THE YEAR: 2001 In this 2001 cover story, Business Report dives into community revitalization efforts and the nine community development corporations, or CDCs, operating in East Baton Rouge Parish as of late 2001, nearly all of which were located in north Baton Rouge. CDCs such as Zion City, Scotlandville, Melrose East and Old South Baton Rouge worked to increase home ownership within their neighborhood boundaries, which was expected to then attract commercial businesses. The article points to legal and financial inequities as well as the city’s poor race relations as the largest hurdles blocking neighborhood revitalization in Baton Rouge.

“WHILE NEIGHBORHOOD revitalization has made inroads in Baton Rouge, [Perry Franklin, Mid City Redevelopment Alliance executive director,] said the question now is how to take it to the next level. Franklin compared the struggle to revitalize Baton Rouge’s inner city to ‘turning a ship around,’ and said it won’t happen without strong public support. He admonished the city to let go of ‘old myths’ about urban neighborhoods. The practice of dividing neighborhoods along economic, racial and ethnic lines should end, Franklin said. ‘What we’re trying to do is reverse 40 years of deterioration, not only in structures but also in people’s minds.
