EPIRA to blame for power woes not implementation THE problem is not the proper implementation of the Electric Power Industry Reform Act (Epira) but the law itself. According to research group IBON, the Epira, by design, actually allows private power firms to impose the most profitable rates on electricity consumers. The research group issued this statement after various business groups and foreign chambers released a paid print advertisement urging the national government not to amend the Epira, saying that the failure to properly implement the law is the problem. The statement also called for a stakeholders meeting to address the various problems in the power sector. According to IBON, with the Epira facilitating the complete takeover of a handful of local and foreign businesses in the power sector, the deregulation of generation costs makes it easy for firms to abuse power consumers with exorbitant rates. The recent wholesale electricity spot market (WESM) controversy wherein Meralco sought what could have been an all-time high increase in power rates has clearly shown how privatization and deregulation under Epira created a conducive environment to profit from high

power rates. According to IBON, the law creates favorable conditions for collusion and manipulation of supply and fixing prices by a handful of power players controlled by the same Filipino and foreign business groups. The group added that with EPIRA, private corporate profits are given absolute priority over consumer welfare and economic development, while government steps aside. However, low and stable electricity charges are necessary to safeguard the welfare of poor consumers and support domestic industry especially small and medium Filipino enterprises which are still developing. The research group stressed that power is a vital and strategic utility and not a commodity for private firms to profit from. The latest controversy facing the power industry, plus the impact of Epira on power consumers and on national development are enough reasons to stop and reverse the privatization and deregulation of the electricity industry. Jesus Gatchalian at ng ibang mga lokal na opisyal sa isinagawang joint meeting ng Provincial Peace and Order Council (PPOC) at Provincial Disaster Risk Reduction and Management Council (PDRRMC) sa bayan ng Laurel, Batangas, Hunyo 19. Ayon kay Fidel, ang mga inaakalang jueteng sa Batangas ay loteng o bookies o iyong iligal na operasyong nangungobra ng taya pero walang sariling bola, sa halip, ang winning numbers ay isinusunod lamang sa regular na bola ng Small Town Lottery (STL) para magmukhang legal ang operasyon. Ang pagbibigay ng panahayag na ito ni Fidel ay bilang tugon sa mga katanungan ng mga punumbayan na nagsidalo sa nasabing pagpupulong. Sa mga LGUs, pinakamaraming naitalang krimen sa Lunsod ng Lipa, kasunod ang Lunsod Batangas, bago pa ang Lunsod ng Tanauan; samantalang sa mga bayan naman ay nangunguna pa rin ang bayan ng Sto. Tomas. Crime Rate vs. Solution Efficiency Ayon pa rin kay Fidel, nananatili pa ring mas mababa ang average crime rate ng Batangas na 16.58 kumpara sa 19% average crime rate ng Regional Headquarters, at 36% naman sa national level. Naitala rin ang pababa ng Crime Clearance Efifciency na 10.36% at Crime Solution Rate na 9.1%. Sa buong rehiyon, nangunguna sa Crime Rate ang Cavite, sinundan ng Laguna at Quezon. 2nd lowest ang Batangas, sunod sa Rizal. Samantalam sa Solution Efficiency, nangunguna naman ang Laguna, Rizal, pangatlo pa ang Batangas na sinundan ng Quezon at Cavite. Kung ang Cavite ang nangunguna sa crime rate, siya pa ang pinakababa sa solution efficiency; samantalang Laguna na pangalawa sa pinamaraming kaso ay nangunguna

