‘Tulay ng Pag-uugnayan’, pinasinayaan sa Dalig LUNSOD BATANGAS – Pinasinayaan at binasbasan ang P6.2M halaga ng tulay na tinaguriang “Tulay ng Pag-uugnayan” sa Barangay Dalig noong June 4 sa pangunguna ni Mayor Eduardo at dating Pununlunsod Vilma Dimacuha. Ito ay proyekto ng Lingap Pangarap ng mga Paslit Center Inc. (LPPCI) at Buklod Unlad ng Batangas Inc. (BUBI) na naisakatuparan sa pamamamagitan ng pamahalaaang lungsod ng Batangas. Abu seeks immediate passage of Customs Modernization Bill

Villar hails signing of EO to contain coconut tree infestation

A LAWMAKER has called for the enactment of the proposed Customs Modernization Act, which is one of the priority measures of the administration and complements the anti-corruption drive of President Aquino who highlighted the gains of the government’s good governance campaign during last week’s 23rd World Economic Forum (WEF) on East Asia. Rep. Raneo Abu (2nd District, Batangas) expressed hope his proposed “Customs Modernization Act (CMA) of 2013” as embodied in House Bill 3339 will be enacted into law during the 16th Congress. “The bill emphasizes it is the declared policy of the State to promote and secure international trade, protect and enhance government revenue, prevent smuggling and other fraud against customs, and modernize customs administration,” said Abu, a vice chairman of the House committee on ways and means. Just like week during the 23rd WEF on East Asia, Abu said President Aquino stressed the government’s commitment to the people to dismantle the culture of corruption. “The President stressed that if we truly wanted to improve the lives of our people, we could not possibly turn away from this challenge,” said Abu.

SENATOR Cynthia Villar recently hailed the signing by President Benigno S. Aquino III of Executive Order No. 169 that aims to contain the infestation that threatens the country's two-billion-dollar coconut industry and the livelihood of about 3.5 million coconut farmers. "No other than an urgent executive action is needed to combat this infestation. We are glad the President signed this order to rescue our coconut growers," Villar, chairperson of the Senate Committee on Agriculture and Food, said. President Aquino signed the EO last June 5 that put in place emergency measures to control and manage the spread and damage of ‘cocolisap’ or aspidiotus rigidus, a new strain of scale insect that devastated a significant number of coconut farms in Calabarzon and in some areas in Mindanao. The EO puts the Philippine Coconut Authority (PCA) in charge of the nationwide effort to control and contain the infestation.

Under the EO, the Bureau of Plant Industry was mandated to deputize the PCA, the Philippine National Police and other law enforcement agencies to investigate and arrest those caught violating the emergency and quarantine measures, including the confiscation of untreated parts of coconut and other plants.

He said HB 3339 seeks to modernize and upgrade customs administration in the country by aligning it with international standards and thereby achieve unanimity in customs procedures with all member states of the World Customs Organization (WCO), which includes the Philippines, and which all adopted the Revised Kyoto Convention (RKC). “The RKC is an update of the Kyoto Convention which simplified and harmonized the customs procedures due to factors such as the pervading globalization and the rapid transformation of international trade patterns and advances in information technology. It was created to respond to the needs of providing a balance between customs functions of control and revenue collection and that of trade facilitation. It promotes the professionalism of customs administration even as it reduces the susceptibility of businesses and citizens to corrupt customs practices,” said Abu. As a participating member of the WCO, Abu said the country has already acceded to the RKC when the Senate, by virtue of Section 21 of Article VII of the Constitution, passed Senate Resolution No. 22 entitled “Resolution Concurring in the Ratification of the International Convention on

