Disaster Response and SAR Equipments, ipinamahagi na sa Disaster Prone Areas BATANGAS City- Tatangap ng mga kagamitan laan para sa disaster response ang mga bayan sa lalawigan ng Batangas na direktang may banta ng kalamidad partikular dito ang mga bayan na malapit sa baybayin dagat. Ito ang inilahad ni Batangas Governor Vilma Santos Recto sa isinagawang joint meeting ng Provincial Peace and Order Council at Provincial Disaster Risk Reduction and Management Council na kinakatawan ng mga itinalagang disaster response officers mula sa iba’t-ibang bayan kasama ang kanilang mga punongbayan.

5 pangunahing proyekto ng Operasyon ng BPOSS sa Lunsod lunsod ngayong 2014 inihayag ng Batangas, kinilala ng USAID

LUNSOD BATANGAS -- Limang malalaking infrastructure projects ang nakatakdang ipatupad ng pamahalaang lungsod ng Batangas sa taong ito. Ang mga ito ay ang sumusnod: Konstruksiyon ng Gusali ng CLB Inumpisahan na ng pamahalaang lungsod ng Batangas ang clearing operations sa pagtatayuan ng 3-storey building ng Colegio ng Lunsod ng Batangas sa Batangas City Sports Complex Compound. Ayon sa plano, ang nasabing gusali ay may kumpletong pasilidad gaya ng 27 silid-

aralan, dalawang computer laboratories, science laboratory at electronic laboratory, na gagamitin sa computer hardware servicing ng mga Information Technology students. Sa ikalwang palapag ng gusali ay ang College Library na kayang maglaman ng 400 na daang mag-aaral, at Audio Visual Room (AVR). May mga opisina rin dito tulad ng administration office, registrar, guidance at clinic na may maayos na pasilidad at kagamitan para sa medical at dental services.

KINILALA ng United States Agency for International Development (USAID) sa pamamagitan ng isang liham ang implementasyon ng programang ito ng pamahalang lunsod ng Batangas. Ayon kay Engr. Adela Hernandez, City Engineer, ang pagkilala ng USAID ay dahil sa matagumpay na pagpapaikli ng BPOSS ng processing period ng mga kinukuhang permit ng mga nagnenegosyo sa lunsod. Mula sa 5 hanggang 7 araw, 2-3 araw na lamang ang pagpoproseso at pagkuha ng

building at occupancy permit. Ito ang unang pagkakataon na maipatutupad sa Lunsod ng Batangas ang BPOSS na tatagal buong taon. Plano ng BPOSS na gawing computerized ang proseso upang higit itong mapadali. Marami ng munisipyo at Local Government Units sa lalawigan ang bumisita dito upang pag-aralan ang posibleng pagtatayo din ng BPOSS sa kanilang lugar. Sinimulan na noong Enero 2 ng

Road widening ng JG Summit, ipinatigil BATANGAS City – Iminungkahi ni Kagawad Gerardo Dela Roca sa sesyon ng Sangguniang Panlunsod na bigyang pansin ang nakaambang panganib sa isinagawang road widening project ng JG Summit Petrochemical Corporation sa Barangay Pinamucan, sakop ng lunsod na ito. Aniya, mapanganib ang ginagawang pagpapantay ng lupa dahil maaari itong maging dahilan ng landslide. Dagdag pa niya, dapat na itong maaksyunan sa lalong madaling panahon upang maiwasan ang malaking sakuna. Samantala, sinabi naman ni Kagawad Julian Villena na ilang linggo nang tinatalakay at pinagdidiskusyonan ang isyung ito at marapat din umano na sa Sangguniang Panlunsod na ito pag-usapan kasama ang iba pang konsernadong ahensya ng pamahalaan at pamunuan ng JG Summit. Sinang-ayunan naman ito ni Dela Roca ngunit ito ay nangangailangan ng mas mabilis

na aksyon. Hiniling rin niya na makapagpasa ng resolusyon na ipatigil muna ang nasabing development project ng JG Summit. Kaugnay nito, ipinabatid naman ni Kagawad Sergie Rex Atienza na nagpadala na ng liham ang City Legal Officer para sa pagpapatigil sa JG Summit subalit wala pa ring nangyayari. Nais rin niyang malaman kung ano na ang naging aksyon ng City Legal Officer ukol dito. Matatandaang noong Setyembre, pinigil pansamantala ng Supreme Court (SC) ang konstruksyon ng kagamitan para sa pagpapatayo ng bagong petrochemical plant ng kompanyang pag-aari rin ng JG Summit Holdings Inc. Kasunod ito ng pagpalabas ng mga mahistrado ng SC ng temporary environmental protection order (TEPO) laban sa pagtatayo ng perimeter fence para sa konstruksyon ng Naptha Plant ng JG Summit Petrochemical Corporations (JGSPC) na

