WHY ARE SO MANY TRANSFERRING THEIR PENSION FUNDS TO A QROPS?

Stephen Ward was a member of the UK Government’s Pensions Industry Working Group advising HMRC on the pensions’ legislation changes which introduced Qualifying Recognised Overseas Pension Schemes (QROPS) in the 2006 Finance Act.

The first significant change is to abolish the effective compulsion to buy an annuity by age 75

Implications of the new Emergency Budget for Pensions The new ConLib.Government’s emergency budget introduced changes which will have a major impact on most individuals with UK private pensions.

bbrannanqropsadvice@gmail.com. Premier Pension Solutions SL (CIF B55414198) is an Appointed Agent of Inter Alliance Agents and Advisors Ltd. who are authorised and Regulated by the Insurance Companies Control Service Cyprus, Registration Number F.O.S.9.

Whilst avoiding buying an annuity at 75 has been a major benefit of QROPS, many pension fund holders living in Spain see the benefits listed above as being the most attractive in their circumstances. However there is a lot more to QROPS than this, and the new budget has introduced a “buy now before your transfer value falls” opportunity. The Government has announced that with both public and private sector pensions, “inflation proofing”, i.e. the maximum rate at which pension benefits may increase each year will in future be based on the Consumer Prices Index (CPI) instead of the Retail Prices Index (RPI). This will mean lower Others are prompted by some of these issues annual increases in pensions and lower but in reality are seeking access to their cash transfer values to QROPS. now as a lump sum so that they can utilise it for whatever they wish, in some cases just getting When QROPS were first introduced in the 2004 out of a financially sticky situation. Baywatch Editorial

Welcome to the latest edition of Baywatch and for the many visitors we have with us now may we say Bienvenido, Welkom, Willkommen and Välkomnande. For those whose language is not represented here we extend our warmest regards to you and hope you have a fabulous time in this region. By now the World Cup, the one day cricket series against Australia, Wimbledon and the British Open are all distant memories so we guess we will have to find some other reasons/excuses to fire up the BBQ or have a pool party...Okay okay so we don’t need much of an excuse when the weather is this good! On a recent trip to the UK we were asked why we use the BBQ so much to cook the majority of our meals and our response was simply...because we can. An eloquent response we thought.

Whatever plans you have for the next few months may we suggest you have a good read through this edition first as there is so much going on in the region. There is a lot to do, see and experience and we have tried to pack as much of it as we can in to the magazine and on our website www.baywatchonline.org to give you as many options as possible. There are summer recipes, beach guides, the now familiar restaurant guide and much more so that you and your visitors can be pampered, entertained, wined and dined in some of the finest surroundings in Spain.

Enjoy the rest of this glorious summer, stay cool. Amy, Rob, Colin and Julia The Baywatch Group

HEALTH MATTERS

A Must Read....Safety In The Sun

How to Enjoy the wonderful Spanish Sunshine...and keep safe!

Many people enjoy sitting in the sunshine, the warmth and the brightness of sun surely brightens up our days and helps to lift our spirits. However, staying out in the sun for too long, without protection from its harmful rays can cause serious damage to our bodies. Here is some useful information to help you understand more about sunscreens and other ways to protect yourself and your children against the sun, whilst still enjoying its benefits. How Sun Creams Work The chemicals mixed together in sunscreen products function to filter out the light from the sun to prevent large amounts of it reaching the deeper layers of your skin, they allow some light to penetrate it, but not as much as if there was no sunscreen there at all. Many sunscreens will include a proportion of sun block in with their formula. Total sun block will actually reflect the sunlight from the surface of the skin preventing the light from penetrating the skin at all. Sun block is best for children and babies What Do They Screen

The rays that cause the damage to the cells in our skin are called ultraviolet radiation (UV) and these actually damage the DNA in our cells and can cause skin cancer and burns, therefore, it is this portion of the sunlight that is filtered or blocked by sunscreens. There are three regions of ultraviolet light: • UVA which penetrates deeply into the skin and this can lead to cancer and premature aging of the skin • UVB which is involved in the tanning and burning of the skin, this affects the pigments on your skin, causing them to deepen in colour. • UVC which is completely absorbed by the earth’s atmosphere and is not harmful unless you have direct and prolonged exposure. It is the organic molecules in sunscreens that absorb these harmful rays from the sun and release the energy as heat.

