underpaid, and your future salary is based on your current salary, you will continue to be underpaid in the future. If a company pays a fair market rate, then you have a better chance of making what your skillset is truly worth.

Unfortunately, not all recruiters have gotten this message. When a recruiter shares that they have been working as a recruiter for over 30 years, you can bet there's a decent chance they aren't playing by the current rules. They will continue to ask questions they should not.

Unfortunately, as a candidate, there's not much you can do about this issue. If a recruiter asks for your salary and you don't provide it, you'll likely be eliminat-

The good news is, you can decide not to work with a particular recruiter. You can decide you won't participate when something like this occurs. There are many recruiters who will care about the candidate experience, and who are willing to follow the laws and this current way of interviewing candidates.

In addition to questions that a company is not allowed to ask, there is a question that candidates are allowed to ask. In certain states, it's the law. A candidate can ask the company what the pay range is for a certain position. The company should be willing to provide the range. This

gives the opportunity for the candidate to share with the company whether or not the range provided is one they are interested to pursue.

On March 22, Gloria Crudgington attended her final regular City Council meeting where she was honored for her many years of service and dedication to the City of Monrovia and all who reside here. Hillside Wilderness Preserve. Gloria was instrumental in getting these measures passed by spending countless hours, with hundreds of volunteers, going door to door to educate the community on why these measures were so important. The Monrovia Hillside Wilderness Preserve is over 1,450 acres of open space, trails and beautiful natural resources that, now, cannot be developed. In honor of her efforts, Station 103, has been renamed Crudgington Station. It is the first building you see upon entering the preserve from the Cloverleaf access gate and it is truly fitting, as we will think of her and all her amazing efforts every time we pass it.

Monrovia Old Town report: It’s not goodbye.

Monrovia Historic Preservation Commission. She has worked so hard to preserve the rich and beautiful history of Monrovia, specifically in our historic homes. While she was on our City Council, she and other members approved many historic applications bringing our totals to 164 historic landmarks and two historic districts. She helped save our historic Monrovia Santa Fe Train Station and helped secure nearly $2 million for its renovation.

Gloria has served on many other boards and commissions, bringing her great ideas, incredible wit and numerous skills obtained during her 30-year career as a marriage and family counselor. Most recently, she served as the liaison to our Monrovia Old

Town Advisory Board. It was an absolute joy to work closely with her in that capacity. I have always had such a high level of respect for her and the way she did not conform to anyone’s agenda “just because.” She asked tough questions about a lot of different items brought before the council. She stood her ground on things she felt strongly about, and she was intimidated by no one. She always kept Monrovia and its residents first and foremost when making decisions that would affect us all.

Gloria leaves the council in good hands with strong, capable leadership. I know she will be watching closely. I hope to see her at the podium commenting on the issues she finds important. Thank you,

Hotel workers approve new contract with 34 hotels after months of labor action

Workers at 34 hotels will receive a $10 per hour wage increase and significant boosts to their benefits and rights as part of a new four-year contract, their union announced Monday.

The union said hotel workers achieved "every goal" after deciding to take action last summer, which included strikes and calls for boycotts of certain hotels.

Hotel workers will now earn an average of 40% to 50% more in wages than they do now, allowing them to remain housed and live in the communities near their employment, according to a summary of the contract.

Unite Here Local 11, the union representing more than 32,000 hospitality workers in Southern California and Arizona, said its members voted overwhelmingly to approve and ratify the contract on Thursday.

The new contract will cover workers up to January 2028, giving them an opportunity to hash out new deals as the L.A. region welcomes the Olympic games later that summer, according to union officials.

"After signing, I felt so much peace knowing that I'll be able to retire with dignity," Ana Sanchez, a front desk worker at Sheraton Gateway LAX hotel for 22 years, said during a news conference Monday morning. "I feel that God gave us the answer we needed. Winning this contract gave me so much confidence in my abilities and my own power."

Additionally, workers also continue to receive low-cost health benefits for themselves and their families, fair workloads, pension improvements and pre-pandemic staffing guarantees.

Brenda Mendoza, a uniform attendant at the JW Marriott in downtown Los Angeles for 14 years, hailed the labor agreement. She said it will give her "peace of mind," and it means that she won't live paycheck to paycheck.