malapit sa boundary ng Brgy. Pinamucan Ibaba at Barangay Simlong, kapwa sa naturang lunsod. Ang inilabas na kautusan ng korte ay kasunod ng petition for Writ of Kalikasan na inihain ng mga residente ng Brgy. Pinamucan Ibaba laban sa JGSPC na lumabag umano sa “constitutional right to a balanced and healthful ecology” at ng paglabag sa Clean Water Act. Maliban sa TEPO, inatasan din ng SC ang mga respondent na magsumite ng komento sa nasabing petisyon sa loob ng 10 araw. Iniutos din ng SC sa Court of Appeals na dinggin ang nasabing kaso, tumanggap ng ebidensya at desisyunan ang petisyon. Sinasabing nababahala ang mga petisyuner sa pagtatayo ng perimeter fence para sa planta at sa ginawang pagtatambak at tuluyang pagsara ng JGSPC sa ilog malapit sa kanilang lugar na nakararanas ng matinding pagbaha. Isinulong din mga ito ang permanenteng

pagpapatigil sa pagbukas at operasyon ng Naptha Plant dahil lalo lamang umano ito makapagdulot ng polusyon hindi lamang sa kanilang lugar kundi sa iba pang komunidad sa lunsod. “The sad reality is the fact that everytime petitioners tried to talk with responsible officers, who allegedly are in charge of construction of the perimeter fence, to their barangay officials and to the corporate officers of JGSPC, they were not entertained … in fact … ignored and taken for granted,” pahayag pa sa petisyon na may petsang Setyembre 5, 2013. BAGONG PROYEKTO. Ang perspective o plano ng limang mahahalagang proyektong pangunahing ipatutupad ng pamahalaang lunsod ng Batangas ngayong taong 2014.| CITY PIO IMAGE

5 pangunahing proyekto ng lunsod ngayong 2014 inihayag sa publiko Kabilang sa pasilidad ng gusali ay ang mga ramps para sa mga may kapansanan, tig-dalawang magkahiwalay na comfort rooms para sa mga babae at lalaking estudyante sa bawat palapag at ang malawak na parking area. Ayon pa rin sa plano, ang konstruksyon ng 3-storey building ay may dalawang phases. Nakatakdang umpisahan ang 1st phase ng konstruksyon sa Marso at inaasahang matatapos ang buong proyekto bago magtapos ang taong 2014. Konstruksyon ng Batangas City Public Market Kasama pa rin sa priority projects ng pamahalaang lunsod sa taong ito ay ang konstruksyon ng bagong gusali ng Batangas City Public Market (Julian Pastor Memorial Bldg) o ang Bagong Palengke, sa Brgy. Cuta Ayon sa plano, ito ay maiihalintulad sa mga malalaking super-

market, na may malawak na espasyo para sa mas maginhawa at maalwang pamimili. May angkop at magkakahiwalay na lugar din sa bawat section ng paninda kagaya ng meat at fish section, fruits and vegetables at dry good sections. Naglaan din ng lugar dito para sa mga magtintindang Muslim. Ang itatayong palengke ay may Atrium na maaring lugar para sa tiangge, pagdausan ng mga programa at iba pang espesyal na gawain sa palengke. Nakatakdang umpisahan ang konstruksyon ng temporary facilities sa Abril, upang mailipat ang mga magtitinda na umuukupa sa 888 stalls sa Market 3, pagkatapos nito ay sisimulan ang konstruksyon ng Bagong Palengke. 3-storey 15-classrooms Tatlong National High Schools sa lunsod ang mabibigyan ng 3storey 15 classroom building mula

sa pondo ng pamahalaang lunsod. Ito ay ang Batangas National High School, Sta Rita Karsada at Libjo National High School. Ang gusali ay may angkop na pasilidad para sa mga mag-aaral. May magkahiwalay na comfort rooms para sa mga babae at lalaki sa bawat palapag. May 2-storey high school building naman ang nakaplanong gawin sa Navera National High School dahil sa kakulangan sa espasyo sa lugar na pagtatayuan ng gusali. Layunin ng pamahaang lunsod ng Batangas na higit na maiangat ang kalidad ng edukasyon sa lunsod kung kaya’t patuloy ito sa konstruksyon ng mga school building at pagsasaayos ng pasilidad ng mga pampublikong paaraalan. Sa ilalim ng isasaayos na grandstand ay magkakaroon ng locker rooms at dug out na may comfort rooms at shower room para sa mga players. Meron din ditong Administration Office at ticketing booth. Ang pagsasaayos ng nasabing grandstand ay bahagi ng paghahanda ng pamahalaang lunsod sa mga malalaking sport activities na maaring gawin dito.

