Batangas City gov’t belies report on property tax hike

THE CITY government of Batangas recently belied reports on the alleged “excessive” real property tax (RPT) hike effective from last month, saying such move was long overdue and within the legal mandate of the Sangguniang Panlunsod. “It has been 20 years since the last time Batangas City revised the market values of its lands, and it is only now that it has complied with the law in the form of an ordinance,” Judy Tumambing, city assessor, said.

She said the city council enacted Ordinance No. 20 Series of 2013, or An Act Providing for a City Code on Appraisal and Assessment of Real Properties in the City of Batangas, on Nov. 25, updating the fair market values of real properties for taxation purposes. “There was, in fact, no increase in the rates of real property tax, as this was only incidental to the revision of market values by making them

‘Kalingang Ala-Eh’, kinilala ng DSWD BATANGAS City – Muling ginawaran kamakailan ng Department of Social Welfare and Development (DSWD) Region IV-A sa pagdiriwang ng ika-63 anibersaryo nito, ang pamahalang lunsod ng Batangas ng Salamat Po Award bilang pagkilala sa mga pagkalingang ginagawa nito sa mga babaeng nasa krisis, pangangalaga sa mga batang may malnutrisyon upang maibalik ang kanilang kalusugan at pag-aangat ng kalidad ng buhay ng mga Sama-Bajaus na mga cultural minorities na naninirahan sa lunsod.

Ang lokal na pamahalaan ng Batangas City ang tanging local government unit sa rehiyon sa 20 Salamat Po awardees. Ito ay pagkilala sa aktibong partisipasyon at pagtugon ng lunsod sa pagpapatupad ng mga programa at serbisyo ng DSWD kung saan kabilang ang case management ng mga referred clients sa Regional Haven for Women, Supplementary Feeding Program at pilot implementation ng Comprehensive Program for the Sama-Bajaus. Balagtas mula sa dating watakwatak na terminal ng iba’t ibang bus na karamihan ay matatagpuan sa Diversion Road, Brgy. Mga punumbarangay, sumailalim sa barangay-based program and initiative orientation

ISANG malawakang pag titipon ng mga punumbarangay ang isinagawa ng pamahalaang panlalawigan, Pebrero 12. Layunin ng General Orientation on Barangay-based Programs and initiatives na ipaabot ang kaalaman at impormasyon sa hanay ng barangay ang mga programa, serbisyo at inisyatibong isinasagawa ng Kapitolyo sa ilalim ng administrasyon ni Governor Vilma Santos Recto. Sa nasabing okasyon, isa-isang ipina-abot ng mga departamentong may kinalaman sa pagpapaganap ng mga programa sa hanay ng Social Welfare, Nutrition, Education at Peace and Order. Ilan sa mga ito ay patungkol sa pagtatalaga ng mga opisyal de barangay tulad ng Barangay Health Workers, Barangay Nutrition Scholars, Day Care Workers, at VSR volunteers . Dahil sa katatapos pa lamang ng eleksyon sa barangay level, ilan sa mga nagiging usapin ay ang pagtatalaga ng mga nasabing mga tagapaganap sa kanilang kumunidad. Isa isang sinagot at binigyang linaw rito ang mga isyu sa pamamagitan ng pagbibigay ng presentasyon, kaalaman at oryentasyon mula sa mga opisyal na mula sa Provincial Social Welfare and Development Office , Provincial Assistance for Community Development, Provincial Health Office at Provincial Cooperative and Development Office. Isa ring binigyang-pansin ang pagsasagawa at organisasyon ng pagpapatupad ng mga batas na sasakop sa proteksyon ng mga bata at pagtatayo ng konseho para dito, pagkakaroon ng Violence Against Women and Children’s Desk at pagtataguyod ng Child Friendly Barangay. Sa kanyang mensahe ipinaabot ni Governor Vi sa mga punumbarangay ang kanyang pagsuporta at sinabi sa mga ito na patuloy at laging bukas ang kanyang administrasyon sa pagtulong sa pagbibigay ng mga proyekto sa ikauunlad ng kanilang nasasakupan. ‘3 key ordinances up for implementation this year in San Jose town’ - Briones SAN JOSE, Batangas – The municipal government here is looking forward for a better community and improved lived of its constituets as Mayor Entiquio M. Briones approved three ordinances passed by the Sangguniang Bayan last year that are up for implementation this year. Topmost among these ordinances is the “An Ordinance Supplementing the Market Code of San Jose, Batangas and Regulating the Sale of Fresh Meat, Fish and Vegetables and other Foodstuffs Outside of the Public Market”. It was passed last January 10, 2011. In this ordinance, it is prohibited to sell fresh meat, fish and vegetables and other food stuff outside the public market. This ordinance was implemented because if such selling of foods will be conducted within three hundred fifty (350) meters from periphery of the