the Simplification and Harmonization of Customs Procedures (As amended)” in February 2010. He said the benefits and advantages of establishing and adopting a common customs procedure for all member states of the WCO through the RKC are enormous. “The country’s economy stands to benefit in this international customs administration unanimity with other participating member states through cost reduction of clearing customs in said countries and reduction of delays in getting the goods into the country. Our exporting community does not have to learn as many separate sets of customs procedures as there are many importing countries in the world,” said Abu. House Bill 3339 seeks the repeal of Book II, or the Customs Law, of the Tariff and Customs Code of the Philippines, as amended, and replaces it with a proposed “CMA of 2013.” The proposed Book II of the Customs Law is more comprehensive as it has up to Title XVII, whereas the present Book II has only up to Title VIII. The proposed Book II has the following parts: Preliminary Provisions; Bureau of Customs (BOC); Customs Territory and Customs Control; Import Clearance and Formalities;

Export Clearance and Formalities; Customs Transit and Transshipment; Tax and Duty Deferment, Preference and Exemption; Drawback and Refund; Administrative and Judicial Procedures; Post Clearance Audit; Customs Fraud; Third Parties; Customs Fees and Charges; Offences and Penalties; Miscellaneous Provisions; Congressional Oversight Committee; and Final Provisions. The bill aims to: Develop and implement programs that will continuously improve customs systems and processes to facilitate and harmonize procedures and prevent smuggling and other fraud in international trade; Adopt customs policies, rules and procedures that are clear, transparent and consistent with international agreements and customs best practices; and Consult and cooperate, wherever appropriate, with other government agencies, and the private sector in customs policy development and implementation. It also seeks to: Establish a regime of informed compliance for customs stakeholders by providing easy access to all public information, not otherwise confidential and for the BOC’s use only, regarding customs laws, rules and regulations,

Emerging Power Inc. to undergo $180 million geothermal power plant in Mindoro CALAPAN CITY, Oriental Mindoro – The Emerging Power Inc. (EPI) has recently obtained the approval of the Securities and Exchange Commission (SEC) to raise its capital stock to P500 million to boost the company’s resolve to complete the said undertaking. EPI is set to undergo the $180-million, 40-megawatt geothermal power plant project in Mindoro, a first of such kind in the whole Mindoro Island. It is envisioned to supply additional power needs of both Oriental and Occidental Mindoro provinces. In a press statement, the company announced the SEC approval for additional capital will boost the company’s position to complete the Montelago geothermal power plant projects in Barangays Montelago, Montemayor and Melgar B in Naujan town in Oriental Mindoro. Dennis Zamora, Emerging Power chief executive, stated their company “affirms our commitment to the people of Mindoro and the rest of the country by seeing to it that we will establish and operate the Montelago geothermal

power plant, and will deliver on our resolve to offer green energy at a lower rate.” The company recently signed power supply agreements with electric cooperatives in Oriental Mindoro and Occidental Mindoro. Earlier, the Department of Energy (DOE) also granted Emerging Power a geothermal renewable energy service contract. The company expects to start drilling operations by the third quarter and plans to start providing electricity to the two electricity cooperatives by mid-2016. Oriental Mindoro 2nd district Congressman Reynaldo V. Umali, the House of Representatives’ energy committee chairman, said “EPI’s move to energize the entire island with geothermal energy will help make Mindoro the green capital of the Philippines.” For her part, Occidental Mindoro Rep. Josephine Ramirez-Sato expressed optimism over the project’s positive impact on her province. Sato said, “I am confident that with the advent of sustained and stable power generated from a renewable energy source such as

geothermal, Occidental Mindoro will finally be on its way to speedy progress.” Umali said the project would reduce the cost of electricity in Mindoro from P11 per kilowatt-hour to just P6.58 per kilowatt-hour, a 40percent rate reduction once the project has materialized. “What’s more, we will no longer need subsidy from the main grid. This means consumers from other parts of the country do not need to pay for that subsidy. This will also reduce their electric bill,” the congressman, brother of Oriental Mindoro Governor Alfonso V. Umali, Jr., said. Meanwhile, Gani Capaning, Emerging Power spokesman, said the 40percent reduction in electricity bills would lead to P2.1 billion in savings for the people of Mindoro in four years. “With this project, the people of Mindoro and the Philippines could be assured of a sustained supply of clean and affordable power, as opposed to power derived from such fossil fuels as coal and petroleum,” said Antonie de Wilde, Emerging Power chief technical adviser.| JRM/LTC|