Housing Project Prayoridad rin ng pamahalaang lunsod ng Batangas ang murang pabahay o low-cost-housing project para sa mga kwalipikadong empleyado ng city government na wala pang sariling bahay. May probisyon din sa housing project na ito ang mga qualified informal settlers na tinukoy ng City Social Welfare and Development Office. Kaugnay nito ay nagbuo ang city government ng Batangas City Housing Project for Qualified Employees and Informal Settlers Committee na siyang nagsagawa ng pag-aaral at namamahala sa nasabing proyekto.| MARIE V. 57 graduate from pilot military training at Fernando Air Base LIPA CITY, Batangas --Fifty seven military pilots composed of 44 males and 13 females of Class 2014 Alpha have completed the pilot training at the Philippine Air Force-Air Education Training Command (PAF-AETC) in Fernando Air Base last February 19. Outstanding graduate awardees are: 2nd Lt. Mark Lyster Piedad, recipient of both the Rivera and Mc Micking awards; 2nd Lt. Eranio Belen, academic excellence award; and 2nd Lt. Joseph Peter Rafuson, Overall Phase Commander General award. Philippine Air Force Commanding General Lauro Catalino dela Cruz and Philippine Consul General to San Francisco

Marciano Paynor Jr., were guests at the commencement exercise. Gen. dela Cruz mentioned that the first one to five years of the incoming pilots is essential in gaining experience for career development. "The graduates are lucky because of the scheduled delivery, this year, of 21 UH1H refurbished aircraft which they stand to benefit, Gen. dela Cruz said. "In addition, three fighter planes, six attack helicopters, and two light lift aircraft are also set to be delivered by late 2015 or early 2016.

“With these developments, the capability of the PAF in performing its duties is bound to fully improve” the PAF commanding general said. Meanwhile, PAF vice commander Major General Raul Gabriel Dimatatac reminded the graduates to always abide by the rule in order to perform their duties with integrity and dignity. Kabilang sa mga tinangay ng mga armadong suspek ang P7,000 perang kinita ng gasolinahan, pati na ang anim na cellphone ng mga trabahador, bag na naglalaman ng iba’t ibang mga IDs at isang Suzuki Smash Motorcycle na ginamit bilang getaway vehicle. Nabatid na bandang alas-dos kwarenta ng madaling araw nang makatanggap ng tawag ang pulisya hinggil sa naganap na panghoholdap. Sa inisyal na imbestigasyon ng pulisya, nabatid na sinamantala ng mga suspek ang pagka-abala ng mga trabahador ng naturang gasolinahan nang bigla na lang umano silang lapitan at tinutukan ng iba’t ibang calibre ng baril ng naturang grupo ng mga suspek at nagdeklara ng holdap. Pagiging Lone District ng Batangas City, ok ng publiko NABIBILANG sa ikalawang distrito ang Batangas City kabilang ang mga munisipalidad ng San Luis, Mabini, Tingloy, Bauan, San Pascual at Lobo sa ilalim ng pamamahala ni Congressman Ranie Abu. Kamakailan ay dininig sa kongreso ang House Bill No. 3750 na naglalayong maging “lone district” ang Batangas City kung saan ito ay ihihiwalay na sa iba pang munisipalidad na bumubuo sa Ikalawang Distrito. Minabuti ng grupo ng manunulat mula sa Balikas na hingin ang opinyon ng ilang mamamayan na maaaring maapektuhan kapag naipasa na ang nasabing Bill. Isa sa itinanong ng mga manunulat ay kung sang-ayon nga ba ang mga mamamayan mula sa ibat-ibang munisipalidad sa pagiging isang ‘lone district’ ng Batangas City. “Depende sa magiging desisyon ng nasa itaas kung alin ang makakabuti, pero kung sa akin hinde dahil magiging kumplikado at madaming panahon ang ilalaan bago pa man maaprubahan at kailanganin ng interpretasyon pa sa saloobin ng isang Batangenyo sa usaping ito”. Ayon kay Gng. Concepcion Villena, isang empleyado ng Gobyerno mula sa Batangas City. Hindi rin naman sumasang-ayon dito ang ilang estudyante mula sa Tingloy, San Pascual, Lobo at Mabini sapagkat mayroon silang iisang dahilan. Ayon sa kanila ang Batangas City ay ang sentro ng komersyo at dito nakadepende ang iba pang munisipalidad sa ikalawang distrito. Sa kabilang banda, si Gng. Angelica Delizo, isang ordinaryong mamamayan mula sa Bauan ay sumasangayon naman na ihiwalay ang Batangas City at maging “lone district” nang sa gayoy mabigyang pansin naman ang iba pang munisipalidad sa ikalawang distrito. “Sang-ayon ako sa paghihiwalay ng Batangas City sa iba pang sakop nito sa ikalawang distrito sapagkat hindi rin naman napagtutuunan ng pansin an aming munisipalidad ”. Ayon kay Gng. Eula Mariesse Umali, isang negosyante mula sa munisipalidad ng San Luis. Sa isang panayam naman kay G. Felipe Baroja, administrador ng Batangas City sinabi niyang hindi naman maiiwan sa pagunlad ang mga munisipalidad na ikalawang distrito sapagkat tutulong din sila para sa ikauunlad ng iba pang munisipalidad.| J. Operasyon ng BPOSS sa Lunsod ng Batangas, kinilala ng USAID pamahalang lunsod ng Batangas ang bagong Building Permit One-Stop-Shop (BPOSS) na naglalayong mapabilis ang proseso ng pagkuha ng permit. Matatagpuan ang lahat ng mga opisinang kukuhanan ng mga requirement para sa building at occupancy permit sa 2nd floor ng Gusali ng Kalikasan at Kapayapan. Ang mga opisinang ito ay ang City Planning and Development Office (CPDO), City Environment and Natural Resources Office (CENRO), City Engineer’s Office (CEO), Office of the City Veterinarian and Agricultural Services (OCVAS) at Bureau of Fire Protection (BFP). Sa halip na isa-isang puntahan ng mga aplikante ang mga naturang opisina, sama-sama