naman sa solution efficiency. Ayon kay Gen. Gatchalian, ito’y pagpapakita lamang na seryoso’t masisipag ang mga pulis sa Laguna kumpara sa mga pulis sa ibang lalawigan sa rehiyon. Ang lalawigan ng Batangas ay may 1,900 pulis lamang para sa 2.5 milyong populasyon kaya lumalabas na ang isang pulis sa Batangas ay para sa 1,252 katao. Pregnant NPA amazon arrested, given medical care CAMP GUILLERMO NAKAR, LUCENA CITY- A three-month pregnant New People’s Army amazon was captured at Brgy. IlayangIyam, Lucena City by virtue of an existing warrant of arrest for the crime of murder and brought to Camp Nakar Station Hospital for proper medical care last night. The pregnant amazon, Maria Maridel R. Torres aka Arriane Perez, a political instructress of Southern Tagalog Regional Party Committee is given medical attention by SOLCOM’s medical team due to continuous bleeding. “Her rights will be respected,” said SOLCOM Commander LTGEN CAESAR RONNIE F ORDOYO AFP, “She will be given with proper medical attention and will be treated well.” Troops from the 2nd Infantry (Jungle Fighter) Division and Quezon Police Provincial Office apprehended Torres by virtue of warrant of arrest issued by Regional Trial Court Branch 65 in Infanta, Quezon. Torres has been hospitalized at the Quezon Medical Center five days before her arrest due to her condition. LTGEN ORDOYO said all moral and appropriate support will be extended to every rebel who is willing to go back to the folds of the law to completely abandon the armed struggle and continue exploring peaceful settlement with the government.|

Lalaking tambay, tinamaan ng ligaw na bala LUNSOD NG TANAUAN, Batangas – Isang tambay na lalaki sa lunsod na ito ang napaulat na naging biktima ng ligaw na bala nitong nakalipas na linggo. Kinilala ng otoridad ang biktima na si Carlito Baldeston y Flores, 39 taong gulang, tubo at residente ng Poblacion, Brgy 7, sakop ng lunsod na ito. Sa imbestigasyon ng pulisya, nabatid na bandang alas-12:45 ng hapon, habang nakaupo sa isang mono block chair sa kanilang kusina, nang biglang may animo’y bumagsak sa kanilang bubong na tumagos paibaba at nag-iwan ng sugat sa kaniyang braso. Kaagad na isinugod ang biktima sa CP Reyes Hospital upang malapatan ng karampatang lunas. Nang isailalim sa X-ray, nabatid na naiwan pa ang bala sa kaniyang kaliwang braso. Kaagad namang nagsagawa ng masusing imbestigasyon ang pulisya, binisita ang lugar ang pinangyarihan ng insidente at nag-usisa sa mga kapit-bahayan. Hanggang sa sandaling sinusulat ang balitang ito, patuloy pang ginagamot ang biktima samantalang hinihintay lamang na maalis sa braso niya ang bala upang madala kaagad sa regional crime laboratory sa Camp Vicente Lim sa Canlubang, Calamba, Laguna.|

‘Calabarzon Help Me Caravan’ aids 500 Angono child workers, parents ANTIPOLO CITY, Rizal -- About 250 child laborers and 250 parents received various goods through Help Me Service Caravan organized by various line government agencies of the Calabarzon Child Labor Free Committee at Sitio Silihan covered court, Barangay Mahabang Parang in Angono, recently. The Help Me Caravan with the theme “Batang Malaya Proteksyunan, Child Labor Labanan” was highlighted by the distribution of various goods such as bags, notebooks, umbrellas, school materials, slippers and food items for child laborers and parents in the area. The activity was also held in line with the recent World Day Againt Child Labor observed every June 12. “Help Me” as conceptualized by the group stands for Health, Education, Livelihood, Protection-Prevention-Prosecution & Monitoring and Evaluation. Department of Labor and

Employment (DOLE) 4A regional director Zenaida Angara- Campita said during the program that Calabarzon Region is ranked second in the Philippines with the most out of school youth and youth laborers. "While children are allowed to do small amounts of light labor such as house chores, it is a right for the children to be in school or play. Children are also prohibited to perform tasks which are physically and mentally hazardous and which may be a threat to their well being," Campita said. Commitment of support to intensify campaign against 'cocolisap' launched in Quezon LUCENA CITY, Quezon --Presidential Adviser for food and security and agricultural modernization Sec. Francis “Kiko” Pangilinan and Department of Interior and Local Government (DILG) Sec. Mar Roxas led the signing of commitment of support to intensify the campaign against coconut scale insect infestation in the province of Quezon. The signing of commitment of support, held June 10, 2014 at the Bulwagang Kalilayan, is part of the “Konsultasyon Kontra Cocolisap” was organized jointly by the Presidential Adviser for Food Security and Agricultural Modernization, Philippine Coconut Authority (PCA) and the provincial government of Quezon. Municipal mayors, agriculture officers from the different towns/cities in Quezon

