LASD probes deputy cheating An internal probe into possible cheating on tests launched According to a report in the Los Angeles Times, the Los Angeles County Sheriff’s Department is investigating whether deputies cheated on the exams that are required for promotions.

The Los Angeles Times obtained a mass email Thursday sent within the department announcing the internal affairs investigation.

Sheriff’s spokesman Steve Whitmore said the department was tipped off on Saturday and Internal Affairs opened an investigation on Monday.

“We are taking this very seriously,” he said.

It’s not clear how the allegations arose or how many deputies are under investigation, according the Times' report.

Police declared an unlawful assembly in South Los Angeles before 10 p.m. Monday after a group of demonstrators protesting the acquittal of George Zimmerman allegedly committed assault, vandalized businesses and jumped on stopped cars.

One eyewitness said it was “eerily like the post Rodney King trial that started the 1992 LA Riots.” Meanwhile, most incidents have thus far been somewhat isolated.

There were over a dozen arrests Monday night, one for “inciting a riot” and 13 for failure to disperse upon orders of LAPD. Six of those arrested were juveniles .

Judge shelves DA's case against Nick Conway Former San Gabriel Valley Council of Governments Executive Director Nick Conway was found not guilty recently when the Superior court threw out the Los Angeles County District Attorney's case against former Director.

Conway and his attorney had maintained innocence all along.

The District Attorney had originally alleged Conway obtained contracts through his power at SGVCOG that benefitted him financially.

Metro Orders First Electric Buses Metro will order up to 25 new all-electric, zeroemission buses as part of a $30 million clean air bus technology pilot project. The initial order will be for five low-floor, 40-foot, all-electric buses to arrive later this year. Following testing and evaluation, Metro has the option to purchase up to 20 additional buses. Final assembly of all buses will be completed at manufacturer BYD’s new local facility in Lancaster.

Temple City may slap restrictions on smoke shops and e-cigarettes

The Temple City City Council is looking into whether or not it should put restrictions on smoke and ecigarette shops as the town is in danger of becoming somewhat overrun by small stores marketing the “vape” fad, a published report recently said.

The council might be making a decision as early as Aug. 6 as there are five smoke and e-cigarette shops in the city with city staff saying many business people have been looking to open more of these types of stores since January, the report said.

The council is looking into placing zoning restrictions on such shops that would disallow them from opening if they are within 1,000 feet of public parks, schools, day care centers or any other nicotine-related businesses, the report said.

In fact, one of the existing stores at the corner of Rosemead Boulevard and Longden Avenue already does not fit the 1,000-foot rule, the report said.

A new trend, using ecigarettes or electronic cigarettes has the “smoker” receiving nicotine or flavored water via a heating device that is battery operated and changes liquid into gas, the report said.

When the smoker exhales, instead of smoke coming out what is exhaled is water vapor, the report said.

Proponents of e-cigarettes believe they can be used by people trying to stop smoking. They also believe these products are safe as tobacco and accompanying chemicals are not inhaled, the report said.

Whether they are or aren’t safe is still up for debate as one Southern Cali-

fornia health school said it had not studied the product enough, the report said.

However, it looks like Temple City is not going to wait for data to become available and will shortly make a decision. This comes as an internal report is hinting that e-cigarettes pose a problem to overall public health and safety, the report said.

One other San Gabriel Valley city – Duarte – is also looking into whether or not restrictions need to be placed on these types of shops. However, unlike Temple City, Duarte has placed a moratorium on voting on zoning restrictions as it is researching the topic and looking for further data to see if, indeed, e-cigarettes are a problem for public health, the report said.

Sierra Madre Library receives state book grant Sierra Madre’s Public Library was the recipient of a one-time grant of $7,500 from the state library and was able to purchase over 400 new, print books. New books include children’s, teens, popular fiction, classics, non-fiction and reference materials.

All new books are part of

collections with high demand and high circulation.

Library Director Carolyn Thomas said, “We made a real effort to acquire new versions of classics and we refreshed popular books with immaculate new copies. We also bought many Newbery and other awardwinning children’s books

Lawdie, Lawdie, Lawdie. That was Pansy's version of today's OMG. Pansy was an old friend of mine, long gone to Glory, who used that expression anytime a statement needed an oral exclamation point. Now, when I tell you that her full name was Pansy Posey it even adds color to the expression.

I am about a generation plus younger that Pansy was, but I was also around several years before OMG came into use. I first saw OMG in an e-mail from a young friend, then I began to hear it in conversations.

I have since confirmed my first assumption that OMG is the modern keep-it-short version of Oh My God. That brings me to my own Lawdie, Lawdie, Lawdie or OMG. In the mail last Saturday I received my first, of what I'm sure will be many, 2014 calendar from one of the friends of the animals groups. In fact, they sent me two copies of it, one for me and one to share.

I must tell you that if you feel lonely at times and thus would like to receive lots of mail, just make a donation to a friend of the animals group. Once you donate to one, you will soon receive pleas from many.

Last year alone I received 18 calendars plus lots of follow-up mail.

