Riverside County Continuum of Care receives HUD grant to support homeless youth

TheRiversideCoun-

ty Continuum of Care has received a nearly $7.5 million federal grant to support homeless young adults, countyofficials announced Wednesday.

The Continuum of Care’s grant from the U.S. Department of Housing and Urban Development is part of the federal agency’s Youth Homelessness Demonstration Program.

“This landmark allocation ... marks the firstever award granted to our community, and third largest award in the nation, specifically aimed at supporting homeless transitional aged youth between the ages of 18 and 24,” according to the county’s announcement.

“The YHDP award, represents a significant milestone in our ongoing efforts to address youth homelessness,” 2nd District Supervisor Karen Spiegel said in a statement. “This funding will not only strengthen our existing programs but also provide us with the

resources to develop new initiatives that will have a lasting impact on the lives of homeless transitional aged youth in Riverside County. This award further reinforces our commitment to ensuring that no young person in our community is left without a safe and supportive environment to thrive in.”

Officials said 15 young people who are formerly homeless and currently members of the Continuum of Care Youth Action Board “will play a pivotal role in coordinating and implementing the HUD YHDP grant.” The inclusion of Youth Action Board members aims to ensure that the programs and initiatives funded through the grant are effectively tailored to the specific needs of the county’s “homeless transitional aged youth,” whose “lived experiences and unique perspectives” will help shape policy.

“We are thrilled to receive the HUD YHDP

award, which will enable us to further enhance our efforts in supporting homeless transitional aged youth in Riverside County,” Monique Guerra, Continuum of Care homeless youth coordinator, said in a statement. “We are grateful for this recognition and look forward to working alongside our dedicated Youth Action Board to create lasting change in the lives of our community’s most vulnerable youth.”

County officials noted the Continuum of Care’s HUD grant highlights the steady work of community partners, local government agencies and nonprofits.

“Their collective efforts have made this achievement possible and will continue to drive our mission of ending homelessness among transitional aged youth,” according to the county’s announcement.

Officials also pointed to Guerra’s 202 appointment as coordinator for homeless youth services

“Through her invaluable expertise and contributions, she has successfully formalized processes to guide youth through our comprehensive system of services,” according to the county. “This strategic approach empowers them to transition from homelessness to secure housing and provides essential linkages to vital resources such as workforce development and behavioral health support.”

The Continuum of Care has made progress in its mission to reduce and prevent homelessness, logging a notable decrease of 27% observed for the first time this year, according to the county.

“However, the HUD YHDP award presents an extraordinary opportunity for us to propel our efforts even further,” officials said. “By leveraging this grant, we will be able to expedite the process of getting individuals into housing, thereby reducing the length of time spent in homelessness.”

Sheriff’s deputy charged for alleged sex extortion; another deputy posts bail after drug arrest

ARiverside County sheriff’s correctional deputy accused of engaging in sex acts with female inmates on home detention as part of an extortion scheme was charged Wednesday with nearly 20 felony offenses.

Christian Phillip Heidecker, 32, of Menifee, was arrested Sept. 15 following an investigation by the sheriff’s department.

Heidecker is charged with three counts each of being a detention officer engaging in sex while on duty and witness intimidation, as well as four counts each of attempted penetration with a foreign object, extortion and a public official seeking bribes.

The defendant, who is being held in lieu of $1 million bail at the Benoit Detention Center in Indio, was slated to make his initial court appearance Wednesday afternoon at the Banning Justice Center.

According to sheriff’s Sgt. Steve Brosche, last month, investigators were tipped off to alleged criminal behavior on the part of Heidecker, who was then assigned to the Alternative Sentencing Program, working out of the Coordinated Custody Management Unit in Banning.

The program enables inmates to serve time on home confinement, in lieu of jail, wearing ankle monitors to track

Felon who killed his aunt, wounded man during banquet convicted of murder

After deliberating one day, a jury Tuesday convicted a 33-year-old felon of murder and other charges for fatally shooting his aunt and seriously wounding an acquaintance during a dispute at a family banquet in Riverside.

Abraham David Bonilla killed 39-year-old Beatrice Romo of Beaumont and shot her friend, identified in court documents only as “Tommy,” at the Elks Lodge on Brockton Avenue in 2018.

Jurors received the case Tuesday morning following closing arguments in the roughly weeklong trial Monday. The panel notified Riverside County Superior Court Judge Sam Shouka Tuesday afternoon that unanimous verdicts had been reached on all counts.

Along with murder, Bonilla was found guilty of attempted murder, being a felon in possession of a firearm,

Felon pleads not guilty to murder in man’s fentanyl death

Aprobationer accused of supplying a deadly dose of fentanyl to a 29-year-old Lake Mathews man pleaded not guilty Tuesday to second- degree murder.

John Frederick Sandoval, 28, of Jurupa Valley was arrested at the end of August following a nearly fourmonth Riverside County Sheriff’s Department investigation into the death of Gorge Sandoval, a possible but unconfirmed relative of the defendant.

John Sandoval was arraigned before Superior Court Judge Emma Smith, who scheduled a felony settlement conference for Nov. 2 at the Riverside Hall of Justice.

The defendant is being held without bail at the Robert Presley Jail.

According to sheriff’s

Sgt. Sean Liebrand, on the morning of April 7, patrol deputies and paramedics were called to the victim’s residence in the 22000 block of Piedras Road, near Gavilan Road, to investigate reports of an unconscious man.

Deputies attempted lifesaving measures on Gorge Sandoval until paramedics arrived and continued to try to resuscitate him, but they were unsuccessful. He was pronounced dead at the scene.

“The coroner’s bureau later determined that Gorge died as a result of fentanyl poisoning, and the case was assumed by the sheriff’s Overdose Investigations & Narcotics Unit,” Liebrand said. “As a result of their efforts, the suspect was identified as John Sandoval.”

A search warrant was

obtained and served in early June at the convicted felon’s residence in the 8400 block of Saddle Creek Drive, where “deputies seized two kilos of suspected fentanyl,” the sergeant said.

He said Sandoval was booked into jail on drugrelated charges, not for murder, as the investigation was incomplete. The defendant pleaded guilty on June 20 to two counts of possession of controlled substances for sale, as well as being a narcotic addict in possession of a firearm and possession of an assault rifle.

Sandoval was sentenced to two years’ felony probation.

By the end of August, detectives had gathered sufficient evidence to seek a murder charge against him, and the Riverside County District Attorney’s

Office filed a new criminal complaint.

In addition to the recent conviction, Sandoval also has a prior misdemeanor conviction for driving under the influence.

Since February 2021, roughly two dozen individuals countywide have been charged with murder in connection with fentanyl poisonings. In August, the District Attorney’s Office won its first second-degree murder conviction against a fentanyl dealer, Vicente David Romero, who provided a fatal dose of the synthetic opioid to a 26-year-old Temecula woman in 2020.

Romero is due for sentencing next month.

According to public safety officials, there were 503 confirmed fentanylrelated fatalities countywide last year, compared

to just under 400 in 2021, a 200-fold increase from 2016, when there were only two.

Fentanyl is manufactured in overseas labs, principally in China, according to the U.S. Drug Enforcement Administration, which says the substance is smuggled across the U.S.Mexico border by cartels.