province and other stakeholders attended the significant activity. Sec. Pangilinan presented the operational plan to further fight cocolisap which affected about 1.2 million coconut trees in the Philippines with CALABARZON as one of the hardest hit. During the consultation with municipal agriculturists, the Philippine Coconut Authority (PCA)-4A noted that in Quezon Province as of June 2014, about 335,091 coconut trees were affected by coconut scale insect, likewise affecting about 2,000 farmers. PCA along with the provincial government has taken steps like spraying, pruning, trunk injection and implementation of bio-control program. As of June 5, 2014, about 19,232 coconut

trees have been treated from infestation. PCA-Quezon is targetting to treat 6,000 coconut trees daily in the province starting June 20 to August 2014. In addition, the national government and the local government of Quezon will intensify the massive campaign against ‘cocolisap’ specifically in the municipalities affected of Sampaloc, Mauban, Polillo and Alabat, Tayabas City, Sariaya, Candelaria, Tiaong, San Antonio and Dolores, Quezon. The provincial government under the leadership of Gov. Suarez had been implementing several programs in the province to fight coconut scale insect infestation like the creation of a task force called Scale-Insect Provincial Action Group.| RUEL M. These are vast tracts of land, which were appropriated by a few elite families of big landlords. Also, these lands were supposed to be covered by agrarian reform programs of various administrations. Thus, farm workers in these haciendas are called agrarian reform beneficiaries. They are, in fact, holders of more than one certificate identifying them as beneficiaries such as Emancipation Patents (EP), Certificates of Land Ownership Agreement (CLOA), and Certificates of Land Transfer (CLT). Ironically, they are currently engaged in a fierce and bloody land struggle. And these land struggles intensified under the administration of Pres. Benigno Aquino III and the Comprehensive Agrarian Reform Program and its “Extension with Reforms” (CARP and CARPER) because whatever gains the farmer workers got are being reversed. Prime lots in Hacienda Luisita are being fenced off by the Cojuangco-Aquino clan; Hacienda Looc is being claimed by a big real estate developer; and Haciendas Arloc and Ilimnan are being claimed by the governor of Negros Occidental. These are not isolated cases. Land struggles are happening not just in the abovementioned haciendas but all over the country. Hacienda is the Spanish term for vast landholdings devoted to cash crop agricultural production. These were first established during the last one hundred years of Spanish colonization with the opening up of Philippine ports to world trade, which replaced the galleon trade between the country and Acapulco of earlier years. Ownership over the lands covering these haciendas, which were grabbed from indios (Filipinos) by friars and Spanish colonizers, were passed on to the descendants of the Spanish colonizers or sold to other landed families. Other landed families grabbed their lands from those supposedly owned by the government and forests cleared for planting by peasant settlers. The CARP was enacted in 1988 and was supposed to end after ten years. It has been extended several times and has been under implementation for 26 years already. The CARP’s appendage, the CAPRER, is supposed to end this year and the Aquino administration declared that it would push for its extension for another two years. If the Congress does approve its extension, it would be the longest-running agrarian reform program of any administration in Philippine history, spanning almost three decades. But did it make a dent in the problem of landlessness in the country? The fact that farmers and farmworkers are still engaged in fierce and bloody land struggles, and these struggles are still intensifying belie official claims that the CARP and other previous government agrarian reform programs have resulted in the emancipation of the peasantry. If the CARP has not addressed landlessness, why then is it being extended? That is exactly the point. The fact that the CARP does not threaten the landholdings and the monopoly of landlords, who dominate Congress and the Aquino administration – President Aquino himself is being called a haciendero president by progressive peasant organizations – is the very reason why it has been extended several times already. The problem of landlessness, in a country that is not industrialized – its manufacturing sector limited to producing low value-added semimanufactures in mere assembly plants – and is backward and agricultural where the peasantry comprise the majority, is the most pressing, prevalent, and central issue confronting Philippine society. It is the central issue that is the cause and the main democratic demand of the national democratic revolution being fought for by the New People’s Army (NPA). The national democratic revolution is being precisely described as a peasant war and the

