Authorities suspect there may be additional unidentified victims A Southern California man arrested by special agents with U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) is expected to make his initial appearance in federal court here Monday afternoon for allegedly transporting a teenage Minnesota girl to Los Angeles to engage in prostitution. Laron Darrell Carter, aka “Birdd,” 36, of Gardena, Calif., is charged in a criminal complaint filed in U.S. District Court in Los Angeles. If convicted, he faces a mandatory minimum sentence of 10 years and a statutory maximum penalty of life in federal prison. Carter was taken into custody Monday morning by HSI special agents in Las Vegas. The case is being prosecuted by the U.S. Attorney’s Office for the Central District of California. HSI began its investigation a year ago after Los Angeles County Sheriff’s deputies rescued a 16-yearold girl in Los Angeles who had been reported missing from Minneapolis. According to the affidavit filed in support of the complaint, the teen, identified as Jane Doe 1, told HSI that she met Carter over the telephone through a mutual acquaintance. Carter subsequently persuaded her to travel to Los Angeles to meet him, promising to be her “boyfriend” and “take care of her.” He then bought her a bus ticket for the trip. “The manipulation and coercion of minors Please see page 3

Water rates may double in Monterey Park BY SHEL SEGAL

Water prices in the city of Monterey Park will nearly double and sewer and trash prices are going up, according to a proposal adopted by the Monterey Park City Council at its April 16 meeting, according to a published report. The proposed increases were deemed necessary by the council as some of the sewer mains in the city have been used for more than 100 years and nearly three-quarters of the water pipeline system has been in service for more than a half century, according to that report. Approximately $113 million is needed by the city to upgrade its water and

sewer systems with about $100 million going toward repairing, rehabilitating and replacing the water system, according to that report. Also, the city is looking to increase trash services prices so it can balance its solid waste budge, according to that report. The city last raised rates on water and sewer services nearly five years ago and increased the rate on trash services more than four years ago, according to that report. pointed out in dissent: “The effect of [Proposal 2] is that a white graduate of a public Michigan university who wishes to pass his historical privilege on to his children may freely lobby the board of that university in favor of an expanded legacy admissions policy, whereas a black Michigander who was denied the opportunity to attend that very university cannot lobby the board in favor of a policy that might give his children a chance that he never had and that they might never have absent that policy.” The plurality decision by Justice Kennedy, who was joined by Chief Justice Roberts and Justice Alito, condones the entrenchment of this fundamentally unequal political system by disregarding the long-standing “political-process doctrine,” which prohibits the majority from creating a separate political process that makes it more difficult for racial minorities to enact beneficial legislation. “The passage of Proposal 2 demonstrates that race still matters and that the

courts are more necessary than ever to protect the rights of minorities,” said Stewart Kwoh, president and executive director of Advancing Justice - LA. As Justice Sotomayor opined in dissent, “The Constitution does not protect racial minorities from political defeat. But neither does it give the majority free rein to erect selective barriers against racial minorities. The political-process doctrine polices the channels of change to ensure that the majority, when it wins, does so without rigging the rules of the game to ensure its success.” Despite the disappointing and harmful decision by the Supreme Court today, it is important to note that the Court did not address the merits of race-conscious admissions, which are still constitutional underFisher and Grutter. Senator Ed Hernandez also expressed concerns:

“I am disappointed and find it inherently unfair that the Supreme Court decided to preserve a political process in Michigan that establishes a rather large political hurdle for underrepresented racial minorities, while allowing the vast majority of other people a much less burdensome process to address their concerns. I have to agree with Justice Sotomayor, who wrote in her dissent today that ‘While our Constitution does not guarantee minority groups victory in the political process, it does guarantee them meaningful and equal access to that process.’” “However, the Supreme Court’s decision today upholds the idea that the people should decide whether race-conscious programs should be allowed, and the Majority made it very clear that the constitutionality of race-conscious programs was not in question and was not impacted by today’s decision. From the beginning, my intention for introducing Senate Constitutional Amendment 5 (SCA 5) has been to allow the voters of California that choice.”

