CleanBC Go Electric Rebate Program axed while EV mandates persist

The demise of the CleanBC Go Electric Vehicle Rebate Program— occurring at the same time as the industry braces for the impact of massive auto sector tariffs—will push the price of a ZEV even further out of reach for many British Columbians.

The end of the rebate program comes despite its great success. BC leads the country in the sale of ZEVs on a per capita basis. Between April 2015 and December 2024, the total number of paid applications exceeded 109,000, including almost 25,000 in the 2024 calendar year.

When BC’s new car dealers began administering the CleanBC Go Electric Program on behalf of the province, it was a collaboration based on the concept of the proverbial three-legged stool. Three key components include: point of purchase rebates; convenient and reliable access to fast-charging infrastructure where people live, work and socialize; and, educating consumers about the latest features and technology, so they can purchase a vehicle that best meets their personal needs.

There is a lot to consider when weighing the cost and benefit of an electric vehicle, but typically, price is at the top of the list. Over the course of the program, when there were lapses in funding, we saw a dramatic decline in ZEV sales, and we fully expect the same scenario will play out now.

With the BC government confirming the decision is final, the NCDA is renewing its call to put the brakes on the ZEV mandatory targets and enforcement regime because they are now effectively out of reach.

The policy requires 26 per cent of all light vehicles sold by 2026 be ZEVs and a 90 per cent threshold of all light vehicles sold by 2030 be ZEVs. The legislative framework includes significant financial penalties for auto makers ($20,000 per vehicle) for failing to meet mandated targets, and that already has some manufacturers reducing the allocation of vehicles into the province. Limiting inventory means a higher price point for all new and used vehicles, as we experienced during the

COVID-19 pandemic.

In March, a forecast from DesRosiers Automotive Consultants found that the province's target of 90 per cent ZEV sales by 2030 is not achievable. The best-case scenario, which does not include significant trade disruptions brought on by tariffs, would have ZEV sales increase to 57 per cent in 2030.

By keeping its foot on the accelerator, the BC government will be inviting unintended consequences that will negatively impact the economy, our sector and, most notably, consumers.

While we understand and appreciate the financial challenges facing the province, it’s unfortunate it has removed this ongoing commitment.

The transition to clean-energy vehicles can’t all be on the backs of manufacturers, who have already invested billions into the technology.

NCDA seek tariff support for BC consumers and auto sector

We fear a perfect storm is emerging as direct tariffs target our sector at the same time as the US-created tariff war negatively impacts our broader economy.

We have corresponded and met with Premier Eby to respectfully request consideration and support of the following proposals, each of which would represent an important step in mitigating the impacts on our sector, consumers and the economy:

» Consideration of a Provincial Sales Tax holiday, or a reduced PST, on new vehicle purchases;

» Putting the brakes on ZEV mandate targets and enforcement provisions (which entail significant financial penalties if quotas are not met); and

» Adjusting the threshold of BC’s new car luxury tax, which kicks in at $55,000, but captures many cars, SUVs, pickups and vans that are by no means considered luxury items, but which individuals and families require to shuttle children around or for work purposes.

Despite all that is coming at our sector and our members, I remain confident that BC’s new car dealers will weather the storm as they did in 2008 during the global financial crisis and, more recently, during the COVID-19 pandemic. VSA at the Vancouver International Auto Show Strengthening

industry relationships and promoting consumer awareness

The Vehicle Sales Authority (VSA) of British Columbia recently attended the highly anticipated Vancouver International Auto Show from March 19-23 at the Vancouver Convention Centre.

The VSA took full advantage of the record-breaking 138,000 attendees over the course of the five-day event. We engaged with consumers to enhance awareness of the organization and our services, while outlining the benefits of purchasing from a VSA-licensed dealer.

This year’s show provided an invaluable opportunity for our team to engage with many of you—as well as the thousands of VSA licensees in attendance—and to strengthen our relationships with the motor dealer industry. We would like to personally thank the hundreds of salespeople that came by our booth as we handed out $5 Tim Hortons cards for you to have “a coffee on us.”

We appreciated the meaningful conversations about your industry experiences, the changing landscape and your valuable feedback for the VSA.