"We -- the entire city -owe them an enormous debt for their courage, and it is the only reason why we have prevailed, and it is the reason why we have given hope to all working people that they too can win a living wage," Petersen said.

Union officials described the new contract as a "victory." However, they emphasized that work remains to be done at dozens of other hotels, including Hotel Figueroa, Hotel Maya, Doubletree Downtown Los Angeles and the L.A. Grand, the site of a city-operated Inside Safe program.

The union said the Hotel Figueroa's owner, BGO, and its principal operator, Highgate, laid off staff on Feb. 11 -bringing in a new company, The Botanical Group, to run the food and beverage operations.

Unite Here Local 11 alleges the owners violated the city's Hotel Worker Retention Ordinance when The Botanical Group employed a new set of workers, failing to retain the hotel's "longstanding" restaurant and bar workers.

Highgate did not immediately respond to a request for comment.

The Hotel Worker Retention Ordinance was enacted to address the problem of mass layoffs of hotel workers that have occurred historically when corporate ownership or management of a hotel changes.

At the L.A. Grand, hotel workers are also seeking the same demands -- higher wages and improved benefits -- with their employer Shen Zhen New World LLC. Workers

have also called on the city to address violence workers have allegedly endured on strike lines at the hands of hotel security personnel, who they claim were hired by the city.

L.A. Grand hotel workers, represented by Unite Here Local 11, have also raised concerns with work related to Inside Safe. The L.A. Grand operates as part of Mayor Karen Bass' initiative, providing some vacant rooms to unhoused Angelenos.

City officials have said if a member of Unite Here Local 11 doesn't feel safe or doesn't want to clean a room, they don't have to, as a contracted service provider will take care of it.

A representative for Mayor Bass' office previously said in a statement that the "The Grand houses hundreds of the most vulnerable Angelenos and our office will continue to do all we can to save lives and ensure workers are treated fairly."

Labor union officials say they want the city to intervene and mediate on their behalf with the owner to address staffing levels and to overall improve working conditions.

Workers continue to strike, picket or call for boycotts at hotels to address unresolved labor concerns. Recently, workers at Proper Santa Monica, Hotel June, San Pedro Doubletree and Proper Downtown Los Angeles walked out, Unite Here Local 11 said.

"We are not stopping until all workers get what they deserve," Petersen said.

Following the news conference, members of Unite Here Local 11 walked over to Hotel Figueroa to picket and demand for a fair contract.

EDD reports unemployment rates for SoCal counties

Unemployment in Los Angeles County was unchanged at a seasonally adjusted 5.4% in February, compared with January's rate, according to statistics released Friday by the California Employment Development Department.

The county's unadjusted unemployment rate was 5%, the EDD reported.

Civilian employment rose by 6,000 to 4,730,000 new hires in February, while unemployment decreased by 2,000 to 268,000. The civilian labor force lost 8,000 jobs over the month to 4,998,000.

In February of last year the county's unemployment rate was 4.9%, which amounts to a difference of 9,400 nonfarm jobs.

The EDD explained how seasonally adjusted data works: "By seasonally adjusting employment, statisticians attempt to adjust the influences of predictable seasonal patterns to reveal how employment and unemployment change from month to month. The adjustment consists of either raising or lowering the actual employment reported by a certain percentage to reflect the normal seasonal increases or decreases that historically occur."

In Orange County, the February unemployment rate was 4.2%, unchanged from January.

Total nonfarm jobs increased from 1,678,400 to 1,688,800, a gain of 10,400 for OC.

The California unemployment rate edged upward to 5.3% in February from January's 5.2%. The state lost 3,400 nonfarm jobs, according to the EDD.

The overall number of employed Californians was 18,321,900 in February, down 20,100 from the previous month and 82,600 fewer than a year ago, the EDD reported.

Unemployed Californians totaled 1,027,000 in February, an increase of 13,100 from January's 165,400 and up by 165,400 compared with February 2023.

ployment rate was 4.2% in February, the EDD reported.

Los Angeles County's total employment in February was 4,761,700 while the jobless totaled 252,900, according to the EDD.