Don't worry, you will receive follow-up mail whether or not you donate.

Most or all are good

groups working for a good cause, some more effectively than others. Unless you are into decorating with calendars, somewhere along the line you kind of have to get selective and check out who uses the money most efficiently.

In selecting, don't forget to check the smaller local rescue groups who can't afford to send calendars.

Lily Paris of Monrovia High wins silver medal at National NAACP ACT-SO competition in Orlando Two local high school students have returned home medalists from the NAACP national (ACT-SO) Afro-Academic Cultural, Technical, and Scientific Olympics in Orlando, Florida.

Lily Paris, a student at Monrovia High School, won a Silver Medal in photography. Naomi Berhane, who attends Flintridge Prep School, scored a Bronze Medal in mathematics at the competition held in conjunction with the 104th NAACP Annual Convention.

Paris, a Duarte resident, and Berhane, along with five other students, including three from Duarte High School, advanced to the national competition after winning Gold Medals in the local Pasadena NAACP ACT-SO competition hosted by the City of Duarte in April. The ACT-SO program is intended to be a learn-

ing experience. The focus is on enrichment and mentorship. Students work with ACT-SO volunteer mentors who are professionals in their field who serve as coaches in promoting academic and artistic excellence among underserved youth. High school students who self-identify as African American, are citizens of the United States, enrolled in grades 9-12, and are amateurs in the categories of competition are invited to participate.

Famous ACT-SO alumni in the performing arts include John Singleton, Kanye West, Jada PinkettSmith, Roy Hargrove, Michael Bard, and Anthony Anderson.

Sierra Madre local history will get a big boost with a new grant just received by the Sierra Madre Public Library. The grant of $7,500 will enable the Library to train teen volunteers as history docents using new Digital Storyboard technology at the Library’s Local History Room and at the Richardson House museum. Recruiting and training of teens will begin in September.

The California State Library awarded funding

of the grant titled “Sierra Madre, Teens and Treasures – Teen History Docents.” The grant will expand the Library’s summer teen volunteer program into a year-round program by training teens as docents.

First step will be to hire a part-time coordinator who will recruit and train the teens. The volunteer docents will give “tours” of local history using the new Digital Storyboards.

Five teens at a time will train and give tours during a

five-week period. A total of 25 teens will be part of the program during the grant period, then the library will continue the program after the grant period ends.

Library Director Carolyn Thomas said, “We are delighted to share our city’s rich local history collection with more people through the Digital Storyboards and are pleased that we can expand our summer volunteer program throughout the year. It’s a great combination of resources.”

City, county consider new library in Temple City The City of Temple City and County of Los Angeles Public Library are conducting a joint Library Needs Assessment Survey to solicit input on local library usage and needs, and encourage community members to respond to a brief questionnaire online<mailto:https:// www.surveymonkey.com/ s/6WZQNWG>, or in-person at City Hall or Temple City Library.

The survey is part of the ongoing Civic Center Master Plan, a comprehensive effort by both agencies to revitalize the area around Temple City Park. Responses from the Library Needs Assessment Survey will inform options and possibilities for improving library services, programming, resources and facilities—including a possible new library.

As project consultant Linda Demmers explains,

the survey will identify the community’s library usage and needs—including collections and programs— and ultimately determine minimum space requirements in the development of a building program for a new library.

“Libraries are no longer just places to study— they are exciting educational and cultural centers that offer programs ranging from painting lessons, to computer skills classes,” said Councilmember Vincent Yu, who with Mayor Pro Tem Carl Blum serve on the standing committee for the Civic Center Master Plan. “A new library as part of a new Civic Center is a key strategy in the revitalization of the east side of our downtown,” adds Yu. “With this survey, we have a great opportunity to start dialogue not only about building a new library, but ensure that any

new facility meets the actual needs of our community, and addresses recent changes and trends in library usage and technology,” said Mayor Cynthia Sternquist, who serves as a County Library Commission representative for the Fifth Supervisorial District. As she also notes, the increasing popularity of digital library collections is drastically reshaping the library discussion, since storage requires “no more room than a computer hard drive.”

Routes introduced for possible Temple City trolley system

Duarte Residents to Celebrate the City's 30th Annual National Night Out - Aug. 6 Hundreds of Duarte residents are expected to participate in the citywide "going away party" for crime at block parties, cookouts and ice cream socials. Duarte will join citizens, law enforcement agencies, civic groups, businesses, neighborhood organizations and local officials from over 10,000 communities across the nation in participating in National Night Out, sponsored by the National Association of Town Watch. The crime, drug and violence prevention program is designed to send a message to criminals that neighborhoods are organized against crime and fighting back.

Neighborhood Watch area coordinators and block captains, with the support of Duarte Public Safety and Duarte Sheriffs, are helping to coordinate the activities. Residents can contact the Public Safety Office to gather ideas, event flyers, and to schedule a Deputy to visit their block party. Duarte depu-

With the City’s fixedroute transit study nearing completion, see the routes being proposed at the presentation to the Parks and Recreation and Public Safety commissions on Wednesday, July 24, 6 p.m., in Council Chambers (5938 Kauffman Ave.).