Fentanyl is 80-100 times

more potent than morphine and can be mixed into any number of street narcotics and prescription drugs, without a user knowing what he or she is consuming. Ingestion of only two milligrams can be fatal.

Fentanyl is now the leading cause of death for Americans between 18 and 45 years old.

Identities of pair who drowned at Lake Perris confirmed

The identities of two men who drowned at Lake Perris were officially confirmed Wednesday.

Patrick Martin Howard, 53, of Torrance, and Robert Mauro, 58, of Long Beach, died on the afternoon of Sept. 13, according to the Riverside County Coroner’s Office.

Witnesses saw the men disappear underwater in the vicinity of Alessan-

dro Island at about 4 p.m. Neither resurfaced.

Lake Perris State Recreation Area rangers said Howard and Mauro were in the boating zone, aboard a tube, when one toppled into the water and couldn’t stay afloat, prompting his friend to go in after him.

County fire personnel went to the location at the request of rangers, but when no victims were spotted on the surface of

the water, crews departed.

The reservoir is roughly three miles long and two miles wide, and at its midpoint, it’s about 85 feet deep.

The sheriff’s dive team deployed to the location, and in the early afternoon hours of Sept. 14, both bodies were recovered.

A GoFundMe account was initiated by a friend of Howard’s family, Danielle Swims, who described him

as having “a good heart.”

“He was being helpful until the very end,” she said on the fundraiser page.

As of Wednesday afternoon, $1,330 had been raised. The page can be found at gofundme. com/f/patrick-martinhoward?utm_campaign=p_ cp+share- sheet&utm_ medium=copy_link_ all&utm_source=customer.

Howard left behind a

daughters, according to the page. No information

available regarding Mauro.

Motorist who ran over, killed man on Riverside street convicted of murder

Amotorist who intentionally ran over and killed a 46-year-old man on a Riverside street was convicted Tuesday of first-degree murder.

Sergio Reynaldo Gutierrez, 33, of Riverside, fatally struck Benedicto Solanga, also of Riverside, in July 2021.

Following three days of deliberations, a Riverside jury convicted Gutierrez of the murder count, as well as a sentence-enhancing allegation of using a deadly weapon — his pickup truck — in the commission of a felony.

Riverside County Superior Court Judge Timothy Hollenhorst scheduled a sentenc-

ing hearing for Dec. 15 at the Riverside Hall of Justice. The defendant is facing 25 years to life in state prison.

He was being held without bail at the nearby Robert Presley Jail.

According to a trial brief filed by the prosecution, on the afternoon of July 29, 2021, the defendant was driving his Ford F-250 on Market Street, near the Pomona (60) Freeway underpass, when he encountered Solanga walking with his bicycle and a friend, whose identity was not disclosed, going in the opposite direction.

“The defendant honked the horn, put his hands out the window and gave

Solanga the middle finger,” the brief stated. “Moments later, the truck made a U-turn and was traveling in the same direction as Solanga. The truck abruptly swerved to the right and struck him from behind. Solanga was catapulted into the air and landed face down.”

According to prosecutors, the man walking with Solanga was not injured. Gutierrez fled in the pickup, blasting through a red light to shake witnesses who attempted to follow him.

The reasons for his hostility toward the victim were not specified.

Solanga was hospitalized, but he died three days later

as a result of the impact, according to Riverside Police Officer Ryan Railsback.

He said detectives spent the ensuing three weeks attempting to identify the pickup driver and ultimately confirmed it was Gutierrez.

One of the witnesses with key information was a Riverside Auto-Theft Interdiction Detail Task Force member, who had encountered the defendant in the Santa Ana River bottom with the Ford F-250 on the day of the attack, trying to get the vehicle running.

The officer recalled graffiti on the pickup that bore the message, “Don’t (expletive) With This Truck,” according to court papers.

wife files for divorce after actor’s rape sentence

Danny Masterson’s

Roughly two weeks after “That ‘70s Show” actor Danny Masterson was sentenced to 30 years to life in prison for raping two women, his wife — actress Bijou Phillips — has filed for divorce.

“Ms. Phillips has decided to file for divorce from her husband during this unfortunate time,” her attorney, Peter Lauzon, told TMZ, which was first to report the filing. “Her priority remains with her daughter. This period has been unimaginably hard on the marriage and the family. Mr. Masterson was always present for Ms. Phillips during her most difficult times of her life. Ms. Phillips acknowledges that Mr. Masterson is a wonderful father to their

daughter.”

The divorce papers were filed Monday in Santa Barbara, according to “Entertainment Tonight.”

The couple was married in 2011 and had a daughter in 2014.

Phillips, 43, stood by her husband’s side during the lengthy rape case. When Masterson, 47, was convicted in May, Phillips cried out in the courtroom, prompting an admonition from the judge, who asked her to maintain her composure.

She wrote a letter to the judge in support of her husband’s character ahead of the sentencing hearing, saying he “devoted himself to finding other ways to earn a living” after he lost his acting career due to the

rape case. She wrote that he moved the family to a farm in Santa Ynez, where he “immediately began to work the land and grow a beautiful vineyard with 6,000 vines, that he tended on his own for six years.”

She wrote that she understands Masterson was “convicted of serious crimes,” saying she and their daughter, whom he called every day from jail, are “heartbroken that he is not home with us.”

Los Angeles Zoo welcomes 1st tamandua birth

The Los Angeles Zoo on Wednesday announced the arrival of its first southern tamandua pup successfully bred at the zoo.

The pup remains unnamed and was born on the evening of Aug. 28 to eight-year-old male Lou and the six-year-old female Micah. It was the first for both parents and a milestone for the zoo.

The gender of the pup will be determined later through blood work.

Senior Animal Keeper Mallory Peebles called it “a significant birth for the zoo.”

“This is the first time L.A. Zoo visitors will have the opportunity to see the species as a neonate and observe its development over time,” she said in a statement. “We are thrilled with this new addition to our zoo family and its arrival is a testament to the care and wellbeing provided by our entire team.”

The zoo’s animal care team closely monitored Micah’s health, behavior and development of the fetus through the course of her pregnancy. Keepers worked

with Micah and successfully trained her to voluntarily position to allow veterinarians to perform ultrasound exams.

According to the zoo, Micah and the pup are bonding and settling nicely into their habitat.

This birth is the result of the Southern Tamandua Species Survival Plan, a cooperative breeding program between Association of Zoos & Aquariums-accredited zoos to maintain genetic diversity and sustainability in the North American zoo population.

Although southern tamanduas are classified as a species of “least concern” by the International Union for Conservation of Nature, habitat loss caused by human activities in their native South American range are a continuing threat to their survival.

Wildfires, deforestation, road construction and traffic are some of the challenges faced by the species.

Southern tamanduas, also known as lesser anteaters, are found in forests, shrublands and savannas

of Colombia, Venezuela, French Guiana, Guyana, Suriname, Uruguay and Argentina.

The animals use their sharp claws and prehensile tails to climb trees and hold onto branches in pursuit of ants, termites, bees and even honey. Using their claws, they dig small holes in ant or termite nests and lick up insects as they exit.

