Sa dokumentong nakuha ng BALIKAS News Team, lumalabas na pormal na idinulog ng Tanggapan ng Pununlunsod sa Bureau of Local Government Finance (BLGF) isang ahensya sa ilalim ng DoF si Geron bunga ng umano’y pagtanggi ng huli na magbigay ng “simpleng sertipikasyon” na hinihingi ng bangko para mai-release sa Pamahalaang Lunsod ng Batangas ang dalawang

BATANGAS City – THE Lopez-led First Gen Corp. has been cleared by government regulators to build an additional transmission facility to complete the facility requirements of its two (2) new plants in Batangas City – the 450 megawatt (MW) San Gabriel Natural Gas-fired plant and the 100MW Avion Power Plant – to supply to the national grid, amounting to a total P409.35-million investment package. Just recently, First Gen, through its wholly owned unit First Natgas Power Corp., was cleared by the Energy Regulatory Commission (ERC) to build the dedicated point-to-point transmission facility for the San Gabriel plant, a new investment amounting to P118-million. First Natgas is currently developing the 450-MW San Gabriel power plant, a natural gas-fired power plant capable of combined cycle operation, located within the Santa

Rita and San Lorenzo power plant complex in Batangas City. Based on government data, the San Gabriel plant is targeted for testing and commissioning this summer and commercial operations in December 2016. In its application, First Natgas proposed a connection to the San Gabriel plant to the existing San Lorenzo Switchyard, which will link the power plant to the transmission system of the National Grid Corp. of the Philippines (NGCP). The company is allotting P117.87 million for the project, which involves the construction of approximately 200 meters of transmission lines, substation high voltage equipment and remote monitoring and control. The project also involves the expansion of the San Lorenzo Switchyard.

OCD-RDRRMC IV-A resounds with support for “Pagyanig 2016” THIS past week, one powerful earthquake after another shook the world and left many trembling in fear of what would happen next. Japan has borne the brunt of this fact after being devastated by shallow, magnitudes 6.5 and 7.3 earthquakes on Thursday and Saturday, respectively—killing 41 people, injuring over 900, prompting more than 91,700 to evacuate, while destroying and damaging over 800 houses. Another magnitude 6.9 earthquake struck Myanmar on Wednesday while locally, Zamboanga del Norte experienced a magnitude 6.0 one on the same day.

These were most recently followed on early Sunday morning (Philippine Standard Time) by a magnitude 7.8 quake centered near the coast of Ecuador in South America—reaching a death toll of 77 with injuries of more than 500 as of time of reporting. natural gas power plant in Batangas to the Luzon grid. The Energy Regulatory Commission (ERC) authorized Prime Meridian Powergen Corp. (PMPC) to develop, own and operate the Avion-Santa Rita (SR) transmission facility. The total estimated cost of the dedicated point-topoint facility is pegged at P291.45 million, according to the document. This will cover the construction of the main substation, switchgear, grounding system; as well as the costs for engineering, procurement and construction, and labor. “PMPC has the financial capability to undertake the development… of the transmission facility,” the ERC said. “The development and

construction… will be funded by 100% equity of First Gen,” it added. PMPC’s Avion project — which is intended to provide additional capacity to the Luzon grid by next year — will be located in Barangay Bolbok in Batangas City, adjacent to the existing 1,000-MW SR plant and 500-MW San Lorenzo plant of First Gen. The transmission facility is necessary to connect the plant to the existing SR switchyard, and eventually link it to National Grid Corporation of the Philippines’ transmission system. “A perusal of the evidence presented… disclosed that the approval of PMPC’s application… will redound to the benefit of consumers in terms of continuous, reliable and efficient power supply…,” the ERC said in its decision.|

