Siya ay si Kristen Zaira Villamater Morales, 21 taong gulang, residente ng Arce Subdivision, barangay Kumintang Ilaya. Consistent Dean’s Lister at nagtapos na Cum Laude sa University of Sto Tomas. Nakakuha siya ng grade na 81.80% Mula sa 163 graduates na kumuha

Lipa Declaration: “PNoy, resign now! LIPA CITY -- IN an effort to be instrumental in national transformation, a group of religious leaders representing different denominations, people from various walks of life and varying political persuasions from across the country gathered together here, Wednesday, for a forum called for a so-called national transformation. The half-day forum was characterized by series of talks by representatives of the attendees that are summed up to a demand that President Benigno Aquino III step down from Malacañang because of his supposed failure to deliver on his promises of clean government. Aquino has two years left in his term. “[We] have lost all trust and confidence in President Benigno Simeon Aquino III, and we call upon him to immediately relinquish his position,” the Lipa Declaration stated. Copies of the said Declarationw as distributed to the attendees. “Far from preserving and defending the Constitution, as he swore to do when he assumed office, the incumbent President Benigno Simeon Aquino has subverted and violated it by corrupting Congress, intimidating the judiciary, taking over the treasury, manipulating the automated voting system, and perverting the constitutional impeachment process,” statement continued. “President Benigno Simeon Aquino III has also damaged the moral fabric of Philippine Society by bribing members of Congress not only to impeach and
remove a sitting Supreme Court Chief Justice but also to enact a law which disrespects the right to life of human being at the earliest and most vulnerable stages of their lives, in defiance not only of the constitution but above all of the moral law, the customs, culture, and consciences of Filipinos,” they added. A few years back, Pahayagang Balikas learned, the National Transformation Council (NTC) came into being as composed of religious leaders, private persons. The gathering gave way to the for the Council to be known by the public which the rallyists said will stand up against the most pressing challenges facing the country and fight for the common good. Former senator Francisco Tatad, who has no choice to make public his involvement in the council explained the role of the NTC under whose auspices the Lipa Declaration was drafted. In a program that followed, discussions on the role in the transformation efforts by different sectors were made public, with Ricardo Cardinal Vidal speaking in behalf of the Catholic Church. The role of the Muslim community was given by Dr. Kamil Unda while the participation of the Protestant movement was given by Rev. Arthur Corpuz. A few laymen were also vocal on their support of the council’s move. Archbishop Fernando Capalla, a former chairman of the Catholic Bishops’ Conference of the Philippines,
also discussed the role of the Catholic Church in the transformation efforts, particularly the EDSA 2 experience, which saw the ouster of then-President Joseph Estrada in 2001, and even an attempt to ask for former President Gloria Macapagal Arroyo’s resignation during the latter’s term. The most vocal of all prelates, Lipa Archbishop Ramon Arguelles, made the final call to action who appealed to Filipinos to act now on the country’s economic and social ills and not wait until it is too late. “We should not let the time go [to waste], otherwise we will be blamed in the future for failing to do something. It has always been in our history. We reform what needs to be reformed,” Arguelles said. Arguelles even said that it is not enough to change leaders as it is the system that needs to be changed. “If after these we next to go to Malacañang, then we will do it,” the prelate added. Among the signatories was the Alliance for Truth, Integrity and Nationalism or ATIN, whose convenor Ricardo Penson said the President “has lost his moral ascendancy” and “taken over the power of the purse” that he said rightfully belongs to Congress. Police nabs gun owner at checkpoint
MALVAR, Batangas -- At about 2:45 P.M. of August 25, 2014, personnel of Malvar Municipal Police Station led by Police Senior Inspector Gaudencio C. Aguilera, Chief of Police, conducted PNP checkpoint along Provincial Road of Brgy San Isidro, Malvar, Batangas. During the operation, one (1) Yamaha YBR125G 1CL1 motorcycle, color red, bearing plate number 1356WH was flagged down. PO1 Jayson G Galabayo and PO1 Gerry C Tolentino approached the driver verified as one (1) Jay-R Caguitla y Salazar, 23 years old, born on August 30, 1990, married, laborer, native and a resident of Brgy San Sebastian, Balete, Batangas. The driver was asked to present his driver’s license and the OR/CR of the vehicle which the latter failed to do so. Further, body search was conducted resulting to the