Batangas’ Bantay-Dagat network, adjudged as best managed in PH “IT really pays to be proactive and conscientious of what would be the best for your community and its environs. Eco-tourism and other development efforts are worthwhile concerns, but a holistic approach in ecological management with all the stakeholders actively participating is even more better.” Thus, this is how Mayor Sophia Grandoza Palacio reacts on the recent developments concerning the marine protected area operations in the province of Batangas. Last October, the Batangas MPA and Bantay Dagat Network topped the Most Outstanding MPA Network category which recognizes multiple MPAs handled by multiple local government units working together.

Batangas’ Bantay-Dagat network, adjudged as best managed in PH Batangas is seconded by the Central Negros Council for Coastal Resources Development in Negros Occidental while Lanuza Bay Development Alliance in Surigao del Sur got the third place. All the winners were awarded a trophy, cash prize, and snorkeling gear sets during an awarding ceremony in General Santos City on October 24. On a separate category, the Buluan Island Marine Sanctuary in Ipil, Zamboanga Sibugay, won first place in the Most Outstanding Marine Protected Area (MPA) category in the 5th Marine Protected Area Awards and Recognition or Para El MAR. Following Buluan Island MPA are Buntod Marine Sanctuary in Masbate City and Sta. Cruz-Molopolo Marine Park Bird and Fish Sanctuary in Macrohon, Southern Leyte, as second and third placer respectively. Recognizing well-managed marine sanctuaries is a way of highlighting best practices and rewarding communities that work hard to protect their marine ecosystems. The MPAs were judged based on how well they are managed, how the conservation has made an impact on the ecological and biophysical status of the sanctuary, and how the MPA management has created social and economic benefits for nearby communities. Elements of a top marine reserve What makes a well-managed marine reserve? The finalists had several things in common, said multi-awarded marine biologist

Porfirio “Perry” Aliño, coordinator of the Marine Protected Areas Support Network (MSN), which organizes the competition. First, they were “diligent in keeping records such as financial statements, management plans, meeting minutes, and photos,” said Aliño. Documentation served as the bases for judges to evaluate how the MPAs were being managed. BRAVO 2015 Meanwhile, a separate award-giving activity recognizes the efforts of the different groups of stakeholders of the Batangas Bay and other marine enclosures in Batangas. OPINION

THANKS to the wonders of the Internet, we now have easy access to many things, among them, newspapers, and magazines. Sometimes, we don’t have to subscribe to local and foreign papers to be able to read them. With this exposure, I’m certain we are also forming many views and opinions, and we slowly discern the various underpinnings, political, ideological, religious, and otherwise, that the media outfits have. I personally find it very interesting to compare opinions, styles, approaches, and see how they play out. There’s a thrill always in observing the flashes of genius as different writers argue and often clash. Also I want to fish, even if only tentatively, the different trends and biases the different papers can have. These considerations always shed some light on things to make them more understandable. A l m o s t aut omat ic ally , several categories emerge in the mind as I instinctively try to sort out, classify, brand, and label the different positions. Among these categories are the conservative/liberal, right/left, open-minded/close-minded, serious/ commercialized. With all these developments, we need to pay more attention to what is fundamentally important to those involved in the media. What is clear is that everyone in the media, just like everybody else, should realize very sharply our need for continuing formation. This need cannot be set aside, much less, alienated. This is the lifeblood of our profession, as it is in any other profession. Anyone who marginalizes the need for formation in his work is doomed to stagnate, if not fail miserably. And formation should not just be some vague and generic term. It should strike us as something urgent, and with many concrete elements that need to be attended to. For example, people in media should know how to attain greater independence and gain better objectivity, how to adapt to a fast-changing world driven by technologies that develop quite speedily these days, etc. These are some concerns that need to be looked into if we in the media wish to really serve the people and contribute to the common good. We have to be sensitive to subtle tricks, personal, social, and cultural, that can warp the integrity of our profession. These tricks are a constant threat. We cannot be naïve. It would be good if we could have an inventory of biases and other conditionings that can affect our work. Some of them are unavoidable, but at least if we are aware of them, we can do something about them. We have to be wary that unless we simply content ourselves with catering only to the ignorant and the impressionable, we need to improve our competence to satisfy the legitimate expectations of a more demanding and discerning audience. But before we start thinking of what new style and techniques to learn to attain this goal, we have to remember one basic, indispensable requirement, one that needs continuing renewal and purification, given the condition of our life and work. This requirement hopefully will give us a firm grounding, a sound sense of perspective, a clear focus, and sense of purpose. It’s the understanding that our media work is not just our work but rather is part of the divine redemptive plan for all mankind. We have to attune our work to that context. This is our usual problem. Many of us still have the primitive pagan notion that the business of communication is purely a human affair, so completely personal, private or autonomous that God has nothing to do with it. Or at best, that it is just a social phenomenon, ruled purely by some social consensus, with God and His commandments playing no more than a cameo role. Of course, with this attitude we become most vulnerable to all sorts of pressures and temptations that certainly distort the standard of justice and fair play, of freedom and truth, etc. Unaware of the divine character and redemptive mission of our work, we can tend to go in circles, stuck in the mud of wranglings, self-righteousness, and useless speculations or worse, prone to the tailspin of frivolity, greed, and inanities.