THAT’S “The joy of love” in English, the title of the latest papal document. It summarizes and integrates all the observations, findings, and conclusions of the two Synods of Bishops on the family that took place in 2014 and in 2015. More than that, it outlines the papal thrust, and therefore that of the whole Church, on how the pastoral care of the family should be done today. It strikes me as a bold step forward in keeping pace with the current state of family issues, complex and complicated as they are now. In a nutshell, what it teaches and proposes is to uphold traditional Catholic teaching on marriage and family and also to encourage a new sensitivity, a new dynamism in dealing with the different pertinent issues. This document has to be read and studied slowly, because the new things and approaches presented in this document can always create a stir in the minds and hearts of some people who are understandably attached to the traditional ways of doing things. It’s just unfortunate that some groups have immediately taken the occasion to find fault in the document. They have even gone to the extent of saying that Catholics cannot follow some points articulated in the document. Indulging in speculations driven by fear, they dabble in many legalistic and moralistic hair-splittings. Ok, they also need to be heard. But I find that development disrespectful of the papal office at the least. Any question or complaint they want to raise should, to my mind, be lodged first with the proper office in the Church rather than immediately going public and sowing confusion and distress among the faithful. But then again, this development is not surprising at all, because even in the time of Christ, many self-righteous people were always finding fault in his ways of dealing with people who were considered sinners. Just the same, Christ finally submitted to their schemes, offering his life on the cross, and asked for forgiveness for them. I believe the problem is how to see the link between God’s abundant and gratuitous love for mankind that is based always on the truth as fully revealed by Christ, on the one hand, and God’s equally abundant and gratuitous mercy for mankind that is also based on the truth as fully revealed and lived by Christ himself, on the other hand. Many people fail to see this organic shift from divine love to divine mercy. They fail to see that the love that is at the core of the very being of God is translated into mercy when extended to his creatures, especially to us who, of all the creatures, are his masterpiece since we have been created in his image and likeness. It cannot be any other way. Creatures as we are, we cannot replicate to the full the very love God has within himself, no matter how best we try. We can only approximate it. And it is God’s mercy that can fill up what will always be lacking and missing in our love. This is not to say that we can flout any of the moral teachings that the Church has so far developed through the ages, based on the teachings and example of Christ himself. It is rather to make some progress in our moral sense by giving more attention to divine mercy as taught and shown by Christ that appears to be ignored up to now. Christ readily forgave the Samaritan woman with 6 husbands, the woman caught in adultery, the thief who was crucified with him. When he performed miracles, it was not so much to heal those involved of their illness as to forgive them of their sins. When Christ issued the new commandment of loving one another as he has loved us, I suppose that we have to be as merciful as Christ has been with everyone, even going all the way to accepting the cross, dying on it, and asking for forgiveness for everyone. That’s the reason why we have to learn to suffer, because suffering will be unavoidable if we truly have to follow Christ. I suppose we need to identify ourselves more and more with Christ as we try to follow all the moral teachings of the Church. That should be the sensation we feel as we go through studying all the moral doctrine of our Christian faith. We should avoid reducing Christian perfection into some intellectualism alone. It should lead to a vital identification with Christ. This way we would be more able to do what the document is suggesting— that we do effective accompaniment and discernment in our relation with everyone.|

Can political parties change the current voters’ preferences ANXIETY and excitement are starting to fill the air now that we are only few weeks away from the election. Relying on surveys, some are already counting their winnings while others are still dreaming that some miracles can change the figures disclosed by survey firms. Surveys reflect voters’ preferences of voters. If credible, they can provide political strategists with important inputs necessary to craft good campaign plan. But while surveys disclose voters’ preferences, they are not conclusive indicators of the election outcomes. Other things can significantly affect the results of the election. For one, the impact of political machinery on voters’ behaviours cannot be doubted. This is the reason why candidates usually choose to join political parties than try their lack in going solo. Aside from funding and political network, parties provide research, formulate programs and answers to current issues, strategize campaign, and lend material assistance to candidates during campaign sorties. Theoretically, candidates coming from stable political parties are better placed than independent candidates. Because of the resources and networks at their disposal, administration parties are usually perceived to be stable. However, stability is something

