Ika-3 biktima, di na nakaligtas! BAUAN, Batangas – Muli na namang umatake sa Lalawigan ng Batangas, partikular sa bayang ito, ang sakit na Meningococcemia, isang nakamamatay na sakit. Nitong nakalipas na linggo, tinawagan ni Batangas 2nd District Congressman Raneo E. Abu ang pansin ng Kagawaran ng Kalusugan (DoH) upang kaagad na aksyunan ang mga napaulat na muling pag-atake kamakailan ng Meningococcemia sa bayan ng Bauan.

Sa kaniyang liham sa DoH, sinabi ni Abu na iniulat ni Municipal Health Officer Victor Bejer na isang Grade 3 pupil mula sa Manghinao Elementary School, ang nakaranas ng mga sintomas ng meningococcemia noong Pebrero 28 at kaagad na isinugod sa Bauan Doctors Hospital. Nang makitang walang gaanong pagbabago, inilipat na rin kaagad ang pasyente sa Research Institute for Tropical Medicine ng DoH sa Muntinlupa City ngunit doon na rin inabot ng kamatayan ang pasyente. Ayon pa kay Bejer, isa namang 14-taong gulang na batang lalaki ang namatay rin sa sakit na meningococcemia noong Setyembre ng nakalipas na taon.

In Senate Bill 2146, Recto traced the origins of libel as a tool against criticisms and to shield public officials from insults. Recto files bill decriminalizing libel “that libel prosecution has evolved from protecting both private citizens and public figures to its modern notion of shielding only private parties from defamatory utterances.” Even if libel will be decriminalized, Recto said there is another way that ”scurrilous and defamatory remarks damaging to one’s reputation” can be set right. “The institution of civil action for damages can restore a sullied reputation,” he said. Recto said “it is high time for Congress to revisit defamation laws, and recalibrate them in a manner that they can prevent and penalize malicious and unfounded attacks on a person’s reputation without stifling free speech and the open discussion of policies that affect the public.”

“Even if we take out libel, there should remain a shield which a private, ordinary citizen can use when he is assaulted by harsh tags,” he said. “We need these safeguards because one of the best apps of a civilized society are laws which allow a private individual robbed of honor to seek restitution,” Recto said. He said he filed the libel repeal bill because the best way to address the court-upheld cyberlibel provision in the Cybercrime Prevention Act of 2012 is to go to the source which is the Revised Penal Code. Recto’s bill seeks to repeal Articles 353,354,355, 356, 357, 360, 361 and 362 of the Revised Penal Code and Section 4 (c) 4 of the Republic Act 10175 or the Cybercrime Law.

CTA sets Corona arraignment on tax evasion case on April 2 MANILA — The Court of Tax Appeals (CTA) has set on April 2, 2014 the arraignment of former Supreme Court Chief Justice Renato C. Corona on the tax evasion case filed against him.

Ayon kay Konsehal Joel Pua, chairman ng committee on housing and land utilization sa konseho at may akda ng resolusyon, nilabag umano ng nasabing business establishment ang kondisyong ibinigay sa special use permit dahil nabigo umano itong magpagawa ng road network sa likod ng supermarket na siyang daraanan ng mga sasakyan para di magsikip ang traffic sa lugar. Ang special use permit ay isa sa mga kinakailangan para mabigyan ng business permit ang isang commercial establishment sa lungsod ng Lipa batay na rin sa Special Ordinance No.11-2004. Isinasaad din sa nasabing SUP na kinakailangang maglagay ng pedestrian overpass sa harap ng Puregold na siyang magsisilbing tawiran ng mga papunta’t paalis ng market, pagkakaroon ng sakayan at babaan ng pasahero sa harap ng establisimiyento at paglalaan ng sapat na side parking area sa may panulukan ng P. Laygo street o di kaya’y basement parking. The tax case against Corona was filed before the CTA last Monday after the Department of Justice (DOJ) dismissed his motion for reconsideration. In the latest decision of the DOJ approved by Prosecutor General Claro A. Arellano, it found that no new arguments were presented in the motion for reconsideration that would warrant the reversal of its earlier decision. In the complaint of the Bureau of Internal Revenue (BIR), Corona allegedly failed to pay more than P120 million in taxes

and he also failed to file his income tax returns for taxable years 2003, 2004, 2005, 2007, 2008 and 2010. Meanwhile, Corona has posted bail for his tax evasion case which was finally filed by the DOJ before the CTA last Monday. It was gathered that Corona personally went to the CTA last Tuesday to post a P120,000 bail bond for each of the six counts of tax evasion case even before the CTA can issue a warrant of arrest against him.| PNA