PNOY not involved in white paper campaign VICE President Jejomar C. Binay does not believe President Benigno S. Aquino III is involved in the white paper being circulated to implicate the Binay family in the Priority Development Assistance Fund (PDAF) scam. “We firmly believe that President Aquino has nothing to do with the smear campaign against the Vice President,” Binay’s spokesperson Joey Salgado said. Refuting a report

published in the website of radio station DZRH, Salgado said the Binay camp never said that it was Malacañang that had been "peddling malicious news" to media outfits, as alleged in the DZRH report. “According to information received by the Office of Rep. Abigail Binay, the white paper came from an office in Bonifacio Global City (BGC),” Salgado added. The younger Binay on Tuesday said it was "a group

Napoles, Aquino, and Schrodinger’s cat

“I can’t read but I have excellent dota playing skills...”

By BENJIE OLIVEROS PEOPLE despise Janet Lim-Napoles, this writer included, for what she has done: for facilitating the theft of billions of pesos in taxpayers’ money in the Priority Development Assistance fund scam. While the Filipino people suffer from lack of essential social services, expensive yet deteriorating power and water services, breakdowns of commuter trains, bumpy roads, traffic, etc., lawmakers and high government officials have been helping themselves in stealing the hard-earned money of the people, which they turned over to the government in the form of taxes. However, one could not help but recognize the masterful stroke delivered by the camp of Napoles. Perhaps not content with the VIP treatment given to Napoles by the Aquino government – from fetching and bringing her to Malacañang to ‘surrender’, to ensuring her safety and security by no less than President Aquino himself, to providing her with a one-floor flat as her jail cell, with a food taster to boot – and wanting to ensure that she does not get buried deep, figuratively and literally, for acting as conduit to the grand theft and plunder of the national coffers, she spilled the beans on the president’s men, nay his most trusted partner Budget Secretary Florencio “Butch” Abad. The political impact of implicating Secretary Abad is devastating to the Aquino government. The Aquino government has been propelled to and has maintained itself in power by projecting an image of good governance and a strong anti-corruption drive. By implicating in a corruption scam no less than the holder of the government purse and Aquino’s most trusted and powerful Cabinet member who acts as his alter ego (more than the president’s executive secretary and spokesperson), Napoles could bring down the whole Aquino administration. Now, after being denied of her bid to become state witness, which could have provided her immunity from suit, the camp of Napoles announced that they would henceforth withhold the evidences in their possession. This is political blackmail, no doubt, but undeniably an effective one. The lawyers of Napoles also said that they are still “open” to working with the Aquino administration, but only a fool would not be able to guess what her conditions would be. President Benigno “Noynoy” Aquino III immediately dismissed the accusations against Abad and his other Cabinet secretaries. That is expected of him. By doing so he is not only saving Abad and his friends and allies, he is saving himself. The Aquino government would crumble with Abad’s downfall. So is Budget Secretary Abad guilty? The situation is much like Schrodinger’s cat paradox. One could not ascertain it precisely unless the box is opened. But now Napoles has hidden the key to the box thereby putting the Aquino government in a fix. For as long as the box has not been opened, Secretary Abad is both guilty and not guilty, at the same time. It is highly improbable that the box would ever be opened at all – since whether or not the Aquino government is able to strike a deal with Napoles, the box would most likely remain locked. If no deal is cemented, Napoles would keep the box as leverage against the Aquino government. If they come to an agreement, the Aquino government, in turn, would bury the box. If ever the Aquino government makes a show of opening the box, one could no longer ascertain whether or not the contents have been tampered with. Thus, it is incumbent on and in the interest of the Filipino people to open the box themselves, much like what we did with Estrada’s sealed envelope.| WWW.BULATLAT.COM