recovery one (1) caliber 22 pen gun from his right brown pants pocket, two (2) live ammunitions and one (1) spent shell of caliber 22 from his possession and direct control. PO1 Galabayo and PO1 Tolentino apprehended the suspect and brought at said station for proper disposition. Recovered pieces of evidence including the motorcycle were under the custody of said station. Furthermore, suspect is presently detained at the Lock-up Cell. 82 sea turtle hatchlings, pinakawalan sa Corcuera CORCUERA, Romblon — Mahigit 80 sea turtle hatchlings ang pinakawalan kahapon ng umaga sa bayan ng Corcuera sa pangunguna ng mga Municipal Officials, Office of the Municipal Agriculturist at PNP personnel ng Corcuera Municipal Police Station. Pinangunahan ni Municipal Agriculturist Erwin Fabella, ang pagpapalaya sa mga batang pawikan na Green Olive Sea Turtles sa baybaying dagat ng Barangay Poblacion, Corcuera (Simara), Romblon. Ayon kay Fabella, noong unang araw ng Hunyo ng taong kasalukuyan ay namataan niya ang inahing pawikan sa baybayin ng Poblacion na nangitlog kung kaya’t tinulungan nya itong makalayo patungo sa dalampasigan upang di Makita ng mga tao. Ang lugar naman kung saan nangitlog ang pawikan ay agad niya umanong nilagyan ng bakod upang mabantayan o ma-monitor ang pagkapisa at paglaki ng mga ito. “Sa tantiya ko ay tumitimbang ng 80-100 kilos ang nanay ng mga pawikang pinalaya namin.Marami na kaming napapakawalang pawikan nitong mga nakaraang taon dahil na rin sa pagbabawal at pagmumulta namin sa mga kakain o manghuhuli ng pawikan sa aming bayan”, dagdag pa ni Fabella. Tricycle drivers at operators, tinuruang umiwas sa droga SAN JOSE, Occidental Mindoro –Higit sa 100 tricycle drivers at operators ang dumalo sa pagsasanay upang alamin ang iba’t ibang uri ng ipinagbabawal na gamot at paanong makaiwas dito. Ang pagsasanay ay isinagawa ng Philippine Drug Enforcement Agency (PDEA) Regional Office IV-B at ginanap sa San Jose Municipal Gymnasium kamakailan. Sa ilalim ng programang Ako, Responsableng Drayber Ayaw sa Droga, itinuro sa mga dumalo ang iba’t ibang uri ng ipinagbabawal na gamot at epekto nito gayundin ang nakapaloob sa Section Five, Six, 11 at 82 ng Republic Act 9165 o ang Comprehensive Dangerous Drugs Act of 2002 (RA 9165). Nakapaloob sa RA 9165 ang pagbibigay proteksyon sa mamamayan, lalo na sa kabataan, laban sa masamang epekto ng ipinagbabawal na gamot . Ang Section 5 ay tumatalakay sa parusang matatamo ng mahuhuling nagbebenta o magde-deliver ng ipinagbabawal na gamot. Nakasaad naman sa Section 69 ang kaparusahan sa sinuman na mangangalaga ng isang lugar na ginagamit na bentahan o lugar kung saan isinasagawa ang paggamit ng illegal na droga. Ang Section 11 ay tumatalakay sa kaparusahan sa mga mahuhuling nasa kanilang pagiingat ang ipinagbabawal na gamot. “Ang pagbibigay ng sapat na kaalaman sa ating mga drayber ay makakatulong ng malaki upang hindi sila magamit ng mga sindikato sa pag transport ng ipinagbabawal na gamot”, ayon kay Alfredo Lupig, Chief Administrator ng PDEA MIMAROPA at pangunahing tagapagsalita sa naturang pulong. Ang konstruksyon ng planta ay may dalawang phases kung saan ay pinalalawak pa ng DMCI ang kapasidad ng 600-megawatt Calaca Plant at dagdagan pa ang kapasidad nito ng isa pang 600MW. “Our informant said that they have been hiring undocumented foreigners for
a long time and Filipino workers are being maltreated. There were also reports of human trafficking,” pahayag ni NBIFLD Chief Atty. Daniel Daganzo. Ayon pa kay Daganzo, nakorner nila sa loob ng planta ang may 600 Chinese nationals na nagtatrabaho bilang technical staff, engineers, o kaya naman ay laborers. Nabataid pa na ayon sa intelligence information ng NBI at Bureau of Immigration ay mga Chinese sub-contractor
ang nagpapasok dito ng mga manggagawang dayuhan sapagkat madali silang makausap sapagkat ang mga engineer sa work site ay kadalasan ay mga Tsino. Sa paunang imbestigasyon, umabot na sa 82 sa kabuuang 260 dayuhang manggagawa sa planta ang naberipikang walang kaukulang dokumento o permisong magtrabaho rito. The Lipa Declaration ON August 27, 2014, people of different personal, professional, social and economic backgrounds and political persuasions and religious beliefs gathered in Lipa City to launch the National Transformation Council and sign the Lipa Declaration. Led by the pillars of the different faith communities in the country, the Lipa Declaration highlights the call for genuine national transformation and the establishment of a transitional government that will spearhead the necessary fundamental changes in the existing political, economic and cultural systems in the Philippines. It notes that a crisis of unprecedented proportions has befallen our nation as the life of the nation is in grave peril from the very political forces that are primarily ordained to protect, promote and advance its well-being, but which are aggressively undermining its moral, religious, social, cultural, constitutional and legal foundations. It