And now there are 15 ON September 16, 1991, 12 senators, collectively called the “Magnificent 12,” went against the wishes of President Cory Aquino and voted for the non-renewal of the US-RP Military Bases treaty. This paved the way for the pull out of US troops in the country and the turnover of the biggest US naval base in Asia the Subic Naval Base and the Clark Air Base, where US fighter and bomber planes used to refuel during their combat sorties in Vietnam in the 60s and 70s, to the Philippine government. Promoters of the extension of the bases treaty warned that the people of Olongapo and Subic would not be able to recover from the loss of their livelihood, which revolved around the bases, and the Philippines would wobble and be vulnerable with the discontinuance of US military and economic aid and the removal of the “protection” that the presence of US troops and armaments provided. Supporters of the US even sarcastically claimed that one could not eat patriotism but the loss in US aid was real. In a matter of years, the former US bases in Subic and Clark became tourism and business hubs, the conversion of which was presided over by the former mayor of Olongapo, who was a supporter of US bases, and eventually elected senator Richard Gordon. The purported negative effects of the removal of the former US bases were hardly felt in Olongapo, Subic and the whole country. More than two decades hence, the gloomy prognostications of supporters of US bases in the country never materialized. Of course, there were several attempts by succeeding administrations to gradually reestablish US bases in the country through several agreements such as the Mutual Support and Logistics Agreement, which paved the way for the construction of ‘temporary’ facilities by US troops and their access to the country’s ports and facilities, signed by former president Fidel V. Ramos, the Visiting Forces Agreement signed by Joseph Estrada, which opened up the country to the return of US troops, albeit ‘temporarily’, and the Balikatan joint US-

PH military exercises under the administration of Gloria Macapagal-Arroyo, which effected the actual return and continuing presence of US troops in the country. The final return of US bases in the country was effected by the administration of Benigno Aquino III with its signing of the Enhanced Defense Coope-ration Agreement (Edca). It was an Aquino who campaigned for the retention of the US bases, but failed in the process; it is another Aquino, this time the son, who paved the way for the return of US bases. Worse than the US-Philippine Military Bases treaty, the EDCA allows the establishment of not one or two but several US bases inside military camps of the Armed Forces of the Philippines (AFP) all over the country. There are already several restricted areas accessible only to US military personnel inside camps of the AFP where US facilities have been constructed, such as in Camp Navarro, the main operating base of the Western Mindanao Command of the AFP, in Zamboanga City, and even inside the General Headquarters of the AFP in Camp Aguinaldo, where Lance Cpl. Joseph Scott Pemberton, who was accused of choking to death Filipina transgender Jennifer Laude, is currently detained. To add insult to injury, the Philippine government would shoulder a substantial part of the costs of constructing and maintaining these US bases, much like the arrangements in South Korea and Japan. In South Korea, the government has reportedly spent $866.5 million in 2014 for the upkeep of US bases in its country. It paid $819 million in 2013. Japan, which pays for the labor costs of Japanese nationals working at US military facilities, utility costs of the bases, and other expenses, has earmarked ¥912 billion for 2015. For this reason, the 15 senators who asserted that the Edca is not valid as a treaty without the concurrence of two-thirds of senators did the country a service. The fifteen are: 1. Miriam Santiago