Senator Santiago told Batangueño students: “Don’t vote for pork barrel scam politicians in 2016” SENATOR Miriam Defensor Santiago appealed over the weekend to some 2,000 students of a a universirty in Batangas City, not to vote in 2016 for senators or congressmen involved in the pork barrel scam. Santiago made the appeal during the awarding ceremony of the most outstanding students and student organizations of the university, where she served as guest speaker. “We should not reelect any senators or congressmen running for reelection in 2016, if they are among those against whom the Ombudsman will file criminal charges for plunder or malversation of public funds in the Sandiganbayan,” the senator told the students. “Of course, every person enjoys a presumption of innocence,” Santiago said. “But when the Ombudsman

conducts the preliminary investigation, she goes over voluminous papers and other documents, as well as affidavits executed by eyewitnesses. She has to do this, because under the law, the Ombudsman who is the prosecutor in this case, has to prove what the law calls a prima facie case. The term prima facie is a Latin phrase which means at first sight, or on first appearance, but subject to further evidence or information. Hence, if the Ombudsman files a case against a reelectionist for plunder in the Sandiganbayan, this means that she has in her possession enough evidence to allow the trial court to rule in favor of the government.” According to Santiago, the 2016 presidential elections will be a test of leadership during these dark days when government is investigating the P10

SENATOR Cynthia Villar on Monday bolstered her personal campaign to protect at least seven wetlands declared of international importance including the 175-hectare Las Pinas-Paranaque Critical Habitat and Ecotourism Area (LPPCHEA). After gracing the opening of a photo exhibit, Villar delivered a privilege speech where she stressed the environmental and agricultural benefits of wetlands, sounding anew the alarm against acts that threaten LLPCHEA existence. Villar echoed the article on the Ramsar website, where it said LPPCHEA faces threats associated with being

located near densely populated areas, reclamation projects and mangrove cutting. “Some of the common benefits from wetlands include providing water supply and irrigation, fisheries, livestock grazing, cultivation, grass, and wild plants for food, craft and medicinal use. Those benefits are linked to the livelihood of the people as well,” she said. Villar added wetlands have crucial role in maintaining ecological balance and in the ecosystem at large. She also claimed that the importance of wetland agriculture is becoming widely recognized.

In fact, she said a study showed that more than 78 percent of all Ramsar sites supported agricultural activities particularly in Africa and Asia which cover more than 170 million hectares — 66 percent and 48 percent of them, respectively, are listed as used for agriculture. Master’s tools (Notes on cynicism, labor, finance capital, and the art industry) By SARAH RAYMUNDO* WE never say “reduce sexism!” or reduce racism!” because we rightly demand their elimination. But it seems that the politics of political correctness, which largely defines pseudo-progressive politics nowadays, easily drops its own claims to the use of politically correct language in its full embrace of “poverty reduction.” Class is not seen as a structuring principle that cuts across racial, ethnic, and gender oppression. Instead, liberal progressives flatten out the contradictions and concrete social antagonisms that inhere in the very same oppressive structures they want to eliminate by positing “intersectionality” as the only viable horizon of interpretation to understand and resolve oppression. One can tell that the class war is at its height when the state itself naturalizes poverty by avowing that it can only be reduced. The state does so to cover up for poverty’s basis: social inequality. To argue that poverty can only be reduced whether in the short or the long term is to assume that social inequality is a function of nature. A biologized version of social class makes it easy for governments worldwide to subject peoples to the most brutal conditions of existence. To talk about the “end of class struggle” and the “obsoleteness of class war” while refusing to eliminate poverty is a travesty. En Route to the Cynical Path of Finance Capital As things stand today, the aftermath of the liberal triumph—which promised art its much-vaunted autonomy from social institutions that had tended to dwarf art by making it a mere function of its operations— has yet to redeem art from institutionalized artistic activity that has made the former a mere signifier of class privilege and luxury. Such autonomy only promoted a preference for “non-political art” or more accurately, a “generic politics [which replaces] ideology with management.”. But more is at stake in this intervention than pouncing on art’s culpability. There is a necessary connection to be made between institutionalized art practice and the financial blackhole. Let us begin with a rudimentary definition of finance as a symbol. Finance is the most abstract symbolization of the economy that has its roots in industrialization. Under capitalism, the accumulation of value or the process of valorization entails the application of human skills. In the age of industrialization, the production of value still necessitated the production of actual goods. Hence, the capitalist needed to produce useful things in order to produce abstract value. In the age of finance, however, the production of goods is no longer necessary to realize accumulation. Instead, accumulation itself directly targets its monetary goal by wringing value from the circulation of money. The acceleration of financial flows and the accumulation of value necessitate the destruction of concrete things and resources, and the body itself. The acceleration of profits from financial flows results in the “elimination of the real world.”. Finance capitalism is not only dependent

