Online reporting system in Glendale Effective October 1, the Glendale Police Department has introduced an online reporting program. This new service will allow the members of the public to generate their own police reports by going to the Glendale Police Department homepage and clicking the icon Citizens Online Reporting System. The new program is a reporting system for non-emergent crimes and lost property that occur within the City of Glendale, CA. As to crime reports, citizens will be able to report these when there is no suspect information available, yet it does allow for individuals to upload photos to assist in the investigation. When some of these crimes may have previously gone unreported, we should now see a more accurate trend of activity that will assist in the identification of the suspect(s) due to the ease of the reporting system. In 2012, the Glendale Police Department generated over 1,900 reports that did not have suspect information. These reports include: Identity theft, petty theft, grand theft, vandalism, bicycle theft and lost property. The new program allows the public to report crimes while increasing the availability of patrol officers to handle more serious calls for service. For the past several years, many California law enforcement agencies have provided this service and Glendale looks forward to being part of the program. “The department is committed to being on the leading edge, and is excited to implement the on-line reporting system. Hernández measure to provide additional green space for residents signed into law Assemblymember Roger Hernández (D-West Covina) reports his Assembly Bill 1359 was signed into law by the Governor. This bill amends the Quimby Act to allow local governments to allocate existing funds, used for the purpose of developing facilities, to areas within the local government that are most in need. This bill also allows for funds to help establish joint use agreements between school districts, universities, counties and cities. “I applaud the Governor’s commitment to

our children by providing much needed additional open space in communities that lack such areas, our children will live a more healthy and productive life,” said Hernández. “This bill gives local governments the opportunity to provide residents in areas in need the quality of life they deserve,” stated Hernández. Dry northerly winds will begin to impact San Luis Obispo and Santa Barbara Counties Thursday afternoon and evening. As the surface high builds into Nevada, the flow will shift to northeast

and begin to affect Ventura and Los Angeles Counties late Thursday night into early Friday. These gusty Santa Ana winds are expected to persist through Saturday (10/05/13), bringing an extended period of warm, very dry and windy conditions to much of Southwest California. Critical fire weather conditions will be possible during this time period as

the hot, dry and windy conditions interact with very dry fuels in place across the area. According to the weather service, the greatest fire weather threat will likely be across Ventura and Los Angeles Counties. Residents of Southwest California are urged to stay tuned to the latest National Weather Service statements and warnings on this developing weather situation.

The marketplaces opened as scheduled. 1) What do I need to do? If you already have insurance through your job or a public program such as Medi-Cal or Medicare, you don’t need to do any-

thing. You already have insurance and nothing about your situation will change. The new marketplace is for people who are uninsured or who are buying insurance for themselves or their families, people like Schrago’s mother. 5th annual LAMP Walkathon to support literacy and citizenship in Monterey Park, October 12 from 8-11 a.m. at Barnes Park Funds raised will provide needed supplies such as English as a Second Language (ESL) literacy books and classroom materials for the city's popular literacy and citizenship programs. "Popular doesn't even begin to describe it," said Jose Garcia, Acting Senior Library Literacy Clerk. Rep. Chu Blasts Political Gamesmanship in Government Funding Debate Congresswoman Judy Chu (CA-27) voted against the House Republican resolution to delay the Affordable Care Act for one year and repeal a medicaldevice tax included in the health care law in exchange for funding the government through December 15, 2013. Rep. Chu released the following statement:

“Instead of working toward a compromise, House Republicans resorted to hostage-taking tactics to force through their extremist demands,” said Rep. Chu. “Republicans put their pet interests ahead of the needs of the American people and brought us to the verge of a government shutdown. Millions of Americans will be

impacted by a shutdown if it comes to pass – it will cost our economy up to 1.6 million jobs next year, undermine critical investments in education, and it will disrupt veterans’ benefits, including disability pay and pension payments. Casa 0101 theater’s third annual Brown & Out theater festival The Burbank Art Association is a nonprofit volunteer organization serving artists and the community since 1950. US District Court to remain despite shutdown of Federal Government In the event of any possible closure of Executive Branch offices of the Federal Government that may occur this week, the United States District Court for the Central District of California will remain open as usual. 5 people dead in solo traffic accident in Burbank On Saturday, September 28, 2013, at 4:13 a.m., Burbank Police received a call regarding a single vehicle accident on San Fernando Boulevard near the Scott Road off-ramp of the Golden State Freeway. On arrival, officers observed a Nissan sedan fully engulfed in flames against the freeway abutment. In addition, there was a small grass fire associated with the crash. An 18-year old female passenger, who escaped the burning vehicle, was transported to LA County Medical Center. She is being treated for non-life threatening injuries. Upon extinguishing the fires, emergency personnel discovered five occupants, who had perished inside the vehicle. The Los Angeles County Coroner’s office is working to identify the victims and will release their iden-

tity upon confirmation and notification of next of kin. Initial investigation indicates the Nissan was traveling south on San Fernando Boulevard at a high rate of speed, lost control, and eventually slammed into the concrete abutment. The Burbank Police Department Chaplains were summoned to assist the families and friends of the victims through this tragedy. The Burbank Police Department extends our heartfelt condolences to the families and friends of the victims. Psychological service professionals are on hand to assist the members of the Police Department, as needed. This investigation is ongoing. In 2011, the City Project released a study which found many areas in California and in particular Los Angeles County can be

considered park poor. “Park poor” defined in California law refers to any geographic area that provides less than three acres of green space per 1,000 residents. “As we start seeing the construction of homes in our state once again, this bill will provide valuable partnerships with not only local school districts, but with universities, counties and others for a more well balance green space community,” said Hernández.