Rule by Law THE television event staged by Senator Ramon Revilla, Jr. was unprecedented. Forget about the fanfares, the surrender to the Sandiganbayan of the actorpolitician is first in the Philippine history. It was first in the history of the Senate that its member would refuse the temptation of threatening arresting officials of harm, physical or otherwise, or of evading the processes of the law by vanishing like a thin air and showing up only when a a friendly political dispensation is in place. It was a show indeed—but a first one in the history of that august chamber. Revilla’s political enemies and netizens bashers are delighted of course. No matter how one put it, it all means the same—he is in jail for a very long time, if not for eternity. Plunder is not a bailable offense. Lawyers may resort to all kinds of legal tricks but it is unlikely that they may be able to let him out on bail. The political climate and the social temperament are not in his favor. No power on earth could just spell magic to reverse his situation right now. He is in for a battle of his life whether he likes it or not. Still, there is no reason to celebrate at all. Despite of how much the administration try to sideline Revilla’s claim that he was singled-out because he belongs to the “opposition”, questions on when it will allow its political allies to face the same scrutiny that Revilla and others have faced continue to recur. In spite of its denial, the administration fails to inspire confidence on its claim

that it is protecting its allies and shielding them from charges of complicity in the PDAF scam. And unless people see its closest allies going to jails like Revilla, all its actuations regarding the scam will continue to be suspect. There is a big difference between the concepts “Rule of Law” and “Rule by Law”. There is rule of law when a political administration applies the same measure to everyone, whether allies or not. When nobody is considered above the law, regardless of his or her position in the government, then, there is a rule of law. However, when the law is used to foster political patronage and to persecute political enemies, then, the law is prostituted—that is the rule by law. The rule of law ceased the moment individuals are persecuted while others who are equally situated with them are harbored and protected More have to be done to let the rule of law prevail in our country. Jailing a former President or a disenfranchised politician means nothing. It is the powerful that needed to be measured equally with the measure used for the less powerful and disadvantaged. This is the true meaning of the rule of law. And unless we see the allies of the administration in jails, then, all these façadesabout prosecuting those who plunder the public purse will remain but a show. Let justice be done though heavens should fall.|

Kiko’s men, not keen on helping coco farmers On volcanoes and power JUST for the record, last June 6, Department of Interior and Local Government (DILG) Sec. Mar Roxas was scheduled to be with Sec. Francis “Kiko” Pangilinan, Presidential Adviser for food and security and agricultural modernization in a Forum on Cocolisap at the Bulwagang Batangan at the provincial capitol. For reasons known to him only, Roxas did not show up. Nobody represented him in the forum. But Roxas joined Pangilinan during the signing of commitment of support to intensify the campaign against coconut scale insect infestation in the province of Quezon, June 20, at the Bulwagang Kalilayan, as part of the “Konsultasyon Kontra Cocolisap” jointly organized by the Presidential Adviser for Food Security and Agricultural Modernization, Philippine Coconut Authority (PCA) and the provincial government of Quezon. Meanwhile, last June 19, Thursday, Roxas was lavishly represented by his regional director Josefina Castilla-Go during the joint meeting of the Provincial Peace and Order Council (PPOC) and Provincial Disaster Risk Reduction Management Council (PDRRMC) who spent at about 10 minutes juts to greet and enumerate the attendees. About half of her message, however, are just paraphrases of all that have been mentioned by the speakers prior to her turn. And because almost everybody are hungry already, only a handful listened to her.  During the Batangas leg of the Konsultasyon Kontra Cocolisap, Pangilinan said: “Pumunta po ako dito sa Batangas because, first, Sharon is a Vilmanian, and second, Senator Ralph (Recto) is a close colleague in the Senate. It may be true, but such lines did not get so much interest among the attendees as Batangas is the most hardly hit province of the cocolisap infestation. Pangilinan said that the Philippine Coconut Authority (PCA) is on a hurry to control and manage the spread and damage of Aspidiotus Rigidus in the country, especially in the Calabarzon. The men and women of the PCA, being the lead agency for the purpose as mandated by Executive Order No. 169, should work double time to meet that expected positive result. But