So, What About SPF? Sun Protection Factor ie Factor 20 This number can be used to help you determine how long you are able to stay out in the sun until you burn. Everyone’s skin has a natural SPF depending on their skin type and colour, and how much melanin (a pigment in your skin) it contains. The darker the natural skin colour, the longer they are able to stay out in the sun until they burn. For example, if you can stay out in the sun for 15 minutes without burning, you have a natural SPF of 15. The SPF in sun creams is a multiplication factor that can be used with your natural SPF. So if you use a factor 10 sunscreen on skin with a natural SPF of 15, you multiply the two together, and this gives you 150 minutes in which you are safe in the sun. Therefore, it is important to understand that the higher sunscreen factor you use, the longer you can stay out in the sun without burning. This will not stop your skin from tanning; it will simply stop it from burning. For children and babies it is recommended that you use total sun block as their skin is very sensitive to UV radiation.

Remember it is the UVB radiation from the suns rays that causes burning and damage to the skin, so the SPF only refers to the level of protection from UVB rays. It is the UVA radiation that causes premature aging of the skin, so if you want to avoid this (and who doesn’t!) make sure you choose a sunscreen with UVA protection as well as UVB SPF, it will tell you the range of protection on the bottle. The sun is at its strongest when it is high in the sky, usually between 10am and 2pm so it is best to limit your sun exposure during these times, and its important to keep yourself hydrated with plenty of water all day. You can also cover up sensitive areas of skin with light weight clothing and keep in the shade if you feel your skin getting too hot

Overall, follow these simple rules and make sure you enjoy your summertime and stay Baywatch 2010 safe!

Irene Donaldson Completes the Moonwalk in Edinburgh to raise money for Cancer Research

In the previous edition of the Baywatch Magazine we reported that Irene Donaldson, from Chiclana, was taking part in the Moonwalk, a half marathon walk around Edinburgh, Scotland, to raise money for breast cancer sufferers and their families. We are pleased to say that Irene successfully completed the challenge, and this is what she has to say about the event: “Midnight 19 June and 10,000 women began to walk the streets of Edinburgh, displaying their brightly-coloured bras. Some bra- wearing men also joined the half-marathon, all to raise money to fund research into breast cancer, to support those suffering from the disease and to give support to their families. The evening began in the large pink tents erected in the park where we were entertained by a variety of showbiz personalities. As the start time approached, we joined hands for a very emotional minute to reflect on our journey to the Moonwalk and to remember those who were not with us. One in nine women will be diagnosed with breast cancer in their lifetime.

Many of Edinburgh's landmarks were lit up pink and it was a truly phenomenal experience as we walked through the night until the early hours of the morning. Apart from raising awareness of breast cancer and - of course getting fit, the aim is to raise money.

Thanks to my generous friends in Chiclana and Edinburgh, I raised my target of £1,000 and the Edinburgh Moonwalk has raised almost £5 million in total. The Moonwalk moves to Bristol next, then Newcastle. Anyone got any ideas on how to organise a Moonwalk in Chiclana? ” Irene´s husband Eric tells us that as the sun rose over Edinburgh at about 3.30 am on Sunday morning, Irene celebrated her halfmarathon achievement with a glass of red wine and a bowl of porridge! If you would like to help to organise a Moonwalk in Chiclana or feel that you would take part if there was one in the area to join, please email us here at sales@baywatchonline.org Finally, if you havent already sponsored Irene you can still do so via her website www.walkthewalkfundraising.org/irene_ donaldson

For that convivial ‘Irish Craic’ visit Molly Malone’s in El Puerto Santa Maria. It’s a Great British Irish Pub and Sports Bar, owned by Scotsman Ian and his Spanish wife Juani and managed by Steve, a Brummie - a chef by trade, so the food is supervised to a very high standard. The food is good and tasty, with a varied menu that exemplifies the local area. Their hamburgers are renowned; they have to be with the American US Naval base nearby in Rota. It’s all home made, healthy and hearty and freshly cooked, with lots of fresh vegetables. Wednesdays are great for Fish n Chips and there’s a special curry night on the last Friday of the month – not to be missed. Upstairs there’s a garden terrace complete with BBQ and an independent bar to enjoy their extensive range of drinks, German beers, wines and spirits. Cider’s on tap and of course, Murphys and Guinness, which is like drinking velvet and after a pint of their finest Newcastle Brown, you’ll wish you weren’t the duty driver and/or organised a taxi home so that you can enjoy a couple more plus their Irish coffee! As it’s a Sports Bar, they show all the English and Scottish Premiership football, Ireland and England Internationals, etc on Sky Sports Digital TV

23

They also have BBC1 and show 6 Nations Rugby, Formula 1, American Football and all other sporting events. If it's on, and you want to see it, you can see it there. Opening hours: 12 noon until very late (11.30pm last food orders) 7 days a week. Advisable to book during the summer months - 956 480 834. Typical 3 course meal would cost around €20.00. It’s Non Smoking and good for all the family with special children’s menus (approx 7€). And for an evening’s giggle, Molly Malone’s Theme Nights attract crowds and there’s always a great atmosphere. Try a relaxing day out in the lovely picturesque town and surroundings of El Puerto Santa Maria topped off with a great evening at Molly’s.