public market, foods will be easily deteriorated. The second Ordinance was passed and will be implemented this year as Resolution No.456-2012 or the “Ordinance Prohibiting the Use and Sale of Plastic bags/plastic cellophane as Packaging/bagging materials and institutionalizing the use of Biodegradable container within the Municipality of San Jose, Batangas”. These ordinance aims to reduce, if not totally eliminate the use of the plastic film bags as packaging materials. It also encourages the utilization of alternative packaging materials such as woven bags, cloth bags, paper bags and other similar materials and at the same time enjoined the public to promote the “ Bring Your Own Bag” campaign. The third measure, Ordinance No. 050-2013 entiled “An Ordinance Regu-

la-ting the Operation of Motorized Tricycles for Hire and Granting of Franchise for the Operation Thereof Within the Territorial Jurisdiction of Municipality of San Jose and Providing Penalties Therefore, Amending for the Purpose Ordinance No. 016-2008” aims to protect the riding public. This was the third ordinance that was passed last May 6, 2013. The aim of this ordinance is to put the tricycle operation attune with the times and update the old ordinance passed by the former municipal councils. Sangguniang Barangay (SB) Secretary Cesar P. Batangas City gov’t belies report on property tax hike current,” Atty. Teodulfo Deguito, the city legal officer, said. Tumambing said that contrary to what former vice mayor Jose Tolentino had said about the RPT increase being illegal, this was actually based on Section 219 of Republic Act (RA) 7160, or the Real Property Taxation of the Local Government Code of 1991. RA 7160 mandates the LGUs, or local government units, to revise the market values of their lands every three years. Deguito stressed that the increase in market value, or the price determined by market forces, is beyond the control of the city government because it is when the buyer and the seller agree on a certain price for a certain real property. He described as baseless a statement issued earlier by Tolentino that the RPT increase from 200

percent to 1,400 percent was “excessive, inequitable, and confiscatory.” “How can it be ‘excessive, inequitable, and confiscatory’ when market values are dictated by market forces based on the development in areas concerned,” Victor Reginald Dimacuha (more known as RD Dimacuha), secretary to the mayor, said. “Even the assessed value is still far below the true market value because the Sanggunian had pegged the assessed value lower than the true and correct fair market value. He stressed that in the commercial area of Barangay Pallocan West, for instance, the true market value of a property is no less than P10,000 per square meter (sq m), but the RPT Ordinance listed it only as P3,500 per sq m for purposes of tax assessment. Also, the commercial properties

along P. Burgos St., which is home to the most expensive real properties in Batangas City, are only assessed at P11,000 per sq m, whereas their true market value is at P40,000 per sq m. Deguito said that even Iluminada Dimayuga, an official of the Bureau of Local Government Finance, in Region IV-A, had told a public hearing on the RPT Ordinance, on Oct. 2, that the proposed market values of the real estate in Batangas City are very low and do not reflect the true and correct current value of the properties there. “Due to the length of time—20 years—the market values of real estate have not been adjusted and, also, considering the effects of inflation of 3.5 to 4 percent per annum, it is natural that by making the market value of real estate current, the ordinary rates of