Four of the state's 11 industry sectors gained jobs in February. Private education and health services had the largest month-overmonth increases, adding 15,400 jobs.

Significant losses compared with last month were in construction, which was down 9,600 jobs. February storms had a lot to do with the construction decline, and trade, transportation and utilities jobs also slipped by 7,300, according to the EDD.

Inland Empire Riverside County's unemployment rate moved higher to 5.6%, up from January's 5.5%, the EDD reported.

The countywide jobless rate in February, based on preliminary EDD estimates, was 5.6%, compared to 5.5% in January.

According to data, the February rate was a full percentage point above the year-ago level, when countywide unemployment stood at 4.6%.

Mecca had the highest unemployment rate countywide in February at 13.4%, followed by Cherry Valley at 10%, Coachella at 9.4%, Rancho Mirage at 7.9% and East Hemet and Hemet, each at 7.7%.

Riverside and San Bernardino counties' combined unemployment rate in February was 5.5%, unchanged from January, the EDD reported.

San Bernardino's February jobless rate was 5.4%, according to the EDD.

Bi-county statistics showed payrolls grew in multiple sectors. The largest gain was health services' 3,800 new hires.

More increases occurred in the construction, financial services, hospitality, professional business services and public sectors, which added

3,300 jobs, according to the EDD.

Unclassified industries also added 500 new jobs.

Warehousing and retail trade lost the highest number of Inland Empire jobs with 4,700, EDD stats showed. Another 400 positions were shed in each of the manufacturing and agricultural sectors, while mining and information technology were unchanged last month, the EDD said.

San Diego

San Diego County unemployment stayed at 4.7% in February, unchanged from January and 1% higher than the rate in February 2023, the EDD reported.

Total nonfarm jobs in the San Diego area increased by 6,000 for a total of 1,551,900 jobs.

In February professional and business services rebounded from the previous month's plunge of 3,600 jobs and led all industries with an 3,100 new positions.

Temporary accounting services accounted for 1,200 of the county's new jobs, and 900 were reported in professional, scientific and technical services, according to EDD data.

The leisure and hospitality sectors added 2,500 more jobs, along with 1,800 in accommodation and food services and 700 in the arts, entertainment and recreation sectors.

Private education and health services added hired 1,900 workers, and every subsection of the health care field posted February gains.

Compared with February 2023, nonfarm employment in San Diego County rose 13,600, or 0.9%, led by the private education and health services industries. Those sectors added 15,000 jobs.

Leisure and hospitality added 6,100 jobs, with 3,100 jobs in arts, entertainment, and recreation compared with February 2023. Another 3,000 jobs were added accommodation/food services, and government jobs increased by 5,700 — most growth there was in local governments.

'Beyond shocked': Ohtani says interpreter stole from him to pay gambling debts

Ohtani, speaking to reporters at Dodger Stadium on Monday for the first time since the scandal surrounding former interpreter Ippei Mizuhara became public, stressed that "I never bet on baseball or any other sports or never have asked somebody to bet on my behalf."

"Up until a couple days ago I didn't know that this was happening," Ohtani said, adding that Mizuhara "has been stealing money from my account and has told lies."

According to various reports, as much as $4.5 million in wire transfers were made from Ohtani's bank account to an illegal bookmaking operation allegedly run Orange County resident Mathew Bowyer, who is under federal investigation.

Bowyer's attorney, Diane Bass, told The Times and ESPN that Bowyer has never met or spoken with Ohtani. A source told ESPN that Bowyer was aware Ohtani's name was on the wire transfers, but he didn't ask any questions as long as the money was coming in.

Bowyer's San Juan Capistrano home was searched by federal agents last year.

According to ESPN, Mizuhara gave the network a 90-minute interview last week in which he laid out his side of the story -- an interview arranged by an Ohtani spokesman. But after the interview, the same spokesman disavowed Mizuhara's account and said a statement would be made instead by Ohtani's attorneys, which happened last Wednesday

alleging that Ohtani was the victim of a "massive theft."

During the ESPN interview, Mizuhara, 39, said he asked Ohtani last year to pay off his gambling debts, and Ohtani, while unhappy about it, agreed to do so.