To get there head towards Jerez on the A4. Come off the A4 at junction 649 and turn left at the roundabout towards Poligo Industrial. Turn right at the 2nd roundabout (English college on the right) and continue straight over 4 roundabouts. After the 4th, you will see Molly Malones in a row of shops and bars on the left.

Your 10 Step Guide to Buying a Property in Spain Buying and selling property in Spain can be complicated so here is a simple 10 step guide to help you through the process, with estate agents, Cadiz Casa.

1) Consider carefully what type of property you want to buy and make a list of the most important points. Use the internet to source information about the town or area you have in mind. Make a note of the agents in the area who appear most often during your search. Companies with a high profile in the area are generally the larger companies who have been established longer.

2) Always use a reputable estate agent. An SL company is the best as they are the equivalent of a Limited Company and will be registered at the Spanish equivalent of Companies House (Registro Mercantil) in Madrid. Ask for the company´s CIF number (registration number) and this will make it easy to locate them in the Mercantil. 3) Before you can buy a house or a car in Spain you require a NIE number. This can be obtained through your solicitor or in person at the appropriate Police Office. It can take 1-7 days, depending on how busy they are. This number is yours for life. If you decide to live in Spain it can be converted into a residential ID number.

29

6) If you buy a house off plan from a developer or agent they will ask you to sign a purchase contract and pay a deposit. You must take legal advice before you sign the contract. Remember all contracts in Spain are in Spanish. Some agents offer an English translation but not all. If your solicitor is happy with the contract you will sign and pay a reservation deposit. You will then make stage payments for the property. The conditions of the stage payments are variable and dependant on whether you are buying a pre-built house or you are having the house built for you. They are negotiable and your solicitor will deal with them .

7) If you are buying a resale property it is normal to sign a compraventa (a promise to buy) and make a deposit. Again you need to speak to your solicitor before you take this step. The deposit is normally negotiable and depends on how soon you can finally sign and pay for the house. Deposits are non refundable.

8) There are a lot of papers which need to be checked prior to purchasing a house and the first step is to obtain a Nota Simple for the property. This is normally supplied by the selling agent but you can obtain them on line or direct from the appropriate Council Office for the area. This document requires a specialist to look over it in order to assess the legal situation 4) When you meet the agent make clear to them what regarding the property. Pet Page New! DOG CHAT Feature by Marylin at Wagtails; www.wag-tails.co.uk

It would appear that we British are a soft touch when it comes to taking in rescue dogs. My own dog Rico falls into this category. Like many others he was found near the bins, a tiny scrap of fur, covered in paint and cement. Home with us he came, scared and hungry, and after a difficult start, a lot of patience and hard work and love he grew into a wonderful faithful dog. Rico loves it when other dogs come to stay and share all his toys. His only fault is ‘ tennis balls’, of which he has some sort of Obsessive Compulsive Disorder! Anyone who is sitting down is fair game to play ball for an hour or six. So when you visit us make sure you have plenty of time to spare, or stay standing!!! Rico’s chum Max, another rescue dog, has a similar problem. He also has the amazing ability of getting 3 tennis balls in his mouth at one time. He is the only dog I know that can do this. Unless you know different! Walk of the Month: Chiclana Woods. I have been visiting Chiclana Woods and Park for over 5 years, both with my own and visiting dogs. There are so many different types of walk there that you never get bored and it is very safe and doggie friendly.

You can go for the flat and easy walk by sticking to the laid out Caminos. Or, for the more playful dogs, you can walk all through the trees, collect pine cones and watch the rabbits. For the more energetic you can climb up the fairly steep slope to the top and look out over the woods and across to Chiclana or Barossa. You can follow the easy path to the old quarry. Beautiful. The dogs love it too. Plenty of space to run. There are stone picnic tables, benches and water taps on route.