Stealing most foul “MAN, O man, given brief authority, exercises it to high heavens that even angels weep.” Was it Shakespeare or somebody older than him who said this? Be that as it may, people need to be reminded that there is limit to what they can do. Any authority delegated to those who sit in the government is an indebtedness that they have to account for. It is not theirs to keep. They are merely entrusted with it for the meantime. They have to use it well lest their own indiscretion will spell their own demise. A local theft incident acquired a national prominence after a video showing the culprit being paraded through the market and made to confess publicly of his crime was shown in the primetime news. The local officials were reported to have justify the theatrics as a necessary means to stop the incorrigible thief from repeating his crime and to warn others that their crimes would not be tolerated. The public pulse is ambivalent—some people expressed disgust to the seeming display of arrogance while others found the shortcut tolerable. Stealing cannot be justified regardless of the circumstances attending its commission. Extreme poverty may mitigate one’s liability for theft but it would not exempt him or her from responsibility. Society may extend some leniency to a perpetrator who was forced by extreme circumstances to commit the crime but it cannot condone the act and deems it permissible. Morally speaking, the effects and the reason behind an act do not change its nature. It is either good or evil irrespective of the consequences that follow or the motive that inspires it. Indeed, no decent society can tolerate

stealing if it is to remain intact and survive. However, this does not give the government authority to inflict unusual and cruel punishment to anyone suspected of committing theft. Nobody has the right to impose sanction on anyone without the latter being processed through the requirements of the law. Not just anyone can take the law unto his or her hand and impose sanctions to a suspect. Only the courts can administer the rightful punishment to a law offender. This is what the rule of law means. Nobody is above the law. Even the highest officials have to follow it. Circumstances do not give them extraordinary authority to disregard it. Regardless of the intention or motive for doing so, an official shortcut is an abuse of authority. What people saw in the news is not punishment imposed on a criminal but a wanton display of arrogance. Justice is not served then. What they did is spineless. It is hypocritical. It is stealing and it’s most foul of all since it robbed a man of the chance to prove his accusers wrong. Only the shameless can endure such a heartless mockery of justice. A correction should be made. Those who abuse with their powers should be dealt with under the law as much as the suspected thief should be punished when proven guilty before the court. There is no other way but this. Those who are in power should know well that they are accountable for anything that they do with it. They are not born to it but a mere custodian thereof. As such, they must act accordingly at all times. This is the necessary lesson that we have to learn— the law vindicates law, and it must vindicate law if it is to remain a law.|

Ang Mabuting Balita Ang Pagbabagong Anyo ni Jesus (Marcos 9: 2-13)(Lucas 9: 28-36)

