Reef monitoring structures deployed

THE Department of Environment and Natural Resources-Biodiversity Management Bureau (DENR-BMB) recently deployed an Autonomous Reef Monitoring Structures (ARMS) in Carabao Island Fish Sanctuary, Brgy.

The deployment of ARMS was an outreach activity in preparation for the long-term plan of DENR, through the Sustainable Coral Reef Ecosystem Management Program (SCREMP) by positioning more units in the National Integrated Protected Areas System (NIPAS) areas for long-term scientific monitoring purposes and as a contribution to the global effort to monitor biodiversity.

In a press briefer released by the

DENR Region IV-A, the deployment of these structures is part of a global effort to monitor the ecological impacts of ocean acidification, ocean warming, and other stressors, by providing a standardized measure of changes in biodiversity of small and cryptic species that live within coral reefs.

ARMS have been adopted as a key biodiversity assessment and monitoring tool as part of NOAA’s National Coral Reef Monitoring Plan with support from the NOAA Ocean Acidification Program and Coral Reef Conservation Program and as a central component of the Smithsonian Institution’s Global Marine Biodiversity Project.|

Reyes III ng San Antonio PNP at naisagawa kaagad ang manhunt operation sa Brgy. Magsaysay, San Antonio, Quezon kung saan nanaguan ang suspek. Ang naturang pagdakip sa suspek ay sa bisa ng Warrant of Arrest na ipinalabas ni Kgg. Rose Marie J. Manalang-Austria, presiding judge ng Rosario RTC Branch 87, sa Criminal Case No. 2011-502.

Nabatid na si Linatoc, 46, may asawa, tubong brgy. Payapa, Padre Garcia ay siyang pangunahing suspek sa pagpapatay sa isang Amador Pusag sa pamamagitan ng pagsaksak noong Nobyembre 28, 2010. Kasama umano ni Linatoc ang isa pang Ruel Dagli Canino sa naturang krimen.

Paggamit ng plastic container bilang tangke ng gasolina sa pampasaherong jeep, bawal na sa Lucena City LUNGSOD NG LUCENA --Ganap ng naipasa sa Sangguniang Panlunsod ng Lucena ang ordinansa sa pagbabawal sa paggamit ng anumang uri ng plastic containers para gawing fuel tanks ng mga pampasaherong dyip sa lunsod.

Base sa City Ordinance No. 2518, “An ordinance prohibiting the use of empty mineral water bottles and other plastic containers as fuel tanks of passenger jeepney within the territorial jurisdiction of the City of Lucena” , ang sinumang

lalabag sa kautusang ito ay maaaring magmulta ng kaukulang halaga.

Sa unang paglabag, pagmumultahin ng halagang P1,000 sa una, P2,000 sa pangalawa, at P3,00 sa pangatlo at sa mga susunod pang paglabag ay maaaring magmulta ng halagang P5,000 at pagkakulong depende sa magiging desisyon ng korte.

Ang mga miyembro ng Lucena City PNP, Traffic Enforcer’s o ang sinumang deputized officer na duly authorized ng

‘Emergency state’ dahil sa Cocolisap ng Tuy sa Ikalwang Distrito; Lunsod ng Tanauan, mga bayan ng Agoncillo, Balete, Laurel, Malvar, Sa Nicolas, Sto. Tomas, at Talisay sa Ikatlong Distrito; at ang Lunsod Lipa at bayan ng San Juan sa Ikaapat na Distrito.

Unang naitala ang pag-atake ng cocolisap sa Brgy. Ulango, Lunsod ng Tanauan noon pang taong 2009. Noong Mayo 5, 2014, nasa 36 na barangay na ng lunsod ang apektado katumbas ng 105,571 puno ng niyog. Ngunit sa pagpasok ng Hunyo 2014, naitala na sa 150,000 puno ng niyog ang naputol na dahil bigo nang maisalba sa peste. Noon ding Mayo, naitala sa 182 barangay sa lalawigan katumbas ng 1.3 milyong puno ng niyog ang apektado ng peste.