decries the unbridled and unpunished corruption and widespread misuse of political and economic power in all layers of society which not only destroyed our common conception of right and wrong, good and bad, just and unjust, legal and illegal, but also put our people, especially the poor, at the mercy of those who have the power to dictate the course and conduct of our development for their own selfish ends. The Lipa Declaration calls for the resignation of President Benigno Simeon Aquino III who, far from preserving and defending the Constitution, as he swore to do when he assumed office, has subverted and violated it by corrupting the Congress, intimidating the Judiciary, taking over the treasury, manipulating the automated voting system, and perverting the constitutional impeachment process. It declares that he has lost the moral right to lead the nation, and has become a danger to the Philippine democratic and republican state and to the peace, freedom, security and moral and spiritual well-being of the Filipino people. But instead of calling for a new election for the replacement of President Aquino after he stepped down prior to 2016, the Declaration calls for the restoration of our damaged political institutions to their original status and form before we begin to consider electing a new government under normal political conditions. It welcomes the National Transformation Council’s
proposal to open broad public consultation on the need to modify and strengthen the presidential system or to shift from the unitary/presidential system to a federal/ parliamentary form, endowing such structure with: 1) A totally independent judicial department, free from any kind of intimidation or bullying by either the Executive or the Legislative Department, and with the sufficient wherewithal to clear the backlog of the courts and fast-track of all cases; 2) A merit-driven, professional civil and military service; 3) A totally transparent government budgeting, procurement, disbursement, accounting and auditing systems and procedures; and 4) An irreproachably independent and completely dependable electoral system, free from the virus that has corrupted the automated voting system since 2010. The Declaration strongly assails our failed electoral system and supports the Council’s position that until our electoral system is fraud-free, we should refrain from holding any farcical election. Insofar as the economy is concerned, the Declaration supports the proposal that with political reform, there must go hand and hand comprehensive economic reform consistent with the suggestion of Pope Francis that an economics of exclusion and inequality, coming from a misguided vision of the human being and of society harmfully acted upon through myopic laws, policies and programs should be rooted out. The Lipa Declaration is a call for social and political revolution. And as the National Transformation Council prepares to embark upon the necessary reforms, the people supporting the Declaration call upon the Armed Forces of the Philippines, as the constitutional “protector of the people and the state,” to extend its protective shield to the Council, and not allow itself to be used in any manner to undermine the Council’s purely transitional and non-partisan role nor to allow any armed group to sow violence, disorder or discord into its peaceful ranks. Propesyonalismo ng Pilipinong Kawal ILANG araw na ang nakaraan ay ipinagdiwang nating ang National Heroes Day. Ipinaalala sa atin ng selebrasyon ang pag-ibig ng mga bayani natin sa ating bansa. Sa wikang English, Patriotism. Ito yung uri ng pag-ibig sa tinubuang lupa na umaalab sa puso ninuman. Napakahalaga sa atin ito kung kaya’t sa gitna man ng rebolusyon ay isinatula pa rin ni Ka Andres Bonifacio ang tulang Pag-ibig sa Tinubuang Lupa. Mahaba ang tulang ito. Pero ang buod nito ay ang pagpapahiwatig niya ng kahalagahan ng pag-ibig na siyang nagbunsod sa kanila para umalsa kontra sa mga mananakop. Sino ba sa atin ang hindi napaluha sa sinabi niyang ito: Walang mahalagang hindi inihandog Ng may pusong wagas sa baying nagkupkop Dugo, yaman, dunong, katiisa’t pagod Buhay ma’y abuting magkalagot-lagot Sa modernong panahon, ito ang nasa puso’t kaluluwa ng Social Contract Theory. Ito ang theory na nagsasaad na merong kontratang namamagitan sa mamamayan at gobyerno. Nabuo ito nung aprubahan natin ang pagpasa ng Saligang Batas. Bilang interested party sa kontratang ito, meron tayong mga obligasyon na dapat gampanan. Ito yung mga hinihingi sa atin ng batas katulad ng pagbayad ng buwis, pagrespeto sa police power at pagbigay daan sa eminent domain – tatlong mahalagang functions ng estado para gumana ang makina ng pamahalaan. Kapalit nito ay ang proteksyon na binibigay ng pamahalaan sa taumbayan. Ang protesksyong ito ay nabubuhay sa pamamagitan ng pagkakaroon ng mga bumbero, pulis, sundalo, doktor, at mga dalubhasa sa iba’t ibang larangan upang mapangalagaan ang ating kalusugan, kapayapaan at pamumuhay.