PAGKARAAN ng anim na araw, isinama ni Jesus si Pedro at ang magkapatid na Santiago at Juan, at sila'y umakyat sa isang mataas na bundok. Habang sila'y naroroon, nakita nilang nagbago ang anyo ni Jesus, nagliwanag na parang araw ang kanyang mukha at nagningning sa kaputian ang kanyang damit. Nakita na lamang ng tatlong alagad sina Moises at Elias na nakikipag-usap kay Jesus. Sinabi ni Pedro kay Jesus, "Panginoon, mabuti't naririto kami. Mula rito'y may tinig na nagsabi, "Ito ang minamahal kong Anak na lubos kong kinalulugdan. Pakinggan ninyo siya!" Nang marinig ng mga alagad ang tinig, labis silang natakot at nagpatirapa. Ngunit nilapitan sila ni Jesus at hinawakan. "Tumayo kayo, huwag kayong matakot!" sabi niya. Nang tumingin sila, si Jesus na lamang ang kanilang nakita. Agawan ng dalawang pamilya sa mana “Yaya”who murdered a boy ITO ay kuwento ni Marvin, isang empleado ng gobyerno na nagtrabaho sa Mindanao. Noong nabubuhay pa siya ay nagkarelasyon siya sa dalawang babae at dalawang beses nag-asawa! Ang unang kasal ay nangyari sa pagitan nila ni Jessebel. Ikinasal sila noong 1937 sa parokya sa bayan ni Marvin. Nagkaroon sila ng dalawang anak pero sa kasamaang-palad ay naunang namatay ang dalawang bata. Dahil wala na siyang anak na nagbibigay-buhay sa kanilang tahanan, unti-unting lumayo ang loob ni Marvin kay Jessebel. Hinayaan lang ito ng babae at bagkus ay tiniis ang malamig niyang pakikitungo kay misis. Sa katunayan, nadiskubre pa ng pobreng babae na nanliligaw siya sa iba — kay Princess. Napaniwala ni Marvin si Princess na binata pa siya. Kaya matapos ang mahigit 20 taon nilang pagsasama ni Jessebel ay muling nagpakasal si Marvin. Si Princess ang kanyang pinakasalan at sa mismong simbahan pa kung saan dati silang nagpakasal ni Jessebel. Pikitmatang tinanggap na lang ni Jessebel ang kanyang kapalaran at pumayag na kahati niya ang ibang babae sa asawa. Hindi siya tumutol sa pagpapakasal muli ng kanyang asawa. Mukhang sinuwerte si Marvin sa pangalawang pagpapakasal. Nagkaroon siya ng pitong anak kay Princess. Sa piling ng pangalawang pamilya at pagkatapos ng ilang dekadang pagtatrabaho sa gobyerno ay namatay si Marvin. Saka naman lumabas ang problema sa dalawang pamilya. Dahil empleyado ng gobyerno at miyembro ng GSIS, dalawang klase ng insurance ang makukuha ni Marvin. Ang life insurance at ang retirement insurance. Benepisyaryo ni Marvin sa kanyang life insurance ang pangalawang asawang si Princess at ang pitong anak dito pero sa retirement insurance ay hindi siya nakapagsulat kung sino ang kanyang benepisyaryo kaya

parehong naghabol ang kanyang dalawang misis. Ayon kay Jessebel, siya lang dapat ang solong tagapagmana ni Marvin. Ayon naman kay Princess at sa kanyang pitong anak, sila ang mas may karapatan sa retirement insurance dahil sila na ang ginawang benepisyaryo ni Marvin sa life insurance. Sino nga ba sa kanila ang tama? Nang mamatay si Marvin, sinabi ni Jessebel na, siya lang dapat ang solong tagapagmana nito. Ayon naman kay Princess, siya at kanyang pitong anak ang mas may karapatan sa retirement insurance dahil sila na ang ginawang beneficiaries ni Marvin sa life insurance. Sino sa kanila ang tama? Ibinibigay ang life insurance kung sino man ang nakasulat na beneficiaries kahit pa hindi ito ang tagapagmana ng namatay at kahit legal man siyang tagapagmana o hindi. Nakasaad sa Insurance Act na hindi kailangan na isang tagapagmana ang makakuha sa insurance proceeds. Kung sakali at walang nakasulat na beneficiaries ay saka pa lang pupunta sa estate ng namatay ang nasabing insurance proceeds. Tungkol naman sa retirement benefits, paghahatian ito ng dalawang misis. Ayon sa Korte Suprema, sa pagaaral nito sa karapatan ng dalawang pamilya ni Marvin, nananatili ang unang kasal ni Marvin kay Jessebel. Kailanman ay hindi isinuko o binitawan ni Jessebel ang karapatan upang makihati sa ari-arian nilang magasawa o ang tinatawag na “conjugal partnership” kaya hindi nawala sa kanya ang karapatan na maghabol sa ari-arian ng asawa bilang ligal nitong tagapagmana. Sa panig naman ng pangalawang asawang si Princess, tanggap natin na ang buong akala ng babae ay ligal siyang asawa at hindi kabit dahil pinakasalan siya ni Marvin. Sa ingles, tinatawag itong “good faith” dahil malinis ang hangarin niya nang pumasok sa kasal kaya ituturing na wala siyang kasalanan at kunwari ay totoo rin ang kasal nila ni Marvin.|