Sa nasabing pulong-talakayan, inilatag ng PCA ang umano’y gagawing aksyon ng ahensya sa tangkang pagsugpo sa peste. Ito’y kabibilangan ng (1) pruning o pagtatalas ng mga palapa ng niyog na lubhang apektado, (2) spraying o pagbobomba ng isang uri ng solusyon upang maalis ang mga nakadapong cocolisap; (3) injecting o pagtuturok sa katawan ng niyog ng isang uri ng pesticide; (4) paglalagay ng bio-control solution, at (5) fertilization o paglalagay ng abono bilang bagong pagkain sa niyog.

Kaharap si Batangas Governor Vilma Santos Recto, ipinagbigay-alam ni Kalihim Francisco Pangilinan, Presidential Adviser on Food Security, ang hakbangin na isasagawa ng Department of Agriculture sa loob ng 2-3 buwan upang puksain ang mga insekto.

Nagtakda ng 60 araw na aksyon

ang DA upang tulungan ang may 550 coconut farmers na magsagawa ng pruning at trunk injection ng mga bio control agents sa may 11,000 apektadong puno ng niyog araw-araw sa lalawigan.

Ayon kay Pangilinan, mahigpit na ipatutupad ng pamahalaan ang Executive OrderNo. 169 na nag-uutos sa PCA para maging lead agency sa pagsugpo sa cocolisap.

Aniya, naglaan an rin umano ang pamahalaang nasyunal ng P750 milyong pondo para sa pagpuksa sa peste ngayong Hunyo hanggang Disyembre bilang dagdag sa naunang P16-milyong bajet noong Enero hanggang Mayo 2014.

Idinagdag pa ni Pangilinan na naka12 pagpupulong na sila sa PCA para tutukan ang isyu at ipinagdiinang ipatutupad ang nabanggit na limang (5) hakbang o proseso sa loob ng tatlong (3) buwan, bagay na umangal naman ang ibang nagsidalo.

Anila, hindi applicable sa ibang lugar sa lalawigan ang buong proseso. Ayon kay San Juan municipal agriculturist Fe Acompaniado, may mga puno na niyog na hindi pwede ang pruning sapagkat nagtatampo ang puno at sa halip an bumalik ang sigla ay lalong namamatay.

May mga puno rin naman aniya na hindi pwedeng basta na lamang bombahin o turukan ng pesticide Sinabi naman ni Mabini mayor Nilo Villanueva na may mga proseso na nababagay depende sa lokasyon at uri ng niyog na nakatanim. Aniya, mas makabubuting huwag alisin ang mga

damo o ipang halaman sa paligid ng puno ng niyog na maaaring siyang makaakit sa peste sa halip na niyog ang siyang pinsalain.

Samantala, nakalatag din ang suporta ng DA para isagawa ang intercropping program para maibsan ang epekto ng pagkalugi ng puhunan sa industriya ng niyog.

Ang intercropping method ay isang paraan ng pagtatanim na bukod sa niyog, itatampok sa mga sakahan ang alternatibong pagtatanim ng mga high value crop tulad ng gulay at prutas na mabili naman sa mga palengke.

Sa mensaheng ipinaabot ni Governor Santos-Recto, binigyang halaga nito ang maigting na kooperasyon at koordinasyon ng mga stakeholders ng coconut industry upang tuluyan ng magkaroon ng konkretong aksyon at totoong solusyon ang problemang ito ng industriya.

Ayon pa sa gobernadora, obligasyon ng kanyang administrasyon na tuluyang wakasan ang pinsalang dala ng cocolisap sa mga magsasaka kaya’t kaisa siya sa pagkakaroon ng solidong aksyon ng lahat ng mga stakeholders sa buong lalawigan.

PROGRESSIVE groups were quite busy this June 12, the 116th anniversary of Philippine Independence, as well as in recent months. In the morning of June 12, there was a march toward the US embassy to protest the sell-out, nay giving away, of Philippine sovereignty through the signing of the Enhanced Defense Cooperation Agreement.

The agreement is being deemed as worse than the US-RP Military Bases Agreement, which was junked in 1991, because it makes the whole country a US military base as compared to before whenthere were just twomajor USmilitary installations: Subic Naval Base and Clark Air Base; the soon-to-be identified sites of US military facilities are being given without rent and tax, with a free radio spectrum to boot, while the US used to pay rent for the two military bases; and the EDCA could be renewed automatically while the former military bases agreement had to be renegotiated each time it expired. The Aquino government was not even given a reassurance that the US would support the country’s claim to the contested islands against China, much less get the military support that it has been begging for in case the conflict erupts into a shooting war.

