Two former Sheriff ’s deputies charged with conspiracy

Armenia community commemorates 99th Anniversary of Genocide

The Los Angeles County District Attorney’s Office announced today that two former Los Angeles County Sheriff’s deputies have been charged with conspiracy, perjury and other charges for allegedly planting guns inside a medical marijuana dispensary to justify an arrest. Julio Cesar Martinez and Anthony Manuel Paez are scheduled to be arraigned June 17, 2014 at the Foltz Criminal Justice Center, Department 30. The two were booked and released on Friday, April 18, 2014 on $50,000 bail each. Julio Cesar Martinez and Anthony Manuel Paez separated from the Sheriff’s Department on February 27, 2013. There was an administrative investigation where the appropriate administrative action was taken. Martinez was a 15-year veteran of the Department and Paez was a 7-year veteran.

On Thursday morning, the Senate Labor Committee will review legislation that would step up violence prevention policies in California hospitals, an issue that gained greater urgency this week by the stabbings of two registered nurses at two Los Angeles area hospitals. The issue received heightened attention Sunday with the separate stabbings of RNs at Olive View-UCLA Medical Center in Sylmar and HarborUCLA Medical Center in Torrance. Such incidents, becoming more common in California hospitals, say nurses, emphasize the need to reduce opportunities for workplace violence which is also a critical safety measure for patients, families, and unrelated hospital visitors. Under SB 1299, hospitals would be required to have policies that include systems to improve hospital security and appropriate staffing to reduce the potential for violent incidents. Sufficient staffing and security personnel are major preventive measures. Hospitals would also be required to provide education and training programs for recognizing and responding to violence, and would be prohibited from retaliation against employees who seek help from law enforcement. Additionally the law would step up the requirement for hospitals to document and report incidents of violence to Cal-OSHA and would require Cal/ OSHA to post a report on its website containing information regarding violent incidents at hospitals and to make recommendations on how to prevent violent incidents at hospitals. Similar legislation sponsored by CNA last year was derailed due to heavy opposition from the hospital industry.

Metro Board awards $927.2 Million contract to Skanska USA The Los Angeles County Metropolitan Transportation Authority (Metro) Board of Directors today approved a $927.2 million contract to Regional Connector Constructors, a joint venture between Skanska USA Civil West California District, Inc. and Traylor Brothers Inc. to design and build the Regional Connector Transit Corridor Project. The Regional Connector light rail project will complete a 1.9 mile gap connecting the Metro Gold Line with the Blue and Expo lines by providing a direct connection with three new stations planned for 1st Street/ Central Avenue, 2nd Street/ Broadway and 2nd Place/ Hope Street in downtown Los Angeles. In addition to awarding the contract, the Board also approved an additional $39.99 million for the Regional Connector Life-ofProject budget for a total budget of $1.420 billion. Of the four bids received, Skanska/Traylor had the overall highest ranking including the highest technical score and the highest evaluated score for pricing, based on the criteria in the request for proposals. In recommending the award of the

contract, staff noted that Skanska/Traylor indicated that they plan to finish construction 115 days early and will absorb the cost of any delays caused by Metro or subcontractors. The Regional Connector Project is an important rail connection project overwhelmingly approved by the voters and funded by the Measure R half-cent sales tax for LA County transportation improvements. Earlier this year, Metro joined federal, state and local elected officials in announcing the receipt of a Full Funding Grant Agreement (FFGA) from the Federal Transit Administration in the amount of $670 million and a $160 million low interest federal loan from a Transportation Infrastructure Finance and Innovation Act (TIFIA) to fund the project. The Regional Connector, expected to be completed in 2020, will attract nearly 17,000 new daily riders and provide access to more than 88,000 passengers saving commuters up to 20 minutes off their daily commutes. It will provide a one-seat, one fare ride for commuters from Azusa to Long Beach and from East Los Angeles to Santa Monica without the

need to transfer between rail lines for major east/west and north/south trips. The Metro Board also voted to have staff work with stakeholders and community members to identify and secure additional funding for an upper-level elevator entrance and pedestrian bridge to connect the 2nd / Hope Station to Grand Avenue and report back to the Board in September. The new Metro Rail extension will offer an alternative transportation option to congested roadways, provide significant environmental benefits and spur economic development throughout Los Angeles County. Through improved connectivity, riders will be better able to use the entire Metro Rail system, municipal bus lines and other regional transportation services. Boy injured by dry ice explosion on Paramount High School On Thursday, April 24, 2014, at approximately 7:50 PM, deputies from the Lakewood Sheriff’s Station responded to a call regarding a child injured by fireworks at the Paramount High School-West Campus, 14700 block of Paramount Boulevard, Paramount. When deputies arrived they found a 4 yearold male victim lying on the ground suffering from nonlife-threatening injuries to his chest. Deputies also found scattered pieces of a plastic bottle near the boy. Believing the boy was injured by a chemical explosion, deputies contacted

the Los Angeles County Sheriff’s Department’s Arson/Explosives Detail detectives, who responded to investigate. The investigation revealed that the boy, a resident of Downey was at the location with his family for recreational soccer activities. The boy found and picked up a two-liter plastic bottle while playing. As the boy ran across the baseball field with the bottle in hand, it exploded, causing minor abrasions to his chest and left forearm. The boy was transported to a local hospital where he was treated and later released. Evidence recovered

at the scene was consistent with a chemical reaction of dry ice. There is no suspect information at this time and the investigation is ongoing. Governor Edmund G. Brown, Jr. has announced three of five Hiring Credit pilot areas as part of the Governor’s Economic Development Initiative which was designed to help bolster California’s business climate and put Californians to work. The three announced pilot areas are: the geographic boundaries of the former Enterprise Zone area in the City of Merced; the geographic boundaries of the former Enterprise Zone area in the City of Fresno; and the numerous census tracts in the unincorporated areas of Riverside County that have high unemployment and high poverty rates. “While California’s economy is continuing to improve, too many areas of the state are still suffering

high unemployment and poverty rates,” said Speaker Pérez (D-Los Angeles). “We worked to address that by passing new employment credits to spur hiring in hard hit areas. Today’s announcement of pilot programs in the City of Merced, the City of Fresno, and parts of Riverside County that have particularly high unemployment and poverty rates, will ensure that even more Californians can be hired under this innovative program.” One provision of the Initiative is the New Employment Credit. The bill package established a new hiring tax credit for businesses that create new jobs in areas with high unemployment rates and poverty. In Pilot areas the credits are available for

wages paid between $10 and $28 per hour, instead of the $12 and $28 per hour required in non-pilot areas in the state. The credits are targeted at businesses who hire those that fit the “hard to hire” category (long-term unemployed, veterans, felons, Earned Income Tax Credit recipients, and those on CalWorks). The New Employment Credit is available for each taxable year beginning on or after January 1, 2014, and before January 1, 2021, to qualified taxpayers that hire a qualified full-time employee on or after January 1, 2014. In order to be allowed a credit, the qualified taxpayer must have a net increase in full-time employees in California, determined on an annual fulltime equivalent basis.