Pakikisalumuha ng ambulant vendors LUNSOD NG LIPA, Batangas, Sumailalim kamakailan sa pagsasanay ukol sa tamang pakikisalamuha at pagharap sa mga kustomer ang mga ambulant vendors sa SM grand terminal sa lungsod na ito. Ang pagsasanay ay isinagawa sa pagtutulungan ng SM City Lipa at Lipa City Cooperative Office ng pamahalaang lunsod ng Lipa. Sinabi ni Liza Dimaculangan, mall manager ng SM Lipa, na layon ng pagsasanay na maituro sa mga manininda ang tamang pakikisalamuha at pagharap sa mga kustomer gayundin ang kalinisan ng mga pagkaing itinitinda. “Nais namin na maisaayos ang mga magtitinda upang mas lalong mapabuti ang kanilang kabuhayan kung kaya’t nagsagawa ng ganitong uri ng pagsasanay,” wika ni Dimaculangan. May 75 magtitinda ang sumailalim sa anim na sesyon ng pagsasanay kung saan tinalakay ang mga paksa na may kinalaman sa food safety, good grooming, personality development, customer service, tourism at

financial literacy o savings. Sinabi naman ni Ramelo Mendoza, city cooperative officer na ang pamahalaang lokal ng Lipa ay nakahandang tulungan ang mga magtitinda upang mapaunlad ang kanilang kabuhayan. “Kabilang ang pagsusulong ng programang pangkabuhayan sa seven-point agenda ng pamahalaang lungsod kaya ang aming tanggapan ay patuloy din ang pagbibigay ng tulong teknikal sa mga nagnanais mapatibay ang kanilang mga samahan o kooperatiba,” sabi ni Mendoza. Alinsabay nito may mga micro finance program din ang lokal na pamahalaan para maisaayos ang pangangailangan ng mga samahan o kooperatiba kung saan nagpapahiram ito ng puhunan na walang interes upang magamit sa pagpapasimula ng negosyo. Malaki naman ang pasasalamat ng mga manininda sa karagdagang kaalamang natutunan sa pagsasanay at umaasang malaki ang magiging kontribusyon nito upang mas lalong mapaayos ang kanilang hanapbuhay.

“Don’t vote for pork barrel scam politicians in 2016” particularly on television when the Blue Ribbon Committee conducts hearings and examines alleged witnesses, certain politicians are conspicuous by their silence. Santiago said silence means that the particular politician is willing to make friends with anybody, right or wrong, corrupt or honest, as long as the politician can gather votes. “That candidate is an opportunist. He does not act out of conviction, but acts out of what is convenient for himself,” she said. “Politicians who purposely refrain from

participating in the national debate on the pork barrel scandal are politicians who are cowards, because they refuse to take a position for fear of incurring the anger of the guilty ones. This kind of cowardice is anathema to leadership,” the feisty senator said. “Leadership is the courage to take risks in defense of a position that is both legal and moral. The politician who tries to become a wise guy by being friends with everybody – corrupt or not – is not a leader,” Santiago said. “This is the test I want the people to apply, as the 2016 elections approach. Apply the test of leadership among the candidates.”