na ang mga ito ngayon kaya madali na ang pagpoproseso ng mga dokumento. Ayon kay City Engineer Adela Hernandez, lahat ng magpapatayo ng istruktura tulad ng residential, commercial, industrial o institutional buildings ay kinakailangang kumuha ng building permit. Ito aniya ay ayon sa National Building Code of the Philippines. Bago mabigyan nito, kinakailangang magkaroon muna ng Certificate of Zoning Compliance (CZC) mula sa CPDO, City Environmental Certificate (CEC) mula sa

CENRO at Fire Safety Evaluation Clearance (FSEC) para sa kumukuha ng building permit at Fire Safety Inspection Certificate (FSIC) para naman sa mga kumukuha ng occupancy permit mula sa BFP. Mayroong kaukulang form na kailangang punuan ng mga aplikante at mga requirement na kailangang isumite sa bawat tanggapan. Master’s tools (Notes on cynicism, labor, finance capital, and the art industry) By SARAH RAYMUNDO* THE current economic crisis under global capitalism is worsening at a speed that even its most shrewd and sneaky economic managers have not succeeded in slowing it down. But its cultural managers scattered in key institutions still talk of the existing order as if it were a result of some divine ordination. For them, the present can only be deemed as the end of a historical progression that has reached its ultimate peak so that an alternative vision can only be a threat to civilization. Of Progressive High Priests Nowadays, the pseudo-progressive is supposed to be that figure who is critical of pain and humiliation suffered by the poor. And misery’s main culprit? The current system’s mechanisms of exclusion that exposes poor people to all sorts of risks that it can only adapt or adjust to. In the pseudoprogressive’s head, there is nothing fundamentally wrong with the capitalist system. The problem is managerial in nature, and thus a matter of managing sensibilities of people who are not ‘similarly situated,’ as it were. Cultural high priests slam capitalism no longer for exploitation but exclusion, as though a break with the appropriation of surplus value had taken place at some point, unbeknownst to both capitalists and laboring people themselves. They concede that capitalism breeds risks and makes labor vulnerable to all sorts of abuses. But they won’t ever say that this risk-ridden system is founded on exploitation, that the economically vulnerable are in fact exploited; and that they form a class that still struggles for another economic system. They never paint the poor as a fighting class; and in a funny way, they sometimes refer to the beneficiaries of this exploitative system as the ‘non-poor.’ They scorn the word “victim” and prefer “survivor.” Why, after all, capitalist triumphalism posits that history ends here where capitalism reigns. By no means can it victimize anyone as we are bound to survive it forever. Cynicism’s Obscene Double There is a good deal of irony to be found in the cynic’s avowed mastery of the system’s social ills. It is a claim that comes with a strong warning against a belief that the same ills can be eliminated by collective struggle against the system. To back up their charge against revolutionary endeavors, cynics use constructions that are usually limited to caricatures of revolutionaries as an unthinking, state-power fixating, and personalitycult devoting bunch. For them, the history of socialism’s past defeats far outweighs the need to realize an alternative to a brutal world being run by corrupt and filthy rich functionaries. The obscene double of this cynical rejection of belief is the uncanny truth that the cynic believes more than anyone else in the system that s/he him/herself critiques. That is why the cynical impulse is as unmistakable as the naked affirmation of hegemony. In its full swing, cynicism in the art industry shifts the artistic question from “what can we make that is new” to “how can we make do with what we have?” (1) This so-called new “engine of artistic practice” based on innovation