The meeting is open to the public and will share the project team’s recommendations for possible travel routes, based on public input gathered to date.

As part of the study, the City led an extensive outreach effort including hundreds of survey responses; and a public route-planning workshop in April to identify desired destinations.

“I’m excited to see how well the consultants will translate public input into a working community transit system,” said Mayor Cynthia Sternquist. “A local public transportation

service would be such a tremendous and valuable addition to our community— especially for students and seniors who may not have access to a car, and even those looking to ‘go green’ and reduce their gas mileage.”

The establishment of a new transit system would be in line with the City’s strategic approach to achieving sustainability, economic development and customer service goals. In light of recent “complete streets” initiatives to improve walking and biking facilities, a community shuttle would add another transportation option to reduce driving and congestion. In particular, bus stops in commercial areas will increase access and support local businesses. Possible scenarios for vehicles might even integrate an old-fashioned trolley appearance, creating a

unique regional attraction while paying homage to the community’s Red Car heritage.

After the presentation before the joint commission, the project team will incorporate any additional input before making a final recommendation for Council consideration in late summer. If adopted, the City would commence implementation procedures—involving the selection and procurement of capital and an operations contract, as well as the development of a comprehensive marketing plan.

San Gabriel Scouts join Jamboree in West Virginia

Have you ever tried to hang from a chin up bar with one hand? Two local athletes Bill Weinstock from Sierra Madre and Jack Lynch from Arcadia had a heated competition in one of the challenges in the Extreme Strength and Fitness. Weinstock edged the 70 year old Jack Lynch by hanging on the chin up bar for 64 seconds. Lynch did 57 seconds.

Lynch went on to do 27 chin ups to win the gold medal for men between 70-74 years of age.

tures in parks. Troop A327 traveled to a local church which is 225 years old. At the church the troop helped clear brush and spread mulch. After the project on the way back to Jamboree, the troop talked about how good it felt to help others.

We could see that the city really needed our help since they did not have any young volunteers in their community who were able to help.

On Saturday 40,000 Scouts, Ventures, and visitors enjoyed a stadium show featuring great entertainers. Mike Rowe host of the Discovery channel’s show Dirty Jobs with Mike Rowe told Scouts that “a Scout is clean but not afraid to get dirty.” Then the King of Sweden, King Carl XVI Gustaf led the crowd in a cheer which involved raising hands in the air, stomping our feet, and making a swishing sound. The night ended with a performance by the band “3 Doors Down” who took the stage to perform some of their hits including “Here With-

out You”, “Kryptonite” , and “When I’m Gone.”

During the performance, Scouts got on their feet as beach balls sailed through the air, bouncing along their raised hands. There was also scheduled to be a fireworks display which would have been the tenth largest in the country. However due to a predicted storm on Saturday the fireworks show was shown on Sunday instead.

Almost every day we got rain at our camp site.

Luckily, the rain on Saturday did not happen until after the stadium show ended. Around 7:30 p.m. while Troop A327 was finishing our dinner we witnessed hundreds of lightning strikes within just a few miles. High winds and thunderstorms hit our camp site. Our tents and tables became drenched in water. Anywhere we walked around the Jamboree site the ground was muddy. National Scout Jamboree was a great experience and the Scouts from Troop A327 really enjoyed it.

"We’ve saved over $593,000 in 16 months through our energy conservation programs," said El Monte Union High School District Energy Manager Jay Kim. "The district was awarded with the EPA’s 10% ENERGY STAR Leader Award and a 2013 Leader Top Performer award."

Los Angeles Police Department Chief Charlie Beck said the department was "sorely disappointed" by the behavior of about 150 people who broke away from a peaceful vigil Monday night "and vandalized and assaulted" the Crenshaw area.

Demonstrations began occurring in California Saturday evening, when word of the Florida verdict arrived.

Trouble has repeatedly occurred in Oakland and in Los Angeles, particularly in the Crenshaw district southwest of downtown.

The newly inaugurated Los Angeles Mayor Eric Garcetti told a late-night press conference that the trouble was caused by people exploiting the situation.

"The trial that we saw in Florida has ignited passions but we have to make sure that it will not ignite the city," Garcetti said.

"We are outraged and heartbroken over the verdict," NAACP President Benjamin Jealous said in a statement.

"We will pursue civil rights charges with the Department of Justice, we will continue to fight for the removal of Stand Your Ground laws in every state, and we will not rest until racial profiling in all its forms is outlawed."

In another bizarre and violent reaction to Trayvon Martin’s killer’s acquittal, a woman attacked one of the former Chamber Brothers, Lester Chambers as he was performing on stage at the Hayward Music festival.

The Mercury News reports the altercation took place once a 43-year-old woman, Dinalynn Andrews Potter, reportedly jumped on stage and knocked down the former Chambers Brothers member while he performed Curtis Mayfield’s “People Get Ready.”