percentage of increase of taxes would not apply,” Deguito said. “The increase in taxes merely follows, as stated beforehand, the adjusted market values of the real estate.” Dimacuha said the taxes to be derived from the RPT increase shall be used in various development projects, such as schools, infrastructure, scholarships, the expansion of the EBD Health Card (which has over 20,000 holders), and other basic services for the city’s increasing population, which is seen to reach 394,000 by end-2014 from 178,000 in 1988. Tumambing said it took the Assessor’s Office three years before it came up with the new schedule of market values, which was submitted to and approved by the BLGF Region IV-A, and subsequently, was made by the Sanggunian as basis to lower the real property tax assessments.

The rhetoric–reality divide By BENJIE OLIVEROS PRESIDENT Benigno Aquino III reportedly called a Cabinet meeting after the Social Weather Stations (SWS) released the result of its recent survey showing that the unemployment rate rose to 27.5 percent, affecting an estimated 12.1 million Filipinos. Around 2.5 million Filipinos lost their jobs between September and December last year. President Aquino was reportedly baffled that while the economy grew by 7.2 percent, unemployment increased. This belied the Aquino government’s claim of pursuing “inclusive growth.” This is not surprising at all. In the more than three years of the Aquino presidency, there are a lot of issues where the government’s actions contradict the president’s rhetoric. Here are some of the more important issues where the rhetoric-reality divide is most obvious. 1. The Aquino government has been repeatedly saying that it is pursuing “inclusive growth” and that the Filipino people will feel the benefits of this growth soon. How could this happen when the major sectors that contributed significantly to this growth – real estate, renting and other business activities, including business process outsourcing – resulted in a mere eight percent increase in employment? Ibon Foundation revealed that: “Employment in real estate only increased by 2,000 (or 1.2% growth, which is probably statistically insignificant), in construction by 131,000 (5.9% growth) and in manufacturing as a whole by 38,000 (or 1.2%).” The Aquino government refuses to pursue an economic path that builds on the country’s industrial/manufacturing and agricultural base – through a combination of national industrialization, genuine agrarian reform and rural industrialization – to strengthen the economic foundation of the country and generate long-term employment. Instead, the Aquino government refuses to deviate from the export-oriented, import and foreign investment-dependent orientation of the economy. Adding to the woes of the Filipino people are the policies of the Aquino government that press-down wages and attack job security, as well as the privatization, deregulation, and liberalization program resulting in spikes in prices of basic goods, services, and utilities. 2. President Aquino has been delivering fiery speeches against corrupt officials from the previous administration to show its seriousness in stamping out corruption. Why does the Aquino government not run after its own officials who were suspected of being involved in irregularities? Why do those close to President Aquino merely receive reminders and are allowed to just leave government service instead of being investigated and held accountable? Why does the Aquino government reject calls to abolish the pork barrel system, which has been a source of corruption and a tool for patronage politics? President Aquino refuses to give up his own discretionary funds and the much-hated pork barrel still remains, albeit hidden, in the 2014 budget. 3. The Aquino government claims that it has been instituting measures to bring an end to impunity. Why do extrajudicial killings, enforced disappearances and other human rights violations against political activists and human rights defenders continue to be committed? Why do killings of journalists persist? Why has there been no conviction of high-ranking officials of the military and the government who were involved in these abhorrent acts? Why is the Aquino government dragging its feet in indemnifying victims of the Marcos dictatorship? 4. The Aquino government is accusing China of being like Hitler as it bullies other countries asserting claims to islands along the West Philippines Sea. At the same time, in President Aquino’s own backyard, the farmworkers of Hacienda Luisita who have supposedly been awarded the land are being

