Police warn citizens to beware of solicitors for military support

Nov. 5 general election – pundits predict large turnout

The Monterey Park Police Department is warning residents to beware of solicitors and to call the police if contacted by individuals soliciting donations for an organization called "Operation Care Package," in support of deployed soldiers and service dogs. The charity organization is based in Illinois and does not employ door-to-door solicitors. Police were alerted to the activities of several individuals soliciting door to door in the 1800 Block of Cielito Ave. on Sunday, October 27 at approximately 6:40 p.m. Officers detained a male and three female subjects in a white Toyota Avalon and determined that they were soliciting donations in the area. The driver of the vehicle, Henry William Honis Meyer, 23, of Cypress, was arrested for vehicle code violations and operating a business without a permit. Attorney General denies Quo Warranto Case against Glendale Councilmember On October 25, 2013, the City of Glendale received confirmation that the California Attorney General denied the request of two Glendale residents for authorization to bring suit to challenge Councilmember Frank Quintero’s eligibility to serve on Council. Residents John Rando and Mariano Rodas argued that Councilmember Quintero’s appointment to the City Council violated the City Charter, citing Article VI, Section 12: “No former councilmember shall hold any compensated city office or

city employment until two years after leaving the office of councilmember.” Their request was submitted for review in May of 2013. Councilmember Quintero was appointed to the Council seat vacated by Rafi Manoukian when he was elected as City Treasurer. On April 23, 2013, the remaining members of Council unanimously voted to appoint Mr. Quintero, who had not run for re-election in the April 2013 election, to the vacant Council position. Rando and Rodas unsuccessfully argued that

the City Charter prohibited Councilmember Quintero’s appointment. The Attorney General disagreed, noting that the right to hold public office is a fundamental right and that the provision is not intended to prohibit former Councilmembers from holding elective office in the two-year period after coming off Council. Copper wire theft increases in Alhambra Over the last few days, Alhambra Police have had several copper wire thefts reported. They have occurred in the 600 Block of S. Winthrop, 1300 Block of S. Westminster, and the

2800 Block of W. Shorb. If all the street lights on your street suddenly go out, there is a good chance that the copper wires are being stolen, the police say. The thefts cause the

The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country. Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver’s license. In many cases, the caller becomes hostile and insulting. “This scam has hit taxpayers in nearly every state in the country. We want to educate taxpayers so they can help protect themselves. Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,” says IRS Acting Commissioner Danny Werfel. “If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don’t pay immediately, that is a sign that it really isn’t the IRS calling.” Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail Other characteristics of this scam include: • Scammers use fake names and IRS badge numbers. They generally

use common names and surnames to identify themselves. • Scammers may be able to recite the last four digits of a victim’s Social Security Number. • Scammers spoof the IRS toll-free number on caller ID to make it appear that it’s the IRS calling. • S c a m m e r s sometimes send bogus IRS emails to some victims to support their bogus calls. • Victims hear background noise of other calls being conducted to mimic a call site. • After threatening victims with jail time or driver’s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim. If you get a phone call from someone claiming to be from the IRS, here’s what you should do: • If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue – if there really is such an issue. • If you know you don’t owe taxes or have no reason to think that you owe any taxes (for example, you’ve never received a bill or the caller made some bogus threats as described above), then call and

report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484. • If you’ve been targeted by this scam, you should also contact the Federal Trade Commission and use their “FTC Complaint Assistant” at FTC.gov. Please add “IRS Telephone Scam” to the comments of your complaint. Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS. The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information. This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail to phishing@irs. gov. More information on how to report phishing scams involving the IRS is available on the genuine IRS website, IRS.gov.

Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date. This is the case in most loans made in the last 12 years. If the bank foreclosed we should be able to get the homeowner money damages and/or the house back. Or a lawsuit could be filed and a court ruling obtained preventing the court from foreclosing. Recently enacted Sections 2924(a)(6) and 2924.19 of California Civil Code provide the same relief to homeowners. police that they were staying at a motel in Cypress while operating as solicitors in the Monterey Park and Montebello area. They were in possession of receipts for the organization that appeared to be legitimate, along with brochures. Meyer told officers that the solicitors keep 25% of all donations. Subsequent investigation revealed that Meyer does not work for the charity organization; the investigation is continuing. Meyer admitted to a

prior allegation of soliciting, breaking and entering, trespassing, and criminal threats in Asheville, North Carolina, after police investigated a group of subjects who were soliciting magazine sales door-to-door. The City of Monterey Park requires all individuals conducting business within city limits to purchase a business license. Residents should always verify the identification of solicitors and legitimacy of charity organizations before mak-

ing donations. It is common for criminals to prey on compassionate citizens with causes such as military support, especially during the holiday season. Individuals going door-to-door may also be looking to burglarize unoccupied residences. Monterey Park citizens are encouraged to contact the police regarding solicitors in residential areas. 21 California condors have been treated for lead poisoning this hunting season in California. Veterinarians at the Los Angeles Zoo and Botanical Gardens say three birds were critically sick when they arrived according to the Associated Press. “They were malnourished, had stopped eating and had

He drove the woman to a secluded spot in Los Angeles where he allegedly sexually assaulted her. Detectives arrested Aceves shortly before 8 p.m. Oct. 21, according to Los Angeles County booking records.