OPISYAL nang nagbukas ang klase sa mga pampublikong paaralan nitong nakalipas na Lunes, Hunyo 2, bagaman at sa mga ibang pribadong paaralan at unibersidad ay ngayong linggo pa lang na ito magsisimula ang klase. Nakatutuwa naman ang mga naging partisipasyon ng mga magulang o ng komunidad sa mga idinaos na Brigada Eskwela ilang linggo bago nagbukas ang klase. Nakita ang kabayanihan ng mga magulang at ang pagkilos ng ibang mga taga komunidad gaya ng mga opisyal ng mga barangay sa pagtutulong-tulong na kumpunihin ang mga silid-aralan, silya, mesa, kabinet at iba pang pasilidad sa mga paaralan na nangangailangang kumpunihin o hindi naman kailangang palitan kaagad. Ngunit, magkaganun pa man, marami pa ring mga suliranin sa ating mga pampublikong paaralan ang nangangailangan ng kongkretong aksyon mula sa pamahalaan, partikular sa Department of Education (DepEd). Ang malaking kakulangan sa mga bagong eskwelahan o school sites, klasrum, aklat at iba pang kagamitan. Sa kolum na ito, partikular nating tututukan ang sitwasyon ng mga pampublikong hayskul sa Batangas. Sa Batangas City malaki pa rin ang kakulangan sa bagong school sites upang madecongest ang Batangas National High School (BANAHIS). Sa kasalukuyan, Bukod sa BANAHIS heto ang mga national high school sa lunsod: NAVERA MNHS sa Brgy. Concepcion, TISISI NHS sa Tinga Itaas-Soro-soro Ibaba-Soro-soro Itaas, Balete NHS, Banaba West NHS, Talumpok NHS, Paharang NHS, Conde Labac NHS, Tabangao NHS, Pinamucan NHS, Talahib Pandayan NHS, Pedro S. Tolentino NHS sa Ilijan; San Agustin NHS, San Antonio NHS at San Agapito NHS sa Isla Verde; Sta. Rita NHS

at Libjo NHS. Hanggang sa sandaling ito, hindi pa malinaw kung kailan matutuloy ang sinasabing planong pagbubukas ng dalawa pang hayskul sa Alangilan at Gulod Itaas. Kung matutuloy ito, malaking bilang ng mga mag-aaral ang mababawas sa sobrang dami ng mag-aaral sa BANAHIS. Bukod dito, maaari ring maiwasan ang pagpapatupad ng paglilimita sa tatlong (3) araw lamang na klase mula alas-sais ng umaga hanggang alas-sais ng gabi. Ayon sa magulang na aking nakapanayam, hindi na rin nila matiyak kung anong pwedeng matutunan ng kanilang anak sa ganoong iskedyul. Bagaman at maaaring makatulong sa bahay ang iba, ang iba naman ay lalo lamang nahuhumaling sa mga computer games at lalong nalulong sa pakikipagbarkada. Bukod dito, nahihirapan naman ang ibang makahabol sa klase dahil napupwersa sa mahabang panahon ng klase na magkaminsan ay parang natutuyo ana ng utak nila sa hapon at wala ng maisagot. Ito’y seryosong bagay na dapat tinututukan ng pamahalaan. Kaya, hindi totoo na sapat ang mga paaralan o ang mga silid-aralan sa ating mga pampublikong paaralan, partikular na sa hayskul. Gayundin, sa mga kalapit na bayan ng Lunsod Batangas, kung may sapat na pasilidad sa kanilang bayan, hindi na kakailanganing pumunta pa sa Lunsod Batangas ang mga taga -San Pascual, Bauan, San Jose at Ibaan. Ito’y bagay na dapat solusyunan, hindi ipagturuan ng mga opisyal ng bayan, lalo na ng mga tagaDepartment of Education. Ang hanapin ninyo ay soluyon sa problema, hindi ang paghabi ng kung anuanong dahilan para iwasan ang nagdudumilat na katotohanang ito sa ating mga pampublikong paaralan.|

