The El Charro #2 Neighborhood Plan & Implementation Strategy is part of a larger effort to establish a communitybased colonia planning framework in the Lower Rio Grande Valley (LRGV). Plans for eight initial focus colonias, six in Hidalgo County and two in Cameron County, were developed between September 2011 and April 2012 through a participatory process involving colonia residents, community organizers, communitybased organizations, and planners and designers. In a departure from previous planning work in the region, this process was organized around a series of meetings in each colonia, inviting community members to contribute and self-appoint neighborhood leaders. These plans identify and offer recommendations to ameliorate issues stemming from geographic isolation, poor physical infrastructure, and limited access to services and resources.

Ultimately, this process advances the role of participatory planning and design in improving the quality of life in the LRGV.

According to the Texas Secretary of State, the Lower Rio Grande Valley (LRGV)— which includes Cameron, Hidalgo and Willacy Counties—is home to the largest concentration of colonias (1,128) in Texas; Hidalgo County has the highest number (934) of any county along the U.S./Mexico border.2,3 Although colonias themselves differ in many ways—scale, longevity, density—distinctive similarities among them demonstrate a prolonged and inequitable distribution of investment in public infrastructure compared to areas of higher income and within cities.

1.3 Colonia Planning Framework

Since the 1990s, a handful of plans and reports have been developed to address colonia needs; however, aside from the 1993 Border Housing and Community Development Partnership Plan, direct colonia resident input has remained largely absent. Furthermore, most plans developed in recent years, whether by city, county or regional entities, are silent on issues and improvement strategies specific to colonias.

In response to the lack of concentrated planning for the region’s colonias, a triad of policy shapers, community organizers, and planners was formed in 2011 as a component of the Equal Voice Network (EVN) Housing Coalition to look at needs in eight focus colonias. Policy analysis and review impacting the colonias is led by Texas Low Income Housing Information Services at the state

level and the EVN Policy Coordinator at the local level. The EVN Housing Coalition—led by affordable housing providers Proyecto Azteca and the Community Development Corporation (CDC) of Brownsville in conjunction with Affordable Homes of South Texas, Inc. and Harlingen CDC—partnered with four community-based organizations (LUPE, ARISE, TOP, and the START Center) to mobilize residents in the focus colonias. Rounding out the partnership, buildingcommunityWORKSHOP (bcWORKSHOP) was brought on board in September 2011 to lend technical planning expertise to capacity building efforts.

1.4 Focus Areas

The inaugural eight colonias that comprise this planning effort are: Rancho Sanchez, Hidalgo Park II, Country View, El Charro #2, Curry Estates, Lucero del Norte, La Paloma, and Green Valley Farms. The EVN Housing Coalition targeted these areas because of the significant damage to homes from the high winds and flood waters produced by Hurricane Dolly in July 2008. Hurricane recovery funding

was limited after the storm and, as has historically been the case, outreach and services to colonia residents were scarce.

The EVN is committed to ensuring that colonia residents would be included in decisions about how to spend the Hurricane Dolly Disaster Recovery funding that commenced in 2010. Building upon disaster recovery efforts, the colonia planning project was initiated in the focus areas to address integrated, long-term solutions to improving quality of life in the colonias.

1.5 Planning Process

In September 2011, bcWORKSHOP planners began working in concert with the EVN to engage residents in a community-based planning process. A series of meetings was held in each of the focus colonias between November 2011 and April 2012. Residents identified and prioritized needs as well as brainstormed recommendations to improve quality of life in the neighborhood. Drafts of the plans were distributed for review and comment to the focus colonia leaders, the EVN Housing Coalition, and other interested stakeholders. The group is now using the set of plans as a working document to evaluate 07 and campaign for the colonia’s goals.

1.6 Regional Planning Recommendations

Recommendations specific to each colonia are addressed at the end of every plan elements section. Some of these recommendations can be accomplished through continued organizing efforts and advocacy by residents and local community-based organizations, with the goal of developing partnerships and garnering commitments to these areas from city and county agencies. Other recommendations will require funding and other resources that may not currently be identified. In addition, broader policy changes are required to systematically impact existing and future colonias across the region. The following recommendations require more external advocacy and, in many cases, legislative change to not only address improvements in existing colonias but to stop the proliferation of new colonialike developments: • Change state legislation to grant additional authority over land use and development standards to Hidalgo and Cameron Counties to limit sprawl and new colonia-like development.