Ironically, one of the Chambers’ Bros’ number one hits in the 1970’s was : “ Love , Peace and Happiness.” As was “ To love somebody.”

In Pasadena on Wednesday however the mood was more peaceful: It might have happened nearly 3,000 miles away, but

for some here in the San Gabriel Valley it has hit a lot closer to home.

With George Zimmerman being acquitted by a Florida jury on July 13 of killing Trayvon Martin in February 2012, more than 100 people gathered at the First African Methodist Episcopalian Church of Pasadena on Wednesday evening to pray and walk in memory of the 17-year-old boy.

Rev. Melanie Mays said people here want those to know what was done to Martin was wrong and made even worse by not punishing Zimmerman.

“There is a feeling of injustice of what was done to a young black man in Florida,” said Mays, who has been with the church for seven years. “Just to unite under that and develop a dialogue of peace with our church and our community. Just from the recent week, the last few days, the rioting and the nonsense things that have been happening, I think it is very important that we show a face of what the church is.

The church is about peace and understanding and writing to right wrongs.”

Martin was an African American boy who was shot and killed by Zimmerman – who is white and Latino – in Florida during an altercation.

Zimmerman, who was 28 at the time of the shooting, was acquitted by a six-member, all-female jury that had five whites on it.

Zimmerman’s acquittal has prompted many to accuse the justice system as having a racial bias and has sparked out-of-control riots in south Los Angeles.

Mays added she thinks the jury got it wrong this time.

“I believe they could have made a better decision,” she said. “They made the decision based on how they

perceived it, but we do feel it was incorrect. In this situation we felt like it was a slap in the face.”

In addition, Mays said while she does not condone the violence that has swept into south Los Angeles following the verdict, she does understand why it is happening.

“When it comes to those young individuals I think what it comes down to is it’s another way to shout out and say, ‘We feel hurt,’” Mays said. “‘We feel abused, we feel we’re not treated fairly by the police, we’re already suspects and we’re already thought to be losers.’ That hurts and so they hurt back.

Their souls cry out and lash out at whatever they can lash out at. On a deeper level I’m sure they’re not even cognizant that they’re tearing down their own neighborhood.”

The march attracted 21-year-old college student Natalya Romo to come all the way from the San Fernando Valley. Romo said more needs to be done in Martin’s memory.

“I feel that there are many people who look at this situation from all spectrums of races and feel that race is not involved and I feel that race is involved,” said Romo, who is attending Howard University in Washington D.C. “It is an injustice that someone is let off the hook for killing a black young man. Just the fact that someone was let off while someone is laying in a casket is not right. I feel that shows the value of a black man’s life in this country. The priority isn’t there.”

Pasadena resident Barbara McPheeters agreed.

“We’re going to have to stick together and we’re going to have to fight for justice,” she said.

Lost World War I medals reunited with recipient’s family While working in the Monrovia Police Department Property and Evidence Room, Property Officer Tom Carroll came across a box of unclaimed property from years past, containing amongst other personal possessions, military medals from the United States Army, including a “Purple Heart” from World War I. The Purple Heart had been awarded retroactively in 1935 to Frank Q. Newton, who had been injured in 1919 while serving on the front lines, nearly 100 years ago.

The Purple Heart is the oldest military award still given to members of the United States Military and is awarded to those who have been wounded or killed while serving. Property Officer Tom Carroll, a United States Army veteran and recipient of the Purple Heart himself, immediately recognized the box that contained the medal and felt the importance of reuniting this military decoration with the family of the recipient.

Unfortunately, this attempt met with no success, as the foundation has only been in existence for just over fifty years. Tom then began searching law enforcement databases, but again, was unsuccessful. He then sought assistance from the Police Department’s Technology Bureau Supervisor, Jim Emett, who began searching through public genealogical databases for information. He entered the name and army unit of Frank Q. Newton, search-

ing his military records, and eventually was able to positively identify him, which ultimately led to identifying his living relatives.

Subsequent searches in law enforcement databases and contacting two other outside agencies finally revealed the recipient’s family currently resides in Northern California. The family knew the story of their father receiving the Purple Heart, but had no idea his medals still existed, and they were Please see page 14

On Thursday, July 18, 2013, at 6:00 p.m., Arcadia Firefighters responded to a reported brush fire in the Peck Road Water Conservation Park, 5401 N. Peck Road, Arcadia. Upon arrival, Arcadia Fire Battalion Chief Mike Lang reported a ½ acre brush fire burning freely in the basin. Firefighters immediately began suppression and search and

rescue operations.

High temperatures, low humidity, and dry conditions, contributed to the rapid growth of the fire, which quickly encompassed three acres. Approximately 100 firefighters from Arcadia, Monrovia and Los Angeles County Fire Departments joined forces to battle the blaze, including air support and hand crews from Los

Angeles County.

The fire was subdued within two hours and completely extinguished before midnight. No loss of life or property was sustained.

Although the exact cause of the fire remains undetermined, Fire Investigators identified the origin of the fire to be in a homeless encampment in the gravel pit.