what has transpired on the following days run counter to the purpose. The municipal mayors of the affected towns were asked to submit names of cocofarm workers who will be trained as pruners, sprayers, injectors in the dilly-dally effort to save the dying coconut industry in he province. Said workers are also scheduled to be trained by June 20, Friday. But during the PPOC-PDRRMC meeting, the representative of the PCA said that the supposed training will be postponed as the trainor/s were previously committed to be in Laguna for a related activities. No schedule yet for Batangas was initially finalized. However, the said PCA man pointed out that the scheduled kick-off activity in Brgy. Masalisi in Lemery will be push through to the surprise of those present during the meeting. No training yet the kick off will be push through.. meaning, those who will participate in the kick-off will be untrained workers! It’s good to note that Provincial Agriculture officer, Jun Dijan, make it a point that no personnel from his office will join the moro-moro kick-off activity. It make no sense at all if the agency tasked to do a bold move will be like the way the PCA act on the matter. As Board Member Fred Corona said, the PCA has no more coconut trees to cure in Tanauan City as there are more than 150,000 coconut trees that were already cut due to infestation. Tsk, tsk tsk…  Congratulations to the People of the City of Tanauan. The recent Grand Launching of the Tanauan City College only proved that the city officials led by Mayor Thony Halili are not sleeping n their promises of delivering quality services to its constituents. The very healthy executive-legislative partnership spells more development for the City of Colors. The Sangguniang Panlunsod under the baton of Vice Mayor Joana Corona is Mayor Halili’s best partner to convert his plans and programs into action. Tanauan City College completes the free college system of the three component cities of Batangas. Lipa City has its Kolehiyo ng Lunsod ng Lipa (KLL), while Batangas City has Colegio ng Lunsod ng Batangas (CLB).|

Biktima ng walang basehang reklamo HINDI kataka-taka na ang ating mga korte at ibang ahensiya ng gobyerno na humahawak ng kasong administratibo ay bugbog na sa kaliwa’t kanang reklamo at kaso na isinasampa ng kung sinu-sino lang na wala namang basehan. Madalas ay ang abogado pa ang sinisisi dahil sa gulong nangyari. Pero sa kasong ito mismong ang pobreng si Attorney ang naging biktima ng isang walang basehang reklamo. Si Atty. Payo (hindi niya tunay na pangalan) ay isang abogadong humahawak ng mga kaso sa probinsiya. Isa sa kanyang mga kliyente si Cely, na maraming hawak at pag-aaring negosyo sa kanilang lugar. Maganda ang relasyon ng abogado at ng kanyang kliyente at tumagal pa nga ito sa loob ng 12 taon. Katunayan, pati ang kaso ng ibang kapamilya ni Cely ay hinawakan ni Atty. Payo. Iyon nga lang, naputol ang kanilang magandang relasyon nang magsampa ng kaso si Cely laban sa kanya, pinatatanggalan si Atty. Payo ng lisensiya dahil sa imoralidad at kilos na hindi nararapat sa isang abogado. Ang reklamo ay nagmula sa isang insidente na nangyari may walong taon na ang nakararaan. Ayon kay Cely, bandang alas nuwebe ng gabi, habang nagliligpit na siya ng kanyang negosyo, biglang nasa harap na lang niya si Atty. Payo at tinangkang samantalahin ang kanyang pagkababae. Pinilit niyang lumaban pero wala rin siyang nagawa kaya napagtagumpayan ng walanghiyang abogado na abusuhin siya. Resulta nito ay nabuntis siya at nagkaroon ng isang anak na lalaki. Ayon din kay Cely, hindi niya nagawang sampahan ng kaso noon si Atty. Payo dahil tinakot siya nito. Isa pa,

