Four miles Santa Anita to open for 77th season on Dec. 26 ‘Flying Silks' calendar theme to recognize stable of new colors worn by jockeys carpool lanes open on I-10 in Baldwin Park Caltrans Thursday opened a 4.4-mile section of carpool lanes on Interstate 10 from Interstate 605 to Puente Avenue in Baldwin Park. This is the first of three projects that will provide one continuous carpool lane from downtown Los Angeles to San Bernardino County, a distance of more than 35 miles. The $180 million project adds to the 512 existing miles of carpool lanes, also known as high-occupancy vehicle (HOV) lanes, in Los Angeles County, and included $75 million in Proposition 1B funds, the voter-approved bond passed in 2006. California celebrates first anniversary of underwater state park system On December 19 2013, California celebrates the oneyear anniversary of the nation’s only statewide network of marine protected areas (MPAs). These “underwater parks,” dotting the coast from Oregon to Mexico, provide safe havens for marine life to rebound and opportunities for people to get outside and enjoy nature. (View a map here). Many of California’s marine protected areas are located just offshore from state

and county parks, and offer great winter activities. Here are five local highlights: La Jolla, San Diego: Each year, more than two million visitors are drawn to La Jolla for its beauty and bountiful sea life. The marine protected area at La Jolla Cove has recently been expanded and renamed Matlahuayl State Marine Reserve in honor of its Native American heritage. La Jolla features a sheltered kelp forest that’s teeming with leopard sharks, bright garibaldi, lobsters, octopus and much more. Swami’s, North San Diego: Named after Swami Paramahansa Yogananda, whose Self-Realization ash-

ram overlooks it, Swami’s is a beloved point break. It attracts surfers from all over the world and sea life from near and far. The kelp forest offshore grooms the waves while providing a home to spiny lobster, garibaldi and leopard sharks. Spearfishermen can fish for yellowtail and white seabass. Crystal Cove, Newport Beach: Just offshore from Crystal Cove State Park, the state marine conservation area has delightful tidepools and sandy coves where visitors can see California sea hare, Spanish shawl nudibranch, limpets and bat stars. Rep. Adam Schiff (DBurbank), along with Reps. Brad Sherman, Henry Waxman, Tony Cardenas and Alan Lowenthal, wrote to the Chairman and Ranking Member of the Transportation Housing and Urban Development Appropriations Subcommittee urging them to include a provision on helicopter noise, originally obtained in the Senate by Sen. Dianne Feinstein (D-CA). That provision would direct the Secretary of the Department of Transportation and FAA to address helicopter noise issues in Los Angeles County skies. “While we are continuing to work with the FAA on voluntary measures, we have to take an ‘all of the above’ approach to solving the very real issues caused by helicopter noise for homeowners and residents,” said Schiff. “It’s my hope that this provision will be included in any final appropriations bill, and give the federal agencies a sense

Longtime lawman Robert Castro sworn in as Glendale’s Chief of Police By SHEL SEGAL Longtime law enforcement officer Robert Castro was sworn in on Thursday as the ninth chief of police of the Glendale Police Department before a packed room of family members, friends and supporters. Castro comes to Glendale after serving as police chief for the city of Glendora, starting in 2011. Castro began his law enforcement career working for the Glendora Police Department as a police cadet in 1985. He was hired as a police officer in 1986 and worked his way up through the ranks to chief of police. In Glendora, Castro is

credited with transforming the police department into a highly effective and efficient organization, an evolution hastened by the recent recession. Difficult financial conditions resulted in a 20

percent personnel reduction in Glendora. However, Castro was able to use the financial crisis as an opportunity to innovate. Please see page 2