Messing around CONTRARY to what some senators want to impress, Ruby Tuason’s appearance before the Senate PDAF inquiry has not been beneficial to the public. She did not say anythich which the public does not know already. With or without her testimonies, members of public have formed their opinion about the issue. Instead, she just fed the insanity and mediocrity of the proceeding by towing the line of some self-proclaimed guardian of truth in the Senate. Her testimonies only bolstered the bullying that has been happening in the second highest branch of the government. It is unlikely that any legislation would be passed regarding the issue out of the investigation that the senators are conducting. The Senate inquiry on the PDAF scam is showing the quality of the officials that the PCOS machines had chosen during the last elections. The way the senators are handling the Napoles Affairs show the depravity of the institution which was once a hall of national patriots. The Senate of the Philippines has ceased to become an important institution. Infightings and intrigues among the senators have transformed the inquiry into a variety show at the expense of public interest. By praising the witnesses and extolling the quality of their testimonies, some senators have transformed the inquiry into a kangaroo court. They have preempted the investigation of the Office of the Ombudsman and convicted their fellow senators even before the charges are filed before the courts. The televised inquiries are annoying the public already.

It is not that the people are becoming tired of looking for the truth but that they feel that what is essential is for the Ombudsman to speed up its investigation so that trial could begin. Cases have been filed before the said agency for several months already. As of this writing, none of these cases have reached the courts. The Senate’s noontime show is retarding the patience of the people. It has exploited their sense of decency by putting into mockery their search for truth and accountability. People are beginning to see how irrelevant the Senate is in crafting important public policies. The Senate is badly messed up because its members have ceased doing their job. They have stopped passing important legislations. Given that they may inquire into almost about everything under the sun, they are duty bound to prioritize the passage of laws that ensure the public welfare. For instance, their slow action on the passage of the Freedom of Information Act manifests their lack of concerns for transparency and public accountability. They continue to ignore the need for responsive public policies. They are badly failing the people. They are showing low regard for the mandate given to them by the people. Expect for more televised variety shows from the Senate in the coming days. Hook in for more investigative entertainment from the Congress. Expect nothing more. We have all the right to see the best noon time show in towns. This is where our taxes go. |

Kasal sa isang bakla - 2 MATAPOS ang paglilitis, dineklara ng korte na walang basehan ang petisyon ni Dianne dahil base sa lahat ng ebidensyang kanyang ipinakita ay wala naman talagang “psychological incapacity” na napatunayan sa ilalim ng batas (Art. 36 Family Code). Pero pinawalambisa pa rin ng korte ang kanilang kasal base sa pagiging bakla ni Gerry. Hindi raw kasi ito nagtutugma sa pinasok niyang kasal na isang espesyal na kontrata sa pagitan ng isang lalaki at isang babae. Ayon sa desisyon ng korte, ang ginawang pagtanggi ni Gerry sa kanyang pagiging bakla ay isang pagtatago na maituturing na pandaraya upang makuha ang pagpayag ni Dianne sa kasal at sa ilalim ng Art. 45 (3) at Art. 46 (4) ng ating Family Code ito ay matibay na basehan upang ipawalambisa ang kanilang kasal. Tama ba ang korte?  MALI. Ipagpalagay man na totoong bakla si Gerry, hindi ito sapat na basehan para sabihin ng hukuman na dapat ipawalambisa ang kasal niya kay Dianne. Puwede lang ipawalambisa ang isang kasal kung ang “consent” ng isa sa dalawang nagpakasal ay nakuha sa pamamagitan ng pandaraya tulad ng pagtatago ng tunay na kasarian ng isang bakla o tomboy. Ibig sabihin, ang paglilihim at hindi ang pagiging bakla o tomboy ng isang tao ang dapat na basehan ng korte upang sabihin