ONE day, in the early 1970’s, a young couple in the Sta.Ana District of Davao City searched for their 2-year old only son who was missing with a “yaya” whom they hired a few days earlier. The police found and arrested the “yaya” later but the child was nowhere. She was asking for money for the return of the child whom she claimed was left somewhere. A few days later, the missing son was found dead in box in the attic of the couple’s house. The “yaya” stuffed him there and left him dead while she was weaving a bizarre story that took the police even as far Davao Oriental in a futile, wild chase to recover the boy. The couple got me as their lawyer tobe the private prosecutor of the murder case against Belinda Lora, (I can’t forget her name). To make the story short, the “yaya”was eventually convicted and was sentenced to death (death penalty was not outlawed at that time.) During one of my usual visits to the Maa City Jail where I had other detained clients, Belinda who was detained there and waiting to be shipped to Muntinlupa, Manila as a convicted prisoner requested the jail guards if she could talk to me. I agreed. I went to her cell. Although she recognized me as the lawyer who worked for her conviction,she pleaded for my help. She said she was remorseful and would not do it again,if only she could be given another chance. I merely listened and did not promise her anything but patted her hand re-assuringly. Finally, after I stood up to go for the exit, and my back was already turned, she made a last ditch appeal and in an pleading voice called out: “Pagmatulungan mo ako, Attorney, at makalabas ako dito, habang buhay kitang pagsilbihan na “yaya” ng mga anak mo!” (If you help me, Attorney, and I will be outof here, I will forever serve you as “yaya” of your children!”) My God, I told myself. I stood there and froze for a few moments! I could not believe what I was hearing. Wow, yes unbelievable but true! I tell you,law practice is exciting and unforgettable. This is actually a sequel to my previous article. When I wrote sometime the article “ I WILL KILL YOU” and wondered why people are fascinated and supportive of “quick justice” and opined that perhaps, our justice system is flawed and to blame, I got several feedbacks asking if I could also write about this some more. Being a lawyer and in law practice for many years before joining public service, I am a bit hesitant to write about the present state of affairs of our justice system as there are many others who are still there, spending their whole lives in the practice of law and who are more updated on this. Nonetheless,I’ll mention two factors why many of us do not usually go to court to seek justice. First,going to court is expensive. Hence, those who have rights to protect or grievances to redress must first think twice simply because of the money cost. “Equal justice for all” is not always that true in reality. Justice of those who can afford is a world different from justice of the poor. The latter does not stand a good chance. One who can afford stays out of jail as he can post a bail bond for his temporary liberty? The poor, still presumed innocent, rots in jail in the meantime unable to put up bond while his case endlessly drags. Then, one needs a hired lawyer to handle his case. Yes, we have free legal aid law practitioners who selflessly give their time and talent (at times even their own personal money to poor clients). There’s also the government’s Citizens Legal Aid Office (CLAO) which gives free legal services to the poor. Courts can also appoint "de oficio counsel” to assist those who come to court without lawyers. But their service is just a drop in the bucket. And, poor litigants, even in their unenviable situation, expect-and insist -- that their rights (which are perhaps their only prized possessions in the world) be amply protected. This reminds me of another unforgettable story. I remember one day about 30 years or so ago, when the late Judge ALFREDO CUSI of the then Court of First Instance (now regional trialcourt) appointed me in open court as “de oficio counsel” (court-appointed lawyer, usually without pay) to assist a poor, detained prisoner accused of a high crime. Judge Cusi’s voice boomed in open court informing the still handcuffed accused: “I will appoint Atty. Dureza, one of the best practicing lawyers to handle the trial for you. Do you agree?”(The court interpreter went into action.) We waited for the man’s reply but there was silence. The poor guy at first sheepishly looked around as I stood up in spanking coat and tie ready to volunteer and do legal combat for him. But he rejected me outright by saying (in Tagalog): “Your Honor, murder po ang kaso ko. Puede kaya hindi practisan yung kaso ko. Kasi sabi po ninyo Your Honor, “practicing” at “trial” lawyer lang po sya. Huwag lang sana sya. “Oooops, after hearing him, I slumped back on the bench feeling rejected. He was really dead serious. He was not even impressed when Judge Cusi told him that I was a bar topnotcher. Finally, he agreed to accept me only after the judge painstakingly explained to him that being a “practising lawyer” did not mean that I was just practising on his case and that “going to trial” had nothing to do with being in “trial and error”. To this day, when I am asked, “law practice pa kayo, Attorney’” (Are you practising law, Attorney?”) I always remember that story and I always answer: “Tapos na ako practising. Tutuhanan na ako ngayon” (I’m done

Notes on cynicism, labor, finance capital, and the art industry on the real economy’s exploitation of labor through production. The accumulation of profits through the acceleration of financial flows entails heightened forms of exploitation. This is why, under global capitalism, labor whether paid or wageless, must be contractualized, brutalized, and destroyed everywhere in the world. The few who profit from the virtualization of life and intelligence through accelerated financial flows cannot do so without destroying actual human

lives. Profit accumulation and the disposability of human lives are mutually dependent. Financial speculations on oil, weapons of mass destruction, and even speculations on insurances and debts incurred by people themselves are a few examples of the means to accelerate financial flows precisely through the promotion of war and human misery. Meanwhile, an interesting twist is happening in Spain’s current art context that sheds light on the privatization of