Remembering the Revolt in EDSA THE People Power Revolt in EDSA is a culmination of long years of struggle by the Filipino people against the dictatorship. Unfortunately, the struggle, or the essence of it, got lost along the way after the ouster of Ferdinand Marcos in the last days of February 1986. The commemoration of the revolt every February 25 diluted the meaning of people power. And twenty-eight years after, those who benefited much from the uprising have forgotten the masses that made up more than 85% of the crowd that shielded the military and politicians who went against a sitting dictator. The administration has re-enacted the EDSA People Power Revolt in Cebu last Tuesday. Those who viewed the show were mesmerized by the spectacle which depicted the classic “salubungan” between the civilians and the soldiers. President PNoy was seen very excited during the re-enactment. In his message, he appealed to all Filipinos to keep the EDSA spirit alive. Whatever happened to the EDSA spirit? Where has it gone? Did the organizers of the re-enactment take it with them in Cebu? Did they leave any of it in Metro Manila? The importance of the uprising has become negligible through the years. And now that no official celebration was held at the historic monument, it seems that even the President has deliberately ignored the importance of the uprising. How can keep the EDSA spirit alive when the beneficiaries of the uprising chose to ignore it? Perhaps we need to look again at those who did not benefit from the uprising despite of their untold contributions to make it happened. The masses went to EDSA not only to oust a dictator but to claim their future as well. People rose up against the regime because they grew tired of living in poverty. They thought that ousting the dictator would give them fair chances at good life. However, they were wrong. Somebody else claimed the future after the dictator flew away. Now, they need to go to the street again and claim the future for themselves. The revolution in EDSA is not over yet. The EDSA spirit continues to cry out for a revolution because the majority of the Filipinos remain poor. It requires of us to continue working until those who toil the most have equal chances at good life. It demands us to rise up and dismantle the system of deprivation and oppression in our land. It tells us to remember that the February revolt is only an incident in the long struggle for a true revolution.|

Tagapagmana, naghabol sa lupang naremata (Huling bahagi) NARITO ang kasagutan sa kasong tinalakay kahapon.  MALI ang GSIS na humihiling na baliktarin ng Supreme Court ang desisyon. Hindi naman daw makatarungan ang naging desisyon ng korte. Kapag hindi raw binuksan muli ang kaso, magkakaroon nang malaking lamang ang kanilang kalaban dahil yayaman ito ng walang dahilan. Hindi rin makatuwiran sa batas ang mangyayari sabi ng GSIS. Isang hindi mababaling doktrina natin ay tungkol sa batas ng isang pinal na desisyon o ang tinatawag na “rule on finality of judgment”. Ang tangi lamang maitatama sa mga pinal na desisyon ay ang pagkakamali sa pagmamakinilya ng detalye (clerical errors) kung saan nagkakaroon ng desisyon na tinatawag sa latin na “nunc pro tunc”. Walang nagiging epekto sa pagbabago ng ganitong desisyon. Tama naman dahil kung may karapatan ang natatalo na umapela sa kaso, may karapatan din ang nananalo na makinabang sa pagiging pinal ng desis­yon ng korte. Dapat talagang magkaroon ng takdang panahon o oras kung kailan magiging pinal ang desisyon ng korte. Sa kasong ito, walang kahit anong sirkums-

tansiyang maipakita ang GSIS kung bakit dapat pagbigyan ng Supreme Court ang petisyong isinampa nito. Hindi simpleng pagkakamali sa makinilyadong detalye ang gustong mangyari ng kompanya. Imbes ay ipinabubuksan ng GSIS ang isang matagal na tapos na kaso. Hinihingi nito sa Supreme Court na hayaan magsumite sila ng panibagong ebidensiya na dapat ay isinumite nito bilang depensa noon pa mang nililitis ang kaso. Ang desisyong gustong baguhin ng GSIS ay hindi nga binaliktad kundi pinanigan pa ng Supreme Court. Ang gustong mangyari ng GSIS ay mapawalang-bisa ang isang desisyon na nanggaling sa korte, umakyat sa CA at umabot na hanggang Supreme Court. Hindi ito magagawa kung ipinapatupad na ang nasabing desisyon. Kahit pa sabihin na nakasalalay dito sa kaso ang pondo ng mga kawani ng gobyerno na dapat bigyang pabor ng batas. Kahit pa nanganganib na mabangkarote ang GSIS at wala na itong maibayad sa pensiyon ng mga kawani ng gobyerno, hindi naman nito puwedeng talikuran ang obligasyon nito sa batas. Ang pinag-uusapan dito ay tungkol din sa karapatan ng isang mamamayan (GSIS vs. RTC Pasig and Santiago, G.R. 175393; GSIS Lavina et. Al., G.R. 177731, December 18, 2009).|