Wednesday morning related to a conflict of interest investigation by the Public Integrity Division involving Nick Conway and the San Gabriel Valley Council of Governments.

Investigators served warrants at Conway’s home and the offices of Arroyo Associates.

The DA’s office would not give out further information due to the ongoing criminal investigation Nicholas T. Conway is the President of Arroyo Associates, Inc. As a management consultant with over 30 years of public sector experience, he has conducted hundreds of organizational, operations, and management studies of virtually every local government function. Prior to forming Arroyo Associates in 1990, Conway was the Principal-in-Charge of the government consulting practice of the Los Angeles office of Arthur Young & Company.

In his capacity as the Executive Director of SGVCOG he “fosters inter-agency and regional coordination to ensure the effective planning and provision of various public services.” According to the website Conway has also served as one of the founders of the Vermont Slauson Economic Development Corporation in South Central Los Angeles and the Amateur Athletic Foundation Rose Bowl Aquatic Center in Pasadena, and served as a board member of the Pasadena Child Guidance Clinic where he assisted in its reorganization into the Pacific Clinics The often criticized SGVCOG has been under the scrutiny of many, particularly in Sierra Madre in recent years. is delegate for Sierra Madre and Nancy Walsh is the alternate.

Conway is a contracted executive director for the SGVCOG and provides staff for the organization with his company, based in Alhambra.

Board Officers include Mary Ann Lutz who is the Mayor of Monrovia and was elected as 1st vice president of the SGVCOG in 2012. Mary Ann has served as the Mayor of Monrovia since 2009 and was first elected to the Monrovia City Council in 2003.

Mary Ann also served as the chairperson of the SGVCOG EENR committee from 20072011. She is also a representative to the Gold Line Phase II Joint Powers Authority, a representative to the Los Angeles County Sanitation Districts, and is a member of the U.S. Conference of Mayors.

Becky Shevlin is alternate.

Joseph Gonzales is a Councilmember of South El Monte and serves San Gabriel Valley Council of Governments as the 2nd Vice President. At the end of his present term in 2013, Councilman Gonzales will have a served for 17 years on the South El Monte City Council. Joseph represents the City of South El Monte on various regional and state boards working on economic development, housing, transportation and state legislation.

Barbara Messina is the Vice Mayor of Alhambra and was elected as President of the SGVCOG in 2012.

Barbara has served on the Board of SGVOG since July 2009. She was first elected to the Alhambra City Council in 1986, and served as Mayor for three terms. Barbara also

represents District #34 as a member of SCAG’s Regional Council and its Transportation and Communications Committee. She is also past President of the Independent Cities Association.

Peter Amundson of Arcadia is a delegate and alternate is Bob Harbict.

Temple City is represented by Fernando Vizcarra and alternate is Tom Chavez.

In Pasadena Terry Tornek is Delegate and Mc Austin is alternate.

COG is a joint powers authority, and over 30 cities, three county supervisors and three water agencies are members from Pasadena to Claremont to Diamond Bar to Montebello.”

Judge Norm Shapiro ruled Nick Conway did nothing wrong and dismissed all four felony conflict-ofinterest charges steamrolled against the former head of the 31-member planning agency.

"The court feels there is no crime here, period," Shapiro ruled .

SGVCOG's governmental structure was actually put on trial as much as Conway with numerous news and blog reports of the alleged wrong-doings of SGVCOG. Conway’s attorneys said much of the case was a ‘political vendetta’ against Conway by former SGVCOG president Tom King.

Judge Shapiro, in permitting the defense's motion to dismiss the case said there may have been those with an “ax to grind” against Conway.

Judge Shapiro asserted a conflict of interest in Conway's actions simply did not exist.

Life Remembered Jack Biesek I have taken the liberty to write my own obituary and I beg your indulgence herewith. Good-bye to my dear family and my life on earth, including decades of living in the garden of Eden (See Canyon and San Luis Obispo).

To my many friends and acquaintances'? I say thank you for a lovely life and for your kindness and affection. At the end of the day it is LOVE that we take with us and I've had a mountain of love in my life. I look forward to the next evolution of my soul essence, for I believe that my spirit will live on in some new form and I welcome that new form.

Based on what we see and the little that we know about the universe from our perspective here on earth (using our limited glimpse of life's vibratory energy based on observations of the visible spectrum of light), we are part of a huge miracle of energy flow that is beyond comprehension by the human mind (yet worth trying to comprehend as we expand our minds). I find comfort knowing that my ability to love people as well as life and the earth and the cos-

mos will carry me forward to a new adventure that will enhance me (and my essence).

In recent years, I developed a fondness for the universe and

all its glory. The big picture of what is going on easily supersedes the petty things in life.

Our cultural beliefs, based on the media, television, history, the written word, gossip and innuendos, are comfortable distractions that are merely self-limiting stories that we all believe in, and thus limit ourselves and choose to conform to "consensus reality" for the sake of comfort and security.

