Introduction: Taking care of children and rasing them is a difficult social responsibility as they are the foundation upon which our future society is built. Children deserve living under a ceiling, not only of a house, but also under a ceiling of comfort, love, care and stability. For various reasons, a significant number of children in Kurdistan have lost their fathers orphaned. This obviously has affected their lives as growing up without a father does not only leave these children without the paternal care but also negatively affects the family’s financial situation. Sometimes, the problem forces the orphans to drop out of school and to start working at a vulnerable age instead. Due to its mandate for humanitarian responsibilities and in response to the needs of orphans, the Barzani Charity Foundation (BCF) in cooperation with the United Arab Emirates Red Crescent (UAERC) and Kurdistan’s private donor community established the (Azizan) Orphan Care project in 2009. Since then, thousands of orphans have benefited from the project. It is worth mentioning that the term ‘Azizan’ stands for ‘Dears’, which refers to the dear children who have lost their fathers and become orphans.

Two components for the same purpose

The project consists of two components, the first is Orphan Care Project/Emirates (referred to as Azizan Care Project/Emirates in the BCF literature), which is sponsored by UAERC and implemented by the BCF, the second is Orphan Care Project/Kurdistan (referred to as Azizan Care project/Kurdistan in the BCF literature), which is jointly sponsored by the BCF and private companies and individuals in the Kurdistan Region and implemented by the BCF. The term (OCP/ Emirates) is used throughout this document to refer to the Orphan Care Project/Emirates to which this report is dedicated. The age entitlement for children is under 18 years. If after 18 years of age beneficiaries continue their study, the allowance will be extended. While (6,091) children benefit from the Orphan Care Project/Emirates each child receives an allowance of (35) USD or more, (4,086) other children benefit from Orphan Care Project/Kurdistan each child receives a fixed allowance of 50USD. The total amount of allowances distributed between 2009 and 2015 reached (11.689.899) USD.

The implementation method: The BCF has assigned a professional and highly-skilled staff for the implementation and daily operations of the OCP/Emirates who are based at BCF offices in major cities and town of the Kurdistan Region. The project is in a constant communication with the UAERC through a databases system to carry out application procedures and communicate with people who provide assistant to orphan children. A grate attention is paid to care for orphan children through the world, which has also been regulated through a set of religious and humanitarian rules. The BCF aims to develop the project within this framework, to ensure that the rights of both the children and their careers is protected. It is worth mentioning here that the allowances are allocated on monthly basis. However, because of the lack of proper banking system in the Kurdistan Region, it is not possible to distribute the allowances on monthly basis. For that the children receive the total allowances of six months in a single payment. Meaning, the money is collected for six months before it is distributed on children. Sometimes, technical factors prevent the UAERC from distributing the allowances every six month, in these circumstances it is distributed annually.

The geographical distribution of beneficiaries: The OCP/Emirates is among the most widespread projects of the BCF. Beneficiaries are distributed all over the Kurdistan Region. In Erbil Governorate for instance, the total number of beneficiaries was 1,988 children who received a total of (1,004,317) USD in 2015. Duhok had (1,474) beneficiary children who received a total of (781,707) USD in a year. In the Germyan Administration the number was (1,368) who received a total of (672,964) USD in a year. The Sulaymaniyah Governorate had a nother (1,261) beneficiaries with a total annual allowances of (515,326) USD.

Maintenance of the project: The OCP has been in a constant increase since it was initiated back in 2009. At the start of the project the number of beneficiaries was (4,894) orphaned children. At the moment, the OCP/Emirates alone covers a total number of (6,091) children. In addition, as we mentioned at the beginning of this report, the Kurdistan component has also been establishes which covers a total of 4,086 children. The combined total number of beneficiaries at the moment is (10,177) children in all four administration units in the Kurdistan Region.

The administration cost of the project: To implement humanitarian work requires financial and human resources. Part of the financial resources goes to the beneficiaries in the form of monetary benefits, services or good provision. The BCF has endeavored to deliver quality humanitarian service while ensuring efficiency in the use of resources. The OCP/Emirates has been implemented ensuring the same method is observed. The cost to implement the OCP/Emirates includes salaries of the 21 staff who are involved in the operation of the project and distributed as follows: Main office (3) staff Erbil office (6) staff Duhok office (4) staff Germyan office (4) staff Sulaymaniyah office (4) staff In addition, the cost to cover for rent of the allocated offices, office maintenance, travel and communication. The overall cost to implement the project between 2009 and 2015 was 1,231,701USD. The UAERC has contributed with an amount of 393,276USD to cover part of the cost, while the BCF covered most of the cost, or 838,425USD.