Kahalagahan ng iskawting sa kabataan ANG mga leksyon na nakuha ng karamihan sa atin sa loob ng kilusang Boy Scout ay hindi mapapantayan pagdating sa sense of discovery at sa pagiging daring natin noon. Idagdag mo pa dyan ang disiplina ng pagiging isang kadete. Surefire winning formula talaga pag pinaghalo mo ang curiosity to learn at ang discipline as foundations ng ating pagkatao.  Opo. Sa pagiging isang Boy Scout nagsimula ang curiosity to learn ng karamihan sa atin. Hindi nawawala sa atin yan hanggang paglaki natin, hanggang mabuo sa atin ang sense of service. Di ba icon ng isang magandang pag-uugali ang imahen ng Boy Scout na umaalalay sa lolang patawid ng kalye? Hindi po ito kuwentong barberya. Para sa amin na kasapi ng Alpha Phi Omega, ang ideals ng isang Boy Scout ay patuloy na lumalagablab sa aming puso. Kahit kilalang tao ka na sa lipunan, hindi dapat mawala ito sa pamumuhay mo. Dito ka nagsimula noong bata ka, ngayong medyo nagkaka-edad ka na dapat mas mangingibabaw ang resulta ng mga leksyong maaga mo natutunan. Hindi po sa bandang katapusan nagsisimula ang paghahanda kundi sa simula. Adhikain man o sa pisikal nating buhay, applicable ang kasabihang ito. Sa mga parents dyan, get all the help you can para maging good citizen balang araw si Junior o si Bunso. Isa sa mga magandang option ay ang Boy Scout movement. Malay natin baka maging isang katulad ni VP Binay ang dating karga karga nating hijo.  Ang pagiging kadete naman ang nakakataas na level kesa Boy Scout kung paghubog ng ating personality at character ang pag-uusapan. Siyempre naman. Sa nagbibinatang edad naman kasi ‘to. Natunugan nyo ba kamakailan ang kuwento tungkol kay Manny Sundalo? Naging viral ang Facebook post na ito ni Gang Badoy-Capati, ang Founder ng Rock Ed Philippines. Sa mga di nakakaalam, ang grupo na ito ay kumikilos gamit ang rock music bilang sandata para sa pagbabago ng ating lipunan. Noong nahulog sa bangin ang Florida bus dun sa Cordillera, isa siya sa mga naghagilap ng anumang ayuda para maisalba lang ang mga alagad ng sining na lulan ng bus na yun. Ayon sa kuwento, maghahating gabi na nang tawagan nya ang isang “Manny Sundalo” na nasa kanyang phone directory. Showing the dedication of a

social advocate, tanging kalinisan lamang ng kanyang intensyon ang sinandalan nya during that critical moment. At di siya nabigo kay Manny Sundalo dahil pasibol pa lang ang araw na nagtapos ng mahabang gabi na yun ay narinig nila ang pagdating ng mga Philippine Air Force helicopter para sa isang medical evacuation ng mga biktima papuntang ospital. Nabigo man na maisalba ang buhay ng iba sa kanila, di naman siya nabigo na makita ang pagkatao ng isang Pilipinong handa magtulong. At sino si Manny Sundalo’t nakaya niyang pagbigyan si Gang Badoy-Capati? Hindi na siguro importante pa kung sino siya sa tunay na buhay. Sabihin na lang natin na dati rin siyang kadete.  Maraming leksyong dala ang kuwento ni Manny Sundalo at ako ay naniwala na sa pagiging isang kadete nya nahubog ang pusong handang magtulong. Baka nga much earlier pa, during his Boy Scout days pa malamang. Sa panahon ngayon kung saan ang mabibilis na pagbabago ay direktang umaapekto sa morale ng ating kapwa Pilipino, katulad na lang halimbawa ng mga pinaggagawa ng China sa mga Pinoy na mangingisda, ang sense of discipline at ugaling matulungin ay malaki ang magagawa sa pagkakaisa natin bilang isang lahi. Dito ko na rin nakikita ang impotance kung bakit kailangan talagang ibalik ang ROTC.|