Mizuhara told the network that Ohtani had no involvement in any betting, and the interpreter insisted that he didn't realize his betting activities were illegal in California. He also said he never bet on any baseball games.

The next day, however, Mizuhara recanted his comments, telling ESPN that Ohtani had no knowledge of his gambling debts and denying that Ohtani had transferred any money to the bookmaking operation.

On Monday, Ohtani — speaking through a new interpreter — said he knew nothing of Mizuhara's gambling addiction or the debts until last week when there was a team meeting in the clubhouse, where Mizuhara spoke to the team. Ohtani noted that since Mizuhara was speaking English during the meeting, he didn't have a translator, "but I kind of understood what was going on and started to realize something was amiss."

"Up until that team meeting, I didn't know that Ippei had a gambling addiction and was in debt," Ohtani said.

But he stressed, "I never agreed to pay off the debt or make payments to the bookmaker."

Ohtani said he spoke privately to Mizuhara at the team hotel that night.

"And it was revealed to me during that meeting that Ippei admitted that he was sending money using my account to a bookmaker," he said.

He said he immediately informed his representatives and the team. The Dodgers quickly fired Mizuhara.

"To summarize how I'm feeling right now, I'm just beyond shocked," Ohtani

said. "It's really hard to verbalize how I'm feeling at this point."

"The season's going to start, so I'm going to obviously let my lawyers handle matters from here on out, and I am completely assisting in all investigations that are taking place right now," he said. "I'm looking forward to focusing on the season."

He again stressed, "I do want to make it clear that I never bet on sports or willfully sent money to the bookmaker."

Major League Baseball has opened a formal investigation of its own into the matter.

The league said in a statement Friday that "Major League Baseball has been gathering information since we learned about the allegations involving Shohei Ohtani and Ippei Mizuhara from the news media. Earlier today, our Department of Investigations (DOI) began their formal process investigating the matter."

Over the weekend, further questions arose about Mizuhara's credentials. UC Riverside denied that Mizuhara attended the school, as Mizuhara claimed in his publicly distributed resume.

Mizuhara's bio said he graduated from UC Riverside in 2007.

A story published by The Athletic also questioned whether Mizuhara actually spent spring training in 2012 working for the New York Yankees as an interpreter for Japanese pitcher Hideki Okajima, as claimed in the Angels media guides when Ohtani played for the Angels.

According to multiple news reports, Okajima failed a physical on Feb. 17, 2012, before spring training, and was released by the Yankees.

The Boston Red Sox also released a statement insisting that Mizuhara never worked for the team, disputing news reports that Mizuhara was Okajima's interpreter with Boston in 2010.

Mizuhara could not be reached for comment.

According to ESPN, MLB is expected to request interviews with all parties, including Ohtani and Mizuhara. But the sports network said MLB cannot compel Mizuhara to cooperate since he no longer is employed by the league.

According to the Los Angeles Times and ESPN, the investigation into Bowyer, who has not been charged with a crime, involves the same pros-

ecutors who investigated an Orange County-based gambling ring led by Wayne Nix, 46, a former minor league baseball player from Newport Coast. Nix pleaded guilty to a federal charge of helping operate an illegal sports gambling business. A sentencing date has not been set.

Nix's longtime partner in the gambling operation, Edon Kagasoff, 45, of Lake Forest, pleaded guilty in April 2022 to one count of conspiracy to operate an

illegal gambling business and was sentenced last year to six months of probation and a $1,000 fine. He was also ordered to forfeit $3.1 million he earned through the operation.

That investigation also ensnared former Dodgers slugger Yasiel Puig, who is facing one federal count each of making false statements and obstruction of justice. He initially agreed to plead guilty but later changed his mind. A trial date has not been set.

Environmental advocates sue Metro in effort to prevent gondola project

Environmentaladvocates are suing Metro for approving planning documents for a proposed gondola project that would run from Union Station to Dodger Stadium, and Tuesday they are asking for the environmental impact report Metro certified to be thrown out.

The Los Angeles Parks Alliance, a group of public space advocates, announced their lawsuit against the transit agency under California's environmental laws. It urged the court to throw out what they describe as the gondola's "fatally flawed" final environmental impact report. Metro certified the report in February, which represented a significant step forward for the project.