My gift of having an artist's sensibility and curiosity, as well as a love for all people,

has allowed me to move a bit beyond consensus reality. This provided me with a flexible vision and a personalized life story - one that I have chosen and invented. What could be better than that? I hope you all get to live your dreams to the fullest. Life is short. Take that trip. Take that risk. Love yourself and shine your light on others. I will leave you with my neopledge of allegiance (I wrote this about 10 years ago). It has replaced the American pledge for me and has been a guiding light. I hope it brings you some open-ended awareness. I pledge allegiance to the earth, the sun, the sky and the stars and to the universe from where we came our source, unnamable, with mystery and miracles for all. “For me, personally, it’s all about the numbers,” Bolan said. “There’s about 44,000 vehicles that go through this area per day currently. It’s predicted that if the tunnel is built about 180,000 vehicles will pass through this area.

That’s a four times increase.

Hence, an increase in pollution, congestion, all of it … Why would you build a tunnel, a project of this magnitude if it’s so expensive, will increase congestion and increase pollution? I don’t get it.”

She added she does not want to see that traffic make its way up Interstate 210 to where she lives.

“It’s shear volume,” Bolan said. “If you have four times the amount of traffic that’s going through this section, a good portion of that is going to split off and go in my

neighborhood.”

In addition, Bolan said the tunnel would just be too dangerous for motorists if it is built “History has shown that tunnels present a particular type of danger, especially fire,” Bolan said. “You can’t mitigate a tunnel fire.”

Former Assemblyman Anthony Portantino agreed.

“A tunnel of that size inherently brings risks,” Portantino said. “We haven’t seen any evacuation plan.

We haven’t seen any type of safety plan or anything that addresses any of the fault lines. They haven’t put one credible piece of information on the table to show this is a safe way to mitigate traffic in the San Gabriel Valley. And you see hundreds and thousands of people expressing that concern. The facts are on our side and they’re losing this battle based on their own false information.

Portantino added the cost of building the tunnel in actual dollars is too great.

where we’re spending millions and millions of dollars of taxpayer money on a failed process,” he said. “You can’t bring more cars and more trucks into a region and think somehow traffic and pollution will decrease. A third grader could figure out that’s a faulty thesis, but yet we’re continually sold that thesis without any substantial data that shows this will improve the quality of life for the San Gabriel Valley.”

Sunday, July 14: Just after 12:00 a.m., officers responded to the 100 block of West Huntington Drive in regards to a traffic collision between two vehicles. An investigation revealed one of the drivers was under the influence of alcohol and had a suspended license. The 43-year-old Hispanic female was arrested and transported to the Arcadia City Jail for booking.

At about 1:57 p.m., an officer responded to Sephora at the Santa Anita Mall, 400 South Baldwin Avenue, in regards to a theft report. The suspect concealed his wife’s favorite perfume inside his pants and exited the store without making payment. The 54-yearold White male was arrested and transported to the Arcadia City Jail for booking.

Monday, July 15: At approximately 10:41 a.m., officers responded to the 1300 block of Standish Place regarding a sounding burglary alarm. Witnesses observed a dark skinned male suspect of unknown race flee the residence. The suspect is described as early twenties with short black hair, wearing a black shirt, black baggy shorts, and a dirty white backpack. Officers conducted an area check, but were unable to locate the suspect.

An investigation revealed the suspect forced entry into the residence through a side window; however, no property was reported missing.

Just after 8:46 p.m., officers were dispatched to the parking lot at Marie Callender’s, 820 South Baldwin Avenue, in reference to a possible vehicle burglary in progress.

Officers located the suspect and discovered he was under the influence of alcohol.

A records check revealed the 46-year-old White male had

an outstanding misdemeanor warrant. He was arrested and transported to the Arcadia City Jail for booking. No vehicles were damaged or burglarized.

Tuesday, July 16: At about 00:19 a.m., an officer responded to the 800 block of Arcadia Avenue in regards to a robbery that just occurred. The victim was walking away from her vehicle when she was hit on the side of her head with an unknown object, causing her to fall to the ground. She looked up and saw two male subjects running away with her purse. The area was too dark for the victim to make out suspect descriptions. An area check was conducted, but no suspects were located.

Around 11:11 p.m., officers responded to Motel 6, 225 Colorado Place, in regards to a disturbance between two males. An investigation revealed an argument between the couple resulted in a physical altercation. A records check revealed one of the subjects, a 25-year-old Hispanic male, had an outstanding misdemeanor warrant. He was arrested and transported to the Arcadia City Jail for booking.

Wednesday, July 17: Around 1:39 a.m., an officer conducted a traffic stop on a vehicle for making an unsafe turn on Lovell Avenue, at Naomi Avenue. The officer discovered the 34-year-old Black male had a suspended license. He was arrested, transported to the Arcadia City Jail for booking, and his vehicle was impounded for 30 days.

At approximately 7:03 p.m., an officer was dispatched to H&M at the Santa Anita Mall, 400 South Baldwin Avenue, in regards to a theft report. Three Asian juveniles, 16 to 17-years-old, concealed merchandise inside a back-

pack and used shopping bags, and exited the store without making payment.