na hindi talaga kusang loob ang naging pagpayag ng kabila sa kasal. Ang paglilihim ay hindi lang simpleng pagtanggi kundi isang malalim na paraan ng pandaraya. Kailangan na may kakambal itong masamang hangarin para manloko ng iba na dahilan kung bakit pumayag ang pobreng kabiyak na magpakasal sila. Sa ating batas, hindi sapat ang kabaklaan at ang hindi nito pagtutugma sa maayos na buhay may-asawa ng lalaki at babae para gawing basehan ng korte sa pagputol ng taling nagbibigkis sa mag-asawa. Kung sakali ay puwede lang itong gamitin bilang basehan para paghiwalayin ang mag-asawa sa ilalim ng Art. 55 (6) ng Family Code. Kaya ang dapat na petisyon ni Dina ay para sa legal separation. Layunin ng Saligang Batas na pangalagaan ang pamilya bilang isang pangunahing institusyon sa lipunan at ang kasal bilang pundasyon ng pamilya. May interes ang gobyerno at ang publiko para pangalagaan at patatagin ang mga institusyong ito laban sa pagkasira. Kaya kung may alinlangan ang korte ay laging dapat pabor sa katatagan ng kasal ang desisyon nito (Almelor vs. RTC of Las Piñas, G.R. 179620, August 26, 2008).|