While they don’t have teeth, they do have 16-inchlong tongues, which are covered with tiny rearfacing spines coated with thick saliva. An adult can typically consume 9,000 ants and termites per day.

Similar to other species of anteater, mothers carry young tamanduas on their backs throughout the first months of life for about one year before the babies are ready to head off on their own, as they are solitary animals, according to the LA Zoo.

Visitors to the zoo can view the newborn pup and parents in their habitat at the nursery located next to the Winnick Family Children’s Zoo.

Judge rejects rapper Tory Lanez’s bid for bail pending appeal of conviction

bail. The judge called Lanez a potential flight risk, adding that the Canadian rapper is not a U.S. citizen. He also noted that Lanez had been convicted of a violence felony.

On Aug. 8, the 31-yearold Lanez — whose real name is Daystar Peterson — was sentenced to 10 years in state prison. He has been in custody since he was convicted Dec. 23 of one felony count each of assault with a semiautomatic firearm, having a loaded unregistered firearm in a vehicle and discharging a firearm with gross negligence.

court hearings despite traveling abroad extensively.

Prosecutor Kathy Ta countered, however, that since his conviction, Lanez “is much more a significant flight risk,” noting that he has the financial resources to flee.

Lanez was in court in downtown Los Angeles for the hearing, wearing standard-issue orange jail clothes.

what had happened and “didn’t want to be a snitch,” but felt she had to “defend my name” when she saw that people were “making things up” and suggesting that she hadn’t been shot.

During the sentencing hearing in August, Deputy District Attorney Alexander Bott said Lanez shot Megan Thee Stallion because she “bruised his ego.”

“admittedly was highly intoxicated” the night of the shooting and didn’t even remember afterward what the topic of the argument was. He said Lanez would benefit from a live-in substance abuse treatment program.

Rapper Tory Lanez was rejected Sept. 14 in a bid to be released on bail pending an appeal of his conviction for shooting hip-hop star Megan Thee Stallion in the feet in the

Hollywood Hills more than three years ago.

Los Angeles County Superior Court Judge David Herriford denied a motion by Lanez’s attorneys asking that he be allowed to post

In court Sept. 14, Lanez’s attorney Crystal Morgan insisted that Lanez is “not a threat to society” or a flight risk. She noted that the rapper has a wife and 6-yearold son, both of whom are U.S. citizens.

“On top of that, his family owns property here in the LA area,” Morgan argued, adding that Lanez has “very strong ties to the community” and always attended previous

During the trial, Megan Thee Stallion testified that Lanez shot her during an argument on July 12, 2020, following a get-together at Kylie Jenner’s home. She said she had no doubt that Lanez fired the shots, and that he later offered her $1 million not to say anything. According to the singer, Lanez told her to “dance, bitch,” and then shot her in the feet.

Under cross-examination during the trial, the Grammy Award-winning singer — whose real name is Megan Pete — said she initially had no intention of talking about

“The shooting was because of the argument in the car,” the prosecutor said, calling it an “act of misogyny” against her.

One of Lanez’s attorneys, Jose Baez, called that argument “nuts.” He said there was “no denying that alcohol was involved,” and urged the judge to consider Lanez’ history of childhood trauma, including his mother dying when he was 11.

“We’re talking about foolish, reckless behavior that could have been much worse. … The intent was not to take someone’s life,” Baez said of the shooting.

Baez said Peterson

Lanez unsuccessfully asked the judge to consider an alternate sentence outside of prison that would allow him to be a betterment to society and show the world that what they’ve seen and heard during the trial “is not me.”

“I’m asking for redemption,” he said. “I’m asking for another chance.”

Lanez told the judge there is a misconception about him “being this monster” and “not having any remorse.”

“It’s just not true,” he said, pleading for a chance to be a father to his son, a mentor and contributor to society and a “light to people in dark places.”

“I truly am just trying to be a better person,” he said.

Filmmaker John Waters receives Hollywood Walk of Fame star

Astar honoring John Waters was unveiled on the Hollywood Walk of Fame Sept. 18, one day after the opening of an exhibition at the Academy Museum of Motion Pictures dedicated to the contributions to cinema made by the filmmaker nicknamed “The Pope of Trash.”

“Here I am, closer to the gutter than ever,” Waters quipped as stepped to the microphone during the latemorning ceremony. “The Hollywood Walk of Fame. The first place I ever came to in Los Angeles. ... I got out of my vehicle in 1970 at Hollywood and Vine and darted across the street — and got a jaywalking ticket.”

Ricki Lake, Mink Stole and Greg Gorman were among those joining Waters at the ceremony in front of the Larry Edmunds Bookshop at 6844 Hollywood Blvd., between Highland Avenue and Cahuenga Boulevard.

The location was chosen because the bookstore focused on film and theater history is a favorite of Waters, Ana Martinez, producer of the Hollywood Walk of Fame, told City

News Service.

“This star is at the perfect location,” Waters confirmed during his remarks. “I’ve been coming here for half a century. It’s still my favorite spot on Hollywood Boulevard.”

Stole has appeared in all 12 feature films Waters has directed and written and is part of the Dreamlanders, the group of actors who regularly appear in his films. The term comes from the name of Waters’ production company, Dreamland Productions.

The group also includes Divine, who died in 1988, Mary Vivian Pearce, David Lochary, who died in 1977, and Edith Massey.

Lake appeared in five of the six films Waters directed between 1988 and 2004, including starring in “Hairspray.”

Waters wrote the foreword to Gorman’s 1997 book of photographs, “Inside Life.”

The star is the 2,763rd since the completion of the Walk of Fame in 1961 with the initial 1,558 stars.

Waters was born on April 22, 1946, in Baltimore, where he still lives and has been

the setting for all his films.

Waters was drawn to movies at an early age. He subscribed to Variety when he was 12 years old, absorbing the entertainment industry trade publication’s information and insider lingo which proved useful as he began his career giving puppet shows for children’s birthday parties.

As a teenager, Waters began making 8 mm underground movies influenced by the likes of Jean-Luc Godard, Walt Disney, Andy Warhol, Russ Meyer, Ingmar Bergman and Herschell Gordon Lewis. His first was “Hag in a Black Leather Jacket,” which ran for 17 minutes and cost $30 to make in 1964.

According to the museum, Waters’ films “revel in irreverence, laugh-outloud humor and heart.”

His first feature was “Mondo Trasho,” a black comedy released in 1969 with very little dialogue, with the story being told mostly through musical cues, and starred Divine.

Waters directed five other films between 1970 and 1981 — “Multiple Maniacs,” “Pink Flamingos,” “Female Trouble,” “Desper-

ate Living” and “Polyester.”

He turned more mainstream in 1988 with “Hairspray,” which starred Lake as teenager Tracy Turnblad who pursued stardom as a dancer on a local television show and rallies against racial segregation. It is the only film Waters directed to be rated PG.

Lake was also a cast member of Waters’ next two films, “Cry-Baby,” released in 1990, and “Serial Mom,” released in 1994.

Waters’ three most recent films are “Pecker,” released in 1998, “Cecil B. Demented,” released in 2000, and “A Dirty Shame,” released in 2004.