On the last night that Jane Doe 1worked for the defendant, in late January 2013, he slammed her head into a car window and forced her to engage in a sex act with him. And it is believed higher water rates will come out on utility bills as early as the fall, according to that report. Other local cities – such as Alhambra, South Pasadena and Sierra Madre – have given resident a chance to oppose these types of increases with the residents of those cities not submitting a majority of protest votes, according to that report. That means at least 8,180 protest votes out of 16,359 parcels are needed to halt the increase in proposed water rates, according to that report. All ballots – either for

or against – must be in the hands of the city clerk by the end of the June 18 public hearing, according to that report. The council is hoping to generate $100 million in 20 years with $26 million coming in the first five years, according to that report. While the current water customer in Monterey Park pays about $29 per month, that is expected – under the plan – to increase to $50 per month. Chief LaChasse and the Burbank Police Department are also committed to expanding diversity in the department, to reflect the diversity of the city’s population. Chief LaChasse earned his Bachelor’s degree from California State University, Los Angeles, and his Master’s in Public Administration from The University of Southern California. Chief LaChasse started with the Los Angeles Police Department in 1970 and served over thirty two years retiring in 2002 at the rank of Deputy Chief. During his tenure at the LAPD, he held a variety of high-profile positions including Commanding Officer for the Criminal Intelligence, Narcotics, and Uniformed Services Groups. He also served as Assistant Commanding Officer of Operations for the Valley Bureau where he administered the activities of 1,800 personnel in the San Fernando Valley. As Deputy Chief, he managed almost 1,600 personnel in South Los Angeles. Vahan Cardashian award to be presented to Berdj Karapetian Berdj Karapetian has for more than three decades played a leading role in growing and guiding the Armenian-American community’s advocacy efforts in California as well as in Washington, D.C. He has devoted his time, knowledge, and resources to advocating for the rights of the Armenian-American community, developing community organizers, and forging alliances with individuals dedicated to human rights. Karapetian was the founding Executive Director of the ANCA’s Washington, D.C. advocacy office in 1984. During his tenure as the ANCA Executive

Director, the House of Representatives adopted House Joint Resolution 247 to commemorate the 75th anniversary of the Armenian Genocide. Karapetian also set the foundation for the Western Region Office of the Armenian National Committee of America and served as its Executive Director at the beginning of the Armenian self-determination and liberation movement in Artsakh and Armenia. Karapetian continues to be active with the Armenian National Committee of America and serves on the Advisory Board of the ANCA, WR and chairs the Glendale chapter. Karapetian’s service and leadership has been recognized by the statewide association of adult day health care providers as well as the Los Angeles based association. He was also recognized by Assemblymember Mike Eng with a Legacy Award in November 2012. Karapetian’s participation in community and business development has been recognized by the Glendale Chamber of Commerce and the Glendale Unified School District Board. He has served as the president of the Glendale Chamber of Commerce and on the committee that secured voter approval for a bond measure to improve and expand Glendale’s schools. SCAD to be honored with Levon Shant award Southern California Armenian Democrats (SCAD) is the first and the largest Armenian-American Democratic Club in Southern California. The organization has been an effective voice for Armenian-Americans within the Democratic Party and with Democrats elected to public office. The organization has helped increase awareness about the Democratic Party and its values, as well as educate Democrats about the concerns of the Armenian-American residents of California. Educator Ani Berberian to receive Mesrob Mashdots award Born in Allepo, Syria and raised in Beirut, Lebanon, Ani Berberian has been teaching Armenian language to the area youth for 24 years. Her contributions to the community span from her work at the Chamlian Armenian School in Glendale to her volunteer efforts at the Burbank Youth Center. Berberian received her degree from the St. Joseph College in Lebanon where she majored in Armenian studies. Her longtime dedication to educating Armenian youth began at the Armenian schools in Beirut, where Berberian taught Armenian for 17 years.