Internal coherence, manifested in the level of the organizational culture and the clarity of the party ideology, is much more valuable for the effectiveness of the party than any material resources that it has. Hence, large party organizations are not a guarantee of electoral victory. The effectiveness of political parties in influencing voters’ preferences is dependent upon their ability to wield the collective will of their members to win as many votes needed to bring their candidates to victory. Miserably, no major political party today is capable of doing this. In reality, most of the existing political parties are nothing but temporary alliances of selfinterested individuals who change loyalties from time to time as may be dictated by their family and business interests. Thus, it is understandable if the present political parties do not wield any significant impact on the outcome of elections. People rely more on gossips and survey than on the information that political parties transmit through their propaganda channel. It can hardly be expected for these parties to deliver votes for their candidates. And as such, nobody can expect them to change the voters’ preferences reflected in the surveys.|

Surveys reflect voters’ preferences of voters. If credible, they can provide political strategists with important inputs necessary to craft good campaign plan. But while surveys disclose voters’ preferences, they are not conclusive indicators of the election outcomes.

The ten righteous men: what kindness is and why it matters RAFAEL & VERONICA DY-LIACCO

Sample gifts IN the story of Abraham, in the dialogue between God and Abraham narrated in Genesis 18, we are told that an entire city will be shown mercy if it has just ten righteous men. We are not told that the ten will convert the rest of the city, and make it righteous, and therefore make it meritorious of mercy. No, we are told that for the sake of the ten righteous, the many unrighteous will be spared. What kind of judgment is this, that sees the righteousness of ten outweighing the unrighteousness of an uncountable multitude? We cannot pretend to know the mind of God, unless he tells it to us himself. But we can help our own understanding of the story by asking of it two things: What kind of righteousness do the ten practice, and why does that righteousness matter? The story, and indeed the entire Bible that contains it, yields these answers: The righteousness of the ten is accomplished face-to-face, and that kind of righteousness matters because it has eternal value. As for the first answer, we do well to consider that the injustice of the many is not one of statistics, nor of flawed systems. The evil of the many is not because they are many. In the story, God tells us that he is of the mind to see for himself what their evil is, face-toface. Conversely then, one righteous man would have been known by his actions face-to-face. Indeed, in the New Testament, Our Lord commands us to do works of mercy but first of all towards those whom we see and towards those whom we meet on the way. There can never be a Lazarus at our gate. As for the second answer, it is precisely for that kind of righteousness that we receive from Our Lord the promise of entry into His Father’s eternal kingdom. That kind of righteousness then, is not the kind of selfimagined righteousness often encountered in elite cliques enacting pre-programmed agendas. Rather, it

is more akin to what we simply know as kindness. So the query can now be rephrased: What is kindness, and why does it matter? Kindness, or the Hebrew hesed, matters for sure in the heart and mind of God; the Bible lets us know. Upon this Biblical base we may then add our own reflections; here is mine and my wife’s. As creatures of this world, limited as we are, we sense that kindness, whether shown to us or whether we show it, remains true to what it really is when it keeps no boundaries. What claims to be kindness no longer appears to be so, when it turns back and turns away. I will be kind to you, but not you, is no longer kind! Oddly enough, however, violence, which stands in opposition to kindness, also observes no boundaries. Violence after all crosses lines; it violates. What then, is the difference between the two, kindness and violence, when it comes to crossing boundaries? When kindness crosses boundaries, the boundaries it crosses are its own. It removes veils from its eyes. It removes walls that surround its heart. It submits itself, unprotected, to the Other to whom it offers itself. And it does this because of what it sees with its eyes and understands with its heart: That the Other is truly fragile, and in need of mercy, and compassion, and sustainment. It sees that the integrity of the Other can be threatened, and wishes to protect that integrity, even if that means letting its own come under threat. But when violence crosses boundaries, it is to violate those very lines that define the Other. In violating those lines, it destroys the Other. Kindness, then, stands in the primordial wind that blew at the start of Creation, when all things were made in their integrity, and called good. But violence stands at the end of time, when the stars begin to fall from the heavens, and the world begins to sink into darkness. And that is why kindness matters. Small as it is, fragile as it is, taking place between two small and fragile creatures about whom the rest of the world may care nothing, it is the counterweight to violence and the end of all things.|