Pag-ibig sa tinubuang lupa Aling pag-ibig pa ang hihigit kaya Sa pagkadalisay at pagkadakila Gaya ng pag-ibig sa Tinubuang lupa? Aling pag-ibig pa? Wala na nga, wala Di ko maiwasan balikan ang mga titik na ito ng tulang Pag Ibig sa Tibuang Lupa na isinulat noon ni Gat Andres Bonifacio nung Biyernes habang kinilala ng buong mundo ang kapangyarihan ng pag-ibig sa buhay natin. Yes, Valentine’s Day nga po nung Biyernes. Ngunit para sa akin ang pag-ibig ay hindi makasarili, ginagawang negosyo o nakasentro lamang sa mga makamundong kagustuhan ng lalaki’t bababe nitong makabagong panahon. Mas mataas na antas ng pagibig ang dapat mangibabaw sa atin, ang uri ng pag ibig na isinatula ng Ama ng Katipunan. Aling pag ibig pa nga ba ang hihigit pa sa pag ibig sa tinubuang lupa?  Bilang mga Pilipino, tayo ang inaasahang mangalaga sa kapakanan nitong bansa natin. Hindi po Hapon, Kano, Arabo o Intsik ang inaasahan ng bawat tao sa mundo ang siyang dapat manguna sa kaligtasan, kaayusan, kalayaan at ikabubuti nitong Pilipinas kundi tayong mga Pilipino mismo. Ayon pa sa makasining na pluma ni Gat Andres: Walang mahalagang hindi inihandog / Ng may pusong mahal sa Bayang nagkupkop / Dugo, yaman, dunong, katiisa’t pagod / Buhay ma’y abuting magkalagut-lagot. Opo. Buhay kung kinakailangan. The ultimate sacrifice para sa Inang Bayan. Yan po ang pinakamataas na uri ng pag ibig ang siyang hinihingi nitong bansa natin, kapag hinihingi ng panahon, from her sons and daughters. Pilipino lamang ang may karapatan na magmalaking siya ay isang Pilipino.  Maihahalintulad natin ito sa pag ibig natin sa ating asawa. Ayon sa aming Propesor sa National Defense College of the Philippines (NDCP) na si Dr Florian Alburo, maari tayo magkaroon ng economic security kapag ang taumbayan ay meron equal access sa local and global economy bilang mga consumer, entrepreneurs, investors o di kaya bilang manggagawa. Sa dami ng mga Pilipinong nagtratrabaho sa ibang bansa dito natin makikita kung gaano tayo kahalaga as individuals sa existence ng balance of power sa buong mundo dahil nga sa interdependence ng mga bansa para sa mga pangangailangan ng kani-kanilang populasyon. Malalim na joke nga ang “Sa bawat sentimo ng buwis, bawat Pinoy naging matulis.” Tulis as in sharp, hindi po tulad ng tulisan.  Sa larangang pang-ekonomiya kung saan naghahari ang may pera, sa pagiging matulis nating mga Pilipino tayo maaring makisali at makilahok sa global economy. Inuulit ko lang po na bigyan natin ng positibong definition ang katagang “matulis” bilang personal trait that can be likened to an arrowhead. Sharp po ang dapat na meaning. Madunong at hindi po tulisan katulad ng mga sangganong karakter sa wild wild west movies. Gawad Punonglunsod 2014, inilunsad sa Batangas City Samantala, inilunsad ng pamahalaang lungsod ng Batangas ang Gawad Punonglunsod 2014, Timpalak sa Pagandahan ng Sitio sa Barangay, noong Peb. 4 sa Batangas City Convention Center. Ipinaliwanag ni Oliver Gonzales, hepe ng City Environment and Natural Resources Office (CENRO), na hahatiin sa 10 clusters ang 105 barangay ng lungsod at magtatalaga ng mga kawani ng pamahalaang lungsod bilang cluster coordinators. Ayon kay Gonzales, tatlong criteria ang pagbabasehan sa pagpili ng mga mananalong sitio sa barangay. Ito ay kinabibilangan ng beautification (50%), materials recovery facility (MRF) operation (25%) at greening initiative (25%). In addition to this, during an interview with Ms. Donna Christine P. Banuelos, Executive Assistant at the Office of the Port Manager, she mentioned also about the status of the port utilization. The status of Batangas Port in terms of capacity is about 120% utilized for Phase 1 and 90% of utilization for Phase II vis-à-vis. According to her, Domestic Container Operations had an evacuation of empty containers last May and an emergency call last April making a total of 381 TEUs as of October 2013. Moreover, Banuelos also cite the updates regarding the International container operations. She stated that the Mercantile Ocean Maritime Co, (MCC), the intra feeder operator and fully owned by Mærsk Line commenced operation on January 2012, and still utilizes BCT. MCC has made a total of 52 calls to BCT for the year 2012 and made 50 calls from January to December 2013. The total international container volume handled is 11, 017, TEU or about 76% increased, as of December 2013 versus to the year 2012. The main consignees using BCT are Nestle Philippines, Epson Precision Philippines Inc., Stepan Philippines Inc., Keppel, San Miguel Corporation (reefer containers) / Royal Cargo, Schenker Philippines Inc., Steel Asia, Jugro, and Best Harvest (reefer boxes). The AG&P were able to have 85% built in facilities, because some of their warehouses are still under construction. The yards for their fabrication, their major business, are not done yet in their warehouse. While Vincent became more and more weary, torn between the urge to follow his wife or hold on to what he was fighting for. But soon after weighing things out, he decided to leave his quest, turned his back to the underground movement and followed the desire of his heart. For five years, with the help of the government’s Social Integration Program or what we now call Comprehensive Livelihood Integration Program (CLIP), the couple has received livelihood support. Now they embrace a totally free life. No more fears for their lives. But the story doesn’t end there at all. Father and son’s love Just recently, Jerry voluntarily surrendered to the government troops after ten years of wasted life with the NPA organization. At a young age, he regularly helped his father, a farmer and tenant of a copra farm in Pagbilao, Quezon while studying in elementary. As second of eight siblings, he shouldered the burden of earning for a living most especially when his mother passed away when he was just 16. In the middle of his battle from poverty, a neighbor approached him with an assurance that “joining the