Members of the alliance claim the gondola would significantly impact the land and airspace of Los Angeles State Historic Park, destroy more than 250 trees, displace wildlife and permanently ruin its vistas.

"L.A. Metro's decision to certify this deeply flawed EIR has left us with no other choice than to plead our case to the court," Jon Christensen, adjunct assistant professor at the UCLA Institute of the Environmental and Sustainability and founder of the alliance, said in a statement.

"The board's action ignores 20 years of community advocacy that went into building a park in a neighborhood in dire need of green space and recreational opportunities and essentially gifts the public's land and air rights to a billionaire for an illegal commercial exploitation."

Metro said it does not comment on pending litigation.

Zero Emissions Transit, the nonprofit owner of the gondola project known as Los Angeles Aerial Rapid Transport, in a statement to City News Service said lawsuits from opponents have "unfortunately" become the norm for major infrastructure projects.

"Los Angeles is and should continue to be a place of innovation and creativity, a region that addresses the most pressing issues of our time -- like climate change and reducing fossil fuel emissions," the statement reads.

Nathan Click, a spokesman for ZET, said the nonprofit is led by people he described as "seasoned veterans" who have delivered complex projects for the region. They are working with all relevant agencies to ensure the project moves forward.

On the alliance's claim the Los Angeles State Historic Park would be impacted, Click said the easements from the project would be located adjacent to the existing Metro light rail tracks on the edge of the park. The proposed station takes up just ".1% of the park's footprint -- a narrow space adjacent to Spring Street and the A (Blue) Line."

"Well over 30 acres of the overall 32-acre park would be unaffected, and vistas would be preserved with new trees planted," Click said in a statement.

According to ZET, the project is backed by the Coalition for Clean Air, Climate Resolve and some other leading environmental groups from the Los Angeles area.

Metro took on the role as the lead agency overseeing California Environmental Quality Act requirements as required by the Public Utilities Code to review for approval all plans proposed for the design, construction, and implementation of public mass transit projects -- regardless of whether the transit agency is the project sponsor.

As part of its approval, Metro's Board of Directors also signed off on a community benefits agreement, placing about 30 conditions on the project. If those

conditions are not met, Metro will have the ability to revoke permissions and use of its land.

Highlights of the agreement include calls for an ongoing Chinatown revitalization revolving loan fund to offer low- and no-interest loans, and forgivable loans to local small businesses, entrepreneurs and street vendors. It also establishes requirements for tree replacement parking, local job creation, workforce development, sustainable and affordable housing.

The project will also require further consideration from the city of Los Angeles, Caltrans, the California State Department of Parks and Recreation, and the California Division of Occupational Safety and Health before it comes back to the transit agency at a future date for construction approval.

Former Dodgers owner Frank McCourt proposed the $300 million privately funded project, which would establish a 1.2-mile aerial gondola, connecting Union Station with Dodger Stadium.

The project would include a station at the southernmost entrance of Los Angeles State Historic Park, as well as pedestrian and landscape improvements. The project would run above Chinatown, Mission Junction, Elysian Park and Solano Canyon.

Though the project was initially estimated at $300 million, updated financial documents show the gondola closer to $500 million.

In 2023, McCourt gifted the project to a new entity, Zero Emission Transit, which is now handling potential building, financing and operation of the gondola.

Metro had stated it would not be providing funding for the project, and assured taxpayer money

Pasadena Symphony announces Brett Mitchell as new music director

Brett Mitchell is the Pasadena Symphony's new music director and will begin his five-year tenure April 1.

Pasadena Symphony Board President Kimberly Winick announced her fellow directors' decision to appoint Mitchell in a statement Friday.

Critics have hailed Mitchell for his “deftly rendered” performances, according to the Cleveland Plain Dealer newspaper, and “engaging, in-depth explorations of thoughtfully curated programs,” according to Cascade A&E.

“I'm deeply honored and absolutely thrilled to be joining the Pasadena Symphony as its next Music Director," Mitchell said in a statement. "From the first moment we made music together in March 2022, it was very clear that there was a special connection between the musicians and me, and

that same chemistry has since extended beyond the stage to our friends in the audience and throughout our community. I couldn't be more excited for the musical journey that lies ahead for our entire community as we embark together on this next chapter of the Pasadena Symphony's story.”