Ang Mabuting Balita Ang Pagmamahal ng Diyos Ama SAPAGKAT gayon na lamang ang pag-ibig ng Diyos sa sangkatauhan, kaya't ibinigay niya ang kanyang kaisa-isang Anak, upang ang sinumang sumampalataya sa kanya ay hindi mapahamak, kundi magkaroon ng buhay na walang hanggan. Isinugo ng Diyos ang kanyang Anak, hindi upang hatulang maparusahan ang mga tao, kundi upang iligtas ang mga ito sa pamamagitan niya. Hindi hinahatulang maparusahan ang sumasampalataya sa Anak. Ngunit hinatulan na ang hindi sumasampalataya, sapagkat hindi siya sumampalataya sa kaisa-isang Anak ng Diyos. 19 Ganito ang paghatol ng Diyos: naparito sa sanlibutan ang ilaw, ngunit inibig pa ng mga tao ang dilim kaysa liwanag, sapagkat ang kanilang mga gawain ay masasama. 20 Kinasusuklaman ng mga gumagawa ng masama ang ilaw, ni hindi lumalapit dito upang hindi mahayag ang kanilang mga gawa. 21 Ngunit ang namumuhay ayon sa katotohanan ay lumalapit sa ilaw, upang maihayag na ang mga ginagawa niya ay pagsunod sa Diyos.

Walanghiyang kamag-anak TATLONG buwang gulang pa lang si April nang iwanan siya ng kanyang inang si Llianie sa pinsan nitong si Karmie at asawa nitong si James. Walang anak ang mag-asawa kaya inampon ang bata. Matapos ang siyam na buwan, muling nag-ampon ang magasawa. Isang 15-araw na gulang na sanggol ang kanilang inampon at pinangalanang Sarah. Si Sarah ay anak naman ng isa pang pinsan ni Karmie na si Judith. Noong 17-anyos si April at si Sarah naman ay walong taong gulang, nagdesisyon ang mag-asawa na pormal na ampunin ang mga ito. Sila naman daw ang tumayong magulang ng mga bata at simula’t sapul ay hindi na nila nakagisnan ang tunay na magulang kahit pa anong paghahanap ang gawin ng mag-asawa sa mga ito. Sa paglilitis ng kaso ay may itinalagang “guardian ad litem” o tumatayong bantay ng mga bata na nagbigay ng kanyang pirmadong permiso sa pag-ampon. Matapos ang paglilitis at naipasa na ang lahat ng ebidensiya, pinagbigyan ng korte ang petisyon ng mag-asawang Karmie at James. Ipinag-utos ng korte na malaya na ang dalawang bata sa obligasyon nila sa tunay na magulang at ganap na silang anak nina Karmie at James. Walong taon matapos ampunin ang mga bata ay namatay si Karmie. Wala siyang naiwang testamento o kahit huling habilin pero marami siyang naiwang ariarian. Nagsampa ng petisyon si James sa korte para pormal na paghatian nila nina Sarah at April, bilang tanging tagapagmana, ang naiwanang ari-arian ni Karmie. Ang kaso, matapos ang may 20 taong pananahimik, biglang sumulpot sina Llianie at Judith bilang magulang ng dalawa at bilang pinsan ni Karmie. Nakialam sila sa kaso at kumokontra sa petisyon ni James. Ayon sa kanila, sila lang ang tanging tagapagmana ni Karmie dahil sila ang mga pinsang-buo ng babae.