Sa bawat pisong buwis na ating binabayad, halimbawa, ang kapalit nito ay sandamakmak na serbisyong ating tinatamasa. Pero minsan di natin nakikita ang mga serbisyong ito dahil karamihan sa atin ay inaanod ng maingay na kagustuhan ng iilan para sirain ang ating pamahalaan. Sino ba naman ang makakakita ng halaga ng sertipikasyon na ang bawat produktong gamut na mabibili natin ay hindi nakakalason? Nakikita ba ninyo kung gaano kahalaga ang irigasyon para tayong lahat ay may makain? Importante ba sa ‘yo na meron tayong mga tariff at customs law para mapangalagaan ang maliliit nating sari-sari store? Nangingibabaw sa atin ang kaisipang masama ang pamahalaan. Ito ang kaisipan ng lahat ng tao saan man sa mundo. Hindi tayo nag iisa dyan. Pero malayo ito sa katotohanan. Isipin natin kung paano natin matutulungan ang ating gobyerno nang sa gayon ay makatulong tayo sa kapwa nating Pilipino. Tunay na maipagmamalaki ng ating mga kababayan ang katapangan at propesyonalismo ng ating mga kasundaluhan. Siguro nabalitaan ninyo na ang kalagayan ng ating mga kasundaluhan sa Golan Heights na kung saan ngayon ay in a stand-off with Syrian rebels dahil gustong pasukuin ng huli ang ating mga kasundaluhan, pero tunay na matapang tayong mga Pilipino. Ito ay ipinapakita sa paninindigan ng ating mga kasundaluhan na kahit mayroong banta sa kanilang buhay, ay handa nilang harapin ito upang patunayan nila sa buong mundo ang propesyonalismo ng kawal Pilipino. Sa paninindigan nilang ito ay naitaas natin ang respeto ng buong mundo sa ating mga Pilipino. Ito ang tatak ng tunay na bayani na maaari nating maipagmalaki bilang isang Pilipino!|

“Why not wipe out the MILF rebels”? I SAT over a few bottles of SanMig light a few nights ago with a friend who just arrived from abroad. He asked several pointed questions about the still on-going MILF peace talks: why can't the military just wipe them out? Why compromise or give in to the demands of armed rebels when they should instead be made to answer for rebellion, taking up arms and violating the laws? Why are they allowed to establish camps that defy government? Why are they getting concessions more than those given to others who generally remained peaceful and law abiding? Does this mean that others will have to first take up arms before they get equitable attention and benefits? Why engage in peace talks with them, in the first place? Interesting and thought provoking questions indeed. ERAP’S WAR POLICY --- I answered him by anecdotal recollections. President Erap Estrada during his incumbency declared all out war against the MILF, attacked and overran rebel camps in 2000. In fact, President Erap's popularity rating reportedly went up due to his iron fist Mindanao policy against the rebels. Indeed the main MILF camp, the famous Camp Abubakar fell into AFP control. Many rebels were killed; their commanders were on the run. But when the smoke of war cleared, the MILF was still around. Although badly bruised, it still remained intact. They just moved to other camps and re-grouped their forces. They still retained the support of their Bangsamoro constituencies. Their rebellion continues to this day, although prospects of a negotiated peace and the ceasefire have momentarily quieted the guns of war. COST OF WAR --- I told my friend that the question that always begs an answer is this: what is the cost of war? And is it worth it? I explained to him that the “cost” referred to here is not only in terms of the peso cost of the conflict (bullets, bombs, armaments, logistics, etc) but the more unquantifiable, real SOCIAL COST on civilians whose lives are destroyed, disrupted, damaged due to conflict and fighting. The answer to this question surprised my friend. Unknown to him, about one million (yes, 1,000,000) Mindanaoans were directly affected by the Estrada war policy. Thousands of families were displaced and their normal lives disrupted, including the actual loss of lives of both soldiers rebels and civilians caught in the crossfire. This is not to mention the irreparable damage to the island region, now still being perceived as a war-zone and a troubled land to the outside world. The extent of the damage of the Estrada war policy was so extensive and deep that during my whole nine (9) years in Malacanang in the Arroyo administration that followed , the healing of the wounds of war and the normalization of lives and the return and rehabilitation of those displaced continued to be a high priority task of the Mindanao agency I headed. Again, during the Arroyo administration, the AFP went on an offensive and dislodged MILF guru Hashim Salamat and his forces from his hideaway in Buliok, Pikit in the periphery of Liguasan Marsh. The MILF again suffered heavy casualties and dispersed in various directions. The civilian population suffered the most. When I left government in 2010 or about 10 years after the first offensive, it was an unfinished task; the