Fun Run for a Cause at SM City Batangas AST February 8, more than 700 participants went out and joined the first ever fun run for a cause of SM City Batangas at the SM Annex Parking. SM employees, mall tenants and affiliates together with the community of Batangas City gathered together for a day of fun run in support of SM Cares Housing Project thru SM Foundation which aims to build atleast 1,000 disasterresilient houses for the Yolanda survivors in the Visayas region. It was a fulfilling day for everyone, being able to help and have fun running at the same time. After a quick warm-up, runners positioned themselves at the starting line for the 5K run from SM to Barangay Sampaga then back to SM and shortly after, top 3 finishers for male and female category were awarded a certificate of recognition. While all other participants get to enjoy also a tumbler giveaways. Over 70,000 fund was raised after the successful fun run turned over to SM Foundation for the SM Cares Housing Project. The 5k fun run dubbed as “Fun Run 2014 People for a Cause” was initiated by SM City Batangas employees for the benefit of the Yolanda survivors in coordination with the City Government of Batangas, TDRO, PNRC- TOP 3 finishers of the recently concluded Fun Run at SM City Batangas. CAMP GUILLERMO NAKAR – Between a raging heart and a nurturing human nature is a thin line that bridges the two and eventually creates a space for peace called—LOVE. This was exemplified in the life stories of two comrades in the underground movement who recently surrendered their firearms to the commander of Southern Luzon Command (SOLCOM) after realizing the futility of their armed struggle as former members of the CPP’s New People’s Army (NPA). Vincent, a native of Tayabas, Quezon narrated his journey, specifically on how his tiny spring perspective of life made a one hundred eighty degree turn. On the other hand, Jerry, 27, an energetic and promising youth of Pagbilao, Quezon shared how a word from his agonizing father led him back to the mainstream society. Love conquers rebellion Just as every son looks up to his Dad as a hero, Vincent’s father played a vital role in shaping his future as a young revolutionary. Born in a family who actively supports the NPA, he got a very good grasp about the movement at a very young age, most especially with the influence of his father. And as a growing kid, he then dreamed to be a full-fledged revolutionary. But for some reasons, his father opposed his dream of becoming one. This made him even more curious that later motivated him to pursue his plan to find out what was really going on inside the ranks of the NPA. At the age of 18, he joined the movement.

There he met Abby*, the woman who initially bear little sprout of precious life that eventually lit a beacon to their hazy path in the years ahead. Together they fought furiously for an ideology that has blinded them for years. Vincent rose from the ranks and became a squadron leader. But his position was not enough to safeguard her love for Abby. Their intense affection for each other continued to grow as they kept on fleeing from the military. And just as every couple dreams of, they wanted their love to be bound forever. But their choice to turn their back from legal authorities left them with no choice but to tie their knot in a ceremony administered by NPA cadres with few comrades. In 2008, Abby became pregnant. With sheer exhaustion from years of hiding in the mountains of Quezon, constantly transferring from one place to another, and fearing the future that awaits her child with the rebels, she then decided to return to the fold of the law. Unfortunately, Vincent was not willing to throw away the struggles they had for years and abandon the upheaval. A once passionate, but not really set in stone affair, started to crumble. Abby could not risk her child. She had seen a lot of lives wasted with false promises in the movement. She doesn’t want to give life to an innocent child and eventually lose it for nothing. She then ran away, anguishing over the possible loss of a father to her unborn child, and the

Ang unang limang batches ay mga kabataang magmumula sa lungsod ng Lipa at Mataasnakahoy at ang huling apat na batches ay manggagaling sa ibang mga bayan sa apat na distrito ng lalawigan ng Batangas. Lahat ng lalahok ay sasailalim sa limang araw na regimented schedule na magsisimula tuwing Martes at magtatapos ng Sabado sa pamamagitan ng isang misa. Ang Summer Youth Olympics naman ay ilalaan sa 1,000 kalahok na magmumula sa lungsod ng Lipa at Mataasnakahoy na may edad mula 5 hanggang 16. Isasailalim din ang mga ito sa age bracket group upang mas madaling makita ang potensyal ng mga bata. Ilan sa mga larong magiging bahagi ang basketball, volleyball, football at softball. Inaasahan na sa pamamagitan summer youth Olympics ay makakahanap ng mga kabataang atleta na maaaring hubugin bilang manlalaro upang makamit ng Pilipinas ang unang Olympic gold na matagal nang inaasam ng bansa. Nagpahayag naman ang mga ABC presidents ng lunsod ng Lipa at Mataasnakahoy na sina Atty. Virgilio Macasaet,Jr. at Jerry Reyes na susuporta sila sa naturang programa upang maisulong ang paghubog sa mga kabataan sa pamamagitan ng sports at pamumuno.| BHABY DE CASTRO