Hindi raw masasabi na pormal na inampon ni Karmie sina April at Sarah dahil hindi naman daw sila pumayag sa pag-ampon na nangyari. Ayon din sa kanila, hindi puwedeng maging tagapagmana si James dahil may nauna itong pinakasalan kaya walang bisa ang kasal nito kay Karmie. May karapatan ba silang maghabol sa mana?  WALA. Sa ilalim ng batas, hindi kailangan ang pagpayag ng mga magulang sa pag-ampon sa kanilang anak. Lalo at kung inabandona ng tunay na magulang ang bata. Sapat na ang pagpayag ng itinalagang “guardian ad litem”. Sa kasong ito, ilang taon na sina April at Sarah na nakatira kina Karmie at James. Si April ay halos tatlong buwang gulang pa lang nang ipamigay ng ina samantalang si Sarah ay 15 araw lang ang edad. Mula nang ipamigay ang mga bata ay walang naging balita ang mag-asawa tungkol sa kanila. Sapat na ang mga sirkumstansiyang nabanggit para mapatunayan na inabandona ang dalawang bata. Ang pag-abandona na ginawa nina Llianie at Judith ay matibay na ebidensiya ng hangarin ng isang tao na talikuran ang obligasyones at responsibilidad niya sa anak. Malinaw na kapabayaan at tuwirang pagtanggi ito na ibigay sa bata ang dapat ay pagmamahal at pagaarugang nararapat sa isang anak. Tama lang na ideklarang legal at may bisa ang ginawang pag-ampon kina April at Sarah. Sa Articles 973 at 1003 ng Civil Code, walang karapatan ang mga pinsang-buo na maghabol ng mana kung mayroong legal na ampon ang namatay. Tungkol naman kay James, ipagpalagay man natin na totoong hindi sila tunay na kasal ni Karmie, wala pa ring magbabago dahil wala pa ring karapatan sina Judith at Llianie na maghabol ng mana at makialam sa kaso (Santos v. Aranzanso, 16 SCRA 344).|

Lost fight THERE is an ongoing battle happening in our schools today. Contrary to the prevailing notion, the fight that happens every day in schools is not only the struggle to crack ignorance and illiteracy. More than these, the fight is about the soul of Filipino children and the future of humankind. Every class day is the DDay for saving the future and shaping humanity. The Constitution directs all educational institutions to inculcate patriotism and nationalism, foster love of humanity, respect for human rights, appreciation of the role of national heroes in the historical development of the country, teach the rights and duties of citizenship, strengthen ethical and spiritual values, develop moral character and personal discipline, encourage critical and creative thinking, broaden scientific and technological knowledge and promote vocational efficiency (Sec. 3[2], Art. XIV). Nothing could be clearer than this. Schools are tasked by the State with the noblest ideal of educating the young so that they can be better citizens and servants of one another. It is not that children should be taught the rudimentary principles of different ethical systems. Rather, it is in school that their concept of right and wrong and of aversion to violence and intolerance should be re-affirmed. The school must be a place where our young affirm their innocence and sense of responsibility towards others and to themselves. School officials must be conscious of their duty to help them shape their character and to enable them to become better citizens. Teachers and administrators must be mindful that their duty is not to themselves but to the children who go to school to learn and be beacons of hope. Schools are the bastion of civilization. They are the

primary institution entrusted to develop the great minds of society. They are the torch lighters that keep darkness away from the path that people are treading. With news of campus and of coercion that kids have to face in and out of the classroom, it is doubtful whether our schools are winning the battle they are fighting. The schools are losing the fight. They have lost the fight several ten years ago and they continue to lose because nobody is paying attention to the work that the schools do. Complaints about the lack of resources and programs to improve the lives of teachers and school personnel are given continues media attention because they are visible manifestation of the failure of the educational system. On top of this, however, is the failure of the school to live up with their missions and the mandate that the Constitution has given them. Nobody seems to care anymore whether the quality of education is improving and most importantly, whether children learn sound values at school. And thus, the cause has been lost and continues to be lost. The lack of concerns for the improvement of the school system and the welfare of teachers and school personnel reflects the attitude of the public towards the competence of educational institutions to carry out their missions. Parents should take the lead in ensuring that public and private schools comply with their duty to help children learn what they need to face the future. This is a concern that they should not entrust to the government alone. They need to intervene if they want their children to be taught properly. More than achieving good grades, parents should be concerned about sound values being shown and taught to their children in school.

