The past few months have been non-stop for the Bay Area SMACNA office as the team gets settled into their new space, all while continuing to plan a full schedule of educational and networking events for our members. Work on the training room is in the final stages, with an open house forthcoming once complete. Be sure to watch for a formal announcement to come out and help celebrate the new office space!

More popular events are set for the back half of this year, including our 12th annual Sporting Clays at Birds Landing on October 6 (see page 24 for details). A second offering of our in-demand Project Management Program will also take place during the fall months. Aside from learning the ins and outs of being a project manager, participants are given valuable networking experience and often stay in touch upon completion of the course. Check out page 4 to read more about the benefits of one of our most popular course offerings.

Mark your calendars for this year’s Annual Dinner on November 11. We’re excited to announce the event will be hosted at a new venue this year – the Meritage Resort & Spa – marking the first time we’ve moved the event in 15 years. The Meritage is an exclusive luxury resort in the Napa Valley, sure to provide an unparalleled experience for our annual end-of-year member activities.

Last issue, we featured Dusty Robotics as new technology being piloted in our very own training center. It’s programs like this that help make our workforce the top-trained and most qualified in the area. With the access to today’s most advanced technology, tools and resources, we continue to be able to stay on the cutting edge and find new ways to work together and move forward as an industry!

SMACNA APPLAUDS DOL’S HISTORIC DAVIS-BACON ACT REFORM

SMACNA’s federal and non-federal contractors applaud the Department of Labor’s (DOL) long-needed reforms updating and modernizing the Davis-Bacon Act to benefit every contractor and worker. Backed by decades of experience, SMACNA member firms understand that any major investment in public infrastructure should recognize the importance of prevailing wages as part of any quality-based public procurement policy, and encourage employers to invest in a skilled workforce while providing quality wages, benefits and training.

SMACNA contractors and chapter executives have long been strong and outspoken advocates for Davis-Bacon regulatory reforms, especially greater enforcement to combat Davis-Bacon contracting violations widely seen as unfair to honest federal bidders competing for infrastructure projects. We appreciate that prevailing wage laws seek to prevent the federal government as well as unscrupulous bidders from undermining local economies and prevailing local employment and training practices by reflecting local conditions. These long overdue reform efforts reflect the views of SMACNA and all skilled and experienced federal contractors.

“These expertly crafted and reasoned reforms to the prevailing wage regulations have been a long time in coming and will put union sheet metal contractors on a fair and level playing field with our non-union competition,” said SMACNA CEO Aaron Hilger. “Given the manpower shortage the construction industry currently faces, the changes could not have come at a better time to boost registered apprenticeship and industry skilled recruitment.”

The DOL’s final rule will make the wage determination and verification process far more responsive by giving DOL’s Wage and Hour Administrator the express authority to adopt prevailing wages determined by state and local governments, issue wage determinations for labor classifications where insufficient data was received through the wage survey process and update outdated wage rates. SMACNA enthusiastically endorses the Department’s return to the 30% Rule, ensuring our members are compensated in a way that is consistent with local collectively bargained rates and the real rates paid to the most skilled and qualified apprentices and journey workers in such short supply today.

Additionally, SMACNA firmly stands behind the addition of anti-retaliation protection provisions to Federal contracts. The use of prevailing wages is critical to the growth and success of the industry, and it ensures in the strongest possible way that our workers receive the wages they deserve without retribution.

PM CERTIFICATE PROGRAM LEADS TO NETWORKING

According to LinkedIn, 80% of professionals consider networking vital to their career success, and the construction industry is no exception. Whether you’re collaborating with an architect, meeting with facility managers on a project or playing golf with colleagues, building successful relationships is key to keeping your business running smoothly and efficiently.

For some Bay Area SMACNA young professionals, participating in the Project Management Certificate Program became an unexpected source of networking beyond the usual nine to five. As many in the fall 2022 cohort worked to complete the course, they developed a bond that ran deeper than sharing common job duties.

According to Samantha Smith, an MEP residential project manager at Air Systems Inc., her cohort has gotten together as a group at least four times since they completed the PM Certificate Program last November.

Smith has found value in her PM cohort, but also participates in other industry groups to always keep a pulse on what’s important to her role and company.

“I’m involved many other fantastic opportunities to network within SMACNA,” she said. “I also try to take part in any lunch and learn opportunities that my company offers, as well as connect with vendors in any of their information sessions.”

Discussing and comparing similar experiences with similar people has helped widen my understanding and perception of our industry. Ultimately, we have become a community beyond classroom acquaintance, developing a space for friendships to form.

The company began with a strong regional focus on work in the South Bay, and included a small service division, small plumbing division and an architectural sheet metal division. Today, United continues to grow and specializes in HVAC and plumbing systems design, construction, retrofit, repair and 24/7 emergency service for commercial and industrial properties. United has expanded their reach to include offices in San Jose, Rohnert Park, Alameda, Hayward and West Sacramento.

“Over the last four years we have experienced stable growth, especially in our service and maintenance division, seeing year-overyear revenue approaching 20 percent,” Bertolami said.