APEC Blues  SARAH RAYMUNDO Blood Rush THE Aquino regime has only buried us deeper into conditions of social and economic backwardness. As president, he has brought the liberalization of trade to its foregone conclusion: a local econoomy that cannot move anywhere beyond export-orientation and import-dependence. The Aquino regime has opted to derail the Peace Talks in favor of the criminalization of political dissent, enforced disappearances, and extra-judicial killings. All that sits well with its compliance to the US COIN (counter-insurgency program) and its localized version, Oplan Bayanihan. The Aquino regime has refused the opportunity to sit and talk about a much needed comprehensive agreement on social and economic reforms (CASER) with its so-called “enemies” whose draft on the topic has only been waiting to be discussed fruitfully. Furthermore, the Aquino regime has also resorted to the violation of the Comprehensive Agreement on Human Rights and International Humanitarian Law (CAHRIHL) in almost all encounters between the Armed Forces of the Philippines (AFP) and the New People’s Army (NPA). It has dumbed down a populace by making it believe that killing rebels in the most brutal of ways is legitimate. No LAW allows for the killing of any suspected rebel and/or criminal. But IMPUNITY is Aquino’s game for which he prides himself and his mercenary army. The only reason why Professor Emeritus Winnie Monsod and Jesuit priest Fr. Alejo can attempt at dampening the worldwide call to #StopLumadKillings is precisely because the Aquino regime has succeeded in distorting the laws that guard human rights so that by linking the revolutionary NPA or the Communist Party of the Philippines to the Lumad campaign, people are supposed to find good reason for the killings of indigenous peoples. Do you see how this government attempts at making each and everyone of us a stupid citizen, oblivious of human rights and with a very crude sense of the struggles of the indigenous peoples in our land? Aren’t you enraged? I am! Now this regime is all set for APEC. It is hosting it for the second time after 19 years. Aquino’s hosting of APEC only proves its criminal design and implementation of a monolithic national agenda.