33

Access to the Woods can be from either the old 340El Colorado road. It is clearly marked (near the Repsol garage) or from Carratera Las Lagunas. This is the road that runs up from Venta Florin toward the old 340. Halfway along this road you will see a turning to your left, Callejon de Borreguitos. The second entrance to the woods is opposite this road. Have you got a favourite Dog Walk you can share? Email me and we can include it next time.

Finally, I am hoping to start up a Dog Club/ Society/ Support Group in the Chiclana area. The main purposes for this being; 1 To help those of you who take in stray or abandoned dogs with advice (from those of us who have been there) and with practical help, if needed. 2 To help people who have lost their dogs, with emotional or practical support. 3 To share information about what is going on the Doggie World. Either through a newsletter or verbally. 4 Possible monthly walks

5 Activities to raise money for the local dog charities. If you have any thoughts on this please email me marilynatkison50@hotmail.com Next time.....Dangerous foods that your dog should avoid, Kimber the Alsation, Top Ten Doggie names. Is your doggie´s name there?

¡Novedad!

Michael Haynes Memorial Golf Day at Villa Nueva Golf Club A very popular and well loved member of the community in Chiclana de la Frontera sadly died a few months ago. To commemorate his life, a special golf tournament day was organised to raise money for a local cancer charity. Here is a message from Michael’s widow, Lynda Haynes to tell us more about the day. “I would like to thank everyone who participated in the golf tournament on Thursday 20th May 2010 to commemorate the life of my husband Michael, who died of pancreatic cancer on 28th March this year. Despite the hurricane winds on the day, 40 golfers managed to complete the course, albeit a little worse for wear. In the evening we had the prize giving and a meal. It was very emotional and wonderful for me that so many of Mick’s friends, as well as people who didn’t know him so well, all turned up and played in such bad weather. I would like to thanks Bryce and his staff at Villa Nuevo for donating a trophy and some of the prizes and also for making the event possible. I would also like to thank Bill and BevMiller and John Murphy who organised

everything and made sure the day went smoothly. Finally thanks to all you brave golfers who played and I’m sure it wont be a day you’ll forget in a hurry! It is my hope that this event can take place every year to help raise funds for the local people who are in some way affected by this terrible disease. I am pleased to announce that 440€ was raised on the day, and a further 300€ was kindly donated by Mick’s family with a grand total of 740€ raised for the AECC local Cancer Charity in Chiclana. Once again a big thank you to everyone who was involved in this great day and I hope to see you all again next year!” Lynda Haynes

Baywatch Guide to the Best Beaches Part 2: Conil, Chiclana and Cadiz Region

37

You may have your favourite beach on the Costa de la Luz...but here are few others that might take your fancy. Written for Baywatch Magazine by Veronica Penman

CONIL DE LA FRONTERA AREA Conil de la Frontera is a wide bay of brilliant golden sand stretching for 14 km, backed by large cliffs to the north and small isolated coves. The main beach in town is Playa de Los Bateles, which is a long, sandy beach, ideal for family days out, swimming and relaxing with good facilities and bars and restaurants nearby, it can be busy in summer months. Playa La Fontanilla (pictured top) and Fuente de Gallo are a continuation of Playa de los Bateles backed by large cliffs. In summer months these are less crowded and have adequate facilities.

CHICLANA DE LA FRONTERA AREA Chiclana’s beaches are located 10-15 minutes drive form the town centre. The main beach is Playa la Barrosa (pictured below) which is a 8 km long sandy beach with very good facilities, bars and restaurants that run along the main promenade. This is a very popular spot for locals and tourists alike.

CADIZ AREA

Further up the coast heading towards Roches there is a beach called Cala del Aceite, a secluded coved beach just off the road to the harbour, with a wide sandy beach. It has very little facilities and some people may find access difficult; however it is a beautiful spot even if just viewed from the cliffs above. The Calas de Roche (pictured below) is a series of small coves backed by steep cliffs with clear turquoise waters. Access is primarily steps down the cliff side, however if it is seclusion that you are looking for, then these small coves are for you.

Further along the beach is an unspoiled stretch of sandy beach backed by sand dunes, perfect in the summer months if the main beach is too busy. West of La Barrosa, towards the Island of Sancti Petri is Playa Sancti Petri (picture below) an unspoiled beach with rock pools and sand dunes sheltering the beach. However there are limited facilities.