That man “Datu” Elias B. Lopez I LEARNED from this year’s DATU BAGO AWARDS chair Guillermo “Willie” Torres, Jr. that one of the awardees in the forthcoming “Araw Ng Dabaw” is the late former Mayor Elias Baguio Lopez. Instinctively, I said: “It’s about time!” Indeed, it’s now long overdue for Davao City to pay tribute to that “great Bagobo” leader who pioneered the transformation of this city into what it is today. It was during his years when we started marking “Araw Ng Dabaw” and its varied activities like the “Mutya Ng Dabaw”, the “indak-indak sa kadalanan” street parade, the annual Datu Bago Awards that gives recognition to outstanding Dabawenyos. He launched the city’s anthem “Tayo’y Dabawenyo”. He made everyone mighty proud as a Dabawenyo. I was a reporter of the then weekly Mindanao Times. For one reason or another, I felt I was a favorite. He would invite me regularly to take the ride with him in his Toyota land cruiser service vehicle doing quiet rounds of the city even at daybreak. Only the two of us and a driver. Our usual breakfast was “sardinas” , “bulad” and rice, “hand-to-hand combat” style, meaning, no spoons or forks but eating with bare hands in the kitchen of his house at Juna Subdivision. He was the only pure blooded “Bagobo” native to become mayor of a melting pot of migrants coming from almost all provinces elsewhere in the country. But he was not a plain, simple “Bagobo” coming out of the boondocks of interior Calinan district. During his student days when going to the big city of Manila was then not fashionable and easy, he was the “provinciano” fiery, eloquent president of the much-touted student council of the University of the Philippines in Diliman, Quezon City where he got his law degree with distinction. In fact, it was from him where I learned that he was already a lawyer in Manila when specially summoned to come home to Davao because the Davao political leadership, then with the late Senator Landring Almendras at the helm, was in need of a young visionary to help. He came home promptly. The rest is history. When martial law was declared in 1972, I saw him up close agonizing for being denied his hard-earned mandate as city mayor that was kept hanging for a long time - a victim of the ravages of a regime that suddenly changed the rules of the game. He eventually got his fair recompense and served as mayor for several terms with great distinction. I knew him well not only during my stint as a reporter and journalist and a chronicler of how Davao City grew and transformed under him. When I later became congressman of the 1st district, he was congressman of the 3rd district with Cong, Nilo Maskarino in the 2nd. There in the halls of Congress, I witnessed closely his excellence and work ethic as a public official. Although coming from far away in the south, he was regarded by our colleagues as a leader with national stature. He was a low-back- swing golfer who enjoyed the company rather than worrying about the score. He was one who enjoyed more with Fundador brandy after a golf round with a get-together never complete without boisterous singing. He played the guitar with a booming voice that could wake up a sleeping neighbor or win a young girl's gullible heart. He had a heart ailment, got a bypass and told me once: "I'm almost brand new. I just had a recap", referring to old, spoiled tires betting new treads. Alas, he did not change lifestyles that led to his early passing. He was in a rostrum making a fiery speech to an audience one day when the end came. Indeed, that man Elias B. Lopez, a proud Bagobo, is a man to remember. I think he deserves more than just a Datu Bago Award. A bust monument in some pedestal in the heart of the city may well come close to really

Notes on cynicism, labor, finance capital, and the art industry and eclecticism is not exclusive to the art field. Parallel characterizations of the present such as “postproduction” and “the end of work” in “post-industrial” societies were constructed to primarily explain the crisis of monopoly capitalism. The consequences of these notions are enormously pernicious for the current understanding of the “working class” as a revolutionary class. Detour to Class Politics The aforementioned assumptions foreclose any possibility to see the working class as a class, and simply because they have disappeared in most capitalist societies in the West. If recognized at all in neo-colonial societies hijacked by client states, a contracted and diluted vision of the working class prevails. No longer seen as a class with a definite political program that will

usher in new relations of production, discourses on labor revolve around how to inhabit the existing capitalist system. Slogans that speak of the “inclusion to the excluded” and “fair wages to workers” hilariously paint a “classless” society made up of a multitude of economically vulnerable beings. Without reference to capitalist exploitation, any discussion of oppression and suffering of the poor closes in on itself, and can only project reconciliatory ideas for the exploited. It simultaneously suggests

the possibility of capitalism acquiring a human face, in which case, a construction of a safer capitalist system for everyone is pragmatically preferable than a system overhaul. This is why governments, NGOs and other humanitarian organizations are proud of their poverty reduction programs. As to why this is nothing more than a containment strategy is easily exposed in ways that the culture of liberal democracy would deal with other forms of oppressive structures. - To be continued -