A monolithic national agenda that allows for the exploitation of farm workers through contract growing and corporate agriculture has also resulted in peasant poverty and landlessness. A monolithic national agenda legitimizes the killings of indigenous farmers to pave the way for mining plunder. A monolithic national agenda rejects a program for a genuine national industrialization, and therefore frustrates any plan to bolster local manufacturing or a self-reliant economy. Cleary, there have been alternatives to impunity, poverty, landlessness, economic backwardness, corruption, and misery. When I was still very small, my mother would almost always reproach me for not finishing all the rice on my plate. I was told that farmers worked hard to put rice on our table yet most of them are so poor. Back then I did not know how cleaning up my plate helps poor farmers in any way. I never bothered to clarify because she made it appear like the sense in her “table manners” was self-evident. Quite predictably, I grew up a riceloving creature who feels responsible for other people’s leftover. And apart from that, growing up and growing old with people whose defense of human rights does not seem to waver, I have come to realize that my mother’s “table manners” were less a solution to the misery of Filipino farmers than a demand to be mindful of the labor of others on which my own and yours rest. The 1996 massive APEC protest was my first mobilization out-of-town. I owe it to myself and to the politics that brought me here to encourage everyone to join the November 19 APEC protest, and in the process, understand more how “economic cooperation” that refuses a harvest for the world can be opposed and replaced by something else, something better, something that can unite us with the basic sectors in Philippine society. And I sure hope it will be something that will no longer make us feel guilty each time we leave the table without finishing the rice.| ____________________________ *Sarah Raymundo is a full-time faculty at the University of the Philippines-Center for International Studies (UP-CIS Diliman) and a member of the National Executive Board of the All U.P. ALDUBbing Values WE’VE done it again! The Philippines has once more hit the global trending limelight as it becomes a ‘Twitter worldwide phenomenon’ with ALDUB! BBC called it “The Most Popular Show You Have Never Heard Of” because it’s more popular in the Philippines than any other part of the globe. ALDUB, according to BBC, smashingly dethroned Brazil’s 2014 Twitter record for its victory over Germany during the World Cup. The British channel continued to analyze the elements that made this simple scripted snippet go viral and now media-lucrative. Personally, I believe what makes it a socio-cyber media success is the simplicity of the ‘quasi-scripted’ romantic sad-turned-into-a-happy affair. It is spiced with the common ingredient of Filipino humor and slapstick that is always welcomed as a brief sought-for respite for the nerves of our politically-socially and traffic jammed countrymen. Then it mixes this ‘romantic comedy’ with the soughtafter kilig effect (Literally: to tickle the emotions) that every human relationship naturally has. Finally, it sprinkles the entire concoction with a very basic moral lesson: Getting into a Real Relationship 101. Pretty much up to this point, one can say that the romantic vignette is an entertaining and a good vehicle to remind ourselves, – especially the youth – how certain values are important to consider if they wish their own future relationships to be meaningful and lasting. However, as I thought more about this, I started having my doubts about the effectiveness of how the show effectively communicates values and if its message is really forged into firm convictions in the minds and hearts of our youth. The reflection that follows is not an attempt to dishearten ALDUB fans the world over. Nor does it seek to discredit the good intentions of the producers behind the show. Perhaps, my point is better understood in the following scenario: DAUGHTER: “Mom, I’m going out with Alec.” MOTHER: “Okay dear, but remember no holding

hands, no this and that, blah, blah, blah.” [Mother fixes her daughter’s collar and hugs her] DAUGHTER: [Rolles eyes at her mom.] “Ugh, mom, you’re so conservative! What makes you think we going to do any of that.” MOTHER: “Remember ALDUB, honey! Just reminding you.” [Mom kisses her daughter on the cheek] DAUGHTER: “You don’t have to worry, mom. Thanks to ALDUB, I know how to carry on with my relationship well!” [Daughter hugs mom and leaves the house] Of course this is totally unreal! But in reality, how many parents or children would really use ALDUB (or any show for that matter) as a moral reference to remind themselves and others about treasuring and transmitting values on courtship and marriage? If at all, we may be witnessing something that we could call the ALDUBBING of values. Dubbing refers to ‘the process of voicing over the original language with a local tongue’ so that a foreign film or song can be understood. Through this course something of the original message and cultural nuances are lost in the translation. In the case of ALDUB, we are witnessing an attempt to ‘make the local culture’ understand and rediscover certain values (i.e. pertaining to love and courtship) that perhaps, have been ‘lost in tradition’. But how much of this ‘cultural dubbing’ is genuinely capable of sending a lasting moral lesson to viewers? Are fans, for example, more inclined to live these values that give meaningful, lasting, and fruitful relationships? We are not attempting to over-analyze or dissect the simplicity and viral attractiveness of ALDUB. Let’s just take it for what it is, right? But I can’t help reading it as a symptom of traditions and institutions that are no longer properly functioning in our society and how values are being neglected or classified as morally and culturally irrelevant for the ‘times’. P/7 What are some things>>>WHATEVER..turn we can read off fromto the ALDUB phenomenon?