By the roadside IT all starts with a big hypocrisy—even but considering its very title: Gambling is but a “game” so that when one gambles, he is but engaging in “gaming”—an amusement, a recreation, a contest. It is but a pastime, a leisure, an entertainment. So it is that there are now legal and paralegal gambling establishments and entities all over the country. And so it is that as of today, there are no less than thirty-five (35) legal gambling—“gaming”— establishments in the Philippines plus at least some thirty-three (33) paralegal gambling forms from the infamous jueteng to the deceiving Masiao. “Illegal” gambling there is none in the country— courtesy of the “Daang Matuid” creator and promoter. This is the joke of the decade. POLITICS, especially in the Filipino culture, is basically a game of numbers. Filipino politicians constantly aim for additions or multiplications, never subtractions. They know all too well that this last is a kiss of death. There is no more obvious place to see this at play than during the campaign season. Even the Church—meaning the institutional one, as is often understood by politicians—becomes the object of their “pursue-and-win-over” (or “research-and-destroy”) operations. Undeniably a few members of the hierarchy, both bishops and priests, have very partisan views and dealings, short of using the pulpit to promote their favored candidates. The majority, though, remains a bit wary toward, and/or detached (or try to be) from, anything that has to do with politicians or politics. Having been taught time and again by the late St. John Paul II and by tracks of seminary formation sessions, including the local bishops’ stern reminders, that the institutional Church—which often means in practice, the clergy, even in the clergy’s own eyes— should be non-partisan, some consequences, positive and negative, have inevitably developed. Positively, detachment from partisan politics has theoretically and practically freed the clergy from having to actively push for the candidacies of family members, relatives, friends, classmates, and the like. It has enabled them to critique even those closest to them who are into partisan politics and who in turn easily take their feedback as part and parcel of the “moral and spiritual authority” the clergy holds. It has also reduced to the

barest minimum the number of priests and religious who run for or hold public office. There are abuses, of course, and our age is no exception. In certain places some priests actively campaign for their preferred candidates or, worse, join in the local debasement of the ballot, such as vote-buying and such other practices. In reaction some bishops have taken measures to prevent a repeat of similar abuses, discussing, and issuing guidelines for the clergy to observe. Alas, the Church’s basically sound stance of nonpartisan political involvement in the country also has undesirable consequences. A glaring one is the sense— a wrong understanding, naturally—among politicians and voters that religion or faith has nothing to do at all with the realm of partisan politics and, even more sadly, in the wider realm of general politics understood as the promotion of the common good. Now, more than ever, many Filipino politicians, once in office, take pains to show their “independence” from the Church (mostly the Catholic Church) by espousing advocacies, bills or measures that directly go against official Church teachings. The current president of the republic and many of his party-mates (and many outsiders too) are a case in point. The successful passage of the RH Bill into law is undoubtedly partly influenced by a sense of “the-Church-or-any-religion-for-that-matter-has-nobusiness-in-legislation”. The present crop of candidates for the Philippine House of Representatives and Senate features familiar names, many of them leading in pre-election surveys, who have habitually advanced causes directly contradicting official Church’s positions. As far as they are concerned, the only thing keeping them from successfully passing laws on divorce, euthanasia, same-sex marriage, abortion etc. is the Philippine constitution (thank God). If surveys and polls are to be believed, there may be more of them in both houses of Congress in the coming years. The Church can only ignore them to our own peril. It may not be useful, and rather late into the night, to play the blame game on our common failure to instill in our Catholic lay faithful their basic mission, as taught by the reforms of Vatican II, to bring the values of the Gospel and the Catholic faith into the wide fields of politics, culture, science, education, and the running of government. But we must at least admit it. Secularization, rather than the Gospel or magisterial teaching,