In the afternoon, there was a rally against what people suspect as a cover-up being cooked by the Aquino administration to protect itself and its allies from being dragged into the P10 billion pork barrel scam involving Janet Lim-Napoles. The corruption scandal is inching toward Malacañang, especially after more than a hundred lawmakers and senators, including members of the ruling Liberal Party and its allies, and at least two of Aquino’s most trusted Cabinet secretaries Budget Sec. Florencio “Butch” Abad and Agriculture Sec. Prospero Alcala’s, plus possibly Exec. Sec. Paquito Ochoa, were named in the scam.

During the early part of June, the Kilusang Magbubukid ng Pilipinas held a protest caravan to condemn the absence of a genuine agrarian reform program. Instead, the Aquino government declared that it would push for the extension of the Comprehensive Agrarian Reform Program, which has been in effect for 26 years already without making a dent in the problem of landlessness.

Also human rights and media groups have been protesting against the continuing impunity in human rights violations, especially extrajudicial killings and enforced disappearances, and killings of journalists. Meanwhile, justice remains elusive for the victims of human rights violations and their families. While the Aquino government claims to be for democracy, it has been ignoring the pleas of relatives of victims of enforced disappearances to surface or at least for an accounting of the status of their disappeared kin.

Early inthe week, public school teachers have been threatening to launch a mass leave to push its bid for a salary increase. Workers and government employees are likewise pushing for salary increases.

Violations against national sovereignty and patrimony, large-scale and systemic corruption, landlessness, impunity in human rights violations and killings of journalists are incongruous to freedom and democracy. The fact thatthese problems and issues are worsening belies theAquino government’s claim that it is democratic and that ours is a free nation. Nor could the Aquino government cite that since the people could hold protest actions demonstrates that democracy is at work. On the contrary, this shows that the government is undemocratic and that the people have taken up the struggle for genuine freedom and democracy.| WWW.BULATLAT.COM

The Failure that CARP is I HAVE written about the matter in another paper where I asked what’s next for the Comprehensive Agrarian Reform Program. The topic is timely considering that the program is set to expire on June 30, 2014. And with the D-day for CARP on the offing, efforts to extend it are reportedly on the way. According to reports, President BS Aquino III has certified the urgency of the passage of the new law that will extend the CARP for another two (2) years. But in spite of this, the Congress has yet to pass the extending law.

The Comprehensive Agrarian Reform Law (Republic Act 6657) was signed into law in 1988 and set to expire in 1998. President Fidel V. Ramos extended the program for another ten years in 1998. When it expired in 2009, the Congress enacted Republic Act 9700 to extend its life until June 30, 2014 through Republic Act 9700 with a budget of One hundred fifty billion pesos (P150,000,000,000.00). After four years. the Department of Agrarian Reform (DAR) claimed that 550,000 hectares are yet to be acquired and distributed to the beneficiaries.

What has the government accomplished with the twenty-five year implementation of the CARP? Statistics shows that it was able to distribute more than two million hectares of agricultural lands to beneficiaries.

Unfortunately, even with this statistics it could hardly be claimed that the government is successful in implementing the program. Up to this, many farmers have not been installed to the lands given to them because of legal maneuvering of enterprising lawyers

serving landowners’ interests. Cases involving cancellation of certificate land ownership awards (CLOA) are also piling up in the DAR regional offices.

Most importantly, the intended effects of the agrarian reform program remain to be seen. Farmlands are shrinking. Productivity is low and most of our farmers are still wallowing in poverty. And it seems that no improvement in the lives of rural poor happened in the twenty-five year implementation of the agrarian reform program.

Of course, these failures may also be attributed to some other contingencies such as typhoons and other local calamities. However, the fact remains that the CARP has not achieved its objective of rooting out poverty in the countryside.

So is it necessary to extend the program for another two years?

Of course, but something more have to be done to ensure its success. Two years will not be enough to correct the mismanagement of the program. And two years will not be enough to reverse the worsening poverty in the countryside.