Seth MacFarlane donates $5M to support entertainment industry workers

Writer and producer Seth MacFarlane is donating $5 million to a fund that supports entertainment industry workers impacted by Hollywood’s dual strikes, it was announced Thursday.

The Entertainment Community Fund is looking to raise another $10 million to support the workers, and MacFarlane kicked off the effort with a $5 million donation — on top of the $1 million he donated in July.

“There aren’t enough words to express our tremendous gratitude to Seth as he continues to help those in need, all while inspiring others with this call to action to do the same,” Annette Bening,

chair of the Entertainment Community Fund board, said in a statement.

“At this rate, we’ll need at least $10 million to continue helping people in the coming weeks. Seth’s gift is an incredible contribution to help us be able to do that, and we hope others join in as well.”

McFarlane is the creator and star of the television series “Family Guy” and “The Orville.”

The Fund is helping entertainment industry professionals in need with emergency financial assistance to cover basic living expenses, mental health support and more, according to the organization.

“We are eternally

grateful to Seth for this extremely generous donation,” said Joe Benincasa, Entertainment Community Fund president and CEO.

“We know that there will be long-term ramifications of the work stoppage that will continue to impact people’s lives and wellbeing for months to come, and this transformative gift will allow us to continue to answer the influx of requests for help we get each day.”

According to the Fund, it has raised over $10.1 million from more than 10,800 donors to support film and television workers.

Steven Spielberg and wife Kate Capshaw previ-

ously donated $1.5 million to be dispersed between the Fund and the SAGAFTRA Foundation’s Emergency Financial Assistance Program.

Additional notable donors include Bening, Greg Berlanti, Nancy and Steve Carrell, Vince Gilligan and Shonda Rhimes.

Writers, who went on strike May 2, were joined on the picket line in July by the SAG-AFTRA actors’ union.

The Fund’s emergency financial assistance application, services and programs are all free, confidential and accessible online, and can be found at entertainmentcommunity.

AQMD: Over half of SoCal warehouses violating clean-air rule

More than two-thirds of the warehouses in Southern California required to comply with an air-quality rule have not done so and could face penalties up to $11,710 per day, the South Coast Air Quality Management District announced Wednesday.

In May 2021, the AQMD passed the Warehouse Indirect Source Rule, which requires warehouses greater than 100,000 square feet to take actions to reduce nitrogen oxide, or NOx, and diesel particulate matter, or PM, emissions or to otherwise limit exposures to air pollution in nearby communities.

Overall, 2,000 warehouses are subject to the two-year-old rule, with 1,400 of those currently out

of compliance, according to the regulatory agency.

“Time is up for those not complying with our rule,” SCAQMD Executive Officer Wayne Nastri said in a statement. “Owners and operators of warehouses have known about these deadlines for two years. Communities near these facilities deserve to breathe clean air and our enforcement teams will work quickly to ensure that the facilities come into compliance as quickly as possible.”

Warehouses are a key destination for heavyduty trucks and have other sources of emissions such as cargo handling equipment, all of which contribute to local pollution.

Emissions from sources associated with ware-

houses account for almost as much NOx emissions as all of the refineries, power plants and other stationary sources in the South Coast Air Basin combined, the according to the AQMD.

The agency determined that those living within a half-mile of warehouses are more likely to have higher rates of asthma and heart attacks and must endure a greater environmental burden. The clean-air rule is expected to reduce smog-forming emissions by 10%-15% from warehouse-related sources, according to the AQMD.

Since the rule passed in 2021, the agency has been identifying and reaching out to warehouses, providing them with information, training and assistance to

ensure compliance with the rule. This week, the agency issued a compliance advisory to warehouse owners and operators advising them of rule requirements and past deadlines.

The SCAQMD’s enforcement team is preparing to issue notices of violation that can result in daily penalties and further legal action. The agency will first focus on warehouses located in Environmen-

tal Justice communities — lower-income communities that bear disproportionate harm from pollution, including neighborhoods surrounded by freeways and industrial facilities.

Since the beginning of 2023, several major insurance companies have announced that they would stop writing policies or drastically reducing offerings in two of the three most populous states in the U.S. Industry heavyweights such as Geico, Progressive, and Farmers have started leaving the California and Florida auto insurance markets, citing rising coverage costs and other changing market factors as the reasons for doing so.

Insurance regulators in both states have expressed concerns about the impact that a dwindling market could have on drivers. They've also voiced a looming fear that such moves could mark the start of a trend that spreads to other insurers – and other parts of the country.

Automoblog breaks down the complex conflation of causes and potential effects of these developments.

Several major insurers are leaving California and Florida

In January, major news outlets reported that some of the country's biggest insurance companies were effectively pulling out of the California market. According to one CBS News story, Progressive had stopped advertising in the state and Geico had closed its California offices. The article quoted an insurance broker who said that State Farm was only offering quotes in person, and not over the phone.

Then, in July, news broke that Farmers Insurance was going to stop offering auto coverage and other insurance policies in the state of Florida. The company only accounts for 2% of the total Florida auto insurance market, and it said that it would continue to offer policies through subsidiaries such as Bristol West and Foremost Signature.

Nonetheless, the announcement prompted Florida Insurance Commissioner Michael Yaworsky to write an official letter to Farmers, underlining the significance of the company's exit.

"Florida's leaders have stepped up to the plate by delivering historic reforms to Florida's property insurance market to ensure competi-

tiveness and increase consumer choice," said Yaworsky, referring to legislative actions taken earlier this year. "We are disappointed by the hastiness in this decision and troubled by how this decision may have cascading impacts to policyholders."

Myriad factors have created a difficult situation for insurers

According to the insurance companies and organizations such as the American Property Casualty Insurance Association, the reason for these exits is simple mathematics. According to the APCIA, auto insurance losses increased at a rate of 25% while insurance premiums only went up by 4.5%.

Automoblog spoke to APCIA Department Vice President of Personal Lines Robert Passmore about these developments. He said that the difference in these increases has made it financially difficult for companies to continue to insure drivers in many cases.

"Nationally, rapid increases in overall economic inflation continue to drive up auto insurance losses," said Passmore. "Insurance claims inflation has continued to rise faster than the underlying consumer price index, far outpacing increases in premiums."

However, the cause of these price increases is more complex. Several factors have contributed to rapid growth in the cost of paying out insurance claims.

The rate and severity of auto accidents is on the rise

One of the major drivers in the increase in claims costs is that car accidents have become more frequent and more severe in the last few years. According to the National Safety Council (NSC), 2021 marked the second year in a row that motor vehicle deaths increased. The U.S. saw an 11% increase in traffic fatalities in 2021 after an 8.3% increase in 2020.

These increases mean that auto insurers are paying out more claims by number than in previous years. It also means that the average payout for individual claims increased over this period.

Auto repairs are becoming more expensive

In addition to traffic accidents becoming more frequent and more catastrophic, the cost of making repairs to damaged vehicles has also increased. According to data from the U.S. Bureau of Labor Statistics (BLS), the consumer price index (CPI) of auto repairs and maintenance increased by 33.2% between January 2019 and July 2023.