The Supreme Court finally ruled that the Commission on Elections (Comelec) must implement what the law requires, the issuance of vote receipts by the voting machines. The Comelec claims that issuance of Vote Receipt or Voter Verified Paper Audit Trail by the voting machine would delay the voting process. It also claims that vote receipt might lead to vote-buying. The Comelec did not realize that it is better to have longer time to complete the voting process than to have a rigged election result. Vote receipts cannot be used for vote buying since the voter will not be allowed to bring it out of the polling place; he must drop it in the box reserved for that purpose. Early on, we advocated the re-installation in the voting machines of the other 3 security features: Ultra Violet Detectors, Source Code Review, and Digital Signatures–in order to have a clean and honest election, upholding the true will of the people by protecting the sanctity of the ballot. All of these three, including the vote receipt, are very important security features which were deleted during the 2010 and 2013 elections. Let us pray that those features be re-installed so that the voice of the people will really be the result of the election.  With the nearing May 9 elections, the candidates for President, or the presidentiables, have been resorting to “word war”. The Filipinos deserve an intelligent campaign and not suffer the spectacle of candidates lambasting each other. It is about time presidentiables level up their campaign strategy. They should state their respective platforms of government. Let the next and last presidential debate be an intelligent one. Who knows, it might change the mind of some voters who decided to write NOTA or “none of the above” on their ballot. Filipino voters are intelligent voters and as of this date, they just thought they do not have good presidential candidates to choose from.  The El Niño phenomenon severely affected the Visayas and Mindanao areas. Farmers in the region sought the help of the government. Calamity funds had been released by the Department of Budget to either the local government units or the Department of Agriculture to give assistance to the farmers. What happened to the drought-stricken farmers in Kidapawan City, North Cotabato is unforgivable. The poor farmers were asking for rice but they were instead given bullets. They were asking for subsidy and assistance during their group action, instead they were dispersed, a bloody dispersal resulting to the killing of 3 farmers and wounding of hundreds. In the first place, the farmers would not have staged the protest and the violent dispersal could have been avoided if only the government had sincerely taken action and did not ignore the demands of the farmers. Likewise, some of the farmers were arrested and are still in detention. The Commission on Human Rights and other government agencies have been investigating the incident. We just hope there will be no white wash in the process. Meanwhile, the Public Attorney’s Office has already petitioned the release of the poor farmers.  His Holiness, Pope Francis, issued his exhortation “Amoris Laetitia” or “The Joy of Love” on March 19, 2016, the Solemnity of St. Joseph, during the Extraordinary Jubilee of Mercy. It relates “on love in the family.” The exhortation is the result of two synods on family organized by Pope Francis in 2014 and 2015. It has 9 chapters and is composed of 264 pages. The Pope discussed the Holy Scripture on the characteristics of Jewish wedding liturgy as Christian. The Pope then considers the current situation of families having down to earth and facing many challenges, from migration to the ideological denial of difference sex. He also mentioned to the essential elements of the Church’s teaching on marriage and the family and the love in marriage. The family “is a large network of relationships”. The same mystique of the sacrament of marriage has profound social character. And within this social dimension, the Pope points out in particular the specific role of the relationship between young and old, “the relationship between brothers and sisters as growth internship in relation to others.” The Pope addresses some pastoral ways that orient to build strong families, fruitful in God’s plan and strengthening the education of children. He also invites the families to mercy and pastoral discernment in situations that do not fully respond to what the Lord suggests. He also refers to marital and family spirituality. He says: “No family is perfect reality and packaged once and for all, but requires a gradual development of their capacity to love. We are all called to keep alive the tension towards something beyond ourselves and our limits, and every family has to live in this constant stimulus. We walk, families, keep walking! We do not lose hope because of our limitations, but even give up looking for the fullness of love and communion that we have been promised”.  Happy Birthday to Fr. President Aquino welcomes economic zones’vast contribution to job generation PRESIDENT Benigno S. Aquino III on Thursday night lauded the vast contribution of economic zones in generating millions of jobs and in oiling the Philippine economy. Speaking during the Philippine Economic Zone Authority’s (PEZA), 21st anniversary celebration and investors’ recognition night, the President said his economic managers have always predicted that PEZAapproved investments under his administration would

exceed the amount generated by the previous three administrations for more than 15 years. “Tonight, I thank you for proving them right because as of December 2015, 50.5 percent of total PEZAapproved investments equivalent to roughly 1.594 trillion pesos have been recorded under our administration,” he told foreign investors who attended the event. He said that since investors have been true to

their word, there would be an even more significant margin of success by the time he steps down from office. “To be honest, I am not surprised because no matter the quality of the country’s leadership in the past, PEZA has cultivated a strong track record of good governance,” he added. The Chief Executive thanked PEZA Director General Lilia de Lima, under whose watch, some P3.16 trillion in investments have been approved, generating

almost 1.2 million jobs. “A scan of recent headlines and news stories shows that these numbers are likely to increase, with the establishment of a 63-hectare economic zone in Davao, the possible expansion of Osakabased companies in the Philippines, and PEZA's continued efforts to convince even more companies to set up shop in the Philippines,” he said. “Internal reform has likewise led to more efficient operations in PEZA eco-