Another factor why many no longer resort to the courts to seek justice is that there is, in reality no “speedy justice” to talk of. A case in the lower court can take years to litigate. For example, if a court hearing is held today, the next resetting date is two or three months later due to clogged court dockets. After more resetting, if you're lucky to present one witness, chances are you’re not done with him and resumption of his testimony is for the next available calendar. Not to mention postponements in between. If you are lucky,a simple case can be decided in 3 to 5 years. But that's not the end of it. The losing party goes on appeal to the next higher court. The length of time for an appeal takes as much time, if not more. Then going to the final arbiter, the Supreme Court takes almost forever. You’re lucky if you’re done in 10 years from the time the case is filed until final judgment. More often, it takes a lifetime. Sorry to say but the delay is embedded in the procedure and in the system. There are other factors but I’m citing only two. These could be why many prefer to short circuit the justice system and go for swift and

quick justice. This could be why many applaud shortcuts. This could be why taking the law into one's hands to get justice is acceptable to many. No wonder killing outright the bad guys is popular nowadays. But then, I remember the grieving and inconsolable Myrna, the mother of the 2year old murdered boy who would at times secretly mix with the crowd in the courthouse waiting for Belinda to pass by on her way to the trial of her case. Myrna would suddenly emerge from nowhere, grab her,and hit her, claw at her until pacified. But Myrna and her husband agonized, suffered and patiently took the effort of bringing before the courts the “yaya”, Belinda Lora. They went through and withstood the ordeal of a long judicial procedure. Yes, they got justice in the end. Although Myrna’s words still ring loud in my ears and in my heart when she whispered to me after I told her of Belinda’s conviction: “Will it bring back my only son to me.?” Nonetheless, she felt vindicated that justice was done. And yes, she did not call out the Davao Death Squad to do it for her. Myrna did not wish some policeman pulled the trigger on Belinda. Instead, she trusted on the justice system, however flawed it might be.|

Cultural producers and managers took the streets to protest what they believed was a sabotage on cultural production and consumption. It was only until a month ago that the Spanish government lowered the tax on culture to 10% , but only exclusive to the sale or purchase of art works. No doubt, state intervention means to facilitate people’s consumption of culture through increased spending on art works. But the command to buy and thus enjoy art this 2014 is addressed to a particular class. Spanish visual artist Paloma Polo, her own country’s representative to the 55th International Art Exhibition at the Venice Biennial, makes a case for the connection between money laundering and art consumption. The super rich who grace international art fairs in Miami, Sau Paulo, Switzerland, London, and Mexico are given the opportunity to consume art works produced by Spanish visual artists with lower tax rates this year. This means that money earned by the super rich through their engagement in finance capital can now be invested on art works (read: laundered) after all, the global market is by now too saturated for super profits from finance to be reinvested in production, much less, for workers benefits. The state, in this context, provides the proper, legal, and the finest investment for the loot of finance capitalists. Super-profits from finance (a transformation of production into a symbol that entails not only the destruction of products but of bodies and lives) have to transform itself into something more culturally acceptable. The process necessitates the state to act as broker for abstracted crimes against humanity to be literally seen as concrete works of art. That

the increase in spending on art products through lower taxes is encouraged and realized as actual transactions in the art industry proves that the rich are getting richer even in one of the most badly hit economies like Spain. Finance capital, a species of capital that can only accelerate and accumulate without producing something new is an economic logic that is very well refracted in the dominant segment of the art field whose claim on art, as mentioned above, is no longer based on making of something new but in making do with what already exists. Thus, cynicism in the art industry is not unique to itself. Rather, it is one that dovetails capitalist relations of production in our age. The same can be said about the cynicism of socalled progressives who smoke out soft critiques against the current structural violence of capital which, at no other point in history has renders Karl Marx’s immiseration thesis ever so clearly, especially in view of the accumulation of super profits through finance capital: “But all methods of the production of surplus value are at the same time methods of accumulation, and every extension of accumulation becomes, conversely, a means for the development of these methods. It follows therefore that in proportion as capital accumulates, the situation of the worker, be his payment high or low, must grow worse.” (5) One must add that the production of art/ knowledge has been, among others, a tool of the master to maintain its otherwise crumbling house. Can the master’s tools be used to destroy the master’s house to overcome capital’s deadly inertia? The situation in which capital accumulates because workers’ wages must grow worse, is the same compelling reason that art, as a fatal weapon of class war, must always confront anew.|WWW.BULATLAT.COM

A ROUND sticky rice ball cake with palm sugar syrup inside, rolled over grated coconut, is tasty and sweet. Made with mashed purple yam and glutinous rice, cooked in boiling water.