As a result, payouts for individual repair claims have increased substantially compared to the same repair services just a few years before. Even if the rate and severity of auto accidents had remained static, claims costs would still have gone up.

The high price of used cars has increased replacement costs

Despite leveling off somewhat in recent months, used car prices are still at or near all-time highs after a dramatic climb. According to BLS data, the CPI for used cars and trucks has increased 39% since January 2019.

For customers who have collision and comprehensive insurance policies, insurers often pay current market value for total loss claims. With the significant increase in used car prices, auto insurance companies have had to pay out much more for totaled vehicles – in many cases, for vehicles with premiums based on cars valued lower at the start of the policy than when the claim was made.

Catastrophic climate events are becoming increasingly common

Climate change has also changed the math for insurers. Events such as wildfires in California and hurricanes and floods in Florida have increased the number and severity of claims in the states.

In this case, the home insurance market has seen much of the increase in climate-related payouts. However, since most major insurers offer home and auto insurance among other products, the increase in costs in one category still affects the company's bottom line and therefore, the ability to make money in a given market.

Some say regulations have made it difficult for insurers to respond

Another contributing factor is government regula-

tions that, according to the insurance industry, make it hard for insurers to adjust to changing risks. In California, for example, insurance companies must get permission from the state's insurance commission to increase rates. Some insurers in the state haven't been given permission to increase rates in more than three years, despite the aforementioned increase in financial risk.

"The collision-to-loss ratio in California is now up to 88.6 percent and the comprehensive loss ratio in California is up to 173.9 percent," said Passmore. "That means for each dollar insurers take in for comprehensive coverage, they are paying out $1.73. Unfortunately, due to an antiquated regulatory system in California, insurers have been unable to nimbly respond to urgent situations like inflation. This means insurers are not able to get the rates they need to keep up with inflation and higher accident severity."

A spokesperson for the California Department of Insurance (CDI) offered reporters a different perspective, saying, "while insurance companies are focused on increasing rates, the Department of Insurance is focused on protecting drivers and helping them get the most value from the premiums they pay."

see their options dwindle and their costs increase.

In Florida, drivers pay an average of 30.4% more than they did just a year ago, in 2022. California drivers have seen a cost increase of only 4%, largely due to state regulatory policies.

These cost increases have been, in part, due to the rising costs for insurers. However, a reduced number of carriers in a market means less competition and less incentive for companies to offer competitive rates. Since the announcements were made this year, the exit of major insurers has likely not had an impact on costs just yet. But if left unchecked, the situation could soon translate into higher costs and reduced choice for car owners.

Government agencies and insurance companies have, however, started to attempt to make changes that could alleviate the issue. In California, some insurers are asking the CDI for permission to raise premiums – ostensibly to allow them to continue to operate in the state. State Farm, Allstate, and Farmers have requested a 7% increase, while Progressive has asked the agency to increase its rates by more than 19%.

Passmore expressed optimism over the legal developments in Florida, but said changes won't have an immediate impact.

"Just over the last year, Governor DeSantis and Florida's legislative leaders passed important legal reforms to protect consumers and restabilize the insurance market," he said. "It will take time for the current wave of legal system abuse to wash through the system, but the new reforms have created a strong foundation for the future."

Some of the trends that have led to the current situation could slow down or even reverse in the coming years. It's possible that the increase in the number and severity of traffic accidents is a temporary trend. If inflation continues to cool down, costs could also start to normalize for insurers. And if supply chain issues such as the semiconductor shortage start to improve, the country could also see car prices start to come back down.

The

trend could get worse, increasing costs for drivers

While the tension between insurance companies and state regulators in California and Florida continues to grow, drivers in the states have started to

In Florida, the state legislature was already in the process of passing legislation to try to stabilize the insurance market. Part of that legislation has been directed at curbing a wave of lawsuits against insurers in what the insurance industry views as abuses of the legal system. Florida officials have said that legislative action also works to protect insurance customers.

However, the threat and impact of climate-related events are, by almost all predictions, likely to continue to worsen in the near and distant future. In the big picture, rising insurance costs may be a relatively minor issue when facing a global climate crisis, but it's one that has an immediate and significant impact on people and their ability to pay for legally required auto insurance.

Ports of LA, Long Beach and Shanghai outline plan for green shipping corridor

TheportsofLos Angeles, Long Beach and Shanghai, as well as leading cargo owners, unveiled a plan Friday for the creation of the first-ever green shipping program across the Pacific Ocean.

The Green Shipping Corridor Implementation Plan Outline is intended to accelerate emissions reductions on one of the world’s busiest container shipping routes, according to a statement from the Port of Los Angeles. The plan is the “first of its kind” and it was developed with support from C40 Cities — a network of nearly 100 mayors of the world’s leading cities working on addressing the climate crisis — as part of its efforts to reduce carbon emissions.

“This trans-Pacific green corridor will be a model for the global cooperation needed to accelerate change throughout the maritime industry. Reducing emissions in this corridor will yield substantial reductions,” Gene Seroka, CEO of the Port of

L.A., said in a statement.

“For perspective, most of the emissions associated with moving cargo by ship occur in the mid-ocean part of the journey between ports. This corridor will help reduce mid-ocean emissions while continuing the work we have done to cut emissions within our ports.”

As part of the plan, the carrier partners will begin deploying reduced or zero lifecycle carbon capable ships on the corridor by 2025, and work together to demonstrate by 2030 the feasibility of deploying the world’s first zero lifecycle carbon emission container ships.

“This initiative will drive emissions reductions across the world’s largest ocean and lead to greener practices from supply chain participants along these vial trade routes,”

Mario Cordero, CEO of the Port of Long Beach, said in a statement. “The new and innovative vessel technologies, increased availability of sustainable fuels and better practices created

through this green corridor will also impact society’s transition to a cleaner future far beyond the areas served by our ports.”

Participants of the Green Shipping Corridor Partnership will take steps to reduce carbon emissions and harmful pollutant emissions impacting air quality, through methods such as expanding use of shore power and supporting the development of clean marine fueling infrastructure.

Cargo owner partners have set goals to contract with carriers to use zero lifecycle carbon emission shipping services, and in an effort to measure progress toward decarbonization.

“C40 is proud to support this first-of-its-kind green shipping corridor aimed at demonstrating that zerocarbon shipping at scale is feasible by 2030, and that less polluting ships and ports will also mean cleaner air, less noise and more jobs for local communities,” Mark Watts, executive director of C40, said in a statement.

TheUSCfootball programThursday liftedatwo-week suspension it had imposed on a Southern California News Group reporter over what the university contended were violations of its media policies.

The lifting of the suspension, which was originally expected to last through Sept. 28, follows a Wednesday night phone call between head football coach Lincoln Riley and reporter Luca Evans.

In a statement, Evans said he had a long conversation with Riley, “sharing our perspectives on the events that led to USC suspending my access.”

“Riley made it clear his intent is to protect his players,” Evans said. “I made it clear my intent has always been to tell compelling, honest stories on USC — I respect and understand the program’s outlined policies regarding media access, and any missteps came through the intent of doing my job and pursuing relationshipbuilding and storytelling.

“I will continue the same reporting and writing with fairness, accuracy and depth, and we reached an agreement to lift the restriction on access.”