Unless we take seriously our agrarian reform program, we will always be a failure in the efforts to improve the lives of our rural poor. Agrarian reform is not about distributing lands only. It should also protect the livelihood of farmers and rural poor and ensure that farming shall be profitable economic activity. It is in these, and in a lot of things, the CARP and the agency that implements the program miserably failed.|

Nagbulung-bulungan ang mga Judio dahil sa sinabi niyang, Ako ang tinapay na bumaba mula sa langit.

Sinabi nila, Hindi ba ito si Jesus na anak ni Jose? Kilala natin ang kanyang ama't ina. Paano niya masasabi ngayong, Bumaba ako mula sa langit? Kaya't sinabi ni Jesus, Tigi-lan ninyo ang inyong bulung-bulungan.

Walang makakalapit sa akin malibang akayin siya sa akin ng Ama na nagsugo sa akin. At ang lalapit sa akin ay muli kong bubuhayin sa huling araw. Nasusulat sa aklat ng mga propeta, At silang lahat ay tuturuan ng Diyos. Ang bawat nakikinig sa Ama at natututo sa kanya ay lalapit sa akin. Hindi ito nangangahulugang may nakakita na sa Ama; ang nagmula sa Diyos ang tanging

nakakita sa Ama. Pakatandaan ninyo: ang sumasampalataya sa akin ay may buhay na walang hanggan. Ako nga ang tinapay na nagbibigay-buhay.

Kumain ng manna ang inyong mga ninuno nang sila'y nasa ilang, ngunit sila'y namatay. Narito ang tinapay na bumaba mula sa langit upang ang sinumang kumain nito ay hindi na mamatay. Ako nga ang tinapay na nagbibigay-buhay na bumaba mula sa langit.

Mabubuhay magpakailanman ang sinumang kumain ng tinapay na ito. At ang tinapay ay ang aking katawan na ibibigay ko upang mabuhay ang sangkatauhan.

Dahil dito'y nagkaroon ng mainitang pag-tatalu-talo ang mga Judio, Paanong maibibigay sa atin ng taong ito ang kanyang laman upang makain natin?

Sinabi ni Jesus, Pakatandaan ninyo: mali-bang kainin ninyo ang laman ng Anak ng Tao at inumin ang kanyang dugo, hindi kayo magka-karoon ng buhay. Ang kumakain ng aking laman at umiinom ng aking dugo ay may buhay na walang hanggan at muli ko siyang bubuhayin sa huling araw. Sapagkat ang aking laman ay tunay na pagkain, at ang aking dugo ay tunay na inumin. Ang kumakain ng aking laman at umi-inom ng aking dugo ay nananatili sa akin, at ako naman sa kanya.

Buhay ang Ama na nagsugo sa akin at ako'y nabubuhay dahil sa kanya. Gayundin naman, ang sinumang kumain sa akin ay mabubuhay dahil sa akin. Ito ang tinapay na bumaba mula sa langit. Hindi ito katulad ng kinain ng inyong mga ninuno sa ilang; namatay sila kahit na kumain niyon. Ang kumakain ng tinapay na ito ay mabubuhay magpakailanman.

BSU presidency, now open for applicants SEVERAL years ago, it was a common scenario in the front gate of Batangas State University (BSU) main campus to see people rallying for the change in the administration, calling for then university president, Dr. Ernesto M. de Chavez to step down and pave the way for the selection of the new president. Of course, Dr. De Chavez then said that he don’t have to step down from office only to give way for the leader of the rallyists, and he was referring to Dr. Nora L. Magnaye. “They have to wait until the Board (of Regents) decided to declare the office vacant or open for the application, and they have to submit to the process,” he once said in my series of interviews.

That was over. When the Search was finally made public, De Chavez and Magnaye both run for the presidency, together with some others. And Magnaye got the position. The once touted as the most corruptriddled educational institution, as Magnaye puts it, ended with her assumption as president in September 2006.

De Chavez’ administration was suspected of almost all bureaucratic mess that his opponents may think off – oppression among the faculty members by transferring to far-flung areas, dismissal of employees, nepotism, and almost all forms of corruption – all thrown up against him by an angry group led by Magnaye. When Magnaye became president of the university, the group rejoices… but such joyous celebration was became too temporary and those who supported her cause were eventually either dismissed or have decided to leave the university for good.