Principle of participation ON the occasion of the forthcoming local and national elections that as a matter of course bring about the presentation of candidates for elective public offices, the registration of voters and other related matters, it might be not only right and proper but also quite relevant to have even given a little look at the Social Doctrine of the Church pointing out the inherent significance and consequences of the “Principle of Participation” in matters that have social relevance to the life and plight of the people. Considering his human dignity and ingenuity, his social nature and disposition, his rights and obligations, his personal perception and vision, his ethical and/or moral convictions – among other human particulars – it becomes not only natural but even mandatory for man to participate in many and different, continuing or periodical social agenda for his own good and welfare. And the primary reason for such a “Participation” is precisely because man is not only a member of society but also directly or indirectly affected by decisions made for and about the society he is a member of. Let it be duly observed, however, that one thing is when someone is by deceit and/or by force deprived of his rightful participatory intervention in socio-economic, cultural, and political issues, directly or indirectly affecting his present life and/or future lot. And quite another thing is when certain individuals on their own and for whatever reason, refuse to participate in social issues as if society has nothing to do with them and so too, they have nothing to do with society – both of which stances are objectively wrong, considering that the “Principle of Participation” is both a right and an obligation. The truth of the matter is that the said “Principle” is in fact meant to safeguard and promote the rightful concerns and just interests of the participants themselves. Thus it is that when someone dares to claim that he/she has nothing to do with society and society has nothing to do with him/her such that participating in questions and issues affecting society are irrelevant as far as he/she is concerned – this is not simply an expression of indifference but a confirmation of ignorance. The common saying that “No man is an island” has its basic and concrete references to such an indifference – if not the actual scorn of social realities which directly or indirectly affect man precisely as a social being – something that is both a reality and a profundity. Conclusion: The calls made by different groups of people to abstain from participating in the forthcoming elections for one reason or another, may be well-intentioned but contrary to the said “Principle”. In the event however that their “Participation” is in fact ignored or neutralized for one devious reason or another – such as due to cheating in the elections – this would call for another “Participation”, viz., moving for the ouster of the cheaters, the elected, and all those involved in thus violating the “Principle”.|

Shame on Sen. Sonny Trillanes for voting against Senate Resolution No. 1414, which was sponsored by Sen. Miriam Defensor-Santiago. A little less acquiescent but nevertheless a national embarrassment are Senators Franklin Drilon, Juan Ponce Enrile, and Bam Aquino who abstained. Senate Resolution No. 1414 is not an expressed rejection of Edca, but the 15 senators went against the wishes of the Aquino administration, asserted the Senate’s power of check and balance, and, IF respected by the Supreme Court and President Aquino, would open the Edca to public debate. What the Filipino people now needs to follow vigilantly would be

the decision of the Supreme Court on the petitions asking the High Court to declare the Edca as unconstitutional, and the next steps of the Aquino administration. Well, of course, Pres. Benigno Aquino III has already demonstrated his proclivity for being obstinate. When the Supreme Court declared as unconstitutional substantial portions of the Aquino administration’s version of pork barrel funds the Disbursement Acceleration Program, President Aquino openly defied the High Court. He has consistently refused to hold his friends to account. And he has been turning a blind eye and deaf ear to the plight of the Lumad and their demands for justice. For someone who has declared that the Filipino people are his bosses, Aquino has been one of the most dense, insensitive and obstinate presidents this country has ever had. Even the late dictator Ferdinand E. Marcos Sr. bent to strong political pressure, nationally and internationally. It is now up to the Filipino people to use the Senate resolution to amplify the call and strengthen the campaign for the removal of US troops, bases, facilities and materiel in the country.| BULATLAT.COM

BUSINESS CALABARZON, Manila JCIs win top awards in 2015 World Congress in Japan CALAMBA CITY — The country’s more than 100 delegates to the week-long 2015 Junior Chamber International (JCI) World Congress held in Kanazawa, Japan from November 3 to 8 took pride for bringing home the bacon as among the world’s JCI international awardees as JCI marks its centennial year.