On the approach to Cadiz, running parallel to the main road is Playa de la Cortadura a long unspoiled sandy beach, popular with those who want to get away from the more populated beaches or to surf in Cadiz. There are no bars or restaurants close to this beach so is an ideal picnic spot. If you are looking for a more urban atmosphere, Playa La Victoria, is situated just along the coast in Cadiz new town and is a 2km long excellent sandy beach with many facilities, bars and restaurants, ideal for family days out. It is also the main spot for the famous “Barbacoa del Carranza” which takes place in August. Paya de la Caleta (pictured right) is located in a small bay between the most impressive sea fortifications in the old town of Cadiz making this place, one of the most popular beaches. It can be very busy in summer months but it has excellent facilities and great scenery, as portrayed in the Bond movie Die Another Day.

Did You Know......

You burn more calories sleeping than you do watching television.

Donkeys kill more people annually than plane crashes or shark attacks. (So, watch your Ass )

Apples, not caffeine, are more efficient at waking you up in the morning.

The nice part about living in a small town is that when you don't know what you are doing, someone else does.

Weekly Spanish Local Markets across the Costa de la Laz

Most towns across the Costa de la Luz hold a weekly market in the morning where locals come to buy and sell. It has become an important part of the community not only in this area but all over Spain. As a result the markets are full of great atmosphere and spirt and of course a great place to find a bargain or two! From clothes and shoes, handbags and jewellery to fresh local food produce and locally made souvenirs. The markets usually start at 10am and finish around 2pm but in the high season you can often see evening markets to catch the tourists and holiday makers who come out for a stroll after their evening meal.

See the details of the weekly markets below: • Cadiz Market - Monday (10am-2pm) • Chiclana Market - Tuesday (10am-2pm) • Chutane Market - Tuesday (10am-2pm) • Conil Market - Friday (10am-2pm) • El Puerto de Santa Maria Market - Tuesday (10am-2pm) • Jerez Markets- Monday (Food 10am-2pm) -Sunday (Flea 10am-2pm) • Rota Market - Wednesday (10am-2pm) • San Fernando Market - Thursday (10am-2pm) • Seville Market - Sunday (10am-2pm)

Well here it is, the latest Hot news from ChiFRA!

The publication of the long awaited new, new town planning document was announced on Monday the 12th of July, after months of planning and hard work. As with any public document, we have a limited time to add our comments and recommendations to it. ChiFRA is currently working to those ends on behalf of our membership.

The main point is the addition of several hundred (if not thousand) houses to the previous PGOU plan (hopefully none have been removed). Allowing many innocent victims, to finally have the shadow of a bulldozer lifted from their home and offered a chance to become part of the solution. As I was fortunate enough to buy my older property with legal deeds, electricity and telephone etc. I can't imagine how much some of these good people must have suffered, living in the 3rd world conditions that they were made to endure. Having their electricity cut off and treated as criminals, for trusting a lawyer or other professional person and investing their life savings in Spain.

I started to help ChiFRA when I noticed so many of my friends and neighbours were living in this difficult and unjust way. Thanks to ongoing negotiations there is talk that many homes may be able to get their electricity re- connected by the new year! I just hope that we can get as many people as possible back to a normal 20th century lifestyle, with water and electricity, as soon as possible. Laws were passed in Andalusia earlier this year, stating that the local councils and government bodies now have the necessary legal tools and the right to “Bulldoze” any new construction that has been built without the proper paperwork, within one month from detection.

This means that it should be a lot harder for potential buyers to be duped into buying a house that appears to be normal and legal, but was allowed to be finished and then occupied before criminal proceedings were initiated against the builder or the property. It also means that any house built before the law was passed will not be affected, and unless it already has a court case against it, or it is built on the beach, a riverbed, or on top of a monument, it should be left alone. I know that we won't be able to save every home, but if we even manage to save just one, I would like to feel that our efforts were not all in vane. Please remember that local elections start early next year, so don't be tricked into thinking that Chiclana is “falling apart”, or ChiFRA is “not pulling it's weight”.

This is the expected norm, as so many so called “concerned citizens” try to stir up the S**T to win cheap political points. Creating pressure groups and then handing over the votes of people that they have frightened into a panic, to their masters. Believe me “they don't care about what is best for you”, they only want what is in their own interest. The next time one of these “concerned” people have a dig, ask them to put it in writing; I am sure that they would be reluctant to put their name to it! On a lighter note, our weekly ChiFRA Radio News on 107,7 FM will be off air for the month of August. We will be back on air after the summer when the new radio station facilities have been re-fitted. Have a great summer! Roger Alan Holmes President ChiFRA www.chifra.org