Symphony officials described him as a dedicated advocate for classical music who is not shy about his love of popular music. He also has a “warm, down-to-earth demeanor,” according to Houstonia Magazine.

"Brett Mitchell emerged from our competitive music director search as our allaround favorite, and I am delighted to welcome him as our new artistic leader," Winnick said in a statement. "His energy and talent will engage, sustain, and help to broaden our musical community."

Mitchell's first performance as music director will

open the orchestra’s season on Oct. 26, according to the Pasadena Symphony.

Mitchell is currently the artistic director and conductor of the Sunriver Music Festival in Oregon. He has held that position since 2022 and will continue in that role while he leads the Pasadena Symphony.

From 2017 to 2021, Mitchell was music director at the Colorado Symphony in Denver following four years with The Cleveland Orchestra. There Mitchell advanced from assistant conductor to associate conductor. He held

Mitchell is the sixth conductor to serve as Music Director of the Pasadena Symphony since the orchestra was founded in 1928. David Lockington preceded Mitchell in the position,

having served as music director from 2013-2022.

The Pasadena Symphony makes up half of the Pasadena Symphony and POPS organization, and officials said Michael Feinstein will continue as conductor of the Pasadena POPS, which presents an annual summer concert series at the Los Angeles County Arboretum.

Mitchell — who was born in 1979, raised in Seattle and now lives in Denver with his family where they plan to remain — said, “In many ways, joining the Pasadena Symphony as Music Director is really coming full circle for me. So many of our musicians are these iconic studio players whose work I’ve known and loved for decades. To now be able to work with them and experience their artistry in person is a thrill beyond words.”

‘Funny Girl’ is making two stops in the Southland this spring

The musical comedy revival of "Funny Girl" is coming to the Ahmanson Theatre for a limited four-week engagement from April 2-28, before performances move to Segerstrom Center for the Arts from May 28 to June 9.

Alocal nonprofit has partnered with Los AngelesCounty to plant up to 500 trees in unincorporated areas of Monrovia, Arcadia and Duarte.

Grow Monrovia with support from LA County Public Works will plant a shade tree in parkways or properties' "public right of way" sections, Monrovia City Manager Dylan Feik reported.

Funding from grants and the county allows Grow Monrovia to acquire and plant the tries at no cost to residents, said Rosemary Gavidia from the nonprofit. Some available species are valley oaks, California sycamores, Engelmann oaks, cork oaks and California native ash trees.

Grow Monrovia's "goal is to create much-needed habitat for our wildlife throughout the city through community involvement, further expanding our urban forest while fulfilling our commitment as a Tree City," according to the organization. "Expanding our forest will create a denser canopy over the city to combat the effects of climate decline and the hotter temperatures that come with it. The resulting benefit of this is making Monrovia more walkable, improving our community’s health and happiness."

Among Grow Monrovia's objectives is to add more shade trees to the city's

canopy.

"The city of Monrovia has a habit of planting fast-growing, short-lived, compact trees, like crepe myrtles and carrotwood," according to Grow Monrovia.

"In fact, Monrovia’s tree canopy is made up mostly of crepe myrtles."

While crepe myrtles are inexpensive to purchase, plant and maintain, they don't provide adequate shade cover "to make up for

the concrete and asphalt that fills our city," according to Grow Monrovia, which promotes large shade trees with an emphasis on native species.

Feds raid Holmby Hills Home of rapper, music mogul Diddy

say they searched the lavish Holmby Hills estate of rapper Sean "Diddy" Combs, but officials did not disclose the nature of the investigation.

Agents from the Department of Homeland Security carried out the raid early Monday afternoon in the area of Mapleton Drive and Sunset Boulevard. Video from the scene showed numerous law enforcement officials, a possible armored vehicle and several people detained outside the home. It was unclear if any actual arrests were made.

It was also unknown if Diddy was home at the time.

"Earlier today, Homeland Security Investigations New York executed law enforcement actions as part of an ongoing investigation, with assistance from HSI Los Angeles, HSI Miami, and our local law enforcement partners. We will provide further information as it becomes available."