SAFETY | Heat Safety

HIGH HEAT HAZARD ALERT: EMPLOYERS MUST PROTECT WORKERS FROM HEAT

Summer brought a punishing heat wave to many parts of the United States, California included. According to the Centers for Disease Control and Prevention, more than 700 people die each year from heat-related illness — and construction workers in particular are exposed to extreme environments that put them at increased risk of heat-related illnesses. As potentially dangerous heat continues into the fall, CAL/OSHA reminds all employers to protect their workers with these preventive measures:

PLANNING

Develop and implement an effective written prevention plan that includes emergency response procedures.

TRAINING

To decrease risk, train all employees and supervisors on best practices for heat illness prevention and safety.

WATER

Provide drinking water that is fresh, pure, suitably cool and free of charge so that each worker can drink at least 1 quart per hour.

SHADE

Provide shade when temperatures exceed 80 degrees. Workers have the right to request and be provided shade to cool off.

REST

Encourage workers to cool down in the shade for at least five minutes when they feel the need to protect themselves from overheating.

Although a heat standard is already in place for outdoor places of employment in California, new regulations have also been proposed to apply for indoor places of employment when the temperature reaches at least 82 degrees (water, cool-down areas, acclimatization for new employees, emergency response procedures). Additional requirements would apply to indoor workplaces when the temperature reaches above 87 degrees with workers present.

CAL/OSHA helps protect workers from health and safety hazards on the job in almost every workplace in California. Employers who have questions or need assistance with workplace health and safety programs can call CAL/OSHA’s Consultation Services Branch at 800-963-9424.

In August, our Women in Construction (WIC) group hosted a Top Golf event in San Jose, where more than 30 attendees enjoyed practicing their swing, networking and prepping for their next client get-together. The first official social gathering as a newly formed BAS Mission Partner was coordinated by Lauren Mohrman and co-hosted by her firm, Critchfield Mechanical. Mohrman has also spearheaded other community involvement events, including WIC’s most recent Rebuilding Together Peninsula Projects.

PAUL IRWIN NOMINATED TO SMACNA BOARD OF DIRECTORS

Bay Area SMACNA is proud to announce Paul Irwin has been nominated to the SMACNA National 2023 Board of Directors! Paul, president of Bell Products, currently serves on the BAS Board of Directors. He joins four other industry professionals looking to join our association’s governing body, including Rick Ferguson, Douglas Gudenburr, Bobby McCally and Gary Myers.

After completing his apprenticeship, Paul started as a residential installer in the industry. Since then, his career has taken him to several other positions, including estimator, chief estimator, project manager and senior project manager. Now a proud thirdgeneration, non-family owner of Bell Products, Paul is honored to continue the legacy of the company’s nearly 80-year history.

Paul has been involved with SMACNA for nearly two decades, having attended more than 15 SMACNA Annual Conventions during that time. He recently served as the chairman of IFUS and the Business Management Committee. He has also held several positions within state and local industry organizations, including serving as the President of Bay Area SMACNA, co-chair of the local Apprenticeship Training Trust and past president of the Redwood chapter of ASHRAE.

Within the community, he serves as board president of Ag4Youth, a nonprofit that enriches the lives of at-risk and underserved youth of Napa County through agricultural experiences and education.

APPRENTICESHIP PROGRAM AWARDED ERiCA GRANT

The Sheet Metal Workers’ Local 104 and Bay Area Industry Training Fund (sheet metal apprenticeship program) was recently awarded a significant ERiCA grant through the State of California’s Department of Industrial Relations. The purpose of the ERiCA grant, which stands for Equal Representation in Construction Apprenticeship, is to create pathways for women, non-binary and underserved populations in the construction industry.

The grant’s foundational resources are intended to support pre-apprentices and apprentices in three foundational zareas:

• Supporting parents with childcare challenges

• Developing outreach programs

• Community building and mentoring

APPRENTICES | Contractor Orientation

1ST YEAR APPRENTICES GO THROUGH CONTRACTOR ORIENTATION

Our latest contractor orientation for 1st year apprentices was presented by Carl Koos (Marina Mechanical) and held at the Livermore JATC on August 10. During orientation, apprentices learn about contractor expectations and the role that Bay Area SMACNA plays in supporting their development throughout their careers, as well as our partnership with the Sheet Metal Workers Local 104.

Carl, who just celebrated 40 years with Marina Mechanical, has served on the apprenticeship subcommittee since 2011. He has seen the training centers and program evolve and commented on how the new training facilities in Fairfield and Livermore have seen the biggest progress. These facilities have brought in state-ofthe-art equipment for training, allowing apprentices to encounter real-life situations. Total Track has also been a huge advancement for the apprentices to communicate and see how they’re doing in real time.

Carl emphasized in his presentation that contractors are looking for people who can grow to the next level. The apprenticeship program can lead to a very rewarding career, and the sky’s the limit of what one can do if they work hard and are focused!

For many years, we’ve been proud to host the Bay Area SMACNA Scholarship Trust Golf Tournament at Castlewood Country Club in Pleasanton. The goal: to help students and their families meet the financial demands of a higher education by providing scholarships. Many of these students also participate in our summer internship program, learning about our industry with our contractor members.