BUSINESS 4P’s beneficiaries to undergo agri-business training MANILA – The Department of Social Welfare and Development (DSWD) on Friday said that some 50 Pantawid Pamilyang Pilipino Program (4P’s) beneficiaries in Tigbalag, Zamboanga City, were chosen as scholars of the “Kabalikat Farmer’s Training Program”. According to DSWD Secretary Corazon J. Soliman, the said program is in partnership with SM Foundation, Inc., Harvest Agribusiness Corporation, and the City Agriculture Office of Zamboanga. Soliman said the program was launched on Wednesday with the aim to provide a1l-week training for farmers in growing and maintaining their own vegetable gardens. “It will include lectures, demonstrations, and hands-on activities. They will also be taught on how to grow honeydew or melon, sweet corn, and other vegetable varieties,” she said. Under the program, scholars should have at least 200square meters of lot where they can apply what they learned. Aside from the 50 scholars, another 50 farmers and 20 agriculture technologist identified by the City Agriculture Office will also join the training. DTI's industry clustering approach in small and medium enterprises (SMEs) development, with its goal to improve quality and productivity through mechanization, grants micro and small enterprises (MSEs) state-of-the-art production and manufacturing facilities through the shared service facility (SSF) project. He came with his wife and had stayed in Davao City for a few days, including an island visit at the Pearl Farm Resort at the Garden Island City of Samal. What is interesting is his story about arriving in Manila and barely unpacking his travel bags when soon after, Typhoon Yolanda struck the Visayas. It was his baptism of fire of sorts. It's only now that he got the chance to shift from the humanitarian mode to his diplomatic role of promoting investments, business and trade relations. When I had a long chat with the ambassador at Marco Polo a few days ago, he struck as one so keen and interested about the on-going peace process in Mindanao. He said Canada will upscale its development assistance once the final peace settlement with the MILF is forged, he said. While I briefed him about the birth pains and other attendant difficulties expected with peace building and peace keeping, he was very optimistic about the future for Mindanao. During the annual inspection of all security guards at the SM Premiere in Lanang, Davao City last Saturday, he said that SM's vision for the once lowly "sekyu" is to transform their lives so that this child when asked about his father's work will proudly say: "Sekyu gyud" ("security guard no less"). Being one of the pioneering men of SM’s megabusinessman Henry Sy, Sr. from the early formative years of what is today one of the biggest conglomerates in Asia, Engr. Paule exudes authority but is by nature down to earth as he continuously raises the bar to attain the optimum standards of peace and security in every SM mall in the country. He has a human touch that warms the heart of every SM worker from a security guard, janitor, or a plain toilet cleaner. Last Saturday, some overeager security guard throughly cleaned the barrel of his shotgun the night before ready for Engr. Paule's usual strict inspection and wanting to make sure that the barrel was shiny and spanking without even some overnight moisture, he left a piece of cleaning paper to be removed the following morning. When called to quick formation, he forgot to do so. Of course, that did not escape Engr. Paule's close scrutiny. From his body language, he did not want the specific guard to suffer the consequence but for command responsibility to come into play. Another lesson learned from one whose waking hours are devoted to how to raise the bar and not being content with just "what is". Inspiring and instructive, no less.|

PAELLA Marinera or also known Paella de Morisco is one of several Filipino dish adaptation from Spain. Traditional versions consists of fresh seafood available at the time, commonly used are shrimp, crabs and mussels. Ingredients: 2 Cups rice 1 Cup shrimp 2-3 Blue crabs 1 Lbs Manila clams 2 Fish fillet 1 Lbs mussels 1 Onion 2 Cloves garlic 1/2 Red pepper 1 Can green beans 1 Tablespoon saffron flower 1 Teaspoon annatto powder 1 Tablespoon tomato paste 1/2 Cup canned tomato 1/2 Cup stocks from shrimp heads 2 Cups water Cooking oil Salt and pepper to taste Cooking Directions: Heat the oil in a large skillet over moderate heat and sauté the garlic, and onion. Stir in the annatto and mix well, then drop-in canned

tomato and cook for a few minutes. Add tomato paste and shrimp stock and bring to a boil. Stir in clams, crabs, mussels, shrimp and fish, season with salt and pepper. Cover and let cook for 5 to 7 more minutes or until seafoods are done When seafood is just cooked through, remove seafoods and leave the sauce on the pan. Add water, rice and saffron to the sauce. Stir, cover and cook until rice is tender, add more stock if needed. Stir in canned green peas and red or green pepper and cook for another 3 to 5 minutes. Put the seafood back to the pan or served it on top of the rice. Cooking Tips : Used canned diced, whole or fresh tomato. Used any seafoods of your choice. Seasoned with fish sauce for stronger taste..|

IPINAGKALOOB ng Batangas Provincial Rabies Control and Coordinating Council sa kinatawan ng Department of Education – Batangas noong Pebrero 20, 2014 ang 5 sets ng board game na Dogsville, isang laro na naglalayong magturo at makapagtaas ng kaalaman ng publiko, lalo na ang mga bata, tungkol sa nakamamatay na rabies. Ang laro, na nabuo bilang proyekto ng isang grupo ng mga estudyante mula sa University of Sydney sa Australia, ay sinasabing ang kauna-unahang “edutainment” (education with entertainment) material na nilikha para sa pagiingat laban sa rabies. Katulong ang mga international humanitarian organizations tulad ng European Union-Highly Pathogenic Human Diseases (EU-HPED), AusAid at World Organization for Animal Health, nagsisimula na ang produksyon ng Dogsville para sa

distribusyon ng libre sa mga bansa sa Asya. Ang laro ay kagaya ng mga tipikal na board games, tulad ng Snakes and Ladders, kung saan nakagagalaw ang mga manlalaro sa pamamagitan ng dice. Dalawa hanggang apat na grupo ang maaaring sumali sa laro na nagsisimula sa pagkakaroon ng bawat kasali o grupo ng isang tuta (puppy). Kinakailangan nilang gabayan ang tuta patungo sa bayan, habang naipapamalas ang pagiging responsableng pet owner, na nagbibigay bakuna, wastong pagsasanay at masustansyang pagkain sa kanilang munting aso.