A key objective for our team at this year’s show was to educate consumers on the importance of purchasing from a licensed motor dealer, and the legal protections of buying from a licensed dealer. Many of the individuals that stopped by our booth learned about myriad resources available on vsabc.ca to guide them through the vehicle-buying process. Additionally, VSA team members showcased our Alternate

Dispute Resolution tools, My Self-Help and Connector—the latter of which has seen significant engagement from licensed dealers over the past year.

To spark conversation, we distributed thousands of free swag items, including pens and ice scrapers, alongside our printed brochures. Our team also highlighted the VSA’s recently launched Consumer Bulletin email newsletter, encouraging attendees to subscribe and follow the VSA on social media.

Ultimately, this year’s show proved to once again be an excellent occasion for our team to build awareness about the VSA. We greatly appreciated the chance to connect with you, share resources and gain insight into the industry. We look forward to building on these conversations in the coming months ahead as we strive to continue fulfilling our mission of building confidence in the BC motor dealer industry.

2025 Mercedes-Benz GLC 350e Plug-in Hybrid

Mercedes expands its compact SUV range with the GLC 350e plug-in hybrid. In a segment where compact luxury PHEV options are surprisingly limited, the GLC stands out with a far more generous EV range and a smoother, more cohesive hybrid experience. The standout stat here is a usable 90 km of all-electric range, thanks to a generous 24.8 kWh battery. That means a lot of commuting for urban drivers without firing up the gas engine.

While its performance won’t pin you to your seat, the powertrain delivers smooth transitions and excellent refinement, just as you’d expect in this segment. Inside, the GLC feels every bit a premium product, with digital displays, plush materials and understated design. It’s not flashy, but it’s polished—and for buyers in that transition phase between ICE and EV, it’s one of the best-rounded new packages out there.

2025 Ram 1500 Tungsten

Ram’s new Tungsten trim blurs the line between pickup and personal luxury vehicle. This is the version for those who tow a boat on Saturday and host a client dinner on Sunday.

The 23-speaker McIntosh stereo and massaging seats are lifted straight from the Grand Wagoneer and, yes, it feels as over-the-top as it sounds. Under the hood, Ram ditches the HEMI-V8 for a new Hurricane 3.0L twin-turbo inline-six, which delivers a stout 540 hp and 469 ft lbs of torque. Alas, there’s no more V8 rumble.

The interior is impressively (shockingly) upscale, with aluminum trim, an Alcantara headliner and a massive touchscreen. Of course, it’s still a Ram, capable and ready for work, but the Tungsten pushes into territory that used to be reserved for high-end SUVs. The air suspension system delivers one of the best rides for a pick-up truck. The Tungsten is bold, arguably excessive and exactly what some buyers want.

In the age of Trump, the only thing that is certain is uncertainty, and nowhere has uncertainty had a more devastating impact than in the automotive sector.

What can BC car dealers expect?

With so many unprecedented changes happening at record speed, what is in store for new car dealers in British Columbia?

Despite the economic headwinds caused by Trump’s erratic moves, it appears that Canadians are feeling less stressed by economic worries in early 2025 than they were when grocery prices were rising in mid-2024. In March 2025, Angus Reid Institute revealed that the percentage of Canadians who feel they are struggling financially has declined (from 33 per cent last fall to 25 per cent now) while those who classify themselves as comfortable has increased (from 22 per cent to 28 per cent). The numbers in BC reflect the national averages.

While this seems to fly in the face of the grave economic threats from Trump, it may reflect general confidence with the lessening of inflation as grocery prices stabilize, and a drop in interest rates over the past six months. Another factor may be the rising sense of national pride.

Dampening that optimism, however, are the Conference Board of Canada’s latest indicators, which point to a decline of 12 points in consumer confidence in February 2025. This marks the largest drop since the 2008 financial crisis. Compounding those sobering numbers is the finding that 63 per cent of people feel it is a bad time to make a major purchase such as a new vehicle or home.

Yet here in British Columbia, where the carbon tax was removed on April 1, the price of gas has dropped, which might prompt a slight upswing in confidence.

Economic Stress Index over time

With all this political and policy uncertainty, even a dramatic shift in the BC government’s previously announced target of 90 per cent EVs by 2030 is possible.

After all, as Brian Kingston, president and CEO of the Canadian Vehicle Manufacturers Association, said at the recent Vancouver International Auto Show, “The BC government has established the most aggressive EV mandate in North America.”

Given the major economic policy changes proposed by the federal government and the uncertainty in dealing with the USA, rolling those EV targets back is not only possible, but probable.