Riley released a statement saying he had a “very candid and productive

conversation” with Evans.

“We agreed that we both could have handled the situation differently,” Riley said in the statement printed by the Orange County Register, an SCNG paper. “I appreciate Luca recognizing the policies we have in place to protect our student-athletes and acknowledging to adhere to those in the future. We welcome Luca back to practice and look forward to his continuing coverage of the Trojans.”

Evans’ access to the football program was suspended following a story published last week. According to the Register, the story included parts of a conversation two players had while preparing to talk with the media. USC officials contended that violated a policy that bars reporting on anything outside of media availabilities in the practice facility, the paper reported.

According to the Register, a USC official also raised concerns about Evans earlier in the season, noting that he asked a question after an official news conference had already ended, and spoke to players and coaches outside of designated media availabilities.

SCNG officials sent letters to Riley and other USC leaders in an effort to get the suspension lifted, calling it an overreaction.

According to the Register, when asked about Evans’ suspension earlier this week, Riley responded, “I don’t feel like we have too many rules, too many policies, but the ones we do have we take them serious because my first job is not to, even though it is part of my job, it’s not for the media, it’s not for the fans, it’s not anyone else, it’s protecting the players. That is first and foremost.”

Authorities reveal ‘Euphoria’ actor Angus Cloud’s cause of death

Angus Cloud, the rising actorwhogained fame by portraying drug dealer Fezco in HBO’s “Euphoria,” died from a lethal combination of fentanyl, cocaine, methamphetamine and benzodiazepine, the Alameda County Coroner’s office revealed Thursday.

Cloud died at the age of 25 at his family’s Oakland home on July 31. His family said he had been dealing with the death of his father, who was buried a week before his own death.

The family previously announced his death in a statement, saying, “It is with the heaviest heart that we had to say goodbye to an incredible human today. As an artist, a friend, a brother and a son, Angus was special to all of us in so many ways.

“Last week he buried

his father and intensely struggled with this loss. The only comfort we have is knowing Angus is now reunited with his dad, who was his best friend. Angus was open about his battle with mental health and we hope that his passing can be a reminder to others

that they are not alone and should not fight this on their own in silence.”

Cloud had been expected to reprise his role in the third season of “Euphoria.”

He also appeared in the films “North Hollywood” and “The Line,” along with several music videos.

UCSD gifted $1.6M to establish Wolfe Lupus Research Fund Consumer health advocates urge governor to sign bill package

UC San Diego received a $1.6 million gift from William J. Wolfe and his family to establish the Wolfe Lupus Research Fund at the school, officials said Thursday.

Dr. Kenneth Kalunian, a professor at UCSD School of Medicine and director of the UCSD Lupus Center, will hold the title of Wolfe Family Director.

“UC San Diego is home to one of only a handful of lupus centers around the country,” Kalunian said in a statement. “We are so grateful for this generous gift from Bill Wolfe and his family, which will further support the center’s excellence and allow us to expand our efforts in finding innovative treatments for lupus, caring for patients suffering from the devastating disease and continuing to build a network of researchers and patients who are working together to combat this condition.”

Lupus is an autoimmune disease that can affect a host of different body parts including skin, joints and a variety of organs.

According to a UCSD statement, Wolfe and his family are no strangers to the effects of lupus. His daughter, Jacqueline, has suffered from a particu-

larly challenging case of the condition, requiring multiple hospital stays.

“My daughter has tried over 50 different medications. She has spent weeks in the intensive care unit,” Wolfe said. “She is stable now, and it is in large part because Dr. Kalunian refused to give up. My hope is that this will provide support so that UC San Diego can provide that same excellent care for more lupus patients from around the country.”

In addition to providing discretionary funds to support lupus research, Wolfe’s gift will also provide funding for a full-time clinical patient services manager dedicated to responding to the needs of lupus patients and support the recruitment

of an early-career faculty clinician focused on lupus.

“Lupus is a complicated disease,” said Wolfe. “The immune system is one of the most complex systems that runs throughout the body. When you have an overactive immune system from lupus, it is unlike many other conditions for which doctors have a direct line of treatment. Because of this, lupus patients need an enormous amount of medical care and close communication with their physician and medical team.”

UCSD will host a symposium focused on lupus on Oct. 14. For more information, visit https:// medschool.ucsd.edu/som/ medicine/divisions/rai/ research/lupuscenter/Page s/default.aspx.

Health care advocates are urging Gov. Gavin Newsom to sign four bills aiming to lower medical bills, improve transparency, and make health care more accessible.

Assembly Bill 665 would allow minors over age 12 to use Medi-Cal benefits for treatment they consent to on their own, while still allowing providers to involve a parent or guardian when appropriate.

Angela M. Vázquez, policy director for The Children’s Partnership, said teens may avoid getting help if they have to give intimate details to their parents.

“Surveys show that making parental opt-in mandatory reduces the likelihood that teens will seek timely treatment, especially among LGBTQ+, and youth of color,” Vázquez reported.

The bill would also allow Medi-Cal to cover services even if the youth is not a danger to him or herself or the victim of child abuse or incest. Opponents say the bill interferes with parental rights.

A second bill would stop surprise bills from out-of-network ambulance companies, instead requiring patients to pay only the in-network cost-sharing amount.

from Citrus Heights, said after her teenage son tried to take his own life, the hospital transferred him via ambulance to a treatment center several hours away, resulting in a huge bill.

“Within a month we received an ambulance bill of over $9,000,” Miele recounted. “Adding insult to injury, literally. Why is this practice commonplace? Why is it even considered acceptable?”

Debt collectors have objected to a section of the bill dealing with wage garnishment.

A third bill would add physicians’ groups of 50 or more to the list of organizations required to make public financial data they report to two state agencies.

Sonia Pellerin, a health care worker in Sacramento and a member of the Service Employees International

Union-United Healthcare Workers, said it is a matter of transparency.

“With health care costs rising, we all deserve to know where our health care dollars are going and what’s driving up the costs,” Pellerin contended. “Many times our patients are struggling to afford their health care. Those patients have the right to know how these medical groups are spending their money.”

Medical groups have called the bill an unnecessary layer of regulation. A fourth bill would extend Medi-Cal’s Comprehensive Perinatal Services Program from 60 days to 12 months postpartum. The program helps arrange housing and food assistance, job training, and breastfeeding support. Opponents cite budget concerns.

Former Lizzo employee alleges sexual, racial harassment in new court papers

Aformer Lizzo employee is accusing the singer of repeated sexual and racial harassment in new court papers filed Thursday, with much of the complaint targeting the singer’s wardrobe manager for her alleged “fatophobic” comments.

Asha Daniels’ still unofficial Los Angeles Superior Court suit names as defendants the entertainer, whose real name is Melissa Jefferson; her production company, Big Grrrl Big Touring Inc.; her wardrobe manager, Amanda Nomura; and her tour manager, Carlina Gugliotta.

Daniels designed the wardrobe for the dancers who would be on Lizzo’s 2023 tour. The plaintiff’s other causes of action include disability discrimination, illegal retaliatory termination and assault.

She seeks unspecified compensatory and punitive damages.