Talking with a taxi driver I ALWAYS take a taxi coming from or going to the Manila airport. This one on a Saturday morning with taxi driver Lando was interesting. He was talking all the way in Cebuano non-stop inspite of the EDSA traffic that when we reached the domestic terminal, I wished we were still stuck in traffic because he still had more to tell. He said he came from Dipolog in Zamboanga del Norte and had been driving in Manila for years. “Lisod panginabuhi didto” ( life is difficult there). POLITICS --- He asked where I was going. “Davao diay ka sir? (so you are from Davao?) Then he went ballistic. “Kusog si Binay sa karon pero unta mag uban sila ni Bongbong Marcos ug si Duterte para mo asenso ang Pinas. Kay kaming taxi driver Bongbong mi sir" (Binay is strong now but he should team up with Bongbong Marcos and Duterte for the sake of the country coz we taxi drivers are for Bongbong) . I’ll tell VP Jojo, Sen. Bong and Mayor Rody about this, I quietly told myself. But he continued. “Baho na ang gobyerno Aquino ug halos tanang opisyal nato,” ( the Aquino government and all officials now stink) he said mentioning Napoles with expletives several times. FAMILY -- He has two daughters, an 18 year old and a 10 year. He is worried. In Zamboanga when he was young, he recalled that suitors of his aunts had to do “harana” (serenade) and would come to the house and visit with the “lola” nearby either within hearing distance or eavesdropping. The courtship then included the whole family. Today, he said, the young jump to bed just by texting each other. (That’s my moderate translation from his more vulgar language. Ahahaha! ) ROLE MODELS --- He blamed the VIPs and mga artista, who have become role models and the influence of TV for the bad values today. “Tan-aw ka sa TV 'The Legal Wife' sir? Suko pirmi mrs ko sa kabit ba unya sige warning sa akoa”. (Do you watch the telenobela The Legal Wife? My wife is always angry at the mistress then always warns me) . I told him I am in the same situation. LOL. He then mentioned a few examples, the names he did not mention but quite obvious to be identifiable. A senator leaves his wife and family for a celebrity but he is still popular. (He cursed!) A presidential sister who has several men -- although one at a time and still adored by the public. (He chuckled!) PEACE -- He said he had recently an unmarried lady from Midsayap, North Cotabato for a passenger going to the NAIA bound for Canada. She was leaving to look for work abroad and plans on uprooting her family soonest when she gets settled down there. She expects trouble with the signing of the peace agreement because some Muslim elements are starting to claim their lands in Midsayap that her family had long owned and developed. AMERICANS -- To my surprise, he said "maayo kay si Obama moabot" (good Obama is coming). I asked why? He said another passenger, a retired corporal in the Army told him that it was a mistake to throw out the US bases years ago and now we are asking the Americans to come back because we need them against China. The retired corporal recalled how he was receiving “second hand” uniforms and equipment while the Americans were still around and the Filipino soldiers were well provided. Today his other soldier friends tell him of holes in their boots. He said that the Philippines can be better off being a part of the US so we can have dollars and maybe we will also have snow! (He laughed!) He was still talking after he parked as he handed me my handcarry bag. And when I disembarked, he was not through yet. “Pag balik na pud nimo, sir (next time when you return) he called me aloud as I headed for the terminal gate. The hefty tip must be the reason, I told myself. Listening to him, belonging to the “masa” was a source of unending fascination. And reality check somehow!