Accusations of corruptions and mismanagement come and go. Magnaye did not stop with her ‘crusade’ to penalize De Chavez and his group. While on the other hand, Magnaye also suffered the same. Her administration is not a crystal clear one.

Last year, the Court of Appeals has affirmed the decision of the Office of the Ombudsman suspending Magnaye. Her case stemmed from a complaint filed by De Chavez in 2007 for alleged violation of the AntiGraft and Corrupt Practices Act, grave misconduct and oppression. Aside from Magnaye, also included in the complaint were BSU officials Rogelio Antenor, Leticia Macalalad and Baldomero Gutierrez.

In March 2009, the Deputy Ombudsman for Luzon found Magnaye guilty of oppression and acquitted Antenor, Macalalad and Gutierrez.

In his complaint, De Chavez, whose term as BSU president ended in April 2006, said he applied for a teaching post at the BSU Graduate School, which was approved by the Board of Regents. However, De Chavez claimed Magnaye allegedly prevented him from entering the BSU campus and his office.

He said the BSU stopped paying his salary from June to December 2006, reportedly on orders of Magnaye.

In March 2009, the Ombudsman found Magnaye guilty of oppression and ordered her suspended. The Ombudsman reversed its decision after Magnaye filed motions for reconsideration and ordered the Commission on Higher Education to recall the suspension order. De Chavez appealed the reversal of Magnaye’s suspension.

The CA ruled in favor of De Chavez and affirmed Magnaye’s suspension for six months and one day starting Nov. 8 this year. Magnaye said she was not worried by the CA decision as she could still appeal her case with the Supreme Court. (Cf. The Phil. Star, Dec. 12, 2013). And the rest is history.  Last May 28, 2014, on the occasion of the signing of a Memorandum of Agreeemnt between the Malampaya Foundation, Inc. and the Batangas State University for the implementation of a scholarship program to be funded by MFI, Magnaye took the opportunity to impress the media on her supposed achievements as president of the university, of course, with occasional comparison to her predecessor. She said that with the lowered tuition fee, BSU has almost doubled the enrolees and produces more graduates. Linkages with other institutions of higher learning, both here and abroad were established. Certifications with so and so were also recorded.

But, to always say that your predecessor’s administration was too corrupt is not enough. You must have accomplished more to bring the university to a greater success, with the too many support that the national and local governments have extended to BSU. What happened to the unfinished buildings in the main campus? How about the unauthorized allowances that many faculty members were repaying now?

May the next president bring the real reform to our dear Batangas State University.|

Walang karapatan sa sustento ang asawang may kabit IKINASAL sina Boy at Gloria noong Hunyo 19, 1951. Katulad ng ibang ikinasal, matamis ang naging umpisa ng kanilang pagsasama. Pero habang lumilipas ang mga taon at dumadami ang kanilang anak unti-unting umasim ang kanilang pagsasama. Kahit mayroon silang anim na anak ay hindi makuhang panatilihin ng mag-asawa ang katibayan ng pagsasama.

Kinukunsidera ni Gloria ang sarili bilang isang modernong babae, malaya siyang nakakaalis kung kailan niya gusto at sumasama sa ibang lalaki.

Nagkaroon siya ng relasyon sa ibang lalaki at madalas makita na magkasama sila.

Nagsampa si Boy ng kasong kriminal noong Hulyo 12, 1969 para sa kasong adultery laban sa asawang si Gloria at sa lalaki nito. Bilang ganti, nagsampa ng kasong sibil si Gloria para hiwalayan ang asawa, magkaroon ng paghihiwalay ng ari-arian nila at para humingi ng sustento. Ang ginamit niyang basehan sa petisyon ay ang ginagawa diumano na pambababae ni Boy at ang ginawa raw nito na pagtatangka sa kanyang buhay.

Kinuwestiyon ni Boy ang aplikasyon ni Gloria para sa sustento habang nililitis pa ang kanilang kaso para sa legal separation. Ang basehan naman ni Boy para

sabihin na walang karapatan sa sustento si Gloria ay ang nakabinbing kaso ng adultery.