work to help those who suffered the so-called collateral damage of war was not yet fully done. Up to this day, we still ask the questions: did the war policy quell the rebellion? Despite its obvious superiority, did the government win the war? Was the social cost of war worth the outcome? Is the military solution the answer? Yes, we need the AFP to periodically remind the rebels that they cannot continuously operate with impunity. In fact, such military offensives are also "incentives" for the rebels to stay the course in the peace process. It also served as a stern warning that walking away from the negotiating table could bring peril to them and to their cause. But, can this bring lasting peace? We know the answer. ALL-OUT PEACE ---Here’s another cogent recollection I shared with my friend. I recall when President Arroyo took over from President Estrada in 2001, she immediately reversed the Erap all-out war policy and enunciated the policy of all-out peace and the primacy of the peace process. Among the first things PGMA did upon assumption right after Erap left Malacanang was to issue a Letter of Instruction, which laid down the framework of the pursuit of peace through negotiated settlement. It was to pick up from where President Ramos left off. I was her first chief negotiator to put back on track FVR's peace initiatives with the MILF. RE-STARTING TALKS --- I cannot forget that day in 2001 when I first entered an MILF controlled territory somewhere in the boundary of Maguindanao and North Cotabato. Immediately after I got the marching orders from PGMA to “re-start” the peace talks, I brought relief assistance to thousands of evacuees, mostly MILF families. It was also to give me “cover” for my secret, exploratory, informal face-to-face meeting with an emissary of then MILF Chairman Hashim Salamat. I remember meeting him who was wearing a bull cap inside a dark, small hut with all windows shut. I can’t recognize him if I meet him again. The late Ustadz Salamat’s favorite nephew, the late businessman Ebrahim “Toto” Paglas, my close friend , brokered the icebreaker. Former AFP chief of staff, Gen Hermogenes Esperon Jr., then a colonel and brigade commander in North Cotabato refused to let me go alone and volunteered to escort me but he had to shed off his military uniform to disguise as my civilian companion in a hostile territory. 200 MW new renewable energy sources to be tapped in Mindoro CALAPAN CITY – Almost 200 megawatts of electricity from renewable energy sources can be developed or tapped within Mindoro Island this year. Said energy sources can very well help lessen the potential power problem of the country by 2015. This was seen by the Department of Energy (DOE) as it highlighted the potential capacity in the local power development plan that was presented by the department to Oriental Mindoro Electric Cooperative, Inc. (ORMECO) during the recent annual general membership assembly conducted by the said power cooperative. “The Mindoro Island Power Development Plan (MIPDP) highlighted the potential energy sources and prospective plans for the improvement of energy facilities and services in the region,” the DOE officials explained in a statement released here over the weekend. Accordingly, the plan showed that the island has 47.1 MW power projects
that can be developed using hydro and ocean technologies; as well as 151.2 MW using biomass. And once developed, these capacities will add to the 189.3 MW renewable energy projects that have already been awarded by DOE to independent power producers (IPP) through ORMECO. Besides renewable energy, Mindoro also has the capability to produce 76.36 billion cubic feet of gas should exploration works within Service Contract 53 succeed. As an off-grid area, Mindoro is being served by National Power Corporation’s Small Power Utilities Group. The government plans to link the island grid to the country’s main grid through a plan to have an interconnection line from the province of Batangas. The interconnection project is targeted to be completed by 2023, according to the Energy department. “Once completed, the island will be part of the Luzon grid therefore making the
region independent from missionary electrification subsidies,” the statement added. The power development plan for Mindoro serves as one of the pilot initiatives of DOE to establish energy independence across all regions in the country. “The Mindoro Development Plan is an effort shared by the people of the two provinces – Oriental Mindoro and Occidental Mindoro,” the statement quoted Energy Undersecretary Raul B. Aguilos as saying. “Careful energy planning and strategies are essential methods to secure the island’s growing industries and stir it towards progress,” he added. Similar plans are being formulated for other off-grid areas like Palawan, as well as major parts of the Visayas. “Why not wipe out the MILF rebels”? Ermita shook hands