First victims of government shutdown: 140 WWII Vets in Washington hoping to see monument of their bravery By Terry Miller Perhaps the best story thus far to come out of the bickering in the government and the shutdown, is how 140 men who stormed the beaches at Normandy on D-Day had to storm another enemy Tuesday, albeit in wheelchairs. This time their fight was against Washington DC thanks to partisan politics. Talk about timing. Seventy years ago they fought fascists. Now they're fighting partisan gridlock thanks to the government shutdown. A group of about 140 World War II veterans had planned to spend a day at their monument on the National Mall . The trip was planned months ago, and as the busses arrived, the veterans discovered access was initially denied. Some quick thinking citizens realized how ironic and absurd the situation was and removed the barriers to allow wheelchairs to pass to get to the monument. While the barriers were taken away the site remained

“technically closed” on Tuesday. This was the least they could do for the brave men who travelled hundreds of miles to honor their peers. A National Park Service spokeswoman said that she did not have the authority to re-close the monument, and said that about 330 park rangers in the nation’s capital had been furloughed because of the funding cut. It was unclear exactly who had moved the barriers. Rep. Steve King of Iowa

tweeted that veterans were “locked out” of the memorial, and “we opened it,” according to NBC News. Other reports indicated that the veterans moved the barriers or that multiple pairs of hands played a part. One witness said “They were disappointed they couldn’t go on to the grounds, but they also understood why the grounds were closed.” All 140 men and women were able to complete their battle.

A new California Appellate case just published August 8, 2013, “Glaski v. Bank of America”, holds that a homeowner can challenge his lender’s right to foreclose by showing that the Deed of Trust never made it into the securitized trust until after the trust’s closing date. This is the case in most loans made in the last 12 years. If the bank foreclosed we should be able to get the homeowner money damages and/or the house back. Or a lawsuit could be filed and a court ruling obtained preventing the court from foreclosing. Recently enacted Sections 2924(a)(6) and 2924.19 of California Civil Code provide the same relief to homeowners. A group of parents of children with developmental disabilities from the San Gabriel Valley and East Los Angeles formed MERCI in 1955 as a school because at that time there were no educational options for their children. In 1962 MERCI moved into the 525 N. Chandler Avenue site which had been built in 1919. MERCI presently serves 111 adults with developmental disabilities from all over the San Gabriel Valley. MERCI is working on constructing three new buildings at the 525 Chandler site. Planning for the construction of the new buildings started in 2006 with the award of $829,000 of federal HUD funds administered by the City of Monterey Park. John and Mary’s Place for six clients was completed in May. Construction has stopped on the new classroom and administration buildings because MERCI needs to raise an additional $500,000 to qualify for the loans to complete the buildings. If you are one of those people buying insurance on the individual market, you can calculate your premium on the Covered California website located at https://www.coveredca.com/ shopandcompare/ . Insurance companies can only use three factors to set premiums: your age, where you live and number of people in your family. Statewide, the average premium is about $375, but that will vary according to those three factors, plus the level of coverage you choose. Be sure to pay attention to details, because some of the cheaper plans have higher deductibles and other out-ofpocket costs. 3) What about subsidies? People earning from 138 – 400 percent of poverty (roughly $15,500 – $46,000

for an individual; $32,000 – $94,000 for a family of four) are eligible for subsidies. Covered California will show how much of a subsidy you may qualify for. 4) What about MediCal? If your income is below 138 percent of poverty, you are eligible for the Medi-Cal expansion. Right now, people who are not disabled and do not have children are not eligible for Medi-Cal — no matter how low their income is. Starting Jan. 1, these childless adults will be eligible for the federal-state health insurance program, if their income is low enough to qualify. 5) Why do I need to buy health insurance, anyway? The Affordable Care Act includes an individual mandate that requires most to have health insurance or pay a penalty. In 2014, that penalty is $95 or 1 percent of income, whichever is greater.

But the penalty goes up from there to $695 or 2.5 percent of income in 2016. On Tuesday President Obama said: “This shutdown isn’t about spending or deficit or budgets,” Obama said. “This shutdown is about rolling back our efforts to provide health insurance to folks who don’t have it. This, more than anything else, seems to be what the Republican Party stands for these days.” Federal agencies are under orders to close down all but essential functions after Congress hit a stalemate over funding government operations, with a critical faction of Republicans fighting to stop the Affordable Care Act from taking effect on Tuesday as it did.