Flatten it with your palm and put a piece of palm sugar in the center. Close the dough over the sugar and roll into a ball. Bring water to boil and put in the dough balls. When the balls float on the surface. Scoop up with a skimmer and drain. Roll the hot and cooked glutinous rice balls into the grated coconut.

Ingredients: 1 Pack (400 grams) glutinous rice 1 Pack (454 grams) grated purple yam 1 Cup palm sugar 1/2 Cup water 1 Cup grated coconut 1/2 Teaspoon salt Baking liner

Cooking Tips : When mixing dough, add water if it is too dry. Don’t refrigerate. They go hard. If using frozen grated coconut, squeeze the juice before adding salt. Frozen grated purple yam can be replaced by fresh purple sweet potato.|

Cooking Directions: In a mixing bowl, mix grated purple yam and glutinous rice. Add water together to form a soft dough.

Kabilang sa grupong ito ang mga estudyante mula sa elementarya at lima sa high school na mga miyembro ng Batangas Young Writers’ Club (BYWC) na pawang mag-aaral ay mula sa mga barangay ng Tabangao, Ambulong, Libjo, San Isidro at Malitam (TALIM). Ang BYWC ay binuo ng Pilipinas Shell Petroleum Corp. (PSPC) sa pamamagitan ng Pilipinas Shell Foundation, Inc. (PSPI) sa pakikipagtulungan ng Batangas State University-College of Arts and Sciences (BSUCAS), Batangas Press Club (BPC) at ng Department of Education (DepEd) – Batangas City. CAMP MIGUEL MALAVAR -- BINUKSAN kamakailan ang Inter Agency Summer Sports Festival ng mga kapulisan na ginanap sa Batangas Police Provincial Office (BPPO) nanilahukan ng iba’t ibang grupo ng kapulisan at iba pang peace officers mula sa iba’t ibang parte ng Batangas. Kabilang sa mga lumahok ay mga delegado ng Provincial Head Quarters/ BPPO, 730th CG, SPOW, Philippine Air force, Bureau of Fire Protection, , 740th CG, SPOW, Philippine Air force, Bureau of Jail Management and Penology, Provincial Public Safety Company, Provincial Supports Unit, Batangas CPS, Lipa CPS, Tanauan CPS, 1st District, 2nd District, 3rd District at 4th District. THROUGH Executive Order No. 2012-04 dated July 2012, the Provincial Multi-Sectoral Alliance (PMSA) headed by Batangas Governor Vilma Santos Recto was established to strengthen and sustain the tuberculosis (TB) program that aims to eradicate tuberculosis in the province. PMSA is composed of government and non-government agencies including the academe and industries within Batangas province as the technical working group. One of its functions is developing policies for the provincial management and implementation of TB care according to international standards and national TB program for comprehensive, province-wide, multi-sectoral, interagency and community-based approach. The annual operational planning held at Hotel Pontefino, Batangas City had Atty. Vicky Antique, Executive Assistant to the Governor, as the convenor. This major activity reviewed the implementation of the identified TB programs being undertaken by the different government and private partners. Its main output were the measurable plans for 2014 that will ensure effective implementation of TB programs in the province. The 2-day planning workshop focused on the review of the vision and mission of PMSA as well as the confirmation of the identified strategies to intensify the TB awareness program, case finding and case holding of TB patients. It was highlighted by the presentation of the accomplishment of each technical working group. The academe group - LPU, GGC, UB and DepEd - in charge of capacity building and social mobilization gave emphasis on TB in the workplace and of students. The proposed activities include training of health personnel in the TB program for dissemination within the institution, as well as training of nursing students who will then implement the TB awareness program in the community. The committee on resource mobilization proposed fund raising activities to support the programs and activities of the alliance. The efforts of PMSA were recently recognized by the Department of Health and was given plaque of recognition for its unwavering commitment and contribution to the implementation of the National Tuberculosis Program.|