with MILF's Kagi Murad in Kuala Lumpur signaling revival of peace talks. After 3 months, I signed in June 2001 in Tripoli, Libya as chief negotiator, the landmark Agreement for Peace that served as the framework and roadmap in the subsequent conduct of peace negotiations. By the way, it was in that Tripoli trip when I met face to face with the late strongman Moammar Khadafi in his desert tent in Sirte. (Of course with his pet elephants trucked in by container vans in the background served as fascinating props.) DEFEATING REBELS --- One poignant event during my work in the Arroyo government also stood out that I also considered instructive as I pondered on those questions posed by my “balikbayan” friend. I related to him what happened during a Malacanang highlevel closed door, command con-ference of the security sector. One Army general was a bit candid about his reservations on a ceasefire mechanism with the MILF, which we discussed. He was describing it as unfairly tying the hands of the soldiers while they fought the rebels. I sensed it was a common sentiment among the uniformed participants. To cut him off, an exasperated high official snapped a question: "Tell me honestly, General. Can you and the AFP decisively and militarily defeat the MILF? If your answer is in the affirmative, there's no more need for this meeting!” The Army General did not answer. No one in the room stirred. After
a while of silence, the high official merely said: “I hear none. The answer is clear. Let us now proceed.” I pondered for a while on the significance of what took place. Many years passed and up to this day, that episode kept coming back. It was a reality check. It simply taught me that force of arms does not and cannot extinguish the Bangsamoro grievances; that the root causes of rebellion must be addressed; that a negotiated settlement is the way forward. WHY TALK PEACE? The inevitable question that my friend asked was: why hold peace talks, in the first place? Well, here are a few of my thoughts that I passed on to him: First, government recognizes that the rebel group has valid grievances that must be addressed and redressed; Second, government being on a high moral ground must be ready to grant concessions to address those grievances; Third, improving the lives of the affected constituencies, especially those deprived, is key; Fourth, government cannot decisively defeat the organized rebel group in armed combat without great social cost to the general population; Fifth, peace engagement with mainstream rebels who are willing to negotiate can isolate the extremists and the radicals; Sixth, the government due to its superiority can win battles but it cannot win the war unless it wins the hearts and minds of those who had suffered
injustices and exclusion; Seventh, social cohesion or understanding amongst diverse groups in Mindanao and their acceptance of their respective diversities and differences help bring about peace; Lastly, peace through a negotiated settlement, al-though difficult than conve-niently and easily pulling the triggers of war, is more desir-able, durable and sustainable. TASK NOT EASY -- The work for a negotiated peace settlement is not the prover-bial “walk in the park”. Accommodating the aspirations of those who have already for-saken normal processes of redress and to be done by government that must adhere to those processes (like the Philippine constitution that the rebels disavow and reject) is not an easy task. CRUCIAL --- If crafting an agreement is already that difficult, how much more if we talk about IMPLEMENTATION? Indeed, the most crucial is HOW TO IMPLE-MENT what has been signed and to meet the high expectations of all. I've seen it up close with the 1996 peace agreement with Nur Misua-ri’s MNLF that up to this day is still troubled by implemen-tation issues. In the case of the present agreement with the MILF, we are still not there. As of today, we are still awaiting the release by Malacanang of the final draft of a bill that if passed by Congress can get us going.
When a president makes a rubber stamp out of the legislature, and clips the powers of the judiciary, he must be doing it for something. To get ahead of the game in which he deems he is almost losing? And dictatorship through a term extension is a way to win as if People Power I, or the French Revolution for that matter, never happened? And of the too early birds that double up as late comers in this regime’s self-serving analysis of social
dynamics, they are taking too long to realize the potential and actual fruits of Aquino’s brand of reform. Rubbish. Lately, the Aquino regime reveals itself as not having the game under its own skin. It hardly even knows its practical way to the game’s future, much less, a sense of history of the game. What is more castrating than failing to embody the game that one claims to be a family legacy? But who’s gaming? To be continued -