Church “wins” in RH Law! We are misled by the media line that the Catholic church’s anti-RH campaign lost because the Supreme Court ruled that Reproductive Health Law (RA 10354) is constitutional. Many may not realize this but the Supreme Court in “approving” the RH law actually GAVE DUE COURSE to the objections of the Church. According to former Ambassador Rigoberto “Bobi” Tiglao in his article in the Manila TIMES, what the Supreme Court declared constitutional are the ALREADY EXISTING laws that have already been implemented for decades but consolidated in the new RH law. These are the population-control laws that have been in effect like RA 6365 of 1971 (Creating the national population commission and its functions) ; PD 79 of former President Marcos and RA 9710 of 2009 (Magna Carta for Women). But the main objectionable provisions that the Church raised were DECLARED UNCONSTITUTIONAL, including the controversial implementing rules crafted by the Secretary of Health. I call this government’s ATTEMPT that the Supreme Court ABORTED, legally of course. (This is the type of abortion we all welcome. hahaha!)

If not discovered and stopped and ABORTED by the SC, it would have allowed goverment to undertake wide-scale distribution of devices and drugs for abortion or abortifacients. Truth to tell, this important SC ruling upholds the Catholic dogma that is found in the Philippine Constitution (Article 11, Section 12) which provides that the state “shall equally protect the life of the mother and the life of the unborn from conception”. This means that any action to stop the fertilized egg from developing is against the Constitution. Scientific studies tell us that IUDs and other contraceptives, while they have the primary effect of preventing fertilization (the spermatozoa from reaching the egg) they have the secondary or after- effect of weakening the uterine walls lining so that the fertilized egg (with the meeting of the sperm and the ova already done) cannot be implanted there and therefore will die. This validly challenges legally the use of IUDs and

For example, the SC ruled that the religious beliefs of citizens (those who oppose) be respected and must prevail. Hence, the ruling declared as unconstitutional the provision that required public and private health companies to provide birth control information and means to all even if it is against their religious beliefs. Another provision declared unconstitutional was that which allows one spouse to make a unilateral decision to avail of birth control methods. The SC required that both spouses must approve to do irrreversible birth control interventions like vasectomy and tubal ligation. Another provision is to require parental consent for minors. There are other significant fine points. But what the Supreme Court significantly stopped on its tracks was the “aborted” attempt of the government, through its Secretary of Health and the pro-RH groups, to insert and smuggle the word “primarily” (to define abortifacients) in the implementing rules & regulations that was NOT present in the RH law itself

the benefits of the RH law can do so while those who do not believe can freely reject them without being penalized. What will be interesting to see hereon is how the implementation of the RH law will be done and how vigilant are we in seeing to it that what the Supreme Court discovered and aborted in its ruling, will be followed and enforced on the ground.|

City Foundation Day Activities, inihayag na NAKAHANDA na ang mga gawain sa pagdiriwang ng 45th Batangas City Foundation Day sa July 23 sa ilalim ng pamamahala ng Cultural Affairs Committee. Ang tema sa taong ito ay “Ïdol Kita, Ka Pule”. Muling itatampok ang Sublian Float Parade bilang bahagi ng Sublian Festival. Sa araw ding ito ipapakilala sa publiko sa si Ms. Batangas City Foundation Day 2014 na si Bb. Angel Candava Aquino pagkatapos ng Panalanging Pampagkakaisa at Pangkapayapaan at Misa Pasasalamat sa Batangas City Sports Coliseum. Una rito, ay ang Pagpupugay sa Watawat at Pag-aalay ng Bulaklak sa Plaza Mabini na pangungunahan ni Mayor Eduardo B. Dimacuha kasama si Ms Batangas City Foundation Day 2014. Ayon sa kanila isang karangalan na mapili ang kanilang anak para sa naturang titulo. Nagtapos sya ng high school sa PAREF Woodrose, Ayala Aalabang, at elementarya sa Stonyhurst Southville International School. Siya ang bunso sa dalawang magkapatid. Ang kanyang kuya na si Alberto Nigel ay 4th year AB Economics student sa Ateneo de Manila University. Ayon kay Angela, bagama’t tahimik at medyo mahiyain, masayahin rin sya at maraming kaibigan. Pero di tulad ng ibang kabataan, mas gusto nya na nasa bahay lamang kasama ang pamilya kaysa mamasyal o gumimik.