They were arrested, transported to the Arcadia City Jail for booking, and later released to their parents.

Thursday, July 18: Shortly after 5:40 p.m., an officer responded to JCPenney at the Santa Anita Mall, 400 South Baldwin Avenue, in regards to a theft report.

A female suspect entered a bathroom stall where she concealed merchandise inside a used shopping bag and exited the store without making payment. She was observed fleeing the parking lot in a black Honda. The suspect is described as Hispanic, approximately 5’10” tall, 220 lbs., wearing a pink shirt and dark colored pants.

At about 8:00 p.m., an officer was dispatched to the 700 block of South Second Avenue in regards to a sound of a woman screaming. Upon arrival, the officer observed two male subjects fighting on the sidewalk and ordered them to stop. An investigation revealed an argument between the 44-year-old Hispanic male and his 18-yearold son escalated quickly.

Both suspects declined prosecution and required no medical attention.

Friday, July 19: Around 10:43 a.m., an officer responded to Motel 6, 225 Colorado Place, in reference to counterfeit money found in a trash can. Housekeeping staff discovered forty-six counterfeit $20 bills inside a common area trash can.

No suspect information was located.

Just before 11:00 p.m., an officer conducted a traffic stop on a vehicle for a broken tail light and expired registration in the area of Las Tunas Drive and Baldwin Avenue.

An investigation revealed the driver had a suspended

license and was in possession of methamphetamine. The 46-year-old Hispanic female was arrested and transported to the Arcadia City Jail for booking.

Theft From a Vehicle June 24 at 1:37 p.m., a theft from a vehicle in the 1000 block of Oakleaf was reported to police. The victim parked her car in front of her house the previous night.

When she returned to her vehicle the next afternoon, she noticed the glove compartment was open. A small amount of currency and miscellaneous items were taken.

The victim had left the vehicle unlocked. The investigation is continuing.

Vehicle Burglary June 25 at 1:00 p.m., a female subject was attempting to deliver documents to a business in the 800 block of West Foothill. She walked from her car to the front of the business and left her purse in the car. She found the business was locked. A male subject who had just exited his vehicle told her she could deliver her package to the rear of the business, as the backdoor was open. The woman went to the back of the building and found it was locked, also.

When she returned to the front of the business, she saw the male subject with her purse in his hand. He casually got into his car with the purse. She confronted him at his car demanding her purse.

The subject started his car and drove away. The suspect is described as a male White in his thirties, driving a silver Mitsubishi with Carmax paper plates. The investigation is continuing.

Residential Burglary June 25 at 6:21 p.m., police were dispatched to a residential burglary that occurred in the 1200 block of South Alta Vista. The victim came home from work and found the apartment had been broken into. Officers responded and cleared the apartment.

No suspects were located and the investigation is continuing.

Vehicle Burglary June 25 at 6:38 p.m., a vehicle burglary was reported in the 500 block of Parkrose.

The victim parked his car in his driveway and believes he locked it with the alarm remote, but was unsure. He went inside his home for the evening. When he went to his car the next morning, he noticed some paperwork

had been moved, but didn't think anything of it and drove to work. On his way to work, he noticed other items were missing from the vehicle. He called police and notified them of the burglary.

When he returned home that evening, police responded and searched the vehicle for evidence. Investigation continuing.

Injury Traffic Collision June 26 at 7:47, police responded to a traffic collision involving a bicyclist and a vehicle. The bicyclist was riding west on Royal Oaks, approaching Bradbury, when he was struck by a motorist who was turning left onto Bradbury. The motorist told the officer he could not see the bicyclist due to sun in his eyes. The bicyclist appeared to have minor injuries, but was taken to a hospital for exam as a precaution. The driver of the vehicle was cited for failing to clear the intersection before turning.

Injury Traffic Collision June 26 at 11:49 p.m., an injury traffic collision involving a motorcycle was reported near the intersection of Peck and Live Oak. An Arcadia police officer was northbound on Peck, south of Clark. As he approached the intersection, a motorcycle quickly shot out of Clark to northbound Peck.

The motorcycle continued to accelerate to a high rate of speed. As the officer caught up to the motorcycle and started to turn on his lights, the motorcycle locked up, began to skid, and hit an SUV. The motorcyclist was thrown from his motorcycle and hit the street. Monrovia police officers responded to the scene as the accident occurred in the City of Monrovia. The subject was taken to a hospital with head injuries.

Investigation continuing.

Burglary / Stolen Vehicle June 27 at 6:06 a.m., a burglary and grand theft that occurred overnight at a construction site near Magnolia and Evergreen was reported to police. Unknown suspect(s) broke into a locked storage container and took supplies and tools. They also stole a white, 1997, Ford flatbed truck, which was parked in front of the storage container. The investigation is continuing.

Residential Burglary June 27 at 3:21 p.m., residents from the 300 block of North Mayflower arrived home and found the front and back doors of their resi-

dence open. They looked inside and saw the house had been ransacked and called police. They were unable to determine if anything had been taken at the time. Investigation continuing.