• Establish a regional drainage plan, including a component to systematically

address drainage needs in colonias, and authority to implement the plan’s projects across the region.5 • Incorporate a green infrastructure protection plan as a component of the LRGV regional drainage plan.6 • Establish city and county policies that disincentivize new development in isolated and environmentally sensitive areas and instead incentivize clustered, compact, and/or greater density development near existing infrastructure.

Recreation, stores, services, and schools should be within walking distance.

• Create policy that shifts state and federal funding (i.e., CDBG and HOME) to very low-income populations in the LRGV and provides diverse housing options: quality multi-family rental options, clustered cottage home developments, and singlefamily housing.

• Secure colonia resident representation in regional planning activities (e.g., the update process for the 2016 Valley Metro Service Plan) ensuring greater service coverage to colonias and rural areas.

• Expand and formalize the EVN Colonias Council to influence policy that impacts quality of life in colonias.

2.2 Geography + Development History 2.2 Geografía y Historia del Desarrollo El Charro #2 is an approximately 20-acre colonia within unincorporated Hidalgo County. The neighborhood is located off North Tower Road, five miles north of the City of Alamo and two miles east of the City of San Juan. Edinburg and McAllen are approximately five and ten miles, respectively, to the west of El Charro #2. The development pattern of the surrounding area is a patchwork of agricultural uses and suburban/rural housing developments. More than 50 colonias registered with the Texas Secretary of State exist within a fivemile radius of El Charro #2.

El Charro #2 is located in FEMAdesignated flood zones B and AH, which correspond to moderate and high flooding hazard. Residents were significantly impacted by Hurricane Dolly in July 2008; certain portions of the neighborhood had to be evacuated by the National Guard.

The neighborhood continues to be inundated by water during storm events as well as by irrigation run-off from neighboring farms.

El Charro #2, recorded in 1980, was developed without and continues to lack certain basic infrastructure, including engineered drainage, sewer system, and public lighting. The neighborhood is entirely residential but connected to sparse commercial development along North Tower Road.

Single-family homes predominate; the neighborhood also includes six trailers and ten vacant or abandoned properties according to the Hidalgo County Appraisal District. Although detailed census data is unavailable for an area the size of El Charro #2, 20052009 ACS estimates state that in the larger surrounding area, housing was 80% owner occupied and 20% rental.

However, sample surveys of residents conducted by TOP organizers indicate that the owner occupied percentage may be even higher.

2.3 Neighborhood Participation

The Texas Organizing Project (TOP) has been organizing in El Charro #2 since April 2011. TOP, as part of the EVN, responded to the need for increased community education

Building off this work, TOP prioritized El Charro #2 as an additional area in which to organize. A TOP organizer partnered with residents to organize around forthcoming disaster recovery programs and related drainage and housing needs. TOP has also organized colonia resident attendance at Lower Rio Grande Valley Development Council (LRGVDC) meetings to advocate for the use of disaster recovery funding directly within the colonias.

In September 2011, bcWORKSHOP began working in concert with the Equal Voice Network to expand the reach of the discussion among colonia residents beyond disaster recovery to issues related to long-term sustainable neighborhoods. bcWORKSHOP and TOP organizers coordinated a series of planning meetings with El Charro #2 residents between November 2011 and February 2012 as follows:

Una organizadora de TOP ha creado una alianza con los residentes para organizar a la comunidad en base a fondos de alivio de los efectos del desastre y otros temas relacionados con drenaje y vivienda.. TOP ha organizado actos de presencia en las reuniones de Lower Rio Grande Valley Development Council (LRGVDC) para asegurar que los fondos de de recuperación de desastres vayan directamente a las colonias.

2.4 Neighborhood Opportunities

North San Juan Community Center & Park

El Charro #2 is equidistant from Highways 107, 281, and 83, which connect residents to amenities throughout the region. The closest community resources—schools, community centers, libraries, and parks—are located in north San Juan, two-and-a-half miles to the southwest, and Edinburg, five miles to the northwest. Within the neighborhood itself, residents identified vacant properties as opportunity areas for development of community resources, in particular green spaces or play areas for children.

Many of the challenges identified by residents are directly related to substandard or incomplete drainage infrastructure. The distinct possibility of flooding accompanies any strong rain, reducing the durability of streets and homes and making repair efforts seem fruitless. Residents have also identified the very limited (or nonexistent) housing assistance for home repairs following Hurricane Dolly as contributing to a continuously deteriorating housing stock (particularly mold and expanding cracks in foundations and walls).