Kinampihan ng korte si Boy. Ang nakabinbin na kaso ng adultery ay magandang depensa laban sa hinihinging sustento ni Gloria lalo at nililitis pa ang kaso niya para sa paghihiwalay.

Ang karapatan para humingi ng hiwalay na sustento kahit mula sa perang pag-aari nilang magasawa ay dapat base sa isang makatarungang dahilan.

Kung hindi ay walang karapatan si Gloria na humiwalay ng tirahan at humingi ng sustento. Ang petisyon na isinampa ni Gloria ay matatawag na “in bad faith” dahil siya mismo ang gumawa ng dahilan para makipaghiwalay sa asawa. Hindi layunin ng batas na sakupin ang ganitong sitwasyon.

Sa katunayan, kusang natatapos ang obligasyon ng lalaki na magbigay ng sustento sa asawa sa oras na ang babae ang mismong magbigay ng basehan ng kanilang paghihiwalay. Kung hindi siya dapat bigyan ng permanenteng sustento dahil sa kanyang ginawa, mas lalong wala siyang ka rapatan na humingi ng pansamantalang sustento habang nililitis pa ang kaso niya (Lerma vs. Court of Appeals, et. Al., L-33352, Dec. 20, 1974).|

Duterte: ‘I will abolish the Congress’ “KAMI lahat DUTERTE dito kung tatakbo sya pagka-presidente. Kaso ayaw yata. Kaya BINAY kami sa ngayon.” (“We will all be for Duterte here if he runs for president. Problem is he seems not interested. So we are for Binay for now”.)

This was my golf caddy at the Intramuros golf links in downtown Manila, not someone from Davao, talking. I was trying to divert his attention from my bad golf swing so I started talking politics. When he spoke of Duterte, he did not even know yet that I was from Davao.

Caddies usually try to make their players feel good especially when the going in the fairways gets rough -- or should I say -- going to the “rough” of the fairways literally, which was actually happening! I haven’t played golf for months but JCI Senate Foundation President TONY CERILLES (also governor of Zambo Sur) would not take “no” for an answer. So my caddy and I watched helplessly as my whacked golf ball, flawlessly off-target, soared over the centuriesold adobe brick walls towards the Manila BULLETIN building on the other side beyond the fairways. “OB sir!”, he shouted. (OB stands for “out of bounds” with a 2-stroke penalty). Never mind, I was interested in what he had to say about Davao Mayor RODY DUTERTE. NONE FROM MINDANAO --- During the same week, my Ateneo college classmate CESAR “Osting” LAPID from Cagayan de Oro called and asked whether the DUTERTE FOR PRESIDENT movement was going to his place in CDO because his friends there were already asking, knowing that Osting originally came from Davao. Then just within days, during the culmination of the Press Freedom Week in Cagayan de Oro, media man Ruffy Magbanua emailed me a situationer where he reported that the three (3) Mindanao stalwarts, Reuben Canoy, Homobono Adaza and Aquilino “Nene” Pimentel who were honorees during the media event had spontaneously agreed to help convince Mayor Duterte to consider running for the presidency to install a Mindanaoan in Malacanang --there being none in recent memory. Very significant is that all three are FEDERALISTS, whose pre-historic dreams for Mindanao was to go federal. Then, in no time I read a report that Mr. Canoy, formerly assemblyman and a premartial law advocate of Mindanao independence, immediately flew to Davao and promptly met with the mayor behind closed door at Marco Polo Hotel.

The details of the meeting were not known except to say that again, expectedly, Duterte told him to look somewhere else.

“I DON’T WANT ...” ---Then I opened the Manila TIMES newspaper a few days ago and saw a front page story entitled: “DUTERTE: DON’T MESS UP WITH ME; I DON’T WANT TO BE PRESIDENT” . At the lead paragraph, he categorically declared he was not interested to run before an assembly of the Philippine Army in Davao where he was guest speaker.

But then if you read further on he said something to the effect that if, yes IF, he were given a mandate to be president, he would abolish Congress, call for a revolutionary government and focus on reforming the country.

Without admitting it, he seems to have given it some good thought too.

Who wouldn't?