Commercial Burglary Suspect Arrested June 27 at 6:13 p.m., an officer was dispatched to a business in the 500 block of West Huntington regarding a burglary. A male adult entered the store, selected merchandise and tried to return several items in order to obtain store credit. He was denied the return, so he exited the store with the items he had tried to return. He was stopped by store security and detained. An officer arrived and interviewed the suspect; he was arrested for burglary as he admitted he went to the location with the intent of taking the merchandise.

Sierra Madre PD

Monday July 15 Between 4:30 and 9:30pm, an unknown suspect forced entry into a vehicle parked at the curb in the 400 block of Mount Wilson Trail Avenue.

Using an unknown object, the suspect smashed the left rear passenger window, reached in and grabbed items that were on the rear seat. A laptop computer, IPad computer and briefcase were among the items stolen.

Tuesday July 16 Overnight, an unknown suspect entered an unlocked vehicle parked in a driveway in the 00 block of West Grandview Avenue. A designer bag and two backpacks were removed from the interior of the vehicle. The next morning, a resident on West Alegria Avenue found the items near her house. Documents inside the designer bag allowed the finder to contact the owner and facilitate the return of the property. The victim reported that nothing was missing from the bag or backpacks.

Saturday July 20 At 10:30am, a traffic collision took place in the intersection of Orange Grove Avenue and Mountain Trail Avenue. A vehicle travelling south on Mountain Trail appropriately stopped for the stop sign but then entered the intersection directly into the path of a westbound vehicle. The impact caused the westbound vehicle to flip upside down and the vehicle came to rest on its top. Remarkably, none of the parties sustained an injury.

Braving the heat to meet the residents and solicit information regarding criminal activity as well as quality of life issues, deputies and volunteers spoke with over 800 people.

This past Saturday July 20, Chris Nee and fellow officers from Temple Station offered the results from that previous Saturday’s survey.

Residents seemed delighted that the department was making a determined effort to tackle a complex problem in urban areas of Los Angeles County not covered by other police agencies.

It seemed, surprisingly, that the number one complain residents have in these areas is traffic. Then, loud parties/drug/gang activity.

As the ‘cost-neutral program’ expands, it will multiply the field forces

of all Los Angeles County Sheriff’s Now all the data is collected from last Saturday’s survey, Nee and his emissaries will “interact with the community to develop and implement strategies to combat those issues identified by residents.”

Capt. Nee said was delighted that the volunteers and deputies went to over 800 houses during Saturday’s fact finding mission but moreover was pleased that there was such a good and positive reaction what the police are trying to do.

Nee said that it really is about “getting back to the basics…community policing and getting to know the neighbors and them getting to know and trust us.”

“We’re excited about (the survey) and will have120 days work on the problems identified.” Nee said.

Duarte City Hall will soon house a satellite office of the Small Business Development Center hosted by Pacific Coast Regional (PCRSBDC), where small business owners will be able to access free help and guidance from a team of qualified business consultants.

Funded by the United States Small Business Administration (SBA) and grants, the PCR-SBDC office is scheduled to open in August, and will offer conveniently located assistance to businesses in Duarte and the surrounding east San Gabriel Valley cities.

The establishment of the PCR-SBDC office in Duarte is the result of a collaborative effort by the Duarte Chamber of Commerce, City of Duarte, and State Senator Carol Liu's office to help struggling small business owners succeed. Initially, the office will be open on the second and fourth Thursdays a month from 9:00 am to 4:00 pm offering by appointment, one on one consulting services on matters including strategic planning, financial software and social media training, development of a business plan, and guid-

ance on obtaining capital.

PCR-SBDC originated the small business consultation program in Pasadena three years ago to help business struggling in the difficult economy, said Constance Anderson, PCR-SBDC Executive Director. Many small businesses have benefitted from the program and the demand for services has grown.

To make the program available to as many businesses as possible, and to offer a convenient location for small businesses east of Pasadena, the PCR-SBDC approached the Duarte Chamber of Commerce and City of Duarte to learn if Duarte would be interested in providing office space for the program. It was just what the Chamber and City had been looking for as a way to help support local businesses.

"We're very pleased to have this resource come to our city. Successful businesses help cities grow and thrive.

We want to do everything we can to support them," said City Councilmember, Tzeitel Paras-Caracci.

In 2012, the City of Duarte was named "Most

Business Friendly City" in Los Angeles County with a population of 60,000 or under by the Los Angeles County Economic Development Corporation.

Local businesses received their first introduction to the program on July 16 from PCR-SBDC Executive Director Anderson at the Duarte Chamber of Commerce monthly networking breakfast at California Skewers restaurant. Natalie Orta of the SBA will also promote the program at the Chamber's Quarterly Small Business Seminar at the Duarte Community Center on Aug. 14.

Official opening of the Small Business Consultation Program office in Duarte will be preceded by a 2-hour orientation on August 15 from 10 a.m. to 12 noon in the Duarte Community Center.

The following week on August 22, SBDC staff will begin scheduling the individual consulting appointments with businesses.