The legal action comes a month after Lizzo was sued by three former dancers who say they were weightshamed and forced to endure illegal sexual, religious and racial harassment and disability discrimination.

Responding to the dancers’ lawsuit, Lizzo denied the plaintiffs’ allegations and said there is “nothing I take more seriously than the respect we deserve as women in the world.”

Attorney Ronald L. Zambrano, who represents all of the plaintiffs in both cases, said more than two dozen former Lizzo employees have similarly complained about alleged abuse and harassment and

could be future plaintiffs.

“ This is not going away,” said Zambrano said. “Lizzo is the boss so the buck stops with her. She has created a sexualized and racially charged environment on her tours that her management staff sees as condoning such behavior and so it continues unchecked. Lizzo certainly knows what’s going on but chooses not to put an end to this disgusting and illegal conduct and participates herself.”

Daniels, who like Lizzo is Black, looked forward to working with the performer and her team because of the values the singer shows in public, but the opposite turned out to be true, the plaintiff’s court papers state.

But throughout her employment with Lizzo, Daniels heard racist and

“fatphobic” comments from Nomura, who mocked both Lizzo and the singer’s background dancers on multiple occasions, the plaintiff’s court papers state.

Nomura would imitate the dancers and Lizzo by doing an offensive stereotypical impression of a Black woman, according to Daniels’ court papers, which further state that Nomura referred to Black women on the tour as “dumb,” “useless” and “fat.”

Daniels complained often to Nomura who rebuffed the plaintiff, Daniels’ court papers state.

Daniels and other crew members also received threats of physical harm from Nomura, according to Daniels’ court papers, which further state that

at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER:

The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call, (916)939-0772 for information regarding the trustee’s sale or visit this internet website, www.nationwideposting.com, for information regarding the sale of this property, using the file number assigned to this case, T.S.# 22-03396CA. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the internet website. James ‘Gypsy’ Haake announced as 2023 Palm Springs Pride Parade grand marshal

Greater Palm Springs Prideannounced Wednesdaythat 91-year-old James “Gypsy”

Haake, one of the oldest living drag queens in the world, will be recognized as the 2023 Pride Parade Grand Marshal.

“The oldest living drag queen embodies the history and evolution of drag culture, serving as a living testament to the struggles and triumphs of LGBTQ+ individuals throughout the years,” Greater Palm Springs Pride president and CEO Ron deHarte said in a statement.

Haake began in 1951 as a chorus boy on Broadway, and has since toured and entertained in “Gypsy’s,” was the Master of Ceremonies of “La Cage Aux Folles,” was cast in

his first feature film “To Be or Not To Be,” and has been cast in numerous film and television shows, deHarte said.

Haake also toured with a female impersonator company, hosted “Carnival Cabaret in Lake Tahoe, worked on traveling shows and events, reopened the Lake Tahoe show, and retired in 2009 but came out of retirement to host a female impersonator show at Dan Gore’s Oscars until 2019.

Additionally as part of the Greater Palm Springs Pride Parade in November, Trixie Matell will be honored as the Celebrity Grand Marshal and Ethylina Canne will be celebrated as the Community Grand Marshall, according to deHarte. They will affirm the pride festival theme, “Drag

Now. Drag Forever.”

“In a time marked by political unrest and attacks on the drag community, coming together to celebrate the diversity and resilience of drag queens from all generations sends a powerful message that we are united and unwavering in our commitment to equality and acceptance,” deHarte said.

Haake, Matell and Canne will be honored in acknowledgement of their ability to thrive during severe prejudice in some cities as Drag performers, according to deHarte, who hopes their stories will inspire younger generations as they illustrate the progress that has been made and to remind everyone of the work toward equality that needs to be

done.

Mattel was the winner of “RuPaul’s Drag Race All Stars” season 3, starred in her Discovery+ reality renovation show “Trixie Motel,” and recently performed at the Stagecoach Festival, deHarte said. Canne began in the mid-90’s at the an Francisco drag club “Trannyshack” rebrandedin 2014 as the “T-Shack,” co-hosted the Equality Awards and Steve Chase Awards with Leslie Jordan, and hosts the monthly community drag bingo event “Ethyl’s Place,” which has raised over $30,000 for charitable causes in less than two years.

The Greater Palm Springs Pride Festival will be held from Nov. 3 to Nov. 5.

Sanity retrial of Palm Desert woman who attacked sister, mom gets underway

APalm Desert woman who attempted to kill her sister and almost ran over her mother has a long history of mental illness and should be declared mentally incompetent to stand trial on other felony charges, her attorney told jurors Thursday, while a prosecutor said the defendant understands what’s happening, has a goal and changes her behavior to avoid consequences, indicating that she is sane to stand trial.

Erin Leah Richey, 44, will be retried on her sanity of when she committed one felony count each of assault on a person causing great bodily injury and arson on an inhabited structure, according to court records.

Richey was convicted on May 2, 2022, of the two charges and one felony count each of attempted murder, assault with a deadly weapon, having a fire explosive and taking a vehicle without the

owner’s consent, according to court records. She was also convicted of two felony counts of cruelty to an animal and had one felony charge of attempted murder acquitted.

In the sanity phase of the first trial for Richey, a jury returned verdicts finding her mentally competent when she committed a series of violent acts in December 2018, but the panel was split on her psychological condition when she perpetrated the two felony charges.

Riverside County Superior Court Judge Dean Benjamini declared a mistrial on the two felony counts for which she was previously found guilty and prosecutors are now retrying Richey’s sanity on the two charges.

During opening statements of Richey’s retrial Thursday at the Larson Justice Center in Indio, her defense attorney Shaun Sullivan told jurors that his client’s history

of mental illness includes hallucinations and that she has been hospitalized multiple times.

“The evidence will show that the administration of her medication is inconsistent,” Sullivan said, adding that the “effects that medication has on her is not always entirely predictable.”

He said that part of the mental illness she suffers from causes her to stop taking her medication as she becomes convinced that it’s is not working and that the longer she stays away from it the harder it is for get back on it.

Sullivan told jurors that Richey was declared mentally incompetent twice by doctors and now he asks that jurors evaluate that evidence including her history of hallucinations, hospitalization, delusions and unorganized thinking. He asked that jurors find Richey mentally incompetent at the end of the trial

and to focus, not on what his client may or may not have done in the past, but what she is capable of doing now.

Deputy District Attorney Karen Salas then told jurors that the defendant’s mental illness will vary from schizophrenia to bipolar disorder depending on which doctor they hear from and that though she is mentally ill, evidence will suggest that Richey is able to cooperate with her attorney, is intelligent, picks up on court proceedings and her answers begin to vary depending on what she hopes to gain.

“She understands that she has been convicted at this point and she is bitter about it. She is angry about it,” Salas said. “And you’re going to hear that.”

Salas told jurors that the defendant is able to have goals in the prosecution and directs herself toward the goal by such things as not taking her

possession of controlled substances while armed, firearm assault, brandishing a gun and sentenceenhancing gun and great bodily injury allegations.

Shouka scheduled a sentencing hearing for Dec. 8 at the Riverside Hall of Justice. The defendant is being held without bail at the Robert Presley Detention Center in Riverside.