“DON’T F__K HERE” --- I may be getting it all wrong wrong but the temperature for Duterte is fast rising. After his much publicized “I’ll kill you” statement in the Senate during the rice smuggling controversy, he quietly secured a few days ago, the safe release from the NPAs in COMVAL area, which is outside the city, the members of the survey team of the DENR. Then, everyone could not forget how the main CM Recto Street in downtown Davao City got littered with dead bodies of armed kidnappers from Manila who thought they could collect their ransom from a victim in a Davao City bank. Duterte stood over the dead bodies and merely said: “Don’t f__k here!” The woman victim was recovered safe. And just as I write this piece, the gruesome murder of a prominent businessman, Sonny “TY” Garcia in Davao City was solved even before the public woke up to learn about the brutal incident the following morning. I heard someone proclaim: there may be unsolved crimes all over the country, but not in DUTERTE COUNTRY! But no, that's not really accurate knowing that Duterte's turf is still in the human rights map for summary killings.

ENIGMA --- Yes, Duterte with some of his unorthodox ways continue to be an enigma to many. Truth to tell, I had talked with Mayor Rody about the presidency many times over not so much about encouraging him to run, as I am also still tentative about it myself. I totally agree with him that THIS IS A LONG SHOT! But I did so upon requests of several wellmeaning friends who were not from Davao and who thought I was that close to "Digong". ( His closest, by the way, was my late brod-in-law Charlie "Paging" ALDEVERA whose advice he always sought and whose last word was: DON'T! ) Rody had consistently and confidentially told me that yes, being president is destiny but he is not cut out for it. He confided to me of several groups and national personalities who also talked to him about it. He gave the same answer. "Baka nag kamali kayo

BUSINESS ‘P750-M needed to combat coco infestation’ - Pangilinan PRESIDENTIAL Assistant for Food Security and Agricultural Modernization Secretary Francis “Kiko” Pangilinan said on Monday some P750 million is needed to combat the coconut infestation “Aspidiotus Rigidus,” which has already destroyed almost two million trees.

“This is our detailed budget for the period of six months beginning June, broken down as follows: Phase I (June to August) is P460-million; Phase II, P204million; and Phase III, P88million,” said Pangilinan in a press briefing in Malacanang.

He said the budget will be taken from the existing budget of the Philippine Coconut Authority (PCA).

“There are some programs that are not yet to be funded right now. And then, if this is not enough, we will look for a contingency fund. So right now, we have sufficient funds to draw from in the existing budget.”

He said this will include injection of insecticides, pruning and burning, scale insect laboratory to produce these biocontrol agents, rehabilitation, surveillance, and quarantine.

Called the “Scale Insect Emergency Action Program” to be implemented for six months (June-November 2014), Pangilinan explained the program includes pruning and burning of drying leaves, which will be done in an “integrated approach.”

"Then we will do a trunk injection, after which there will be spraying using organic material, organic pesticide.

After spraying, we will release biocontrol agents, which is the friendly ‘kulisap’, and then we do fertilization and strengthening or providing more sustenance and nutrients to the trees so that it will recover faster," he noted.

Simultaneous with that, Pangilinan said, there will also be quarantining wherein checkpoints will be set up in key areas of CALABARZON with coco infestation to prevent the spread of the pest.

“We will also have fertilization, inter-cropping, livelihood intervention in order to address the damage and the loss of income of our farmers,” he said, adding that mass rearing of biocontrol agents, that is raising the friendly “kulisaps”, to

help contain coconut pests and then continuing research and development.

Pangilinan also proposed for the creation of a “multiagency scale insect control management task force” and designating the PCA as its lead agency.

He said the multi-agency task force will be composed of representatives from the PCA, Department of Agriculture (DA), Department of Interior and Local Government (DILG), and the Philippine National Police (PNP).

A command center will also be put up at the PCA central office in Quezon City to synchronize actions to be taken in combating the disease that threatens the coconut industry, he added.

According to PCA data, around 1,084,531 coconut trees were affected by the pest in the provinces of Batangas, Laguna, Quezon, Cavite, and Basilan as of May 2014.

President Benigno S. Aquino III earlier signed Executive Order No. 169 which directed the PCA and all concerned agencies to "formulate and prescribe" the necessary emergency measures and methodologies —

mechanical, chemical, and biological — in the treatment of infested coconut trees and other host plants.