Uncertainty is infectious, but there are

some industry leaders who are looking further ahead. Jeff Melnychuk, editor in chief of Automotive News Canada, proclaimed in a recent editorial that “the auto industry will outlive Trump’s presidency and his out-oftune victim violin that screeches sounds of unfair trade.”

In the same edition, the president of Global Automakers of Canada summed up the uncertainty, saying colourfully, “This whole exercise is a little bit like trying to nail jello to the wall because we’re dealing with something that is shape-shifting all the time.”

It’s going to be quite the ride, and we may all need to buckle up, with elbows up.

NCDA Works With Government to Ensure a Resilient and Thriving Automotive Future

Recommendations aim to offset economic pressures

If the start of the year tells us anything, it signals that the remainder of 2025 will continue to be a very chaotic year. The New Car Dealers Association of BC’s government relations efforts are ready. With BC already experiencing a turbulent year—fuelled by escalating US tariffs and trade tensions—economic uncertainty has taken centre stage.

The first sitting of the new house, following last October’s provincial election, occurred as the spring session of the BC Legislature, and came at a critical time for the auto industry. The session opened in February, with Lieutenant Governor Wendy Lisogar-Cocchia delivering the throne speech on behalf of Premier David Eby’s government.

The session was also marked by new MLAs in government and the

Official Opposition, including three members who left the Official Opposition to sit as independents.

Shortly after unveiling the 2025 provincial budget, Premier Eby directly warned British Columbians about the economic risks posed by American protectionist measures. He emphasized the need for swift action and confirmed that the government is preparing contingency plans to mitigate the potential impact on the province’s economy.

These developments pave the way for a dynamic and potentially volatile legislative session, where government priorities, budgetary decisions and international trade responses will face intense scrutiny from all sectors—especially the auto industry.

NCDA responds to emerging tariff threats

Understanding the potential fallout for the automotive sector, NCDA President Blair Qualey responded immediately. He submitted a formal letter to Premier Eby and the newly formed Tariff Response Cabinet Committee, calling for a fast and coordinated provincial response to mitigate the impact of tariffs, protect BC’s auto dealers, sustain consumer confidence and preserve jobs across the sector.

In the submission, the NCDA put forward a series of practical, targeted recommendations aimed at offsetting economic pressures and supporting the continued health of the industry:

» Implement a PST holiday or temporary reduction of the PST on new vehicle purchases.

A temporary PST relief measure would incentivize consumers to remain active in the market despite rising costs, helping to stabilize vehicle sales across the province.

» Putting the brakes on zero-emission vehicle (ZEV) mandate targets and enforcement provisions.

spectacular success in 2024, returned with an even more extraordinary showcase of luxury and performance. This unrivaled display of supercars featured iconic models from high-performance brands and rare gems from exclusive private collections, including a display of five vehicles from Vancouver local Jordan Melville’s personal Ferrari collection, and his ultra-rare Daytona SP3. The fusion of power, elegance and engineering excellence left attendees in awe, cementing Supercar Eleganza as one of the most exciting features of the show.

Horsepower Heaven was also back and bigger than ever! Visitors had the opportunity to get up close and personal with 11 custom builds and unique resto-mods, celebrating the perfect blend of classic design and modern engineering. From meticulously restored classics to powerhouse custom builds, this showcase highlighted the artistry and innovation of the resto-mod world.

For those who like their cars fast and exotic, the VIAS did not disappoint. The SSC Tuatara Striker, the world’s fastest production car, made its Canadian debut, thrilling attendees with its mind-boggling top speed of 455.3 km/h. In addition, Elite Dream Machines:

An Ultimate Performance Showcase made its debut, paying tribute to the supercar and hypercar culture with a collection of the most powerful and luxurious vehicles from iconic brands like Ferrari, Lamborghini, McLaren and Porsche. Each vehicle was personally owned and generously made available by their owners for this exclusive viewing, offering an up-close look at breathtaking speed and masterful craftsmanship.

The show also served as the backdrop for several highly anticipated Western Canadian debuts, showcasing groundbreaking new models that pushed the boundaries of automotive design, performance and technology. Among the standouts were the 2025 Ford Mustang GTD, 2025 Toyota 4Runner and 2025 Lincoln Navigator, each representing the pinnacle of their respective brands engineering and innovation. The Hyundai IONIQ 9, another Western Canadian debut, stunned visitors with its futuristic design and advanced EV technology, while fans of off-road capability were delighted with the debut of the 2025 Subaru Forester e-BOXER, making its first appearance on the west coast of Canada. Each of these debuts represents a significant step forward in

their respective categories, offering a glimpse into the future of automotive design and technology.