Jeffrey Rodriguez, city public affairs chief of the Calamba City Mayor’s Office and now a life-time member as JCI Senator told PNA here on Tuesday that JCI Manila romped off with the World’s Most Outstanding Local JCI Organization. The city public affairs chief and JCI Calamba Dimasalang official shared how JCI’s world leaders underwent an enriching experience during the poverty simulation as part of the workshop exercises in the week-long congress. Rodriguez observed how delegates from the first world and developing countries have varying degrees of assessing poverty situations during the “role play” as a poor senior citizen left to fend for himself or an indigent youth who has to quit school to serve as caregiver to her

aging parents. He said the delegates also experienced how a poor single mom strives to make both ends meet and how poor people have to face day-today subsistence mired in poverty. Rodriguez said the JCI members also explored ideas for international initiatives and leadership of the young generation to address poverty in the more than 100 member countries and territories with highly diverse backgrounds. Calamba’s JCI Dimasalang delegates also learned from shared experiences and ways of the JCI movement to create positive change at the local levels then to the global

arena especially in fostering world peace and international understanding. The Philippine delegation was awed by the Kanazawa JCI World Congress logo which depicts a “paper crane” as a symbol of peace, care for others, friendship, social activity and a flight into the future. The delegates heaped praises for the JCI forum’s crane symbol of choice colors where red stands for passion; orange for wisdom; green for peace; light blue for co-existence and co-prosperity and blue for the youth dynamism that could spur into action for positive impacts.| SAUL E. This does not mean that media work should be some kind of sacred, rigid, and monolithic business. It can go mundane. It can and should respect the legitimate plurality of opinions proper of our autonomous earthly affairs. But when there is this awareness of the divine character of our work, then the search for justice,

freedom, and truth can be pursued, hindered less by our tendencies to be shallow in thinking, rash in judgment, rough in manners. Even when there are conflicting views, there will always be charity in the discussions. Even when we are having fun, we don’t forget God. This is our media challenge.|

ALDUBbing Values First, more and more the family’s role of nurturing and modeling virtues for its members is being substituted by media and other external mediums. There is nothing really negative about this, except that what is shown in movies or TV will still be far from reality unlike the virtues that exemplary parents can teach and leave as a legacy to their children. Second, values can be communicated through countless creative channels. But one cannot risk ‘losing the true essence’ of certain values through mediums like slapstick, comedy, and reality shows. There is a need to go beyond an ‘entertaining scheme’ in order to transmit them. These shallow attempts are a subtle revival of our very own infamous Juan Tamad (John the Bum). The comical icon of laziness in Juan was an attempt to arrest the vice of sloth in the youth. But in presenting him to be a ‘funny, happy-go-lucky and cool chap’, I believe my generation had a more lasting memory of his ‘foolishness’ instead of the more important lesson on diligence. How, I ask, can a people still maturing in ‘good governance’ and battling constant bouts with ‘historical dementia’ (i.e. still remember which EDSA is real?) properly absorb and apply ‘values’ when these are ‘sugar-coated’ and ‘comically’ transmitted? Undoubtedly, through such ‘romantic snippets’ they may be aware of what is good, but media cannot go so far as to teach them how to be good. Finally, ALDUB is staged within another show, Eat Bulaga. This hosting show often has hot, gyrating, slut-wearing dancers who constantly come in and out of the stage and without fail steal the limelight. With this, one wonders how long will the ‘faint glimmer of romantic kilig’ lessons of ALBUD on decency, love and courtship remain faintly lit in the hearts and minds of millions of viewers?| blue.

“Candies would make us feel a great fun out of the box, exciting, colorful and filled with candies and anything sugary for everyone’s sweet tooth to enjoy,” pahayag ni ms. Buenaflor.