Under EO 169, the PCA, in cooperation with the Office of the Presidential Assistant for Food Security and Agricultural Modernization, DA, Department of Science and Technology (DOST), DILG, University of the Philippines in Los Baños, and National Crop Protection Center, with the support of the appropriate local government units, shall also be in charge of the declaration of infested areas to be under quarantine and the establishment of checkpoints and quarantine stations to prevent the transportation of unprocessed or untreated parts of coconuts, coconut seedlings and other host or vector plants from such areas.

The Bureau of Plant Industry (BPI) may deputize the PCA and the PNP and other law enforcement agencies to investigate and apprehend those caught violating the emergency and quarantine measures, including the confiscation of unprocessed/untreated parts of

Villar lauds Alcala for investigating garlic price hike SENATOR Cynthia A. Villar on Tuesday commended Department of Agrculture (DA) Secretary Proceso Alcala for investigating reports that prices of locally grown and imported garlic increased up to P180 and P290 per kilo, respectively.

“We are happy that Agriculture Sec. Alcala has ordered an investigation on the price hike,” said Villar.

Villar said all concerned government agencies should determine the reasons of garlic wholesalers and retailers to suddenly jack up their costs in order to properly address this issue.

“We have to ensure the protection of the consuming public. The exorbitant prices being imposed on garlic might also

result to an increase in the prices of other food products,” she said.

She also said garlic is one of the major ingredients in Filipino cooking, “if the increase is unwarranted, such that there is price manipulation.” “We have to stop this practice of some unscrupulous traders,” Villar said.

She noted that all those behind the manipulation of garlic prices should be held liable. “We should not allow this practice. There should be some effective control measures and monitoring system,” Villar, chair of the Senate committee on agriculture and food, said.

Villar’s committee has been conducting public hearings around the country

among farmers and stakeholders in the garlic industry to ensure that there is enough supply of garlic and that they are being sold at reasonable prices.

Villar said the government has been extending all forms of assistance to the garlic industry to boost the income of farmers by giving them bigger share and help them get out of poverty.

Alcala had earlier said he was willing to sit down with wholesalers and retailers to get their side on the movement in the prices of garlic.

He said the agriculture department has set strategies to increase the yield and income of garlic planters.|

P750-M needed to combat coco infestation –Pangilinan 3.5 million coconut farmers all over the country.

According to the Bureau of Agricultural Statistics (BAS), annual production of coconut dropped by 3.3 percent — from 15.86 million metric tons (MT) in 2012 to 15.34 million MT last year.

In its latest Non-food and Industrial Crop Quarterly report, the BAS included the infestation of coconut trees in Batangas by scale insects as one of the reasons only 4-million MT of coconut were harvested for the period October to December 2013, about 6.1 percent lower compared to 4.26 million MT in

2012 of the same period.

Super typhoon "Yolanda," which battered coconut trees in Eastern Samar last year, and typhoon "Pablo" in Mindanao in 2012 were also listed as major contributors to the drop in the production.

At present, Pangilinan said around 60 percent of coco production were already lost due to infestation in CALABARZON. If the pests spread to other cocoproducing provinces like in Regions 4, 5, and 9, and left without intervention, he said an estimated P32 billion losses will be incurred by the industry.| PNA

When Rody asked me, I truthfully told him. He declined the invitation.

Partnership for Climate Change takes shape T

HE City Government of Batangas with its partners, Climate Change Commission Phils., Batangas National High School, USAID, Team Energy Foundation, and Jollibee Foods Corporation conducted a Training Workshop for the Operationalization of Bahay Kaalaman: Climate Change and Clean Energy Knowledge Hub, yesterday at the said center.

The training workshop discussed the contents of the Bahay Kaalaman and other relevant information. Also discussed are topics on climate change and renewable energy.

Highlight of this training workshop was the ceremonial turn-over of the Facilitator’s Module on Bahay Kaalaman. This module contains all the relevant information on the Bahay Kaalaman to serve as guide for exhibit facilitators.

Secretary to the Mayor RD Dimacuha welcomed the guests and participants. Among the guests were Dr. Craig Reed, Vice President, Engility Corporation and his team; representatives from Climate Change Commission Phils., and Team Energy Foundation.