baka raw siya pa ang sampahan ng kasong kriminal ng kanyang mister. Upang patunayan ang ginawang imoralidad at ang panghahalay sa kanya na dahilan kung bakit nagsilang siya ng sanggol na lalaki, ginamit na testigo ni Cely ang isa sa kanyang mga maid para patunayan sa korte na si Atty. Payo ang ama. Pinatunayan ng maid ang pagiging malapit ni Atty. Payo at ng bata, tulad ng paglalaro ng dalawa, pagbibigay ni Atty. Payo ng mga laruan at kung anuanong regalo sa anak at nagpakita rin siya ng mga litrato ni Atty. Payo at ng bata kung saan magkamukha sila. Sapat na ba ito para sabihin na nagkasala at may ginawang imoralidad ang abogado?  HINDI. Hindi sapat ang ipinakita nina Cely na pagiging malapit ng abogado at bata dahil lang naglalaro sila o kaya ay nagbibigay siya ng laruan upang patunayan na mag-ama ang dalawa. Ganundin ang mga litratong ipinakita ay hindi sapat na ebidensiya. Wala naman sapat na batayan para sabihin na mag-ama sila dahil lang magkamukha sila. Hindi ito sapat para sabihin na ginahasa at napagsamantalahan ni Atty. Payo ang dangal at pagkatao ni Cely. Sa kabilang banda, ang bata na ipinanganak sa panahon na kasal si Cely sa kanyang asawa ay itinuturing na lehitimong anak nila maliban na lang kung mapatunayan na imposibleng magkaroon ng pagtatalik sa pagitan ng dalawa. Hindi nagawa ni Cely na baliktarin ang panuntunang ito ng korte (Tan vs. Trocio, 191 SCRA 764).|