El Charro #2 also shares concerns common to colonia residents stemming from geographic isolation from important resources and services: clinics, hospitals, libraries, parks, retail, food markets, and pedestrian-

3.3 Recommendations

• Coordinate infrastructure improvements so that, for example, if a street is excavated for drainage improvements, curb and gutter are repaired and installing sidewalks and street lights is considered. Use the Alberta Drainage Project as an opportunity to coordinate other improvements.

• Research further options for adding installations or plantings within drainage ditches and easements that slow and filter stormwater runoff on site.

Hurricane Dolly Disaster Recovery Needs Assessment. Conducted to demonstrate scope of need for the disaster recovery housing program, findings show that the quality of construction varies among housing stock, ranging from the need for everyday maintenance to complete reconstruction.

Damage from Hurricane Dolly includes compromised foundations, water damage to walls, mold, and wind damage to roofs and building envelopes. Many homes still show significant damage, and in the last neighborhood planning meeting residents prioritized home repair as one of their top needs.

4.2 Existing Challenges

Aside from individual economic constraints, the lack of adequate drainage infrastructure is one of the primary impediments to the provision of fair and quality housing within El Charro #2.The lack of drainage infrastructure to appropriately manage stormwater creates a disincentive for home investment and maintenance.

This has resulted in the continued deterioration—mold, cracks in walls, and unstable foundations—of many homes.

At least 60% of the homes sampled in bcWORKSHOP’s damage assessment surveys displayed exterior damages in need of at least some repair, including unresolved structural damage to roofs, siding, and foundations. Resident surveys found that in addition to exterior damages, home interiors continue to decay and breed mold as a result of standing water during and following the hurricane.

There are two access points to the colonia, Brazil Avenue and Argentine Road, both off of North Tower Road between Owassa and Alberta Roads. Owassa and Alberta Roads are the colonia’s connection to the cities of Edinburg and McAllen as well as to Highway 281, one of the region’s primary north/south connectors. These roads are heavily trafficked but rural in character and narrow in this portion of the county. The area has a grid of twolane rural roads.

The land uses in the surrounding area are predominantly single-family residential, interspersed with seasonal RV parks and farmland. In an area with a high concentration of colonias, residents of El Charro #2 consider their neighbors to the south and north as part of their larger community.

Pedestrian Connectivity + Safety There is no pedestrian-oriented infrastructure—sidewalks, crosswalks, bikepaths—in or around El Charro #2. Despite the unsafe pedestrian environment, residents do walk and bike within the surrounding community, particularly along Tower Road. No public transportation is currently available in this area.

Also emphasized at planning meetings was the need for a safe school bus stop waiting area for children with proper crosswalk designation.

Street Pavement The colonia has two entrance and access points (Brazil and Argentine Streets), creating a long, U-shaped street grid. The internal streets are paved but do not have curb and gutter or sidewalks. The pavement of these streets is generally in good condition; however, some repair is needed at the entrances to the colonia at the intersections with North Tower Road.

Through the planning process, residents identified the opportunity to better connect with neighbors as one of the benefits of continued organizing efforts with TOP. Residents also participated in the leaders’ meeting held at Casa Saldana in December 2011, during which the leaders from each of the focus colonias met and brainstormed opportunities for working collectively.

Demographics Census data for the colonias has traditionally been unreliable and the numbers often grossly undercounted due to neighborhood isolation, inconsistent home addresses, and other factors. ACS estimates for 2005-2009 are believed to be more accurate than the decennial census and have been used to provide baseline data for each of the colonias. Census data is not available for an area the size of El Charro #2; therefore, data from the area including the subdivisions to the north and south has been used. According to the ACS, the median family income was $23,984, with 45% of households below the poverty line; the median family income in the state is over $45,000. Educational

Drainage swale: Shallow, sloped ditches designed to collect and move stormwater toward streets or holding ponds/canals and away from houses and other buildings.

Dwelling unit: A building or portion of a building designed exclusively for residential use by one family and provided with sanitation and cooking facilities.

Walkability: The measure of how well an area provides infrastructure that is friendly to pedestrians and safely encourages people to walk to visit neighbors, schools, parks, and shops.

Windshield survey: A broadbased sample survey performed while walking through an area or as a passenger in a car.