Malacañang to ensure adequate power supply during election THE government has expressed its determination to ensure adequate and uninterrupted electric power supply, especially during the election period. "Ang objective ng DOE (Department of Energy) ay talagang zero disruption, one week before and one week after May 9 -- ito ang talagang ideal situation na kanilang nilalayong matamo. No power interruption one week before and after, para hindi magkaroon ng anumang pag-antala o ligalig doon sa panahon ng halalan," Communication Secretary Herminio Coloma, Jr. said during a media briefing at the Palace on Friday.

"Sa mga scheduled maintenance, tinitiyak na sa pamamagitan nang masinsing koordinasyon, tinitiyak ng DOE na hindi nila gagawin ito sa target period natin na one week before and one week after (election day)," Secretary Coloma said. He further noted that Energy Secretary Zenaida Monsada is in Cebu to meet with power suppliers and other stakeholders, while a team from the department has inspected power plants and coordinated meetings in Luzon and Mindanao. Coloma explained that the tight supply in electricity is due to the combination of

the rising heat index and the maintenance of power plants. "Sa Luzon, ang peak demand ay from 10 a.m. to 3 p.m. Masyadong mataas kasi ang heat index, tumataas pa ito. PUERTO PRINCESA, Palawan — Nagsagawa ang pamahalaang panlalawigan kamakailan ng pagdudokumento ng sining at kultura ng mga katutubo sa Palawan sa pamamagitan ng Lakbay-Kultura. Ito ay pinangunahan ni Sammy Magbanua, Program Manager ng Culture and Arts Development Office sa pamamagitan ng pagtungo sa iba’t-ibang tribo ng katutubo sa mga munisipyo ng Palawan. Pangunahing layunin ng lakbay-kultura ay upang maidokumento ng maayos ang mga katangi-tanging sayaw at musika ng iba’t-ibang tribo ng katutubo sa Palawan at upang makabuo ng estratehiya na pagyamanin pa ang mga ito at mapreserba para sa mga susunod na salinlahi. Unang tinungo ng grupo ng Lakbay-Kultura ang Bgy. Cabigaan sa bayan ng Aborlan kung saan matatagpuan ang mga katutubong Tagbanua. Dito ay nai-dokumento nila ang sayaw at awitin ng nasabing katutubo. US-Supported scholars graduate with new skills to address future calamities MANILA — President Benigno Aquino III and Ambassador Philip Goldberg led the commencement exercises on March 29 for the 148 scholars supported by the U.S. Embassy Manila’s United States Agency for International Development at Malacañan Palace. Also present were Secretary Mel Senen Sarmiento, Department of Interior and Local Government, representatives from the Development Academy of the Philippines, headed by President Antonio Kalaw, and Senior Vice President Gloria Mercado. The ceremony marked the end of the 14-month academic program given by the Development Academy of the Philippines. This multifaceted course allows students to progress between vocational training and academic lessons, and focuses on public management, local governance, development planning, and disaster risk reduction and management. The program is part of the U.S. government’s assistance to build the planning and disaster preparedness capacity of local governments in Typhoon Yolandaaffected areas.The scholars, most of whom are employed as municipal and provincial planners, earned the titleMaster in Public Management,

Major in Local Governance and Development. In his commencement address, President Aquino said, “You can make a difference in the lives ofFilipinos. Armed with your new knowledge, we must continue to build back better, so we can avoid similar tragedies down the line.” Ambassador Goldberg acknowledged the hard work of the graduates in taking steps to improve the social development planning and effective disaster management in their communities. “Collectively, you are building resilience throughout the region, and this resilience contributes to a more stable Philippines,” the Ambassador said.