TMZ reported that a home owned by Diddy in Miami was also raided Monday as part of the investigation.

The nature of the probe was unclear, although one report indicated it was part of a federal sex trafficking investigation. Diddy has been targeted in multiple lawsuits in recent months accusing him of sex abuse -- allegations the rapper's attorney has vehemently denied. One of those suits was filed by R&B singer Cassie, a former girlfriend of Diddy. That suit

was settled one day after it was filed. Two other women have also filed lawsuits alleging sexual abuse.

Last month, music producer Rodney "Lil Rod" Jones Jr. filed a lawsuit accusing Diddy of groping him while the pair worked together on Diddy's album "The Love Album: Off the Grid." The lawsuit also included allegations that Diddy and his son engaged in a "sex-trafficking venture."

Son of man allegedly killed by Azusa police bike officer settles suit

The son of a 67-yearold man killed after being accidentally struck by a motorcycle allegedly driven by an on-duty Azusa police motorcycle officer has settled his wrongful death lawsuit against the city.

Plaintiff Kevin Li's father, Xueqi Li of Covina, died of blunt-force trauma, according to the county coroner's office. An attorney for Kevin Li filed

Thursday with Los Angeles Superior Court Judge Anne Hwang informing her of the resolution of the case.

No terms were divulged.

In their court papers, attorneys for the city denied any liability on the city's part and said the plaintiff's case should be dismissed.

The collision occurred at about 9 p.m. on Jan. 31, 2022, in the unincorporated community of Charter Oak.

Xueqi Li was crossing a street when Officer Keith Geoffrey Ascar, headed east on Cienega Avenue at Asherton Avenue, mistakenly hit him with his motorcycle, according to the suit.

Xueqi Li was taken to Pomona Valley Hospital Medical Center where he was pronounced dead. His son has lost his father's love, support and companionship, the suit stated.

Teenage girl killed in struggle over deputy's gun at Industry Sheriff’s Station

Ateenage girl died after shooting herself with a firearm she allegedly took from the holster of a deputy at the Industry Sheriff's Station during an altercation, and the investigation was continuing Monday into the circumstances of her death, authorities said.

The shooting occurred about 7:40 p.m. Sunday at the station at 150 N. Hudson Ave., the Los Angeles County Sheriff's Department reported.

"Investigators learned that on Sunday ... at

approximately 7:25 p.m., Industry Sheriff's Station deputies received a family disturbance call for service on the 300 block of Clintwood Avenue in the city of La Puente," the sheriff's department said in a statement Monday morning.

"The juvenile's foster parent reported that the juvenile was suffering from an apparent mental health crisis. Deputies responded to the scene; however, the juvenile had already left on foot before the deputies arrived," the sheriff's state-

ment said.

Sheriff's officials said they didn't know where the teen was headed at the time of the call. The distance between the La Puente home and Industry Sheriff's Station is approximately one mile apart.

About 7:40 p.m., the teen knocked on the door of the station and gained entry, and she withdrew a deputy's handgun during an altercation that ensued, sheriff's Lt. Art Spencer told reporters at the scene.

During the struggle, the

girl "suffered a self-inflicted wound," Spencer said. He did not specify whether the shooting was intentional or accidental. The investigation was continuing.

Information was not immediately available on the identity of the girl, who died at the scene.

ZET has billed the project as environmentally friendly and aid in reducing traffic on streets around the stadium and freeways heading there by removing as many as 3,000 cars, leading to a net reduction in greenhouse gas emissions, about 166,653 metric tons of emissions.

The alliance, in its lawsuit, contends McCourt has plans for Dodger Stadium parking lots, which he owns, likely to build a retail and entertainment complex similar to that of L.A. Live. McCourt has filed plans with Los Angeles City Planning for some housing projects around the stadium.

The Los Angeles City Council approved a motion last week to halt approvals for the gondola project until further studies can be

conducted on its potential impacts. Council members voted 11-2 in support of the motion introduced by Councilwoman Eunisses Hernandez, who represents the First District, where the gondola would be located.

As part of the action, council members approved $500,000 for the Los Angeles Department of Transportation to hire a consultant to conduct assessments.