“Detectives believe there may be additional victims of Mr. Aceves that have not yet come forward to report potential crimes,” according to the police statement. Phase B2 Gold Line “shovel ready” by 2017 With the Gold Line extension from Pasadena to Azusa opening in 2016, officials are already planning the next phase of the project. Speaking at a kickoff breakfast at the Doubletree Hotel in Claremont on Oct. 23, Habib Balian, president of the Metro Gold Line Extension Construction Authority, said Metro is hoping to build an additional 12.5 miles to Azusa. “We’re here to talk about Phase 2B, kicking off the work to have it shovel ready by 2017,” Balian said. “That will allow us to go out to the community, work with the artists, designers and planners to make sure we design and plan a project that can be constructed that is very sensitive to the community, takes advantage of all the opportunities there are in the community, including transit-oriented development. We’re doing all that thinking well in advance of the project.” Bailan said he expects

We’ll have an opportunity to encourage transitoriented development, roughly raising billions of dollars for these cities long term.” In addition, Balian said while building the Gold Line is expensive, it is worth it in terms of employment. “This project will have 6,000 jobs in total and about 2,500 in construction alone,” he said. “This project will cost about $950 million all the way to Montclair. The money is to

be determined. It needs to be designed and planned so we can compete for money in 2016. It’s expected there will be another potential sales tax measure on the ballot sometime in the future and we’d like to be included in that.” Balian also said the train will be an inexpensive, convenient way to travel throughout the San Gabriel Valley. “People are looking for an alternative,” he said. “They’ve never had an alternative before. Metrolink is not convenient for everyone. It’s expensive and the timing isn’t always right. It doesn’t take you to Pasadena. It’s infrequent and not everyone wants to go to downtown L.A. The festive Centennial evening began with an art exhibition during the reception, provided by three of the Club’s members – Susanne Belcher, Patricia O’Hearn, and John Selleck. Each artist displayed examples of his and her unique talent. The evening’s performing artist was award-winning pianist, composer and arranger Paul Anthony Romero. Accompanying him were Angelique Lucia (soprano), Stefan Smith (viola), Todd Stroik (baritone) and Brock Summers (saxophone). Their performances included a century of melodies in honor of the

Fine Arts Club, and an original composition by Mr. Romero written for the occasion. During the evening the Fine Arts Club President Robert A. Farley inducted Stephen McCurry, Executive Director of the Pasadena Conservatory of Music, as an Honorary Member. On display and included in the dessert was a three-foot tall Centennial Cake – a long cylinder of cake that when sliced revealed concentric circles, like the growth rings of a tree, created by Paul Gauweiler, and referred to as the King’s Baumkuchen Cake. Hoover Dam and Memorial Bridge By Greg Aragon There are some structures that are so massive and awe-inspiring that they must be seen in person to truly appreciate. The Hoover Dam and its new neighbor, the Mike O’Callaghan – Pat Tillman Memorial Bridge, are a couple of them. Like the Great Wall in China, the Egyptian Pyramids or the Panama Canal, these incredible edifices are a testament to determination and manmade hard work. I recently visited dam and bridge while on a getaway to Las Vegas. It was a last minute excursion from “sin city,” but turned out to be the highlight of the entire trip. Built between 1931 and 1935, the 726-ft tall Hoover Dam is located in Black Canyon, about 30 miles southeast of Las Vegas. It spans the Colorado River between Arizona and Nevada and is operated by the Bureau of Reclamation, which is in charge of things such as flood control; water storage, hydro-

electric power; recreation; and fish and wildlife habitat. While touring the dam, I learned that it is a concrete arch-gravity type. This means that the water load from the Colorado River is carried by both gravity action and horizontal arch action. To built it, it took a total of 21,000 men, with about 3,500 on-site daily. It also required 5,000,000 barrels of cement, as well as the construction of many miles of associated roadways and railroads to move materials. The first thing that struck me when seeing the giant water barrier was the amount of concrete that went into it. I read that there are 4,360,000 cubic-yards of concrete in the dam, its power plant and related facilities. This much concrete could pave a 16 ftwide highway from San Francisco to New York City. And speaking of concrete, the new Mike O’Callaghan – Pat Tillman Memorial Bridge next to the dam has got its own impressive stats. Opened in 2010, the 2,000 ft-long structure is the main section of the Hoover Dam Bypass Project, which spans Black Canyon, connecting Arizona and Nevada. Besides being

the world’s highest concrete arch bridge, and is the first concrete-steel composite arch bridge built in the US. It incorporates a 1,060 ft-long, twin-rib concrete arch, which is the widest concrete arch in the Western Hemisphere. At 840 ft above the Colorado River, it is the secondhighest bridge in the coun-

try, after the Royal Gorge Bridge. It was named after former Nevada Governor Mike O’Callaghan, and Pat Tillman, who left a promising career as an NFL football player to serve in the Army in Afghanistan, where he was killed. The bridge serves both cars and pedestrians. For those who want a

more in depth look at the Hoover Dam, there are daily tours, which include a 1-hour guided tour of the powerplant, intake towers, passageways within the dam itself, and admission to the Visitor Center. Inside the Visitor Center there are rare maps and dam artifacts as well as a short film on construction,