This year’s Scholarship Trust Golf Tournament was held on the championship hilltop course. It was a beautiful, sunny day with more than 150 attendees, including volunteers, golfers, staff and associate members. Golfers checked in and were greeted with a warm breakfast and gift bag. Many also purchased raffle tickets for a chance to win donated prizes, including autographed sports memorabilia and Bay Area SMACNA swag. The day of golf was followed by dinner, raffle drawings and the announcement of the day’s winners.

SMACNA ISSUES SCORECARD

We reached out to Stan Kolbe, Executive Director of Government and Political Affairs for SMACNA, for a brief update on legislation impacting our industry.

HE OUTLINED SOME OF THE TOP LEGISLATIVE GOALS ON TRACK FOR PROGRESS IN 2023, INCLUDING:

• Substance Abuse Program Funding and Research: Would increase access to care for people experiencing opioid use disorder by reforming outdated rules for the prescription and dispensing effective medications.

• Defend the IRA and CHIPS and Science Act 1.0 (Support 2.0): Tax incentives for private construction/public projects.

• Defend Continued Funding of School Construction/IAQ: Programs included in the American Rescue Plan intended for 4 years of retrofits as well as new programs in the infrastructure and reconciliation package.

• Promote Change Order Reform/Small Business Payment for Performance Act: Leading to endorse change order reform (H.R. 2726) bill again to provide payment on approval for half of change order amount, expedited resolution of the remainder once certified by contracting officer.

• Boost Registered Apprenticeship: Support (H.R. 2851/S. 249/H.R. 2900) funds for general workforce development programs for construction industry in DOL Appropriations, Infrastructure Act, Rescue Plan and reconciliation package/Apprenticeship Act/ Apprenticeship Hubs Act.

• Advocate for The SAFE Banking Act: House and Senate bills (H.R. 2891 / S. 1323) would provide access to the federal banking system for cannabis related industry payments.

APPRENTICES | Platinum Certification PLATINUM STATUS ACHIEVED – AGAIN!

The International Training Institute (iTi), sponsored by SMACNA and SMART, supports more than 148 training centers in the U.S. and Canada. In their pursuit of achieving high-quality training and standards, a rigorous certification process has been established to reward training programs that meet the bar of excellence and continual improvement.

The Sheet Metal Workers’ Local 104 and Bay Area Industry Training Fund’s leadership team is to be congratulated for driving the success of achieving the top level of certification — Platinum — through the iTi! A few of the many criteria categories that determine this award include:

• Training curriculum

• Training facilities and equipment

• JATC coordinators and instructional staff

• On-the-job training

• Continual journeyperson training

• Staff development

• Budget planning

The Platinum award enables each of the Bay Area’s training centers to apply for up to two general grants per training facility, up to $32,000 per year for specific targeted grants such as the laser welder grant. The Platinum status is active for five years with yearly program self-audits.

Congratulations again to all the JATC leaders, staff and labor and management trustees who work hard to continually evaluate and improve the program!

SMACNA SPORTING CLAYS MEMBER EVENT

Practice your “golf with a shotgun” and spend the day engaging in some friendly competition! Each Bay Area SMACNA contractor member firm receives two free shooters, plus targets, ammo, safety instruction, ear and eye protection and a chance to win prizes. APPRENTICES | Intern Training Day

INTERN TRAINING DAY AT NEW LIVERMORE FACILITY

This year’s Intern Training Day was held at the new Livermore JATC. Twenty-five interns started their morning with an introduction by Kathy de Jong, who talked about Bay Area SMACNA’s role in benefiting our industry and our relationship with the apprenticeship program and SMART. Training Coordinator Nate Vennarucci then gave the interns a detailed tour of the new facility, showing how they use the equipment and training rooms to give the apprentices hands-on, real-world experiences.

Yindy Felkins, Vice President of Western Allied Mechanical and Bay Area SMACNA board member, shared her distinctive story of starting as an intern and working her way up to increasingly challenging roles to eventually become a part owner of the company.

The mix of shop, field and office interns had the opportunity to listen to three unique leaders in our industry who have grown exponentially in their careers:

Duane Davies, CEO of National Air Balance and Bay Area SMACNA Executive Board member, discussed his start as a sheet metal apprentice and how he took advantage of opportunities to learn and contribute to the organization — eventually purchasing the company. He also spoke on numerous topics, including the importance of TAB and smoke control systems.

Tony Lowe, Superintendent of Southland Industries, also shared his rise in the organization leading crews on small to complex $300M projects. He shared the importance of defining your success by your actions and reputation, and gave those attending the class a new perspective. When he asked how many people in the room would he look to hire and why he/she stood out, interns got the “aha” that they were sending signals on their attitude and aptitude whether they realized it or not. For example, Tony stated those who were taking notes and asking good questions would be the first ones he would hire as apprentices.

All three speakers reiterated that having strong technical skills as interns and apprentices is crucial for success in their roles. However, they also stressed the significance of punctuality and consistency. Arriving early to work every day demonstrates a strong work ethic and commitment to the job. It also reflects positively not only on the individual, but on the reputation of the company they work for.