WE are told that the Philippines straddles the so-called “ring of fire”, an arc-shaped swathe of land in the globe that includes several countries. Being in the “ring of fire” means being vulnerable to earthquakes and upheavals like volcano eruptions triggered by hot magma building up tremendous pressure underneath. Bad and tragic for us, yes. But NOT all that bad, really! For one, due to earth’s periodic convulsions, we are a mineralized land caused by the periodic movements of the earth's crust or techtonic plates pushing to the surface from the earth’s wombs gold, copper and other precious metals. MOUNT APO -- Talking of volcanoes. I once visited Lake Agco at the Mount Apo slopes during a media forum arranged by Minda News. It was an ascending trip from Kidapawan City to the resort site high up in the slopes. Hot steaming water from the bowels of the earth fed into steaming ponds. It was the first time I realized that volcanoes were all not that dangerous and bad. In fact, geothermal aquifers in volcanic areas can be veritable sources of cheap power for all of us. Nearby was the PNOC - EDC geothermal power plants. We know that geothermal plants are still, by far, the most desirable renewable power source as it leaves the least environment “footprint”, leaves no waste and it is the most environment friendly source of power. Significantly, per approved rates by the Energy Regulatory Commission, geothermal generates the cheapest power (P5.11/ kh) compared to all renewables like bio-mass (P6.63/kh); wind (P8.53/kh); solar (P9.68/kh) or even hydro (P5.90/kh). Power from coal-fired plant, by the way, costs P5.59/kh. (These rates do not include as yet, of course, other add-ons like transmission charges, taxes etc). GEOTHERMAL POWER --- That’s the reason why a few days ago, I was engrossed listening to Mindanao Affairs First Vice President Manuel “Bobby” Orig, of Aboitiz Power,Inc. giving a briefing on the planned geothermal power plants at the Mt. Apo national park. It was done during our reunion at the quiet retirement house of Archbishop “Emeritus” Nanding Capalla at Catalunan Grande (on a promontory overlooking the city and the gulf) to mark his 39th episcopal ordination anniversary. His close friends, called “NANDING BOYS” were there to celebrate with him -although only a few of us (Nilo Claudio , Art Milan, Tony Ajero) among the chrolesterol-watchers touched the luscious “lechon de leche” on the table. Back to geothermal. It’s not everywhere where one can generate steam from a geothermal plant to generate electricity. We need a volcano nearby where hot magma somewhere about 3 kilometers deep into the ground can heat up and boil underground water and produce steam whose force can turn turbines and produce electricity. It is a “hot pot theory” in action. It can be simply illustrated, per Bobby, by a boiling kettle (locally called a “takori”) where after the water boils, steam escapes from the spout. That steam, if controlled and managed can be a force to produce cheap electricity. What is “harvested” by the drills and pipes from below consists of 20% steam and 80% water -- the water component being injected back to the ground-- so there are NO wastes left in the environment. AP Renewables, Inc. ( APR) an Aboitiz subsidiary, is planning to build two geothermal plants at 100MW each in two sights : at Mt Apo TalomoTico in Magpet, North Cotabato and at Mt. Sibulan at Kapatagan that straddles Sta. Cruz, Digos and Davao City. Although each actual plant site needs only about 1,000 square meters of land, the size of an olympic-sized swimming pool, each concession will cover about 8,500 hectares. APR is an old hand in operating geothermal plants being owner/ operator of a 458MW geothermal plant in Makban, Laguna and a 289 MW geothermal plant in Tiwi, Albay. We hope the project goes on stream quickly as we are all in bad need of power in Mindanao. When all requisites are done, the construction period to plant commissioning spans about 4 to 5 years. So let's all get going, folks!  DAVAO CANADIAN CHAMBER --- Canadian Julian Payne who is national president of the Canadian Chamber of Commerce (CANCHAM) called me from Manila to inform me that plans are afoot for the establishment of a Davao CanCham, which will promote CanadianPhilippines investments and goodwill. He will visit Davao within the next few days to meet those interested to be charter members.  WANTED BUYER --- A plush facility that served as a learning center (for music and language ) is being offered for sale. It is situated in a 1,500 square meter subdivision land in Guadalupe Village in Lanang. DTI, stops operation of four motor vehicle emission testing centers in Batangas FOR violations of the Department of Trade and Industry’s (DTI) Department Administrative Order No. 3, Series of 2002 (DAO 3:2002), four motor vehicle emission testing centers - or private emission testing centers (PETC) - in the Province of Batangas were ordered to cease operations pending compliance to the requirements of said administrative order. Names of the testing centers were withheld pending ruling of their respective cases. DAO 3:2002 stipulates the rules, regulations and guidelines in the issuance of accreditation for PETCs, of which aim is to ensure that operators strictly comply with the accreditation scheme guidelines so that motor vehicle owners are not shortchanged and get true and accurate results based on the actual emission testing. Batangas City receives e-Readiness Leadership Award O N behalf of the City Mayor Eduardo B. Dimacuha, Secretary to the Mayor, RD Dimacuha, receives the eReadiness Leadership Award for Batangas City Government on the celebration of the National ICT month, at the Intercontinental Manila Hotel, Makati City, June 18. Batangas City was awarded the e-Readiness Leadership for being at the forefront of the ICT project initiatives in the Philippines such as system computerization, e-Government and Smart Cities. Among 117 cities nationwide, Batangas City with nine other cities: (Cagayan De Oro; Makati; Taguig; Valenzuela; San Fernando (Pampanga); Angeles; Balanga, Cebu, Mandaluyong) topped the Business Permits and Licensing System (BPLS) Compliance and e-Readiness Survey conducted by the Department Of the Interior and Local Government (DILG), Department of Science and Technology (DOST), Department of Trade (DTI), in partnership with the USAID’s Investment and Enabling Environment (INVEST). Because of a huge field in Mindanao, it will hold two elimination legs on August 2-3 at SM City Cagayan de Oro and August 30-31 at SM City Davao. The Northern Luzon leg is set on September 13-14 at the University of St. Louis in Tuguegarao. The top two finishers and the top female player in each leg will advance to the grand finals on October 11 and 12 at SM Megamall. “We want to recognize the efforts of the girls. This time the girls can also qualify to the grand finals. We are mixing them with the boys,” said Ampil in the session presented by Accel, Shakey’s, and the Philippine Amusement and Gaming Corp. Jesca Docena, one of the young female players and kiddies girls grand finals winner last year, was present in the same forum, and welcomed the opportunity to make it to the finals with the boys. “It will be more challenging for us,” said Docena, seated beside NCR kiddies division grand finals winner Julius Gonzales.