The attack happened about 7 p.m. on June 30, 2018, during a leased

family event at the lodge.

Investigators said Bonilla was among the attendees, and for several hours, nothing was out of order. But toward the end of the affair, an argument erupted between the defendant and another celebrant, at which point he brandished a .380 semiautomatic handgun at several partygoers, then opened fire, according to Sgt. Mike Crawford and prosecutors.

Romo and Tommy were struck, though Bonilla did not intend to shoot his aunt when he started firing the compact pistol, according to the prosecution.

Bonilla fled the location after the attack.

Relatives loaded both victims into separate cars and rushed them to Riverside Community Hospital moments before officers converged on the scene.

A short time later, officers learned that a man

matching the shooter’s description had been involved in a wreck in the area of Fremont Street and Jurupa Avenue and was receiving treatment from paramedics. Patrolmen went to the location and arrested Bonilla without a struggle.

Romo died during surgery less than two hours later. Tommy also underwent an operation for a wound to the upper body, from which he ultimately

medication and not cooperating with her doctors to get the outcome she wants. She asked that at the end of the trial, jurors find the Richey’s goaloriented behavior as competence for her to stand trial.

The sanity phase of Richey’s first trial lasted less than a week following a two-week criminal trial stemming from attacks that occurred in the 77500 block of Mountain View Avenue and the 77330 block of Missouri Drive.

According to sheriff’s investigators, on Dec. 15, 2018, Richey struck her sister, whose identity was not released, on the head with a mallet “numerous times” and also attempted to slash her with a knife during an unspecified confrontation.

The defendant then took one of the victim’s vehicles, and as she was speeding away, attempted to run over her mother, also not identi-

fied, who owned the property where Richey was staying in a trailer, investigators said.

The sister was hospitalized with non-life-threatening head injuries. Their mother was not hurt.

Richey was arrested later that same day while driving along Avenida Caballeros in Palm Springs.

The arson charge resulted from an attack reported two days earlier on Missouri Drive, where Richey set fire to a carport, causing burn injuries to a woman residing at the location. The victim was not identified in court documents.

The animal abuse charges were filed because the defendant set her cat Mabel on fire and sprayed ant and roach killer into her mother’s dog Mia’s eyes before throwing the pooch over an 8-foot wall.

Richey remains held without bail at the Smith Correctional Facility in Banning.

Imperial Irrigation District lowers discount age for financial assistance

The Imperial Irrigation District Board of Directors on Tuesday lowered the senior discount age from 62 to 60 years old for its Residential Energy Assistance Program.

The board action gives income-qualified customers who are over 60 years old a 30% discount on their electric bills. For qualified customers under the age of 60, the same program can allow them to receive a 20% discount.

REAP customers who face disconnection can

also receive $400 a year in financial assistance through the IID’s Emergency Energy Assistance Program, IID officials said. Reduced electric rates are also provided through the IID’s Medical Equipment Assistance Program to REAP customers who need electricity for their medical equipment.

“Our commitment has always been to the well-being of our customers,” Board President Alex Cardenas said in a statement. “Recognizing the financial hardships many face, we’ve taken measures

to extend our reach and support. Now, even more residents will find relief in their electric bills through our comprehensive assistance programs. This Board’s united action today speaks volumes and our message is clear: We’re here for you.”

Officials said the modification would impact this year’s budget by $12,800.

Hemet contracts with Riverside County for animal control services

In just over a week, the city of Hemet will begin receiving animal control services through the Riverside County Department of Animal Services, under an $805,000 contract that will replace a nonprofit currently serving the municipality.

Earlier this month, the Hemet City Council voted to enter into a nine- month agreement with the Department of Animal Services, whose personnel will start responding to calls on Oct. 1.

The contract will end on June 30, 2024, with options for renewal.

“The reopening of the San Jacinto Valley Animal Campus is perfectly timed

for this new and exciting partnership with the city of Hemet,” Department of Animal Services Director Erin Gettis said in a statement. “We are very much looking forward to providing services and resources to Hemet residents and their pets.”

According to a city statement, the new compact “represents a significant step forward in animal welfare for the city, providing residents with access to a broader range of services and expertise in animal care and control.”

Over the previous decade, Hemet has contracted with the San Jacinto-based nonprofit

Ramona Humane Society. But the city said the organization’s “decision to shift its focus away from animal control and enforcement duties to concentrate on finding homes for sheltered pets” prompted concerns among officials about the level of service going forward.

A search was initiated for a replacement, and the Department of Animal Services “emerged as the best-suited partner to provide essential services,” according to the city.

The department provides animal control to most municipalities in Riverside County, as well as several entities outside

their whereabouts and ensure compliance with the terms of their sentences.

The ensuing investigation revealed that Heidecker had allegedly exploited his position of authority, targeting four female inmates, identified in court documents only by their initials — “A.A.,” “A.R.,” “K.P.” and “O.C.”

The deputy allegedly engaged in unspecified sexual activity with the women, capturing video and still images, according to the criminal complaint.

It was unclear what Heidecker allegedly told the inmates to gain their compliance.

The complaint stated that the defendant then tried to “extort money and other property (from the victims) by means of a wrongful use of force and

fear ... (using) sexually explicit photographs and videos.”

When it became evident that one or more of the victims was going to report him, Heidecker allegedly tried to prevent them from talking, possibly through intimidation, according to court papers.

Heidecker turned himself in Sept. 15 in Murrieta.

The defendant is on administrative leave pending the outcome of the case.

There was no word regarding how long he has worked for the sheriff’s department or been in law enforcement.

Deputy allegedly caught transporting large amount of narcotics posts bail

A Riverside County sheriff’s correctional deputy

allegedly caught transporting a sizable quantity of drugs on Interstate 10 was released from custody Wednesday after posting a $1 million bond.

Jorge Alberto Oceguera Rocha, 25, of Banning was arrested and booked into the Byrd Detention Center on Sept. 17 on suspicion of transportation of drugs in excess of 44 pounds, possession of narcotics and possession of controlled substances while armed.

Rocha immediately tendered his resignation after being booked into the Murrieta jail, according to sheriff’s spokeswoman Wenndy Brito Gonzalez.

Jail records indicated that Rocha secured bail early Wednesday morning and was let out. His speedy arraignment guarantee under state law would

have timed out Wednesday afternoon. It was unclear whether the Riverside County District Attorney’s Office was prepared to file charges against him.

Gonzalez said Rocha was driving in the area of I-10 and County Line Road in Calimesa when he was stopped by law enforcement in the predawn hours Sept. 17.

“It was discovered that Rocha was in possession of narcotics,” the sheriff’s spokeswoman said. “No additional details will be released at this time, as the case is still under investigation.”

The suspect was hired by the Riverside County Sheriff’s Department in April 2019, but it was unclear how long he had been assigned to the jail.

The drugs allegedly in

his vehicle weren’t identified, and there was no word on whether Rocha was suspected of selling the substances in the correctional system, where multiple drug-related deaths have occurred, leading to a lawsuit earlier

this year.

“The Riverside County Sheriff’s Department condemns any form of illegal activity and remains resolute in its commitment to deterring and preventing such behavior,” according to Gonzalez.