The event wasn’t just about new models—it also served as a vital platform for brands and exhibitors to connect with the public and showcase innovations in automotive design and technology.

Kai Hensler, COO of Weissach INEOS Grenadier, shared his enthusiasm for the show, stating, “The Vancouver auto show continues to be an incredible platform for Weissach INEOS Grenadier to connect with British Columbia’s passionate automotive community. In addition to the incredible array of vehicles, the 2025 VIAS also recognized outstanding achievements in the BC automotive industry with the VIP Gala Awards Ceremony on opening night, highlighting the best in innovation, sustainability and customer service, and celebrating both individual and dealership accomplishments.

a BC salesperson from each brand for most sales of new vehicles in the past calendar year. Also honoured were select dealerships from each region in BC (Metro Vancouver, Fraser Valley, Vancouver Island, Interior, Kootenays and Northern BC) who earned Community Driver Awards presented by BMO, for showing tremendous community engagement.

ICBC Issues Fifth Rebate to Customers

Most drivers with Basic-level insurance will receive $110

Good news for drivers across British Columbia—ICBC is issuing another rebate to eligible customers.

The BC government announced in March that most personal and commercial insurance customers with an active Basic-level insurance policy in January 2025 will receive a $110 rebate.

In an uncertain economic climate, every bit helps. Thanks to another strong year of investment returns and sound financial management, ICBC is able to return money to customers for the fifth time since 2021. Rebate processing began in mid-March and will continue through the end of May.

At ICBC, we remain committed to keeping Basic auto insurance rates affordable for all drivers. In fact, Basic rates have remained steady with no increases for the past six years.

For new car dealers and brokers, this rebate reinforces the financial stability of ICBC and the benefits of a well-managed auto insurance system. As always, we appreciate your partnership in serving BC drivers and ensuring they have access to affordable, reliable coverage.

Anti-Money Laundering Rules Are Now in Effect

Is your dealership compliant?

As of April 1, 2025, new anti-money laundering (AML) compliance requirements are in effect for Canadian auto dealerships. If your business hasn’t reviewed its compliance obligations under the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA), you could already be at risk.

The deadline was originally set for October 1, 2025, but was accelerated by six months, catching many dealerships off guard. With the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) increasing its enforcement focus on the automotive sector, dealership owners and executives must act immediately to ensure they’re compliant.

What your dealership must have in place today

If your dealership accepts large cash payments, sells high-value vehicles or facilitates leases or financing, you may be classified as a reporting entity, which comes with significant compliance obligations.

Your AML compliance program must include:

» Written policies and procedures tailored to your business model;

» Ongoing staff training, especially for those handling transactions;

» A formal risk assessment identifying your dealership’s exposure;

» A designated compliance officer; and

» A review of program effectiveness at least every two years. You are also required to verify client identity, report large cash or suspicious transactions to FINTRAC, and maintain appropriate records. These obligations are now enforceable as of April 1, 2025. If your program is incomplete or out of date, you may already be out of compliance.

Why dealerships are under scrutiny

FINTRAC has flagged auto dealerships as a growing money laundering risk. The combination of high-value vehicles and cash transactions makes them an attractive entry point for criminal funds. Even well-meaning dealerships can become unknowingly involved if appropriate controls aren’t in place.

Non-compliance doesn’t just lead to regulatory fines. It can damage your reputation, disrupt operations and create serious legal exposure.

You may be subject to these rules if you:

» Sell vehicles valued at $10,000 or more;

» Accept cash payments of $10,000 or more (single or related transactions); or

» Arrange financing or leases.

Dealerships operating in these areas are now expected to have full AML programs operational—not just in development.

The most common compliance gaps

Many dealerships have underestimated the scope of the regulations or assumed they don’t apply. Others have compliance programs that are too generic or outdated. Frequent issues include:

» Off-the-shelf policies not tailored to dealership operations;

» Lack of proper staff training;

» No documented risk assessment; and

» No one clearly responsible for compliance oversight.

FINTRAC expects businesses to have a fully functioning program that reflects their specific risk profile—and they’re watching closely.

Why it matters
